    Covid-19: Human rights group lauds Nigerian Army’s involvement in lockdown enforcement

    The Save Human Advocacy Centre (SHAC) has hailed the Nigerian Army for another timely intervention in a crucial period to save Nigerians from impending collapse to the dreaded coronavirus.

    The SHAC believes the Army’s proactive response to enforce the stay-at-home order could ultimately be the game-changer as the country edges towards victory over the pandemic.

    Coronavirus has swept across the world, killing thousands and forcing millions into quarantine. Several nations have activated armed forces to help combat it.

    South Africa deployed its army to enforce a 21-day lockdown and U.S. President Donald Trump activated the National Guard in New York, California and Washington.

    The U.S., French and Moroccan armies have set up field hospitals, and Russian President Vladimir Putin ordered the army to carry out drills to increase its readiness.

    Led by Chief of Army Staff Lieutenant General T.Y Buratai, the Army is ensuring that Nigerians adhere to President Muhammadu Buhari’s lockdown order in Abuja, Lagos and Ogun; doing so within the ambit of the law.

    In a statement signed by Executive Director, Dr Grace Gyang, SHAC praised the Army Chief for going a step further to set up up toll free lines and help desk to checkmate suspected human rights abuses.

    According to the group, Lt. Gen. Buratai has again proven that he is after the protection of the lives of Nigerians whether in war situations or on public health issues like now.

    “ By the figures SHAC monitored on April 5, 2020, through a special website called ‘Worldometer,’ Nigeria’s Covid-19 cases are 224; we have recorded 5 cases of deaths and 32 recoveries in nearly two months since the first case was discovered. NCDC has tested over 4,000 cases. This is not time to joke with our lives! It means God Almighty is very merciful to us and we are obligated to appreciate Him through our actions and conducts,” the statement said.

    “At this point, SHAC is commending the Nigerian Army in safeguarding Nigerians in this precarious time by enforcing the stay-at-home order. We are also pleased by the Army’s initiative of setting up toll free lines and desk to checkmate suspected abuses of Nigerians by any of its personnel in implementing the lockdown to prevent the spread of Covid-19.

    “SHAC is infinitely proud and appreciative of the leadership offered by the COAS Lt. Gen. TY Buratai. For the umpteenth time, Gen. Buratai has proven to Nigerians that he is after the protection of the lives of Nigerians whether in war situations or on public health issues like now.

    “We endearingly salute the proactive initiatives by Gen. Buratai, which actively responded to the genuine concerns raised by well-meaning Nigerians on restriction of movement to tame the spread of Covid-19. Or else, by today, and without the action of the Nigerian Army, Nigeria would have been in the same ditch of mess over Covid-19 with countries like Italy, Spain and America among others. We live in a panicked world now!.”

    SHAC, however, welcomed the COAS’ resolve to investigate alleged human rights abuses against his officers and soldiers.

    The group advised Nigerians, though, to allow the Army investigate and punish those found wanting within its laid down laws while they also do their best to ignore fake news.

    “ SHAC is appealing to the understanding of Nigerians that in every organization or institution, there are deviants. The COAS is not unaware of the few cases where some soldiers abused or violated the human rights of some Nigerians in the course of enforcing the stay-at-home order as directed by the FGN and state Governments,” it said.

    “ The issues are on his desk. And Gen. Buratai has ordered and arrested the suspected soldiers for unprofessional conduct as he has always done even in instances before now. The soldiers are currently subjected to military interrogation to ascertain the veracity of the claims and culpability of the soldiers.

    “ And if found wanting in the reported cases of abuse of civilians, the trusted Gen. Buratai will not be hesitant to discipline or punish them in accordance with laid down Military laws. We again appeal for calm and understanding from all Nigerians. We all need our supports in this difficult period.

    “ Perhaps, before we conclude, the general public must be watchful about the activities of fake activists who are out to blackmail the military and Nigerians. These emergency or contracted activists are unto their usual business by dusting up old pictures of soldiers’ brutality of civilians and doctoring them to tarnish the image of the Nigerian Army.

    “ These pictures and videos have gone viral on social media platforms to poison the minds of Nigerians against soldiers. But we must be clear-eyed to discern the fakeness and ensure that we are not misled by such dubious elements and their gimmicks.

