    N11.9bn stolen from Kwara treasury between 2011-2019 – Audit reveals

    A forensic audit report has revealed that N11.9 billion of public funds were carted away from the treasury of Kwara State between 2011 and 2019 without any lawful tie to any project or programme.

    The forensic audit report revealed, amid other mind-boggling revelations, alleged malfeasance within the period in which Abdulfatah Ahmed was the Governor of the State.

    This is contained in a statement issued in Ilorin on Thursday by Mr Rafiu Ajakaye, the Chief Press Secretary to Governor of the State, AbdulRahman AbdulRazaq.

    The audit also showed that N2 billion cash withdrawals not tied to any project or official expenditure were made within eight days in February 2019, barely one month to the general election.

    Presenting the report to AbdulRazaq on Thursday, Prof. Anthony Iniomoh, said the report is in two volumes covering Internally Generated Revenue; Capital Receipts; Internal and External Loans; Recurrent/Overhead Expenditure; Personnel Cost (Salaries and Wages); Capital Expenditure; Assets Disposed; Kwara State Internal Revenue Service; Infrastructural Fund Kwara (IFK); and Harmony Holdings Limited, among others.

    “A few highlights of our findings may be necessary for the record. Our forensic audit revealed a colossal pilfering of N11,981,268,709, which we recommended should be recovered to the public coffers.

    “Similarly, we recommended to the state government to prosecute certain officers and companies in addition to claiming exemplary damages on transactions totalling N6,023,358,444, amongst other key findings.

    “A firm that was incorporated at the Corporate Affairs Commission on 14th June, 2016, was paid by the state government for a contract it purportedly executed for the state in April of the same year. A preconceived attempt to defraud the state,” Inumoh said at the presentation of the report.

    Iniomoh said the report observed cases of firms that were paid huge public funds without any evidence of work done on record.

    The report also revealed an instance of a public officer getting paid at two different places for years.

    Iniomoh disclosed that there was a cash withdrawal within eight days of N2.06 billion in February 2019 without no documentation made available to validate the purpose for which the money was withdrawn.

    He said there were several other cash withdrawals within the state over the period running into billions of naira which the audit team could not validate.

    According to him, the audit revealed that loans were obtained by the Kwara government within the period under review.

    “The elements of these loans could not be validated. Above all, the bank accounts to which these loans were disbursed to and what the loans were used for could not be established or validated,” said Iniomoh.

    The report suggested to the government to prosecute some individuals and firms indicted in the two volume report, while other issues are to be referred to administrative panel of inquiry for some individuals to explain their roles in the many infractions.

    Receiving the report, AbdulRazaq said the revelations were truly disturbing but hardly surprising, given the patterns of events in those years.

    “We thank you for the robust work. It confirms what we have been saying all along. We also know that there were certain deliberate efforts to obstruct your work. That was why it has taken some time because you have made certain complaints about that and we tried to push those that were supposed to open the doors to make the doors easy for you.

    “Your report, like others, will help us to steadily put the state in the right direction to deepen transparency and accountability. We will go through the report fully and look into your recommendations.

    “It is mind-boggling especially withdrawing cash of over N2 billion a month to the election and all sorts of infractions that took place. Certainly, we shall progress from here and do the needful,” said AbdulRazaq.

    The event was attended by the Secretary to the State Government, Prof. Mamma Saba Jubril; Attorney General and Commissioner of Justice, Senior Ibrahim Suleiman; Commissioner for Finance, Florence Olasumbo Oyeyemi; Accountant General of the State, AbdulGaniyu Sani; and Permanent Secretary Ministry of Finance, Abdulrazaq Folorunsho.

    Other members of the audit firm are Tijani Dako and Bamidele Sobiye.

    Kwara Govt renames college

    The Kwara Government has renamed the state-owned College of Arabic and Islamic Legal Studies (CAILS), Ilorin, to College of Arabic, Islamic, Legal and Management Studies (CAILMS).

    This is contained in a statement issued by AbdulLateef Yahaya, the Deputy Registrar (Information), of the college on Wednesday in Ilorin.

    Yahaya said that the state Commissioner for Tertiary Education, Dr Afeez  Alabi, disclosed this during a familiarisation visit to the college.

    He said that the change of name was for the need to expand the scope of the institution courses and enhance the objective for the benefits of the entire people of the state.

    “The Commissioner reiterated the commitment of government to improve the general quality of education in the state and the status of CAILMS to a degree awarding institution.

    “He therefore promised to present the request for the sum of N26 million required for the completion of the accreditation of degree courses of the college without further delay.

