    Rivers State begins preparations for LG elections

    Justice Adolphus Enebeli, Chairman of Rivers State Independent Electoral Commission (RSIEC), has invited stakeholders for a meeting as the body prepares for election into Local Government Councils (LGCs).

    Enebeli, in a statement on Wednesday in Port Harcourt, listed the stakeholders to include leaders of parties leaders, traditional rulers, security agencies, religious groups and the media.

    Others are professional organisations, civil society groups, Non-Governmental Organisations, community-based groups and the electorate.

    “The meeting will hold on Monday, July 1 at the RSIEC headquarters,” Enebeli said.

    Recall Gov. Siminalayi Fubara had earlier assured the people of Rivers that the processes to conduct elections into the LGCs had commenced.

    He also promised that the tenure of the Caretaker Committee Chairmen of the 23 LGCs would not be long.

    Commencement of the election processes is expected to douse tension generated by the expiration of the tenures of the former local government leaders.

    They had vowed to remain in office until their successors were elected while the state government insisted they must give way after their tenures ended on June 17.

    The All Progressive Grand Alliance (APGA), in Ebonyi says it is prepared to participate in the Local Government Council elections slated to hold July 20.

    Its Chairman, Mr Chukwudi Nwankwor, disclosed on Thursday in Abakaliki that nomination forms had been sold to aspirants with the primary elections soon to hold.

    He urged the Ebonyi State Independent Electoral Commission to ensure a fair exercise that would be credible and acceptable.

    “Transparency and credibility in the conduct of the exercise will ease the process of electing the right persons to run the local government councils.

    “Our candidates are ready. With a fair exercise, we shall win many chairmanship and councillorship seats,” he said.

    Adamawa announces date for LG elections

    The Adamawa State Independent Electoral Commission (ADSIEC), has scheduled the state local government councils election for July 23.

    Alhaji Mohammed Umar, the Chairman of the commission said this at News Conference in Yola on Tuesday.

    Umar said that the commission had kick-started the process of organising the the poll in line with its mandate.

    “As you are aware, the tenure of the local government councils has expired and it is the responsibility of the commission to conduct new election to fill in the vacances as promulgated by law.

    “It is therefore imperative and constitutional for the commission to announce a date for the conduct of the council elections,” he said.

    He said notice for the election would be published at the commission’s headquarters as well as its local government offices.

    ”The timetable and scheduled of activities and timelines for the election will be released within the next two weeks,” he said.

    APC expects more women interest in Ebonyi LG polls

    The All Progressives Congress (APC) in Ebonyi says it is expecting more women to indicate interest in contesting the upcoming Local Government Area (LGA) elections in the state.

    The State APC Chairman, Chief Stanley Okoro-Emegha, said this on Wednesday in Abakaliki while reacting to the seeming low number of women who obtained the party’s nomination form for the election.

    Okoro-Emegha said it was untrue that only two women obtained the form on the party’s platform, adding that the actual number would be determined after the deadline for purchase of forms.

    “We are adherents of women participation in governance particularly in contest for elective positions.

    “The party believes in the 30 per cent inclusiveness for women and it is stipulated in its guidelines.

    “You will discover that many women purchased forms when the final list is published after the deadline on Thursday,” he said.

    The chairman said the party had outlined measures to encourage women’s participation in the process and urge them to utilise such opportunities.

    “We have offered the expression of interest form freely to them among other measures as forms of encouragement.

    “Any woman who then obtains the expression of interest and nomination forms is courageous and should be applauded,” he said.

    He said the party threw the process open and urged aspirants that would not be favoured at the primaries to wait for their turn.

    “We are consulting as a family and urging our members to realise that God’s time is the best.

    “Anybody who however feels that he has done well to earn the people’s support can contest in another party,” he said.

    Mrs Peace Agwu, who obtained forms to contest the chairmanship position of Ishielu LGA, thanked the people for their support and encouragement.

    “God makes things perfect and he will make the road clear for me.

    “When I emerge victorious by God’s grace, I will study the environment and see areas to sustain and improve upon,” she said.

    The party pegged the expression of interest form at N5million and N20million for the nomination form totaling N25million.

    The Independent National Electoral Commission (INEC) has advised States Independent Electoral Commissions (SIECs) to ensure that local government councils elections are credible in all states.

    INEC Chairman, Prof. Mahmood Yakubu, said this when he received the executives of the Forum of State Independent Electoral Commissions (FOSIECOM) in his office on Wednesday in Abuja.

