    LG polls: PDP alleges electoral materials hijack in Cross River

    The Peoples Democratic Party (PDP) has alleged hijack of electoral materials for the conduct of Local Government Area (LGA) elections in Cross River by the ruling All Progressives Congress (APC).

    The allegation was made by PDP candidates in the Saturday elections in Yakurr and Obudu Council, Mrs Jennifer Usani and Mr Emmanuel  Asinde respectively.

    They decried the absence of voting materials in their respective LGAs as at the time of filling this report for the election that was scheduled to commence at 8am.

    The PDP candidates said that not only was there absence of materials , there was no semblance of any elections taking place in the areas.

    “There is nobody, polling officials and security agencies in the polling units across Obudu as we speak and obviously, there cannot be voters in the absence of officials and security.

    “Indeed, we were ready for the election but it seems they were never ready for us”, said the Yakurr candidate.

    Also speaking, the Obudu candidate who corroborated his Yakurr counterpart narrative, also alleged that voting was only taking place at the ward of the APC candidate in Obudu.

    “There is no election in the 10 wards, except that of the APC candidate in Obudu”, he claimed.

    Meanwhile, the state electoral umpire has debunked the allegation of materials being hijacked and said voting is currently ongoing across the state.

    A commissioner in the state electoral commission, Mr Daniel Edet, who debunked the claim, saying that the commission had worked hard to ensure hitch-free election.

    Gov Otti rates conduct of Abia LG election

    Governor Alex Otti of Abia State has expressed satisfaction over the smooth electoral process in Saturday’s Local Government Elections in the State.

    Otti spoke in an interview with newsmen after casting his vote at about 12:19pm at Ahiafor Umuru-Umuehim Nvosi Polling Unit 017 in Isiala Ngwa South Local Government Area.

    He also expressed satisfaction with the voter turnout and orderly conduct of the exercise. The governor was accompanied to the polling unit by his wife, Priscilla, who also voted in the same unit.

    He said that, aside from minor disruptions in Obingwa and Ohafia LGAs, the process was largely peaceful, with security agencies deployed to maintain order where needed.

    He encouraged the electorate to vote for credible candidates, who could deliver their campaign promises.

    He also reiterated the importance of choosing leaders based on competence rather than political affiliation.

    Otti said that council elections were particularly significant because they impact rural communities directly, allowing residents to elect candidates they know and trust.

    “The point remains that political parties are platforms for running elections and like you would notice, a lot of political parties have problems but irrespective of that, we have advocated that people should vote candidates that are credible and competent to deliver.

    “If you want to continue to enjoy the dividends of democracy, if you want to continue to enjoy performance then, you need to vote people like that.

    “I believe that this election would synchronize with that call I’ve been making because people have also been talking about it, that they are going to vote people who have capacity.

    “And it’s a local government election. We all know our people,” Otti said.

    He further expressed the hope that the elections would reflect the people’s desire for capable leadership and reinforce the delivery of democratic dividends at the grassroots level.

    The local government election, which suffered initial hiccups over the late arrival of materials and officials, later gathered momentum.

    Absence of materials, voter apathy mar Abia LG polls

    The late distribution of electoral materials and arrival of officials at the polling units marred the conduct of Saturday’s Local Government Elections in Abia.

    Correspondents, who monitored the exercise, report that the Abia State Independent Electoral Commission (ABSIEC) did not distribute materials to the polling units as at 11 am against the 7am slated by the commission.

    According to the commission, eletoral materials were scheduled to arrive at the polling units at 7am, while accreditation and voting would commence by 8am.

    At Umuahia South, Osisioma, Aba North and Aba South LGAs, neither the electoral materials nor election officials were seen at some of the polling units visited.

    Some ad hoc staff were seen milling around the LG Headquarters waiting for election materials. There was also low turnout of voters at the various polling units visited across the state.

    Prospective voters who were scanty in number, were seen at some of the polling units waiting for  materials and voting to commence.

    In Umuahia South, Aba North, South and Osisioma LGAs, voters, election officials and security personnel were conspicuously absent at the polling units visited.

    Some of the polling units visited included Polling Units 009, 015 at Avonipupe Primary School and Ipupe Village Hall Polling Unit 008.

