    The video of a staff of the Joint Admissions and Matriculation Board, JAMB, in Makurdi, the Benue State capital, Philomina Chieshe who claimed that a snake sneaked into a vault and swallowed N36 million, has surfaced online.

    In the video which was exclusively released by The Sun, Chieshe told board members that the money got missing in a “mysterious” way.

    A team of auditors had been dispatched to different state offices of JAMB to take inventory of the sold and unsold scratch cards and recover whatever money that might have either been generated or mismanaged during the period of the sale of scratch cards.

    She said, “It is a mystery. I myself, whenever I am taking the money to the bank, I am not able to account for what I got, until my house help, when we went for confession, fell down and confessed in Jos when prayers started,” Chieshe said in the video.

    “And she said a lot of things that she is the one behind what is happening to me at the office.

    “That there is a snake that comes mysteriously whenever I open the safe and swallows the cash.

    “Mysteriously, nothing was amounting to what I was having.”

    Amused by her account, members of the investigating board asked if it was the scratch cards or the cash that the snake swallowed.

    Chieshe replied “exactly”, the snake swallowed the cash.

  • JAMB uncovers another missing N26m

    The Joint Admissions and Matriculation Board (JAMB) has uncovered another fraud of N26 million allegedly perpetrated by its former Nasarawa State coordinator, simply identified as Tanko.

    The development came barely one week after the board uncovered a N36 million fraud allegedly perpetrated by its Benue State sales clerk, Philomena.

    Tanko was said to have embezzled the money he generated from the sale of the scratch cards hitherto used by candidates to either gain access to the JAMB website for registration or other services.

    JAMB spokesman, Dr. Fabian Benjamin, told newsmen in Abuja that the former Nasarawa State coordinator had apologised to the JAMB audit team for his inability to account for the money for unknown reasons.

    The officer, in his confessional statement, claimed that the unsold scratch cards were burnt when he was involved in a car crash, even as he failed to account for the ones he sold before a ban was placed on the use of scratch cards in 2016.

    JAMB’s head of media said that the Economic and Financial Crimes Commission (EFCC) and the police had been invited to assist in recovering money allegedly stolen by its officials in the Abuja headquarters and the state offices.

    He said: “In JAMB, we have nothing to hide. We run an open door system, where the public must have unfettered access to information, positive or negative, present or past.

    “The fact remains that the officer in question in our Benue office and many others found in similar situations in some other states diverted the funds before the coming of Oloyede.

    “But, be that as it may, management is working assiduously to arrest and hand over to the appropriate quarters this snake that swallowed our N36 million and a host of others still in our system.”

    The Senator representing Kaduna Central Senatorial District, Sen. Shehu Sani on Tuesday stormed the headquarters of the Joint Admissions and Matriculations Board in Bwari, FCT with snake charmers.

    Sani said, the visit, was with a view to getting to the bottom of the issue surrounding the reported case of missing N36 million from the JAMB office in Makurdi, Benue.

    One Philomena Chieshe, a sales clerk in the JAMB office, Makurdi, told JAMB registrar and his team that “she could not account for N36 million she made in previous years before the abolition of scratch cards.

    “In the course of interrogation, Philomena denied the allegations that she stole the money but confessed that her housemaid connived with another JAMB staff to spiritually (through a snake) steal the money from the vault in the account office”, the report said.

    According to Sani, his visit to JAMB is in response to the story that a snake swallowed N36 million.

    He lamented that it was of concern that such a huge sum of money was reported to have been swallowed by a snake.

    “I believe that the contribution I can make is to bring snake charmers from my constituency to the JAMB office and to help them fish out the snake and weed out snakes from their premises.”

    Sani further said that if a snake could actually swallow N36 million, one day Nigerians may wake up to say that a snake had swallowed the country’s foreign reserve.

    “I believe that my contribution to JAMB will help them fish out snakes within the office.

    “Even if it is a spiritual matter, we believe that these people I brought, they are some of the best snake charmers in the country and they will help in arresting both physical and spiritual snakes if there has been any in the JAMB office.”

    He explained that it was very clear the incident did not happen doing the tenure of the JAMB Registrar, Prof. Ishaq Oloyede.

    “We are very proud of him. We believe he is someone who should continue to man this agency and he is acting in the right direction.

    “It is good for Nigerians to know this is what has been happening before he came into office. I believe the best thing we can do is to continue to support him.

    “People should understand the story which is very clear and if that is the case, if people, civil servants could have used the opportunity to have been in office to enrich themselves using snake stories.

    “It is high time for all Nigerians to know that there may be even dirty things happening in other places but this place has exposed it for us to see the truth and I’m very much happy about that.

    “We will continue to support him. And as far as we are concerned the story that public funds could be taken away by some people in the name of snake, it is virtually unacceptable.

    Sani thereafter presented cartons of snake repellent and chemicals to the agency.