    “ SHAC is disclosing to the public that Nigerians who have difficulties reaching the Nigerian Army Human Rights Desks nation-wide can reach us over their problems in this period. We have equally launched a situation room to monitor issues of human rights abuses by all security agencies participating in the Covid-19 lock down across the country and not just the Army. We are concerned; all Nigerians are concerned.

    “ Finally, we enjoin all Nigerians to support the federal and state governments by observing the stay-at-home order. We should resist the temptation of being used by dubious elements to disturb the peace of the country through Covid-19. We are just trying to overcome Boko Haram and as a nation, we cannot afford another round of mass deaths in whatever guise.”

    Psychologist Prof Richard Wiseman, from the University of Hertfordshire, says “finding the funny” is a “common way” of coping during the COVID-19 crisis.

    “For people staying at home to help curb the spread of Covid-19, watching a TV programme, a film or reading a book that they find funny is good “partly because it distracts you and also because it puts you in a good mood.

    “Laughter is contagious: you hear people laugh and you laugh as well.

    “In your household, if you find something funny, sit and watch that or tell jokes to each other. They don’t even have to be particularly funny – they are all good for promoting mood.”

    NSCDC penetrates Ogun riverine areas to enforce lockdown order

    The Ogun Command of the Nigeria Security and Civil Defence Corps (NSCDC) said on Saturday that it had penetrated the riverine areas of the state, to ensure full compliance with the lockdown order to check the spread of Coronavirus.

    The Public Relations Officer of the Command, Dyke Ogbonnaya, said this in a statement he issued in Abeokuta.

     

    Ogbonnaya said that the NSCDC had maintained constant surveillance around the riverine areas which had always been considered as difficult terrain to access.

     

    He explained that the corps had to travel and access the areas through canoes.

     

    “All major river border areas are being strategically manned since the commencement of the lockdown on Friday by the corps to forestall possible attempts at crossing through such routes to other parts of the state.

     

    “No fewer than 45 personnel were deployed in the riverine routes including Akere in Ipokia Local Government area and Makun-Omi in Efire community of Ogun–Waterside Local Government area.

     

    “Meanwhile, our land borders across the state are also under close monitoring by a task force team comprising the NSCDC, the Nigerian Police Force (NPF), the Department of State Services (DSS) and in case of emergency situations, the Nigerian Army,” he said.

     

    The PRO added that the Commandant of the NSCDC in Ogun, Hammed Abidunrin, and the heads of other security agencies in the state had continued to move round to ensure compliance with the directive.

     

    He said that Abodunrin had directed the NSCDC personnel “to keep an eye on all critical assets of the Federal and Ogun Governments while they continued to enforce the directive.”

    The Ogun Government says it will only open markets every two days during the lockdown.

    Gov Dapo Abiodun made this known while addressing newsmen on Friday night at his residence in Iperu Remo,Ogun.

    The governor also declared that all markets in the state would only open between 7 a.m. to 2 p.m. on Tuesday as the lockdown started on Friday night.

    He noted that the total lockdown of the state for the first three days was to allow for complete fumigation of the state to disinfect public places such as motor parks and markets.

    “The lockdown will be total from now till 7.00 a.m. on Tuesday, to be suspended between 7.00 a.m. and 2.00 p.m. to allow for essential business activities.

    “This 7.00 a.m. to 2.00.p.m. window will be observed every other day therefrom; that is, Tuesday instant, Thursday, and Saturday for the coming week,” he said.

    The governor noted that no fewer than 500,000 households would benefit from the stimulus packages to cushion the effects of the lockdown.

    Abiodun explained that the packages, which comprised of 5kg each of rice, beans and garri with tomato pastes, vegetable oil, salt, seasoning cubes and other hygiene products would be distributed to the “poor and the vulnerable in the state’’.

    The governor, however, warned that under no circumstance should the items be diverted to other use other than what they were meant for.

    He appealed to the people to avoid stampede and unnecessary struggles during the distribution, saying it would be an ongoing process.

    “We have constituted a multi-sectoral local government taskforce to monitor the daily report and distribution of the stimulus packages from state government to all the 236 wards of the state,” Abiodun said.

