    FG tax reliefs for tech startups to encourage innovative enterprises – Pantami

    The Federal Government has said the approved tax reliefs for tech startups is to enable the implementation of strategies to encourage and support the development and growth of more Innovation-Driven Enterprises.

    Minister of Communications and Digital Economy, Isa Ali Pantami, stated this in a statement Sunday through his technical assistant, Femi Adeluyi.

    The Minister also said the tax reliefs and incentives would help to create millions of jobs in the country, and stimulate the economy into further buoyancy.

    Pantami noted that a number of the proposed strategies resulted from recommendations that were made at an interactive forum held on 22nd February 2022, where he led a Federal Government delegation on a working visit to the Lagos digital innovation ecosystem.

    In his words, “This will also help to develop innovative solutions to societal problems, and rapidly grow, as well as diversify the Nigerian economy, in line with the National Digital Economy Policy and Strategy for a digital Nigeria,” the statement read.

    “Nigeria’s startup ecosystem attracted about 35 per cent (estimated at $1.4billion) of the over $4billion raised by African startups, which is the highest raised by any startup ecosystem on the continent.

    “The Nigeria Startup Bill was earlier approved by the Federal Executive Council and forwarded to the National Assembly and the process is about 90% complete.

    “The approval of the incentives at the council will consolidate the gains recorded for far in the NSB process.

    “The implementation of the National Digital Economy Policy and Strategy emphasises the importance of the innovation and startup ecosystem to the development of an indigenous digital economy.”

    The minister said the government would continue to position Nigeria to develop the tech ecosystem to transform Nigeria into a country with a sustainable and thriving digital economy.

    [TNG Exclusive] NIN: How NIS, NIMC officials extort passport applicants [Part 1]

    Since the Federal Government (FG) last year mandated the use of the National Identification Number (NIN) for all transactions in the country, some private and public sector officials have resorted to exploring the bureaucracy surrounding its process to exploit Nigerians.

    TheNewsGuru.com (TNG) in the first series of this special report carried out by its undercover reporter beamed its searchlight on activities of the National Identity Management Commission (NIMC) and the Nigeria Immigration Service (NIS), uncovering how officials of the agencies engage in massive extortion of innocent passport applicants in their offices.

    The NIS headquarters, located along the ever busy Umaru Musa Yar’ Adua expressway in Abuja, is one full of activities anytime, anyday; such that a first time visitor might easily be frustrated.

    Arriving at the NIS headquarters, it does not seem as though the rotten practices going on can ever happen there. There are two gates, being two layers of security, and there are immigration officers stationed at the gates, who profile people before they are allowed access into the NIS headquarters premises.

    Immediately after the second layer of security, by the right is a building housing the data centre of the NIS. The data centre, on a good day, is more of a beehive, filled with people, not to mention there are no air conditioners, and the place is usually stuffy. Meanwhile, there is a waiting area, but the experience is generally frustrating.

    When a person applies for a Nigerian passport, usually done online, they, thereafter, go to the data centre of the NIS to have their biometrics captured. To be captured, the bio data on applicant’s NIN must be verified against data the applicant filled while applying for the passport online. When there is a mismatch, the data have to be corrected.

    TNG findings reveal that most often, the mismatch is usually with the data on the NIN. When this is the case, the passport application returns NIN verification failed.

    As a matter of fact, NIMC already has a presence at the NIS headquarter in Abuja to make passport and NIN application easy and simultaneous. This means passport applicants make use of the NIMC office inside the NIS headquarters premises in droves to have their data corrected.

    However, the experience at the data capture centre of the NIS headquarter was not any different from the NIMC when a TNG reporter visited both in the course of gathering facts for this report.

    The visit notwithstanding the exhaustiveness afforded our reporter the opportunity of discovering first hand (with evidence) how officials of both agencies are extorting money from persons applying for Nigerian passport.

    TNG reports the NIMC, under the purview of the Minister of Commission and Digital Economy, Dr Isa Ali Pantami, especially might be the culprit in abetting the extortion of passport applicants through what is known at NIS offices as “your NIN never drop” or “your NIN is yet to drop”.

