    BREAKING: Kano Gov to appoint new second class Emirs

    Governor Abba Yusuf of Kano State has said he would soon appoint new second class Emirs for Rano, Gaya, and Karaye to provide support for the Emir heading the Kano Emirate Council.

    TheNewsGuru.com (TNG) reports Governor Yusuf made this known on Tuesday when he signed the Kano State Emirate Council Establishment Bill 2024 into law.

    The move is expected to preserve the cultural heritage of the State, according to Governor Yusuf.

    Recall that the bill was recently passed by the  State House of Assembly.

    Yusuf explained that the Rano Emirate consists of Rano, Kibiya and Bunkure Local Government Areas.

    He said Gaya Emirate consists of Gaya, Albasu and Ajingi Local Government Areas while Karaye Emirate consists of Karaye and Rogo Local Government Areas, respectively.

    ”They shall have powers to advise the Emir of Kano on matters relating to maintenance of public order and boundary disputes within their areas of jurisdiction,” the Governor said.

    Speaking after signing the bill, Yusuf emphasised the importance of the new law in sustaining the rich cultural values and norms of the people of the State.

    He said that the law would bridge the gap between the grassroots and the government.

    According to the law, the existing Kano Emirate Council, headed by a first-class Emir as Chairman will be supported by the second-class Emirate Councils in Rano, Gaya, and Karaye.

    The Governor added that the names of the new second class Emirs would be announced later.

    The jurisdiction of the second-class emirates will be limited to their respective local government areas, according to Governor Yusuf.

    The Speaker of the House, Jibrin Falgore, reiterated the commitment of the Assembly to passing laws that promote the well-being of the people of the State.

    “This development is expected to have a positive impact on the governance structure of the State,” he said.

    Kano State Govt files fresh charge against Ganduje

    The Kano State Government on Tuesday filed fresh charge against former governor of the state, Dr Abdullahi Ganduje.

    In the charge sheet with case No. K/143c/24, the State government accused Ganduje and erstwhile Commissioner for Justice, Musa Lawan,  of Criminal Conspiracy, and misappropriation contrary to Section 308 and punishable under Section 309 of the Penal Code (as amended) CAP 105, Vol. 2, the Laws of Kano State of Nigeria.

    The offence, the State government said, is punishable under Section 97 and Section 315.

    The State government accused Ganduje and Lawan of abuse of office. In the charge sheet, the state government said it intends to present four witnesses. No date has been fixed for the arraignment.

    Watch moment angry youths chase Sanusi’s representative out of dissolved Kano emirate

    Some aggrieved youths on Friday chased away the representative of the 16th Emir of Kano, Muhammadu Sanusi II.

    According to an eyewitness, the incident happened at Karaye Local Government Area of Kano State, when the Emir’s representative was on his way to the palace in company of the Local Government interim chairman, Wada Nababa Tudun-Kaya.

    Alhaji Ibrahim Abubakar II, former Emir of Karaye, is one of the five monarchs sacked by the Kano state government.

    The witness said, “What happened was the Emir’s representative came into town and was received by the interim chairman first. So, on their way to go and register his presence, angry youths attacked them.

    “You know we still want our emirates that were dissolved and we are yet to recover from what happened. What happened isn’t violent at all but one of the glasses of their vehicle was destroyed.

    “There is a police station in front of Karaye palace; that helped in bringing the situation under control as the police dispersed the crowd.”

    14 die in auto crash in Kano

    No fewer than 14 persons died in an auto-crash at Imawa town along the Zaria – Kano highway in Kura Local Government Area of Kano State.

    The FRSC Sector Commander in the state, Ibrahim Abdullahi, confirmed the accident to newsmen on Friday in Kano.

    He said that the accident occurred when a truck with registration number MKA 537 XN lost control and collided with pedestrians who had just concluded Friday prayers and killed 14 of them

    Abdullahi said, “We received a distress call at about 01:50 p.m. on June 28, 2024, On receiving the information, we quickly dispatched our personnel and vehicle to the scene of the accident.

