    Demolition of old peoples home, Kwara Govt. says no proof of Right of Occupancy

    The Committee on the Review of sales of Kwara Government property from 1999 to date has declared that there is no proof of payment or Right of Occupancy on the expanse of land where late Dr Olusola Saraki built his Ile Arugbo (old peoples home) in Ilorin.

    Sen. Makanjuola Ajadi, the Chairman of the committee, disclosed this in Ilorin while briefing newsmen on the controversy surrounding government’s reclamation of the Ile Arugbo land.

    The News Agency of Nigeria (NAN) reports that the building on the land opposite late Dr Olusola Saraki’s house in Ilorin was reclaimed by the government while the building on it, known as “Ile arugbo” (Old peoples home) was demolished.

    “The attention of the Committee on the Review of Sales of Kwara State Government Properties from 1999 to Date has been drawn to the various publications on the decision of government in respect of the land earmarked for the construction of the State Secretariat (now commonly referred to as Ile Arugbo).

    “The issue of the land in question came under the terms of reference of the committee which considered several other properties of government and submitted its recommendations in July, 2019.

    “As was the case with all the properties looked into by the Committee, the committee’s recommendations are based strictly on available records.

    “Based on the available records, the Committee did not see proof of any payment nor an approved Right of Occupancy,” Ajadi said.

    According to him, the committee discovered that there is foundation on the land with erected columns at varying areas of the larger segment of the land.

    “The Committee also noted that the land in question was also a part of a larger parcel of land, part of which has been developed into a Civil Service Clinic and Secretariat complex now housing the State Ministry of Finance, among others.

    “With emphasis, from all records available, there is no “Right of Occupancy” or Certificate of Occupancy” available to the private firm which the land was allocated in principle.

    “There is also no application nor receipt of payments for the land. Where, therefore, is the right to a claim to this land?”

    He added that based on existing convention, land set aside by Government for specific public use should not be converted to private use.

    “In view of the above reasons, the Committee is convinced to recommend that the land be repossessed and put to the original use it was meant for,” the committee chairman said.

    Ajadi noted that the use of ‘Ile arugbo’ to describe the land in question gave an erroneous impression of a structured building where old people were catered for, adding “this is not so”.

    “What is on ground until the physical reclamation by government was a shed used by the late Dr Abubakar Olusola Saraki to keep people waiting to see him for political meetings.

    “In essence, the house built and lived by the late Dr Olusola Saraki is intact, not touched or demolished by the Kwara State Government,” Ajadi stressed.

    He described it as absurd putting a political gathering place beside a clinic.

    “A hospital is supposed to be a serene environment for welfare of patients; it is definitely not a political war centre where people make the loudest noise, fight, or found themselves enmeshed in commotion and fatal stampede which was the lot of that place,” Ajadi said.

    The building was demolished early Thursday morning after security operatives dispersed protesters, including aged women within the complex.

    The state government had fix midnight for the demolition exercise to avoid a clash with Saraki’s loyalists who had been keeping a vigil in the area.

    Former Senate President, Dr. Abubakar Bukola Saraki has stated that Kwara State Governor, Abdulrahman Abdulrazaq has crossed the line of decency with his recent efforts to erase the legacies of his (Saraki’s) late father, Dr. Abubakar Olusola Saraki.

    Saraki, in a statement he personally signed and released in Lagos today, stated that the war of attrition waged against the legacy of his father and everything that belongs to the late politician simply portrayed the Governor as a man who lacks the sense of history and set out only to fight the Saraki family but not to serve the interest of Kwarans.

    “Yesterday night, the Kwara State Governor, Abdulrahman Abdulrazaq finally showed his true colour when he announced his decision to revoke the ownership of a property rightfully held by my late father, Dr. Olusola Abubakar Saraki on Plots 1, 3 and 5 Ilofa Road, GRA, Ilorin popularly known as Ile Arugbo, (Old People’s home) which since the Second Republic, has always been used to host the weekly gathering of a multitude of aged people in the society who are provided food, money and health services, as part of the social welfare programme sponsored by the late politician. The tradition has since been maintained.

    “Before now, this same Governor had invited all the members of the State House of Assembly and directed them to commence the process of amending the law to change the name of the State University which the last administration renamed after my late father, Dr. Abubakar Olusola Saraki. He then followed up on this act of vengeance by initiating a bill to rename the University and expunge the name of the late Dr. Abubakar Olusola Saraki. Now, he has decided to also revoke the titles of the landed property which belongs to the late politician. May be, Abdulrahman Abdulrazaq thinks his will be the last administration in Kwara State but definitely, this is self delusion.

