    Pantami expresses delight as ICT contributes 6.47% to GDP in 2021 Q1

    The Minister of Communications and Digital Economy, Dr Isa Pantami, has expressed delight at the 6.47 per cent contribution by the ICT sector to the nation’s Gross Domestic Product (GDP) in the first Quarter of 2021.

    Pantami expressed this in a statement issued by Dr Femi Adeluyi, IT Technical Assistant to the Minister in Abuja.

    According to Pantami, the National Bureau of Statistics (NBS) Q1 report said Nigeria’s GDP grew by 0.51 per cent (year-on-year) in real terms in the first quarter of 2021,

    This, he said, marked two consecutive quarters of growth following the negative growth rates recorded in the second and third quarters of 2020.

    “In terms of contribution to aggregate GDP, the oil sector accounted for 9.25per cent of aggregate real GDP in Q1 2021, while the non-oil sector accounted for 90.75 per cent.

    “Growth in the non-oil sector was driven mainly by the Information and Communication, Telecommunication sector, while other drivers include agriculture, manufacturing of food, beverage and real estate.

    “Others are construction, human health and social services and it is worthy of note that the ICT sector grew by 6.47 per cent in Q1 2021, making it the fastest growing significant sector of the Nigerian economy,” it said.

    Other areas that grew the economy were Post and Courier Services which grew by 2.53 per cent, while it was noted that the services were under the supervision of the Ministry of Communications and Digital Economy, however listed under the transportation sector in the GDP report.

    The minister attributed the consistent positive performance of the ICT sector to the focused and committed support for the administration of President Muhammadu Buhari for the Digital Economy sector.

    “The Federal Government has provided an enabling environment for the ICT sector to thrive, through the development and implementation of relevant policies.

    “These include the National Digital Economy Policy for a Digital Nigeria, Nigerian National Broadband Plan and the Revised National Digital Identity Policy for SIM Card Registration, amongst others.

    “The GDP Report has shown that the ICT sector continues to serve as a catalyst for the growth and diversification of our economy,” Pantami said.

    He, however, congratulated the Chief Executive Officers of the parastatals under the Ministry and stakeholders on the consistent performance of the sector and encouraged them to continue supporting the policies of the Federal Government.

    The ICT had in 2020 contributed 17.83 per cent to the nation’s economy.

    FG expresses grave concern over updated WhatsApp privacy policy

    The federal government has expressed grave concerns over WhatsApp’s recently updated privacy policy which threatens Nigerian users, who fail to agree to it sharing users data information with Facebook and all Facebook affiliates, risking not being able to use the service at all.

    The Minister of Communications and Digital Economy, Dr Isa Pantami expressed the concerns yesterday in a release signed by Femi Adeluyi, Technical Assistant for Information Technology to the Minister.

    TheNewsGuru.com (TNG) reports the updated privacy policy of the messaging app owned by Facebook states that WhatsApp will share information about the users of the app with its parent company, Facebook, as well as other Facebook companies.

    The information includes user phone numbers, “transaction data, service-related information, information on how you interact with others (including businesses) when using our Services, mobile device information, your IP address”.

    Furthermore, WhatsApp has indicated that users who refuse to accept their revised privacy policy risk not being able to use the service at all.

    “The Federal Government released the Nigeria Data Protection Regulations (NDPR) in 2019 and is committed to upholding the data privacy of Nigerians.

    “We are also aware that the European region is exempt from the provisions of the updated Policy and it is also being challenged in a number of countries.

    “The Honourable Minister has therefore directed the National Information Technology Development Agency (NITDA), as the Regulator of the Information Technology sector, to engage vigorously with Facebook to understand the processes, level of security, etc of the data of Nigerian users in order to ensure that Policies proposed for Nigeria strictly adhere to the provisions of NDPR.

    “Nigerians can be assured that the Federal Government will give utmost attention to the privacy of their data, in line with the NDPR and the National Digital Economy Policy for a Digital Nigeria,” the statement reads.