    Mandatory requirements for NIN data modification

    Meanwhile, to have data on NIN corrected, the NIMC has listed the mandatory requirements for the modification of NIN data to include the presentation of the original copy of the NIN slip issued after the first registration and printout of the Remita Retrieval Reference (RRR) Number given at the bank after payment or a printout stating the payment details if the payment was made online.

    Other mandatory requirements for the modification of NIN data are an application letter duly signed by the applicant for change in the data fields he/she wishes to modify stating the reason, and the supporting document to back the proposed changes to be submitted accordingly.

    After meeting the mandatory requirements above, the supporting documents for data modification applicants are expected to provide in the case of change of name are sworn affidavit, newspaper extract or marriage certificate (in cases of marriage).

    In the case an applicant is applying for change of address, they are expected to present a utility bill, tenancy agreement, bank statement or community leader attestation.

    For change of phone number due to loss or mechanical damage, change of level of education and change of occupation, applicants are required to present a police report, certificate obtained and employment offer letter respectively.

    TNG gathered that for every data field to be modified, a service fee of N500 per field is expected to be remitted by the applicant, except for change of date of birth, which attracts a service fee of fifteen thousand Naira (N15,000.00) only.

    However, TNG findings reveal that NIMC officials do not comply with the mandatory requirements for modification of NIN data, as officials of the Commission cut corners and flagrantly flout the laid down procedures for the modification of NIN data.

    While some fields in the data are non-updatable and cannot be modified, the NIMC listed updatable fields as names; date of birth; addresses; phone number; place of birth – State; place of birth – LGA; place of birth – country (if different from Nigeria); place of origin – State; place of origin – town, village, and place of origin – LGA.

    Other updatable fields are father’s NIN; father’s town, village of origin; father’s State of origin; father’s LGA of origin; mother’s NIN; mother’s town, village of origin; mother’s State of origin, and mother’s LGA of origin.

    TNG reports the non-updatable fields are gender, NIN, State of registration, LGA of registration, registration centre, ward, polling unit, date of death, date of death type, tracking number, date of registration; originating centre; loading centre, ID card number, applicant’s fingerprint, applicant’s fingerprint reason and applicant’s signature

    TNG reporter’s experience

    Findings by this medium when its reporter visited the NIS headquarters revealed that NIMC officials coerce applicants who want to modify their NIN data, fraudulently collect money from them, and jump the mandatory requirements to modify the NIN data for them.

    “To change your name you have to present an affidavit, newspaper extract and pay N500 to NIMC through Remita for us to do it. But, if you give us N5,000, we will get it done for you immediately,” an immigration officer [names withheld] who serves as a partner in crime to an NIMC official [names withheld], told a TNG reporter who presented himself as an applicant at the NIMC office inside the NIS headquarters in Abuja, the federal capital territory (FCT).

    However, despite making the requested payment, the modification of the reporter’s names was yet to reflect at NIS weeks after. When the reporter approached the NIS official, he was told to make another payment of N5,000 before the NIN could drop. He specifically dropped account details with which to receive the payment.

    Meanwhile, several other passport applicants, some at the NIS headquarters have narrated similar or even worse ordeals to TNG. TNG observed based on applicants’ accounts that the practice, which began almost immediately when the FG made NIN mandatory last year, has now turned to norm.

    Checks by TNG on the official Facebook page of NIMC show the page is replete with similar complaints. However, the Commission never responds to the complaints nor gets the complaints addressed. Calls pulled through to the telephone number shared via the Facebook page were never answered. Text messages are never replied to.

    A probe by TNG revealed that when a modification is done on an NIN data field, the update does not immediately synchronize with the central database of NIMC. The modification is not automated with the central database of the NIMC and usually takes weeks to months, providing the loophole for NIS and NIMC officials to collude with themselves in extorting money from passport applicants in their numbers.

