    Third Mainland Bridge: FG, LASG draw traffic plan towards 6 months closure

    Federal and Lagos State Governments on Tuesday announced traffic management plan towards partial closure of the ‘Third Mainland Bridge’ for six months maintenance.

    At a joint media briefing, the Federal Controller of Works in Lagos, Mr Olukayode Popoola, said that the routine maintenance of the bridge, would be carried out from July 24 to Jan. 24, 2021.

    Popoola said that the bridge was last rehabilitated in 2012.

    “Consequently, the Third Mainland Bridge will be partially closed and there will be diversion of traffic,” he said.

    Popoola said that the repairs would be done in two phases and the Oworonshoki bound carriageway would be the first to be shut to traffic for three months for rehabilitation.

    He said that within the period, motorists would use the Island bound lane and alternative routes provided.

    He said that in the first phase, the morning which would be from 12:00 midnight to 1:00p.m, the highway, would take the Oworonshoki to Lagos Island traffic only on the Lagos Island bound carriageway.

    He said that from 1:00p,m to 12:00 midnight, the highway would take the Lagos Island to Oworonshoki traffic, only on the Lagos Island bound carriageway.

    “This will be in place for three months for repairs of the Oworonshoki bound lane,” he said.

    He added that the same process would be replicated on the Lagos Island bound carriageway upon completion of repairs of the Oworonshoki lane.

    “Motorists are advised to ply alternative routes from Carter Bridge through Iddo, through Oyingbo to join Adekunle ramp inward Oworonshoki.

    “From Ijora Olopa through Western Avenue to Ikorodu Road.

    “Traffic control will be in place to direct and help traffic movement. We regret the inconveniences this might cause the motorists,” Popoola said.

    The Special Adviser to Lagos Governor on Works and Infrastructure, Mrs Aramide Adeyoye, promised that the state would rehabilitate access routes areas for use.

    Adeyoye listed roads to receive urgent attention to include Herbert Macaulay way and Iddo/Oyingbo roads.

    She said that Adeniji Adele Road contract had been awarded and its repairs would soon begin.

    She warned owners of trucks not in good condition to stay away from the roads while warning against the habitual indiscriminate parking of trucks on roads and bridges.

    The Lagos State Commissioner for Transportation, Dr Fredrick Oladeinde, said that the Vehicle Inspection Service had started checking trucks for road worthiness and those not fit would be confiscated.

    “So, I think we have confiscated over 90 vehicles between June and today. So we will continue to do that. We will have more VIS on the roads to ensure that only roadworthy trucks come into Lagos.

    “We are doubling our efforts just to make sure that we don’t have any breakdown that would further cause congestion.

    “The last time we did a traffic count, we had over 60,000 trips going from the Mainland to the Island and those going on the other side is just about 20,000.

    “A lot of traffic goes to the Island in the morning and goes back to the Mainland in the evening,” he said.

    The Lagos Sector Commander, Federal Roads Safety Corps (FRSC), Mr Olusegun Ogungbemide, said that the traffic management was going to be tasking but the security agencies, both the state and Federal, would collaborate.

    “The LASTMA, the Federal Road Safety Corp and other agencies that have to do with maintenance of traffic in Lagos State are well prepared and we have mapped out the deployment of our men.

    “Even when the road is good, the traffic situation in Lagos is enormous and the challenge is enormous.

    “The major task will happen when the downpour is on and we have enough accessories and equipment that are already prepared for our operatives, that even under the downpour, we are going to be visible all over.

    “So, I just want to plead with members of public that the issue of enforcement is going to be fully enphasised on.

    “We are not going to compromise that, because we will do everything to remove whatever will create unnecessary pain for Lagosians,” he said.

    NAN reports that the Third Mainland bridge was shut in August 2018 for a three days investigative maintenance check.

    Thereafter, some components needed for the completion of the repairs, were sourced abroad because they were not available locally.

    The 11.8km third Mainland Bridge, is the longest of the three bridges connecting Lagos Island to the mainland.

