    Ondo: ODIEC postpones LG elections indefinitely

    The Ondo State Independent Electoral Commission (ODIEC) announced on Monday that the local government election scheduled for this year has been postponed indefinitely.

     

    At a press briefing held at the commission’s headquarters in Akure, the state capital, ODIEC Chairman Dr. Joseph Aremo explained that the postponement was due to political parties’ noncompliance with the Electoral Act.

     

    Initially set for February 2024, the election was postponed after the passing of the late former Governor Oluwarotimi Akeredolu. The tenure of the council chairmen expired in August 2023, leading to the appointment of caretaker committees. However, these appointments were short-lived as Governor Lucky Aiyedatiwa suspended the committees following a court case challenging their inauguration. Subsequently, directors of Local Government Administration were directed to manage the councils.

     

    Dr. Aremo criticized the Inter Party Advisory Council (IPAC) in the state, labeling their actions as sabotage, noting that no political party had submitted any candidate names. IPAC state chairman Olaoluwa Adesanya revealed that registered political parties deliberately boycotted the electoral process. Adesanya accused Governor Aiyedatiwa of refusing to meet with IPAC leadership, despite numerous letters sent requesting a meeting.

     

    Adesanya asserted that political parties would not participate in the election until after a meeting with the governor to confirm the state government’s preparedness to conduct the council poll.

    The Ondo State Independent Electoral Commission (ODIEC) has  postponed the local government election in the state indefinitely.

    The Chairman of ODIEC, Dr Joseph Aremo, stated this in a stakeholders’ meeting on Monday in Akure.

    The election into the 18 local government areas and 33 local council development areas in the state was earlier rescheduled to to be conducted on July 13.

    However, a state High Court in June declared that the 33 LCDAs created by the late Gov. Rotimi Akeredolu was unconstitutional.

    The court held that the law passed by the House of Assembly creating the LCDAs was signed by the late Gov. Akeredolu in Ibadan, outside the state.

    Aremo, however, said that non-compliance of political parties in line with electoral process caused the postponement of the conduct of the election.

    “The political parties did not submit their nomination forms neither did they comply with the adjusted timetable from the last meeting.

    “As a precursor to the conduct of the election, between June 26 and June 28, political parties were expected to submit the lists of their agents.

    “In the last meeting with the leaders of political parties, the commission informed them that the July 13 date set for the election was sacrosanct.

    “We also stated that we would not be changing the date,” he said.

    Aremo said that if only two parties were prepared for the election, the poll would still have been conducted.

    “At the meeting, they all agreed to comply with the guidelines and timetable.

    “However, as I speak, not a single party has complied. No valid nomination form was submitted,” he stated.

    The ODSIEC Chairman, said that consequently it was incumbent upon the commission to review the entire process and decide on the next step.

    He said that the commission was committed to conduct of an acceptable election.

    “Our concern is to conduct free and fair elections at the grassroots level that will lead  to the emergence of local leadership.

    “But we realised that there is non-compliance with the rules and regulations. This led us to the decision to postpone the election,” he stated.
    Reacting to the postponement,  the state  Chairman of the Inter-Party Advisory Council (IPAC), Mr Olaoluwa Adesanya, said the decision of the council members not to participate in the election was reached during a meeting of all political parties in the state.

    “We agreed among ourselves that no political party should submit nomination forms because we want to meet with the state governor  to discuss with him and understand some happenings in the government.

    “We knew that the commission will have nothing to work with without the submission of nomination forms.

    “ODIEC is an independent body and in this aspect, it is a matter between the government  and the political parties,” he stated.

    Rivers: Police surround LG secretariats amid tension over expiration Chairmen’s tenure

    Following the expiration of the tenure of LG chairmen in Rivers state, the police have stationed armed operatives at the secretariats of four local government councils in the state.

    Police vans are currently positioned at the entrances of Port Harcourt City, Obio/Akpor, Ahoada East and Ogu/Bolo LGAs.

    Earlier, youths in Degema and Asari/Toru LGAs occupied their respective council secretariats in protest against the extension of the tenure of the LG chairmen.

    The youths chanted solidarity songs in support of those Governor Siminalayi Fubara is expected to appoint to manage the local councils on a temporary basis.

    Recall that the outgoing LG chairmen, who are loyal to the Minister of the Federal Capital Territory, FCT, Nyesom Wike, had their tenure extended by an amended Local Government Law Number 5 of 2018 by the faction of the State House of Assembly headed by Martins Amaewhule.