    Others were Polling Units 011 and  012 at Ogbo Central School as well  as Polling Units 007, 013 and 017 located at the Umuosu Community School.

    In an interview with NAN, two prospective voters in Ubakala, near Umuahia, expressed disappointment over the failure by the Abia State Independent Electoral Commission to ensure the smooth conduct of the polls.

    Mrs Joy Eze said that she had been monitoring her polling unit to know when the elections would eventually start.

    Eze, who operates a hairdressing salon, however, said that she decided to go and attend to her customers while waiting for the exercise to commence.

    She also said that she was eager to cast her vote in order to support her preferred Chairmanship and Councillorship candidates.

    Another resident, Mrs Onyinyechi Ishmael, said that she was not interested in the polls because her previous experience showed that votes do not count in elections in the country.

    “If our votes count like the leaders claim, I believe there will be signs that election will actually take place.

    “Unfortunately, there is no sign that election will take place at the various polling units around my neighborhood,” Ishmael said.

    In Aba, Mr Collins Ogbonna,  resident of Ward 3, said that he came out by 8 am to his polling unit 007 to vote but did not see any election officials.

    Ogbonna attributed the poor voter turnout to “voter apathy and fear of gunmen” in Aba.

    He called on the residents to come out and vote to ensure the right persons assumed political leaderships at the grassroots.

    The Deputy Chairmanship Candidate for Zenith Labour Party in Osisioma LGA, Mr Rufus Aguwa, told NAN that the eletoral materials had been brought to the council headquarters for the polls.

    Aguwa further said that the representatives of other parties inspected and confirmed the materials to be complete.

    He, however, said that the materials had yet to be shared “because the LGA, which has about 301 polling units, is complex.”

    Meanwhile, the Commissioner for Voter Education and Enlightenment in ABSIEC, Dr Kelechukwu Okere, has described the report of absence of materials at the polling units as “pure falsehood”.

    Okere told NAN that the commission made adequate arrangements for the seamless distribution of materials and election officials to ensure a smooth exercise.

    PDP to challenge validity of Kaduna LG election

    The People’s Democratic Party (PDP) in Kaduna State has vowed to challenge the validity of Oct. 19, Local Government elections across the state in the court of law.

    The party condemned what it described as clandestine swearing-in of the 23 local government council Chairmen in the state by Gov. Uba Sani, saying the exercise was a shame and an attack on the nation’s democracy.

    Recall that the Kaduna State Independent Electoral Commission (KADSIECOM), had declared candidates of All Progressives Congress (APC) winners of all the 23 chairmanship and 255 councilorship seats in the state.

    Hajara Mohammed, KADSIECOM’s Chairman, disclosed this on Saturday, Oct. 19, in Kaduna.

    Mohammed said: “The Electoral and Returning Officers have filed their reports; APC won all the 23 chairmanship and 255 Ccouncillorship seats.”

    However, PDP, made its position known on Friday in a statement signed by Maria Dogo, its Publicity Secretary, made available to newsmen in Kaduna.

    The statement said: “PDP is not surprised by this secretive move, as it is clear that these individuals were never elected by the people but imposed by the dictator in Sir Kashim Ibrahim House.

    “We reiterate that no local government council election was held in Kaduna State on Oct. 19.

    ‘Any exercise, including the issuance of certificates of return, swearing-in, or assumption of office by these impostors, is therefore, futile and will not stand the test of time and the law.

    “The PDP assures the good people of Kaduna State that we are already in court challenging the validity of the election law passed and hurriedly smuggled into the electoral process.”

    The statement added that the supposed law provided the faulty basis for the corrupt, insane, and poorly executed political brigandage by “Gov Uba Sani, the APC, and their shameless KADSIECOM Chairperson, Haj. Hajara Mohammed.

    “KADSIECOM shamelessly declared APC the winner of the 23 chairmanship and 255 councillorship seats in an election that never took place.

    “We promise to pursue this case up to the Supreme Court to ensure justice and protect democracy in Kaduna State.”

    It advised those it described as “conscripted council chairmen whose stay in office would be short-lived”, that they would be held accountable for any mismanagement of local government funds.