    The bridge begins from Oworonshoki to link the Apapa-Oshodi Expressway and the Lagos-Ibadan Expressway and ends at the Adeniji Adele Interchange on Lagos Island.

    It was constructed in 1990 and was the longest in Africa until 1996 when the 6th October Bridge in Cairo was completed.

    COVID-19 lockdown: Our relief packages not meant for all Lagosians – LASG clarifies

    The Lagos State Government on Monday said food and other relief packages being distributed across the State were not meant for all Lagosians but for the indigents and vulnerable.

    Commissioner for Information and Strategy, Gbenga Omotoso, in a statement said in the past few days, the social media had been awash with biased opinions about the welfare package initiative of the Lagos State Government to support the indigent and the vulnerable.

    “The welfare package was one of the various decisions taken by the Lagos State Executive Council to ease the discomfort thrust on Lagosians by the lockdown announced by the Federal Government, especially on those who earn daily income.

    “It has become necessary to reiterate the modus of distribution of the welfare package as well as the category of beneficiaries of the government’s compassionate gesture, which is deliberately being distorted by mischief-makers.

    “For the avoidance of doubt, the first stage of the welfare package was designed to cater for 200,000 households, comprising of a father, mother and four children across the 20 local governments and the 37 local council development authorities. It is a misconception that it was meant for all Lagosians. No,” he said.

    According to him, all aged residents who were above 60 years old and registered with the Lagos State Residents’ Registration Agency, LASRRA, were sent text messages and requested to confirm the accuracy of their details, such as name and home address.

    “They have since responded to the text messages so as to benefit from the package. The food relief materials for the above 60 group are being delivered directly to the beneficiaries by representatives of the State Government based on the data with the Lagos State Residents Registration Agency.

    “The other category of beneficiaries comprises the indigent and vulnerable within the various communities at the grassroots.

    “As part of strategies to ensure that the relief packages reach the deserving beneficiaries, the State government involved Community Development Associations and their Committees as well as Community and Religious Leaders to collate the names of community members who deserve to benefit from the palliative measure.

    “The CDAs were also tasked to ensure the items were judiciously distributed. The government is constantly monitoring the process and has observed some lapses that gave rise to the negative comments on some social media platforms,” he said.

    He added that the issues were being addressed to fine-tune the strategies adopted in getting the food items across to the intended recipients of the package.

    “In all, about 100,000 households across the State have been reached since the exercise started.

    “Lagosians should remain confident that the State Government is working to ensure that the lapses are addressed so that the vulnerable, who Governor Babajide Sanwo-Olu said will not suffer, will benefit from this laudable intervention,” he stated.

    Award-winning, Afro-pop singer, Yemi Alade has slammed the Lagos state government over the content and quality of relief materials shared to the people of the state.

    Following the lockdown order by the Federal Government in order to contain the spread of coronavirus, Lagos State Governor, Babajide Sanwo-Olu gave out relief materials to the citizens of the state.

    However, Yemi Alade speaking via her official Twitter handle queried why a family of six would be given 3 loaves of bread.

    The Woman of Steel singer added that politicians should remember they can’t take all the funds they loot to heaven.

    “Relief Package 3 loaves of bread for 6 families. The government should make sure they can take their money to heaven, because this is so disappointing.”

    The Lagos State Government on Tuesday confirmed that an infected coronavirus guest attended Africa Magic Viewers Choice Awards (AMVCA) held on Saturday, March 14 2020 at the Eko Hotel and Suites, Victoria Island Lagos.

    The Lagos State Commissioner for Health, Prof Akin Abayomi revealed this on Tuesday via his official Twitter handle. He also urged all participants at the award to self-isolate for two weeks (14 days).

    TheNewsGuru.com, TNG reports that the commissioner did not however revealed the identity of the guest.

    Abayomi confirmed that the participants at the event may have come in contact with one of the confirmed case of Coronavirus in Lagos and most likely exposed to the virus.

    TNG reports that the event had many celebrities from both home and abroad in attendance.

    The event held at a time when the Corona virus pandemic was beginning to spread in Nigeria.

