NNPC has no secret account – Kyari

TheGroup Managing Director (GMD) of the Nigerian National Petroleum Corporation (NNPC), Mallam Mele Kyari says the corporation has no secret accounts that breaches the Treasury Single Account (TSA) .
Kyari disclosed this when he received the Chairman and members of the special Presidential Investigative Panel for the Recovery of Public Property in Abuja on Monday,
In a statement issued by Mr Ndu Ughamadu, the spokesman for the corporation, he said that the NNPC had nothing to hide as it stood to gain a lot by being transparent in all areas of its operation.
He reiterated that NNPC had no secret account, adding “there is no single account NNPC is operating that is unknown to the Federal Government.
” Any account(s) outside the TSA platform are partner accounts which we have obtained due approvals from the government,’’ he noted.
Kyari, who observed that all monies belonging to the corporation were domiciled with the Central Bank of Nigeria (CBN), added that the Corporation’s account managers remained the CBN and the Accountant-General of the Federation.
On the lease renewal fees on Oil Mining Leases (OMLs) 67, 68, and 70 by ExxonMobil, Kyari said the company paid 600 million dollars which was their equity contribution of 40 per cent of the Joint Venture Agreement.
According to him, NNPC is to pay the remaining 60 per cent but it unnecessary as it is representing the government.
“Ordinarily, NNPC would have contributed the balance of 60 per cent of the amount which literally meant government paying monies to itself. There was no need for that,” Kyari said.
Shedding more light on the alleged non-remittances of taxes and royalties by the Nigerian Petroleum Development Company (NPDC), NNPC’s upstream arm, the GMD said there were outstanding payments which arose as a result of the pillage that occurred before 2015.
He, however, assured the Panel that the present administration had made concerted efforts to reconcile every payment due to the Federation on taxes and royalties.
“The only outstanding payment is the 600 million and we have a pre-payment plan with the Department of Petroleum Resources (DPR) such that by mid-2020, we will have money left to be paid,” he noted.
On alleged non-remittances by some oil companies operating in the country, Kyari said it was the responsibility of the Federal Inland Revenue Service (FIRS) and DPR to collect taxes and royalties from oil companies, including those on Joint Venture (JV) and Production Sharing Contract (PSC) arrangement.
He further noted that the NNPC would provide the necessary support to the agencies concerned in that regard though it had no legal obligation to do so.
“As an enabler organisation, we will support them because we see our roles beyond our immediate responsibility,” he said.
While affirming the Corporation’s commitment to transparency and accountability, Kyari said the Corporation was one of the most accountable public institutions in the country,
‘’This is the only company that publishes its operations and financial reports monthly. I am not aware of any company that does that in the world.
“Every member of our Management shares the vision of Mr President that Government’s institutions must be accountable to all Nigerians.
“We know that we will gain more by being more transparent. We have nothing to hide,” Kyari told the Panel.
Speaking earlier, the Chairman of the Presidential Panel, Chief Okoi Obono- Obla said their visit was to seek synergy with the NNPC toward reforming the country and particularly to clear the air on issues relating to the operations of the Corporation.
He expressed the Panel’s satisfaction with NNPC’s “frank and honest responses on the issues raised, describing the Corporation as a very important and transparent national institution with a GMD who had a track record of accountability and transparency in his public career.
“The GMD has a reputation of being an apostle of accountability and transparency. I feel very happy that somebody like him is coming out to clarify the key issues.
Nigerians have been misled, it behoves on every organisation to tell Nigerians the truth to engender transparency in the entire polity,” he said.

