Electricity: Lagos govt moves to end estimated billing

The Lagos State Government has promised to bring an end to estimated electricity billing  to relieve residents suffering  inflated electricity charges.

The government also promised  to tackle other challenges plaguing the state’s energy sector.

Gov. Babajide Sanwo-Olu made the promise at the Lagos Commodities and Futures Exchange Meeting held at the Muson Centre, Onikan, Lagos, on Friday.

The meeting had the theme: “Building a Competitive Electricity Marketplace: Strategies to Attract Investments and Boost Confidence in the Lagos Electricity Market Using the Capital Market”.

The governor was represented by his Deputy, Dr Obafemi Hamzat.

Sanwo-Olu re-affirmed his administration’s commitment to ensuring that Lagos would become a model for electricity market transformation in Africa.

He emphasised the importance of creating a competitive, reliable and investor-friendly electricity market.

According to him, the essence is to make sure that everybody has power and reduces the amount of money spent on generators.

“By so doing, the environment is clean.  It is a win-win situation for all,” he said.

The governor said that, to achieve the goal, the state government was implementing policies to encourage private sector participation.

He added that the state would improve regulatory oversight and build investor confidence in the Lagos electricity market.

Sanwo-Olu added that the government was committed to creating an enabling environment which would encourage investments in power infrastructure and renewable energy solutions.

The governor said that, with the Lagos State Electricity Law in place, the government was  taking decisive steps to decentralise power generation order to achieve transformation in the sector.

He added that such would boost private sector participation and foster a more dynamic and efficient energy marketplace.

“We will introduce new meters to eliminate estimated billing and provide accurate electricity charges.

“We will leverage the capital market to finance large-scale energy projects through instruments such as energy bonds, power purchase agreements, and electricity derivatives,” he said.

Sanwo-Olu urged financial institutions, investors, policymakers and other stakeholders to work collaboratively in leveraging the capital market for energy sector growth.

He said: “By implementing these strategies, our aim is to build a competitive, reliable and sustainable electricity marketplace that serves the needs of the people and businesses.”

Earlier, Mr Biodun Ogunleye, the state Commissioner for Energy and Mineral Resources, unveiled plans to revolutionise the state’s energy sector.

Ogunleye said that the Clean Lagos Electricity Market initiative was designed to eradicate blackouts across the state.

Ogunleye outlined a multi-step approach, including establishment of robust market institutions, to achieve the goal.

The commissioner noted the need to deploy cutting-edge tools, enhance value chain delivery capacity and attract new investments.

According to him, a key component of the strategy is construction of five energy hubs  aimed at significantly boosting power  capacity.

Ogunleye emphasised the importance of collaboration among the government, the private sector, individuals and other stakeholders to ensure equitable power distribution across geographical areas and demographics.

“The state government is committed to ensuring that power capacity goes up drastically in the state as the government is building a total of five energy hubs.

“We, therefore, call on the private sector, individuals and  other stakeholders to support the government in its bid to create and ensure that power supply is well-distributed irrespective of geographical areas,” he said.

Dr Emomotimi Agama, Director-General, Securities and Exchange Commission (SEC), said the collaboration among capital market operators, government agencies and development finance institutions was crucial for unlocking the full potential of market-based financing for the power sector.

He was represented by the organisation’s Executive Commissioner, Operations, Mr Bola Ajomale.

He urged  regulators, policymakers, investors, market operators and other stakeholders to deepen  collaboration and leverage the capital market as a catalyst for transforming Nigeria’s electricity sector.

Agama gave the assurance that SEC would continue to implement policies which would foster a stable and efficient market, ensuring that investors and issuers would operate in a well-regulated and secure environment.

Lagos Assembly confirms DSS release of lawmakers

The Lagos State House of Assembly has confirmed that the Department of State Security (DSS) has released the detained lawmakers after hours of interrogation over the speakership crisis.

The Chairman, Ad Hoc Committee on Information, Mr Stephen Ogundipe, confirmed the development in Lagos on Thursday.

Two lawmakers, Lanre Afinni (Lagos Island 2) and Sylvester Ogunkelu, were detained on Thursday morning by DSS officials in the state.