    However, the extension was nullified by a Rivers State High Court ruling on May 21, 2024, which declared the Local Government Law No. 2 of 2024 as inconsistent with the 1999 Constitution.

    Despite the court’s ruling, the chairman of Ikwerre LGA, Samuel Nwanosike, has vowed to remain in office.

    It was learned that two LG chairmen from Bonny and Opobo/Nkoro, who are loyal to Fubara, celebrated the expiration of their tenures with a thanksgiving service on Sunday.

    Rivers governor,  Fubara hasn’t made any official statement concerning their tenure expiration and the next line of action in the state.

    Ezekwesili, Nweke Jr, others canvass decentralisation of power to LGs

    A former Minister of Education, Dr Oby Ezekwesili, has called for the decentralisation of power from the Federal to the Local Government Areas (LGAs) for speedy development of the country.

    Ezekwesili made the call at a virtual democracy dialogue on LGA administration organised by Fix Politics Initiative as part of activities to mark the 2024 Democracy Day on Thursday in Abuja.

    Ezekwesili, who is the founder of Fix Politics Initiative, a citizen-led movement operating in Nigeria and other African countries, called for an overhaul of the 1999 Nigerian Constitution.

    She said that the amendment alone could not birth the desired Nigeria, adding that other structural challenges affecting the nation’s democracy and governance should be done as well.

    “We believe that foundationally, we have to correct these structural defects by making sure that the local government system is at the centre of the kind of constitutional changes that we are looking forward for.

    “We are an organisation that has put our voice out there to say that, tinkering with the 1999 Constitution on the margins will not deliver the new Nigeria we all want; we all want a Nigeria that works for all of us.

    “A Nigeria that works for all of us has to be designed by the people and where do you often find the real people, it is at the local communities.

    “And so placing them at the centre of the design of a Nigerian project that works is fundamental; the Nigerian project will only work to the extent that the people are at the heart of it,” she said.

    On his part, a former Minister of Information, Mr Frank Nweke Jr, said that citizens must continue to be reminded of their collective responsibilities to ensure good governance.

    Nweke, who is the Chairman, Fix Politic Initiative, said citizens should not only vote, but support compatriots in government and jointly hold government accountable.

    He said that citizens must understand the various roles and responsibilities of all the tiers of governments in the country to effectively track their performance.

    Mr Oluwasesan Dayini, from Ebobobaiku Local Government Development Authority in Lagos, said that much attention should be paid to LGAs to make the people feel the impact of democracy.

    He said that no state could function without LGAs in spite that current challenges of poor funding, limited administrative freedom among others being faced by the third tier of government in the country.

    Dayini said that citizens should, however, call for accountability by tracking budgetary provisions, saying that it is more effective than waiting for anti-graft agencies.

    A political activist, Ms Aisha Yesufu, said that there was the need for reorientation of the citizens to make the democracy work better.

    She said the ordinary people including children should be allowed to be part of the decision-making process.

    The activist said that in schools and religious gatherings, children should not be asked to shut up but make their contributions count based on their ability and understanding.

    “By getting the children involved early, when they grow up, they will be able to effectively engage government and will not be intimidated or be blackmailed to keep mute for fear of being regarded as disrespectful,’’ she said.

    Yesufu said that asking government officials questions did not amount to antagonism, but should be regarded as efforts to ensure good governance.

    Other discussants which include, Ms Ngozi Iwere, a social activist, Mr Saseme Akume, a public affairs speaker, Mr Sam Amadi, a policy strategist and Mr Seun Onigbinde all called for capacity building for citizens and government officials.

    They called for an access to data for citizens to track performances and a Constitution that allows LGA to function effectively among others.

    Discussants at the dialogue tasked citizens on inclusive participation in governance especially at the LGA level.

    Borno gets first elected female LG Chairman

    Hajiya Inna Galadima of the All Progressives Congress (APC), has been declared Chairman-elect of Jere Local Government Area (LGA) of Borno.

    Galadima’s emergence automatically makes her the first female to be elected council chairman in the state.

    Galadima, a onetime commissioner and special adviser in Borno was declared winner by the Returning Officer of Jere LGA, Prof. Mohammed Konto.

    Konto said Galadima scored 110,459 votes to defeat her closest rival in the Peoples Democratic Party (PDP) who scored 2,478 votes.

    Results from other LGAs in the Saturday’s election have started trickling in, with APC candidates in the lead.

    Two wives of LG boss abducted in Jigawa

    Unidentified gunmen have kidnapped two wives of the Chairman of Kiyawa Local Government Council in Jigawa State.

