Boko Haram, ISWAP terrorists planning to establish camps in Taraba – Gov Ishaku

Taraba State Governor, Darius Ishaku, has raised an alarm over plots by Boko Haram and Islamic State’s West Africa Province (ISWAP) to establish terrorist camps in his state.

He threatened to dethrone any traditional ruler caught aiding or harbouring criminals and asked them not to allow non-indigenes with negative mindsets to settle in their domains.

Governor Ishaku stated this on Thursday while signing the N149 billion 2022 budget of the state into law at the Executive Chamber of the Government House in Jalingo.

“My delay of coming to sign the 2022 budget and address you is because of security challenges,” he said. “Boko Haram and ISWAP are trying to set up camps in this state and that is why we had an emergency meeting for over an hour before my coming.

“It is very sad that the traditional rulers are bent on encouraging this insecurity. Let me warn that I will not, and I repeat, I will not tolerate it and will not waste time to remove any traditional ruler that misbehaves.

“I am kind and soft, but can sometimes be decisive, being quiet and gentle does not make me a mere footstalk to be rubbished.”

“I must add with emphasis that security is of great concern to all of us; being the quietest state in the North East has its implications.

“I want to also talk to the traditional rulers, while we have warned them severally not to allow non-indigenes to settle in the state, their persistent refusal to abide by this warning is giving a lot of cause for concern to me,” the governor added.

He insisted that the security of lives and property would be upheld firmly by his administration and no stone would be left unturned in doing so.

According to Governor Ishaku, it is better to punish erring leaders than ignore such an action to lose the lives of thousands of people.

He assured the people that the budget would make Taraba one of the top economies in not only the North East but in the country, adding that all sectors of the state would be reformed before the end of his tenure in 2023.

Taraba Killings: Ishaku takes Ambazonian militants case to Buhari in Aso Rock

Taraba State Governor Darius Ishaku on Tuesday met with President Muhammadu Buhari over incessant Ambazonia attacks on Nigerian civilians.

The governor however recommended setting up permanent military bases along Taraba’s border with Cameroon as the only solution to the killings and attacks.

Ambazonia militants, who are seeking to secede from Cameroon, regularly cross into communities in Taraba, inflicting huge casualties.

In November, the militants attacked Takum local government and killed 11 persons, including a traditional ruler in Manga village.

“The military is stationed there for now,” Ishaku said on a monitored Channels Television programme.

“But I had to tell the President, as the Commander-in-Chief, we will need a permanent solution on the axis of our continuous boundary with Cameroon.”

He noted that the Kashimbilla dam has extended the Kashimbilla lake about six kilometers into Cameroonian territory, allowing for easy access to and from Nigeria.

“Therefore we need to station a naval base, an air force base to police the borders and also a military base on a permanent basis,” he said.

“This is the only way we can prevent the re-occurrence of these Ambazonians, which is one too many.”

Ishaku noted that the President’s response was very positive.

“I was very happy with the meeting,” he said. “He understood the details of everything I discussed with him. And he was quite sympathetic. I think we are on the way to a permanent solution.”

Buhari, Ishaku, Atiku mourn ‘Mama Taraba’

President Muhammadu Buhari Taraba State Governor, Darius Ishaku and former Vice President Atiku Abubakar were among leaders that mourned the death of former Minister of Women Affairs and Social Development, Hajiya Aisha Jummai Al-Hassan.

TheNewsGuru.com, TNG reports that Senator Al-Hassan, fondly called ‘Mama Taraba,’ who represented Taraba North in the 7th Senate, died on Friday in a hospital in Cairo, Egypt, aged 61.

Buhari described her death as a national loss. According to a statement issued by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, the President was deeply saddened by the death of the woman activist, who was popularly called ‘Mama Taraba’.

The Nigerian Mission in Cairo, Egypt, announced the passing of the former minister and Senator.

Reacting to the development, Buhari said “the demise of the notable politician, Aisha Jummai Al-Hassan, has left many saddened.

“Both in office and out of office, her concern for the education of the girl child, especially those of Government Girls Secondary School, Chibok, who were abducted by Boko Haram terrorists, shone through.

