FG directs houses, land owners in Lagos to pay ground rent

The Minister of Housing and Urban Development, Mr Ahmed Dangiwa, on Friday, urged owners of Federal Government owned lands and houses in Lagos State to remit their ground rent to the government’s coffer.

Dangiwa said this during a stakeholder- citizens engagement on land administration and a physical assessment of Banana Island, Osborne Phase one and two, Park view/ Foreshore estates and shorelines.

He said that the ministry planned to optimise its revenue collections by ensuring that all the occupiers of Federal Government’s asset pay their ground rent to enable it improve on the facilities.

According to him, while the Federal Government is committed to renovating, safeguarding and optimising the value of its assets nationwide, it will also enforce strict compliance to its land and estates administration laws.

Dangiwa said that the Ministry of Housing under the Renewed Hope Agenda of President Bola Tinubu, had resolved to restore order in federal land and asset management.

“The Ministry is resolved to ensure strict adherence to the provisions of the law regarding the control and administration of its assets to maintain order,” he said.

The minister directed the estate associations to stay within their limits, noting that they have the right to collect facility management fees based on agreement with the occupants of the estates.

He warned that whatever the occupants agreed to pay should be used to maintain the estates in terms of electricity, roads and all other facilities they use in the estate.

“This is known to be the facility management fees which all estates usually charge in order to maintain the estate, but they should not go beyond that to collecting ground rent from the occupants.

“The ground rent is meant for the Federal Government.

“If they are collecting it on our behalf, they should remit it fully, otherwise we are going to engage our own staff to do it or engage consultants to do so on our behalf,”he said.

On the need for collaboration between the ministry and the Lagos state government in resolving land disputes, the minister said that both parties had agreed to form a joint committee.

He said that the committee was expected to resolve longstanding land issues and foster a coordinated approach to land administration across the state.

He said that the federal and Lagos state governments were in talks to harmonise payment of tax on its assets and land administration, to address double taxation on owners of the Federal Government estates and lands.

“We are one government, and it is vital that we work as partners to ensure effective administration of Federal Government assets.

“Proper coordination will prevent exploitation by third parties and ensure compliance with the law,”he said.

Dangiwa said that the stakeholder engagement on land administration provided an opportunity to share insights and contribute to the Federal Government’s strategy for sustainable urban development.

He also said that the interactive session was a critical step toward improving land administration in Lagos, and delivering on the ministry’s promise of affordable housing and urban development for all Nigerians.

He said the ministry was ready to address the myriad challenges affecting the estate and land owners, having understood their needs, concerns and areas for improvement.

The Minister expressed concern over the poor condition of federal assets and uncompleted housing projects, vowing to expedite their renovation, upgrade, and completion.

“We have resolved to optimise these facilities and put them to good use so that they can provide value to the government and Nigerians.

“Our aim is to fast-track the completion of housing projects to increase the stock of affordable housing for Nigerians in Lagos,”he said.

According to him, plans are underway to transform the Ministry of Housing field offices into modern, functional workspaces to boost staff productivity and enhance operational efficiency in Lagos.

Addressing irregular developments along the Lagos shoreline, Dangiwa reiterated the Federal Government’s authority over shoreline titles.

He warned developers who failed to comply with legal requirements of appropriate sanction.

“To curb these practices, the ministry issued a one-month ultimatum for all developers on shorelines to regularise their papers or risk having their properties revoked and demolished.

“We have observed numerous haphazard developments along the shoreline, where people have reclaimed and built on land without proper clearance or authorisation. This is unacceptable,” Dangiwa said.

Recall that in 2021, Shina Peters was ordained as a Bishop at Cherubim and Seraphim Church of God, in Iju area of Lagos State.

The musician, while speaking with NAN in Lagos State, said that the leadership of the church received divine instruction on his ordination.

He said the instruction which was divinely delivered to the leadership of the church came years before he accepted the ordination.

