    Why it is necessary to probe Abba Kyari’s death – Falana

    Popular human rights activist and lawyer Femi Falana, has asked the Federal Government to investigate the death of Kyari.

    He made the call through a statement titled: “Time to Stop Official Impunity and Hypocrisy in the Fight against COVID-19.”

    Falana said a probe into the death had become inevitable since no private hospital has been accredited by the NCDC to treat COVID-19 patients.

    Falana recalled that while the NCDC directed anyone who tested positive to COVID-19 to report for treatment in isolation centres, the former Chief of Staff was allowed to be treated in a private hospital in Ikoyi, Lagos.

    He said that since then, some influential people who tested positive to COVID-19 have been insisting on treatment in private hospitals without official authorization.

    The SAN recalled that the situation made the Lagos State Government to issue a statement clarifying that the private hospital was granted permission to treat COVID-19 patients.

    He said the position of the Lagos State government was contrary to that of the Health Minister, Dr. Osagie Ehanire, whom he quoted to have said: ”As at today, there is no private hospital that has been accredited to manage COVID-19 case in Nigeria.

    “There is none in Abuja that I know of. But, I think Lagos is looking at some accredited hospitals and there is one large hospital in Lagos that has called me that it wants to become a Coronavirus treatment centre.”

    Falana lamented the breach of the fundamental rule of COVID-19 guidelines on treatment of persons with the virus.

    He lamented that the crowd at the burial of Kyari was a clear violationof the NCDC guidelines.

    The activist lawyer added, “Apart from defying the directive on social distancing, some members of the crowd disregarded the wearing of face masks.

    “And in a rather bizzaire manner, a man who had taken part in the burial ceremony pulled off his Person Protective Equipment(PPE) and left it beside a car in Maitama District, Abuja.

    “Upon the conclusion of the burial, video clips have been trending in the social media showing the crowd and the serial breaches of the NCDC guidelines by highly placed public officers and other members of the public at the burial site.”

    He also noted that despite that the COVID 19 guideline on social distancing has not been lifted, some governors have suspended lockdown for Juma’at prayers at a time that the authorities in Saudi Arabia have banned any gathering for prayers and pilgrimages.

    The lawyer noted that the Coronavirus pandemic has been on the ascendancy in the country due to the inconsistency and double standards of the NCDC and lack of coordination on the part of the Federal Government in addressing the health crisis.

    Minister of Transportation, Rt Hon. Chibuike Rotimi Amaechi, has condoled with President, Muhammadu Buhari and the Kyari family on the passing of the Chief of Staff to the President, Mallam Abba Kyari.

    Amaechi described Abba Kyari as a seasoned and remarkable administrator who took his job seriously and contributed immensely to the success of President Buhari as his Chief of Staff.

    “Today, I join Nigerians, members of cabinet and staff of the presidency to mourn late Abba Kyari and pray for the repose of his soul. I also pray that his wife, Mrs. Kulu Abba Kyari, his family and loved ones find strength in this very trying time to bear this heavy loss,” he said.

    Amaechi also urged Nigerians to take the coronavirus pandemic seriously and follow strictly all health safety protocols.

    “As we have unfortunately experienced, the virus is no respecter of persons. Please adhere to the laid down health advisory, obey the restrictions and safety rules, so that together we can win this war, save more lives and come out stronger at the end of it all,” Amaechi said.

    DG, National Productivity Centre commiserates with Buhari, Kyari’s family over death

    The Director General of the National Productivity Centre, Dr Kashim Akor on Saturday commiserated with President Muhammadu Buhari over the passing of his friend and Chief of Staff, Abba Kyari.

    The DG also condoled Kyari’s immediate family and the Borno State Government for the irreplaceable loss.

    “On behalf of my family, management and staff of the National Productivity Centre, I commiserate with President Muhammadu Buhari, the government and people of Borno State and the family of the late Chief of Staff to the President, Mallam Abba Kyari on his transition to the great beyond. May Allah in His infinite mercies grant him Aljanat firdausi” Akor said in a condolence message.

