    NYSC, JAMB demand stiffer punishment against certificate forgery

    The Joint Admissions and Matriculation Board, JAMB, and National Youth Service Corps, NYSC, say existing laws and punishments are “not strong enough and old” to deter Nigerians from certificate forgery.

    The Registrar of JAMB, Prof Ishaq Oloyede and NYSC’s Director-General, Brigadier-General YD Ahmed, both raised the concern during a radio town hall meeting against the upsurge of certificate forgery in Nigeria, organized by the Progressive Impact Organisation for Community Development, PRIMORG, at the weekend in Abuja.

    Speaking on the challenges of JAMB in curbing results falsification, Oloyede, who was represented by JAMB’s Public Relations Officer, Dr. Fabian Benjamin, revealed that the board is doing its possible best in the fight against falsification of results but worries that punishments meted out to culprits of forgery are far too weak and small compared to the efforts put in to prosecute perpetrators of forgery, hence the need for an amendment.

    Benjamin said, “We (JAMB) have people who are in prison at the moment. We have to make sure that we follow them diligently to get to the root of the matter and then get justice. Some of them have paid their fines and have gotten out of prison.

    “The challenge is that we (JAMB) have a candidate arrested for forgery, we spent over N4 to 5 million following up the case, investigation, prosecution, but at the end of the day, he was fined only N5,000, and he paid and walked away, so you asked yourself whether it is worth it.

    “Imagine you have spent over N7 million, and a culprit of forgery just paid N5,000 and walked away.
    “But we will continue to do our best. We understand that some of these laws must be amended to reflect our current reality,” Benjamin stated.

    Similarly, NYSC’s Director of Community Relations Press & Public Relations Unit, Caroline Embu, who stood in for the Director-General, revealed that the Service often encounters cases of certificate forgery and usually hand over culprits to the Nigeria Police for prosecution.

    Embu, however, alluded that “NYSC’s law against forgery is old and needed to be reviewed as current sanctions are not stringent enough to prevent people from forging certificates.
    “I wouldn’t say punishment for people caught in certificate forgery is strong enough to deter others because the decree is ancient, and with the punishments there, you might end up paying a small fee for forgery,” Embu stressed.

    She said the NYSC has put measures in place to fight fake certificates, which starts with verification of certificates of corps members with the help of the Ministry of Education and National University Commission, NUC—noting that forgery of NYSC certificates continues to be on the increase because it is a requirement for job placement into civil service and public institutions, elective offices and political appointments.
    Embu lauded the advent of technology, saying, “It has helped the NYSC immensely to fight forgery while calling for the strengthening of the NYSC Act.

    On his part, Public Affairs Analyst Jide Ojo called on the Federal Government and lawmakers to remove archaic laws that tend to minimize punishment for certificate forgery while commending PRIMORG for bringing such an issue to the public glare.

    Ojo, while stating that forgery of almost all sorts of documents has been around in Nigeria for decades, faulted politicians and elites for setting bad examples over the years, adding that “technology can help in reducing the upsurge of certificate forgery, but the ultimate solution is tougher sanctions for forgers.”
    “Our leaders must show and lead by example. You know, we cannot have people in government but they’re not credible and have suspicious credentials, and you just wave it and say it does not matter.

    “We also need to do something about our laws; archaic laws that do not sufficiently punish forgers to serve as a deterrent for others who may wish to go along that route.
    “Imagine you spend N7 million to persecute somebody, and the court says pay N5,000 and go; that is a very good incentive, so we need to strengthen our laws.

    “On ICT, some institutions have refused to be ICT compliant. In the federal civil service, many are still pushing files from one table to the other and have refused to embrace the maximum advantage of ICT.
    “ICT itself is not a silver bullet to ending certificate forgery, but it can only help to reduce the scam considerably,” Ojo averred.

    Daily Trust journalist John Chuks Azu decried the impact of certificate forgery in Nigeria, saying, “It is costing the nation productivity as individuals who are not fit for positions of leadership and authority find themselves in such places.
    He added that the menace of forgery in Nigeria cuts across health and every other sector.

    Azu joined calls for strengthening laws against forgery while advising institutions in Nigeria to thoroughly check the source of certificates and documents presented by individuals. That will help to checkmate forgery.

    “There is no gainsaying that forgery and falsification are dangerous to the country. Look at our medical, judiciary, and other sectors. When you deploy characters that have not been properly prepared, they risk not only the lives of other people but the standards of service which are required to drive development and this is why Nigeria today cannot be productive,” Azu stressed.

