    Lai Mohammed makes U-turn, denies announcing N5m hate speech fine

    Nigeria’s Minister of Information and Culture, Lai Mohammed, has denied announcing an increase in the hate speech fine to N5m despite video evidence.

    Mohammed had announced the increase in hate speech fine during the unveiling of the Reviewed Broadcasting code in August.

    Days after the announcement, the minister while featuring on a TVC programme on Friday, August 7, 2020, explained that the fine was increased to deter people willingly violating the provision to destabilise the country.

    However, Mohammed in a counter-affidavit in response to an originating motion filed to challenge the fine before a Federal High Court in Lagos by human rights lawyer, Inibehe Effiong, denied making the announcement.

    Effiong is currently challenging the fine by the National Broadcasting Commission on Nigeria Info FM.

    The radio station was fined for alleged hate speech.

    Obadiah Mailafia, former Deputy Governor of the Central Bank of Nigeria, had alleged that a Northern governor was one of the leaders of Boko Haram.

    “Paragraph 19 is denied. The 2nd defendant (Mohammed) did not announce an increment in any fine for hate speech from N500,000 to N5,000,000 or any other because there is a governmental body or institution mandated to regulate and enforce the Nigerian Broadcasting Code,” an affidavit deposed to by a Litigation Secretary at the Federal Ministry of Information and Culture, Sunday Ojobo, reads.

    The minister further stated that the constitution allows for human rights to be suspended for the sake of national interest.

    He wrote, “The constitution of the Federal Republic of Nigeria provides for derogation from fundamental rights in the interest of public safety, public order and for the purpose of protecting the rights and freedom of other persons.”

    Obianuju Udeh, popular disc jockey known as DJ Switch has lambasted Minister of Information and Culture, Lai Mohammed with no kind words.

    This is coming after the Minister described the popular DJ as a front for divisive and destructive forces.

    Lai Mohammed made the statement while speaking on the roles DJ Switch played on the alleged Lekki tollgate “massacre’’ of October 21.

    Lai Mohammed said: “even when she claimed to have authentic evidence of mass killings, surprisingly, instead of presenting whatever evidence she may have to the judicial panel of inquiry into the protest, she chose to escape from the country under the pretext that her life was in danger.

    “I ask: in danger from whom? The military has come out to say they never sought after her. To the best of our knowledge, the police never declared her wanted. Her conduct thus becomes suspect. Who is she fronting for? What is her real motive?

    “Who are her sponsors? If she has any evidence of killings, why is she not presenting it to the panel? If she was so desperate for asylum in any country, does she have to resort to blatant falsehood to tarnish the image of the country just to achieve her aim?”

    DJ Switch, who was among the #EndSARS protesters, streamed live the shooting that happened at the Lekki Tollgate Plaza in Lagos State.

    However, in replying the Minister, she tweeted, “how can a “minister of information” be so “misinformed”? The only believable thing about him, is his name…Lai”, adding “Unfortunately sir, the truth is a very stubborn thing!”

    Lekki shootings: Our reporting was carefully, meticulously researched -CNN replies FG

    Renowned Cable News Network, CNN, said its report on the alleged shooting of #EndSARS protesters by soldiers at the Lekki toll plaza on October 20, 2020, was “carefully and meticulously researched”.

    CNN stated this in a report on Thursday in response to remarks by the Nigerian Minister of Information and Culture, Lai Mohammed, that the media platform practised “irresponsible journalism” by relying on fake videos sourced from social media to produce its report.

    TheNewsGuru recalls that CNN had published an investigative report this week stating that soldiers fired live ammunition directly at protesters at the Lekki toll gate, a claim which Mohammed denied on Thursday.

    “Like everyone else, I watched the CNN report. I must tell you that it reinforces the disinformation that is going around, and it is blatantly irresponsible and a poor piece of journalistic work by a reputable international news organization,” Mohammed told reporters at a press conference in Abuja today.

    “This is very serious and CNN should be sanctioned for that,” he added.

    Reacting today in a new story titled, ‘Nigeria threatens CNN with sanctions but provides no evidence Lekki toll gate investigation is inaccurate’, the cable news network said it stand by its earlier report on the Lekki incident.

    “Our reporting was carefully and meticulously researched, and we stand by it,” CNN stated.

    It added, “The report was based on testimony from dozens of witnesses, and photos and video obtained and geolocated by CNN. It painted a picture of how members of the Nigerian army and the police shot at the crowd, killing at least one person and wounding dozens more.