“Her death is a huge loss not only to the female gender activist community, but to the country as a whole. Our condolences to her family, friends, National Assembly and government and people of Taraba State”, he said.

Former Vice President, Atiku Abubakar, on Friday also expressed shock over the death of the former minister.

Atiku said Alhassan would be sorely missed by Nigerians. In a tweet, Atiku wrote: “I am grieved by the death of former Minister of Women Affairs, Sen. Aisha Alhassan. I asked about her condition this afternoon after I called her number without a response! Inna lillahi wainna Ilaihi Rajiun!

“May Allah forgive her sins and grant her Aljannah Fiddausi in this holy month. Ameen.

“Mama Taraba, as she was popularly known, was an accomplished civil servant, astute politician and patriot. She was compassionate, loyal and deeply committed to a better Nigeria.

“She will be sorely missed. I really have lost a sister and a loyalist.”

In his reaction, Taraba State Governor, Darius Dickson Ishaku, said her death has robbed Taraba State and Nigeria of the benefits of her wealth of experience in politics.

The governor, in a statement by his Special Adviser on Media and Publicity, Bala Dan Abu, said he received with deep shock news of the death of Alhassan, a former senator.

Ishaku described the deceased as a woman of great courage, adding that her death to him is a personal loss.

He said he and the late Sen. Alhassan had enjoyed a robust political relationship and had kept in touch even while both of them contested for the governorship of Taraba State from different political platforms in 2015 and 2019.

In her reaction on Friday, Sen. Joel Danlami Ikenya described the late Alhassan as a “sister and political associate.”

Ikenya in a statement to The Nation said: “My heartfelt condolences go out to the family of former Minister of Women Affairs, Sen. Aisha Jummai Alhassan.

“You brought the power of your presence, your compassion and passion to the excitement of many female politicians in Nigeria. Your energy level was zero to none. I will surely miss the presence of a truly lovable and kind sister.

“I convey my deepest condolences to the government and people of Taraba State and the Peoples Democratic Party (PDP).

“My dear Sister, you will really be missed, but not forgotten.”

  • Gov Ishaku gives reasons why Nigeria needs state police

Gov Ishaku gives reasons why Nigeria needs state police

Governor Darius Ishaku of Taraba state has advised the Federal Government to try the creation of state police in addressing the security challenges in the country.

Ishaku gave the advice in his remarks at a news conference organised by the People’s Democratic Party (PDP) at the party national secretariat in Abuja, yesterday.

The conference also featured Senate Minority Leader, Sen. Enyinaya Abaribe, and former president of the Senate, Dr Bukola Saraki.

According to Gov. Darius, the primary responsibility of any democratic government was to secure the people and their property.

He said state governors were going through serious security challenges but are helpless in managing the insecurity as they have no power over security.

“No matter how bad the state police, let us experiment it. After all, we have the State Electoral Commission. After all the state governments are running the elections of the states.

“In my state, oppositions win elections; we allow them to go, nothing is wrong we are going peacefully.

“ So, who is telling me that the State Police will fail? Let us try and let it fail, then we will reverse, but not trying at all does not give us anything different. We will still continue where we are.

“ In any case, in a country of over 200 million people, how can you expect the management of police to be at the centre?

“Our constitution was copied from the USA, and in America, you have the local police, you have the state police, and you have the National Police.

“What is greater than the local police, take it to the state police. What is bigger than the state police goes to the National Police,” Ishaku said.

The governor stressed on the need to ensure that police handle issue of internal security, while the military protect the territorial sovereignty of the country, as a last resort for war.

He also advised the Federal Government to adequately train Nigeria security personnel and equip them with the necessary technology and equipment.

“If my ADC cannot protect himself, how can he protect other people? You must first protect yourself as a policeman and as a military officer before you can protect other people.

“I will appeal that we should give adequate attention to equipping military forces,” he said.

Ishaku urged the ruling party to look into advice from the PDP, saying PDP is ready to give a helping hand to the APC-led government developing the country.

Similarly, Abaribe described PDP as a responsible party interested in the peace and development of the country.

He said that contrary to some views that the PDP was a weak opposition, “PDP is actually responsible for the position.”