    A resident stated that the incident occurred at the weekend when the hoodlums invaded Kiyawa town and gained entrance to the chairman’s residence, subsequently abducting the two wives.

    The source said the suspected criminals fired gunshots into the air, causing panic and confusion in the town.

    He revealed that one of the abducted wives is heavily pregnant and due to deliver at any moment.

    The spokesperson of the Jigawa State Police Command, SP Lawal Shisu Adam, confirmed the incident.

    He said the incident took place Friday night after they had caused fear among the locals with their indiscriminate gunshots.

    SP Adam also indicated that there were no reported injuries during the incident.

    He stated, “Upon receiving information about the abduction, the state police command deployed a special police unit to rescue the victims and apprehend the suspected criminals.”

    A source within the family also told Dailypost that, to date, the kidnappers have not made any contact with the family.

    FAAC: FG, states, LGCs share N1.1trn for August

    The Federation Account Allocation Committee (FAAC), has shared the sum of N1.1 trillion to the Federal Government, states and Local Government Councils (LGCs) for August.

    This is contained in a communiqué issued by the FAAC at its September meeting.

    The communiqué said that the N1.1 trillion total distributable revenue comprised statutory revenue of N357.398 billion, Value Added Tax (VAT) revenue of N 321.941 billion and Electronic Money Transfer Levy (EMTL) revenue of N14.102 billion.

    It also comprised Exchange Difference revenue of N229.568 billion and Augmentation of N177.092 billion.

    The communiqué said total revenue of N1.48 trillion billion was available in the month of August 2023.

    “Total deductions for cost of collection was N58.755 billion, total transfers and refunds was N254.046 billion and savings was N71 billion.

    “Gross statutory revenue of N 891.934 billion was received for the month of August 2023. This was lower than the N1.1 trillion received in the month of July by N258.49 billion.

    “The gross revenue available from VAT was N345.727 billion. This was higher than the N298.78 billion available in the month of July by N46.938 billion,’’ it said.

    It said that from the N1.1 trillion total distributable revenue, the Federal Government received N431.245 billion, the state governments received N361.188 billion and the LGCs received N266.538 billion.

    “A total sum of N26.473 billion, (13 per cent of mineral revenue) and N14.657 billion (13 per cent of savings from NNPCL), were shared to the relevant states as derivation revenue.

    “From the N357.398 billion distributable statutory revenue, the Federal Government received N173.102 billion, the state governments received N87.800 billion and the LGCs received N67.690 billion.

    :The Federal Government received N48.291 billion, the state governments received N160.971 billion and the LGCs received N112.679 billion from the N321.941 billion distributable VAT revenue,” it said.

    The communiqué said the N14.102 billion EMTL was shared among the three tiers of government.

    “The Federal Government received N2.115 billion, the state governments received N7.051 billion and the LGCs received N4.936 billion.

    “The Federal Government received N114.445 billion from the N229.568 billion Exchange Difference revenue.

    “The state governments received N58.048 billion, and the LGCs received N44.752 billion.

    “The sum of N12.027 billion (13 per cent of mineral revenue) and N0.296 billion (13 per cent of savings from NNPCL) went to the relevant states as derivation revenue,’’ it said.

    It said that from the N177.092 billion augmentation, the Federal Government received N93.292 billion, the state governments received N47.319 billion and the LGCs received N36.481 billion.

    “In the month of August, VAT, Import and Excise Duties and EMTL increased considerably while Petroleum Profit Tax (PPT), Companies Income Tax (CIT), Oil and Gas Royalties recorded significant decreases.

    “The balance in the Excess Crude Account (ECA) was 473.75 million dollars.