     

    “CNN verified photos and videos acquired from multiple eyewitnesses and protesters using timestamps and other data from the video files. Video footage shows soldiers who appear to be shooting in the direction of protesters. And accounts from eyewitnesses established that after the army withdrew, a second round of shooting happened later in the evening.

    “Prior to publishing the report, CNN tried multiple times to elicit comment from the Nigerian army and police. A Lagos State police spokesman declined to comment because of an ongoing investigation. While a statement from the Lagos State government said that there would be no comment while a judicial tribunal was underway.”

    The Federal Government says the CNN report on the hoax Lekki Toll Gate killings is “fake, disservice to journalism profession’’ and calls for sanction against the international news organisation.

    The Minister of Information and Culture, Alhaji Lai Mohammed made the call on Thursday in Abuja at a media briefing on the EndSARS protest and its aftermath.

    The minister said the CNN goofed in its preconceived stance that the soldiers who were deployed to Lekki Toll Gate shot at protesters, killing some of them.

    He said the media outfit relied heavily on unverified and possibly-doctored videos, as well as information sourced from questionable sources, to reach its conclusion.

    “Like everyone else, I watched the CNN report and I must tell you that it reinforces the disinformation that is going round, and it is blatantly irresponsible and a poor piece of journalistic work by a reputable international news organisation.

    “CNN engaged in incredible sensationalism and did a great disservice to itself and to journalism.

    “In the first instance, CNN, which touted its report as an exclusive investigative report, sadly relied on the same videos that have been circulating on social media, without verification.

    “This is very serious and CNN should be sanctioned for that,’’ he said.

    Mohammed said the CNN reporter and cameraman were not on ground during the incidence but obtained second hand information without authentication to reach its conclusion.

    “CNN merely said the videos were ”obtained by CNN”, without saying wherefrom and whether or not it authenticated them.

    “Were CNN reporters and cameramen at the Lekki Toll Gate that evening?

    “If the answer is No, on what basis are they reporting? Relying on second or third hand information and presenting it as ”CNN Investigation”?

    “Is this what is expected from an international media organization or any serious news organization?

    “If CNN had done its investigation properly, it would have known how fake news and disinformation were trending during the EndSARS crisis.’’ he said
    The minister said the CNN failed to balance its story by showing the compelling testimony of Brig.-Gen. IbrahimTaiwo before the Judicial Panel in Lagos.

    He said the one-sided reporting was unexpected from an international and serious media organisation like the CNN.

    Besides, Mohammed said in airing its so-called investigative report, CNN forgot that it tweeted, from its verified twitter handle on Oct. 23 that the military killed 38 people when it opened fire on peaceful protesters.

    “Less than a month later, the same CNN, in what it called an EXCLUSIVE report based on a rehash of old, unverified videos, was only able to confirm that one person died in the same incident,’’ he said.

    Mohammed said the CNN could have taken cue from the BBC which did a professional report on the incidence.
    “Talking about the BBC, a reporter with the BBC’s Pidgin Service, Damilola Banjo, was at Lekki Toll Gate protest ground that night.

    “She was quoted as saying soldiers were indeed at the Toll Gate but they shot ‘’sporadically into the air’’ and not at the

    “protesters. CNN that was not at the scene reported otherwise,’’ he said.

    The minister contended that showing injured or dead protesters in videos with questionable sources is no conclusive proof that anyone was shot dead at the Lekki Toll Gate.

    “Afterall, 57 civilians died nationwide during the protest.

    “Did CNN know that? So showing a dead body or an injured protester is no conclusive proof that any protester was shot dead at the Lekki Toll Gate.

    “In its jaundiced reporting, CNN was blind to the fact that six soldiers and 37 policemen were killed in unprovoked attacks.

    “Obviously, CNN did not consider the security agents. human enough.

    “Conveniently, CNN, in its ‘investigation’, was blind to the wanton destruction of property in Lagos and across the country,’’ he said.

    The minister said the CNN was also blind to the burning of police stations and vehicles all over the country.

    He said the media outfit, rather. went to town with unverified social media footages, in its desperation to prove that people were killed at the Lekki Toll Gate.

    The minister insisted that the military did not shoot at protesters at Lekki Toll Gate rather they fired blank ammunition in the air.

    He challenged anybody who knows anyone that was killed at Lekki Toll Gate to head to the Judicial Panel with conclusive evidence of such.