The Senate Minority Leader explained that what people were doing was comparing PDP to the APC when they were not in power, expecting PDP to act the same way APC did.

“We are not. We had been in power before and we know the responsibilities of having power and we do not want to speak just like anybody on the street.

“So, we weigh our words, we look at the situation and we do not want to be an opposition that wants to destroy rather, an opposition that wants to build,” he said.

Abaribe added that those, who wanted to destroy Nigeria,

  • I’ve lost countless people in Taraba to FG’s failure on security, Gov Ishaku laments

I’ve lost countless people in Taraba to FG’s failure on security, Gov Ishaku laments

Taraba State Governor Darius Ishaku on Saturday advocated for state policing as he lamented the federal government’s failure to keep the country safe.

The Governor made the comment when he paid a condolence visit to the residence of the late Ardo-Kola Local government chairman who was kidnapped and murdered on January 24.

According to him, the constitution of the country is defective, hence the need to review it to accommodate state policing accurately for the safety of lives and property, without which insecurity will continuously rear its ugly head.

He insisted that unless the strata of security agencies be broken, the Federal government alone cannot handle the security of the nation.

”Since I came to power, I have repeatedly and I am going to repeat it that unless we breakdown the strata of security agencies in Nigeria, particularly the police, we cannot adequately curtail insecurity,” Ishaku said.

”There must be state police, and there must also be local government police.

”The Federal government alone cannot handle the security of this nation. It has shown that it has failed woefully and for us to achieve results, the security has to be broken down’

”Where we copied this constitution is the United States of America and it has Federal, state, and local government police.

”Where something is bigger than the local government police, the state police comes in and where it is bigger than the state police, the Federal police comes in and where it is bigger than the whole three, then the military is invited.

”The military is the last resort there, but ours here the military is the first resort because we have woefully failed.”

He called on the APC-led government to take the issue of insecurity seriously and find a solution to it.

”I am also calling on all politicians in the position of power to seriously look at the security situation in the country.

”In this state, I have lost so many people that I cannot count, this is a chairman that I have lost now, I lost my own member Taraba state house of Assembly Hosea Ibi and others too numerous to mention.

”And I speak to you, there is tension in the southwest, but do we continue to sleep with one eye closed and keep quiet as if nothing is happening? No.”

”Something is happening which desperately needs an answer.”