    Several efforts to reach NIS Public Relations Officer, Mr Amos Okpu, an Assistant Comptroller, and Director of Corporate Communications of NIMC, Kayode Adegoke to address the matter proved abortive.

    President Muhammadu Buhari on Thursday commended the Minister of Communications and Digital Economy, Dr Isa Ali Pantami.

    President Buhari commended Pantami for the landmark achievements of the digital economy sector and his commitment in carrying out his responsibility of developing the sector.

    The president gave Pantami the commendation at the launch of the National Policy for the Promotion of Indigenous Content in the Nigerian Telecommunications Sector and the Revised National Digital Identity Policy for SIM Card Registration.

    Buhari in his address stated that the Digital Economy sector has made significant progress and recorded a number of unprecedented achievements under Pantami.

    He said he was pleased with the way that the digital economy sector provided online options for activities that were hitherto restricted to offline channels.

    The president’s address reads: “I am delighted to launch 2 very important National Policies today- the first is the National Policy for the Promotion of Indigenous Content in the Nigerian Telecommunications Sector.

    “And the second is the Revised National Digital Identity Policy for SIM Card Registration.

    “The first National SIM Policy was launched in February 2020. The Policies being launched today are in full alignment with the objectives of this administration in the areas of security, economic development and anti-corruption.

    “The Digital Economy sector has made significant progress and recorded a number of unprecedented achievements since we expanded the mandate of the Ministry of Communications to include the digital economy mandate.

    “The Information and Communications Technology sector was the fastest growing sector in both the fourth quarter of 2020 and the entire year 2020, based on the Report by the National Bureau of Statistics.

    “The sector’s 14.70% double digit growth rate played a principal role in supporting our country to exit the recession triggered by the COVID-19 pandemic. The growth rate of the sector exceeded 4 times the next fastest growing sector of Q4 2020, ICT Sector which had a growth rate of 3.42%. This is truly commendable.

    “We are also pleased with the way that the digital economy sector provided online options for activities that were hitherto restricted to offline channels. In addition to minimising the disruption to activities of both the public and private sectors, it also reduced the cost of such meetings and improved their efficiency.

    “The Federal Government embraced institutionalising online meetings through the approval of the National Policy on Virtual Engagements in Federal Public Institutions. As a result of this, we now have Virtual Federal Executive Council, Virtual Council of State and Virtual National Economic Council meetings, among others, even though this development was triggered by COVID-19.

    “The National Policy for Indigenous Content in the Nigerian Telecommunications Sector is in line with this administration’s commitment towards ensuring that Nigerians become active participants in the different sectors of the economy, including the telecommunications sector.

    “As a country, our desire to produce what we eat and consume what we produce is not limited to the literal meaning; rather we want to work towards being self-sufficient in every sector of the economy. For the telecom sector, we want Nigerians to play a major role in the design and manufacture of devices, in meeting the manpower requirements and in becoming an active part of the telecommunications ecosystem of the country.

    “The Policy aims to achieve this and I have earlier directed the Honourable Minister of Communications and Digital Economy to develop the structure for its implementation and forward this to the Nigerian Communications Commission to implement. We are confident that the execution of the Policy will further enhance our economy and lead to the creation of jobs.

    “The launch of the Revised National Digital Identity Policy for SIM Card Registration is quite timely and will support our efforts to enhance security and develop our economy. The National Identification Number is the foundational digital ID for the country; both Nigerian citizens and legal residents are expected to obtain the NIN. It will provide access to government services and will give government useful insights that will enable us to utilise scarce resources a more efficient way.

    “There have been many futile attempts to promote the use of digital identity in the past. Previous attempts have been unsuccessful due to a number of reasons, including sabotage. Our focused approach shows that this administration is dedicated to ensuring that we derive the benefits of a secure and robust digital identity system.

    “We are fully committed to the safety of Nigerians and linking the SIM to NIN will significantly enhance security, aid in National Planning, Budget preparations, etc.