    “Dr Alabi assured that  government will assist in the reconstruction of road network and other infrastructural development in the college,” he said.

    The Chairman, Governing Council of the institution, Prof. Badmas Yusuf, appealed to Gov. AbdulRahman AbdulRazaq to assist the college with physical structures and fund needed.

    Yusuf said that the money would be used for the completion of the college accreditation requirements for the six degree programmes in affiliation with the University of Ilorin.

    He explained further that the college, which was established in 1992 by the state government, aimed at providing solutions to problems of middle level manpower and create more windows to acquisition of tertiary education.

    According to him, particularly for those who desire to study Arabic, Islamic Legal System, and other social science courses as part of efforts to meet the aspiration of the indigenes.

    The Chairman urged the state government to give priority attention to the construction of intra-road network and more infrastructural development to enable the college achieve more successes.

    He thanked the commissioner for the visit, hoping that it will result to more positive change in the history of the college.

    The College Provost, Dr Olokoba Ayinla, thanked the present administration for not neglecting the institution since its assumption of office in 2019 and appealed for more developmental projects.

    Two students of the Kwara State University (KWASU), Malete Tobiloba Daniel and Arewa Abayomi have been found dead naked in their hostel room.

    TheNewsGuru.com (TNG) reports that the Kwara State Police Command confirmed the ugly incident to newsmen in Ilorin the Kwara state capital.

    Kwara police spokesman, SP Okasanmi Ajayi revealed that both students are in 200 level and were found dead inside their hostel room and other students called the police.

    He disclosed that “the door of their room was pulled down and their corpses were taken to the University of Ilorin Teaching Hospital, UITH, for autopsy”.

    Okasanmi said the investigation into the matter has commenced.

    The Director, of University Relations of KWASU, Dr. Saeedat Aliyu, noted the institution is yet to be properly informed about the incident and could only comment on it when that’s done.

    However, She said the institution has started an investigation on the matter and will comment on its findings at the appropriate time.

    Sources, however, hinted that “We suspect they are lovers and we became concerned when they were not seen during the ongoing examination in the university and also in their class for three days.

    “It was when some of their friends got to their hostel outside the school that they found them both dead and naked.

    “But we suspect it is a case of poison,” according to the sources.

    Gymnastics Championship: 8-year-old medalist apologises to Kwara Govt for not winning gold

    An eight-year-old gymnast, Adila Adedeji on Saturday apologised to the government and people of Kwara State for not winning a gold medal at the just concluded African Junior Gymnastics Championship International in South Africa.

    Adedeji, who won a silver medal in the floor level in the gymnastics championship in Pretoria, while speaking with newsmen in Abuja, disclosed that she would work harder in the next international event to make the State and the country proud.

    She said gymnastics was an amazing sport for every child to have an experience of the sport.

    “I dedicate this medal to my country Nigeria. I won silver medal in the floor level in South Africa. Tony International Gymnastics (TIG) is a place to be for any child that loves sports. I’m looking forward to better days ahead to win gold medal in an international competions,” she said.

    Adedeji’s mother, Fatima Sidi-Ali, said all the gymnasts made them proud in the competition in South Africa.

    “As parents we are proud of them (gymnasts), I am happy to see my daughter doing well in gymnastics. I will like to tell parents to encourage their children in doing the sport; we (parents) should look into our children and find out what aspects of sport they are passionate about and then give them all the support they need to go about it.

    “I will continue to give my daughter Adila the necessary support she needs to excel in sports.”

    On her part, Amaka Onusiriuka, the mother of Stephanie Onusiriuka who won gold medal in the championship, said she was happy with the performance of her daughter.

    She said Stephanie received support from the ministry, because she is one of the beneficiaries of talents hunt programme introduced to athletes by Sunday Dare, the Minister of of Youth and Sports Development.

    “I thank the minister Sunday Dare for this great privilege given to my Stephanie.

    Mrs Onusiriuka also advised parents and guardians to allow their kids to do any sport they liked.

    ”There are different sports in the country; they should endeavor to allow them to pick any sport of their choice and they should support them and the sky is the limit for them,” she said.

    Stephanie Onusiriuka returned all the glory to God for winning a gold medal in the championship.

    “The challenges I encountered during the competition in South Africa is that the competition was very hard and tough.

    ”I also saw lots of high training facilities which we don’t have in Nigeria. I want to tell TIG to keep on improving with the club.

    “The Club has really helped me to improve a lot. In the nearest future, I want to see my self in the next World Championship and Commonwealth Games,” she said.

    She said that her next target was to win another gold medal in the upcoming all Africa Games in Ghana.