    Job racketeering: JAMB Registrar not indicted — Reps c’ttee

    Rep Yusuf Gagdi, Chairman of Ad hoc Committee investigating job racketeering in MDAs, says it has not indicted the Registrar, Joint Admission and Matriculations Board (JAMB), Prof Ishaq Oloyode.

    He further said that no agencies of the Federal Government had been indicted, contrary to speculations.

    He said this at the resumed hearing of the committee in Abuja on Saturday.

    Gagdi said the committee had been having a robust engagement with all agencies appearing before it.

    He said it was wrong to insinuate that the committee had indicted the JAMB registrar when it was still carrying out its assignment.

    There have been reports that the committee indicted the JAMB registrar for employing about 300 staff without advertisement.

    He said until the committee concluded its assignment and submitted a report to the house, it could not be said that it had indicted any agency for any wrong doing.

    ” This committee has not indicted the registrar of JAMB and we have not indicted any institution. You can only say that after we submit our report.

    “We had a very good interaction with him and nobody should preempt the decision of this committee to say that somebody is faulty “.a

    Mmesoma appears before Reps, tenders apology for falsifying JAMB result

    Miss Ejikeme Mmesoma, a 19-year-old student from Anambra State, appeared before a House of Representatives ad-hoc committee on alleged Manipulation of Unified Tertiary and Matriculation Examination (UTME) result in Abuja on Wednesday.

    TheNewsGuru.com (TNG) reports Mmesoma presented a letter of apology before the House of Representatives ad-hoc committee, asking for leniency from JAMB for manipulating her 2023 UTME result and dragging the Board to ridicule in the process.

    Recall Mmesoma had claimed she scored 362 as against her actual score of 249 in the 2023 UTME JAMB portal.

    Mmesoma said she admitted that what she did was wrong, adding that, it was the reason she came to present her letter of apology, titled “Letter of Profound Apology”.

    According to her, “I humbly seek your forgiveness for the mistake I made, I sincerely agree that I got the JAMB result from another portal in the course of this, I lambasted JAMB, I apologise.”

    She said, “ignorance played a significant role in my action, words cannot describe the depth of pain in my heart. This is the first time I will be doing this, I have never engaged in falsification or any misdemeanor”.

    She said it was not in her character to manipulate results and bring public institutions to ridicule, adding that she had embraced genuine repentance.

    Mmesoma said she would willingly accept the recommendation of the ad-hoc committee, adding that she had accepted to rectify her mistake and become a better person.

    In her words, “I want you to tamper justice with mercy.”

    Prof Ishaq Oloyede, the Registrar, JAMB, said Mmesoma manipulated her result, aided by the centre where she wrote the exam, adding that the centre had been banned for aiding and abetting fraud.

    He said eight centres in Anambra State are currently under investigation over Mmesoma’s case, adding that contrary to insinuations, there was no loophole in JAMB.

    He called on the public to be careful in making unfounded statements and have confidence in public institutions, while commending JAMB in its processes and procedure.

    According to him, JAMB has introduced innovation that will help to reduce human interference in its operational processes, thereby building confidence in the public.

    He said, “Mmesoma’s case was an amateur, there was one falsification by a candidate that I almost went mad.”

    Rep. Sanda Soli, the Chairman of the Committee, urged Mmesoma to restitute her ways and not allow such misconduct again.

    “You are one of the high scorers, don’t ever think of doing bad things to achieve anything ever again,” he said.

    Gov. Chukwuma Soludo of Anambra has offered scholarship to Miss Nkechinyere Umeh who emerged best performing candidate in the 2023 Unified Tertiary Matriculation Examinations (UTME).

    This is contained in a statement issued by Mr Christian Aburime, Soludo’s Press Secretary on Tuesday.

    Umeh scored 360 out of 400.

    Soludo congratulated the remarkable student on making the state proud with her exceptional performance.

    “The governor has announced a well-deserved scholarship for her to study any course of her choice at the Chukwuemeka Odumegwu Ojukwu University.

    “The scholarship will not only serve as a token of the state government’s appreciation for her hard work but also provide her with the opportunity to pursue her dreams and contribute to the development of the state in the future,” it said.

    Soludo wished Umeh continued success in her future academic pursuits, and encouraged other young Anambra students all over to be inspired by Umeh’s outstanding performance.

    He said they should take advantage of the improved conducive learning environment in the State and strive for excellence at all times.