    “It is in line with this commitment that we have initiated a process that will require every SIM to be linked to the National Identification Number, which is the primary identity database for the country. My earlier directive to suspend SIM sales was meant to sanitize the system and make it more secure.

    “I have also earlier directed the Honourable Minister of Communications and Digital Economy to implement the Policy in order to ensure that no SIM card is allowed to access our telecommunications network unless it has a NIN attached to it. Our goal is to make sure technology provides a platform for improving service delivery in the country and does not become a tool for perpetrating crimes.

    “I commend the Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim (Pantami), for the landmark achievements of the digital economy sector and his commitment in carrying out his responsibility of developing the sector, including championing the growth of the indigenous telecom sector and NIN-SIM registration process. I also commend the industry stakeholders for their support for the sector.

    “I hereby direct the Honourable Minister of Communications and Digital Economy to coordinate the multi-stakeholder implementation of both policies and I also urge all stakeholders to ensure compliance.

    Spokesperson to the Minister of Communications and Digital Economy, Uwa Suleiman has said Isa Ali Pantami will not sit idly to see his hard-earned reputation muddled.

    Spokesperson to the embattled Minister made this known in a statement on Monday, alleging that there are plans to release doctored videos purporting to show the Minister in a compromising condition.

    Suleiman stated that the plans to release the doctored videos of Pantami was the next stage of the “cancel campaign” against the Minister, and that there would be consequences.

    The statement reads: “We are in receipt of credible intelligence that the same forces who have been championing a well-coordinated and richly funded campaign against the Honourable Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami, are now unto the next stage of their diabolic project.

    “This time around, the forces of evil are shopping for willing partners as well as their usual avenues, to release doctored videos purporting to show the Honourable Minister in an alleged compromising condition, as a way of creating injury on his image.

    “We are least surprised by this recent move which is a clear intensification of their desperation, having failed in their assault on the personality of the Honourable Minister, despite their previous efforts.

    “After concocting lies and half-truths linking the Honourable Minister with terrorism, despite his well-documented stance against Boko Haram and similar groups, these adversaries went to the extent of doctoring a document with capacity to endanger national security. It was a relief for peace-loving Nigerians that the gimmick also failed to strike that sensitive chord.

    “This notice therefore is to alert the public to the latest ungodly plan and to warn the perpetrators about the consequences of such action.

    “The Honourable Minister will not sit idly to see his hard-earned reputation as a respected community leader, Islamic Scholar and public servant being muddled in the mud by paid agents with no adherence to truth and fear of God”.

    Former Governor of Ekiti State, Ayodele Fayose has said waiting between now and 2023 to send the government of President Muhammadu Buhari packing will remain a pain in the heart of Nigerians.

    Fayose stated this on Sunday, lamenting the security situation of the country, and saying: “it is certain that Nigerians must be impatient to send this APC government packing in 2023, having made the mistake of bringing this clueless people in 2015”.

    The former Ekiti State Governor stated that the issue of Isa Pantami, the Minister of Communications and Digital Economy has further exposed the government’s hypocrisy and complicity.

    Fayose wrote: “The present situation of Nigeria, where the Presidency has become the employer and defender of Boko Haram terrorists and armed bandits is so appalling.

    The presidency has accused some unnamed Information and Communications Technology (ICT) companies as being behind the woes the Minister of Communications and Digital Economy, Dr Isa Ali Pantami, is currently passing through.

    This is contained in a statement released by Garba Shehu, Senior Special Assistant to President Muhammadu Buhari on Media and Publicity on Thursday.

    He stated that the ICT companies attempted to financially induce some newspaper editors to run a smear campaign against the Minister.

    “The government is now investigating the veracity behind these claims of attempted inducement, and – should they be found to hold credence – police and judicial action must be expected,” Shehu stated.

    In the statement, the presidential aide also accused “those in the opposition” for the woes Pantami is passing through, and stated that the administration was behind the Minister.

    The statement reads: “Today, there is an unfortunate fashion in public discourse that makes leaders in politics, religion, and civil society liable in the present for every statement they have ever made in the past – no matter how long ago, and even after they have later rejected them.