    “The FRSC is committed to road safety and urges all road users to adhere strictly to traffic regulations to prevent such avoidable tragedies.”

    The sector commander extended  his heartfelt condolences to the families of the deceased and assured the  public that efforts were ongoing to ascertain the exact circumstances surrounding the crash.

    Emirship tussle: More police deployed to 2 palaces in Kano

    The police have deployed additional armed security personnel to the two palaces housing the contending emirs in the metropolitan Local Government Areas of Kano.

    The outgoing Commissioner of Police, AIG Usaini Gumel, confirmed this in a telephone interview on Monday.

    Gumel said, “equipped and armed personnel have been deployed to handle any unforeseen circumstances around the identified areas”.

    He explained that the deployment aims to prevent security threats and maintain peaceful atmosphere pending the outcome of the emirship tussle.

    AIG Gumel said that the  command has reinforced its personnel deployment plans to ensure adequate security and peaceful coexistence in the state.

    ”Armed personnel have been deployed to provide security at the Kofar Kudu Palace, residence of Emir Malam Mohammadu Sunusi, and the Nasarawa Mimi Palace, residence of Emir Aminu Bayero.

    The police appeal for public support and urge residents to provide information that could aid in maintaining peace, progress, and political stability.

    The command is committed to providing the required security that will enable all residents to pursue their legitimate activities without threats to lives and property.

    ASUU decries decay in Kano varsity

    The Academic Staff Union of Universities (ASUU), YUSUF MAITAMA SULE University Kano (YUMSUK), has expressed concern over the decayed infrastructure in the university.

    The Chairman of the union in the university, Dr Mansur Sa’id stated this at a news conference on Friday in Kano.

    He decried the inability of the state governments to address lingering issues bedeviling the development of the university education system.

    Sa’id condemned the under funding and the dissolution of the Governing Councils of the two state-owned universities, adding that the state government released only 30.3 per cent and 46.2 per cent of the 2023 estimate for the Kano University of Technology (KUST) and YUMSUK, respectively,.

    “ASUU-YUMSUK, therefore, calls on both the Federal and Kano State Government to adequately fund the universities to save them from imminent collapse.

    “We also call on all patriots in the media, civil society, labour movements and student groups to support our altruistic struggle to reposition the Nigerian public universities.

    “The union condemns the government’s antics as they continue to fail in fulfilling the promises they took with a view to addressing the issues in contention, leading to erosion of trust, displeasure and skepticism,” he said

    The union, he said, urged the Federal Government to expedite action to facilitate renegotiation of the 2009 FGN/ASUU Agreement, and resume payment of salary arrears and academic allowances to its members.

    The chairman said the union was also concerned about the insecurity, poverty and rising cost of living in the country.

    “We call on the President Bola Tinubu and Gov. Abba Kabir-Yusuf, and all relevant stakeholders to work towards reconstituting the committee with a view towards reviewing, signing and implementing the Nimi Briggs-led renegotiated draft agreement,” Sa’id said.

    On his part, Dr Aliyu Ahmad, the Chairman of the union, KUST, urged well meaning Nigerians to intervene towards addressing the impasse and avoid strike by its members.

    “Government’s action to ignore ASUU on the contending issues confirmed the fact that they were not moved by the several clarion calls and efforts the union has made to get it attended,” he said.

    While dismissing the dissolution or absence of Governing Councils in some federal and state universities, Ahmad urged Nigerians to support the union in its campaign to reinvigorate the university education in the country.

    Despite court ruling, Kano govt orders Aminu Bayero out of palace

    The Kano State Government has directed the Commissioner of Police to eject the 15th Emir of  Kano, Aminu Bayero, from the Nasarawa Palace where he currently resides.

    Governor Abba Yusuf gave the directive via the state Attorney General and Commissioner for Justice, Haruna Dederi.

