BREAKING: Gunmen invade Kogi varsity, students feared abducted

Bandits on Thursday night invaded the Confluence University of Science and Technology (CUSTEC), Osara, Okene in Kogi, and abducted some students.

An eye witness account indicated that the bandits swooped on the university around 9.00 p.m. while the students were reading for their upcoming exams.

The source said that the bandits came in through the bush, went into three lecture halls and began to shoot into the air to scare the students.

“They trapped the students inside the halls and started taking them; the school was thrown into total confusion as fear-stricken students in other halls scurried to safety, scampering in various directions.

“By the time local security guards and the conventional security men at the gate engaged the bandits, they had already succeeded in abducting some students.

“But the efforts minimised the damage as the attackers didn’t go beyond the first three halls,” the source said.

According to the source, the students were preparing for their first semester examination expected to commence on Monday, May 13, when the bandits struck.

A student, who craved anonymity, said that he and some colleagues ran to the bush and hid there for “more than an hour”.

“We only ventured out when everywhere became quiet,” he said.

Contacted, CUSTEC Vice Chancellor, Prof. Abdulraman Asipita, confirmed the incident but refused to give details of the number of students abducted.

“I don’t talk to journalists on incidents like this, but I want you to know that we are on top of the situation,” he said.

Efforts to reach the Commissioner of Police in Kogi, Mr Bethrand Onuoha, were not successful.

Retired Cdre Jerry Omodara, State Security Adviser, could equally not be reached for comments as calls to his line were not picked nor returned.

  • Kogi doctors protest manpower shortage

    Kogi doctors protest manpower shortage

Association of Resident Doctors (ARD) at the Federal Teaching Hospital Lokoja (FTHL),on Friday, protested the alleged shortage of manpower and work overload at the hospital.

The ARD members, who marched round the hospital premises, decried the shortage of manpower and overwork load on their members.

The doctors displayed placards with various inscriptions such as “We want to work, not to work and die,” “Don’t kill us, stop using no work no pay to threaten us,” and “Federal Teaching Hospital Lokoja doctors are dying of help, among others.

The Chairman of Nigeria Medical Association (NMA) Kogi Chapter, Dr Olushola Baoku, who joined the protest, said the doctors were completely overworked without commensurate wages.

“The doctors are angry and sad and of course in extension, NMA is sad because of the event that is actually taking place in Federal Teaching Hospital Lokoja.

“We have communicated to the management three times in the last three months concerning the burning issues.

“We have hoped that the management of hospital would have found a middle ground in resolving all these issues.

“People can not be on duty for 48 hours and there will be no food to eat. What if they collapse? Somebody resuscitating another can collapse.

“I can’t imagine that with all the things Mr President has put in place about workers, there are some doctors who are not getting the 35,000 wage award,” he said..

He expressed concern over how doctors were being casualised on a platform called GIFMIS with so many problems going on in the hospital.

He said: “We are also aware that FTHL which has about 500 beds that runs on over 200 doctors before, now runs 64 doctors as resident doctors.

“Before these doctors will go and die one after the other or shut down the system, the federal government should quickly intervene and bring this problem to a reasonable end”.

Baoku urged the management of FTHL to urgently address the issues of manpower shortage as well as improvement in the working conditions of the resident doctors.

In a swift reaction, management of FTHL has denied ARD’s lpallegations.

Dr Ebune Ojochide, the Chairman Medical Advisory Committee (CMAC) of FTHL, said the issue of manpower shortage in health sector remained a major challenge across the entire country as a result of the “Japa syndrome”.

Ojochide said the doctors needed to understand that there was administrative due process in the recruitment and replacement of workers into the federal institutions.

According to him, the Federal Government had put on hold the recruitment of workers in Nigeria including the health sector.

He said FTHL could not recruit without the approval from the relevant authority.

“An health institution like ours, cannot recruit without the approval of the federal government with the necessary cash backing to recruit.

“The management of the hospital has no power to recruit without the legal backing. If you recruit, it will be illegal, null and void.

“The recruitment of shortage of power affects the whole health institution in the country.

“Until we have the mandate and approval of the federal government to recruit medical staff, we cannot do it because there will be no cash backing,” he said.

He explained that the management of the FTHL in the interim, had a temporary arrangement of bringing in local medical officers to fill some of the manpower gaps.

“We cannot afford to let the services collapse because doctors are leaving the country due to Japa syndrome.

“The salaries of the local staff and entitlement are being paid as and when due.

“Except that it is not a permanent employment until the federal government gives the approval to convert them as a permanent staff.

“So, this is the interim measure that has been taken by the hospital management to bridge the manpower shortage gaps.

“There are two platforms upon which staff are recruited in the Federal Government personnel management which are IPPIS and Government Integrated Financial Management Information System (GIFMIS).

“The IPPIS is a platform for regular staff that were employed on permanent basis and are pensionable while the GIFMIS is a platform for those temporary or non regular staff,” he said.

He stressed that the local staff on GIFIMS platform would also have the opportunity to be converted to permanent staff whenever the federal government gave the approval for recruitment.

“So, it is not casualisation of staff as alleged by the ARD, but just an interim measure to fill the manpower shortage gaps which is the only option we have to keep the services going,” he said.

On the issue of call meal, Ojochide said the provision of call meal was an incentive by the management of FTHL to encourage staff who on call, saying, “it is the prerogative of the hospital management and not the right of staff”.

He noted that the call meal was suspended by the hospital because of the sudden change of vendors by the ARD without following due process.