    Stop giving ethnic colouration to Ejikeme’s UTME forged results – NGO

    A Civil Society Organisation (CSO), Transparency Advocacy for Development Initiative (TADI)  has asked Nigerians not to give ethic colouration to the forged 2023 Unified Tertiary Matriculation Examination (UTME) result of Miss Mmesoma Ejikeme.

    This is contained in a statement signed by TADI’s Director of Programmes, Media and Publicity, Mr Taiwo Adeniran in Abuja.

    He urged the general public to respect JAMB’s integrity and reject the ethnic colouration being attached to the Ejikeme result saga.

    Adeniran said that Ejikeme had admitted to a panel of independent investigators set up by the Anambra Government that she forged her UTME result.

    He stressed that earlier before Ejikeme’s confession, there were a lot of unguided and negative reactions orchestrated by her claim bothering on accusations and counter-accusations trending on social media and other media platforms.

    “We call on the general public at this juncture to see her confession to the allegation and admittance to have forged the result as an attestation that JAMB is a well-respected and highly-regarded external examination body.

    “The body  has shown that it is well-respected and highly-regarded external examination body that its credibility and integrity cannot be contaminated. And. We call on the public to respect that.

    “It is also very pertinent to note that issues like these should not be treated as a matter of ethnicity or religion,” he said.

    He appreciated the firm position of  JAMB for its unwavering commitment to upholding the sanctity of the nation’s educational system and its resolve to always deliver credible and fair assessments in a manner that has reinforced the confidence of the people in the credibility of the institution.

    “Also on record is the assurance of the board to be guided by the principles of inclusiveness and fairness as demonstrated by its seamless and prompt deployment of dedicated software known as the Central Admission Processing System (CAPS).

    “We hereby use this medium to urge the emergency social media journalists on this matter and other issues of national interest, to always exercise restraint in their choice of words and matters like this.

    “This is because, Ejikeme’s confession had vindicated JAMB, showing clearly it does not operate or relate with candidates bases on tribe or religion.

    “We want to express our firm belief as a responsible CSO that JAMB as constituted under the current Leadership of the board head by Prof. Ishaq Oloyede as we pass a vote of confidence on his leadership.

    “He is performing the constitutional mandate very well without fear or favor and not based on religion or ethnic affiliation but purely on merit and professionalism of the board to giving Nigerians a very reliable examination conduct,” he said.

    The CSO also called on prospective candidates for UTME in the nearest future to stay clear of fraudulent activities that could jeopardsze their chances and reputation.

    It also urged the JAMB to engage student leaders, CSOs, and professional bodies to interact with them as an advocacy strategy to dispel the issues of manipulation and due process of obtaining JAMB’s authentic results.

    “Therefore, it is imperative for a symbiotic collaboration amongst the principal stakeholders such as Universal Basic Education Commission (UBEC), Nigeria Union of Teachers (NUT), and Parents Teachers Association (PTA) in the educational delivery sector of the nation to find a way forward to address the decadence of moral and value upturn at the basic education level.

    “On the strength of the above we once again urged every Nigerian to be supportive of the nation’s institutions at every level for a better system and a culture that promotes national unity and respect for individual rights,” he said.

    The Joint Admissions and Matriculation Board (JAMB) declares it has been “vindicated” over its result manipulation allegations levelled against a candidate in the Unified Tertiary Matriculation Examination (UTME), Mmesoma Ejikeme.

    TheNewsGuru.com, (TNG) reports this is coming hours after a Committee of Inquiry set up by the Anambra State Government to investigate the claims released its report on Friday night.

    The report signed by the Commissioner for Information in Anambra State, Paul Nwosu, and made available to journalists confirmed that Mmesoma admitted to using her phone to inflate her score from 249 to 362.

    The Board stated that this had further reinforced its position that its system was not and cannot be compromised.

    Having initially come under fire from some quarters for declaring Mmesoma a fraud, JAMB in a statement on Saturday, said it “will not despair in spite of the painful realisation that some Nigerians would do anything to cast aspersions on the good name of the Board.”

    The report of the Commission of Inquiry set up by the Anambra State Government, an independent and unbiased body, as demanded by some Nigerians to look into the Mmesoma saga, has vindicated the Board,” the statement said.

    “This has further reinforced the position of the Board that its system was not and cannot be compromised. It is to be noted that the Board has built a reputation in terms of the conduct of credible examinations over the years and cannot afford to fail the nation at this critical juncture of its development.