    TNG reports that nine Gymnasts from TIG Club represented the country in the two days Junior African Gymnastics in Pretoria in South Africa from Aug.12 to 13 They won seven medals: Five gold, one silver and one bronze.

    Onusiriuka got one million naira and free flight tickets from Air Peace. She won gold in the 2021 National Sports Festival in Edo State.

    Kwara state permanent secretary, Hajia Alaya is dead

    The death has been announced of the Permanent Secretary, Kwara State Ministry of Tertiary Education, Hajia Sidikat Bola Alaya, is dead.

    According to the state commissioner of Tertiary Education in Kwara state, Alaya died in the early hours of Saturday.

    She was until her death the state’s permanent secretary at the Ministry of Tertiary Education.

    Kwara state Governor, AbdulRahman AbdulRazaq expressed shock and sadness at the death of Hajia Sidikat Bola Alaya.

    “It is with sadness but absolute trust in the judgment of our creator that we received the passing of this great bureaucrat and serving Permanent Secretary in the Kwara State Ministry of Tertiary Education,” the Governor said in the statement by his Chief Press Secretary, Rafiu Ajakaye on Saturday.

    “The sudden death of this hard-working and brilliant bureaucrat is a great depletion in the ranks of the state’s workforce, especially the leadership cadre of which she was.

    “We send our heartfelt condolences to the family, friends, colleagues, and all our dutiful civil servants in the state at this lonely moment.

    “We beseech Allah, exalted is He, to grant Hajia Sidikat Alaya Al-jannah Firdaus and comfort her family. We all take solace in her being one of our best whose memory of commitment to duty and service to humanity will remain evergreen,” the statement added.

    Kwara loses pioneer NUT chairman

    The remains of the pioneer chairman of Nigeria Union of Teachers (NUT), Kwara chapter, Sir Joseph Oyinloye, has been committed to mother earth in Esie, Irepodun Local Government Area of the state on Friday.

    Earlier in a church service in his honour at St. Michael Cathedral, Esie, the officiating Minister, Arch Bishop Isreal Amoo, admonished the congregants to live a life worthy of emulation.

    He said it is not Godly for anyone not to promote peace and tranquility wherever they found themselves.

    Amoo urged the people to love themselves and borrow from the did of  Oyinloye during his lifetime, described the deceased as a man of the people.

    He noted Oyinloye lived a fulfilled life that had tremendous impact on his immediate family, the church and society at large.

    One of the children of Oyinloye, Mrs Adesola Oyinloye-Ndu, described her late father as a disciplinarian, a loving and caring father, a friend and an educationist per excellent.

    The final funeral ceremony for late Oyinloye was attended by people from all walks of life, including traditional rulers led by the Olomu of Omu-Aran, Oba Abdulraheem Adeoti.

    Recall that the late pioneer Kwara NUT chairman died on July 29 at the age of 93. He is survived by children, grandchildren and great grand children.

    An Irony: Is There a Pact Between Kwara Gov and the Sarakis?

    Any keen observer of the political terrain in Kwara State will find the question raised above very antithetical and paradoxical. Many may even wonder if I am making jokes or writing a satirical piece. However, this writer is just a fan of good satires. He has not tried to compose one.

    The reality of the situation in Kwara State in the last 39 months indicates that the administration which came to power on the momentum created by the O to Ge revolt has done almost everything wrong to reverse the momentum of the movement. The situation is so critical that it looks like the greatest beneficiary of O to Ge will be happy for the opposition represented by the Saraki political family to simply take over next year.

    In a situation where the people were overwhelmed with years of propaganda, disinformation, hate messages, and relentless barrage of attacks upon the popular Saraki political group, the people of Kwara State in 2019 apparently decided to embrace another political tendency.

    They revolted against the establishment and invested hope in the possibility of radical progress that would support the claim that they had only wasted their time over the years. As a way of getting the votes against the Saraki political group, sundry promises were made. There was the promise that all educational institutions from primary to the university will witness a massive turnaround in infrastructure, quality of teaching, improved conditions of service for the teaching and non-teaching staff, reduced fees, and generally improved performance by the students.

    Also, civil servants were promised enhanced salary, prompt payment of pension, rapid promotion, and constant recruitment. The people were promised good roads, good hospitals, a constant power supply, mass recruitment of workers by the government, and the creation of other employment opportunities. There was also the promise of job creation, social welfare benefits, reduced cost of governance, and security of lives and property. It was believed that the so-called money that they claimed would be saved from the ones being accessed by the godfather would be used for several development projects that are packaged to make life better for the people.