He insisted that the management was responsible for the payment for call meal and the ARD should have communicated to the management before disengaging the vendor which was not their prerogative.

“So, the hospital management did not stop their call meal, but the ARD disengaged the vendor without the approval of the hospital management”.

Ojochide, therefore reaffirmed the commitment of the hospital management to continue to deliver quality healthcare services to the people of the state and Nigeria at large.

The ARD had embarked on the protest since on Thursday and vowed to continue the protest on daily basis until their demands were met.

There were presence of heavy security personnel at the hospital premises which the management said was to ensure the safety of lives and property, and to prevent the break down of law and order.

  • Kogi tribunal: Ododo, APC to open defence April 15 as SDP closes case

Kogi tribunal: Ododo, APC to open defence April 15 as SDP closes case

Gov. Usman Ododo of Kogi and his party, the All Progressives Congress (APC) will, on April 15, open their defence at the state’s governorship election tribunal sitting in Abuja against the petition filed by the Social Democratic Party (SDP) and its candidate, Murtala Ajaka.

The three-member tribunal, chaired by Justice Ado Birnin-Kudu, fixed the date on Friday after SDP and Ajaka, the petitioners, who had initially said they had 400 witnesses, closed their case after calling 25 witnesses.

The Independent National Electoral Commission (INEC) is also expected to open its defence in the matter with two witnesses.

It would be recalled that the SDP and its governorship candidate in the Nov. 11, 2023 poll, are challenging Gov. Ododo’s victory in the election.

In the petition, INEC, Ododo and APC are listed as 1st to 3rd respondents respectively.

When the case was called on Friday, INEC, Ododo and APC’s lawyers opposed the move by Jibrin Okutepa, SAN, to lead the witness, Edidiong Udoh, a Digital Forensic Expert, in evidence.

Chief Kanu Agabi, SAN; Alex Iziyon, SAN and Emmanuel Ukala, SAN, who appeared for INEC, governor and APC, respectively, argued that the petitioners did not list the name of the witness in their proof of evidence and that the witness statement on oath was not front-loaded alongside the petition.

They also contended that the petitioners served the reports of the witness’ analysis on them 20 minutes before the commencement of the proceedings.

But Okutepa insisted that the forensic expert was listed on Page 56 of the petition as item 10, adding that his statement was also front-loaded.

He, however, admitted that the report was served on the respondents a few minutes to the proceedings.

The lawyer, therefore, prayed the tribunal to allow him to lead Udoh in evidence and stand down the matter for 30 minutes for the respondents to study the report.

Udoh, who described himself as a digital forensic expert living in Port Harcourt in Rivers, begged the tribunal to allow him amend Paragraph 7, Line 3 of his statement on oath, which he submitted on Jan. 12, before adopting it.

“The particular words that I used were not proper. I said, ‘There was some very suspicious software.’ I apply to change it to ‘there was no suspicious software used,’” he prayed.

But Agabi, Iziyon and Ukala disagreed with Udoh’s oral application.

“If this kind of amendment is permissible, then there is no kind of amendment that cannot be permissible,” Agabi said.

The judge asked them to reserve their objections for their final written addresses.

Iziyon and Ukala, who backed Agabi’s submission, agreed to raise the objection at the appropriate time.

While giving evidence, Udoh said he had 12 certificates in support of his qualifications.

And when Okutepa sought to tender the certificates of the witness as exhibits, the respondents’ lawyers objected.

They queried why the counsel only sought to tender photocopies of the certificates without supporting the documents with the originals.

The witness responded that he forgot to come with the original certificates.

“The originals were mistakenly left in my office in Port Harcourt but I have them,” Udoh said.

Although the tribunal refused to admit the photocopies, the petitioners’ lawyer pleaded, insisting that the certificates were personal documents and that they could be admitted.

Justice Birnin-Kudu admitted the documents and urged the counsel for the respondents to reserve their objections till the final written addresses.

While being cross-examined, the witness was asked if he was the only one that worked on the report, and he said seven other experts worked on it with him.

His attention was drawn to the fact that he did not signify the names of these experts in the report and that their signatures were not also included.

Udoh responded that his name and signature were on the report because he was the team leader.

“Eight of us conducted the analysis. As digital forensic experts, our qualifications are identical.

“I signed the report as the team lead. The reason I did not include their name is because I was the team lead,” he said.

The witness was also asked if he knew the meaning of BVAS Machine and what it contained.

He said BVAS were supposed to contain information on accredited voters and registered voters and any other information.

The respondents’ counsel asked if such information included Form EC8A and he said, “yes, it may include it.”

The respondents’ lawyer then asked if all the snap shots of BVAS Machine that were included in his report contained Form EC8A.

Udoh said the snap shots were only for accredited voters and registered voters.

The INEC guideline provides what BVAS should contain and Form EC8A is one of it.

When asked if he examined the ballot papers and if his findings on the ballot papers were contained in his report, he responded in the negative.

He, however, confirmed that INEC gave him the voters register but that he could not remember the number given to him.

A major discrepancy observed during the hearing was that figures reflected in the witness’ report conflicted with the figures contained in SDP’s petition.

But he said he did not depend on the petition to write his report.

The witness, who was said to have used the word, dactylography, in his report was asked if he knew its meaning.

Udoh said he knew the meaning as an expert in fingerprint.

His attention was then brought to his curriculum vitae, as tendered, which did not contain the certification in dactylography.

When asked if he knew that there was a certificate for experts in dactylography, he said he didn’t know.