He said: “The Almighty God said that I should be made the first bishop in the Cherubim and Seraphim Church of God. He told the leaders of the church.

“God said this is because I am the only musician who has been consistent in using the hymns in my music and performances, and with this, I have won many souls for Christ.

“You know my music is usually taken from the hymns. And I tried to dodge the ordination for a while, until God finally got me arrested.”

Speaking about his career, Peters expressed satisfaction over his growth and appreciated God for guiding him through the years.

“I am fulfilled, I am contented. The only thing I always ask my creator for now is to keep me more enlightened in His word and the grace to get closer to Him.

“There is absolutely nothing I want to ask again than to continue to give thanks to God for my achievements so far, by His grace.

  • FG issues ultimatum to Lagos shoreline developers

FG issues ultimatum to Lagos shoreline developers

The Federal Government has given a one-month ultimatum to developers along the Lagos shoreline to regularise their activities or face revocation and demolition.

This is contained in a statement by Mr Salisu Haiba, Director of Press and Public Relations, Ministry of Housing and Urban Development, on Thursday in Abuja.

The Minister of Housing and Urban Development, Ahmed Dangiwa, issued the warning following an inspection visit to the Lagos Lagoon Estates and shoreline front.

According to the minister, developments along the Lagos shoreline must comply with existing laws and regulations to ensure orderliness.

He added that his meeting with the Lagos State Governor led to an agreement for both the Federal and State governments to collaborate on ensuring disciplined development in the area.

“The Federal Government is taking stock of its assets and landed properties to ensure proper documentation across the country,” Dangiwa stated.

Dangiwa also expressed concern over the state of the shoreline, describing it as “alarming” after touring the Lagos Lagoon area.

He noted that the shoreline was littered with irregular developments, where areas had been carved, sand-filled, and built upon without first obtaining the necessary Federal Government title and documentation.

“There is no room for haphazard developments on the Lagos shoreline,” he emphasised.

He further explained that the Federal Government, through the Ministry of Housing and Urban Development, holds the authority to issue and administer titles on shorelines, as stipulated in the Land (Title Vesting) Act of 1975 and the Nigeria Inland Waterways Authority (NIWA).

According to him, while the State Government controls physical development, NIWA grants permits for dredging along the shoreline.

The minister reiterated that the Federal Government would not tolerate irregular activities and haphazard developments, which led to the ultimatum.

Other Federal Government sites inspected by the minister in Lagos included the Ogbogbo Housing Project in Ikorodu and the Ikorodu Low-Cost Housing sites.

  • Plans to reduce cars on Lagos roads revealed

Plans to reduce cars on Lagos roads revealed

The Lagos State Government on Wednesday reiterated its commitment to creating an eco-friendly state with fewer cars on the roads in the future.

Mr Oluwaseun Osiyemi, Lagos State Commissioner for Transportation, said this during a presentation at the closing of the fifth Lagos Real Estate Marketplace Conference and Exhibitions in Lagos.

Osiyemi said that the commitment is in line with the T.H.E.M.E.S Agenda of Gov. Babajide  Sanwo-Olu’s led administration.

He expressed concern that traffic congestion costs the state trillions of naira in deficits annually.

According to him, the current reliance on road transportation, which accounts for 90 per cent of travel in Lagos, is unacceptable

The commissioner noted that water and rail transportation account for only two per cent of the means of transportation, highlighting their gross underutilisation.

Osiyemi emphasised that every sector in the state must be robust enough to contribute significantly to the wellbeing of its residents, as Lagos accounts for 30 per cent of the nation’s gross domestic product.

He, however, expressed the readiness of the state to maximise the use of intermodal transportation system, to help upscale socio-economic activities in the metropolis and reduce man-hour loss to traffic.

In a panel discussion, Ms Titilayo Oshodi, Special Adviser to Gov. Sanwo-Olu on Climate Change and Circular Economy, emphasised the need for the state and its stakeholders to adopt a purposeful approach to waste management.

Oshodi highlighted the importance of a circular economy in recycling, repurposing and reusing waste effectively.