    The Christian Association of Nigeria (CAN) Lagos state chapter has stated the level of coronavirus infection in the nation does not yet warrant ban on religious gathering and activities.

    It however said religious organisation, especially churches and mosques, must take proactive measures to safeguard members from infection.

    It also urged governments to stop at nothing to secure the borders and contain the pandemic in the nation.

    Chairman Lagos CAN, Apostle Alexander Bamgbola, told reporters on Wednesday that Nigeria must do everything to win the war against the virus.

    He said: “The Federal Government must further secure our borders. Many nations are doing this very seriously now. We must also act now as a nation.

    “Our nation cannot afford to welcome or accommodate coronavirus in our land. God forbid it in Jesus name. “

    On suggestions that religious gatherings should be banned like in some European nations, Bamgbola said: “We have not got to that point and we believe we won’t get there.

    “We are watching the situation very closely to know what we must do. God has kept it away from us because we cannot contain the pandemic here.

    “We believe we will never get to the point of having to ban all services and churches will be grounded.”

    He called on churches to observe precautions and safety measures so that worshippers are not exposed to the virus.

    On the gas explosion at Abule Ado on Sunday, Bamgbola sympathised with victims and affected.

    He asked churches and good-spirited Christians to support the N2b Disaster Relief Fund initiated by Governor Babajide Sanwo-Olu.

    “We strongly appeal to all the ministries and churches in Lagos state to contribute generously to this fund. No contribution will be too small.

    “We encourage you to please send your cash contributions directly to the acoounts of the fund as indicated by our dear Governor.

    “We have absolute confidence in our dearly beloved Governor that the funds will be judiciously utilised under his able watch.”

    While calling for probe of the incident, Lagos CAN said this will inspire more confidence among residents and visitors to Lagos.

    LASG completes, commissions section of Lagos-Badagry highway

    A newly constructed section of Lagos-Badagry Highway was on Friday, declared open for public use by Lagos State Governor, Mr. Babajide Sanwo-Olu, fulfilling the promise made at inception of his administration.

    The construction of the 4-kilometre section, which stretches from Agboju to Trade Fair, started shortly after the current administration took off.

    In fulfilling the promise, Sanwo-Olu led members of the State’s Executive Council to Lagos-Badagry Expressway to open the completed section, while also declaring the commencement of construction work on the Phase II of the project, which will take off from Trade Fair to the main gate of the Lagos State University (LASU) in Iba town.

    The construction of the Phase II of the expressway is expected to be completed next October, after which the final phase will take off.

    Also, the Governor visited Agege to assess the on-going construction of Agege-Pen Cinema flyover, securing the contractor’s commitment to deliver the project next July.

    The flyover which is said to be at 60 percent completion stage, took off from Oba Ogunji Road and drops at Oke Koto axis of Agege. The third abutment of the bridge extends to old Abeokuta Highway into Abule Egba.

    Gridlock: LASG cautions operators of event, religious centres over traffic gridlock

    The Lagos State Government on Sunday cautioned operators of event centres, property owners, religious centres and other places of attraction to desist from compounding traffic gridlock on roads around their locations.

    The Commissioner for Transportation, Dr Frederic Oladeinde, read the riot act to owners of event centres and places of attraction to desist from activities that could obstruct free flow of traffic.

    The commissioner specifically cited the Lekki-Expressway where several man-hours were lost on Saturday due to traffic gridlock and apologised to residents for the road blockage occasioned by activities of the event centres.

    ‘’Henceforth, any social event where the number of expected visitors exceeds 50, organizers of such event must notify the General Manager of LASTMA in advance, especially, if it is perceived that their property would not accommodate large numbers of vehicles that may be brought by their guests.

    “The LASTMA authority will be on hand to advise them on what to do rather than allowing their visitors to block roads as this will attract stiffer penalties if caught.

    “The state government will no longer condone parking of vehicles on the roadside, failure of the operators/ property owners to make provision for adequate parking space for their guests,” Oladeinde said.