    The minister who was addressing the media on the #EndSARS protest and its aftermath said DJ Switch was one of the purveyors of fake news and disinformation during and after the #EndSARS protest.

    DJ Switch, who was among the #EndSARS protesters, streamed live the purported shooting at the Lekki tollgate plaza in Lagos.

    It was reported that the Canadian authority granted asylum to the disk jockey after she alleged threats to her life for her action.

    All heads of information agencies under the supervision of the Ministry of Information and Culture, including the Managing Director of the News Agency of Nigeria, Mr Buki Ponle were at the media briefing.

    FG is addressing job creation for youths – Lai Mohammed

    The Minister of Information and Culture, Alhaji Lai Mohammed, on Sunday in Lagos said that the Federal Government will continue to address the issue of job creation for the youth.

    Mohammed said this while speaking with newsmen on the sideline of the meeting of governors, ministers and traditional rulers of South-West states following the EndSARS protest mayhem.

    The News Agency of Nigeria (NAN) reports that the one-day meeting was also attended by a Presidential delegation, led by the Chief of Staff, Prof. Ibrahim Gambari.

    He said that the government would continue to engage the youths and address the issue of poverty alleviation.

    “It is not as if the government has not been addressing the issue of unemployment. The newly launched funds by the government was actually aimed at creating job opportunities.

    “What the government has done so far is to provide platforms where businesses can thrive,´´ the minister said.

    Mohammed said that the purpose of the South-West meeting was to allow governors and other political leaders in the South-West to interact.

    He also said that the federal government delegation used the moment to commiserate with the Lagos State Government following the attack it suffered recently in the EndSARS protest mayhem.

    “It was a peaceful meeting and it was agreed that the state and the federal government response to the initial demand of the EndSARS protest was appropriate,´´ the minister said.

    He said that the government would continue to invest in the development of human capacity, with more implementation of economic policies that will engender development and building of more public infrastructure that would empower the teeming youths.

    Earlier at the meeting, the South-West traditional rulers blamed politicians for the EndSARS protest mayhem witnessed in the region in the last few weeks.

    The monarchs expressed disappointment at the manner politicians had turned politics into money induced venture at the expense of the interest of the youth.

    They opined that high rate of unemployment among youths caused the agitation in the EndSARS protest.

    “The governors have taken the right steps with this meeting. However, they have been far away from we monarchs. You should not wait till election days before you reach out to us. This type of meeting should come regularly.

    “We know the good and the bad in our communities but we are under-utilised,´´ Ooni of Ife, Oba Enitan Ogunwusi, said.

    In his reaction, the Alaafin of Oyo, Oba Lamidi Adeyemi, said the destruction had put the region in a complex situation.

    “It is a complex and complicated matter. Our children are jobless and many are hungry. The problems are too much for the states.

    “The states are not independent. The structure we run in Nigeria cannot allow state governors to do much for their states,´´ he said.

    The Oluigbo of Ugbo, Oba Akinruntan Obateru, urged the Inspector General of Police to conduct detailed investigation into the incident and fish out those behind the protest.

    The Oba of Lagos, Oba Rilwan Akiolu said that “truth is very bitter,´´ noting that majority of the problems were caused by politicians.

    “The power with the federal government is too much. The security architecture of the country needs to be restructured.

    “The problem we have in Lagos is security and unemployment. The youths have to be looked after. What happened is pure case of security breach. The entire system needs reformation,´´ Akiolu said. (

    Lai Mohammed reveals outcome of meeting with South-East leaders

    The Minister of Information and Culture, Lai Mohammed has described as “extremely fruitful“ the meeting which a presidential team had with leaders and stakeholders of the South-East.

    “The meeting of the presidential delegation with South-East leaders was very useful,” Mohammed said on Sunday in Enugu.

    The delegation, led by Prof. Ibrahim Gambari, Chief of Staff to President Muhammadu Buhari, met for more than eight hours in Enugu with selected South-East leaders.

    Mohammed said that it was quite instructive that all the groups which took part in the meeting believed in the unity and oneness of the country, pointing out that they clearly spelt out this in their presentations.

    “We listened clearly and carefully to all the positions and demands and we are going back to report directly to President Buhari,’’ the minister told NAN.

    He noted that the Federal Government had been spreading development and infrastructure to all parts of the country, simultaneously and equitably.

