    LASEMA blames Ikotun pipeline leakages to activities of vandals

    Emergency responders in Lagos on Friday averted another fire outbreak in the Ikotun area of the state following pipeline leakages in the area, blaming the incident on the activities of pipeline vandals.

    “Upon arrival at the incident scene, Omoboriowo Street, Pipeline Bus Stop Igando-Ikotun Road, Igando, it was observed a very large volume of PMS was gushing out of the NNPC pipeline.

    “Further investigation revealed that the heavy flow of PMS was caused by suspected pipeline vandalism and bunkering in the early hours of Aug. 27.

    “Presently, there is no loss of life and property, serious sensitisation, public education and awareness is ongoing in the entire community.

    “This is to avoid any form of open flame and burning in order to avoid any form of explosion or any other secondary incident,” The Director-General, Lagos State Emergency Management Agency (LASEMA), Dr Olufemi Oke-Osanyintolu, said in a statement.

    He added that the entire area had become highly vulnerable due to the heavy flow of the highly flammable PMS.

    “Responders at the incident scene are LASEMA, LRU Fire, Lagos State Fire Service, NSCDC, NNPC, LASTMA and LNSC.

    “Three fire trucks are currently on ground, while the NNPC maintenance team is working to stop the flow in order to commence repairs. Operations are still ongoing,” he said.

    LASG to prosecute drivers of tanker fire

    The Lagos State Emergency Management Agency, LASEMA, says it will prosecute the drivers of articulated vehicles involved in accidents in the early hours of Thursday to serve as deterrent to other reckless drivers.

    The Agency and other emergency responders, including its national counterpart, NEMA, the Police, Lagos Fire Service, FRSC and the Lagos Neighbourhood Safety Corps responded swiftly and successful evacuated trailers and tankers involved in accidents in different locations in the State, with the two most severe of the accidents at Kirikiri in Apapa and Toyota bus stop inward Mile 2, on Oshodi-Apapa Expressway.

    Addressing newsmen at the scene of the Toyota bus stop tanker accident in the evening, LASEMA’s Director-General, Dr Fẹmi Oke-Osanyitolu said it took many hours for emergency responders to successfully dampen the fire caused by the tanker which discharged its entire 44,000 litres of Premium Motor Spirit, PMS, on the road after crashing into another tanker at about 9 o’clock in the morning.

    At some few minutes to 6 o’clock in the evening, the PMS from the tanker was still gushing on the road with men of LASEMA’s Rapid Unit diluting it with chemical to prevent further fire outbreak.

    Dr Oke-Osanyitolu stated that though no life was lost in all the incidents, but the reckless drivers must face the wrath of the law.

    “This morning, we handled four cases of trailer overturning, we will not tolerate that in Lagos State again, we are going to prosecute all of them ” Oke-Osanyitolu warned.

    Although the carcass of the tanker has been taken off the road, the LASEMA DG announced that integrity test would be conducted on the Apakun-Isolo bridge linking the Airport from Apapa – Oshodi expressway, which was badly affected by the fire as well as the newly constructed road and divider which the tanker fire damaged.

    Confirming the closure of the Bridge to traffic in the time being, the Commissioner of Police in Lagos State, Mr Hakeem Odumosu who led his men to ensure crowd control and prevent people from scooping the PMS said the road on which the accident occurred would also remain closed.

    CP Odumosu also used the occasion to caution residents who are in the habit of trooping to accident scenes to record with their phones, thereby hampering emergency responders to desist.

    “Once there’s emergency, any person there should immediately notify, we have the 767 number and all the police numbers out there, if not because of the quick response that we have here, we would have been picking dead bodies because of the velocity of PMS, once emergency happens, we want people who are not professionals to keep off, that’s the least cooperation that we want from them” CP Odumosu advised.

    Some of the eyewitnesses at the scene who are in support of the closure of the bridge and road, confirmed the recklessness of the tanker driver and also want the State government to boost the capacity of the fire service.

    The Oshodi-Apapa road inward Mile 2 was gridlocked for close to 9 hours while the emergency responders were busy with the operation.

    Love gone sour in Alausa: Court convicts DG LASEMA’s ex-girlfriend for forgery

    A Lagos High Court, sitting in the Igbosere area has convicted a civil servant, Ms Olaide Ibraheem for forging documents of a property belonging to her ex-lover, Dr Olufemi Oke-Osayintolu, the Director-General, Lagos State Emergency Management Agency (LASEMA).