    The statement reminded the chairmen that they were appointed by the governor “to serve as conduit for siphoning the monthly federal allocation.”

    It further added that the APC’s actions were a call to anarchy and self-help, adding, “we urge the good people of Kaduna State to remain calm and join us in our bid to have these individuals removed from office through the courts and fresh elections organised.

    “Under the leadership of Chief Edward Percy Masha, democracy will prevail in Kaduna State, and the people will have the final say. This I can assure”.

    LG election: CROSIEC begins distribution of sensitive materials

    The Cross River State Independent Electoral Commission (CROSIEC) says it has commenced the distribution of sensitive materials ahead of the local government election scheduled to hold in the State on Saturday.

    Recall that the Cross River State Government had earlier declared public holidays to enable voters in the State participate fully in the councils elections scheduled for Saturday, November 1.

    CROSIEC Chairman, Dr Ekong Boco in Calabar during the commencement of distribution of sensitive materials to all the 18 local government areas in the State on Thursday disclosed that 10 political parties will be participating in the Saturday local government election.

    Dr Boco, however, debunked the speculations that the materials had already been sent to the council areas. Boco, who showed everyone the ballot papers before the commencement of distribution, urged political parties to keep supporting the commission until the election was ‘done and dusted’ on Saturday.

    “We will be using 3,281 polling units, as approved by Independent National Electoral Commission (INEC), 9,843 ad-hoc staff, 460 supervisors, 18 returning officers and 198 collation officers,” he said.

    The CROSIEC chairman said that all the ad-hoc staff were trained from Oct. 25 to Oct. 27, including the returning officers and ward collation officers, expressing the hope that they would conduct themselves well during the exercise.

    “We want everyone to see that the process is transparent and the commission is clean,” he said.

    Boco further stated that the voting, which would be manual, would commence by 8 a.m. and end by 2 p.m.

    In his remarks, the State Chairman of Inter party Advisory Council (IPAC), Mr Effiom Edet, said that the council had observed the process by the commission, expressing the confidence that the election would be free, fair and credible.

    “We have not noticed in anyway where results were signed for any political party and so we want to let the people know that something like that cannot happen,” he said.

    Friday has been declared public holiday by the state government to ensure effective preparation for the polls.

    Cross River declares public holidays for LG election

    The Cross River Government has declared Thursday and Friday as public holidays to enable voters in the state participate fully in the councils elections scheduled for Saturday, November 1.

    The notice to this effect is contained in a statement by the Chief Press Secretary to the Governor, Mr Nsa Gill, and made available to newsmen on Wednesday.

    Gill said the decision was to allow ample time for those who have to travel outside Calabar to various parts of the state to exercise their civic duties.

    He urged the residents, especially voters, to take advantage of the two-day holidays to engage in the electoral processes and make their voices heard.

    CSOs rate conduct of Kano LG election

    The Network of Civil Society Organisations in Nigeria said the Kano State Independent Electoral Commission (KANSIEC) complied with electoral guidelines.

    Presenting a report, the convener of the Network, Mr Victor Kalu who spoke on behalf of the CSOs and CBO’s, said that the turn out was impressive and also the conduct of the election was in compliance with electoral guidelines.

    He commended the state government and KANSIEC under the leadership of Prof. Sani Malumfashi for a successful and well-organised election.

    Receiving the report, Malumfashi, appreciated the CSOs and urged them to continue their work to sustain democracy in Nigeria.

    ”Your presence added so much value to the just concluded local government elections. We are not unaware of the fact that you contributed towards the success of the election.

    “Please continue the struggle of entrenching democracy in Nigeria, one day it will be better for us in this country You prevented strongly an attempt to truncate our activities by preventing the constitutional mandate,” he explained.

    KANSIEC announced that, the New Nigeria People’s Party, NNPP has won the 44 local governments in the councils elections conducted on Saturday.

    Malumfashi made the declaration in Kano at the end of the collation exercise. He said, the state electoral body has exercised and observed its Constitutional mandates of planning, organizing, coordinating, observing and conducting Local Government Election in Kano State of Nigeria.

