  • SERAP drags FG to UN over Southern Kaduna killings

    Socio-Economic Rights and Accountability Project (SERAP) has petitioned Ms. Agnes Callamard, Special Rapporteur on extra-judicial, summary or arbitrary executions, urging her to “prevail on the Nigerian authorities to halt further killings of innocent citizens in Southern Kaduna.”

    The group also demanded investigation into recent alleged killing of over 800 citizens, mostly women, children and the elderly in that part of the country by suspected herdsmen, and to identify the perpetrators and bring them to justice, and to provide reparations to victims.

    The organization also asked Ms. Callamard to “request to visit Nigeria to conduct fact-finding mission into the circumstances surrounding the killings.”

    In the petition dated 30th December, 2016 and signed by SERAP executive director, Adetokunbo Mumuni, the organization expressed “concern that the killings of citizens in Southern Kaduna of Nigeria amount to serious violations of the rights to life; to security of the human person; to the respect of the dignity inherent in a human being; and right to property guaranted by not only the Nigerian Constitution 1999 (as amended) but also the African Charter on Human and Peoples’ Rights and the International Covenant on Civil and Political Rights to which Nigeria is a state party.”

    The petition reads in part: “SERAP contends that Nigerian authorities have failed and/or neglected to respect these human rights and to exercise due diligence to ensure that these rights are not violated by private individuals such as herdsmen and other unknown perpetrators. Nigerian government should therefore be held to account for failing or neglecting to guarantee and protect the rights of the people in Southern Kaduna, regardless of whether such violations are directly or indirectly attributable to the state or its officials.

    “SERAP is concerned that the Nigerian government has failed and/or neglected to create an environment in Southern Kaduna to end the unlawful killings by failing to move their legal and institutional machinery towards the actual realisation of these rights. It is in fact the failure by the government to take adequate measures to prevent the violence which has contributed to the increasing number of victims.

    “SERAP believes that the killings would not have taken place if the Nigerian authorities have taken measures to prevent their happening and to address persistent impunity of those responsible for the violations and abuses. The lack of accountability for the attacks by herdsmen and other unknown perpetrators across the country has continued to create a culture of impunity which clearly is not compatible with the rule of law in a democratic society.

    “According to the leadership of the Catholic Diocese of Kafanchan in Kaduna State, a total of 808 people were killed in 53 villages across the four local governments areas in the state ridden by crisis.

    The church leaders also said that 57 people were injured; farm produce estimated at N5.5 billion were also destroyed, and a total of 1,422 houses and 16 churches were burnt during the attacks. The affected communities are spread across Kaura, Sanga, Jama’a and Kauru Local Government Areas where there had been persistent attacks on communities by gunmen believed to be Fulani herdsmen.”

    SERAP therefore urged Ms. CALLAMARD to prevail on the Nigerian authorities to: “Take measures to urgently secure the right to life, right to security and dignity of the human person and right to property of citizens in Southern Kaduna, and to prevent further attacks and killings by herdsmen and other unknown perpetrators;

    “Carry out an effective investigation into the circumstances surrounding the killings and to identify the perpetrators and bring them to justice, and to provide reparations to victims;

    “Provide a framework of security for the protection of life, and to protect the lives of those individuals at risk from unlawful attacks in Southern Kaduna;

    “Provide for an effective remedy and reparation for the victims.‎”

  • Kaduna records 39 fire outbreaks in December

    The Kaduna State Fire Service has said that the state recorded 39 fire outbreaks in December, 2016.

    The state fire service Director, Paul Aboi, made this known in an interview with news in Kaduna on Friday.

    Aboi attributed the fire outbreaks to electrical faults, adding that 19 shops were affected while 20 others were residential houses.

    “In all these incidents, no lives were lost and Police Fire and Rescue Brigade was able to extinguish the fire before they spread to other areas,” he said.

    He said most of the fire incidents occurred between 12 midnight and 7 a.m.