    In his response, the Spokesperson for JAMB, Mr Fabian Benjamin explained that on assumption of duty, the present registrar discovered that there were a lot of loopholes in the sale of scratch cards.

    “Before the registrar resumed duty, what we were using to register candidates and all other services was scratch cards.

    “We discovered a lot of loopholes, we discovered that staff were exposed to cash and then he stopped the use of scratch cards.

    “The registrar thereafter introduced pin vending. After introducing pin vending, it was natural for him to call for audit or stock taking.

    “After taking stock it was discovered that in some offices they could not account for what they sold, or the card that was left.

    “Ms Philomena Chieshe was entrusted with a number of scratch cards which she sold and N36 million could not be accounted for, when asked she actually said she sold them at the said amount, kept the money in the public vault.

    “According to her, a snake swallowed the money.”

    Benjamin further explained in the spirit of transparency, inclusiveness and openness the agency felt that Nigerians should know what was happening.

    He said Chieshe had been queried and has appeared before a disciplinary committee.

    “A report has been written and sent to the Minister of Education Mallam Adamu Adamu and as soon as that report is approved, she will either be dismissed or handed over to the security agency for proper profiling.

    “At the moment she has been interjected,” Benjamin said.

    He also noted that there was a case in Nasarawa State where the staff claimed on his way to submit the cards, he had an accident and the cards got burnt.

    The Joint Admissions and Matriculation Board, JAMB has debunked claims that snake swallowed N36 million in its office in Benue State, saying it was a case of criminality and fraud carried out by one of its staff.

    Stories have gone viral on the internet claiming that snake swallowed N36 million at JAMB office in Makurdi, Benue State.

    A statement issued by JAMB on Monday by its spokesperson, Franklin Benjamin said it was a pure case of criminality and fraud by one of its staff and that there was no snake anywhere to have swallowed the money.

    He said a sales clerk, Philomina Chieshe, told JAMB registrar and his team that she could not account for N36 million she made in previous years before the abolition of scratch cards.

    He said in the course of interrogation, Philomena denied the allegations that she stole the money but confessed that her housemaid connived with another JAMB staff, Joan Asen, to “spiritually” (through a snake) steal the money from the vault in the account office.

    Benjamin said “It is natural for the office to account for what they have after the sale of scratch cards has been stopped and we discovered that lots of money was missing in Markurdi and other offices.

    “There are procedures in the civil service, so the whole thing is still under investigation. She was queried, she appeared before disciplinary committee, although she confessed that money was missing and a snake swallowed it.

    “Unfortunately, she is calling one Joan’s name which did not appear in the investigation at all. Joan only recommended a house help for her. Of course, the management did not believe the story. She is just trying to put an excuse forward.

    “These are things the Registrar is trying to unravel to put the board on the right footing. We had a case where one of the staff said he had an accident on his way and the scratch cards got burnt but only for us to discover that they were used because they all had serial numbers,” he said.

  • JAMB suspends worker over N36m swallowed by snake

    The Joint Admissions and Matriculation Board said on Sunday that it had suspended its employee, Philomina Chieshe, on account of N36m which was reported to have been swallowed by a snake in the board’s office in Makurdi, Benue State.

    The JAMB Head of Information, Fabian Benjamin, told newsmen yesterday that the board was taking her through other disciplinary measures while security agencies were investigating the matter.

    Benjamin said, “She has been suspended and she is going through all other disciplinary procedures while investigation is ongoing on the matter. Her claim was that a snake came into the office and swallowed the N36m proceeds.”

    It was learnt that Chieshe explained in her statement that a “mysterysnake” sneaked into JAMB accounts office and made away with the N36m cash.

    The money was said to be from the purchases of scratch cards from JAMB state offices and other designated centres.

    A team of auditors was said to have been dispatched to different state offices of JAMB to take inventory of sold and unsold scratch cards and recover the generated money.

    The woman reportedly told the team that she could not account for N36m made in the previous years before the abolition of scratch cards.

    However, in the course of interrogation, Chieshe reportedly changed the narrative, saying that it was her housemaid who connived with another woman, Joan Asen, to “spiritually steal the money” from the vault in the accounts office.

    Meanwhile, it was learnt that the Economic and Financial Crimes Commission had begun investigation into the matter following a recommendation by the Federal Executive Council late last year that JAMB should be investigated.

    The Minister of Finance, Kemi Adeosun, who briefed council about the performances of some government agencies last year had said JAMB for the first time remitted N5bn to the government’s coffers with a promise to pay the balance of N3bn compared to maximum N3m remitted yearly in the last 40 years.

    Adeosun had said the disparity in the remittances of agency in the past had necessitated the decision to probe all previous heads of the two agencies.

    A strange snake is said to have sneaked into the accounts office of the Joint Admissions and Matriculation Board (JAMB) in Makurdi, Benue State, and made away with N36 million cash.