    “This insidious phenomenon seeks to cancel the careers of others on the basis of a thing they have said, regardless of when they said it.

    “The Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami is, currently, subject to a “cancel campaign” instigated by those who seek his removal. They do not really care what he may or may not have said some 20 years ago: that is merely the instrument they are using to attempt to “cancel” him. But they will profit should he be stopped from making decisions that improve the lives of everyday Nigerians.

    “The Minister has, rightly, apologized for what he said in the early 2000s. The views were absolutely unacceptable then, and would be equally unacceptable today, were he to repeat them. But he will not repeat them – for he has publicly and permanently condemned his earlier utterances as wrong.

    “In the 2000s, the Minister was a man in his twenties; next year he will be 50. Time has passed, and people and their opinions – often rightly – change.

    “But all discerning Nigerians know this manufactured dispute is nothing to do with the Minister’s prior words, but solely concern his actions in the present.

    “This Administration is committed to improving the lives of all Nigerians – and that includes ensuring they are not over-charged or under-protected for those services on which modern life depends.

    “The Minister has been leading the charge against illegal data deductions and pricing; he has revolutionized the government’s virtual public engagement to respond to COVID-19 and save taxpayers’ money; he has established ICT start-up centres to boost youth entrepreneurship and create jobs; he has changed policy to ensure locally produced ICT content is used by ministries, starting with his own; and he has deregistered some 9.2 million SIMs – ending the ability for criminals and terrorists to flagrantly use mobile networks undetected.

    “In two short years, Minister Pantami has driven the contribution of the ICT sector to the GDP to more than 18 percent, making it one of the top two playing a critical role in the emergence of the economy from the COVID 19-induced recession.

    “In putting people first, the Minister and this administration have made enemies. There are those in the opposition who see success and want it halted by any means.

    “And there is now well-reported information that alleges newspaper editors rebuffed an attempt to financially induce them to run a smear campaign against the minister by some ICT companies, many of which do indeed stand to lose financially through lower prices and greater consumer protections.

    “The government is now investigating the veracity behind these claims of attempted inducement, and – should they be found to hold credence – police and judicial action must be expected.

    “The Administration stands behind Minister Pantami and all Nigerian citizens to ensure they receive fair treatment, fair prices, and fair protection in ICT services”.

    Pantami promises NIMC staff improved salary

    Dr Isa Pantami, Minister of Communications and Digital Economy, has assured staff of the National Identify Management Commission (NIMC) of improved salary scale.

    Pantami disclosed this on Tuesday in Abuja, when the board and management of NIMC paid him a courtesy visit in his office.

    “We are working on the new salary scale approved by the Salaries and Wages Commission, as we make efforts to ensure an improved budget for 2021.

    “I have furnished President Muhammadu Buhari with all the challenges face by NIMC because the President said we must get NIN right as we cannot continue to estimate our population and for national planning.

    “We will make sure the agency delivers on its mandate. We need to do more for NIMC,” he said.

    Earlier, Mr Bello Gwandu, Acting Chairman, NIMC Governing Board, who led the team, thanked the minister for his innovations and also informed him of the challenges faced by the commission.

    Gwandu, however, said that the actualisation and implementation of an enhanced salary structure for staff of the commission should commensurate with government agencies in the same Information Technology sector.

    He also said that provision and release of funds would address the huge infrastructural requirements of the commission.

    The acting chairman noted that the commission had been grabbling with these challenges, which in spite of the concerted efforts to address these issues had not made a headway.

    “We are here to convey to you our unreserved appreciation of what you have been doing since the transfer of the supervision of the activities of NIMC to the Ministry of Communications and Digital Economy.

    “The welfare of staff of the commission has been brought to the front-burner and attention of the Federal Government owing to your relentless drive to see a paradigm shift to their general working conditions.

    “It shows you have the interest of our NIMC workforce at heart, and you understand and appreciate the magnitude of the commission’s mandate to the Nigerian people.