    Aboi stressed the need to use qualified electricians to install electrical appliances during building construction.

    “Most faults are from the people. They should stop patronising road side electricians to handle electrical installations,” he said.

    He said the Service had put in place stringent measures to react to fire outbreaks, and called on residents to act responsibly because most fire were avoidable.

    “Most fire outbreaks are caused by carelessness, people are reminded to avoid overloading electric appliances, using candles and leave them unattended.

    “Avoid fixing electrical faults personally when you do not have the skill. Violating the basic rule of electric wiring can lead to a spark which may result in fire.

    “We have the ability, the equipment and the skills to react to fire outbreaks in a timely manner.

    “Therefore, citizens are advised to provide information immediately there is threat of fire so that our firefighters can be deployed in time.”

    He reiterated the need to avoid interfering with electric wires, among others.

    N/Delta militants plot to disguise as Fulani, attack Kaduna – El-Rufai

    Kaduna State Governor, Malam Nasir El-Rufai has revealed plans by some unnamed politicians to use Niger Delta militants disguised as Fulani to attack people in the Southern part of Kaduna.

    El-Rufai, however said security agents are on the trail of those instigating crisis in the state.

    The governor who made the revelations during a media chat on Wednesday night in Kaduna, said he was aware politicians were sponsoring the attacks and were benefiting from the crisis, asserting that they would be arrested and prosecuted to serve as deterrent to others.

    The governor disclosed that plans were underway to establish two military formations in the Southern part as a way of ending the crisis, stressing that the state government got assurances of President Muhammadu Buhari, the Ministry of Defence and Chief of Army Staff on the request to site the military formations.

    He said the proposed military formations would be in Fadan Karshi in Sanga and Kauru local government areas respectively to provide rapid response to acts of criminality.

    The governor said that in the meantime, the presence of security personnel had been beefed up in the area to stem the tide of violence.

    In a related move to address insecurity, the Kaduna State government yesterday held an emergency meeting with the state council of traditional rulers with a call on them to caution their people against crisis.

    Speaking during the meeting, Deputy Governor of the state, Barnabas Bala Bantex who represented the state Governor Nasir El-rufai, described the killings and tension in Southern Kaduna as unfortunate, saying, “I will like to assure our people that the present leadership in the state has no secret agenda of pursuing ethnic or religious agenda. The bandits killing people in southern Kaduna and states like Zamfara are not doing it based on religion. They are criminals,” he said.

    The meeting had in attendance the Emir of Zazzau, Emir of Kagaro, Emir of Birnin Gwari, Chief of Ninzo and Atta Adara, amongst others.

     

     

  • ‘Refineries to work in full capacity by 2017’

    The Nigerian National Petroleum Corporation (NNPC), Tuesday, said it would rehabilitate the three local refineries located in Port Harcourt, Warri and Kaduna to achieve optimal capacity utilization in 2017.

    In a statement signed by Mr Ndu Ughamadu, the Group General Manager, Group Public Affairs Division (NNPC) in Abuja, the Chief Operating Officer, Refineries of the NNPC, Mr. Anibor Kragha, stated that the Corporation was determined to move away from the approach of quick fixes and undertake a comprehensive revamp of the plants.

    “The plan for next year is to get the comprehensive rehabilitation programme done. “The situation is like having three cars in your garage that have not been maintained for 15 to 20 years while you expect optimal performance from them.

    “Changing one fuel pump here, one compressor there is not helpful. What we are doing now is to step back and take a holistic approach and do a full rehabilitation of all the refineries.” he said

    He added that once the exercise was achieved, the refineries in due course would draw up a chart for routine Turn Around Maintenance (TAM) Programme as and when due.

    Kragha explained that though the plan was still on course, none of the projected co-location refineries would come on stream in 2017 based on existing timeline for assemblage of the plants.

    ‘’We are very close; we have done tests with some of the key marketers. We have achieved all the parameters, we just want to be 110 percent certain,’’ he said.

