EXPLANATION! Aviation minister, Keyamo clarifies on directive to foreign airlines to patronize local caterers

Minister of Aviation, Festus Keyamo, SAN has clarifies on the directive earlier issued to foreign airlines to serve local delicacies to passengers on board.

    Hear him:

“This is to clarify that directing foreign airlines on
out-bound flights to patronise our local caterers
is not the same thing as directing them to serve
    local dishes.

” Our local caterers can also prepare continental dishes or anyone for that matter
    ACCORDING TO THEIR OWN SPECIFICATION.

“The age-long practice of bringing their meals frozen from their different countries and then
warming and serving them on their outbound flights to mostly our own citizens is no longer
    acceptable.

    “We also have quality control
agencies to supervise the hygienic nature of those meals, if that is their concern. On the flip
side, if they want us to trust the quality of the food they bring into our country to serve our own
citizens, then they also should trust our own process of vetting those meals made by our local
    caterers.

“The bottom line is that we must support our local businesses with our huge population
and traffic, but other caterers from other climes should not benefit from what should essentially
be to the benefit of our local economy.

FG ready to make Nigeria aviation hub of Africa – Keyamo

The Minister of Aviation and Aerospace Development, Mr Festus Keyamo says the Federal Government is ready to make Nigeria the aviation hub of Africa.

Keyamo stated at the seventh edition of the Aviation Africa Summit and Exhibition 2023 on Wednesday in Abuja.

According to him, the current administration was ready to achieve the feat by tackling challenges in the aviation industry to attract foreign investors.

“The government is already looking at the Aircraft Leasing Company, Aircraft Maintenance Organisation, Forex availability and Tax holidays to improve the aviation business in Nigeria

” This includes upgrading of the Cat3 landing system, at major airports, construction of the second runway in Abuja, airport improvement programmes through concession, and government willingness to partner with companies to turn major airports into Aerotropolis.

“The government welcomes major players in aircraft leasing and Head lessors to invest in Nigeria airlines to provide state-of-the-art aircraft,” he said.

Keyamo said the government would ensure enforcement of contract agreements, rights of investors, and indeed all parties were protected as Nigeria being a signatory to the Cape Town Convention to uphold international obligations.

The minister said the Maintenance, Repair, and Overhaul (MRO) facility was another critical component that could make the Nigerian aviation industry a hub on the continent.

” With the shortage of qualified engineers, the current administration is willing to provide all the necessary support for the establishment of a world class MROS and training organisation.

“The current administration is aware that one of the setbacks entrepreneurs have suffered in Nigeria in recent years is the fluctuation of foreign exchange and its availability.

“This administration is committed to ensuring that forex is readily available to entrepreneurs and I have directed that the Central Bank of Nigeria (CBN) holds quarterly reconciliation meetings with a view to resolve this issue,” he said.

He further explained that the current administration was open to providing tax holidays to encourage existing and new entrants into the Nigerian Aviation Sector.

” I wish to reiterate that my administration, will continue to sustain the support being given to the industry.

“I firmly believe that as key players and decision-makers, this summit will provide the required atmosphere for you to discuss, and identify recovery strategies that would attract private investors to support the funding of infrastructure projects.

“By building a transparent, stable and predictable investment climate, as well as include aviation in the continent’s national development plans.

“Nigeria is honoured to have these distinguished captains of aviation industry and industry stakeholders, from all over the world who are participating in this event,” he said.

According to him, air transport remains an essential component of the global transportation system as a crucial driver of economic, social and cultural development worldwide.

He said air transport generated economic growth and development, provides jobs and fosters a range of socio-economic benefits.

Keyamo said the continued promotion of collaboration, knowledge sharing, and business development within the African aviation community, would address all the significant and structural challenges.

“Having this unique and important event for the seventh time demonstrates the organizer’s determination and interest to support the sustainable development of air transport in Africa.

“I therefore wish to take this opportunity to appreciate Times Aerospace Limited, which has been the champion of the Aviation Africa Summit as well as making Nigeria the first country to host this noble event in West Africa.

“The recent global events further exposed the immense contribution and importance of air transportation as a catalyst for economic development, vital engine of global socio-economic growth.

“One of the greatest contributors to the advancement of modern society and a key instrument for achieving the United Nations Sustainable Development Goals (SDGs),” he said.

Keyamo sets up taskforce to relocate airlines to MMIA Terminal 2

Mr Festus Keyamo, Minister of Aviation and Aerospace Development, has set up a taskforce to resolve the challenges faced by airlines in relocating to the Terminal 2 of the Murtala Muhammad Airport.