    He also advised state governors to allow the SIECs some level of independence to enable them conduct credible polls.

    Yakubu said the conduct of local councils elections was fundamental to the proper functioning of the Nigerian   democracy.

    He said that although both INEC and SIECs were created by the constitution, SEICs were responsible for the conduct of local councils elections, while INEC was uncharge of federal and state elections.

    He said that INEC was also empowered by Section 98 of the Electoral Act 2022 to conduct local government or area council election in the Federal Capital Territory (FCT).

    Yakubu said that over the years, attempts were made to encourage the SIECs to maintain their independence.

    This,  according to him,  included the signing of Memorandum of Understanding with SIECs in the form of training, provision of some facilities, and institutionalisation of the culture of planning.

    He said that INEC also established the joint INEC/FOSIECOM consultative committee headed by a national commissioner.

    Yakubu said all these initiatives were done in the firm belief that by working together, the 36 SIECs would leverage on the experience of INEC for a progressive improvement in the conduct of local government elections.

    “Unfortunately, the conduct of local government election in virtually all the states of the Federation has become mere coronation of candidates of the ruling parties.

    “It is time to stop the coronation and conduct proper elections. State governors should allow the SIECs to have greater capacity for independent action.

    “Many of the SIECs have no functional offices in the local government areas in their states and cannot recruit their own permanent staff.

    “In some states, the SIECs are either not properly constituted, have no security of tenure or their critical functions have been taken over by government officials,” he said.
    Yakubu added: “Some SIECs are only constituted on the eve of elections and dissolved thereafter.

    “They are also severely under-resourced to the extent that some of them rely on INEC even for basic facilities such as ballot boxes and voting cubicles.”

    He said that consequently, many Nigerians including some candidate in local government elections mistook the SIECs for INEC.

    This situation according to Yakubu,  had forced INEC to reconsider some aspects of its relationship with the SIECs.

    “Our support is now largely restricted to the voters’ register as provided by the Constitution.

    “ INEC cannot shoulder its own extensive responsibilities and at the same time extend almost limitless support to other independent electoral commissions for elections outside our mandate across the country from our lean federal budget,’’ he said.

    Yakubu appealed to the commissions to learn from the FCT area council election conducted by INEC, so they could enhance the credibility of LG polls.

    “While there are legal and financial constraints to your operations, your independence does not necessarily draw from statutory or financial provisions alone.

    “The courage with which you discharge your obligation to protect the integrity and credibility of elections is the most important determinant of success.

    “There are no shortcuts to the discharge of this enormous responsibility,’’ he said.

    While assuring SIECs of INEC’s  continued support to push the boundaries of electoral reform, Yakubu said there must be a determination on SIECs part to do the needful.

    Earlier in his remarks, the Chairman of FOSIECOM, Chief Jossy Eze, called for  review of the MoU between INEC and the forum to make SIECs more functional and effective in the face of changing electoral needs, challenges and expectations.

    Eze said it would also give the forum more impetus and new direction toward achieving the core objectives of conducting free, fair and credible elections at all levels.

    He also called for the development of a new strategic work plan for support to SIECS which the last plan was for the period of 2019-2023.

    Eze, also the Chairman, Ebonyi SIEC, appreciated INEC’S innovations to improve Nigeria’s elections as well as its support to the struggle of SIECS, toward financial independence.

    “We strongly believe that our financial independence is not only achievable but a sine qua non for virile Local Government elections in Nigeria.

    “FOSIECON has again,  recently submitted a memorandum to the National Assembly Committee on Constitutional amendment.

    “We solicit INEC to throw its weight behind our quest for true independence,’’ he said.

    Abia Govt opens up on when to conduct LG elections

    The Abia Government has expressed its resolve to conduct Local Government (LG) elections after revamping the LG system.

    The Commissioner for Local Government and Chieftaincy Affairs, Mr Uzor Nwachukwu, made this known on Monday during a press briefing on the outcome of the State Executive Council meeting at the Government House, Umuahia.

    Nwachukwu said that this became necessary because by the time the present administration took over   the local governments were in a decadent situation.

    “If you visit any local government headquarters, you will see bushes and collapsing buildings,”he added.

    He said that the government injected local government funds into the development of the 17  LGAS to achieve even socio-economic growth.

    Nwachukwu said that as part of efforts to revamp the LG areas, the government appointed Transition Committee Chairmen with track records sof efficiently handling human and material resources.