    Isa Patami: The Leopard and Its Unchanging Spots, By Mike Ozekhome

    Mallam Isa Pantami is no ordinary Nigerian. He is a Minister of the Federal Republic of Nigeria. Pantami is also no ordinary Minister. He is charged with the sensitive portfolio of Communications and Digital Economy. Before his ministerial appointment, he had headed the very sensitive and delicate position of Director-General of the National Information Technology Development Agency. As Minister, Pantami oversees the critical agencies of NCC, NITDA, NIPOST, NIGCOMSAT and GALAXY BACKBONE. In this digitalised world, Pantami by his office has access to Nigerians’ private communications, NIN, identities, etc. Ordinarily, this would not have posed a problem at all, since someone, a Nigerian, out of our 210 million population, must head the Ministry any way. But, his antecedents are quite worrisome. That is what has led to the sudden bedlam and ruckus by Nigerians generated through the traditional and social media routes. How? Why? I will tell you. Isa is an acclaimed Islamic fanatic, fundamentalist and supporter of extremist Islamic sects. Taught in Saudi Arabia by fiery Muhammad Inn Uthaymin (nicknamed “giant of Islam, a Cleric who once opposed women driving for fear of mixture of men and women at petrol stations, traffic lights and Police checkpoints), Pantami as a Graduate Assistant, started preaching and leading prayers in mosques right from his days at the Tafawa Balewa University, Bauchi, where he had graduated from. He is said to be the Chief Imam of the Al Mannar mosque, Abuja, where he preaches. There is nothing wrong about one being close to his maker, including his present tafsir teaching during the Ramadan fasting season (Ramadan Kareem). So, I do not begrudge him of his passionate pastime. To me, it is even a plus that as Minister, he still finds time to worship his God. After all, the Holy Prophet Mohammed (peace be on to him), when asked by the pagans of Mecca (Makkah) to worship their gods, answered: “Say, O disbelievers, I do not worship what you worship. Nor are you worshippers of what I worship. Nor will I be a worshipper of what you worship. Nor will you be worshippers of what I worship. For you is your religion, and for me is my religion” (Surah Al-Kafirun109:1). What he was simply emphasising was the freedom and individuality of religion and conscience between a person and his God. We call this secularity. It is entrenched in section 10 of the 1999 Constitution of Nigeria.

    But, does Isa Pantami realise this in his earlier fiery teachings of extremism and religious intolerance, and bigotry, even as far back as nearly 20 years ago? I think not. Let me show you a sample of his expressed mindset and why Nigerians are united, in reactions that have since gone viral, are calling for his immediate resignation or outright sack.

    Amongst other in his Salafist ideology and spine- chilling teachings in support of two of the globally most acclaimed deadliest terrorist groups in the world (the Taliban and al-Quaeda), some years ago, Patanmi had said unapologetically, “Oh God, give victory to the Talibans and to the al-Quaeda..This jihad is an obligation for every single believer, especially in Nigeria”. He also reportedly endorsed the killings of “unbelievers” (non-Moslems).

    In a video that has since gone viral (which he was later forced to own up after initially denying his previous incendiary and inflammatory statements), he openly castigated then President Goodluck Jonathan, for sending the military to kill boko haram insurgents whose blood he regarded as “our Muslim brother’s blood”.

    Hear him: “We are praying to God to answer all our prayers. It is our right and obligation before all Muslim leaders, politicians, government appointees, academics. All of us should not fold their arms and watch helplessly how they shed our Muslim brothers’ blood and cheat them in vain.

    Even if the Boko Haram fighters commit a crime but can we justify the way and manner they are being killed? Just look at how they are killing people as if they are shooting pigs, even though they committed a crime why the extrajudicial killing?

    Take them before the law for a fair trial. You caught someone sleeping and you killed them. If it is not Muslims that undergo such treatments who else?

    The Niger Delta people did something similar to this. They massacre people, stole weapons, killed expatriates and kidnapped some of them, yet you still accept them back, opened a ministry for them, gave them a minister and put them on a monthly salary pay without work.

    The militants did more harm compared to what Boko Haram boys did. But why will they do something like this? Why selective justice? “.

    He even prayed for the day when the images on the naira notes and the “Gregorian date, the Calendar of the infidels”, will be wiped out: “And therefore, we are praying to God, that based on our understanding, we pray for a day when the images on the notes in our pockets will be removed. No Muslim Cleric has ever spoken against these images as forbidden. May be self-sufficient enough not to need this currency. It is against the Religion to put even the images of Companions of the Prophet on the currency. May Allah help us to see that day when the Gregorian date, the Calendar of infidels that on the notes ….”