    The court imposed on her a N750,000 fine or a two-year jail term.

    Ibraheem who is a top civil servant in the Lagos State Government, is the Director, Admin and Human Resources, Lagos State Office of Civic Engagement.

    She was found guilty of forging a property Deed of Assignment and forcible entry of the property which is located at No. 1, Baba Yusuf Close, Alausa, Lagos. She was however found not guilty of the third charge of criminal damage to property.

    Delivering the judgment, Justice Oluwatoyin Ipaye said that the prosecution led by Mr Akin George was able to prove via an expert witness that the deed to the property was executed in the sole name of Oke-Osanyitolu.

    She noted that the evidence presented by the defence’s expert witness was not convincing and was punctured by the prosecution during cross-examination.

    The judge said that it was visible to the naked eye that the deed presented to the court by Ibraheem was a forgery.

    Justice Ipaye also held that there was no proof that Mr Luqman Salami, the Personal Assistant (PA) to Oke-Osanyitolu directly collected funds from the defendant to purchase the property and that the evidence of the PA is accepted as convincing and relevant.

    “The offence of forgery is established beyond a reasonable doubt by the prosecution. There was no valid marriage between the defendant and the complainant and consent was not granted by the complainant to the defendant, there was forcible entry.

    “The keys to the property were not voluntarily granted to the defendant, the prosecution has proven the offence of forcible entry beyond a reasonable doubt,” she said.

    The judge, however, noted that the offence of malicious damage was not proved beyond a reasonable doubt by the prosecution due to the fact that property was undergoing renovation during the period the offences was committed.

    Convicting Ibraheem, the judge said, “the defendant is hereby found guilty on count one and count two but found not guilty on count three”.

    In his allocutus (plea for mercy), the defence counsel Mr Gbenga Ojo begged the court to temper justice with mercy noting that Ibraheem is a public servant, a grandmother and a first time offender.

    Justice Ipaye in her response wondered why the defence allowed proceedings to degenerate to the level of conviction and sentencing despite prior calls by the prosecution for mediation between the warring ex-lovers.

    The judge noted that due to the COVID-19 pandemic, a non-custodial sentence will be granted by the court to the convict (Ibraheem).

    “A fine of N750,000 is imposed on the convict which is to be paid to the Chief Registrar of the court not later than 30-days, failure of which she shall serve a prison term of two-years.

    “An Order of Restitution is hereby granted. The convict is to vacate the premises not later than 30-days failing which she shall serve two-years imprisonment,” Ipaye said.

    The judge noted that if the convict failed to pay the fine and vacate the premises, she shall serve a “cumulative sentence of four-years imprisonment”.

    The convict was arraigned on May 22, 2017 on a three-count charge of forgery, forcible entry and criminal damage to property contrary to Sections 52, 339 and 365(3) of the Criminal Law of Lagos 2015.

    During the trial, four witnesses including Oke-Osanyitolu, his personal assistant and a signature expert, testified for the prosecution.

    Six witnesses including Ibraheem, a surveyor and a police officer testified on behalf of the defence.

    During the trial, Oke-Osanyitolu in his testimony told the court that he and the defendant were former lovers and top civil servants in the employ of the Lagos State Government.

    He said that during the course of their relationship, he needed accommodation for his ailing mother and had sought Ibraheem’s help in getting accommodation.

    Oke-Sanyitolu said the defendant negotiated the purchase of the property on his behalf for N45million from the former owner, one Baba Yusuf in Kano.

    The LASEMA DG told the court that he had made instalmental payments for the property via Mr Luqman Salami, his personal assistant and that he paid a balance of N1. 5million the day the Deed of Assignment was signed.

    “Five people including the defendant, were present when the Deed was signed but only four persons- myself, the owner of the property Baba Yusuf, his son Musa Yusuf and Salami my personal assistant signed the document,”

    According to Oke-Sanyitolu, following the breakdown of their relationship, the defendant in order to unlawfully lay claim to the property, had fraudulently made another Deed of Assignment and had forged his signature on the fake document.

    He said that Ibraheem, with the aid of hoodlums, had also unlawfully broke into and took over possession of the property on September 2015.

    The LASEMA DG noted that when he reported his ex-lover’s actions to the authorities, she threatened his life and said she will show him “the power of women”.

    Ibraheem, while testifying in her defence said the property belonged to her.

