    2023: Lagos Speaker unveils billboard, vehicles donated for Tinubu’s presidential campaign

    The Speaker of the Lagos State House of Assembly, Mr Mudashiru Obasa has unveiled a billboard and vehicles, donated by the Olu of Iwaya, Oba Babatunde Ajaga in support of Sen. Bola Tinubu’s 2023 presidential ambition.

    The News Agency of Nigeria (NAN) reports that the billboard and vehicles donated by Ajaga, the Oba-elect of Iwaya community, was unveiled by the speaker at the Third Mainland Interchange, Adekunle area of Lagos on Friday

    Ajaga said the donation was an endorsement of Tinubu as the most suitable to lead the nation come 2023.

    “As a private businessman for 35 years in real estate, I have checked round, no one is better qualified to lead Nigeria in 2023 than Tinubu.”

    The Oba said that his royal family and council of chiefs were behind Tinubu’s aspirations to run for the office of president in the 2023 general elections.

    “Tinubu is a great man that no one can forget in West Africa. He has done a lot across the country and beyond, for the masses.

    “The gentleman is a good man and I can assure you that Nigerians won’t regret if he emerges as president.

    “I feel so good and happy to contribute to the success of his upcoming campaign because of what he has done all over the nation.

    “I am not a politician, I am a business man to the core, but looking round, Tinubu is the solution.

    “Based on his performance, he is 100 per cent fit to lead. We believe in him and nobody can change our mind,” Ajaga said.

    According to him, Tinubu’s record as a former governor of Lagos state, shows that he is a compassionate father with high ingenuity to make things work in all areas.

    Ajaga advised all stakeholders and corporate organisations to support Tinubu’s presidential bid.

    “I advise all to work for Tinubu and no one will regret, considering his antecedents,” the Oba-elect said.

    Ajaga, urged the Yoruba race to support Tinubu’s aspirations to move forward, and expressed hope that the former Lagos governor would take the country to higher heights.

    Earlier, Obasa, while unveiling the billboard and vehicles, urged Nigerians to support Tinubu and ensure that his ambition came to fruition.

    The speaker said that Tinubu had done a lot for the nation, raised so many leaders and had helped so many achieve their political ambitions.

     

    The Olu of Iwaya, Oba-elect Babatunde Ajaga and other traditional leaders and stakeholders at the unveiling of Sen. Bola Tinubu’s campaign billboard and vehicles on Friday in Lagos.

    Also speaking, Oba Abdulfatai Aromire, the Ojora of Ijoraland, expressed confidence that all the royal fathers in Lagos and Nigeria would support Tinubu’s ambition to move the nation forward.

    Aromire expressed hope that Tinubu would emerge as candidate and ultimately be successful at the polls.

    NAN reports that the event had in attendance, traditional rulers, members of the South West Agenda for Asiwaju 2023 (SWAGA) among other notable politicians.

    I`ll assist LASU to become world class institution- Lagos Speaker

    The Speaker, Lagos State House of Assembly, Mudashiru Obasa, says he will work toward ensuring that Lagos State University (LASU), Ojo, becomes a world class institution through appropriate legislation.

    Obasa made the promise while receiving the institution’s Alumni Association led by its Vice President, Norrison Quakers, a Senior Advocate of Nigeria (SAN), on Wednesday in Lagos.

    He said this is to ensure that the institution catches up with the top tertiary institutions across the world.

    The speaker said the House had always ensured that requests involving LASU were prioritised in the budget to enable the institution to meet the accreditation requirements of the Nigeria University Commission (NUC).

    He said that currently, there was hardly any institution in the country that LASU could not compete with shoulder to shoulder.

    “There is need to come together and build the society, especially considering the factor that binds us together. I cannot disengage myself from LASU and the institution cannot disengage itself from me.

    “On our own, as representatives of the people, we have been doing our best in terms of lawmaking to keep building that institution.

    “In recent time, the House passed a legislation that resolved the crisis in the appointments of LASU’s vice-chancellors.

    “This shows we are conscious of the need to grow the institution,” he added.

    The speaker promised that the House would continue to liaise with the executive arm led by Gov. Babajide Sanwo-Olu for the benefit of the institution and for future generations.

    Earlier, Quakers commended Obasa for his effective leadership of the House, saying his activities as a product of the institution, had assisted it with the successful accreditation of its Law Faculty.

    He described Obasa as a pride of LASU, both because of his position as speaker and success in the leadership of the legislative arm of the state.

    Quakers said the alumni has many programmes lined up to benefit LASU and other Lagos residents, adding that they were at the assembly to partner with the speaker.

    According to him, one of the alumni’s proposed programmes is to assist indigent students of the institution that would become useful individuals in the society.