    Boko haram was thereby given the necessary muscle and many Muslims were innocently led to believe that Killing boko haram insurgents amounted to Killing Muslims. Nigerians have today, witnessed the corrosive and deadly consequences of boko haram’s killings, maiming, arson and the general insecurity enthroned and watered by such dangerous hate preachments. Boko Haram has since abducted the Chibok, Dapchi, Kankara, Kagara and Jangebe girls; blown up the UN headquarters; engaged in serial cases of maiming, killings and kidnaps in Kaduna, Maiduguri, Bauchi, Damaturu, Madalla, Mubi, Gamboru, Yola, Gombi, Kano, Baga, Bunu Yadi, Konduga, Gwoza, to mention just a few places.

    Reeling under the weight and yoke of damning public criticisms by a wide spectrum of Nigerians, Pantami (who had earlier denied making the statements), summersaulted and claimed that he has since changed his views and extreme religious ideology, which he claimed had been based on youthful ignorance. Said he:

    “Some of the comments I made some years ago that are generating controversies now were based on my understanding of religious issues at the time, and I have changed several positions taken in the past based on new evidence and maturity,”

    “I was young when I made some of the comments; I was in university, some of the comments were made when I was a teenager. I started preaching when I was 13, many scholars and individuals did not understand some of international events and therefore took some positions based on their understanding, some have come to change their positions later”.

    Has he really changed? What has changed? Can a leopard ever change its spots? In saner climes, Pantami should have resigned immediately without more. Or be sacked forthwith. Lifting the veil off his purported transformation or assumed transfiguration is so easy when viewed against the background of his new acts even as Minister. Only recently, On March 22, 2021, Patami’s Ministry hosted a virtual flag-off ceremony for a capacity development programme empowering 600 people with VSAT Installation Skills. Patami himself was present and he even spoke at the event. It was a Virtual Flag-off Capacity Development Programme on VSAT Installation Skills and TVRO Systems for 600 youths by Patami.

    The ceremony was not covered by AIT, Channels, NTA, TVC, ITV, or even FM Youtube channels. Rather, a very little-known Islamic TV channel called Al-Afrikiy was contracted to relay an event organized by a whole Federal Government of Nigeria. It must be borne in mind that Al-Afrikiy is not merely an Islamic-influenced learning TV station, it is also an Islam-only TV channel. It broadcasts strictly religious matters.

    Why did President Muhammadu Buhari nominate Patami in the first place? Can he, as Commander-In-Chief, claim not to have access to information regarding Patanmi’s dangerous antecedents? I think not. Or, don’t you know the reason? Simple: his usual infamous inclination towards prebendalism, cronyism, sectionalism, tribalism, favouritism, religiosity and mediocrity.

    By the way, where was the DSS which was supposed to screen Pantami before his name was sent to the Senate? Why did it turn its focus away from these destructive extremist views of the very Minister in charge of Nigerians’ information data, with unabridged access to same, including NIM, BVN, biodatas, etc?

    What about our fawning rubber stamp “take-a-bow” Senate that was supposed to do a very thorough screening of Pantami? Why did it simply allow the Carmel to pass through the needle’s eye? When will it winnow out the chaff from the real wheat? Why has it turned a sacred duty on behalf of Nigerians into a “yes sir” party affair, which suggests that President Buhari can do no wrong, or make any mistake? This is reminiscent of Boxer’s slogan of “Napoleon is always right”, in George Orwell’s Animal Farm. For me, Mallam, (Sheikh, Dr, Cleric) Isa Pantami should honorably resign, as Mrs Kemi Adeosun, former Finance Minister, once did. Where he fails to do this, Buhari should immediately relieve him of his ministerial position. His antecedents loudly proclaim him as a clear and present danger to Nigeria’s asphyxiatingly fragile unity, harmony and religious and ethnic tolerance. I know Buhari will not do it. At least, make we “siddon look”.

    Minister of Communications and Digital Economy, Isa Pantami, has blamed forces against the Federal Government policy of compulsory National Identity Number (NIN) registration for all Nigerians and those residing in the country for the attacks against him.
    He further denied links to extremist views, saying criminals and other ‘entrenched interests’ are behind the attacks on him.

    He said, “I have no doubt about this. It has to do with the National Identification Number. Do you know one thing? This policy was started in 2011, it was not successful. Why? It was fought.

    “In 2015, it came up, it was not successful. In 2018 there was a time that there were meetings between government and mobile network operators.