    She said when she wanted to buy the property, she visited Baba Musa the former owner of the property in Kano. However, he had said due to religious reasons, he could not sell the property to a woman unless she came with her spouse.

    She said obliging the requests of Baba Musa, Oke-Sanyitolu had accompanied her to buy the property.

    The defendant in her version of events said that four persons- herself, the owner of the property, his son and Oke-Sanyitolu signed the Deed of Assignment while Salami, Oke-Sanyitolu’s personal assistant was a witness.

    She said after the end of their relationship, she got wind of the fact that Oke-Sanyitolu had procured another Deed of Assignment for the property.

    She noted that the new Deed did not contain her signature and that he was trying to register the new Deed at the Lagos State Ministry of Lands.

    One dead, 3 injured as 2 vehicles collide in Ikoyi

    One person died and three others sustained different degrees of injuries on Sunday following an accident involving two vehicles in front of Golden Gate, Ikoyi.

    Mr Nosa Okunbor, Head, Public Affairs, Lagos State Emergency Management Agency (LASEMA) confirmed this in Lagos.

    Okunbor said the accident was as a result of over-speeding by the drivers, saying, “ the vehicles ran into each other at the intersection of the road”.

    He further said that the crash involved an unregistered Ford Ranger SUV, and a Nissan SUV with registration number KD 499 GE.

    “They had a head-on collision at the traffic stop junction of the road, our investigation shows that both vehicles were on top speed.

    “One person, a man, died while three others sustained various degrees of injuries,” the LASEMA official told NAN.

    Okunbor said that two of the injured persons were attended to by the LASEMA’s paramedics before they were taken to the hospital.

    He said that the affected vehicles had been moved to a police station.

    A woman without home nor family has given birth to a bouncing baby boy under a bridge in Lagos State.

    TheNewsGuru.com (TNG) reports the Lagos State Emergency Management Agency (LASEMA) made this known on Saturday.

    Dr Olufemi Damilola Oke-Osanyintolu, DG/CEO of LASEMA said the agency ambulance team at Eti-Osa delivered Ms Blessing Emmanuel, a 35-year-old woman of the baby.

    The baby was delivered at about 4:30 p.m under the Ajah Bridge.

    “The lady, who has neither home nor family in Lagos, is from Cross River State.

    “Mother and baby are fine and have been taken to Island Maternity where they will get expert care,” Oke-Osanyintolu said.

    Two kids killed, 10 injured in Lagos building collapse

    Two children were confirmed dead and 10 others injured after a story building collapsed in Lagos on Wednesday.

    The incident occurred at 46, Gafari Balogun Street Ogudu, around 12:30pm.

    It was gathered that the building collapsed following a mudslide which was occasioned by heavy downpour in that part of the state.

    According to the Director General (DG) Lagos State Emergency Management Agency (LASEMA), Dr. Femi Oke-Osanyintolu, the two children were extricated from the rubble of the collapsed structure after residents raised alarm that they were missing.

    He said the mudslide hit the building from the rear leading to the kids- a boy and a girl- being trapped.

    Oke-Osanyintolu said all those who sustained injuries were treated on the spot and discharged, addig that the scene has been cordoned off.

    He said: “The LRT received a distress call at 12:40pm about a collapsed building at 46, Gafari Balogun Street Ogudu. On arrival at the scene by agency responders, it was observed that a building collapsed as a result of a mudslide at the rear of the building caused by heavy rainfall.

    “The agents were informed that two children, one male and one female were trapped and immediately commenced a search and rescue operation.

    “Unfortunately, they were found dead and their remains have been transported to the mortuary. Ten people sustained injuries and were treated on the spot. Integrity test will be carried out on the remainder of the building which has now been cordoned off.”

    He said LASEMA officials also responded to a distress call at Ibiye Bus Stop, Morogbo along Lagos-Badagry Expressway where a tanker laden with kerosene fell and spilled its content.

    The 45,000 capacity tanker was said to have blocked the road causing standstill of motor traffic along the busy road with fears of a fire outbreak should there be a trigger.

    The DG said his men were quickly deployed to the scene where an empty tanker and tow truck were brought in to transload the kerosene and take the fallen truck off the road respectively.

    3-storey building collapses in Lagos

    Dr Olufemi Oke-Osanyintolu, the Director-General, Lagos State Emergency Management Agency (LASEMA), on Monday confirmed the partial collapse of a three-storey building situated at No.6 Olonode Str., Ebute Metta in Lagos.