    “Therefore, we will not despair in spite of the painful realisation that some Nigerians would do anything to cast aspersions on the good name of the Board. However, in spite of all the posturing of its detractors, the Board remains resolute and uncompromising in its commitment to give Nigeria the best as far as credible and fair assessment is concerned.
    In fact, the Board is, more than ever, determined to continue to forge ahead unmindful of the shenanigan of those who desire its fall.”

    JAMB appealed to well-meaning Nigerians, who may wish to support and encourage healthy competition by awarding scholarships and other honours to deserving candidates not to be discouraged but should always endeavour to verify from the Board any claim, no matter how innocuous, put forward by candidates.

    It also warned candidates to stay away from fraudulent apps that promise to enhance their scores, arguing that the end result would always be anguish and misery.

    The Board added that Mmesoma’s case should serve as an eye-opener, especially to those who hold the view that anything goes in Nigeria.

    It is, therefore, highly regrettable that some Nigerians, who do not believe in the strength and resourcefulness of their nation’s institutions, would latch on to any opportunity to pull the Board down to their level of perfidy.

    One vital lesson that Nigerians should learn from the imbroglio, is to learn to appreciate the genuine efforts of their critical national institutions to chart the course of national rebirth.

    Hence, this attitude of attacking everything that makes the nation proud even by people who should know better, is disheartening. The flip side of this is to infer that some ethnic jingoists had perhaps been elevated to public office and recognition beyond their mental and emotional capacity.

    The Board would continue to be guided by the principles of inclusiveness and fairness as demonstrated by its seamless and unprompted deployment of a dedicated software called the Central Admission Processing System (CAPS), which not only eliminates human interference in the admission process, but also engenders equity, fairness, transparency to all as we do not know tribe or religion.

    The public is assured of our unwavering commitment to upholding sanctity of the fabric of the nation’s educational system hence our resolve to always deliver credible and fair assessment remains unshaken.

    We appeal to all those well-meaning Nigerians, who may wish to support and encourage healthy competition by awarding scholarships and other honours to deserving candidates not to be discouraged but should always endeavour to verify from us any claim, no matter how innocuous, put forward by candidates. Your trust in us would never be taken for granted as we also appeal to our detractors to sheathe their swords and be part of the movement to build a greater Nigeria.

    To those who have sent apologies after seeing the truth, we call on them to continue to believe in the capacity of the Board to deliver. We commend Anambra State Government for its patriotic and unbiased posture all through the period of the national challenge.

    Senior lawyer and former Minister of State for Labour and Employment, Festus Keyamo has reacted to the outcome of the committee set up by the Anambra State governor, Charles Soludo to investigate the issues between the Joint Admissions and Matriculation Board, JAMB, and Ejikeme Mmesoma concerning her UTME result.

    In his reaction, Keyamo described Mmesoma as a brilliant girl, saying that the nation should be careful not to destroy her.

    The Senior Advocate of Nigeria noted that Mmesoma needs counselling, correction and guidance.

    The committee’s report shows that the 19 year-old Mmesoma used an app to upgrade her result from 249 to 362,

    In a statement via his verified Twitter handle on Saturday, the former Minister, who described the incident as unfortunate, said he deliberately waited for the end of the investigation before commenting on the saga.

    Keyamo also advised that her parents should encourage her to do a public apology to JAMB, to her family and to Nigerians, and that she should be allowed to get her admission based on actual scores.

    He wrote, “I deliberately waited for the end of this investigation before commenting on this unfortunate case of our daughter, Mmesoma Ejikeme.

    “She’s a brilliant girl, judging by her actual score of 249. The nation should be careful not to destroy her. What she needs is counselling, correction and guidance. She obviously did not know the weight and gravity of what she was doing. As teenagers, most of us made juvenile mistakes that never came to light.

    “The parents should encourage her to do a public apology to JAMB, to her family and to Nigerians after which she should be allowed to get her admission based on her actual scores. Anyone still pushing other narratives over this issue is not helping her and her family.

    “It is time to close this very unfortunate chapter and move on. This is my plea.”

    Mr. Romanus Ejikeme, the father to Mmesoma Ejikeme, has tendered an apology after his daughter admitted to having manipulated her results unaided.

    He said, Mmesoma lied to him initially.

    The panel, in a report addressed to the Governor on Friday, said that it reviewed Mmesoma ‘s JAMB results and conducted interviews with relevant parties, including JAMB officials and other individuals involved.