    TheNewsGuru.com (TNG) reports that Kyari’s passing was announced early Saturday morning by the presidency. He has since been buried according to Islamic rites.

    Former Vice President Atiku Abubakar has condoled President Muhammadu Buhari over the death of his Chief of Staff, Mallam Abba Kyari, describing the deceased as a loyal aide.

    Atiku had earlier lamented the death of Abba Kyari on Twitter, asking God to forgive his sins.

    According to a statement by Paul Ibe, Media Adviser to Atiku in Abuja on Saturday, the former Vice President said, “I have received the death of your Chief of Staff with profound grief and sorrow, and I convey to you my deepest and heartfelt sympathies at this sombre moment.”

    According to Atiku, death is inevitable and every living being will ultimately experience this terminal stage of life.

    The Wazirin Adamawa reminded Nigerians that the coronavirus pandemic is a reality and it respects no political and social boundaries.

    He explained that the death of the Chief of Staff should galvanize Nigerians to support the efforts to contain this deadly virus.

    “Mr. President, my heart and prayers are with you at this emotionally challenging moment as you come to terms with the death of your dedicated Chief of Staff.

    “We are bound by common humanity and I therefore feel and share your grief at this moment.

    “May Allah forgive the deceased and grant him eternal bliss in paradise”, Atiku added

    The Personal Assistant to the President on New Media, Malam Bashir Ahmed, has described President Muhammadu Buhari’s Chief of Staff, late Abba Kyari, as one of the most misunderstood persons in the history of Nigeria.

    The Presidency had in the early hours of Saturday announced the death of Abba Kyari, who had tested positive to the ravaging COVID-19.

    Kyari died on Friday.

    In what appears to be a tribute to late Abba Kyari, on his Twitter page, @BashirAhmaad, on Saturday, the presidential aide also described the deceased as a man of honour, who sacrificed his life for Nigeria.

    “Abba Kyari certainly was one of the most misunderstood people in the history of Nigeria.

    “Those who had the opportunity to know him personally will tell you how extremely a good person he was.

    “He was a man of honour and will be remembered as someone who sacrificed his life for this country,’’ Ahmed twitted.

    Kyari was first appointed as Chief of Staff to the President in August 2015 and reappointed in 2019 by President Buhari.

    Kyari, aged 82, left behind a wife and four children and would be buried later in the day.

    The Nigeria Centre for Disease Control (NCDC) had announced that as at 11.00 p.m. on Aprl 17, there were 493 confirmed cases of COVID-19 pandemic in the country, while 157 had been recovered, with 17 death.

    The Ooni of Ife, Oba Adeyeye Ogunwusi, has described the death of the Chief of Staff to the President, Mr Abba Kyari, as shocking and an unfortunate surprise.

    The Ooni, in a statement issued on Saturday in Ile-Ife by his Director of Media and Public Affairs, Moses Olafare, described the late Kyari as a coolheaded gentleman and great respecter of the traditional institution.

    The monarch said that the deceased, until his death, handled his position as a public servant with dignity and dedication arising from his fervent belief and incorruptible patriotism and commitment to the Nigerian project.

    The statement said in part: “Ooni of Ife has received news of the death of Alhaji Abba Kyari with a rude shock and he sees it as a very unfortunate surprise.

    “Late Abba Kyari was a detribalised Nigerian and coolheaded fine gentleman who had treated traditional institutions with love and respect.

    “Ooni immediately after the news was confirmed made a phone communication to the wife and children of the late Chief of Staff.

    “He prayed for the gentle soul of the deceased and the fortitude for the family to bear the irreparable loss.”

    The Ooni, who urged Nigerians to take the ongoing fight against the pandemic more seriously, described the virus as a ruthless enemy of humanity that must be collectively defeated.

    Ogunwusi also prayed for the souls of the thousands of victims already killed by COVID-19 around the world.