    Dederi, while conveying the directive at a news conference on Thursday in Kano, explained that the government had finalised plans for a general renovation of the palace.

    According to him, the state government has concluded plans for immediate demolition and reconstruction of its dilapidated wall.

    Dederi acknowledged the ruling by the Federal High Court regarding the Kano Emirates Council (Repeal) Law, 2024 and viewed same as upholding the rule of law.

    “The ruling of the court has unequivocally reaffirmed the validity of the law passed by Kano State House of Assembly and assented to, by the Governor on May 2024.

    “This part of the judgement is very fundamental to the entire matter. Further implication of the ruling is that all actions taken by the government before the emergence of the interim order of the Court, are equally validated.

    “This means that abolishing the five emirates created in 2019 is validated and the deposition of the five emirs is also sustained by the Federal High Court.

    “By implication, this means that Muhammadu Sanusi II remains the Emir of Kano. The judge also granted our application for the stay of proceedings until the Court of Appeal deals with the appeal on jurisdiction.

    “Happily, the signing of the law and the reinstatement of Sanusi II were done on 23 May, 2024 before the emergence of the Interim Order, which was served on us on 27 May, 2024.

    “Following this ruling, Kano State Government has directed the State Commissioner of Police to eject the deposed Emir of the eight metropolitan local governments from the government property where he is ‘trespassing’.

    “The government will commence general renovation of the property with immediate effect,” he said.

    Recall the Federal High Court, while ruling on the substantive suit, validated the Kano Emirate Council Repeal Law 2024, and also nullified all actions taken by Gov. Yusuf after the passage of the law.

    The State House of Assembly, on May 23, dissolved the four Emirate Councils created out of the Kano Emirate by Alhaji Abdullahi Ganduje, Gov Yusuf’s predecessor, in 2019.

    Gov Yusuf, on May 23, dethroned the 15th Emir of Kano, Aminu Ado-Bayero, and reappointed Muhammad Sanusi II, the 14th Emir deposed in March 2020, as the new Emir of Kano.

    ICYMI: Court nullifies reappointment of Muhammadu Sanusi II as Emir of Kano

    A Federal High Court sitting in Kano on Thursday nullified the reappointment of Muhammadu Sanusi II as the 16th Emir of Kano.

    Alhaji Aminu Babba-Dan’agundi, who holds the title of Sarkin Dawaki Babba, had, through his counsel, Ibrahim Aliyu-Nasarawa, filed a motion dated May 23, in which he asked the court to restrain the Kano State government from implementing the Kano State Emirate (Repeal) Law 2024.

    The law had repealed the 2019 Emirate Council law that established five emirates from the original Kano Emirate.

    With all Emirs sacked, the 14th Emir of Kano, Muhammad Sanusi II, who had been sacked by the Abdullahi Ganduje administration in March 2020, was reinstated as 16th Emir to replace Aminu Ado Bayero, who was was consumed by the repeal of the law.

    Disatisfied with the development, Babba-Dangundi took the matter to court to seek a reversal of the removal of Bayero.

    The respondents were the Kano State Government, Kano State House of Assembly, Speaker, Kano State House of Assembly, Attorney-General of Kano State and  Commissioner of Police in Kano.

    Others are the Inspector General of Police, Nigeria Security and Civil Defence Corps and the Department of State Security Service.

    Delivering a ruling, Justice Abdullahi Muhammad-Liman declared that all actions carried out by the state government following the passage of the Kano Emirate Council (Repeal) Law 2024 were null and void.

    “I hereby order that every step or actions taken by the respondents in pursuant to Kano Emirate Council Repeal Law 2024 is null and void and is set aside.

    “However, this order does not affect the validity of the law,’’ he said.

    He also ordered all parties to maintain the status quo ante.

    He held that the respondents were aware of the earlier order dated May 23, to maintain status quo pending the hearing and determination of the case.

    “I think it is a very serious matter for anyone to flout the orders of the court and go scot free with it.