Contempt: Court orders IGP, Kyari to appear on Sept. 25

Justice Dorcas Agishi of the Federal High Court on Wednesday ordered the Inspector General of Police and Abba Kyari, Deputy Commissioner of Police (DCP) in charge of Intelligence Response Team (IRT) to appear on Sept. 25 to show cause why they should not be charged with contempt.
The order is coming seven days Agishi failed to produce a suspect in court for trial.
The suspect, Mr Nanpon Sambo, was very reportedly arrested and detained by the police since February 2019, but have not been charged before any law court in Nigeria.
Agishi ordered that the IGP and Kyari must appear before the court on the next adjourned date of Sep. 25.
”The IGP and Abba Kyari are to forthwith produce the accused person in the registry of the court here in Jos immediately for documentation and transfer to Jos Prisons pending the resumption of court from vacation.
“They are to appear before this honourable court on the next adjourned date of this case to show cause why the Court should not visit them with the consequence of contempt for deliberately disobeying its orders, “ Justice Agishi held.
Counsel to Sambo, D.G. Dashe, argued that the judicial powers of the federation shall be vested in the courts to which this section relates, being courts established for the federation”.
“The federal republic of Nigeria shall be a state based on the principles of democracy and social justice. It is hereby declared that – sovereignty belongs to the people of Nigeria from whom government through this constitution derives all its powers and authority,” he argued.
According to him, the Nigerian police force is a creation of the law and must at all times act in line with law that the arrest and long detention of his client without charge since Feb. is “unconstitutional.”
He prayed the court to order the remand of his client in Jos prisons pending when the court resumes from vacation to properly consider the circumstances of his arrest and further prayed the court for an order compelling the IGP and Kyari to appear before the court.
“The suspect should be brought to the court registry for documentation and immediate remand in a Jos Prison pending when the court would resume after this year’ judicial annual vacation,” he pleaded
NAN reports that Sambo is being tried for illegal possession of sophisticated fire arms but that shortly after the presidential elections, he was allegedly picked up by masked men of the IRT under the control of Abba Kyari.

The Head of the Police, the Intelligence Response Team, [IRT] Unit, ACP Abba Kyari, that captured billionaire kidnapper, Chukwudumeme Onwuamadike, aka, Evans, yesterday disclosed how his squad was offered a bribe of N200m by the Evans when he was captured by his officers.
Abba Kyari who personally led the operation to arrest the kidnapper made this revelation while reacting to an allegation made by, Mr. Olukoya Ogungbeje, lawyer to Evans that the Nigerian Police extorted N50m from the kidnapping kingpin.
Kyari made the disclosure while reacting to a discourse on the Facebook page of CKN News on how true the allegations of Ogungbeje.
“All lies from this Criminal and Hungry Lawyer who is desperate to eat from Evans loot. My brother Everything Recovered from Evans kidnapper have been Registered as Exhibit because it’s bought frm the Ransom money he collected from Innocent Nigerians he Kidnapped and Court will eventually decide on all the Houses and other properties Recovered.
Most of the things Recovered like the Trucks, Handsets, Jewelries, Houses, Cars etc are mentioned to the Press and carried by many Major newspapers in the past and u can google to verify. The Criminal Lawyer is even Implicating his Client the more by Reminding the Public of the Proceeds his kidnapper Client acquired frm the Ransoms he collected.
I was Surprised He was also talking about 50m Cash recovered, How, Where and When? We have Written and Video Confessions of Evans Mentioning The Properties, Cars, Houses etc he acquired from the Ransom monies he has collected and most are recovered and Since Evans didn’t mention the 50m to us the lawyer most know where it’s kept.
We know what to do on all this lies he is talking, There are Laws in this Country. He Thinks he can lie to ridicule the Uncompromising team that Arrested the most Notorious Kidnapper in Nigeria Evans, Same team that Refused to Collect 200million Evans Offered the moment he was arrested pledging that he can Make Calls for 200m to be brought in 48hrs if he can be released without anybody knowing.
Same team refused the Offer and arrested him and exposed him to the Public. Wether the Criminal and his Lawyer likes it or not Recovery of Evans loots will Continue as the Criminal Lawyer is not happy with very Recent Recoveries of Trucks and Some part of Ransom Money.
The Money and the Proceeds belongs to the Victims he Kidnapped and Collected their money not Evans. No need to talk too much bro. We will not relent and we know what to do. Many thanks my brother.”