    He urged Nigerians to keep to the rules and regulations already set by the government as measures to combat the pandemic.

    The News Agency of Nigeria (NAN) reports that the Presidency on Saturday morning had announced the passage of Kyari.

    Mr Femi Adesina, Special Adviser to the President on Media and Publicity, confirmed the development in a statement in Abuja.

    ”The deceased had tested positive to the ravaging COVID-19, and had been receiving treatment. But he died on Friday, April 17, 2020.

    ”May God accept his soul.

    ”Funeral arrangements will be announced shortly,” the statement said.

    The federal government on Wednesday shunned a question on the whereabouts of sick Chief of Staff to the President, Abba kyari.

    Speaking at the COVID-19 presidential task force briefing on Wednesday, the Health Minister, Osagie Ehanire refused to answer questions directed at him on the whereabouts of the Kyari.

    Recall,Kyari had last week tested positive to the dreaded Covid-19 pandemic. It was later rumoured that he had been flown outside the country to be treated of the disease. Some said he was flown to Cuba.

    However, in a statement on Sunday, Kyari confirmed he tested positive to the novel coronavirus disease and had been working from home. He added that he would by Monday, be in Lagos to undergo “further tests and observations”.

    But speaking during a briefing in Lagos on Yesterday, Abayomi said: “I’m not aware of the Chief of Staff’s itinerary, so I don’t know where he is, we chat on WhatsApp but I cannot tell where he is from our chat.

    “We are exchanging information but I haven’t asked him for his location. He seems to be well and happy and we are exchanging information on strategic issues. It has been a long time since we talked about his health. I presume he has made a full recovery.”

    The number of persons testing positive to the dreaded virus has continued to mount. According to the update on the disease released by the Nigeria Centre for Disease Control (NCDC) on Tuesday night, 138 persons have been infected.

    Two persons have died of the virus in the country, while nine have recovered from it.

    There are strong indications that all is not well between President Muhammadu Buhari’s favourite men – the National Security Adviser (NSA), Maj-Gen. Babagana Monguno (rtd) and the Chief of Staff (COS) to the President, Mr. Abba Kyari.

    In what seems to indicate that Kyari has the upper hand, a circular from the Office of the NSA accused the Buhari’s COS of hijacking the coordination of security leadership of the country, a role which was legally sanctioned for his office.

    According to a report published in PRNigeria, it was gathered that lack of leadership and outright side-lining of Monguno in the scheme of things when it comes to the strategic decisions in the national security operations is what triggered the battle between the duo.

    In the report, there was a revelation of how Kyari, contrary to protocols and in a situation akin to acting in the capacity of the President and Commander-In-Chief of the Armed Forces, convenes and chairs meetings with heads of defence, security and intelligence agencies with their supervising Ministers in attendance.

    Things became so heated that the NSA in a circular dated December 9, 2019, entitled: ‘Disruption of National Framework by Unwarranted Meddlesomeness,’ which was sighted by PRNigeria, directly accused Kyari of usurping his powers and those of President Buhari. Monguno in the circular copied to all Service, Intelligence and Security Chiefs including the Ministers of Defence, Foreign Affairs, Interior and Police Affairs as well as the COS to the President, accused him of authoring two circulars on September 13 and November 26, 2019 respectively, with contents and directives which were at variance with Buhari’s orders. He also noted that what Kyari is doing is an aberration as he is not in any position to preside over national security meetings nor competent enough to determine and manage the nation’s security architecture and trajectory.

    To this end, he warned the COS to desist from continuing in these line of actions and also directed the complacent security and Intelligence Chiefs as well as the Ministers to follow the established line of authority in national security coordination by the President through the NSA.

    Part of the letter read: “References A and B were sent in response to the request for Presidential intervention to sustain Internal Security operations of the police within the shortest possible time. However, the contents of the 2 references were in variance with Mr President’s verbal, directives.