The lawmakers were interrogated over the removal of former Speaker Mudashiru Obasa, who was ousted by a majority of members on Jan. 13 and replaced by Mojisola Meranda.

They were allegedly detained for breaking into a House store where the mace was kept, enabling lawmakers to sit and impeach the former speaker.

In solidarity, Deputy Speaker Mojeed Fatai and other members stormed the DSS office to secure their colleagues’ release.

Confirming the development, Ogundipe told NAN that all detained lawmakers had now regained their freedom.

He said the Assembly reaffirmed that Obasa’s removal was legal and constitutional, following due process.

“Today, members of the Lagos Assembly honoured an invitation from the Lagos DSS Command in Shangisha. We provided insights into the removal of the ex-speaker.

“At the DSS office, we reaffirmed our commitment to upholding constitutional governance following his removal.

“The decision followed the 1999 Constitution and the Powers and Privileges Act, which empower the Assembly to regulate its internal proceedings without interference.

“Sections 92 and 96 outline the process for electing and removing the Speaker, and we adhered to due process.

“It is public knowledge that legislative autonomy allows state assemblies to conduct their business freely within designated chambers,” he said.

Ogundipe insisted that the former speaker’s removal was democratic and met the required legal majority.

He said any challenge to this lawful action undermines the constitutional authority granted to the Assembly.

The Assembly, he emphasised, exercised its constitutional duty in the best interest of Lagos residents.

Ogundipe commended the DSS for its professionalism, especially the Lagos Command Director, for ensuring a smooth engagement.

He said the invitation allowed them to present their account of events in a professional and comfortable environment.

He also reiterated the Assembly’s commitment to legislative duties that serve people of Lagos and ensure effective governance.

Ogundipe urged all stakeholders, including the executive and the public, to respect legislative proceedings and avoid undue interference.

  • Tight security as new Lagos Speaker moves into Obasa’s office

Tight security as new Lagos Speaker moves into Obasa’s office

Lagos State House of Assembly on Monday witnessed a significant shift in leadership, as the new Speaker of the House, Mojisola Meranda officially moved into the Speaker’s office amidst members’ support.

Meranda was accompanied by members of the assembly to the complex in a show of solidarity and support, a development following the impeachment of the former Speaker, Mudashiru Obasa, on Jan. 13, even though he had, on Saturday, described his removal as unconstitutional and laid claim to the office.

However, in spite of his insistence on being the speaker, Obasa was conspicuously absent from the assembly on Monday, amidst tight security to forestall any breakdown of law and order.

Meranda’s assumption of office witnessed a warm reception from her colleagues who had since accepted her leadership and rallied round her.

Members were seen following the speaker to her office, signaling a collective endorsement of the new leadership.

The absence of Obasa, who had promised to resume duties on Monday, has raised questions about his next step.

The atmosphere at the assembly complex on Monday reflected the lawmakers’ readiness to help pull through Meranda’s resolve to maintain stability and uphold legislative duties after the change of leadership.

Members were seen taking pictures with the speaker, while the acting Clerk equally joined in the celebrations.

    Tight security at Lagos Assembly…

It was obeserved that security was unusually tight on Monday morning at the Lagos State House of Assembly ahead of the day’s plenary.

A large number of security operatives were sighted at strategic positions at the assembly complex very early in the day.

The security operatives included officers of the Nigeria Police Force, the Department of State Services and the Nigeria Security and Civil Defence Corps.

A correspondent, who was at the assembly, reports that vehicular and commuter movements were restricted while there was a heavy stop and search at each entrance to the assembly to forestall any breakdown of law and order.

Visitors, journalists and staff members with no means of proper identification were not allowed to the assembly ahead of the plenary at 11.00 a.m.

The office of the acting Clerk had, on Sunday, advised staff members and legislators’ aides to come to the complex with a means of identification.

“Regarding management directives, all staff members and legislators’ aides must present valid identity cards to access the House premises. Please remember that entry will be denied to anyone without a valid identity card,” the short notice read.