    The Speaker of the Lagos State House of Assembly, Mudashiru Obasa, on Saturday appeared before the state assembly panel of enquiry on the corruption allegations levelled against him by an online medium (Not TheNewsGuru).

    Obasa told the panel that the allegations were untrue and that it was the handiwork of his enemies.

    The Speaker appeared before the nine-man Fact Finding Panel of the House, headed by Victor Akande (Ojo Constituency I), at the House chamber.

    The News Agency of Nigeria reports that an online medium had reported on May 23 that at least 64 bank accounts have been discovered and linked to the Bank Verification Number of the speaker.

    The online medium, said that it discovered that the accounts, registered with various names, are being used to siphon public funds and many other allegations against the speaker.

    Responding to questions from members of the Committee, Obasa said all the allegations made by the online medium in the reports were unfounded.

    The Speaker explained that the vehicles bought for the members of the House and other expenses made were done with the approval of the House and that of the Fund Management Committee of the House, headed by him.

    He said: “We bought land cruisers for Principal Officers of the House.

    “The cars we bought for them are always higher than those of other members and we followed the due process in the purchase.

    “We went through the Public Procurement Agency and others and the vehicles were distributed appropriately.

    “It was agreed at the parliamentary meetings on about four occasions and the Clerk of the House, Mr. Azeez Sanni, is the Secretary.

    “Also, it is not true that my wife collects N10 million monthly from the House.

    “Anyone who says she does should come with proofs and evidences.

    “My approval limit as the Speaker is N100 million and anything above that would have to be approved by the Fund Management Committee.”

    Obasa also debunked the allegation that N258 million was spent for the printing of invitation cards for the inauguration of the 9th Assembly.

    He said the whole event cost N61 million and that N1.1 million was spent on printing of the invitation cards.

    “It is not possible to spend N258 million to print invitation cards. We are not involved in such a frivolous expenditure,” he said.

    Obasa, while explaining on the expenditure of N80 million as estacode for the training of women in Dubai, said that wives of the 20 lawmakers attended the event and he was there to declare it open.

    He said: “We gave N4 million to each of the participants for air ticket, hotels, feedings and local travel.

    “Air ticket to Dubai alone is about N2 million.

    “Some of these allegations were raised for a crusade to get the speaker out of office.

    “The House of Assembly is above common standard of excellence and we have to train people, and this comes with a cost.

    “Learning is not cheap and I have never collected N80 million for estacode at a go before.”

    The speaker, while defending the purchase of eight Hiace buses for committee works in the Assembly, said it was discovered that the House was spending a lot of money to repair vehicles.

    “That was why the House decided to buy the buses. The buses were there for everybody to see with documents to defend the purchases,” he said.

    Obasa also denied the allegation that he spent N53 million for a trip to the United States of America with his mistress.

    He said: “We were invited by the Consular General for a programme in the United States.

    “Later, the programme was postponed, but I had gone ahead.

    “I had to return home and I told others not to bother to come until the new dates.”

    Obasa, however, told the committee that it was not possible for him to spend N17 million for cleaning of his guest house, being one of the allegations made by the online medium.

    He said: “They only remove documents and fly them around to please themselves.

    “All our payments go through certain procedures.

    “The expenditure had been there before I became the speaker.

    “There was no way I could have spent such amount on cleaning my guest house.

    “On the issue of awarding contracts to companies belonging to me, they should come and show evidence of where I awarded contracts to myself.”

    On the report that he tricked former Governor Akinwunmi Ambode to spend N350 million for hosting a meeting of Conference of Speakers, Obasa, told the committee that this was not possible.

    The speaker said such situation was not possible since Ambode was an accountant, who rose to be the Chief Accountant of the State.

    He said: “There was no way I could have tricked Ambode to release such money.

    “We had a meeting of the Conference of Speakers, who came with three members each, and we had sub-committees who were given N2 million each.

    “We paid for the tickets of each speaker.

    “We paid for their hotel accommodation, feeding and souvenirs.

    “We also provided local transportation for them.

    “All these allegations are deliberate actions of my enemies to achieve their aims that they could not achieve in the House to remove me as the Speaker of the House, which was why they came up with such reports.”

    The speaker denied spending N60 million on social media influencers.

    Obasa said he did not know the companies they were talking about.

    He said: “The BVN they were flying about was not correct.

    “Whatever I have done as a Speaker, all the approvals I gave as Speaker were given based on collective approval of the members of the House.”

    The Deputy Speaker of the House, Wasiu Eshinlokun-Sanni, who also appeared before the panel, denied attending a meeting in Dubai as against the report of the online medium.

    Also speaking, Chairman of the House Committee on Information and Strategy, Tunde Braimoh, said he didn’t know how much was spent on the hosting of the Conference of Speakers since different people handled different aspects of the event.