    Impeached LG boss, Adedayo, arraigned in Ogun

    The Police Command in Ogun on Tuesday arraigned the impeached Chairman of Ijebu-East Local Government in the state, Mr Wale Adedayo, at a Magistrate Court sitting in Abeokuta.
    The News Agency of Nigeria (NAN) reports that Adedayo had accused the state governor, Mr Dapo Abiodun, of diverting statutory Federal allocations of local government areas in the state.
    Operatives of the Police Command had on Monday arrested Adedayo at Ijebu-Ife and held him in custody at the Police Headquarters at Eleweran in Abeokuta.
    Adedayo was arraigned on a two-count charge at the Magistrate Court in Isabo, following a petition written by the state government.
    The two-count charge has it that Adedayo had on Aug. 27 at Abeokuta in the Abeokuta Magisterial District did unlawfully publish a circular to the public.
    It further has it that Adedayo through a letter addressed to a former governor of Ogun, Olusegun Osoba, knowingly and falsely accused Gov. Abiodun of hijacking local government funds.
    The charge also stated that this was likely to cause fear and alarm among the public or disturb the public peace.
    It contended that Adedayo knows or has reason to believe that such statement is a rumour.
    Adedayo was thereby charged to have committed an offence contrary to and punishable under Section 59(1) of Criminal Code laws of Ogun State, 2006.
    After the charge was read to him, the defendant pleaded not guilty of the two charges.
    The Prosecuting Counsel, Insp. Olaide Rawlings, said five witnesses would be called in the course of the trial.
    Counsel to the defendant, Mr. Kayode Akinsola, applied for the bail of Adedayo in line with the provision of Section 265, that the defendant is innocent of the charges until proven otherwise.
    He argued that the defendant had no criminal record and that he (Adedayo) would not likely jump bail, if granted.
    Akinsola said the defendant has no criminal record whatsoever and has been honouring all invitations from the Police and the Department of State Services (DSS).
    “We want to believe that the prosecution team has concluded its investigation and that is the reason why we are in court. Hence, the defendant can not interfere with whatever they may want to do.
    “I urge the court to admit the defendant to bail, who will be willing to stand trial.”
    The magistrate, A.K Araba, in her ruling, admitted Adedayo to bail in the sum of two million Naira and two “responsible and reliable sureties” in like sum.
    The sureties, according to the magistrate must be resident within the jurisdiction of the court, and must posses landed property with evidence of Certificate of Occupancy (C of O) and  tax clearance.
    She, therefore, remanded him at the Ibara Correctional Centre in Abeokuta, pending the perfection of the bail conditions.

    Hemp: Niger LG Boss appears before NDLEA over trending video

    The Chairman of Chanchaga Local Government in Niger, Alhaji Aminu Ladan, has disowned a trending video clip of him encouraging some youths to use the council secretariat to smoke weed.

    Ladan told operatives of the National Drug Law Enforcement Agency (NDLEA) on Thursday in Minna that the viral video was doctored by those who posted it on the Internet to tarnish his image and scuttle his political career.

    Ladan was invited for questioning by the NDLEA over the matter.

    “As a leader I will never make such a derogatory and inciting statement that will destroy the society rather than build it.

    “The video clip on social media was doctored by my political rivals to achieve their selfish interest of destroying my political career,” he said.

    He appealed to the people of the state, especially residents of Chanchaga local government area to remain calm and ignore the video.

    The Chairman challenged members of the public to watch the full video clip to ascertain the truth.

    Dr Mohammed Malami, Commander Zone “C” of the NDLEA,  said that the trending video clip was embarrassing and an attempt to sabotage the work of the anti-narcotic agency.

    “The video was disturbing, being that we are approaching the general elections.

    “Also the Niger Command of the agency was commended twice recently by the Headquarters for ensuring drug demand reduction,” he said.

    Malami appreciated the local government chairman for honouring the Agency’s invitation to explain the content of the video.

    Earlier, Mr Haruna Kwetishe, the state NDLEA Commander, said that the command was extremely worried about the video clip encouraging young people to use the local government secretariat as a joint to smoke hemp.

    “When we saw the video it gave us concern and we invited the local government chairman for clarification.

    “He has debunked the statement, saying that the video clip was doctored by some persons for their political interest.

    “Therefore, his debunking of the allegation has settled our minds,” he said.

    Kwetishe said that after reviewing the whole content of the video clip, it was clear that someone doctored it to achieve a particular purpose.

    “We want members of the public to be careful with some of the video content on the social media.

    “Some people may edit a video to indict someone, living the person with the burden of dispelling the rumour,” he said.

    He assured the people that the agency would continue to work towards eradicating illicit drugs in the state.

    It’s impossible to divert LG allocations without EFCC, ICPC knowledge – Shehu Sani

    Former Kaduna Central Senator, Shehu Sani, has accused anti-corruption agencies, the Economic and Financial Crime Commission (EFCC) and the Independent Corruption Practices and Other Related Offences Commission (ICPC) of the diversion of local governments allocations to state governments.

    Recall that the Federal Government recently accused state governors of diverting local governments’ allocations.

    Senator Sani reacted on Sunday in a post via his verified Twitter handle.

    He wrote: “It’s impossible to divert local government allocations to state Governments without the knowledge of the anti-corruption agencies.

    “No huge sum of money can move within the banking system without their eagle or prying eyes. If they want to stop it they can.”