    “The property had been rightfully allocated to my late father under the name of one of his companies, Asa Investment Limited, since the 1980s and contrary to the claim of the Governor, the land was properly allocated and a Right of Occupancy title issued on it. It should be noted that the excuse given by Abdulrazaq in his revocation order holds no water since it is clear that this is the height of his vengeance against my father, Dr. Abubakar Olusola Saraki and I.

    “Till today, many Kwarans have been wondering what problem the Governor has with the late Oloye Abubakar Olusola Saraki or what the late politician did to offend him. It is surprising that of all vacant plots of land in strategic places across Ilorin township, the one that Abdulrahman found useful for his vengeful plan is the one owned by late Dr. Saraki. It is beyond comprehension why a Governor would set as his main agenda the objective of undermining and waging a war of attrition against a man who is no longer around.

    “This action is clearly a manifestation of vengeance and it shows that this Governor is not out to serve any public purpose or pursue any development agenda. In his narrow-mindedness, he believes his victory at the polls is an empowerment, entitlement and enablement to settle scores, provoke and pursue inter-family rivalry. Those who voted for the party in power in Kwara State and Abdulrahman Abdulrazaq obviously did not vote for the man to enable him wage war against Dr. Olusola Saraki and his legacies. They expected development and fulfillment of promises.

    “If the Governor believes people are not taking stock of his misguided and deceptive actions and that because he is in power, he could do whatever he likes, he must be a joker. Also, this war against the Sarakis will not successfully veil his unpreparedness for governance and divert people’s attention from the glaring lack of visionary, clear-cut plan to deliver on his empty promises to the people. He definitely cannot get away with all the atrocities he has been committing.

    “Since the outcome of the elections in March, despite the fact that there are clear grounds to challenge the results in court, I have decided to demonstrate maturity, statemanship and sportsmanship. I have chosen not to make comment on the policies, programmes and actions of the administration in Kwara State or that of its head. Also, I deliberately stayed away from the State to avoid creating any distraction for the administration. My decision is borne out of a genuine restraint to enable the administration settle down and fulfill its numerous promises to the people of our state.

    “However, seven months down the line, Abdulrahman Abdulrazaq has shown that its cardinal Programme is to wage war against my late father and I. He has demonstrated that his only competence and astuteness is in the area of viciously assailing the late Oloye Saraki and I. Definitely, he is a man with no sense of history. Enough is enough. Now, he has crossed the line.

    “Perhaps, I should let it be known that if Abdulrahman Abdulrazaq thinks he is taking all these actions to get at me, he is only deceiving himself. There is no basis for competition between us. Our paths cannot cross because the status that he is struggling to attain, Almighty Allah has given it to me many years before now. I became Governor 16 years before him and served out my constitutional limit of eight years. Within the period, I was Chairman of Nigerian Governors Forum. I have moved on to serve in the federal legislature and by the grace of God, I headed the National Assembly as the number three man in the country. No matter, how well he tried to rewrite history, it is on record that I left Kwara State a lot better than I met it. In fact, the University that he is struggling to rename was established by my administration as just one out of many legacies we left behind. This Governor needs a lot more efforts, years, Intelligence and resources to attain the level Allah has taken me, not to talk of my late father, Dr. Olusola Abubakar Saraki, the Senate Leader in the Second Republic. As Governor, I used the position to serve the people and during the period I did not dishonour his own father or anybody’s father for that matter.

    “Just as I did after the election, my advise to Gov. Abdulrahman Abdulrazaq that he should devote his time and energy to providing good governance and genuine development of the state.

    “It is well known to the Governor that I fear nobody, except Almighty Allah, the ultimate owner of all powers. With all his subterranean and open moves against my family, person and property, I remain unmoved. However, his open antagonism against my late father and his legacies is unwarranted and will not be tolerated. He has definitely gone beyond bounds as he cannot be allowed to ride roughshod on the deceased. In this war against my late father, he will not win.

    “This Governor has shown that he is not a man who wants peace, co-operation and development. He believes that a constant attack on my family and I is all that he needs to win the hearts of Kwara people. The need to provide good governance is secondary to him.

    “However, it should be made clear to Abdulrazaq and his administration that their attack on my late father cannot erase the legacies of Oloye. No evil design, negative plot or propaganda can successfully rewrite the history of Kwara State. This plot against my late father will not stand. And I will like to make it clear that we will contest this petty, malicious, dubious and bias action of a parochial, vicious and vindictive administration through all legal means. We are sure this is not an action taken in public interest. Rather, it is done in pursuit of a selfish and devious objective”, Saraki stated.