  • Court summons Gov. Ishaku, service chiefs, others over frequent Taraba clashes

Court summons Gov. Ishaku, service chiefs, others over frequent Taraba clashes

The Federal High Court, Abuja, on Wednesday, ordered Governor of Taraba, Darius Ishaku, to appear before it over allegations of bias levelled against him in setting up a probe panel on the incessant communal clashes between the Jukun and Tiv Tribes in the state.
Also summoned are the four service chiefs of the country and heads of other security agencies, among others.
Justice Ahmed Mohammed gave the order when ruling on a fundamental rights enforcement suit brought by a group of plaintiffs from the state.
The News Agency of Nigeria (NAN) reports that the plaintiffs comprised an organisation of Tiv Tribesmen, Mdzough U Tiv; its President-General, Ihigagh Iorbee, who is a retired Commissioner of Police; David Uchiv; Jacob Gbagede; Julius Kwaghkar and Dr Yakubu Agbiye.
The respondents joined in the suit and summoned by the court included Governor Ishaku, the Taraba Government and the Attorney-General and Commissioner of Justice of the state.
The probe panel (4th respondent) and the 5th to the 12th respondents, comprising the Chairman of the commission of inquiry, Justice Kumai Aka’ahs, who is a retired Justice of the Supreme Court and the seven other members, were also invited.
Others, who were sued as the 13th to 19th respondents and also summoned by the court, were the Chief of Defence Staff, the Chief of Army Staff, Chief of Air Staff, Chief of Naval Staff, the Inspector-General of Police, the Director-General of the Department of State Service and the Commandant-General, Nigeria Security and Civil Defence Corps (NSCDC).
Justice Mohammed directed the entire 19 respondents to appear in court on Aug. 26 to show cause why the Commission of Inquiry set up by the governor should not be stopped from sitting as prayed by the plaintiffs.
The plaintiffs, through their counsel, Chief Sebastine Hon, SAN, had filed the suit marked: FHC/ABJ/CS/955/2020 on Aug. 14, alleging that the panel was set up by the state governor in bias against the people of Tiv in the state.
They argued that the composition of the Commission of Inquiry sued as the 4th to the 12th respondents “is likely to breach the fundamental right to fair hearing of the applicants.”
The plaintiffs accused Governor Ishaku of “showing open hatred for the Tiv Tribe in Taraba, which amongst other things, includes his using his office and strength of the 2nd respondent (Taraba Government) in collaboration with the 13th to the 19th respondents (the service chiefs and heads of other security agencies), to forcefully/genocidally evict Tiv tribesmen from Taraba State.”
They added that the chiefs of the security outfits sued in the case “are, till date, aiding and abetting the 1st respondent (the governor) in the genocidal eviction of Tiv tribesmen from Taraba State.”
The plaintiffs also contended that although the Tiv people in Taraba,, had been having “long-standing dispute” with Jukun tribe resulting in loss of lives and property” the terms of reference of the panel or the instrument setting it up did not mention any other tribe or community in the dispute.
This, the plaintiffs contended, had “profiled, discriminated” against them and “accentuated “the Tiv tribe “for adversity.”
The plaintiffs’ lawyer urged the court to grant an order of “interim injunction restraining the 4th to the 12th respondents (chairman and members of the Commission of Inquiry) from sitting to conduct proceedings.”
They also sought an order of interim injunction restraining the 13th – 19th respondents (the service chiefs, the I-G, the C-G of NSCDC from continuing to aid and abet the forceful removal of the applicants and the applicants’ Tiv tribesmen from their ancestral homes and other places of residence in Taraba.
Delivering ruling, the judge held that he preferred to summon the defendants to appear in court to show cause why the plaintiffs’ requests for interim injunction should not be granted.
“I hereby make an order directing all the respondents to appear on Aug 26, 2020 to show cause on why the prayers being sought by the plaintiffs’ should not be granted,” he ruled.
Justice Mohammed also directed the plaintiffs to serve their motion ex parte, their motion on notice and other processes filed in the case on all the 19 respondents.
He also directed that hearing notice for the Aug. 26 proceedings be issued and served on the respondents.
  • Ishaku reacts as Taraba records six confirmed COVID-19 cases at once

Ishaku reacts as Taraba records six confirmed COVID-19 cases at once

Six persons have tested positive for COVID-19 in Taraba state.

The news of the six confirmed cases was reported by the Nigeria Centre for Disease Control (NCDC), after samples taken from the victims who are being quarantined at the NYSC Isolation Center, Sibre, tested positive.

Governor Darius Ishaku also confirmed the report in a state broadcast on Monday.

Since the global outbreak of the pandemic, Taraba had maintained a zero status until Wednesday.

Governor Ishaku said he was shocked over report of the sudden six index cases. He, however, told Tarabans not to panic.

“I wish to assure the people of Taraba State that this is not a time for panic as government is on top of the situation.

“Additional manpower and resources have been mobilised and deployed to trace contacts of all those that have tested positive to the Coronavirus, immediately.

“Let me assure you (Tarabans) that we are prepared, having already identified two treatment centres located at the State Specialist Hospital, Jalingo and the Federal Medical Center also in Jalingo with the combined capacity to handle 22 cases.

“In the meantime, we are in the process of completing a one hundred bed capacity isolation centre with the assistance of Access Bank.

“Tarabans should, therefore, be rest assured that their protection is paramount and government will do all within its powers to checkmate widespread of the virus,” he stated.

Ishaku said it was unfortunate that the reported outbreak came about despite the robust proactive steps taken by his administration to prevent the virus from entering Taraba State.

It was gathered that the persons who tested positive are among 130 interstate travellers from Bauchi, Kano, Jigawa, Borno, Ogun and Lagos states intercepted at the state’s borders.

The committee on Covid-19 in the state, headed by the Commissioner of Health Innocent Vakkai, had earlier intercepted on two occasions, 65 and 59 persons from Ogun state en route to Adamawa state and were allowed to proceed amid tight security.