    “And it was actually announced that by the agreement with government, the deadline was January 2018. It is there online, I will share it with you if you like. By January 2018, it was not implemented, because there are forces against it. There are forces!

    Pantami explained that the National Identification Number registration is not only meant for Nigerians and that it could be obtained by anybody in Nigeria.

    “Now they have started coming with the news that people are coming from neighbouring countries to register. What they fail to understand is that the National Identification Number is not only for Nigerians; anybody in Nigeria can obtain it.

    “Section 16 and 17 of the Act mention the registrable people in the country – citizens, legal residents, legal permanent residents, and legal residents for a minimum of two years. So, it is not only for citizens. And it is also important to know that this is not just an indication that they are citizens of Nigeria.

    “It is rather an indication that you presented your biometric data, so the government has control over your data.

    “And that data of NIMC (National Identity Management Commission), nobody has access to it in any way he likes. Getting access to it illegally is 10 years in prison. It is there in the law. But people will like to discredit it, because they don’t like it.

    “As long as it is implemented by the government, it will go a long way in reducing crime and based on the statistics we have been seeing now, it’s really encouraging.

    “As government, our priority is the protection of the lives and property of our citizens. Security is our priority as a government – whether in agric, digital economy, education or in health, in whatever. President Muhammadu Buahari is so passionate about security, and he directed me to do that because he knows I try to persevere despite challenges and do what is right in the interest of our citizens and humanity.”

    “You know as a government appointee, and at this level, if you say you are going to be intimidated by everything, then you cannot do the work. You cannot do the work. I was with the Minister of Foreign Affairs this week, on April 12. I was with the minister. I was with the ambassadors of the U.K., the U.S., South Korea, and many other countries.

    “Even this issue that we are talking about, based on our findings, preliminary investigation, many people are not happy with what we have been doing – linking National Identification Number with SIM. Because a situation will come that all the people using SIM to commit crime will not be able to do that.

    “If they do that, the government will be able to intercept them easily. This is what they don’t want to happen.”

    And this is a mandate given to me by President Muhammadu Buhari. He personally signed the letter that ‘you are mandated to do that’.

    “As his appointee, I should either do it or say I cannot. So, since I am willing to serve my country, I must continue to do it to the best of my ability.

    “So, in my meeting with them, they even encouraged me to push it and make it very successful.”

    The federal government has warned that those who are yet to obtain their National Identification Number (NIN) risk seven or 14 years imprisonment as stipulated by the Nigerian Constitution.

    TheNewsGuru.com (TNG) reports Minister of Communication and Digital Economy, Dr Isa Pantami made this known at the weekly Presidential Media briefing organized by the Presidential Communication Media Team in Abuja on Thursday.

    He said so far 51 million citizens have enrolled for the NIN as at March 31, 2021 and that about 189 million subscribers of the Identification Module (SIM) had been registered in the country.

    According to the minister, only 150 million out of the 189 million have successfully completed their registration while the remaining have problems of improper registration.

    Pantami reminded all citizens to enroll for the NIN, warning that those yet to obtain the NIN risk seven or 14 years imprisonment as stipulated by the Nigerian Constitution.

    “Based on the requirement by law each and every citizen and legal resident must obtain his/her National Identification Number (NIN), which is being coordinated by the National Identity Management Commission (NIMC).

    “It’s a requirement by law but many citizens ignore it.

    “What we achieved in the area of enrolment from the time Mr President has directed me to supervise NIMC till date is unprecedented and we would continue to ensure that in the next few years we have an almost a complete database of all our citizens in the country.

    “No country will be successful in education, health, budget planning or national planning without database of its citizens in place.

    “What I inherited in the database was less than 20 percent of our population. But we want to ensure that before we leave office we would look at the database and be proud of our country,’’ he said.

    According to him, while obtaining a SIM card maybe optional, NIN is mandatory, noting that a lot of transactions in the country are not supposed to be carried out without NIN.

    Pantami, Danbatta push for speedy growth of ICT across West Africa

    Minister of Communications and Digital Economy, Dr Isa Pantami, and the Executive Vice-Chairman, Nigerian Communications Commission (NCC), Prof. Umar Danbatta, have urged ICT experts across West Africa to be ambitious towards its growth in the area.

    The duo gave the push on Wednesday at the 18th Annual General Meeting (AGM) of the West African Telecommunications Regulators Assembly (WATRA), currently holding in Abuja, the Federal Capital Territory of Nigeria.