    “We want the South-East people to be confident that the Federal Government is spreading development and infrastructure to all parts of the country equitably and will never marginalise any zone in the ongoing development and infrastructure agenda.

    “This is what I want to assure Nigerians living in the South-East,’’ Mohammed noted.

    According to the minister, when the team gets back to Abuja it will see what can be done immediately concerning some of the positions and demands made by the South-East leaders.

    The presidential delegation met with South-East governors, statesmen, elders, religious and traditional leaders, as well as market women and youth leaders.

    Apart from the Mohammed and Gambari, other members of the presidential delegation were the Inspector-General of Police, Mr Mohammad Adamu; the Minister of Labour and Productivity, Dr Chris Ngige, the Minister of Science and Technology, Dr Ogbonnaya Onu and the Minister of Foreign Affairs, Mr Geoffrey Onyeama.

    The Minister of State for Trade and Investment, Dr Uchenna Ogah, the Minister of State for Education, Dr Chukwuemeka Nwajiuba and the Minister of State for Environment Sharon Ikeazor.

    Minister of Information and Culture, Lai Mohammed, on Friday, appealed to Nigerians to bear with the regime of the President, Muhammadu Buhari in its quest to deliver the much-needed change it promised Nigerians in 2015.

    Mohammed, who spoke in Ilorin, the Kwara State capital, urged Nigerians yet to feel the impacts of the regime to give it some time.

    Buhari had directed all his cabinet members to return to their respective states and interact with the people over the #EndSARS protests and what the government had done.

    The minister said, “If we have not done enough or we have not touched everybody, we appeal that you please bear with us.

    “In the first instance, what we have is less than 60 per cent of the revenue that was available to other governments that came before us.

    “We all know what we suffered during COVID 19, and as we are just trying to recover from this we also face another crisis.

    “We appeal that you should please assist the government and be patient.

    “This government is dedicated to serving the people and we will continue to try our best to do so

    “I thank you all for your perseverance, understanding and patience.”

    Mohammed said the government initiated N75 billion National Youth Investment Fund aimed at providing opportunities for the youths.

    He said the Fund is part of the N2.3 trillion Economic Sustainability Plan to cushion the effects of the COVID-19 pandemic on most vulnerable Micro Small Medium Enterprises across the country.

    The meeting was also attended by the state governor, Abdulrazaq Abdulrahman, Speaker of the state House of Assembly, Yakubu Danladi; the Emir of Ilorin, HRH Sulu Gambari; and other traditional rulers, youths representatives, market leaders, amongst others.

    Earlier, Abdulrazaq prayed for the peace, unity and stability of the country.

    In his contribution, the Emir of Ilorin said he was concerned about the lingering strike by the Academic Staff Union of Universities affecting the children of the poor who could not send their children abroad and to private universities to study.

    The Chairman of ASUU in the University of Ilorin, Moyosore Ajao, called on the government to settle the lingering crisis for students to return to schools.

    President Muhammadu Buhari on Friday appealed to Nigerians yet to feel the impacts of his Administration and those who feel the government is not doing enough to bear with the government.

    The President made the appeal in Ilorin at a town hall meeting with the traditional rulers, youths, students, organised labour, market women and other stakeholders on the #EndSARS protest and its aftermath.

    Recall the President had directed all his cabinet ministers to go to their respective states and interact with the people over the protest and what the government had done.

    The Kwara state meeting hosted in Ilorin by the Minister of Information and Culture, Alhaji Lai Mohammed was attended by the state Governor Abdulrazaq Abdulrahman.

    Speaker of the state House of Assembly Hon. Yakubu Danladi, Emir of Ilorin, HRH Sulu Gambari and other traditional rulers, representatives of market women, traders and other stakeholders attended the event.

    In the President message delivered by the minister, he said the Administration has the interest of the youths and the people in general at heart and has been doing a lot to touch their lives.

    The president said the government is constraint by the dwindling resources occasioned by the impact of COVID 19 which also affected the global economy.

    “If we have not done enough or we have not touch everybody, we appeal that you please bear with us.

    “We all know what we suffered during COVID 19, and as we are just trying to recover from this we also face another crisis.

    The president said the administration has many initiatives targeted at creating jobs for the youths and alleviating poverty among women and vulnerable groups.

    He said the government initiated N75 billion National Youth Investment Fund (NYIF) aimed at providing opportunities for the youths.