    Meanwhile, Managing Director of the Kaduna Refining and Petrochemicals Company, Mr. Mukhtar Maiha, said KRPC was working towards a target of 75 per cent capacity utilization in the New Year based on projected supply of one cargo of crude oil per month.

    Breaking: Kaduna Govt declares war on Shiites, labels group ‘insurgent’

    Kaduna State Government has officially labelled the Shiite Islamic Movement of Nigeria, IMN, an insurgent group.

    This is contained in a White Paper released by the state government on Monday in Kaduna.

    “For all intent and purpose, the IMN is an insurgent group and ought to be treated as such,” the government said n the white paper.

    The government also said the detained Shiite leader, Ibraheem El-Zakzaky, will be held responsible for all acts carried out by the group’s members.

    “Members of the IMN owe absolute loyalty to Sheikh Ibraheem El-Zakzaky,” the white paper states. “He therefore bears responsibility for all the acts of lawlessness committed by the organisation and should therefore be held responsible, fully investigated and prosecuted.”

    In the white paper, the state government also indicated it may not prosecute the soldiers involved in the killing of over 300 members of the IMN in December last year, but may leave their prosecution to the federal government.

    Kaduna Assembly approve N214,921 bn budget for 2017

    The Kaduna State House of Assembly has approved N214,921 billion for the State’s 2017 budget.
    This is made up of Recurrent expenditure of N83.46bn and capital spending of N131.45 bn.

    The budget ratio is 61:39 in favour of capital expenditure.The state governor, Malam Nasir El-Rufai, presented the draft budget of Jobs, Social Justice and Equity to the House of Assembly on 12th October 2016.

    Commending the lawmakers for their efforts in scrutinizing the draft budget, the governor noted that the lawmakers approved a budget that is N1bn lower than the draft estimates.

    The governor praised the diligence brought in working out the budget, saying, “We are proud of the Kaduna State House of Assembly for not padding or inflating the budget.”

    The draft budget size was N215bn, set at expansionary levels to help drive recovery amidst recession. Its capital to recurrent ratio was 60:40.Education, Infrastructure and Health got the biggest budgetary allocations.

    Muhammad Sani Abdullahi, commissioner for Budget and Planning, gave a little breakdown of the sectoral allocations thus: Education (N44.84bn), Health (N10.49bn), Water (N8.6bn), Infrastructure (N24.50bn) and Agriculture (N4.6bn).

    The 2017 budget is designed to deliver the following outcomes; Completion of the Zaria Water Project, Unprecedented Rebuilding and Equipping of Schools, a massive programme to rehabilitate, maintain or rebuild Township Roads and the Creation of a green economic zone – an Agro-Industrial Park along Abuja Road.

    Others in the budget include the provision of infrastructure in mining sites and rural areas, conversion of Doka Hospital on the Kaduna-Abuja Expressway into a Trauma Centre, expansion of the post-harvest price support for farmers and Anchor Borrowers Programme for six crops of comparative advantage.

    The rest are Kick-off the Kaduna Light Rail Phase to link Rigachikun with the Refinery and Implementation of an Emergency Nutrition Intervention Programme to reduce malnutrition and hunger amongst the poorest citizens and children.

    Speaking at the presentation of the draft estimates, Malam El-Rufai explained why Kaduna State chose an enlarged budget, saying, “We are convinced that the pursuit of economic recovery must now be a national focus.

    “Even with the limited influence any of the 36 states can alone exert on our national economic fortune, we can encourage some buoyancy in each of our states and collectively support the effort of the Federal Government to secure economic recovery.

    “Moments of recession have an outsized adverse effect on the most vulnerable and we must not let it persist.

    “Therefore, we reinforce our commitment to social justice by retaining high levels of spending on our social programmes. Social justice obliges us to sustain investments in Education, Health, Infrastructure and Social Development.

    ”Based on the lessons learnt from the 2016 Budget, the government is strengthening implementation and monitoring mechanisms, including the establishment of a Result Delivery Unit.”