    “We do this because of our firm belief in you as a technocrat with a very good grasp of the importance of digital identification in our country,” he said.

    Gwandu further said that the ongoing NIN-SIM linkage was yet another project that spoke volumes of the acting chairman’s unflinching resolve to sanitise and harmonise the silos of databases in the country.

    “Let me say again for the purpose of emphasis, that as a commission, we never exuded such overwhelming relevance and have not been this connected to the Nigerian people like we have since you took over as our supervisory minister,” he added.

    Nigerians have launched a campaign against Isa Ali Pantami, President Muhammadu Buhari’s Minister of Communications and Digital Economy, calling for his resignation.

    This is following unconfirmed allegations of Pantami’s ties with terrorist organizations such as the Taliban and Al-Qaeda.

    TheNewsGuru.com (TNG) reports Al-Qaeda operates as a network of Islamic extremists and Salafist jihadists.

    Al-Qaeda’s long-term plans included the creation of a unified and global caliphate.

    The organization was founded by Osama bin Laden, whose undisguised goal was to become a strong state under the banner of the caliphate.

    Whereas, the Taliban or Taleban, who refer to themselves as the Islamic Emirate of Afghanistan, are a Sunni Islamist movement and military organisation in Afghanistan currently waging war within that country.

    Pantami is being accused of having extremist views similar to those of, and links with, Osama bin Laden, Al-Qaeda, the Taliban and other terrorist groups.

    He was said to have one time praised Osama Bin Laden, describing him as a hero and a better Muslim than himself, according to a letter by Concerned Nigerians to the U.S. government.

    “Those who express extremist views remain a threat to world peace as they support mass murder of both Christians and Muslims globally,” the letter reads in part.

    This has fuelled the call for Pantami to resign with the fears that terrorists do not repent, but only wait for opportunities to get close to power so they can strike harder.

    A group of Nigerians has written to the United States of America (USA) to investigate and officially place Nigeria’s Minister of Communications and Digital Economy, Isa Ali Pantami on terrorist watchlist if found to be affiliated with any terrorist organization.

    The group in the letter signed by its Convener, Comrade Deji Adeyanju stressed the allegations of the link of the Minister of Communications and Digital Economy to Al-Qaeda, the Talibans and Osama Bin Laden.

    According to the letter, Pantami is said to have praised Osama Bin Laden describing him as a hero and a better Muslim than himself, and that he was yet to renounced his extremist views in the face of new revelations by the media.

    The letter obtained by TNG reads: “We write to intimate you of remarks attributed to Sheik Isa Pantami, Nigeria’s Communications Minister in several media blogs in the country wherein he was quoted as saying he was always happy whenever unbelievers are killed by terrorist groups.

    “It is also further alleged that he had in the past openly supported and endorsed global terrorist groups like Al-Qaeda and the Talibans. Pantami is said to have praised Osama Bin Laden describing him as a hero and a better Muslim than himself.

    “He has not renounced these views in the face of new revelations by the media. His views are extremist views and a threat to a multi religious nation like Nigeria.

    “He is a senior member of President Buhari’s regime and we are of the view that a supporter of Mullah Omar and Osama Bin Laden should not hold a sensitive position and be in charge of the database of Nigerians.

    “We are confident that Mr. Pantami will not resign or be sacked despite the public outcry because President Buhari is drawn to men like him.

    “We implore you to investigate these allegations and if true place him on your terrorist watchlist permanently. Those who express extremist views remain a threat to world peace as they support mass murder of both Christians and Muslims globally. This remains unacceptable.

    “Our reply to those who say these men may have had a change of heart is that terrorists don’t repent, they are only looking for an opportunity to get close to power so they can strike harder”.

    5G deployment in Nigeria gets nod from Senate

    The Nigerian Senate has given a nod for the deployment of Fifth Generation (5G) technology in the country.

    This follows an investigative public hearing by the Senate Joint Committee on Communications; Science and Technology; Information and Communications Technology (ICT) and Cyber Crimes; and Primary Health Care and Communicable Diseases, at the National Assembly Chamber in Abuja on Thursday, February 25, 2021.