    The governor further said that the state government would begin to enforce compulsory wearing of face mask as from Tuesday morning of April 7, till the expiration of the lockdown.

    He also announced that the third case of COVID-19 who tested positive 10 days ago, was discharged on Friday evening, having shown considerable improvement in his health condition.

    The PresidentMuhammadu Buhari, has urged security agencies to deploy tact while enforcing the lockdown in Lagos, Ogun and the Federal Capital Territory.

    Buhari had, on March 29, ordered the lockdown in the three locations for an initial period of 14 days to tackle the spread of the coronavirus in the country, while some other states have followed suit.lockfown

    The Chairman of the Presidential Task Force on COVID-19, Boss Mustapha, who spoke during a live briefing of the task force in Abuja on Friday, stated that reports indicated that there was a high level of compliance with the lockdown orders in Lagos, Ogun and the FCT.

    Mustapha, who is also the Secretary to the Government of the Federation, said the Federal Government had ramped up its synergy with the state governments through video conferencing communication and the platform of the governors forum.

    According to him, the President’s directive is that security agencies should enforce the lockdown order with discretion but Nigerians should be law-abiding.

    The SGF said, “The PTF finds it very necessary to appeal to our law enforcement agencies to deploy tact and caution in the course of enforcing the rules even in the face of provocation.

    “We similarly appeal to all Nigerians to be law-abiding, exercise patience and self-restraint. The message from Mr President is that no Nigerian should, on account of these rules, suffer any harm or pains during this period or any other time in our national life.

    “To the Nigerian traders and businessmen and women, we appeal for resistance to the urge to hike prices of goods and commodities during this period as our compassionate nature must prevail.”

    Mustapha stated that it was the best time for citizens to be considerate and to show empathy for their fellow countrymen.

    According to him, the role of the non-governmental organisations and civil society organisations in the battle against COVID-19 is well acknowledged and recognised.

    He urged them to deploy their resources, especially community-based manpower, to shore up the arrangements by the sub-national entities, mainly the states.

    “I am pleased to inform Nigerians that we made progress in the mobilisation of resources to reinforce our preparedness and implementation arrangements.

    “In recognition of the danger to which our frontline health workers are exposed to, government is working with other stakeholders to structure medical and life insurance cover for their protection.

    “I, therefore, wish to assure them of our commitment and urge them to put in their utmost best as they battle to save us from this ravaging virus,” he said.

    The Delta State Government has called for an investigation into the circumstances which led to the killing 28 years old Joseph Pessu, allegedly shot dead by armed soldiers who were out to enforce the ‘sit at home’ order issued by the State Government as part of the effort towards containing the spread of coronavirus pandemic.

    The boy who was reportedly shot at about 10 am at the Ogunu flyover bridge in Warri for allegedly refusing to stop for a check, was said to be driving towards the Warri NPA from Ubeji when he was accosted by soldiers enforcing the lockdown order.

    According to a statement by the State Commissioner for Information, Mr Charles Aniagwu, the government was worried about the report of an alleged killing of a 28-year old man in Warri by security agencies on regular patrol duty.

    The state government also sent a delegation to the deceased family to condole with them over the loss of their son. While the statement said the military authorities have been contacted to carry out an investigation into what led to the killing of the young boy.

    While urging the people to remain calm and not to take laws into their hands, he said the government would conduct an investigation into the killing.

    Aniagwu thanked Deltans for their cooperation so far by remaining indoors, suing for further cooperation with the State Government in the best interest of Deltans.

    In the same vein, the Deputy President of the Senate, Senator Ovie Omo-Agege, has called for thorough investigation of the alleged killing of Joseph Pessu, an Itshekiri youth by men of the Nigerian Army enforcing the COVID-19 stay at home order of the Delta State Government.

    Describing the incident as extra-judicial killing, the Deputy Senate President called for the arrest and prosecution of the culprit (s) to serve as deterrent to others.

    Omo-Agege, while calling on all citizens of the state to desist from taking the laws into their hands as being reported in some quarters added that he has tasked the authorities to fish out those responsible and punish them in accordance with the laws of the land.

    According to him, even if the deceased had flouted the order of the state government to stay at home, the best approach was to apprehend and hand him over to the police for prosecution.

