    NITDA Boss says UNIJOS requires virtual library

    Director General of the National Information Technology Development Agency (NITDA), Dr. Isa Pantami has said the University of Jos (UNIJOS) requires a virtual library.

    TheNewsGuru (TNG) reports Dr. Pantami, who is also the Chief Information Technology Officer of Nigeria, stated this during a working visit by management of UNIJOS to the Agency’s corporate head office in Abuja.

    He said the virtual library will enhance research and learning in the institution, and stressed physical books may not be enough due to the number of students admitted by the institution year-in-year-out.

    “The population of students and lecturers at the University of Jos, makes it necessary for the institution to require a virtual library in order to enhance research and learning, as physical books may be insufficient,” Pantami stated.

    Led by the Vice Chancellor of the institution, Prof. Seddi Sebastian Maimako, the management of UNIJOS had sought NITDA’s intervention in enhancing research and learning in the university.

    The university’s management solicited for the deployment of the virtual library in the school.

    Director General of the National Information Technology Development Agency (NITDA), Dr Isa Pantami, has lauded President Muhammadu Buhari for the issuance of the Presidential Executive Order 003 and 005.

    TheNewsGuru (TNG) reports Pantami lauded Buhari in his remarks at the opening of the three-day 11th edition of e-Nigeria International Conference and Exhibition organized by the NITDA at the International Conference Centre (ICC) in Abuja.

    The conference has “Promoting Digital Economy in an Era of Disruptive Technologies through Effective Regulation” as its theme.

    The Executive Order 003 mandates all ministries, departments and agencies to give preference to locally manufactured goods and services in their procurement of information technology services, in order to strengthen its implementation as well as provide clear policy directions.

    Presidential Executive Order 005 which was also issued in February, is part of the administration’s deliberate efforts and strong commitment at strengthening the role of Science, Technology and Innovation in the country’s socio-economic development.

    According to him, Federal Government is working to reposition the country from a resource-based to knowledge-based economy through the deploying of Information Technology.

    Pantami disclosed that over N30billion had so far been saved by the federal government following the implementation of its IT and ICT policies and programme.

    He said “the Information Technology sector under the administration of President Buhari has enjoyed tremendous support by approving Executive Orders to encourage indigenous products.

    “Through the approval of those executive orders, the IT sector has contributed 12.41 per cent to the Gross Domestic Product in the first quarter of 2018.

    “In the second quarter, IT sector contributed 13.63 per cent to the GDP and from Dec. 31, 2017 to Aug. 31, 2018, NITDA was able to save over N30 billion for the Federal Government”.

    He added that the agency was repositioning the IT sector through digital inclusion, IT regulation, digital job creation, cyber security, digital capacity building, among other intervention strategies.

    Declaring the conference open, President Buhari commended the NITDA, while warning that the Federal Government would sanction public establishments found to have breached its IT Clearance policy.

    It will be recalled that in April 2006, the Federal Government directed that all MDAs planning to embark on any IT project should obtain clearance from the National Information Technology Development Agency (NITDA) for proper guidelines on the purchase of local IT products and services.

    NITDA, therefore, has a mandate to clear IT projects and procurement of IT products and services in MDAs for quality service delivery.

    Buhari said that the warning became necessary in view of his administration’s determination not to fail in its quest to eliminate corruption in government businesses and in the wider society.

    He noted that NITDA’s initiative focused on the Registration of IT Contractors and Service Providers in collaboration with other regulatory bodies with special emphasis on competencies.

    According to him, this will ensure the delivery of quality IT projects, as well as facilitate the development of indigenous IT companies in line with global best practices.

    “You may also recall the remark about NITDA’s efforts at enforcing Federal Government’s directive on ensuring that all ICT projects in the country are cleared by it before implementation.

    “This will ensure that government’s ICT procurements: Are transparent; Aligned with government’s IT shared vision and policy; Lead to cost savings through promotion of shared services; avoid duplication; ensure compatibility of IT systems and improve efficiency in government business; enforce the patronage of indigenous companies where capacity exists and uphold the highest standards for service delivery.

    “In this administration’s efforts at ensuring full realisation of these objectives, a new circular was issued in August this year, to reiterate this directive.

    “NITDA is expected to work with all relevant government agencies to ensure full compliance with this directive. Defaulters of IT Clearance among the public establishments are to be reported to government.

    “We are serious about fighting corruption. We must not fail in our quest to eliminate corruption in government businesses and in the wider society.’’

    The President lauded NITDA’s work on the Nigerian ICT Innovation and Entrepreneurship Vision that focuses on the development of Digital Infrastructure, Education Reform, Skills Development and Research and Development as well as supporting the ecosystem.