    “The catastrophic situation could have been averted if the respondents followed due processes by complying with the court order, which would still have allowed them to carry out their assignments.”

    Muhammad-Liman granted the respondents’ application for stay of proceedings pending hearing and determination of their application at the court of appeal on jurisdiction.

    “I hereby transfer the case to Justice Simon Amobeda, Federal High Court 3,” he said

    Earlier, Counsel to the applicant, M. S. Waziri, had urged the court to nullify the Kano Emirates Council (Repeal) law 2024.

    Counsel to Kano State House of Assembly and Speaker, Eyitayo Fatogun, told the court that he had filed a notice of appeal at the Court of Appeal and a motion on stay of proceedings.

    Fatogun also applied to be recused from the matter, asking for an adjournment to enable his clients find another lawyer, and pending hearing and determination of his application at the court of appeal on jurisdiction.

    Counsel to Attorney General of Kano State and the State Government, Mr A. G. Wakil, aligned himself with the position of Fatogun.

    Also, Counsel to the Commissioner of Police Kano and Inspector General of Police, Mr Sunday Ekwe, told the court that the duty of the police was to maintain peace in the state, and that was why they did not file any response on jurisdiction issue.

    The State House of Assembly on May 23 dissolved all the four newly created Emirate council’s in the state.

    Gov. Abba Kabir-Yusuf, on May 23, dethroned the 15th Emir of Kano, Aminu Ado-Bayero, and reappointed Muhammad Sanusi II, as the Emir of Kano, four years after he was dethroned by former Governor Abdullahi Ganduje.

    Kano: Federal High Court nullifies Emir Sanusi’s reinstatement

    A Federal High Court sitting in Kano state on Thursday nullified the reinstatement of Muhammadu Sanusi II as the 16th Emir of Kano.

    The court also nullified all the actions taken after the controversial reinstatement in the state.

    According to presiding judge, Abdullahi Muhammad Liman said, every step taken by the government has been declared null and void.

    “I hereby order that every step taking by the Government is hereby nullified and becomes null and invalid and that this does not affect the validity of the repealed Emirates Law but actions taken by the Governor, which includes the assenting to the Law and the reappointment (of Sanusi).

    “I have listened to the audio of the governor both in Hausa and English after assenting to the Law, and I am convinced that the respondents are aware of the order of maintaining status quo pending the hearing and determination of the motions on notice in the court.

    “Having been satisfied that the respondents are aware of the court order, the court in exercise of its powers set aside an action because it is in violation of the court’s order, I think it is a very serious matter for anyone to flout the orders of the court and go scot free with it.” Justice Abdullahi said.

    In his judgment, Justice Abdullahi noted that the catastrophic situation could have been averted if the respondents followed due processes by complying with the court order, which would still have allowed them to carry out their assignments.

    Continuing he said that the respondents however decided to act according to their whims and caprices, a situation which he said landed them in a serious mess.

    BREAKING: 1 dead, 2 policemen injured as hoodlums unleash mayhem in Kano

    Some suspected hoodlums have unleashed mayhem on Jaen Makera quarters in Kano metropolis, killing one person and injuring two policemen.

    The outgoing Commissioner of police, AIG Usaini Gumel disclosed this in a telephone interview on Thursday in Kano.

    He said that the suspects killed Muktar Garba, also known as Babalia during the incident.

    Gumel said that Garba died while receiving treatment at the Murtala Muhammad Specialist hospital, Kano, adding that his corpse has been released to his relatives for burial.

    The police boss said that the hoodlums who were carrying dangerous weapons, defied police presence deployed to the area and started attacking innocent people.

    He said more reinforcement from the police tactical team and nearby divisions was deployed to the area and peace was restored as the hoodlums fled.

    The commissioner said that effort is  being intensified to identify and arrest the perpetrators.

    He said some other groups of hoodlums on Wednesday engaged in a street fighting, using dangerous weapons at Yan Dillalai and Jaen Makera, but were dispersed by the police team.