    Braimoh said: “We provided hospitality for the few the people that came.

    “The event involved other things.

    “There were catering and others that were given to other people to handle.

    “It is most uncharitable to say we spent N47.5 million for social media influencers.

    “We spend money on publicity and public relations.

    “We have programmes that we pay for: on TVC and LTV 8.

    “We have a magazine that we produce and we print 40,000 copies quarterly and distribute to schools and other places and we pay for the content, design and production.”

    Sanni also defended the estacode for the trip to the United States, saying it followed the standard procedure.

    Sanni said the programme was budgeted for under conferences and seminars.

    The Clerk, however, agreed that some documents might have been released to the online medium through some disgruntled staffers of the House.

    He said: “We have been taking steps on that and we have transferred some members of staff.

    “The files go through many tables and there is no doubt that some devilish staffers take pictures of some of these documents and send to these people.

    “The staff have taken oaths and this attracts dismissal.

    “Unofficial disclosure of information attracts dismissal in the civil service.”

    Officials of Zenith Bank Plc: John Olorundare, Zonal Head of Alausa; and Sanni Idowu Awe, also appeared before the panel.

    The bank officials stated that an individual could only have one Bank Verification Number.

    They confirmed that different account names could not be used for one BVN and that Obasa had only six accounts with Zenith Bank.

    According to them, only two of the accounts are operational: one savings and current, while the rest are dormant.

    Present at the meeting were other members of the committee, including Yinka Ogundimu (Agege II), Gbolahan Yishawu (Eti Osa II), Lukmon Olumoh (Ajeromi Ifelodun I) and Ajani Owolabi (Lagos Mainland I).

    Others are Mojisola Alli-Macaulay (Amuwo Odofin I), Rotimi Olowo (Shomolu I) and Akeem Shokunle (Oshodi/Isolo I).

  • BREAKING : Ambode retaliates, drags Lagos Speaker to court over ‘bias’ probe

    Lagos High Court in Ikeja on Tuesday ordered the Speaker of the State House of Assembly, Mudashiru Obasa to appear before it in connection with the ongoing probe of procurement of 820 buses by the administration of former Governor of the State, Mr. Akinwunmi Ambode.

    The former Governor had instituted a suit against the Assembly to contest the constitutionality of the probe of the buses which were procured based on budgetary approval as part of the Bus Reform Project of the State Government designed to revolutionize public transportation in line with global best practices.

    In an order dated 29th October, 2019 issued by Justice Y.A Adesanya after hearing a motion ex-parte moved by Ambode’s lawyer, Tayo Oyetibo (SAN), other defendants ordered to appear before the court at my 9am on Wednesday October 30 are House Clerk, Mr A.A Sanni; Chairman of the Ad hoc Committee set up by the House to probe the procurement, Fatai Mojeed and members of the Committee. They are Gbolahan Yishawu, A.A Yusuff, Yinka Ogundimu, Mojisola Lasbat Meranda, M.L Makinde, Kehinde Joseph, T.A Adewale and O.S Afinni.

    Justice Adesanya ordered the originating processes and all the accompanying processes filed by the claimant (Ambode) to be served on the defendants and subsequently fixed Wednesday October 30, 2019 for hearing of motion for interlocutory injunction.

    According to his statement of claim before the court, Ambode said contrary to deliberate misrepresentation of facts by the lawmakers, the procurement of the 820 buses was well captured in the 2018 Appropriation Law which was duly approved by the House.

    “In section 1 of the Bill, the 1st Defendant (House of Assembly) authorized the total Budget for the year 2018 to be One Trillion, Forty Six Billion, One Hundred and Twenty One Million, One Hundred and Eighty-One Thousand, Six Hundred and Eighty Naira (N1,046,121,181,680.00) comprising the sum of Three Hundred and Forty Seven Billion, Thirty-Eighty Million, Nine Hundred and Thirty-Eight Thousand, Eight-Hundred and Seventy-Two Naira (N347,038,938,872.00) only and Six Hundred and Ninety-Nine Billion, Eighty-Two Million, Two Hundred and Forty-Two Thousand, Eight Hundred and Eighty Naira (N699,082,242,808.00) only as the Recurrent and Capital Expenditures respectively.

    “Part of the items authorized by the Bill under Capital Expenditure was: “LAGBUS Public Transport Infrastructure (MEPB); Part financing of 820 buses” which was item 8 under schedule 1- Part C of the Bill,” the former Governor averred.

    He added that having prescribed the manner of withdrawal of funds in sections 3 and 4 of the 2018 Appropriation Law, it was unconstitutional for the House to attach another condition in section 9 of the law for further approval to be sought before incurring any expenditure on the purchase of the buses.