    Recall that the Senate resolved on May 5, 2020 that the joint committee conduct the public hearing, following a motion of public importance and urgency by Sen. Uche Ekwunife, Chairman, Senate Committee on Science and Technology to resolve all public health and safety concerns around 5G before NCC can proceed with its deployment in Nigeria.

    At the investigative public hearing, Minister of Communications and Digital Economy, Dr. Isa Ali Pantami allayed fears of Nigerians on the deployment of 5G technology in the country, clarifying that there is no known scientific evidence till date suggesting that 5G poses any risks to public health and safety.

    The heads of agencies under the ministry, who were present at the hearing include the Executive Vice Chairman of the Nigerian Communications Commission (NCC), Prof. Umar Danbatta; Director-General, National Information Technology Development Agency (NITDA), Kashifu Abdullahi and the Managing Director of Nigerian Communications Satellites Limited (NigComSat), Dr. Abimbola Alale.

    Speaking at the public hearing, Pantami affirmed the findings from independent scientific reports published by the International Telecommunication Union (ITU) and the World Health Organisation (WHO), both agencies of the United Nations (UN), which clearly indicate that there is no health risks to human lives associated with the deployment of 5G.

    The Minister said after the initial approval by President Muhammadu Buhari which led to the commencement in 2019 of 5G trial in selected locations in the country and subsequent intervention of the National Assembly in 2020, seeking clarifications on probable health risks of 5G deployment, the Ministry had so far undertaken wide-ranging stakeholder consultations to ascertain the safety of 5G networks.

    Pantami explained that, having aligned with the ITU and WHO reports and studied 5G deployment situations in many advanced countries where it has been fully deployed without any health risks, the ministry can affirmatively say that there are no health risks to 5G networks.

    “To this end, we are also working on a 5G deployment policy that will take care of all security, health and safety concerns of Nigerians and we will get the nod of the President, after all issues have been addressed before we proceed with our deployment, as we cannot afford to lag behind in the 5G revolution,” he said.

    The Minister clarified that 5G is an enhanced technology over the previous technologies of 4G, 3G and 2G, the three of which have more radiations than the 5G technology, adding that the “radiation from mobile technologies such as 5G is internationally certified by ITU and WHO as non-ionising, meaning such radiation does do not have harmful effect on human lives and it is far low compared with radiation from microwave oven that individuals use in their homes.”

    Representatives of mobile networks operators (MNOs), telecom equipment vendors, Ministries, Departments and Agencies (MDAs), especially the Office of the National Security Adviser (ONSA), the National Agency for Science and Engineering Infrastructure (NASENI), National Environmental Standards and Regulations Enforcement (NESREA), National Office for Technology Acquisition and Promotion (NOTAP), among several others also spoke at the public hearing.

    The stakeholders took turns to state their positions on 5G deployment and issues surrounding its health and safety concerns and almost unanimously aligned with the scientific reports from ITU and WHO cited by the Minister.

    Earlier in his address, the President of the Senate, Dr. Ahmed Lawan, said the Senate resolved on May 5, 2020, that the joint committee conduct the public hearing, following a motion of public importance and urgency by Sen. Uche Ekwunife, Chairman, Senate Committee on Science and Technology to resolve all public health and safety concerns around 5G before NCC can proceed with its deployment in Nigeria.

    After listening to all the views and submissions by the various stakeholders, the Lead Chairman of the Senate Joint Committee, Sen. Oluremi Tinubu, said that the purpose of the public enquiry is meant to help clarify and allay the fears of any health concerns among Nigerians.

    “We hope all the submissions here today which point to the same direction on the safety of 5G to human lives will put the mind of Nigerians at rest that there is nothing to fear. We also hope that Nigerians will be looking forward to having 5G deployed in Nigeria.”

    She emphasised the commitment of the National Assembly to always take a neutral position on any issue generating public health, safety and security concerns among Nigerians until more clarifications are sought from concerned stakeholders.