    Malumfashi explained that, “Six Political Parties participated: AA, AAC, ACCORD, ADC, APM, and NNPP. NNPP won all 44 Local Government Chairmanship and 484 Councillorship Positions contested.”

    Malumfashi said, the exercise had been largely peaceful and successful in all ramifications.

    ”The commission therefore deeply appreciates the roles played by the critical stakeholders, notably Security Agencies, Media organisations, Leaders of Political Parties, Civil Society organizations, Religious Leaders, Community Leaders, Youth and Women organizations, towards the actualization of grass root. Democracy in the State.”

    He thanked the people of Kano for participating.

    “The commission is also profouncily grateful to the good people of Kano State for their collective support, prayers and expression of positive emotions.

    “The peaceful conduct of the exercise is a doubtless manifestation of public acceptability of the exercise in terms of credibility, fairness and decency.” Malumfashi added.

    A Federal High Court sitting in Kano on Oct. 22 sacked the Malumfashi as KANSIEC chairman for being a card-carrying member of the Ruling New Nigeria People’s Party (NNPP).

    The case was filed by Aminu Tiga and the All Progressive Congress (APC). The defendants in the suit are the State Attorney General and Commissioner of Justice, Haruna Dederi, and 14 others.

    Delivering judgment, Justice S.A Amobede, also held that Kabir Zakirai, the Secretary of the commission was not a civil servant and therefore not an officer in the Kano State Civil Service.

    The judge held that Zakirai was not qualified to be appointed to the position under section 14 of the Kano State Independent Electoral Commission Law 2001.

    But in a counter judgment, a Kano state high court ordered the KANSIEC to proceed with the conduct of local government elections scheduled for Saturday.

    The presiding judge, Justice Sanusi Ma’aji gave the order on Friday in a matter filed by the state independent electoral commission against APC and 13 others.

    According to Justice Ma’aji, KANSIEC is empowered by the provision of the Constitution to conduct, supervise and hold local government elections across the 44 council areas.

    Justice Maaji affirmed that his Judgement and that of the Federal High Court Presided over Justice Simon Amobede, has concurrent jurisdiction as well his own is the latest and which has full jurisdiction over the matter at hands.

    He maintained that any attempt to truncate the process of the conduct of the poll amounts to nullity.

    Justice Ma’aji also ordered the security agencies to, as a matter of urgency, provide protection of lives and property during the conduct of the election.

    What Gov Yusuf told newly sworn in Kano LG Chairmen

    Governor Abba Yusuf of Kano State has sworn in the 44 newly elected local government Chairmen, urging them to manage their resources prudently and fast-track grassroots development.

    The chairmen, all from the New Nigeria People’s Party (NNPP), won seats in Saturday’s election conducted by the State Independent Electoral Commission (KANSIEC).

    Yusuf emphasised the importance of prudence in governance to meet the desired objectives of providing democracy dividends at the grassroots level.

    He encouraged the chairmen to replicate the state government programmes in their areas and assured them of support for development.

    The governor also stressed the need for cooperation with the Judiciary, security agencies, civil service and traditional rulers to transform their respective areas.

    Yusuf explained that the present administration focused on improving the lives of the constituents in the areas of health, education, water supply and agriculture, among others.

    He said, ”We have made giant strides in the areas of education through the provision of basic learning materials and a conducive atmosphere for learning.

    ”To this end, you are expected to align with the state government’s  vision and work towards achieving our development goals.”

    The Attorney General of the State and Commissioner for Justice, Mr Haruna Daderi, administered the oath of office to the new chairmen.‎

    2025 LG elections won’t hold in 37 LCDAs – Lagos Assembly

    The Lagos State House of Assembly says  that  elections will not be  conducted in  the 37 Local Council Development Areas (LCDAs) of  the state in 2025.

    The Chairman, House Committee on Local Government, Chieftaincy Affairs and Rural Development, Mr Okanlawon Sanni,said this in an interview with NAN.

    The LG elections will hold in the state in 2025.

    Sanni, representing Kosofe Constituency II, said elections into the 37 LCDAs would only be conducted if they were listed through constitutional amendment by the National Assembly.

    He explained that this was due to the recent Supreme Court judgment granting autonomy to the 774 Local Governments, which the House was obligated to abide by.