    He stressed the need for the public service to be highly competitive, innovative and digitally-enabled to deliver public services and effectively drive government programmes and policies.

    Buhari observed that NITDA and other relevant government agencies had taken this up by creating the enabling environment through the development of policies, frameworks, standards and guidelines.

    He said, “I am aware that some of these regulatory instruments have been subjected to critical scrutiny and revision through a series of stakeholder engagements.”

    He, however, maintained that efforts should be intensified to make them public and to sensitise the public about the value of the regulatory instruments.

    The President noted with delight the enforcement of the use of the policy on Treasury Single Account (TSA), the Integrated Payroll and Personnel Information System (IPPIS) and the Bank Verification Number (BVN) and the impact they had made on the administration’s public financial management reforms.

    Buhari added that the consolidation of accounts and elimination of ghost workers that resulted in a combined monthly savings of about N24.7 billion, the TSA facilitated the recovery of huge sums of money, including the N1.6 billion that was recently recovered from a single account.

    He said the policy initiatives had reinforced his administration’s fight against corruption by ensuring transparency and accountability in government business transactions.

    According to the President, the success of his administration’s Social Investment Programme, which is seen in many quarters as the largest and most ambitious social safety net programme in recent history, relies heavily on the application of ICT.

    He observed that the components of programmes such as the N-Power, Government Enterprise and Empowerment Programme (GEEP), the Home Grown School Feeding Programme (HGSFP) and the Conditional Cash Transfer (CCT) all leverage on ICT.

    He disclosed that the programmes had so far benefited over nine million Nigerians.

    The president revealed that the NITDA, in collaboration with the National Social Investment Office (NSIO), was coordinating federal government’s initiative of establishing eight Innovation Hubs.

    He added that the eight Innovation Hubs would be sited one in each of the six geo-political zones and one each in Lagos and Abuja.

    President Buhari explained that the purpose of establishing these hubs was to facilitate digital capacity building for immediate employment, entrepreneurial skills development, job and wealth creation.

    “All these are aimed at promoting the digital economy in an era of disruptive technology through effective regulations,’’ he said.

    The president, therefore, enjoined the Conference to come up with “innovative ideas, workable and implementable recommendations that would help and enhance government’s efforts at creating the enabling environment for the promotion of the digital economy in an era of disruptive technologies, considering our peculiarities as a country.’’

     

  • Nigeria to introduce blockchain technologies in financial sector

    Nigeria is working on a framework for the adoption of blockchain technologies in the financial sector of the economy.
    Dr. Isa Pantami, Director General of the National Information Technology Development Agency (NITDA) made this known during the Conference on Blockchain Technologies at the Gulf Information Technology Innovation (GITEX) Technology Week 2018 holding in Dubai.
    TheNewsGuru (TNG) reports a blockchain, originally block chain, basically is a growing list of records, called blocks, which are linked using cryptography.
    Each block contains a cryptographic hash of the previous block, a timestamp, and transaction data. The first major application of blockchain technology was bitcoin which was released in 2009.
    NITDA boss, who joined other panelists at the panel discussion on ‘Living in a blockchain powered world’ during the Vertical Day Conference at GITEX 2018, said peculiar challenges of Nigeria would be taken into account before the technology is introduced.
    “We are working on a framework for the adoption of blockchain technologies in the financial sector of Nigeria, taking into account our peculiar challenges,” Pantami, who is also the Chief Information Technology Officer of Nigeria stated.
    TNG reports NITDA sponsored six Nigerian outstanding start-ups to showcase their technological innovations at the GITEX Technology Week, an annual Information and Communication Technology trade show, exhibition, and conference that holds in the Dubai World Trade Centre, Dubai, United Arab Emirates.
    The event is aimed at showcasing the global technological advancements and innovations in the domain of consumer electronics, with government and private sector technology institutions in participation.
     

  • NITDA is regulating IT for development

    The National Information Technology Development Agency (NITDA) on Wednesday said Information Technology (IT) regulation was all about regulating for development.

    The Director-General of NITDA, Dr Isa Pantami, made this known at the 27th National Conference of the Nigeria Computer Society (NCS) in Ibadan.

    The conference theme is: “Digital Inclusion: Opportunities, Challenges and Strategies”.

    According to him, the regulation of IT is not to stifle IT development but to make things easy for stakeholders in the industry.

    “NITDA has taken steps to ensure that digital inclusion is adopted in the IT industry and for this to happen, there is need for an enabling environment.

    “Regulating the sector and proper enforcement will ensure that all things and persons involved will be digitally included.

    “There is need for digital literacy among the people so that people will be able to use skills acquired for their own good,” he said.

    On capacity building, Pantami said NITDA had introduced laws to ensure that skills were guided toward building people with disabilities, women, unemployed youths among others.