    They both believed that increased regional collaboration would speed up the development of a seamless telecommunications network and infrastructure across West Africa.

    They said it could be achieved through the formulation and implementation of sound regulatory policies, programmes and initiatives, thereby achieving the objectives of WATRA.

    In his opening remarks, Pantami described WATRA as a strong union having 16 countries in the region.

    He said that there was a tremendous advancement in the development of the telecommunications sector in West Africa with its liberalisation through the establishment of modern legal and regulatory structures for telecommunications delivery in the region.

    He stated that Nigeria was the largest mobile telecommunications market in Africa, largely based on rapid development following the successful auction of Digital Mobile Licences (DML) in 2001.

    He said that as at July 2020 the market served over 199 million Mobile lines, with over 150 million of those lines connected to Internet services by January 2021, which attributed to the development of policies and strategies for the Nigerian Digital Economy sector.

    He noted that in recognition of the tremendous economic growth opportunities afforded by the deployment of broadband technologies and to accelerate telecommunications service delivery in Nigeria, the government through the Ministry developed the National Digital Economy Policy for a Digital Nigeria.

    He, however, said that the Plan was aimed at the significant reduction of access gaps through the expansion of broadband access across the country.

    “The Policy is based on eight key pillars, one of which is the development of solid infrastructure through the deployment of fixed and mobile broadband infrastructure to deepen broadband penetration in the country.

    “As at the time we commenced the process of drafting the Broadband Plan, our broadband penetration in the country was just over 33 per cent.

    “As a result of the implementation of the new plan, this broadband penetration significantly increased to 45.07 per cent by November 2020.

    “It is noteworthy to also mention that the Nigerian telecommunications sector grew by 15.9 per cent in year 2020 from 11.41 per cent in 2019 and 11.33 per cent in 2018.

    ”This is making it the highest growth rate in the last 10 years. Much as these figures are impressive, we remain committed to keep implementing initiatives to increase the delivery of telecommunication services in Nigeria,” Pantami said.

    Also, in his remarks, the host, Prof. Danbatta said WATRA’s potential in driving socio-economic development in the region was inestimable.

    He said that the time had come for all to come together and propel WATRA to achieve its true potential in putting the region at the forefront of ICT development within the continent and engender a truly digitised regional society.

    “To this end, we must come together and see our differences as strengths because at the end of the day, we all want to have a safe and thriving society devoid of poverty and strife.

    “We envision societies with necessary infrastructure and services that will ensure prosperity for all our people.

    “The key is “ICT” and WATRA is the best platform to pool together our huge natural and human resources to achieve exponential ICT growth which will in turn drive our economies,” he said.

    The EVC, who had invited the members for a tour to the WATRA Headquarters, also expressed optimism that the provision of a befitting office for the secretariat would galvanise the assembly towards the attainment of its collective mandate.

    He appreciated the efforts of the outgoing Executive Secretary, Mr El-haji Laminou, and members of the outgoing Executive Committee.

    On his part, the Chairman, WATRA Exco, Charles Tontoma Milogo, from Burkina Faso, thanked the Nigerian government, through the EVC, NCC, for hosting the meeting, adding that West African countries would rise to champion ICT development in the region.

    Dignitaries present at the two-day event were: The Minister of Post and Telecommunications for Liberia, Deputy Minister of Information and Communications for Sierra Leone, ECOWAS representatives and other stakeholders from West African Countries.

    The Minister of Communications and Digital Economy, Dr Isa Ali Pantami has said diplomats who will reside in Nigeria for a continuous period of two years or more must register and get their National Identification Number (NIN).

    Dr Femi Adeluyi, Technical Assistant (Information Technology) to the Minister of Communications and Digital Economy, quoted Pantami to have said, stressing that the NIN is also mandatory for all other lawful residents in the country.

    In a statement to this effect, Pantami said an NIN enrollment centre has been approved for setup at the Federal Ministry of Foreign Affairs.

    “The desk will be set up by Tuesday, 19th of January, 2021. This enrollment centre will provide support for members of the Diplomatic Corps and will be managed by the Federal Ministry of Communications and Digital Economy, through the National Identity Management Commission.

    “The centre is being set up based on the request of the Honourable Minister of Foreign Affairs, Geoffrey Onyeama, in order to simplify the process for diplomats.