    Kwara Governor AbdulRahman AbdulRazaq has denied that the government was behind the popular musical concert that featured pop star Wizkid in Ilorin.

    He however noted that the event was a welcome development and could be a springboard to promote entertainment and get local talents hooked to other talents from outside the state.

    He laughed off claims that the administration spent N200m to organise an end of the year party, saying those behind the claims were the people who brought the state to its knees and thought everyone was like them.

    “The Wizkid concert was not sponsored or funded by the state government. It was purely a private sector initiative,” the Governor said in his remarks at the public presentation of a pictorial compendium of the appalling state of infrastructures and social amenities across every sector in Kwara.

    “We however would continue to support such enterprising initiatives so that Kwara can better tap into the potentials in the entertainment and creative industry.

    “Ours is to provide the enabling environment for such initiatives. Those who said we spent N50m to bring Wizkid also said we spent N200m on the end of the year party. They also said I bought bulletproof cars. These are laughable claims.

    “Their strategy is to say that we are like them and tar us with the same brush. We are not. We are prudent with public resources.

    “As at today, I still drive my personal cars as official cars. I bought them before I was sworn in.

    “Although the law allows me to buy such vehicles, it is not a priority for me. We need to fix our state first.”

    Stressing the needs to grow the entertainment industry and empower talented youths, AbdulRazaq said he requested a meeting with Wizkid in his house on Wednesday where he sought a partnership to empower local talents especially the Kwara Idol and other programmes that have grown the creative industry.

    The event, which was attended by Speaker Yakubu Danladi Salihu, cabinet members, civil society organisations, scholars and community leaders, was organised by Kwara Development Trackers (KDT), a non-profit platform of apolitical Kwarans who are driven by the need to urgently fix the huge infrastructure deficits in the state as captured in the compendium.

    AbdulRazaq said the compendium was a challenge for him to deliver more to the people, noting that the rot he met on the ground has forced the administration to rethink his campaign manifesto in line with the current realities.

    The Governor said his strategy for a better Kwara included putting in place the necessary infrastructure to attract investment, such as massive rehabilitation of schools and health centres, engaging and training the necessary manpower, and making the state a hub for innovation and enterprise.

    KDT Convener Barrister Muritala Sambo said the compendium was put together to point up the infrastructural needs of the state.

    “This is done with to provide the new government and the people of Kwara State with an encyclopaedic information of people’s needs and the state of development across the state,” he added, warning that the effort was not to rubbish anyone but to set the record straight and challenge the new government.

    Ahmad Moyosore, who represented Professor AbdulRasheed Na’Allah as the guest speaker, said fixing the state requires the collaboration of all stakeholders like the government, civil society organisations, development partners, and philanthropists.

    The Economic and Financial Crimes Commission (EFCC) has arrested a former councillor of Ekiti Local Government Area of Kwara, Samuel Adeojo, over alleged car theft.

    Spokesperson of the commission, Mr Wilson Uwujaren, disclosed this in a statement in Abuja on Tuesday.

    Uwujaren alleged that Adeojo was fingered as the leader of a car theft syndicate notorious for stealing vehicles from car dealers through pretence as genuine buyers.

    “Until Adeojo’s arrest recently, the EFCC had been on his trail after series of petitions against his gang’s criminal activities were considered by the Commission’s Ibadan zonal office.

    “No fewer than three cases of car theft have been established against the syndicate, with all the vehicles involved recovered and kept in the Commission’s custody in Ibadan,” he said.

    He stated that investigations carried out revealed that the gang deployed similar pattern of tricks to steal vehicles from their victims.

    The commission found that the suspect often pretended to be a medical doctor, adopting different names and different institutions as his place of work.

    Uwujaren said he did that just to appear responsible and create false sense of confidence to penetrate the victims.

    One of the many cases reported, according to Uwujaren, involved a Toyota Avensis wagon car in which Adeojo claimed to be one Dr Gboyega Omojola of the University College Hospital, Ibadan.

    “The case was reported to the EFCC, Ibadan office on March 23, by one Tunde Adejuwon, an Ibadan-based car dealer.

    “According to the petitioner, ‘Dr Omojola’ had come in company of one Babatunde Oni, his supposed driver, to his stand to negotiate for the car.

    “He later agreed to pay N2 million for it.