    He said that the chairmen were given a directive to immediately revive the dying LG system and bring the LG headquarters back to life.

    He said:”So, upon the appointment of  the Transition Committee Chairmen in December, the governor gave the TC Chairmen a marching order to retrofit the LG headquarters.

    “We believe that is a starting point to revamping the local government system.

    “This is because the headquarters is where the local government workers perform their duties and that is where the policies are made for the development of the local government.

    “This is not what you do and you say you want to conduct elections

    “The governor needed to get people, who had the capacity to manage men and resources to be able to get back to life the Local Government system and stabilise the system.”

    According to Nwachukwu, stabilising the LG system  remains an important determining factor for the conduct of local government elections.

    “When you conduct an election anybody can win elections but he needs to get the best hands to bring the local government areas back to life before conducting elections.

    “We agree that it is important to conduct local government elections but it is not the most important thing.

    “Now, if you conduct elections without building this foundation for the system, where will the elected locals start from?

    “So the money for conducting elections can be used to revamp the local government system,” he said.

    Nwachukwu said that the governor had promised to conduct elections and would keep his promise to the people of Abia.

    He said that the government was afraid of conducting local government elections, but was determined to deliver good governance to the people.

    “The maximum time for the TC Chairmen in office is one year and  once the government is satisfied with the level of work done in the local government then for the first time,  Abia people would see a transparent local government election.

    “We are not afraid to conduct local government elections. We are not here to play politics, we are here to deliver on governance,” Nwachukwu said.

    KWSIEC announces date for LG elections in Kwara

    The Kwara Independent Electoral Commission (KWSIEC) has scheduled the state local government councils poll for Sept. 21.

    KWSIEC Chairman, Okanla Baba, said this in a statement on Thursday in Ilorin.

    Baba said the election would hold in all the 16 local councils in the state.

    ”We will give further breakdown on the election Time Table of activities soon, all things being equal.

    “We urge all stakeholders to follow our public communications, updates, and get ready for the election within the time frame,” he said.

    We will clear Yobe LG elections – APC boasts

    The All Progressives Congress (APC) has expressed optimism of clearing the June 8 local government councils elections set to hold in Yobe State.

    Alhaji Muhammed Gadaka, the APC Chairman said this at the inauguration of the party’s campaign for the election on Wednesday in Damaturu.

    Gadaka called on the party faithful to vote massively for the party to ensure its victory at the poll.

    He lauded Gov. Mai Mala Buni for appointing many youths in key position of the government.

    He urged the party’s candidates to reach out to the electorate across the state to campaign for the poll.

    The chairman handed over the party’s flags to seven candidates from Zone A, where the campaign was launched.

    Mr Aji Bularafa, a chieftain of the party, called on electorate, especially women to come out en masse to cast their votes in the election.

    We will not release BVAS for Oyo LG elections – INEC

    Resident Electoral Commissioner (REC) in Oyo State, Dr Adeniran Tella, says Biomodal Voter Accreditation System (BVAS) can not be released to the State Independent Electoral Commission (OYSIEC) for conduct of the local government elections scheduled for April 27.

    Tella stated this on Friday in Ibadan while speaking on the sidelines of the quarterly consultative meeting with civil society organisations (CSOs) in the state.

    He said BVAS contained sensitive data on voters, adding that it was the decision of INEC that BVAS should not be released for local government elections.

    “What OYSIEC needs for the election is the voter register and this has been given to them.

    “The voter register will allow the state electoral body know the number of registered voters and those who are eligible to cast their votes during the elections.

    “But, BVAS is meant for the general elections and they are sensitive devices that we can not afford to toy with,” he said.

    Tella, while addressing representatives of the over 25 CSOs at the consultation meeting,
    re-assured that INEC would continue to partner with them to enable them to play vital roles in ensuring free, fair, transparent, inclusive and credible elections.

    “This partnership will further strengthen democracy and enhance public trust in the electoral system.

    “This is especially in the areas of voter education and awareness; election monitoring and observation; advocacy and election reform; voter registration; capacity building; civil engagement and participation,” he said.

    The REC described the meeting as historic and unique, as it was the first of its kind to be organised at the state level.

    He recalled that the commission, at its headquarters in Abuja, had held a consultative meeting with CSOs on Oct. 25, 2023, where it was agreed that quarterly consultative meetings should also be held with those at the state level.

    He explained that the meeting at the state level was aimed at ensuring regular interactions between INEC and CSOs at the state level.