    However, in a manner that can logically be interpreted as well planned strategy to ensure a quick return of the opposition to power, Kwara State Governor Abdulrahman Abdulrazaq is doing everything wrong and deliberately making the people regret daily why they voted for him and the O to Ge crowd. The Governor, by many acts of omission and commission, is believed to be working indirectly to make sure the people pitch tents elsewhere.

    First, out of lack of foresight, absence of political acumen, inability to demonstrate creative thinking, and dearth of capacity, he has scattered the political coalition that enabled him to displace the Saraki political tendency. Today, all the key actors who helped Abdulrahman Abdulrazaq to become Governor are now his enemies. Many of them have defected to other parties to pick tickets as candidates in the next general election. Those who remain in the APC are not on talking terms with the Governor. People like Prof. Oba Abdulrahman who is now gubernatorial flagbearer of the NNPP, Yahaya Seriki who is the flagbearer of the YPP, Yahman Abdullahi who is flying the flag of the PDP in the March 2023 polls, and Hakeem Lawal, the flagbearer of SDP, were the main elements that made O to Ge possible. Today, all the gubernatorial candidates of the five leading parties were part of the O to Ge revolt in 2018.
    Others who remain in APC like Alh. Lai Mohammed, Minister of Information and Culture, Senator Gbemi Saraki, Minister of State, Solid Minerals, Senator Yahaya Oloriegbe, representing Kwara Central, Alhaji L.A.K. Jimoh, Sen. Makanjuola Ajadi, Bashir Bolarinwa, and many others are staying back ready to work against the incumbent Governor who has seized the party structure from them and engaged them in cat and mouse exchange.

    Second, on all the promises, Abdulrahman has failed. In Kwara, he is now known as “AA PAF”, a short form of ‘Abdulrahman Abdulrazaq Promise and Fail’. He has forced the civil servants to seek refuge with the opposition in terms of loyalty and support. Despite his glowing promises, he was the only Governor who took the labour unions to court because he did not want to implement the national minimum wage policy in the state. When it became obvious to him that he has lost the civil servants, he haphazardly implemented the minimum wage which many of the civil servants were short-changed. Today, civil servants call the minimum wage being paid “Owo Ayederu” – the counterfeit arrangement.

    Also, no job has been created. The government could not come up with ideas that can gainfully engage the youths that it mobilized against the PDP in 2019. The failure of the government in this area has continued to fuel anger and dissent in the state, thereby upping the crime rate.

    Under this government, Kwara State’s education rating has gone south as the state is now number 34 out of 36 in performance of students in the WASC examination. This is not surprising to many people as the government has expelled the teachers engaged by the previous government under the special arrangements called ‘sunshine teachers’. Repair of school buildings has become an avenue for bogus and exaggerated spending. The education sector in the state has not witnessed any innovative ideas in the last three years and people generally believe it may be a play out of the legal phrase ‘Quo dat non-habet’ (meaning you cannot give that which you do not have).

    Road infrastructure in the state has almost collapsed. In fact, in the state capital, at one time the joke is that the potholes on the road can unlock the doors of vehicles whose drivers thought they have perfectly locked. They even said the discomfort of traveling on the roads automatically disorganizes the dressing arrangements of a well-put-together modern lady. In one instance, it took the government of the Republic of Benin to save the people of Kwara State when a bridge on a road leading to the border town collapsed in the Kwara North zone.

    Since Covid-19, the Kwara State government has not increased the number of primary health care centres, hospitals, or other medical facilities. The Kwara State Health Sector would have collapsed under the weight of the sudden polio epidemic and other ills that arrived with the Abdulrazaq administration were it not for the fact that funds and programming from intervention agencies, development partners, and other grants from the previous government administrations have continued to flow into the state.

    Security in Kwara State has become very precarious and the state is now unsafe. Thanks to the inability of the government to think out of the box and appropriately respond to the sad developments in neighbouring Niger State where the bandits and kidnappers have almost taken control. With Kwara not taking preventive measures, the activities of bandits, kidnappers, and cultists have been posing dangers to the residents of the state.

    Yet, the internally generated revenue is at the highest level in the state in the last 20 years. Also, more money from the federal revenue allocation, development, and intervention agencies is coming in. Transparency in government spending is said to be at the lowest level in the state compared to the past. Quality of government service delivery is also believed to be so low as the Governor does not hold State Executive Council meetings or deliberate with his commissioners and top aides. The government is run through WhatsApp messages. Commissioners in the state do not see the Governor for up to six months.

    The Governor deliberately did not select people of substance for the government so that nobody could challenge his incompetent and unusual style of governance. He enjoys the company of people who are ever grateful to him for giving them appointments and therefore ready to tolerate his queer style.