Mr Oluseyi Odutayo, Head, Press and Public Affairs, Ministry of Aviation and Aerospace Development, said this in a statement issued on Saturday.

The statement said the taskforce would address the teething problems of relocating the international airlines to the new terminal as necessitated by the recent fire outbreak at the Old International Terminal.

Odutayo revealed that members of the taskforce are: Hassan Musa, a retired Permanent Secretary and Ex-Director of Department of Air Transport Management who will be the team leader and Mr Adebayo Oladipo, General Manager, Aerodrome, Nigeria Civil Aviation Authority (NCAA).

Others are: Mr. Collins Mukoro, Mrs. Uyoyou Edhekpo, and Mr. Henry Agbebire, who are all Special Advisers to the minister.

The statement noted that the taskforce would resolve passengers’ concerns, minimise discomfort, and effectively communicate with the public.

According to the statement, the minister urged passengers and stakeholders to be patient in bearing the inconveniences, noting that the issues would be resolved soon.

It said the minister reiterated his commitment to the comfort, safety and overall satisfaction of passengers during this transitional period.

On Aug. 31 during the minister’s inspection of the Lagos Airport, he gave a deadline of Oct. 1 for the relocation of airlines to the new terminal in order to renovate the Terminal 1 of MMIA.

The management of Federal Airports Authority of Nigeria (FAAN) had to fast track the implementation of this directive in response to the recent fire outbreak which raised safety concerns and affected passengers’ movements.

Keyamo sets date to deliver Abuja airport second runway

The Federal Government says it will deliver the second runway of the Nnamdi Azikiwe International Airport (NAIA) within 12 months.

The Minister of Aviation and Aerospace Development, Mr Festus Keyamo, made this known during the inspection of facilities at the NAIA on Tuesday in Abuja.

The minister said the government had resolved the lingering issues on community compensation who has impeded commencement of the initiative.

“On the second runway, I have to go and meet the FCT Minister to clear the obstacle on the way. As at today, the report I have is that, the communities have started receiving the money we disbursed.

“The Chinese company handling the project said it would clear the place next week and move to the site. So, we are going to invite Mr President to come and commission it.

“For Abuja, as a capital city, it is extremely important that I work with relevant agencies, and the National Assembly to make sure we deliver the project within 12 months,” Keyamo said.

According to the minister, the project had been a controversial project from former President Olusegun Obasanjo’s regime till date.

He described the second runway and ancillary facilities project as low hanging fruit, adding that the project would serve as an alternative to the first runway in the airport.

Keyamo said the government would also intensify efforts to improve on chillers, lifts, escalators at the nation’s airports.

According to him, passengers’ interest is basically on conducive environment at the airport.

“Both locally and internationally, what passengers what to see are three things – good chillers; they want to come into a conducive atmosphere. They also want to see that the lifts are working. The third one are effective escalators.

“These are the problems our airports are facing. Even this new facility, I understand, only four of the chillers are working.

“I have told them that my mentality to some of those things is that, for example, most of the chillers that are obsolete, instead of fixing them repeatedly, we will buy new ones.

“Cost of fixing them like three times, can buy a new one. There are good brands all over the world. Let us buy high quality lifts. The ones I saw here are not good enough.

“I know about lifts. I will not be here and going to buy substandard lifts. Lift is not what you just buy weekly. I will not be spending money repairing them every two months,” he said.

The minister said contracting the facility to private sector to maintain would be better that holding someone responsible for any abnormality.

“Structurally, I think Abuja airport is a little bit okay. In terms of the structure (building), we don’t need to do any structural amendment here.

“Nigeria Civil Aviation Authority (NCAA) has been maintaining quality control and intend to keep that going. That is why our sky has been safe for some time.

“NCAA is directly responsible to International Civil Aviation Organisation. We will hold them working to that standard. That is my duty but not to interfere in their regulatory activities,” he said.

The minister reiterated the he was responsive to the feeling of Nigerians regarding aviation sector.

Keyamo orders closure of old MMIA terminal, suspends Nigeria Air

The Minister of Aviation and Aerospace Development, Mr. Festus Keyamo, has ordered that the old international terminal of Murtala Muhammed International Airport (MMIA) in Lagos be shut down by Oct. 1.

Keyamo gave the directive during an on-the-spot facility tour of Murtala Muhammed Airport in Lagos on Thursday.

Keyamo said the new Chinese-constructed terminal would begin operations on Oct. 1, to give room for the complete maintenance of the old terminal.

He said: “We must use what we have for now. I have given both international airlines and local airlines till 1st October, to move from the old terminal to the new one.