    Highlighting the specific breach of his constitutional rights to fair hearing by the House, the former Governor said on August 27, 2019 during proceedings of the Assembly, some lawmakers thoroughly vilified and disparaged him as having purchased the buses without budgetary approval and that the procurement was a waste of public funds, while at the end of the proceedings, the House resolved to constitute an Ad Hoc Committee to probe the procurement.

    He said it was surprising that the very lawmakers who contributed actively in vilifying, disparaging and denigrating him constituted the bulk of the members of the Committee, which was a clear derogation of his right to fair hearing.

    Ambode added that in continuation of deliberate misrepresentation of facts of the issue, the House falsely claimed that an invitation had been extended to him to appear before the Committee but that he failed to honour the said invitation.

    “On Thursday 10th October, 2019, the 4th and 5th Defendants (Mojeed and Yishawu) who are Chairman and member of the Committee respectively set up by the 1st Defendant pursuant to the provisions of section 129 of the Constitution again raised on the floor of the House an allegation that the Claimant (Ambode) was invited to appear before the Committee but that he failed to do so whereupon the 2nd Defendant (Speaker) ruled that a warrant of arrest would be issued against the Claimant if he refuses to appear before the Committee.

    “The Claimant states that no letter of invitation was delivered to him before the 4th and 5th Defendants made the false allegation against the Claimant which was widely reported by various national Newspapers in the country.

    “Further to the foregoing paragraphs, the 1st Defendant had also invited some of the former Commissioners who served under my Government to appear before the 1st Defendant on Tuesday 15th October 2019. These included former Commissioners for Energy, Agriculture and Economic Planning and Budget respectively amongst others.

    “After the proceedings of the Committee on 15th October 2019, the 1st Defendant represented to the public that the former Commissioners that appeared before it had indicted me in their testimonies. The information was widely published by National newspapers on Wednesday 16th October 2019.

    “Contrary to the information made to the public by the 1st Defendant, the said former Commissioners for Energy and Economic Planning and Budget who were represented by the 1st Defendant to have indicted me, made public statements on Thursday 17th October 2019 denying that they ever indicted me in their testimonies before the Committee. The denials were widely published by online newspapers on Thursday 17th October 2019 and national newspapers on Friday 18th October 2019.

    “The 1st Defendant falsely represented to the public that the said Commissioners indicted me in their testimonies before the Committee so as to justify my indictment by the 1st Defendant which indictment members of the 1st Defendant had hitherto threatened to carry out,” Ambode averred.

    He added that the House Committee and indeed the entire members of the House had already adjudged him as having committed wastage of public fund by the procurement of the buses in question and had also already determined that the procurement was done by him as opposed to the State Government.

    He said it was obvious that the lawmakers were totally biased against him having regard to their pronouncements on the floor of the House by reason of which he believes that his right to fair hearing as guaranteed by the Constitution had been seriously compromised by the defendants.

    He is, therefore, seeking among others, the court’s declaration that the power of the House to pass a resolution under section 128(1) of the Constitution to cause an inquiry into his conduct as Governor is subject to right to fair hearing as guaranteed by section 36(1) of the Constitution.

    He also wants a declaration that the Resolution of the House setting up a 9-Man Committee comprising of the 4th-12th Defendants to investigate all transactions in respect of the 820 Buses said by the defendants to have been procured by him derogates from his right as guaranteed by section 36(1) of the Constitution and therefore is unconstitutional, null and void.

    Other claims are: “A DECLARATION that having regard to the provisions of sections 1, 2, 3 and 4 of the Appropriation Law of Lagos State 2018, sections 8 and 9 of the Law which required the approval of the House of Assembly of Lagos State before certain expenditure of money is incurred by the Executive Branch of the State is not in accord with any provision of the Constitution and accordingly is unconstitutional, null and void.

    “A DECLARATION that it is not lawful for the Defendants to represent or continue to represent to the Public that the Claimant, AKINWUNMI AMBODE, procured 820 buses in breach of budgetary approval.

    “A DECLARATION that the powers of the 1st Defendant under sections 103, 128 and 129 of the Constitution of the Federal Republic of Nigeria, 1999 as amended does not include power to indict the Claimant as contemplated by sections 66(1)(h), 137(1)i and 182(1)i of the Constitution of the Federal Republic of Nigeria 1999, as amended.

    “AN INJUNCTION restraining the Defendants whether by themselves, their servants, agents and or representatives from compelling the Claimant, in any manner whatsoever, to appear before the Defendants pursuant to the Resolution passed by the Defendants on 27th August 2019 or any other Resolution passed in respect of the subject matter of this Suit.

    “AN INJUNCTION restraining the Defendants whether by themselves, their servants, agents and or representatives from representing or continue to represent to the Public that the Claimant, AKINWUNMI AMBODE, procured 820 buses in breach of budgetary approval.”