    He said that the gridlock was caused by motorists who could not secure parking space in the venues of their social gathering and resorted to parking their vehicles on the roadsides, causing permanent traffic gridlocks.

    The commissioner stated that it was regrettable that innocent citizens who were going about their lawful duties were forced to share in the pains caused by merrymakers.

    Oladeinde warned that any commercial event centre, place of worship, night club/lounge, or private property owners caught on account of illegal blockage of roads by their attendants would be closed until their owners paid the stipulated fines.

    He said vehicles towed for infraction or unlawful parking offences will not be released until the corresponding amount is paid.

    According to him, there are so many event centres and places of worship on Lekki expressway operating without adequate parking spaces for their visitors.

    He added that most traffic gridlocks being experienced in that axis were caused by people parking vehicles on the road.

    Oladeinde warned that the state government would no longer tolerate “this act of indiscipline from any quarters.

    ‘’Many of these event centres and churches do not have enough spaces for their visitors especially on Lekki/ Epe expressway, most often, public roads are used for their parking.

    He charged the event centres owners to operate within the ambit of the law.

    According to him, relevant sections of the state traffic laws that guide the operation of event centres in the state as regard parking of vehicles is still in place.

    Oladeinde warned that the state government would not hesitate to apply the law on any erring event centre or private property owner whose attendants block the road on account of inadequate parking space.

    ‘’Efforts are now being made to address these critical traffic scenario and we will ensure that what happened on Lekki Corridor on December 14, 2019 is never repeated.

    “Let me, therefore, warn all event centres managers once again that they are now under obligation to notify the LASTMA Authority of their scheduled events plans so that LASTMA can as well plan for efficient traffic flow in the area, failure to abide by this regulations, will attract stiff penalty.

    The commissioner said the administration of Gov. Babajide Sanwo-Olu was poised to tackle the menace of traffic gridlocks.

    He urged the residents to continue to support the 6-pillar development agenda of the state government for a traffic free flow and more prosperous Smart City Lagos.

    The Lagos State Government (LASG) on Friday said it had credited the Retirement Savings Accounts (RSAs) of 321 retirees with the sum of N1.63 billion for December.

     

    The Commissioner for Establishment, Training and Pensions, Mrs Ajibola Ponnle, said this at the 70th Batch Retirement Benefit Bond Certificate presentation to some of the retirees in the state.

     

    Ponnle said that the state government was committed to ensuring that retirees get paid their terminal entitlements as and when due.

     

    She said that since the inception of the Contributory Pension Scheme( CPS) in the country, Lagos State has continued to be in the forefront of ensuring an efficient and effective pension scheme administration.

     

    “While salaries of active workers state wide are paid monthly, contributions into the RSAs of employees are also religiously remitted.

     

    “We are very resolute to forging ahead with the Contributory Pension Scheme.

     

    “The scheme is sustainable as it meets the challenges of the past pension scheme administration which being non-contributory relied totally on budgetary allocation of government.

     

    “I have obtained the commitment of the management of the Lagos State Pension Commission (LASPEC) that accrued rights will be remitted into retirees’ RSAs on a monthly basis,” she said.

     

    According to her, Gov. Babajide Sanwo-Olu, having served as Commissioner for Establishment, Training and Pensions in 2007, understands clearly what pension means to a retiree; because ‘pension is the life wire of every retiree’.

     

    Ponnle stated that the governor upon assumption of office directed that pension obligations should be systematically cleared.

     

    The commissioner noted that employees were the greatest assets of Lagos State.

     

    She said that, that was why the government was committed to ensuring that they enjoy good conditions of service.

     

    It had also continued to ensure that their entitlements were paid when they exit from service, she said.

     

    “Let me reiterate that this administration is committed to ensuring that your service to the state will be rewarded with prompt payment of your terminal entitlemenents,” she said.

     

    In her welcome address, Mrs Folashade Onanuga, the Director General, LASPEC, said that the event was put together to celebrate the retirees and also present to them their Retirement Benefit Bond Certificates.