    The lawmaker said the Lagos State Independent Electoral Commission (LASIEC) would only conduct chairmanship elections into the 20 Local Government Areas (LGA) in 2025 as recognised by the constitution .

    “The Lagos State House of Assembly is repealing the Local Government law 2016 to further support the Supreme Court judgment on the financial autonomy granted by the 20 LGAs in the state.

    “If the new bill before the House(Local Government Administration Bill) is passed, the other 37 LCDAs will henceforth be under the supervision of the constitutional recognised 20 LGAs.

    “The governor of the state will appoint Mayors into each LCDA subject to the confirmation by the State House of Assembly and they will be funded by the LGA under which it falls.

    “The Assembly is trying to fashion out a way where the parent LGAs and the LCDAs will work together without the later being short-changed.

    “The functions of the 37 LCDAs will include every duty of a local government in its area of delineation and any duty assigned to it by any law of the House or executive directives of the governor of the state.

    “Also, the LCDAs may also employ their staff as it may consider necessary for optimal execution of its development programmes,” he said.

    Sanni said salaries, allowances and other benefits of all employees and all statutory payments, deductions and payments  due for essential local services shall be a first line charge on funds of LGAs.

    The lawmaker reiterated that the state Assembly had no intention of scrapping  the LCDAs as being portrayed, saying LCDAs had promoted grassroots development.

    He, however, said there was  need for the National Assembly to  understand why the LDCAs should be listed as substantive local governments.

    According to him, constitutional listing of the LCDAs is important because of the size of the state in terms of population and its economic importance to Nigeria,.

    Sanni said Anambra state has 21 local governments and that the southeastern state could not be compared to Lagos in terms of resources, economic importance and population(

    KANSIEC chairman rates conduct of Kano LG polls

    Prof. Lawal Malumfashi, Chairman of the Kano State Independent Electoral Commission (KANSIEC), has expressed satisfaction with the ongoing local government elections in Kano State.

    Malumfashi told newsmen at the commission’s  headquarters on Saturday, citing smooth and orderly operations across all the  44 Local Government Areas without any  political violence.

    According to Malumfashi, the commission provided all necessary materials needed for a seamless electoral process.

    He said he was  thrilled with the orderly conduct of the exercise across all the  polling units.

    KANSIEC had  originally scheduled the elections  for Nov. 30, but was  rescheduled for  Oct. 26 following a Supreme Court ruling affirming local government autonomy.

    Malumfashi said that  peaceful election was a welcome development, especially given the importance of local government autonomy.

    The chairman said that all efforts put in by the commission  to ensure a smooth election had  paid off, especially  without any major incident across the state.

    Kano LG election: Gov Yusuf reacts after voting

    Governor Abba Yusuf of Kano State has expressed satisfaction with the conduct of Local Government elections across the state, describing it as peaceful.

    Yusuf spoke at the Kano Stste Independent Electoral Commission on Saturday shortly after casting his votes at Gwale Local Government Area (LGA).

    He said that reports from 44 LGAs in the state indicated that  the exercise was going on peaceful citing smooth operations and no reported violence.

    He promised further government support for the commission to ensure orderly elections and commended the commission and security agencies for their efforts in maintaining security in the state .

    Yusuf called on opposition parties especially All Progressive Congress to joint hands with the administration to improve the state’s socio-economic fortunes.

    “I commend eligible residents for coming out to elect chairmen and councillors across the 44 Local Government Areas in a peaceful atmosphere.

    “Let us put political sentiment aside and work towards providing democracy dividends for our people irrespective of political party differences”, her said.

    He appealed to the judiciary to country to be neutral when it comes to election-related litigations.

    “Though Kano State Government is the only government which came into office under the platform of NNPP (New Nigeria People’s Party) that does not mean we should be intimidated.

    “We saw what happened in Rivers so we took proactive measures in ensuring that similar scenario does not happen in Kano.

    “I want to appeal to the opposition to always accept defeat as we have upper hand in terms of voter support”, he said.

    Aliyu Suleiman, representing the Sokoto State Independent Electoral Commission, also commended the peaceful conduct of the elections.