Governor Ishaku said: “We all woke up this morning to the shocking news of six confirmed cases of Covid-19 by the Nigeria Centre for Disease Control (NCDC) from samples taken from persons already quarantined by the State Task Force on COVID 19 who are presently at the NYSC isolation centre, Sibre.

“I, therefore, commend the proactive steps of the committee which led to the isolation and identification of the reported cases.

“You will recall that immediately the index case was identified in the country, we took a number of preventive steps such as the closure of our land borders with neighbouring states as well as the international boundary with the Republic of Cameroon.

“We also temporarily closed places of worship, schools, markets and other public places that attract large crowds.

“In addition, government had also rolled out intensive sensitisation and advocacy programmes using our two religious bodies (Christianity and Islam) and traditional institutions as well as the media.

Ishaku said the situation in Taraba demands strict adherence to preventive measures approved by the World Health Organisation endorsed by NCDC and adopted by his administration, such as regular washing of hands, use of sanitizers, social distancing and avoidance of handshakes.

“We in Taraba State should continue to practice these habits as regular new ways of social interaction to keep the virus in check.

“Our lockdown measure which is meant to encourage people to stay at home is not negotiable.

“Security agencies are to ensure that interstate travelers are prevented from coming into the State and that those who are already in the State stay at home,” Ishaku said.

The governor acknowledged that the measures come with a lot of inconveniences to the people, but they must adopt them in order to save lives.

“Government will do everything possible to ameliorate the suffering of those that may be adversely affected by these measures,” he assured.

Taraba State Commissioner for Rural Electrification, Mr. Alexander Markus Senlo is dead.

The commissioner reportedly died on Monday after a brief illness.

Danjuma Adamu, Commissioner for Information confirmed Senlo’s death on Monday.

He told the Sun that the state was “deeply saddened by his sudden death at a time his wealth of knowledge and expertise was needed the most”.

The two-time commissioner under the administration of the current governor, Darius Ishaku died in a Yola hospital after falling ill three days ago.

Senlo’s death is coming two days after Anthony Ugochukwu, Enugu State Commissioner for Health died.

  • Anxiety mounts in Taraba over Gov Ishaku’s prolonged disappearance from office

There is palpable anxiety in Taraba State over the prolonged absence of Taraba State Governor, Mr. Darius Ishaku, from the state and his non-transmission of power to his deputy, Alhaji Haruna Manu.

Recall TheNewsGuru (TNG) had earlier reported the aforesaid story.

While the All Progressives Congress (APC) in the state called for the handing over of power to Manu, in line with the constitution, the deputy governor and the Speaker of Taraba State House of Assembly, Hon. Joseph Albasu Kunini, faulted the call and accused the opposition party in the state of mischief.

Ishaku left Jalingo, the state capital, for Abuja shortly after he presented 2020 budget to the State House of Assembly on December 19, 2019, and has since not returned to the state.

While in Abuja, he had travelled to the United Kingdom where he was said to have undergone surgery on one of his legs and thereafter returned to Abuja and has remained there since then.

But Ishaku’s Special Adviser on Media and Publicity, Mr. Bala Abu, told journalists that the governor was advised to remain in Abuja by his doctors and he would not stay at the nation’s capital longer than necessary.

Abu said Ishaku was involved in a domestic accident from which he sustained a minor injury and was recuperating.

He, however, noted that the governor is discharging his official duties and responsibilities without any hindrance, particularly award of contracts, payment of salaries of civil servants, employment and distribution of employment letters to civil servants, among many others.

But the governor’s prolonged stay outside the state is generating controversy as the All Progressives Congress (APC), which is the main opposition party in the state has accused the governor of breaching the provisions of the 1999 Constitution, particularly section 190 (1) and (2).

The party flayed the governor for failing to hand over to his deputy just as it accused the State House of Assembly of negligence for its failure to transmit power to the deputy governor.

The Chairman of APC in the state, Mr. Ibrahim El-Sudi, in a telephone interview with THISDAY, stated that though his party sympathized with the governor over the domestic accident he had, the provisions of the constitution must be adhered to.