    Oke-Osanyintolu told News Agency of Nigeria (NAN) that after evacuating all the residents, preliminary report on the collapsed building showed that it had been “severely distressed with the reinforcement’’.

    He said that the building having corroded had visible cracks on the walls and pillars due to lack of maintenance.

    Oke-Osanyintolu further revealed that all the slabs of the building were weak, making part of it to collapse at about 9 a.m. on Monday.

    He said that there was neither loss of life nor injury.

    Oke-Osanyintolu said that LASEMA experts and LAGOS State Building Control Agency (LASBCA), officials were at the scene of the incident.

    According to him, all the occupants have been evacuated from the premises, while the entire building has been cordoned off to prevent any secondary incident.

    Dr Olufemi Oke-Osanyintolu, the Director-General, Lagos State Emergency Management Agency (LASEMA), says the Nigerian National Petroleum Corporation (NNPC) pipeline along the axis at Mosan Bus Stop, Kakatin area, Ipaja, Lagos State, is leaking.

    Oke-Osanyintolu made the disclosure in an interview with the News Agency of Nigeria (NAN), in Lagos on Saturday.

    According to him, immediately we received an alert from our office concerning the pipeline leakage at about 9:30 a.m., we contacted NNPC officials.

    He said that the agency (LASEMA) and other first respondents intended to remain on high alert until the repairs are carried out by NNPC officials.

    Oke-Osanyintolu, however, urged members of the public to exercise extreme caution in and around the area to prevent any form of explosion or ignition from naked flame or other activity.

    He promised to continue to provide update on the pipeline leakage.

    LASEMA confirms death of six people in Epe

    The Director- General, Lagos State Emergency Management Agency (LASEMA), Dr Olufemi Oke-Osanyintolu has comfirmed that six persons died after a truck fell on commercial taxi on Epe Expressway.

    Oke-Osanyintolu told News Agency of Nigerian (NAN) in Lagos that six out of the seven persons involved lost their lives after the accident that occurred earlier on Wednesday.

    According to him, the truck with unknown registration number had fallen on the fully loaded commercial taxi OPEL car with registration number Lagos SMK-312ES.

    ”Seven people were in the crushed car and six of them lost their lives.

    “After the accident, the response team rescued the only surviving man, who was trapped beneath the truck. He is now receiving treatment in the hospital.

    “We have handed over corpses of deceased persons to the Federal Road Safety Corps (FRSC) to transport them to the mortuary.

    “We appeal to members of the public to comply with the COVID-19, lockdown and social distancing guidelines to avoid endangering themselves,” Oke-Osanyintolu said.

    He also urged the rescue workers to follow the social distancing guidelines of the Lagos state government.

    LASEMA begins demolition of distress buildings in Lagos

    The Director-General, Lagos State Emergency Management Agency (LASEMA), Dr Olufemi Oke-Osanyintolu, has said the agency had started demolition of distressed buildings in Lagos Island with three-storey building located at Bamigbose street.
    Oke-Osanyintolu made this known in an interview with News Agency of Nigeria (NAN) during the demolition in Lagos on Saturday.
    According to him, the three-storey building located at 54 Bamgbose Street is in a state of distress with visible crackings on different parts of the house.
    Oke-Osanyintolu said that another distressed building on the same street was also brought down to ground zero on Dec. 11.
    He said that the owners had already removed the roof of the second building located at 52 Bamgbose Street to persuade tenants to vacate the property.
    Oke-Sanyintoult said that before the agency carried out the demolition, the Lagos State Building Control Agency (LASBCA), the Material Testing Agency and Ministry of Urban and Physical Planning had made their recommendations to the government.
    ”The Ministry’s recommendations are necessary to carry out stress tests to ascertain the integrity of the building.
    ”After thorough investigations, the ministry agreed that the houses should be taken to ground zero.
    ”Consequently, the residents of the building were advised to vacate the premises within five days for their safety,” he said.

    Oke- Osanyintolu said that the demolition of the building at 54 Bamgbose Street reached Ground zero between 11:30 p.m on Friday and 3:44 a.m on Saturday.
    He said that the Agency was committed to safety of lives and property of residents in the state and the State government had resolved to redevelop Lagos Island.
    According to him, there are many buildings that are over 100 years old across the state.
    The LASEMA Boss said the demolition was in line with the state government determination to protect the lives and property of Lagos residents.