The situation at the Assembly complex came in the aftermath of the removal of the former speaker, Mr Mudashiru Obasa, who on Saturday in his first reaction, faulted the process and insisted that he remained the speaker.

Obasa, who had yet to attend plenary since his removal, spoke while addressing his supporters in Lagos.

He was removed by 32 of 40 lawmakers on Jan. 13 over alleged high-handedness, lateness to plenary and abuse of office and was immediately replaced by his deputy, Mojisola Meranda.

  • Lagos to begin removal of illegal stalls after 48hrs

Lagos to begin removal of illegal stalls after 48hrs

The Lagos State Ministry of Environment, says it will begin full removal of illegal stalls impeding public infrastructures after serving a 48-hour notice.

The Commissioner for Environment, Mr Tokunbo Wahab, said this while speaking with journalists after an inspection tour to the Oke Arin area on the Lagos Island and its environs on Sunday.

The ministry had given a 48-hour ultimatum to traders operating under the Apogbon bridge  and illegal stall owners operating on the drainage setback.

The notice which ended on Saturday was aimed at ensuring the traders vacate the illegal stall, preparatory to the commencement of urban regeneration of the Lagos Island.

“What we came to do this morning is to ascertain the level of compliance with respect to the notices issued on Thursday.

“We have served all the notices, and statutorily, we have fulfilled what we were required to do by the law. By Tuesday, we will start the full removal of all those extensions impeding the public infrastructure within the system here,” he said.

Wahab, who was displeased with the way contractors put their building materials on the road, said the buildings would be sealed until the materials are removed from the road and infrastructure.

“Now, we also noticed people are just taking the laws into their hands. They will put their building materials alongside their mixers with cement  on a constructed drainage and the road.

“The next few weeks, the road will be destroyed, and they will be the ones who will be calling out the government for not doing the right thing.

“So, we have said that for you to even put your material on this infrastructure, kindly seal off the place. Let them cart away their materials, then we will unseal them, like we said, on Thursday,” he said.

He reiterated that enforcement would start on Tuesday, adding that the inspection was to ensure all notices were served.

“For us, enforcement will start on Tuesday. We just came to see and be sure that we have served all the notices. Those to be taped up, we have done just that, and it is time to go. It is not about emotions or sentiments, it is about doing the right thing,”he said.

  • Lagos lawmaker faults Obasa’s claim to remain as Speaker

Lagos lawmaker faults Obasa’s claim to remain as Speaker

A lawmaker, Mr Stephen Ogundipe, has disputed the former speaker of the Lagos State House of Assembly, Mudashiru Obasa’s, claim to remain as speaker.

The lawmaker said Obasa was removed by the majority of members. Ogundipe, the former Chairman of the Committee on Information, stated this in Lagos on Saturday.

Obasa faulted his removal by lawmakers on Saturday at his residence in Ikeja. Insisting he remained the speaker. Obasa stated:

“My status in the house? I believe strongly I am still the speaker until the right thing has been done. If you want to remove me, remove me the proper way, and I will not contest it.”

In response, Ogundipe said Obasa’s removal followed due process, warning that any attempt by Obasa to cause unrest would be resisted by the majority of members who unanimously elected Mojisola Meranda.

Ogundipe emphasised that over two-thirds of the Lagos Assembly members were united behind the new Speaker.

He noted that it was unparliamentary for Obasa to continue claiming the speakership after being constitutionally removed.

He stated: “The position of the House remains the same, and nothing has changed. The position being canvassed by former Speaker, Mudashiru Obasa, is uncalled for and unparliamentary.

“The majority of members elected Obasa as Speaker for the 10th Assembly and we also at the said Plenary took majority decision to remove him and stand by the new speaker. So, nothing has changed.

“All members were elected from their various constituencies across the state and we all have the inalienable rights under the necessary Statutory orders to remove their Principal officers, including the speaker.”

Ogundipe appealed to Obasa to maintain peace and harmony, as his current stance could lead to unrest and not yield positive results.

According to Ogundipe, peace is what we want in Lagos, and peace is what people of Lagos will achieve.