    “The National Identity Number is mandatory for diplomats who will reside in Nigeria for a continuous period of two years or more. It is also mandatory for all other lawful residents in the country as stated in Section 16 of the National Identity Management Commission Act 2007.

    “The Law has made it mandatory for Nigerians and legal residents to obtain a NIN since 2007. However, compliance has been low, until recently. The Federal Ministry of Communications and Digital Economy remains committed to creating an enabling environment for all Nigerians and legal residents to obtain their Digital Identity Number,” the statement reads.

    The federal government says it has approved the development and release of a mobile app to enable Nigerians and legal residents easily link their National Identity Number (NIN) to their phone numbers.

    This is contained in a statement released on New Year’s eve by Dr Femi Adeluyi, Technical Assistant (Information Technology) to Prof Isa Pantami, the Minister of Communications and Digital Economy.

    According to the statement, this is part of the FG efforts to improve the process of obtaining NIN and linking it to phone numbers.

    The statement reads: “The Minister of Communications and Digital Economy, Dr Isa Pantami has approved the development and release of an improved National Identity Number (NIN) slip and a Mobile App.

    “This is part of the Federal Government’s policy to improve the process of obtaining NIN and linking it to SIM, which was sent to the National Identity Management Commission (NIMC) and the Nigerian Communications Commission (NCC) for implementation.

    “The N20 and N40 fees for NIN verification by individuals and Mobile Network Operators, respectively, were also waived.

    “These efforts are aimed at supporting the Policy to link subscribers’ NIN to their SIM, which was approved by the Federal Government earlier in the year and communicated to the NCC on the 4th of February, 2020.

    “The highly anticipated Web Service (MWS) Application, called the NIMC Mobile App, and the improved National Identification Number (NIN) Slip are now available for public use.

    “The App provides a secure channel for all Nigerians and legal residents to easily verify and authenticate their identities on-the-go using smartphones.

    “It also enables them to link the NIN to their phone numbers. The development of the App and other tools to support the National Identity Number (NIN) process align with the National Digital Economy Policy for a Digital Nigeria.

    “The App offers a built-in harmonization process that allows for its use across other government services including the NCC, Federal Inland Revenue Service, Federal Road Safety Commission and National Health Insurance Scheme, to mention a few.

    “On the other hand, the new improved NIN slip is a pocket friendly and an easy to verify version of the NIN.

    “It can be accessed via a self-service Portal, where people who already have been issued the NIN, can log in, download a PDF of the document in colour (if preferred), print and laminate as desired. The current NIN Slip will remain valid and will be gradually phased-out.

    “The App is available on the Google Play Store for Android users and App Store for iOS users.

    “Details on how to download and install the App and download the improved NIN slip are available on the websites and social media platforms of the Ministry and NIMC.

    “Users can also download the improved NIN Slip at https://dashboard.nimc.gov.ng.

    “The Honourable Minister has directed NIMC to respond to enquiries and also provide multimedia guides to make it easy for users to obtain their improved NIN slips and install the App.

    The federal government has ordered all telecoms operators in the country to stop charging Nigerians to retrieve their National Identification Numbers (NIN).

    This is contained in a statement emanating from the Ministry of Communications and Digital Economy.

    According to the statement, Minister of Communications and Digital Economy, Dr Isa Pantami gave the order.

    The Nigerian Communications Commission (NCC) and the National Identity Management Commission (NIMC) were made to ensure the telcos comply to remove the N20 USSD fee imposed on subscribers for NIN retrieval requests.

    “The Minister’s directive which takes immediate effect, is an intervention aimed at making the process easier and affordable.

    “In a letter conveying the implementation of the directive, the Executive Vice Chairman NCC and the Director General of NIMC, informed Dr Pantami that the relevant authorities had met with, and negotiated a waiver with the Mobile Network Operators in that regard.

    “By this waiver, all Nigerians, subscribers and applicants can access the service using the *346# code for their NIN retrieval at no charge for the duration of the NIN/SIM Card integration exercise,” the statement reads.

    Recall that the Federal Government had earlier directed that all National Identification Numbers be integrated with Subscriber Identification Modules for security purposes.

    The federal government (FG) has given telecommunications operators, including MTN, Glo, Airtel, 9Mobile and others two weeks ultimatum to block all SIM cards that are not registered with the National Identity Numbers (NIN).

    TheNewsGuru.com (TNG) reports this is contained in a statement issued by the Nigerian Communications Commission (NCC) and signed by Dr Ikechukwu Adinde, Director, Public Affairs of the NCC.