    Consequently, ONSA scrutinized the documents further and sought clarification from Mr President who has directed that Reference B be disregarded by all parties as it was sent without his endorsement.

    ‘While it is expected that all Heads of Security agencies, having spent many years in service would understand the means of passing directives from the President, Commander-in-Chief of the Armed Forces, it may be necessary to remind all, in the face of glaring breaches to that procedure.

    For clarification, other than direct verbal directives from the President, written directives ’emanating from Mr President would be conveyed with a copy of his manuscript directive or at minimum, bear his signature. Additionally, Mr President may convey directives to the Heads of defence and security apparatus through the NSA who Intelligence Community Committee, Joint Intelligence Board and General Security Appraisal Committee on behalf of the President and supervising Ministers of defence and security agencies.

    It should be noted that the Chief of Staff to the President does not direct the security apparatus of the Federal Republic of Nigeria, his job as it relates to security stops at conveying Mr. President’s written directives. “Similarly, you are reminded that the Chief of Staff to the President is not a presiding head of security, neither is he sworn in an oath of defending the country.

    As such, unprofessional practices such as presiding over meetings with Service Chiefs and Heads of security organisations as well as Ambassadors and High Commissioners to the exclusion of the NSA and/or supervising Ministers are a violation of the constitution and directly undermine the authority of Mr President.

    Such acts and continuous meddlesomeness by the Chief of Staff have not only ruptured our security and defence efforts, but have slowed down any meaningful gain that Mr President has sought to achieve.

    “As professionals, you are aware that the security of the Federal Republic of Nigeria requires concerted and centralized effort taking into account internal, external and diplomatic factors.

    It is therefore detrimental to our collective security that the Chief of Staff who is a on-supervising minister holds meetings with diplomats, security Chiefs and heads of agencies” “Pursuant to the foregoing, you are by this letter directed to desist from these illegal acts that serve nothing but the continuous undermining of our national security framework.

    Any breach-of this directive will attract the displeasure of Mr President.” But to the utmost disappointment of the NSA, it was revealed that President Buhari had in response to the circular, simply told Monguno to “mind his business and focus on his job”. Sources close to the Presidency accused the NSA of lacking in both competence and charisma as he is said to be ‘an absentee security adviser,’ especially at the times of urgent security challenges.

    According to the sources, instead of facing his job, the NSA was accused of always travelling at the slightest excuse out of the country and sometimes with the President. “Furthermore, during crisis periods the NSA is usually not around because he is travelling therefore making the COS to hold such crisis meetings with the services.

    “It was against this back drop that PMB in his response told NSA stick to your job and don’t give order to the Service Chiefs. The PMB reply was that NSA should stick to his job,” the source noted.

    The Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Mele Kyari shared his disappointment with the state of power generation in Nigeria, urging for an alternative.

    Kyari attended the Nigeria International Petroleum Summit which provided an opportunity for the signing of a $1.1 million grant between Nigeria and the United States Trade and Development Agency (USTDA) as part-funding for the Abuja Independent Power Project (IPP) in Abuja.

    The NNPC chief lamented that Nigerians are still struggling to afford a day’s meal and that electricity is now “a luxury” exclusive for the elite. He added that the challenges of the power supply must be addressed before Nigeria can go into renewable energy.

    He said; “For this country and very many of us in sub-Saharan Africa, what we worry about today is actually the meals of today. There are many who can’t afford a meal a day. And of course, electricity is largely a luxury; it’s only for the elite, like all of us here.

    “It is the dream of very many to have I-pass-my-neighbour in their homes. When you say, ‘do not use fossil fuel,’ but you have not provided alternatives. The world has not looked at their situation. The world has not recognised that there is abject poverty in the communities.

    “We have to resolve the issue of electricity so that we can talk about renewable energy in the future and reduce the use of fossil fuel that has a high impact on the environment. We know that there is an energy transition in the world. With time, there will be less dependence on fossil fuel.