    “After the agreement, ‘Dr. Omojola’ issued a N2m Skye Bank Cheque ostensibly in favour of the dealer and ordered his ‘driver’ to pay it into his Zenith Bank account at Bodija, Ibadan.

    “Oni later came with a copy of the Zenith bank deposit teller, depicting ‘payment’ of the agreed sum into the dealer’s account, ” he said.

    He, however, stated that it was later discovered that the payment was not approved as the payer used a cloned cheque for the transaction.

    “Unfortunately, the decline did not come until after the gang had eloped with the vehicle.”

    The EFCC spokesperson also alleged that a similar scenario also played out in a petition by one Mr. Amos Oloja, also an Ibadan-based car dealer.

    He explained that Oloja alleged that the duo drove to his car stand in an Honda CRV to price a Toyota Sienna car and agreed to pay N2.2 million.

    “This time, Adeojo claimed to be Dr Odumodu, also of UCH, Ibadan, while Oni, his ‘driver’ gave his name as Kayode.

    “’Dr Odumodu’ (the suspect), issued a Standard Chartered Bank cheque for the payment of the sum and directed his ‘driver’ to go with the dealer to perfect the payment.

    “Unfortunately, the cheque could not be confirmed as the account rather carried the name of Akinjide Sefiu Odusanya.

    “On hearing the news, Adeojo pretended to be surprised. He left with the SUV with the promise to bring another cheque to offset the car cost and Oni was left behind.

    “Although, he (Oni) had pretended to be sick all the while, he took advantage of the time the dealer went to return a borrowed battery to his colleague, to strike.

    “Before the dealer’s return, Oni made away with the negotiated Avensis car, ” he added.

    Uwujaren said that the two were also linked with another car theft matter involving a Toyota Matrix car somewhere in Iwo, Osun State.

    He said Oni was currently in the Agodi Correctional Centre, following a court order, when he was recently arraigned over one of the incidents.

    He said that Adeojo would soon be charge to court.

    20- year- old Laide Arikewuyo, one of the 108 girls rescued from an illegal rehabilitation centre in Ilorin, the Kwara state capital, has disclosed how she was turned to sex machine by the children and relatives of the owner of the centre, Mallam AbdulRaheem Owotutu.

    The state police command on Thursday paraded the ladies, men and children it rescued from the rehab located in Gaa’Odota in the metropolis.

    Narrating her ordeal, Miss Arikewuyo accused those in charge of the supervision of the inmates of blameworthiness.

    She revealed that her parents brought her to Mallam Owotutu’s camp.

    Said she: “I was brought to Mallam Owotutu by my parents when they eventually found me where I absconded to.

    “I decided to run away from home when my parents were no longer catering for my living again and I
    was brought to Mallam camp by my parents when they found me and I have been living in the Mallam camp over five years ago.

    “I was regularly having sex with some of the Mallam children and other relatives, not less than five people that were engaged to supervise us in the camp and I remembered that I have had a pregnancy in three different times which they always gave me some medicines to use for the pregnancy not to stay.”

    Another inmate, Tope Collins Owonifaari, said that unknown persons picked up in Lagos and eventually he found himself in the centre’s unhygienic environment where all were indiscriminately lumped together.

    He narrated: “I was picked up inside a commercial bus in Lagos around 4 am on 20th of October 2019, by unknown people and I could not say precisely how I found myself in the midst of many people, which some were even lunatic and kept in a particular custody without having access to sunlight.”

    He added that he had just spent four days in the camp before the police came to their rescue

    Another illegal ‘rehab centre’ uncovered in Kwara, 108 rescued

    The police in Kwara State on Thursday paraded 108 children and women rescued from an illegal rehabilitation center.

    The Command said it rescued the victims from Gaa’Odota, in Ilorin West Local Government Area.

    Commissioner of Polcie Kayode Egbetokun said the Command acted on an intelligence report on the activities of the owner of the illegal centre.

    He said men of the command raided the centre and discovered that some of the inmates had been there for over five years.

    Egbetokun explained that most of them had been kept in an unhygienic condition, adding, many others had been afflicted with diseases without treatment.

    He also noted that some of the inhabitants of the centre were chained and looked malnourished.

    The police chief maintained that the command would carry out more surveillance to uncover such centres in other parts of the state.

    He promised to get in touch with the relations of some of the victims to facilitate their reunion with members of their families.

    Owner of the centre Abdulraheem Owotutu said those found at the centre were brought by their relatives for treatment. He promised to help the police with information on how to contact their families.