     

    Onanuga said the Retirement Benefit Bond Certificates would show the retirees access pension rights due to them for years spent in service of the state under the discontinued Pay As You Go Pension scheme.

     

    “Your RSA with your Pension Fund Administrator has religiously received into it monthly contributions from April 2007 when we transited to the Contributory Pension Scheme dispensation up to your month of exit.

     

    “However, your entitlements under the Pay As You Go Pension scheme must be fused into your RSA with your CPS contributions before computation of your lump sum and monthly pension can be calculated,” she said.

     

    She said that the fusion was achieved as the retirees were transiting into a future of financial independence.

     

    Onanuga noted that Lagos State had been consistent with its leadership role in the implementation of the CPS in line with the provisions of the Lagos State Pension Reforms of March 19, 2007, now amended.

     

    She also said that the proposal for the retirees to enjoy free transportation and health care had reached an advanced stage.

     

    She said hopefully it would be launched in the first quarter of Year 2020.

     

    The Director-General also lauded the unflinching support of the state approved the Pension Fund Administrator (PFA) and the insurance companies at ensuring that all the retirees have unrestrained access to their pension benefits.

     

    She urged the elder statesmen to take good care of themselves, saying health is wealth.

     

    She also advised them to desist from unimportant spendings and also to beware of pension fraudsters.

     

    The Lagos House of Assembly (LAHA) Committee on Establishment, Training and Pensions, promised that it would continue to enact laws and policies that would guarantee a good life for retirees.

     

    The committee’s Chairman, Mr Rasheed Makinde, said that the assembly would continue to give the governor the support he needed for regular release of pension funds.

     

    This was to ensure that the future look good and bright for the retirees, he said.

     

    “We are aware that there are still funding gaps, but these must be gaps arising from unforeseen liabilities that arise from those who died in service or withdrew early.

     

    “The most important thing for you to note is that we are aware of the gaps and the will to close it is there,’’ he said.

     

    Makinde also wished the retirees a pleasant retirement life.

     

    In a goodwill message, the Lagos State Head of Service,( HoS), Mr Hakeem Muri-Okunola,said that the ceremony, organised for the pensioners, was one of government’s approaches to closely relate with them in a more relaxed atmosphere.

     

    “At gatherings such as this, nothing can be as stimulating as the nostalgic feelings and recollections of the ‘good-old-days,’ ” he said.

     

    Muri-Okunola was represented by Mr Samson Ajibade, the Permanent Secretary in Office of the Lagos State Head of Service.

     

    The HoS appealed to the pensioners to take the advice and counsel of schedule officers to heart dearly.

     

    “Ensure due diligence as well as proper planning in all expenditure you may need to make, particularly, in the areas of business and investment.

     

    “Please, endeavour to seek guidance and professional advice from the financial consultants and small business experts before taking decisions which can significantly impact on your families,’’ he said.

     

    The News Agency of Nigeria (NAN) reports that the state government in November paid RSAs accrued pension rights of N1.5billion to 428 retirees.

     

    The ceremony also featured Christmas Carol from the LASPEC Voices in the spirit of the season.

    Be alert to signs of Charcoal Anthrax in livestocks – LASG

    The Lagos State Government has urged livestock owners, sellers, farmers, butchers and veterinarians to be alert to any sign of Charcoal Anthrax in their livestocks.

    The Commissioner for Agriculture, Prince Gbolahan Lawal, made the plea on Wednesday in Lagos at a meeting with members of the Sheep and Goats Farmers Association.

    Lawal said that the meeting was to sensitise them on the reported outbreak of the disease in sheep and cattle in Niger Republic.

    “Charcoal Anthrax is an infectious zoonotic disease of livestock.

    “It manifests either on the skin as a scratch progressing into a sepsis or as a pulmonary infection contracted by inhalation of the causative micro-organisms,” the commissioner said.

    Lawal said that the disease occurs directly or indirectly through contact with infected animals or contaminated animal products respectively in human beings, hence the need to take precautionary measures.