    Gumel said the two policemen, SC Wasilu Umar and PC Abdulmalik Yusif, who were injured during the incident, were treated and discharged from the hospital.

    He said that a suspect, Umar Shuaibu was arrested for attacking Yusif , while  a vehicle attached to Filin Hockey was destroyed.

    The commissioner said that the command efforts to address the underlying causes of violence, and promote lasting peace and well-being of all individuals affected.

    He said normalcy has returned to the area as police personnel are monitoring the situation.

    Kano Govt, police face off over ban on Sallah festivities

    The Kano State Government has faulted the police for banning Sallah festivities in the State.

    The Kano State Attorney General and Commissioner for Justice, Haruna Dederi questioned the authority of the police to ban Sallah celebrations in the State.

    Recall that the Kano State Police Command had issued an order banning all Durbar activities throughout the State for the upcoming Eid-el-Kabir (Sallah) celebrations.

    The police said this was part of enhanced security measures to ensure public safety and peace in the State during the festive period.

    However, ban on Sallah festivities has not gone down well with the State Government.

    In a statement, Dederi accused the police to have repeatedly failed to follow the State Governor’s lawful directives as the Chief Security Officer.

    “I am compelled to ask the question: who is usurping the authority of the Commander-In-Chief?

    “Because some people are dishing-out directives to security chiefs in the State so much so that the State Police Commissioner without any consultation with the Chief Security Officer of the State or approval from the State Security Council had issued an order banning Eid-el-Kabir festivities in Kano State.

    “How can anybody in his right senses ban Sallah festivities in Kano? and when did the State Governor seized to be the Chief Security Officer of the State that he will only see such ban on social media?

    “Who is pushing the State Commissioner of Police to usurp the authority of the Governor?

    “It’s important to stress that the Commissioner of Police has been consistent in disobeying the legitimate instructions of the Governor as Chief Security Officer, hiding behind orders from above. I ask gain, what is the offence of Kano people that the Nigeria Police penciled them for destruction?” Dederi queried.

    Delving into the background of the crisis in Kano State, he recalled that the State House of Assembly, on May 23, passed the Emirates Council repeal bill which the governor assented to.

    He added that the governor gave his nod after consulting with all the relevant stakeholders, including law enforcement agencies.

    He said that the move was necessitated by the need to correct the wrongs committed against the people of the state.

    He noted a recent ruling by a Federal High Court, sitting in Kano, on the deposition of the 15th Emir of Kano, Alhaji Aminu Ado Bayero.

    The court had declared that Bayero’s rights were infringed upon as he was placed under house arrest.

    It also awarded costs against the state government, in Bayero’s favour.

    While declaring the state’s intention to appeal against the ruling, Dederi faulted the court’s claim that Bayero’s fundamental rights were infringed upon.

    “In our view, no fundamental rights of Bayero were infringed. No one forced him into Gidan Nasarawa, belonging to the state government.

    “He went in there of his own volition, accompanied by security guards. No one put him under house arrest. The state governor has the constitutional duty to ensure the protection of lives and properties.

    “When Bayero came in, accompanied by hoodlums, he (governor) had a duty to act, that was why he issued an arrest order.

    “Even then, the arrest was never effected by the security agencies,” he said.

    He said that Bayero was staying in Nasarawa “against the instruction of the state government”.

    “So, any claim of the breach of the fundamental human rights of Bayero cannot be made against the government of Kano State,” he said.

    Dederi pointed out that Bayero was not the first emir to be deposed in the history of northern Nigeria, asserting that if his rights were being infringed in any way, “it must be by those that smuggled him into the city and kept him in Nasarawa”.

    He regretted that “surreptitious and clandestine” moves were being made to undermine the authority of the governor and take over the control of the state.

    He called on all democrats in the country to prevail on those concerned to allow the people of Kano to live in peace.

    “Any attempt by anybody to do otherwise is an assault on democracy,” he declared.