    9 women make commissioners’ list in Kwara

    Nine women were among the 16 names nominated as commissioners by Gov. AbdulRahman AbdulRazaq of Kwara.

    Mr Rafiu Ajakaye, the Chief Press Secretary to the Governor, said in Ilorin on Tuesday that their names had been forwarded to the State House of Assembly for clearance.

    Ajakaye said with the nine women on the list, the female gender would represent 56. 25 per cent, while men would be 43. 75 per cent of the coming cabinet.

    “With the inclusion of five women on the list of the fresh nominees sent to the Assembly, Gov. AbdulRahman AbdulRazaq has now gone down in history as Nigeria’s most gender-friendly governor,” Ajakaye said.

    According to him, the inclusion of nine women in his cabinet was in fulfillment of the promise he made to compensate them for not having representatives in the House of Assembly and National Assembly.

    Ajakaye said each of the 16 local government areas had a commissioner nominee.

    He said that they were made up of top bureaucrats, entrepreneurs, educationists, professionals and grassroots politicians.

    The women nominees include Saadatu Modibbo Kawu (Ilorin South); Joana Kolo (Edu); Arinola Fatima Lawal (Ilorin East); Aishat Ahman Patigi (Patigi) and Afolabi Adenike Khairat (Ifelodun).

    Kwara receives N3.5bn as federal allocation for Oct.

    Kwara State received a total of N3,516,975,521.40 as its federal allocation for the month of October, the News Agency of Nigeria (NAN) reports.

    The Permanent Secretary in the state Ministry of Finance, Mr Benjamin Fatigun, made this known in a statement issued on Friday in Ilorin.

    He said that the allocation was short of N681,499,217.53, being deductions made from source as monthly loan repayment.

    According to the permanent secretary, the loan repayments include the bailout funds which the last administration received from the Federal Government.

    He added that the monthly deductions of the loans started in September.

    Fatigun said that the figure included N3,333,607,862.59 statutory revenue allocation (SRA); N859,606,843.58 value added tax (VAT) and N5,260,032,85 exchange gains.

    The statement also put the total allocation to the 16 local government councils for the month at N2,689,825,780.50, comprising N2,198,740, 352.73 SRA; N487,616,079,59 VAT and N3,469,348.22 exchange gains.

    Kwara gov using state apparatus to intimidate opponents – PDP

    The Kwara State chapter of the Peoples Democratic Party (PDP) has accused the Governor Abdulrahman Abdulrazaq-led administration of using instruments of the state to intimidate political opponents and settle political scores.

    In a statement on Monday by its State Chairman, Hon. (Engr.) Kola Shittu, the PDP alleged that the All Progressives Congress-led State Government is using the Economic and Financial Crimes Commission (EFCC) to witch-hunt its members and coerce them into joining the APC.

    Few days ago, on the directive of the Governor Abdulrazaq, vice-chairmen and councilors of local government councils in the State were invited to the Government House, where they were addressed by a former Kwara South senator and chieftain of the APC in the State. At the meeting, the vice-chairmen and councilors were told to denounce the PDP and join the APC or else, EFCC will come after them.

    We will, therefore, not be surprised if in the coming days, the anti-graft agency drag the council vice-chairmen and the councilors on cooked allegations of corruption. One is left to wonder if the Commission has now become an arm of Kwara APC.

    This is the same way Governor Abdulrazaq has been using the State Assembly to perpetuate his vendetta mission against political opponents in the State.

    Let it be noted that our party is not opposed to the war against corruption, we, however, reject the use of the EFCC and other state apparatus as political tools to intimidate, harass and persecute opposition members.

    We urge the council vice-chairmen, councilors and our members across the State to remain resolute and not to succumb to the intimidation of anti-democratic forces. The council chairmen, their deputies and the councilors were duly elected by the people, and no one has the power to unlawfully usurp their positions.

    As we have always done, we once again advise Governor Abdulrazaq to focus more on governance for which he was elected for and stop this politics of bitterness and vindictiveness. We wish he had spent as much time trying to govern effectively as he had spent pursuing a vendetta mission.

    On the recovered loots returned to the State government by the EFCC, we challenge the Commission and the government to release names of officials whom the loots were recovered from.

    We reject the unsuccessful attempt to drag the PDP into this matter, which we view as a case of ‘giving a dog a bad name and hang it’. We understand that the monies were recovered from civil servants who have no dealings with the PDP. There is, therefore, no basis to drag our party into this.