    He urged the stakeholders to report any unexplained sudden deaths in livestock to the Ministry of Agriculture.

    According to him, the reports would help the state government to carry out a quick and appropriate investigation with a view to instituting all necessary control measures.

    He said: “Private veterinarian should also assist with investigation and prevention activities.

    “They should contact the nearest Veterinary office or call 08023191180 or 08023427594,” Lawal said.

    The commissioner said the disease was well known to occur intermittently in grazing livestock and usually contact through the swallowing and inhaling of the anthrax spores which are odourless, colourless and tasteless.

    He said that the disease could also affect humans but, however, nearly all cases of the diseases had been seen in livestock, particularly hoofed animals.

    “Even, the environment was not endemic for the disease and that no incidence of the disease has been reported in recent times.

    “It is more reasonable to prevent the disease from entering into our shore and indeed the Lagos State,” he said.

    Lawal, therefore, urged all livestock farmers to take necessary precautions to prevent the incursion of the disease into the country.

    He said that the state government had already constituted Rapid Response Teams that would react and respond to any case of an outbreak.

    Gov. Babajide Sanwo-Olu of Lagos State on Monday said his administration would soon roll out massive water transport services in order to reduce over-dependence on road transportation.

    Sanwo-Olu said this in his speech at the Public and Private Innovation For Sustainable Cities organised by the Embassy of France at Alliance Francaise, Ikoyi, Lagos.

    Represented by his deputy, Dr Obafemi Hamzat, Sanwo-Olu said that the future of Lagos lies primarily in viable alternatives to over dependence on road transportation.
    “Lagos have a sizable mass of water, we are ramping up with the roll out of public water transport services.
    “We are also focusing on the medium and long term water and rail transport service in order to ease the stress of transportation in the state,” Sanwo-Olu said.
    He said that his administration intends to launch the first of several planned intra-city lines by the end of 2020.
    “We would be moving Lagosians into efficient mass transport services.
    “We would be reducing the time and productivity lost to traffic logjams and reducing the city’s carbon footprint,” the governor said.
    He said that daily migration to Lagos brought huge challenges of increased waste management the state was tackling through various initiatives and appealed to residents to embrace the Blue Box Initiative to sort waste.
    “In line with our determination and commitment to ensure a cleaner and healthier environment, we have re-energized the solid waste management sector by promoting concepts of reduce, reuse and recycle as the major thrusts of waste management in the state.
    “We urge everyone to embrace and spread the gospel of the blue box program as well as the community clean up campaign that was recently launched as innovative way of strategically managing solid waste in the state.
    “The Blue Box initiative is essential to the full realization of the benefit derivable from a technology driven recycling process.
    “We are investing in an upgrade of our waste processing infrastructure, state-wide: Loading Stations, Recycling Centers, Treatments Plants, Waste-to-Energy plants,” he said.
    He said that his government was stepping up efforts to collaborate with its northern neighbour in order to serve the needs of increasing com mingled population.
    “As Lagos grows, it will inevitably continue to spill northwards.
    “Therefore, we are collaborating with Ogun State Government since we are bound together in order to serve the needs of the increasing population,” Sanwo-Olu said.
    Mr Jerome Pasquire, The France Ambassador to Nigeria, in his welcome address, said that Africa-France Summit will be coming up in Bordeaux, France between June 4 and June 6, 2020.
    “The summit would bring together leaders from all over Africa, policy makers, private businesses to debate collectively, concrete actions to proffer solutions to challenges of urbanization, demographic growth and climate change,” Pasquire said.

    Mrs Fausat Ibikunle, Commissioner for Housing and Urban Development Planning, Kaduna State, called for good water, electricity, development of physical and social structures in rural areas.
    She said that this would attract investors to not only the urban areas but also the rural areas of the country.
    The News Agency of Nigeria (NAN) reports that panelists at the event stressed the need for government to tackle issues of insecurity, provide basic facilities and infrastructure for people living in the rural areas thereby reducing rural – urban migration.
    They also emphasized on the need for good drainage system and good road network towards and other environmental issues.