“We, the APC in Taraba State, are not happy with the absence of the governor for the past 84 days. We understand that he had a domestic accident. We sincerely sympathise with him but our position is that the right thing has to be done. Our demand is not out of malice or mischief but adherence to the rule of law.

“The 1999 Constitution as enshrined in section 190 (1) (2) specifically spelt out that whenever the governor would be out of the state for a specific period of time, he should transmit a letter to the House of Assembly transmitting the instrument of the state government to the deputy governor.

“And the section also stipulates that in the event that the governor fails to transmit a letter, the House of Assembly would transmit power to the deputy governor after 21 days to act as acting governor. We have called on the House of Assembly to do the right thing and we’re still waiting for them to do the right thing,” he said.

According to him, APC is prepared to pursue the matter to a logical conclusion as it has commenced moves to explore every legal option to ensure compliance with the constitution.

“In the event that they refuse to do the right thing, we’ve mandated a private lawyer to write to the House of Assembly to demand that the constitutional provision should be followed. If they fail to accede to our demand, we shall obtain an order of mandamus to compel the House of Assembly to transmit power to the deputy governor,” he added.

But the state House of Assembly speaker criticised the APC for allegedly attempting to subvert the constitution.

Kunini while speaking with newsmen said that the section does not contemplate or envisioned the scenario the APC was portraying, adding that there is no justification for calls on the governor to transmit power.

He said: “The governor is in Abuja and he is working. The government is running smoothly. Section 190 (1) and (2) does not stipulate that the governor should transmit power when he is in Nigeria and he’s performing the duties and functions of his office.

“Unless and until the constitution is amended, that is the position of the constitution. Those calling for the governor to transmit power or calling on the House of Assembly to transmit power to the deputy governor are only being mischievous.”

The deputy governor also faulted the position of the APC, describing as mischievous its call on the legislature to transmit power to him.

He said the governor’s absence had not affected governance in any form.

In a statement signed by his Press Secretary, Alhaji Lawal Kona, Manu dissociated himself from the APC’s challenge and condemned the call, saying it is an attempt to cause disaffection within the government and score cheap political goal.

“The Taraba State Deputy Governor, Haruna Manu, has noted with dismay, the smear campaign going around, especially in the social media by some mischievous persons that Darius Ishaku should hand over to him as acting governor.

“Deputy Governor Manu has dissociated himself from such agitators and condemned their actions in the strongest terms. The unwarranted call by these mischief-makers is no doubt a ploy to cause disaffection within the administration in order to score a cheap political goal. Their plans to instigate mistrust within the polity will definitely fail,” he said.

Manu also warned those he referred to as ‘rabble-rousers’ to desist from attempting to distract the leadership or inflame the emotions of the people of the state.

Former Speaker of the Taraba State House of Assembly, Peter Abel Diah who resigned on Sunday night, has revealed he took the decision in the interest of the state.

He spoke in a statement, in which he congratulated his successor, Joseph Albasu Alkinjoh and all the newly elected principal officers of the Assembly.

He also thanked Governor Darius Ishaku for the good working relationship they had when he served as the House of Assembly Speaker.

Diah’s statement was signed by his Chief of Staff, Evang. Philip Munlip.

“Hon. Peter Abel Diah heartily congratulates the new Speaker of the Taraba State House of Assembly, Hon. Joseph Albasu Kunini and the Principal Officers on their election and inauguration.

“He further wishes to express his profound appreciation to the Executive Governor of Taraba State Arch. Darius Dickson Ishaku for the good working relations they had while he served as Speaker of the House of Assembly.

“Hon Peter Abel Diah also wishes to appreciate all the members of the Taraba State House of Assembly who resolutely stood by him during his trying period and to Tarabans in general, for their massive show of love and support via the many phone calls and text messages.

The new Speaker, Joseph Albasu Alkinjoh, told reporters he will carry all colleagues along, including the former Speaker and Charles Maijankai who resigned as Majority Leader.

He said the Assembly will make good legislations for good governance, in the interest of the people and state.

Governor Darius Ishaku hailed the new Speaker for reuniting members of the State Assembly and as well reuniting the legislature with the executive arm of government.

Fielding questions from journalists, Ishaku said he will give the lawmakers his maximum cooperation required of him as the chief executive of the state.