    According to the statement, the order is following an earlier directive on the suspension of new SIM registration by network operators.

    Recall that the Minister of Communications and Digital Economy, Dr Isa Ali Ibrahim Pantami had earlier directed the NCC to tie the SIM cards of Nigerians with their NIN.

    The directive was contained in a statement released by Dr Femi Adeluyi, the Technical Assistant, Information Technology to the Minister of Communications and Digital Economy.

    The directive followed a summon from the National Assembly on Pantami concerning the role of communication devices in national security.

    However, the Communications and Digital Economy Minister, according to the statement, said there was no improperly registered SIM on the networks.

    He stated that his first action after his appointment was to issue a directive that no improperly registered subscriber identification module (SIM) be allowed to remain on networks.

    “The Honourable Minister has supported security agencies in their statutory duty of protecting lives and property and this is why his first action after his appointment was to issue a directive that no improperly registered subscriber identification module (SIM) be allowed to remain on our networks.

    “Based on the report submitted by the regulator (Nigerian Communications Commission) on the 26th of September 2019, there is currently no improperly registered SIM on our networks.

    “In the event of evidence to the contrary, the Honourable Minister will sanction any individual or institution found wanting.

    “Furthermore, Dr Pantami wrote to all security agencies on the 14th of October 2019 asking them to collaborate with the Ministry by contacting us whenever a crime has been aided and abetted through the use of telecommunication devices.

    “No request by security agencies for assistance in the identification of owners of SIMs used for crime has gone untreated.

    “The Honourable Minister also submitted a detailed memorandum to the Senate Ad-hoc Committee on Nigerian Security Challenges on the 12th of February 2020. It contained details on policies developed by the Ministry to enhance security.

    “In a similar vein, the Honourable Minister has directed the NCC to ensure that they put modalities in place to tie the National Identify Number (NIN) to SIMs, as well as see to it that no unregistered SIMs are sold.

    “He has also directed the National Identity Management Commission (NIMC) to significantly scale up the number of monthly NIN registrations.

    “Moreover, Dr Pantami recently presented a Draft National Policy on Digital Identity for Internally Displaced Persons (IDPs) at the Federal Executive Council (FEC) which took place on the 11th of November, 2020. The memo was approved and will support in the provision of Digital IDs for Nigerians, thus assisting in the implementation of the Policy to tie NINs to SIMs.

    “The Honourable Minister wishes to assure the Distinguished Senators and Nigerians that the Federal Ministry of Communications and Digital Economy is committed to using technology to support the growth of our economy and the security of our nation. To this end, we look forward to collaborating with the Senate and security agencies in this regard,” the statement read.

    Implementation of new SIM registration rules – NCC statement

    Following the earlier directive on the suspension of new SIM registration by network operators, the Honourable Minister of Communications and Digital Economy, Dr. Isa Ali Ibrahim (Pantami) convened an urgent meeting of key stakeholders in the Communications industry on Monday, December 14, 2020.

    The meeting had in attendance the Chief Executive Officers (CEOs) and Management of the Nigerian Communications Commission (NCC), the National Information Technology Development Agency (NITDA), the National Identity Management Commission (NIMC), as well as the CEOs and Management staff of all service providers in the industry.

    At the meeting, the need to consolidate the achievements of last year’s SIM registration audit and improve the performance and sanity of the sector was exhaustively discussed and all stakeholders agreed that urgent drastic measures have now become inevitable to improve the integrity and transparency of the SIM registration process.

    To this end, the following decisions were taken for immediate implementation by all Network Operators:

    i.​Affirmation of the earlier directive to totally suspend registration of NEW SIMs by all operators.

    ii.​Operators to require ALL their subscribers to provide valid National Identification Number (NIN) to update SIM registration records.

    iii.​The submission of NIN by subscribers to take place within two weeks (from today December 16, 2020 and end by 30 December, 2020).

    iv.​After the deadline, ALL SIMs without NINs are to be blocked from the networks.

    v.​A Ministerial Task Force comprising the Minister and all the CEOs (among others) as members is to monitor compliance by all networks.

    vi.​Violations of this directive will be met by stiff sanctions, including the possibility of withdrawal of operating license.

    The general public is hereby urged to ensure that their NINs are captured in their SIM registration data.

    All inconveniences which might be occasioned by this directive are deeply regretted.