    It is for the above reasons that many people in Kwara State have been talking of a possible pact between the Governor and the Sarakis. Many believe Abdulrahman is not behaving like a man who cares about being re-elected. He behaves like a man who seems satisfied with being a one-term Governor and if after his one term, his arch enemies take over governance, he remains unshaken.

    However, having devoted most of the 39 months already spent in the office to fighting, blackmailing, oppressing, and suppressing the opposition, sponsoring mischief against the opposition, and chasing more of his own hitherto allies and acolytes into the opposition camp, does Abdulrahman Abdulrazaq realise the implication of what he is wishing for himself?

    I will continue to watch as the Governor ticks the various boxes for the opposition in the build-up to the 2023 election in a manner that his usual last-minute rally may not be able to redress.

    NYSC member jailed for two years

    A Kwara High Court sitting in Ilorin on Thursday convicted one Christopher Adetuberu, a National Youth Service Corps (NYSC) member serving in Ogbomosho, Oyo state, for offences bordering on internet fraud.

    The Ilorin Zonal Command of the Economic and Financial Crimes Commission (EFCC) secured the conviction.

    The Presiding Judge, Justice Ibrahim Yusuf said that Adetuberu, 28, was found guilty of the two-count of cyber-crime preferred against him.

    Yusuf sentenced the defendant to two years imprisonment with N200,000 as option of fine, adding that his conviction would serve as a deterrent to others.

    The court also ordered the forfeiture of a 3-bedroom flat acquired with the proceeds of the illegal activities.

    Other items forfeited include a lexus car, different brands of cellphones, a laptop, as well as the sum N921, 535.49 found in his bank account to the Federal Government.

    Adetuberu, an indigene of Ilesha, Ilesha West Local Government Area of Osun was arrested at Ogele area of Eyenkorin, Ilorin.

    The convict had in the course of investigation revealed that he ventured into ‘Yahoo Yahoo Business’ in 2016 and had among other things built a house with the proceeds of the illegal activities.

    In a related development,  Yusuf has sentenced a 30-year-old aluminum fabricator, Saheed Olayiwola to six months custodial imprisonment at the Correctional Centre in Ilorin

    Olayiwola, who hails from Olorunda Local Government Area, Osogbo, Osun was sentenced without option of fine for acting as ‘loader’ to co-fraudsters.

    The court also ordered forfeiture of the Toyota Camry car recovered at the point of his arrest, his cellphone and a laptop, which are instruments of the illegal activities to the Federal Government.

    Yusuf, in his judgement, said that the defendant was found guilty of one-count charge of possessing funds which he knew to be proceeds of unlawful activities preferred against him by the anti-graft agency.

    The judge said that he found merit in the prosecution’s case, adding that that the admittance of guilt by the defendant was enough evidence to convict him.

    Governor AbdulRahman AbdulRazaq of Kwara State has condemned the killing of Alhaji Mohammadu Lawal, a Director of the Federal Inland Revenue Service ( FIRS) by some gunmen on Monday.

    TheNewsGuru.com (TNG) reports the deceased was said to have been killed along Lapai — Lambata road in Niger.

    In a statement from the Chief Press Secretary to the Governor, Rafiu Ajakaye in Ilorin, Governor AbdulRazaq was quoted as describing the death of the FIRS top official as unfortunate.

    ”The incident is one tragedy too many. With total submission to the will of God, I send my heartfelt condolences to the people of Lafiagi Emirate, the Emir of Lafiagi, Alhaji Mohammed Kawu and the family of Kudu on this sad development.

    ”We are again renewing our calls on the security agencies to not spare any efforts to take out the daredevils who continue to terrorise and waste innocent lives under whatever guise.

    “We pray to Allah to bring comfort to the family of Alhaji Kudu at this moment and always. We pray to Allah to grant us peace and security,” AbdulRazaq was quoted to have said.

    On the reasons why he thinks he is the best candidate for the House of Representatives in his Constituency, Hon Gbenga Power noted that having committed hundreds of millions of his hard earned money into philantropic activities such as sinking of boreholes, schools renovation and rehabilitation, health care, soft loans for artisans etc, he is not in doubt that he will judiciously utilise public resources to alleviate the conditions of his constituents when he gets to the office.
    “Our resolve is to deploy public resources to enhance the standards of living of our people.”

    On his latest political move, Hon Gbenga Power disclosed that as a believer of politics without bitterness, his latest political move is in line with the yearnings and aspirations of his people and not an attempt to generate political rancour.

    “We are all one in Kwara State, and even though the resolve to serve our people may take us through different routes, our aims are the same: we are all one in the service of our people.”