She noted that several policies were already in place in the state for managing waste, urging producers and manufacturers across various sectors to collaborate with the state government to contribute to carbon reduction efforts.

Ms Stella Okengwu, Chief Executive Officer of Winhomes, said that the current economic situation calls for housing to be built based on clear demand that aligns with people’s budgets.

Okengwu, an engineer, urged industry players to maximise solar energy options by partnering with relevant companies and offering affordable repayment plans to clients.

Mr Ndifreke Ikokpu, Co-founder of Systemap, recommended implementing an open data policy in the state’s real estate administration to enable investors and citizens to access information for informed real estate decisions.

Similarly, Mr John Oamen, Co-founder of Cutstruct, urged the state government to promote the digitisation of construction procurement.

This, he added, would enhance the efficiency and practices of the construction and real estate sectors.

Two telco armoured cable thieves arrested in Lagos

Two thieves, specialised in stealing armoured cables and selling as scrap metal for a meagre amount have been arrested in Lagos State.

TheNewsGuru.com (TNG) reports the two thieves were arrested by operatives of the Rapid Response Squad (RRS) in Lagos.

One of the thieves is the security guard of an undisclosed telecom company based in Ogba, Ikeja.

The security guard, Adebayo Afeez, 37, stole the firm’s electricity cable worth N632,000 and sold it to a scrap metal buyer for N30,000.

Afeez was arrested in the company’s (name withheld) premises after the buyer of the cable, Musbau Amodu, 32, led the operatives to the seller.

“The operatives patrolling Ogba around 4:00 a.m. on Sunday arrested Amodu with the wrapped cable for failing to satisfactorily explain how he got a 4mm armored cable measuring 100 meters and another, a 10mm cable of about 20 metres.

“Preliminary investigations revealed that Adebayo stole the cables from the company’s store before selling them to Amodu around 4:00 a.m. for N30,000 on Sunday. The cable according to the company’s source is worth N632,000.

“Investigations further revealed that they have been transacting since Adebayo was deployed to the Ogba-based company as a guard from his employing security firm. The suspects have been charged to court,” the police disclosed.

  • Lagos health workers begin 3 days strike

Lagos health workers begin 3 days strike

The coalition of health sector unions in Lagos State on Wednesday began a three-day warning strike over non-implementation of adjustments to the Consolidated Health Salary Structure (CONHESS).

The unions include the National Association of Nigeria Nurses and Midwives (NANNM), Nigeria Union of Allied Health Professionals (NUAHP), the Medical and Health Workers Union of Nigeria (MHWUN) and the Joint Health Sector Unions (JOHESU).

Oloruntoba Odumosu, Secretary of NANNM, in an interview, insisted that the strike would hold following the expiration of an ultimatum issued by the unions. Odumosu disclosed that a meeting of the union leaders with officials of the state government on Dec. 9 also ended in an impasse.

“The government officials couldn’t give us a clear timeline for the implementation of our demands and there’s no governor’s approval for the payment. We reported the feedback to the Congress, which was ongoing at our secretariat, and it unanimously voted ‘No’, insisting on proceeding with the strike,” he said.

He complained that the matter had lingered for long, in spite of numerous attempts by the unions to resolve it amicably.

“However, it has become clear that the government does not accord the issue the seriousness it deserves. Engagement on Dec. 2 with the Ministry of Establishments and Training further reinforced our concerns as the meeting failed to provide clarity on the computation method for the adjustment.

“This is particularly concerning given that Lagos state does not operate the full CONHESS structure, nor did it yield a definite timeline for payment. This is especially disheartening as adjustments have already been implemented for doctors since October 2024.

“This approach, which prioritises some segments of the health workforce while neglecting others, is divisive and undermines the collective morale of health professionals in the state,” he said.

Odumosu regretted that the government appears ‘indifferent’ to addressing their legitimate demands in spite of the critical roles played by members of the unions in ensuring the delivery of quality healthcare to Lagos residents.