    Before now, JAMB candidates purchased scratch cards from JAMB state offices and other designated centres, to gain access to the Board’s website for either registration or to check their admission status.

    But the reforms introduced by JAMB registrar, Prof. Ishaq Oloyede, recommended an end to the use of scratch cards.

    A team of auditors was dispatched to different state offices of JAMB to take inventory of the sold and unsold scratch cards and recover whatever money that might have either been generated or mismanaged during the period of the sale of scratch cards.

    On their visit to Makurdi office, a sales clerk Philomina Chieshe told JAMB registrar and his team that she could not account for N36 million she made in previous years before the abolition of scratch cards.

    In the course of interrogation, Philomena confessed that it was her housemaid that connived with another JAMB staff Joan Asen to “spiritually” steal the money from the vault in the accounts office.

    She said: “I was one of the four sales clerks attached to JAMB office in Makurdi. My responsibility was to sell scratch cards to candidates and not involved in handling the revenues. It was the responsibility of Joan Asen and my other senior colleagues. I only remit money when am done selling the cards.

    “Few months ago, there was issue of fraud in the Makurdi office. Auditors were sent from Abuja to carefully flip the record books of the office, to perhaps, ascertain the current state of affairs.

    “The state Coordinator, Obilo, was not around when the audit team came. But in the course of the audit, N36 million was discovered to have been missing from the account. An investigation was launched. In the course of the investigation, it was discovered that Joan Asen, who is account staff, and a lady outside JAMB, had connived to steal the money.”

    Philomina said Asen and her accomplices confessed that they had been stealing the money “spiritually” through a mysterious snake that always sneaked into the office to swallow the money from the vault.

    “It was a mystery to me too. I have been saving the money in the bank, but I found it difficult to account for it. So I started saving it in a vault in the office. But each time I open the vault, I will find nothing. I became worried and surprised how the millions of Naira could be disappearing from the vault. I began to interrogate everybody in the house and office, and no one could agree on what might have happened to the money. I continued to press until my housemaid confessed. She said that the money disappeared “spiritually”. She said that a “mysterious snake” sneaked into the house and swallowed the money in the vault.”

  • 1.6m forms sold for 2018 UTME – JAMB

    The Joint Admissions and Matriculation Board (JAMB) says about 1.6 million registration documents for the 2018 Unified Tertiary Matriculation Examination (UTME) have so far been sold with two days to end the exercise.

    The board’s Head, Media and Information, Dr Fabian Benjamin, made the disclosure in an interview with the News Agency of Nigeria (NAN) on Friday in Lagos.

    The board commenced the sales of the document on Dec. 6, 2017, and had said it would close on Feb. 6.

    However, the board’s Registrar, Prof. Is’haq Oloyede, on Feb. 6, announced extension of the documents sales to Feb. 11, in attempt to accommodate candidates who failed to register within the two months window.

    According to Benjamin, this year’s registration for the examination has proven to be one of the best in recent times.

    “As at the close of work on Thursday, I can comfortably say that we have registered close to 1.6 million candidates for the examination.

    “This year’s registration too can be adjudged as one of the best in recent times as it has been smooth, hitch and rancour-free.

    “Having said this though, the board will like to warn that there may be no more extension of period of registration for candidates in our future examinations.

    “This is because some mischievous persons may want to seize the opportunity of the lengthy period of registration to carry out infractions that could undermine the integrity of the examination,’’ he told NAN.

    “We are seriously considering reducing the registration period to about one month.

    “We no longer want to give fraudsters the opportunity to deploy all kinds of tricks into the process.

    “Imagine a situation whereby in a whole month, less than 10 per cent registered until when we started approaching the last lap of the exercise.’’

    It is reported that no date has been fixed for the much anticipated mock UTME with the main examination temporarily scheduled for March 9 to March 17.

  • End 2017 admissions next week, JAMB tells institutions

    The Joint Admissions and Matriculation Board (JAMB) on Thursday directed all tertiary institutions to end their 2017 admission by January 25.

    The Board’s Head of Media, Dr Fabian Benjamin said the board’s decision came at a meeting where all issues and ones bordering on the admission process were taken into consideration.

    He said it was resolved that the academic calendar must be adhered to.

    According to him, the directive becomes necessary as the board intends to meet up with the academic calendar as earlier agreed.

    “By implication, candidates who have gained admissions into various institutions and are yet to register or do not have admissions by January 25 should begin to make preparations for the 2018 UTME.

    “The public must also note that the UTME results are valid for only one year and not three years as widely speculated.

    “If changes are made to the validity, I assure you the board would communicate appropriately to the public.”

    The board had recently said that the UTME examinations would take place between March 9 and 17, while the mock exams would take place in the first week of February.