    “We have gas in abundance, we must create an infrastructure that will help create gas for power generation.

    “We need the power to create jobs and we must create prosperity so that we can have peace in our country. We are grateful for this grant.”

    The Nigerian National Petroleum Corporation (NNPC) on Saturday said that it had recorded a total of 45,347 pipeline breaks on its downstream network between 2001 and mid-2019.

    The Group Managing Director (GMD), Malam Mele Kyari, stated this at the Nigeria International Pipeline Technology and Security Conference, in Abuja.

    Kyari spoke as a guest speaker on the theme: `Pipeline Assets, Critical Backbone to Socio Economic Development’.

    “Between 2001 to half year 2019, NNPC has recorded a total of 45, 347 pipeline breaks on its downstream pipeline network.

    “The cost of vandalism, which include fatalities, loss of revenue, asset and environmental degradation, affects everyone.

    “Lost revenue, possible loss of employment, collateral damage to national image, loss of investor confidence etc will obviously affect everyone in the long run,’’ he said.

    The GMD also said that in 2018, a total of 19 fire incidents were recorded on the petroleum products pipelines.

    This, he said, remained a challenge stakeholders must come together to find a lasting solution to, in order to end the menace.

    Kyari said that importance of pipelines could not be over emphasised, adding that when there are no pipelines to transport petroleum products, the alternative is to transport by trucks.

    He said that the high number of trucks involved in daily transportation of products over long distances contributed to highway accidents and deterioration of the nation’s road network.

    “Based on Federal Road Safety Corps estimate, Nigeria has lost about N7.157 billion to road traffic accidents involving 116 petroleum product tankers during the first half of 2018,’’ he said.

    He called on all stakeholders including Pipeline professionals, communities, government institutions and industry players to tackle the menace.

    Kyari said that the corporation would deploy technology, physical deterrent interventions and other soft options to arrest the menace.

    He noted that some progress had been made over the last three years, but more work needed to be done.

    “We have sustained awareness campaign, removed illegal structures on pipeline rights of ways, and we are deploying appropriate technology to mitigate attacks on pipelines as well as to reduce our response time to incidents,’’ he said

    Commenting on Gas projects, Kyari said that administration of President Muhammadu Buhari was determined to boost domestic gas utilisation to improve power generation and spin up industrial growth.

    He added that as part of the trans-Nigeria gas pipeline network, the Abuja- Kaduna Kano (AKK) gas pipeline project was already underway.

    According to him, the project, a 612km gas pipeline, has the capacity to deliver two billion cubic feet of gas to fuel three new gas-driven power plants with generation capacity of 3,600MW.

    “This presents a huge opportunity for pipeline professionals and other Nigerians for the various economic benefits of the project.

    “May I use this opportunity to call on the members of the Pipeline professionals Association of Nigeria (PPAN) to maintain professionalism and promote ethical conduct in delivery of service to the oil and gas industry,’’ he noted

    The GMD reassured that the corporation would work with PPAN to improve reliability of the pipeline network to find lasting solution against the menace of pipeline vandalism.

    In his remarks, the Chairman of PPAN, Mr Jeff Onuoha, said that pipeline remained the backbone in the business of oil and gas.

    He said that there was urgent need to secure the nation’s pipeline network to ensure economic growth and development.

    “If you don’t have pipeline to transport products, you don’t have any business, because you cannot evacuate without good pipeline network,’’he said.

    Onuoha said that it was unfortunate that pipelines remained vulnerable in spite of their huge importance to the oil and gas business, and all hands must be on deck to protect them.

    He said that some technology like Anti Tamper Lock developed by the professionals were needed to ensure security of the pipelines in the country.

    Also, in his remarks, Mr Chidi Izuwa, Director General, Infrastructure Concession Regulatory Commission (ICRC), said that infrastructure development remained key to development.

    He said that Nigeria required billions of dollars annually to tackle its infrastructure challenge, and to achieve this, there was the need to adopt Public Private Partnership.