    He commended the dedication, support, commitment and understanding of the CSOs in the last general elections in the state.

    Tella equally appreciated the observations and recommendations contained in their reports on the elections.

    He said that some of the reforms and innovations introduced by the commission over the years were drawn from the observation reports by the CSOs.

    Tella, however, implored the accredited CSOs/observers to submit copies of their reports on the 2023 general elections to the state office of INEC, as they did at the headquarters in Abuja.

    He also reminded those who had yet to submit their observation reports to do so, as it was mandatory, being one of the conditions for eligibility to observe future elections.

    The Commissioner of Police in the state, Adebola Hamzat, representative of the Department of State Security Service (DSS), Mr Idowu Ayomade, and his NSCDC counterpart, Mr Timothy Oladeji, were present at the consultative meeting.

    Today, the Delta State chapter of the People’s Democratic Party (PDP) held a stakeholders meeting with the State Governor, Rt Hon Sheriff Oborevwori present.

    At the Delta PDP stakeholders meeting held at the Unity Hall, Government House, Asaba, Governor Oborevwori gave hints on the timeline for the conduct of local government elections in the State.

    TheNewsGuru.com (TNG) reports the current tenure of elected local government officials in Delta expires on March 8.

    With no elections held yet for handover to take place, Governor Oborevwori will, therefore, be appointing a caretaker committee to oversee the affairs of the local government councils.

    Speaking during the Delta PDP stakeholders meeting, Oborevwori envisaged PDP to hold its National Executive Council (NEC) meeting and conduct ward/local government/zonal congresses before local government elections will be held in the State.

    “The local government council chairmen will exit this coming week and l want to assure you that very soon, we will do election into local government councils.

    “A date will be announced for the election; it will not be too long.

    “I just want to put you on notice that the wards should continue to bubble, let our Local Government continue to get stronger. PDP is a party that you cannot beat.

    “We are still more united across the South South; Delta State is firm, the party is strong. We are united and there is cooperation everywhere. Nothing to worry about. Even at the national, we are doing our best.

    “We know very soon that the congresses at the wards, at the Local Government Areas, at the State and even including the zonal, all will be held this year. So, once we meet at the NEC meeting, decisions would be taken. So, nothing to worry about,” Governor Oborevwori said.

    Speaking further during the meeting, the Governor said: “In terms of appointments, despite the challenges, we have also appointed those people that were nominated from the wards.

    “In less than seven months, we were able to do it and that has made our people to smile across the local government areas.

    “When we came in, we also did the appointment of Commissioners and board members and there are some few boards that have not been inaugurated but very soon, we will do that. Those ones expired few months ago and some even expired last month.

    “So, we want to assure you that we will continue to work together for the sustainable growth and development of the state.

    “Our leaders, l will continue to count on your support and l want to assure you that as we settle in, we will not neglect you; we will not neglect your local government and we will not neglect the people.

    “Like l promised that l am governor for all Deltans; all of us will continue to work together. What is good is that l have received prayers from my predecessors and they have said that they want me to do better than them. So, we cannot afford to fail them.”

    Governor Oborevwori commended party leaders for their support for his administration, assuring that he would be equitable to all local government areas across the state.

    “I want to appreciate all of you for standing by me and this administration. You people have done very well. I can even walk tall now anywhere l go outside the state.

    “As a government, we have done our best across the three senatorial districts. We have awarded contracts across the three senatorial districts and we are building on the foundation laid by the previous administration.

    “All the jobs that they have awarded are all on track as l have promised Deltans that l will not abandon anyone.

    “There has been impressive cooperation from the legislature and also the judiciary. So, we are working together; we are on the same page and that is why you see that we are doing our best,” he said.

    In their separate remarks, former Governors of the State, Dr Emmanuel Uduaghan and Senator Ifeanyi Okowa, urged leaders of the party to continue to work in one accord for the sustainable victory of the party in subsequent elections.

    Earlier in his welcome remarks, State Chairman of the party, Chief Kingsley Esiso lauded Governor Oborovweri for his good works since coming into office and commended the party leaders and stakeholders for their contributions leading to the victory of the party in the last general elections.

    He appealed to all members to continue to promote the party and the activities of the government in the various wards and local governments.

    The high point of the meeting was a vote of confidence passed on the Governor for his good works across the state.

    The motion was moved by Chief Esther Uduehi, seconded by Chief Emmanuel Amgbaduba and was unanimously adopted by all stakeholders.