    He said that digital inclusion, if not properly guided, would also give rise to cyber crime and called for proper implementation of laws.

    “The issue of cybercrime is real and now the statistics on ground are very worrisome.

    “Cybercrime is at the speed of light while cyber security is at the speed of law and this shows that the ways laws are enacted is not good.

    “We need to move from traditional governance to e-governance and this can be achieved when cybercrime laws are done at the speed of light,” he said.

    Pantami called for awareness creation for the public to be aware of issues associated with cybercrime in order to take preliminary actions against it.

    He urged government on the adoption of e-governance, saying there was need to tackle obstacles limiting ministries and parastatals from doing their jobs online.

     

  • NITDA trains Northwestern women on ICT

    National Information Development Agency (NITDA) has trained 111 Northwestern women on Information and Communication Technology (ICT) in Jigawa, the agency’s Director General, Dr Isa Pantami, said on Sunday.

    Pantami made the disclosure at the closing ceremony of the training in Dutse.

    He said the beneficiaries were drawn from seven states of North West.

    He added that the training was part of the agency’s initiative on ICT capacity building for women in the North West and NITDA’s intervention to develop the capacity of women in ICT.

    The director general, who described ICT skill as critical for prosperity and economic wellbeing of the nation, noted that the training was also to create jobs and promote self-reliance among women in the seven North West states.

    He announced that each of the 111 trainees was given a mini laptop computer by the agency.

    Gov. Muhammad Badaru of Jigawa said the state government would continue to partner with the agency in areas of digital job creation and e-learning.

    Badaru said Jigawa had excelled in the area of ICT with the establishment of E-Learning centre in Hadejia town, Hadejia Local Government Area, School of Islamic and Legal Studies Ringim in Ringim Local Government Area, Digital Job Creation Centre at Government Day Science Secondary School Lautai and Government Day Secondary School Maigatari, among others.

    He added that with support from NITDA, Jogawa Government also established E-Learning Library at Bunyaminu Usman Polytechnic in Hadejia Local Government Area worth N100 million.

    Meanwhile, some beneficiaries of the training, Firdausi Lamido from Kaduna State and Hawwa’u Shehu, commended NITDA for the gesture and pledged to use the computer judiciously.

    Lamido said the skills and knowledge acquired would make her become self reliant and productive.

    Shehu said “we were taught how to design and produce calendars, stickers, invitation cards and many more.

    “In fact, we were taught how to do a lot of things to earn serious money from the comfort of our homes.”

    NITDA lambasts fed govt agencies over inactive websites

    The National Information Technology Development Agency, NITDA, has berated Federal Ministries and agencies over inactive websites and poor online service delivery.

    A statement signed by Isa Pantami, Director General of the agency, said an assessment done by the NITDA revealed that some government agencies do not have websites.

    According to Mr. Patanmi, the assessment was done in compliance with the Executive Order signed by the Acting President, Yemi Osinbajo, on the Promotion of Transparency and Efficiency in the Business Environment.

    He explained that the Executive Order was designed to facilitate the ease of doing business in Nigeria, as it relates to the use of ICT for efficient service delivery.

    But the NITDA boss noted that the assessment revealed that some ministries either have no active websites or are not registered on .GOV.NG domain.

    The statement explained further that most of the websites were not in conformity with published standards and guidelines for government websites.

    “Most of the websites do not have feedback and information necessary to facilitate ease of doing business,” the statement said.

    “For instance, only 25% and 37% of the websites have reachable phone numbers and email addresses respectively.

    “In addition, some of the websites do not have complete list of website links of the Agencies under their supervision and the content outdated.”

    The statement noted that businesses and citizens expect more transparent, accessible, and responsive services from government agencies and it is essential that Federal Ministries take the lead in ensuring that information provided on their websites meets such expectations.

    The agency, therefore, called on affected Federal Ministries to ensure that, “contact information are accurate and reachable and means of interaction such as online feedback are integrated” on the website.

    It also directed that the, “content and the list of website links of the Agencies under their supervision are complete and up-to-date; and detailed requirements or conditions for service provision and electronic mode of communicating acceptance and rejection of applications as stated in the executive order are conspicuously published.”

    Furthermore, the NITDA said that government agencies at all levels are required to use the .GOV.NG domain in line with Nigerian content in ICT promotion, adding that the domain is Nigerian Government identity on the Internet.

    The NITDA boss explained that the agency had put in place more efficient and effective measures to improve service delivery of the .GOV.NG domain management and administration and quick turnaround has been achieved.

    “Requests for domain registration and other support services are attended to within 24hrs if all the requirements are provided,” the statement said.

    “Further information on these requirements can be obtained by sending requests to domains@nitda.gov.ng,” it added.