“We are going to shut down the old terminal temporarily and sort out all the issues surrounding the old terminal such as concession agreements.”

“The old international terminal, right from the toilet facilities to the arrival, departure halls, are an eyesore to Nigerians and foreigners.

“The lifts are not working and the passage is unwelcoming, and there is no air conditioner. We have the new terminal but it cannot be used. It was designed without provision for big planes.

“I don’t know what happened and I have been asking that question that makes them not to have avio-bridges that would lead to the big planes.”

Keyamo said 60 per cent of revenue that FAAN generates comes from the Lagos airport, saying that beyond that, it was the gateway, and the first impression getting into the country.

He directed the immediate suspension of the Nigeria Air project and the concession project, stressing that he owes it to the government and Nigerians to give honest assessment.

The minister directed the ministry to relocate the Dominion Air and EAN hangar to create an apron facility for bigger aircraft to come to the new terminal.

He, however said that government would have an emergency procurement to ensure buses were provided to transit the international passengers to and from where the wide-body aircraft could park and disembark.

The minister was at the MMA1, MMA2, Fire Service, as well as the old and new international terminals.

The Minister of Aviation and Aerospace Development, Festus Keyamo has said President Bola Ahmed Tinubu did not mistakenly appoint him to head the ministry, urging the cooperation of all members of staff to work harmoniously together toward advancing the ministry.

According to him, the effective collaboration with the staff will enhance maximum output.

“Thank you for the warm welcome. The  President did not send me here by mistake. I think he has clear ideas as why he sent me here. I will need your maximum cooperation to make us succeed.

“ I have read your roadmap development in 2016,  read it thoroughly, point for point. Our intension is not to disrupt things that have been done so well. Government is a continuum.

“If there are things that have not been done properly within the road map, we may look at them again, “ he said.

The minister, however, said he might add to the roadmap but not to pull down the roadmap or tear it down  to start over again.

Keyamo, who said he liked the aviation roadmap structure, stated that he would like to know the stage of its objectives and  achievements.

“Like I said, government is a  continuum, it is the same party that is in power. There are things that have been done properly well. There are things that have not been done properly well.

“Things that are still in the pipeline, we will look at all of these. My intention is to get my briefings within the few days or weeks. We will do this thoroughly as we can.

“We will develop our ideals and take it to the President for approval so that we can kick off. That is what I intend to do here,“ the minister said.

Keyamo said his watch word would be transparency in the ministry.

He said Nigerians, at any point, wanted to understand what the ministry was doing.

“For me, my watch word will be transparency here. At every point in time, the Nigerian people want to  understand what we are doing. Nothing will be done in secrecy.

“They must understand what we are doing. We must carry them along so that we will not have the kind of complaints we had in the past.

“We should be as open as possible because we are serving the Nigerian people. My history is people oriented from private practice to public office, “ he said.

Keyamo recalled that he was more than one decade prosecutor for the Economic and Financial Crimes Commission (EFCC).

According to him, things from the more complex issues to the simplest issues that Nigerians want to see, the complaints they have, the part of the optics they see every day about the ministry will be looked into.

“Nigerians may not know the work you have been doing behind especially in terms of safety of passengers in the  aviation environment. But, they may appreciate few things they see.

“We will look at all these to see how we can improve on them. For every point in time we must put the people first.  This is not a forum I can mention all the things I noticed in your roadmap.

“We will have our briefings as soon as possible. We may work late to achieve our objectives. I beg for your cooperation, because I need you   to succeed, “ he said.

Responding, Dr Emamanuel Meribole, the Permanent Secretary in the ministry,  described Keyamo as a  result and target oriented leader for having the  aviation roadmap as his vision.

According to him, the  members of  staff are ready to work with Keyamo to position  the aviation sector to where it is supposed to be.

“The good thing about our members of  staff is when you lead we follow.

“ This gives us hope that what we will start doing in the aviation sector, we shall conclude them. We also have some litigation issues which you will also help us to bring into conclusion.

“Since you are in the right direction, we are hopeful to follow you in that way. I pledge our loyalty. We hope you will achieve the results in the ministry of Aviation and Aerospace, “he said.

Seconding the motion, Sen.Enyinnaya Abaribe (APGA -Abia) said :

“In view of section 88 (1b) of the constitution which mandates the National Assembly to look into the conduct of affairs of any person, authority or ministry, and when such a person refuses and deliberately stays away and prevents national assembly to do its works.

“And in view of the fact that this nominee rejected the summons of both the House of Representatives and the Senate.