    Benjamin also noted that the sale of Direct Entry forms are ongoing, while urging candidates who intend to apply to do so immediately as the sale of the DE forms ends on the same date with the UTME’s.

    “It has come to our knowledge that a lot of candidates are not aware of the sale of the Direct Entry forms, which we have advertised.

    “We are calling on desirous candidates to please register their profile and obtain the pins from the vending platforms.

    “Candidates who want to apply to institutions through DE must note that the sale of the forms started same date as the UTME’s and would end on the same date which is on February 6.

    “This form can be obtained through the same process as the UTME forms.

    “It could be purchased through vending commercial banks, Mobile Money Operators (MMO’s), Interswitch, NIPOST and Remita,” he said.

    Benjamin, however, noted that candidates should ensure that they disclose at the point of obtaining e-pins the exact pins they are paying for, that is, Direct Entry or UTME as some unknowingly purchase Direct Entry instead of UTME and vice-versa.

    The Joint Admissions and Matriculation Board (JAMB) has fixed February 6, as deadline for the sale of registration form for this year’s unified tertiary matriculation examination (UTME).

    JAMB Registrar Prof. Is-haq Oloyede spoke at a meeting on strategic planning, supervision and evaluation of the conduct of 2018 unified tertiary matriculation examination (UTME) in Abuja yesterday.

    He said only 283,319 candidates had registered for the examination.

    The board also fixed March 9 to17 for the conduct of the UTME in 620 computer based test centres across the country.

    The registrar said: “Because of the criticisms that trailed the sale of entry form for a month in the past years, the board has decided to earmark two months so that every willing candidate will be able to purchase, fill and submit the forms.

    We opened entry from December 6, 2017 to February 6, 2018, but one month later, only less than a quarter of the two million candidates expected for the examination this year have registered.”

    Prof. Oloyede said its mock examination slated for January 22 would now hold in first week of February.

    He blamed the shift of the mock examination on the strike embarked on by members of NASU, noting that the strike made the CBT centres in affected tertiary institutions not available for accreditation.

    The JAMB registrar also banned the use of wristwatches, biros, pencils and other devices from the examination hall.

    He added that the ban affects both candidates and examination officials.

    Oloyede said: “The Board has prohibited additional materials during the 2018 UTME in the examination hall. These include wrist watches, biros, calculator, biros, pencils except the common HB pencil, and any other device that can store data, transmit or receive signal no matter the form. These prohibitions are not only applicable to the candidates but to all examination officials. The reasons for this will be provided shortly.

    Scanned pictures of candidates are no longer accepted for registration, except live capture at the accredited CBT Centres as part of the Registration Procedure. Furthermore, candidates’ pictures will be embossed on all candidates’ documents generated by JAMB henceforth,” he said.

    The registrar also disclosed that Minister of Education Malam Adamu Adamu has queried 42 institutions for charging candidates more than N2000 for their post-UTME.

    There is nothing wrong with post-UTME provided that our candidates are not extorted. The honourable minister of education queried about 42 institutions for charging more than N2000. We made recommendation to the minister and the minister said all of them should refund the money. He gave them two weeks and all of them are making refund now.

    He has put his feet down that all excess charges should be refunded and people can testify to the fact. Where they have the list they are paying them directly and in this case where Vice Chancellors proved clearly that those candidates could not be traced the minister has given appropriate directive.

    Candidates are reporting back to us. In one case where they could not, the minister directed that they should pay the money to a non religious orphanage, orphanage owned by the state or anything because those people couldn’t be traced,” the registrar said.

    According to him, the figures being paraded as qualified candidates to write its examination was not true.

  • JAMB earmarks N7.744bn overhead, N2.683bn projects, reduces TSA remittance

    The Joint Admission and Matriculation Board (JAMB) said it has earmarked the sum of N2.683 billion for capital projects, which it said has affected how much it will remit into the federation account.

    JAMB Registrar, Professor Ishaq Oloyede, stated this while appearing before the Senate committee on Monday.

    He disclosed that the examination body would not remit all the N7.8bn it generated in 2017 into the Federation Account citing several reasons.

    Oloyede said that although JAMB projected for N14.691bn as its Internally Generated Revenue for 2018, N7.744bn would be used for overhead costs, while N2.683bn had been earmarked for capital projects.

    He pointed out that JAMB was given zero allocation for the overhead and capital components of its 2017 budget.

    “If we remove N7.744bn estimated for overhead cost and N2.683bn earmarked for capital project from the projected N14.691bn IGR, the balance surplus will be N4.262bn to be remitted into the Federation Account, as against N7.8bn remitted last year.

    “This has to be so because of critical expenditures to be carried out on overhead in terms of maintenance and upgrading of our facilities and information technologies, and in particular the highly needed capital project of procurement of new headquarters that will be on the national fiber optics for easy connection,” Oloyede said.