    He said the Fund is part of the N2.3 trillion Economic Sustainability Plan to cushion the effects of the COVID-19 pandemic on most vulnerable Micro Small Medium Enterprises (MSMEs) across the country.

    He also listed MSMEs Survival Fund as part of the administration’s initiative at jobs sustainability.

    He said the Fund is a cluster of grants to support MSMEs to meet their payroll obligations and safeguard MSMEs jobs from the shock of COVID-19 pandemic.

    The President said other initiatives targeted at the youths included N-POWER which had engaged 500,000 beneficiaries with 400,000 more in December.

    He said 10,000 youths had been trained and benefitted under N-TECH and N-AGRO respectively.

    The president said the federal government FINTECH created enabling environment for growth of businesses that use technology to enhance or automate financial services and processes.

    He said over two million farmers, traders, mostly youths were empowered under FARMERMONI, TRADERMONI and MARKETMONI.

    The president said over 500,000 youths have also benefited from the Graduate Internship Scheme which provides short-term employment graduates.

    He said 1000 farmers from each of the 774 LGAs in the country were empowered and guided under the Youth Entrepreneurship Support programme.

    Earlier, Gov. Abdulrazaq thanked the President for the initiative of directing ministers to interact with the people at the state level.

    The governor prayed for peace unity and stability of the country.

    In his contribution, the Emir of Ilorin said the town hall meeting is a good forum for the people to expressed their minds and grievances to government.

    The Emir said he was concerned about the lingering strike by the Academic Staff Union of Universities (ASUU) affecting the children of the poor who could not send their children abroad and to private universities to study.

    The traditional ruler also charged the leader to address the challenges of bad roads corruption and decay infrastructure accross the country.

    The Chairman of ASUU in University of Ilorin, Prof. Moyosore Ajao said the #EndSARS was successful largely because many frustrated University students who had stayed at home for over right months joined in the protest.

    He called on government to settle the lingering crisis for students to return to schools.

    Mrs Raliat Yusuf who spoke on behalf of women urged the government to open all borders for food items to come in and to address the problem of hunger in the country.

    Some other stakeholders who spoke at the event complaines that many of the laudable programmes of the federal government did not get to the grassroot.

    The host assured that the Federal government would address all the issues raised by the stakeholders.

    I see a better Nigeria after #EndSARS – Lai Mohammed

    The Minister of Information and Culture, Alhaji Lai Mohammed, said he envisions a better Nigeria where fundamental human rights of people will be respected after the #EndSARS protests.

    The minister, who spoke at a Special NAN Forum on Monday in Abuja, said that the vision would, however, be achievable if the protesters would give peace a chance, end the protest and allow the government to implement its unprecedented reform of the nation’s security architecture.

    The minister, who described #EndSARS as “one of the most popular and successful protests in the history of this country”, regretted that the peaceful protest with genuine demands had been hijacked by hoodlums and people with a selfish motive to destabilise the country.

    He said that the government had started the process of unprecedented reform of the Police and the entire internal security structure following the #EndSARS protest.

    “With every challenge, there is always an opportunity and the opportunity this protest has given us is to look at a more holistic approach to reforming our internal security.

    “For the first time in the history of this country, a special Police tactical unit is being formed which will be supervised not by a Police Command but a committee to be chaired by the Governor of each state with representatives of youths and Civil Society Organisations.

    “The committee chaired by the governor will have the responsibility to supervise the way the special security unit relate to the public and carry out its responsibilities.

    “The panel being put up will take complaints from the public with regards to human rights abuses; this has never happened in the history of this country,’’ he said.

    Mohammed said that following the #EndSARS protest, the government unprecedentedly has directed the setting up of a judicial panel of enquiry in each state to investigate and prosecute erring security officers that had engaged in brutality and extrajudicial killings.

    He said that it was also the first time that a government is setting up a Victim Support Fund to compensate victims of Police brutality and extrajudicial killings in the 36 states and the Federal Capital Territory.

    “In line with the new Police Act, officers to be enlisted in the new tactical Police unit will be tested psychologically and mentally to be sure that they are fit for the operations.

    “This will put a big check on Police abuse and extrajudicial killing which we have witnessed over the decades,’’ he said.

    Mohammed said that while the government is in the process of implementing all the reforms, the #EndSARS group should end the protest which had already turned violent.

    He reiterated that by giving the government the opportunity to implement the reforms, the#EndSARS group would write their names in gold as champions of reformed internal security of Nigeria.