“The handling of this matter has left us with no other choice but to resort to this warning strike, spanning from Dec. 11 to Dec.13.

“It is aimed at pressing home our demands for the full implementation of the CONHESS adjustment for all eligible health workers in Lagos state,” he said.

Similarly, Kamaldeen Kabiawu, State Secretary, NUAHP, decried the delayed implementation of the 25 per cent CONHESS adjustment, especially after the government approved a 35 per cent CONMESS adjustment for doctors in October 2024.

The strike will affect all state-owned health facilities – Lagos State University Teaching Hospital (LASUTH), general hospitals, and primary health centres (PHCs).

Members of the unions include nurses, midwives, pharmacists, physiotherapists, dieticians, medical laboratory scientists, optometrists and radiographers.

Others are dental therapists, medical physicists, health information managers, clinical psychologists and medical social workers.

“This initiative reflects our commitment to transforming Ikoyi into a model district that not only enhances the quality of life for its residents but also strengthens its role as a driver of Lagos’ economic prosperity,” he said.

The Special Adviser to Gov. Samwo-Olu on Infrastructure, Mr Olufemi Daramola, noted that the new roads complemented the phase one of the previously inaugurated roads, as part of a series of urban regeneration projects.

According to Daramola, each road plays a critical role in decongesting traffic and improving access across Ikoyi, known for its residential, commercial and governmental significance.

The road network has a combined length of 5.9km with drainage, earthworks, interlocking stones, streetlights and road signages.

An Ikeja Sexual Offences and Domestic Violence Court on Monday sentenced a teacher, John Osifo, to life imprisonment for defiling an eight-year-old pupil.

Delivering judgment, Justice Rahman Oshodi held that the prosecution proved the charge of defilement against Osifo beyond every reasonable doubt.

“As a teacher, you are in a position of trust that you breached.

“You did not only exploit the vulnerability of a child under your care, you also took advantage of the Covid-19 lockdown.

“Instead of showing remorse, you chose to fabricate a lie and false accusations alleging that the mother of the victim tried to seduce you.”

  • Lagos govt to pull down all unauthorised street barriers

Lagos govt to pull down all unauthorised street barriers

The Lagos State Ministry of Transportation, has said that all gates and barriers installed within Lagos metropolis without prior authorisation were illegal and would be removed.

The Commissioner for Transportation, Mr Oluwaseun Osiyemi, said this in a statement on Monday in Lagos.

Osiyemi said that any unauthorised gate or barrier should be dismantled within seven days of the announcement.

He stated that failure to comply with the rules would result in enforcement actions which would include removal and penalties, in line with existing regulations.

“The ministry of transportation has observed a surge in the installation of unauthorised gates, particularly in the Lekki axis.

“Many of these gates were erected without the necessary approvals from the ministry, while some approved gates are being mismanaged as residents fail to adhere to the established guidelines.

“This non-compliance poses significant challenges to traffic flow, emergency response access, and overall public safety.

“As such, the ministry is taking a firm stance to address this issue,” he said.

Osiyemi, said that compliance with the Lagos State Government’s policy and regulations for gates and barriers was mandatory.

According to him, gates or barriers on public roads must remain fully open for public use between 5.00 a.m. and 10.00 p.m. daily, to ensure interconnectivity and  free flow of traffic across the state.

He advised that all approved gates or barriers should be manned by security personnel engaged by the Community Development Associations (CDAs).

“However, between 10.00 p.m. and 5.00 a.m., these gates or barriers may remain closed but must be opened promptly in the event of an emergency to allow free access and exit for first responders,” he said.

Osiyemi urged all residents and CDAs to strictly comply with the laid down guidelines to foster a safe, efficient, and connected transportation network across the state.

According to him, failure to adhere to the guidelines will incur punitive measures.

“All residents in areas with gates and barriers are encouraged to ensure compliance with these regulations to maintain a safe and accessible transportation network across the state.