    TNG recalled how Mmesoma’s father defended his daughter after the Joint Admissions and Matriculation Board (JAMB), had accused her of using a software to manipulate her score to 362 as against 249.

    “My daughter has been taking the first position from her nursery school till now. Some of these results are still with me and I have shown them to some journalists who came to my house and they were surprised.

    “I showed her results to them and they were like wow. Those who have met with her will know she can’t manipulate results.

    “I am just explaining to the world that my daughter’s result has been manipulated. I am not happy about it, they gave her result to another person and they are still intimidating her. What they are doing is not good” he said earlier.

    In a recent development, Mmesoma admitted to have manipulated her UTME results, deceiving the school, her immediate family, and the state government.

    The father, Romanus Ejikeme has tendered an unreserved apology to JAMB and Nigerians at large.

    The committee set up by Gov. Chukwuma Soludo to investigate the alleged falsification of results of the Unified Tertiary Matriculation Examination by Mmesoma Ejikeme, has revealed how she forged her results.

    The panel, in a report addressed to the Governor on Friday, said that it reviewed Mmesoma ‘s JAMB results and conducted interviews with relevant parties, including JAMB officials and other individuals involved.

    The report stated that JAMB officials led by Dr Fabian Benjamin, Head, Public Affairs, presented what specifically transpired between the candidate, Mmesoma with registration number: 20230639047FF in her quest to obtain her JAMB score.

    The report by the panel showed the date, time and other details of how the teenager checked her result and the responses she received from the examination body, and how she later manipulated and printed the result.

    The report read: “The Committee invited Ejikeme Joy Mmesoma, the Principal of Anglican Girls’ Secondary School, and officials of JAMB for an interactive session with the Committee.

    “JAMB officials led by Dr Fabian Benjamin, the Head of Public Affairs, presented the detailed processes and procedures involved in JAMB admissions.

    “It shows the policy changes that have occurred in the release of UTME scores since 2021 and what specifically transpired between the candidate – Ejikeme Joy Mmesoma with registration number: 20230639047FF in her quest to obtain her JAMB score,” it said.

    JAMB has revealed the different times that Ejikeme made several requests to JAMB portal asking for her results at different hours.

    JAMB said each of these times (four in number), she received in her phone, same results from JAMB indicating candidate’s UTME Results to wit: English: 64, Physics: 54, Biology: 74, Chemistry: 57 with a total aggregate score of 249.

    JAMB disclosed that the candidate was well informed of her correct score from JAMB but she sent a request to JAMB with a different registration number showing a UTME result of aggregate score of 362, with English: 98, Physics: 89, Biology: 94, and Chemistry: 81.

    “The results she sent differed substantially from the standard JAMB format where she got an appropriate rebuttal stating her real score of 249.

    “Besides, a number of red-flags were also highlighted by JAMB officials showing a different date of birth, different Registration Number, Notification of results template that has been discarded since 2021, amongst others.

    “It was also evident that even the centre name “Nkemefuna Foundation (Thomas Chidoka Centre for Human Development as it was known before now) used for the examination was also manipulated where the candidate used the old name of the centre (Thomas Chidoka Centre for Human Development) in her own manipulated result sheet.

    “In Ejikeme Joy Mmesoma’s submission, she owned up in the presence of her principal, and the Education Secretary that the narration by the JAMB officials was a true and correct description of what transpired.

    “She also admitted to have given a manipulated result by herself unaided, using the same phone Airtel Number.

    “According to her, she proceeded to the cybercafe (Prisca Global Computers, Uruagu, Nnewi) where she printed the results she had manipulated,” the report stated.

    The report was signed by Prof. Nkemdili Nnonyelu and six others.

    The Committee set up by Anambra State Government after its findings has demanded that Mmesoma Joy Ejikeme must tender an unreserved apology to JAMB immediately in its report submitted late Friday night.

    TheNewsGuru.com, (TNG) recalls the issue of Ejikeme forged UTME results has generated so much heat in Nigeria that the State government had to quickly step in by setting up a committee to probe deeper into the matter.

    In the committee’s findings it was discovered the results being paraded by Miss Ejikeme were heavily doctored as captured in the report.

    In its recommendations, the committee asked Ejikeme to tender a written unreserved apology to JAMB, her secondary school and the Anambra State government.

    The Committee also demanded that Ejikeme should undergo a psychological counselling therapy.

    It also recommended that prospective JAMB examination writers should follow due processes as enunciated by the body.