    While calling on security personnel to always maintain the rules of engagement as they enforce the lockdown order, he called on youths to exercise utmost restraint.

    Also, the member representing Warri Federal Constituency in the House of Representatives, Hon. Thomas Ereyitomi has berated some men of the Nigerian Army over the maltreatment, torture and human rights violations of people of his constituency, especially Warri indigenes and others in their efforts to enforce the lock-down directives of the state government.

    TNG Special Report: Buhari’s lockdown killing us faster than coronavirus, Nigerians lament

    When President Muhammadu on Sunday March 30, 2020 finally acceded to millions of Nigerians’ demand (online/offline) to have him address them on live TV on his administration’s preparedness on the novel coronavirus [COVID-19] pandemic, many Nigerians were of the opinion that most of the ‘in-view’ incentives which he later rolled out in his speech would have been implemented before locking down Lagos, Ogun and the seat of power, Abuja.

    Without adequate time to prepare and with most people still lamenting their loss since the pandemic broke out, residents of these two states and Abuja were asked to stay indoors for two weeks while the government rolls out its palliative measures later.

    Confusion in Lagos over government’s earlier directive

    When the Lagos State Government earlier proposed a partial lock down of the state to contain the spread and also fumigate the entire state against the novel coronavirus [COVID-19] disease, little did Lagosians know that the partial ‘sit-at-home’ order will later run in full force especially with the federal government’s ‘order from above’.

    While the Lagos State Government was still trying to explain that the state was not in full lockdown and that the chemicals to be used for the fumigation are not poisonous, President Muhammadu Buhari’s broadcast passed a different message.

    According to the president who had earlier been dragged by Nigerians for his ‘expensive silence’ on the COVID-19 development, the imposement of a two-week curfew from 11PM on Monday night in high risk states as Lagos, Ogun and FCT will help government contain the spread and also trace people who are in contacts with confirmed cases.

    “I am directing the cessation of all movements in Lagos and the FCT for an initial period of 14 days with effect from 11pm on Monday, 30th March 2020. This restriction will also apply to Ogun State due to its close proximity to Lagos and the high traffic between the two States.

    “All citizens in these areas are to stay in their homes. Travel to or from other states should be postponed. All businesses and offices within these locations should be fully closed during this period. The Governors of Lagos and Ogun States as well as the Minister of the FCT have been notified. Furthermore, heads of security and intelligence agencies have also been briefed.

    “We will use this containment period to identify, trace and isolate all individuals that have come into contact with confirmed cases. We will ensure the treatment of confirmed cases while restricting further spread to other States,” Buhari said in the much anticipated nationwide broadcast on Sunday.

    Ogun postpones lockdown

    Meanwhile, Ogun State Governor, Dapo Abiodun has postponed the presidential directive to lock the state from 11PM Monday to Friday (today).

    The governor, who disclosed this on Monday in a broadcast said he consulted with the president on the need to extend the lockdown directive in the overall interest of the people of the state.

    According to him, the president graciously agreed to the request, and therefore urged the people of the state to remain calm and stock up food items ahead of time.

    The governor also said the state had procured 20 ventilators for use at the isolation centres.

    Nigerians lament lockdown with no electricity

    Now in its day four, Nigerians especially those in Lagos and Abuja are beginning to complain of the epileptic power supply even as they are confined to their houses.

    “The least thing any serious government can do should have been to improve on its electricity distribution. How do you keep people at home without providing electricity especially in this harsh weather? How do they access daily info on this virus? This is nothing short of being trapped, we are literally locked down in darkness while they enjoy 24 hours electricity in their various houses. If you really want people to stay indoors, you should make the atmosphere conducive for them to do so. This country is just a joke. When you know you are not ready, why not just allow the states manage their crisis as it unfolds in their domain? Do you believe I even had to fuel my generator to listen to the president on that Sunday evening? Will Nigeria ever prepare for anything? We had enough warnings o, but our leaders as usually took it for granted thinking the disease was going to start with the poor and even if it reaches them, they’ll quickly dash abroad as they usually do, but look at God in action, I pray they learn their lessons when all of this is over, a visibly angry Nigerian share his thoughts with TNG.

    Another Nigerian shares his lockdown experience: “As much as we are trying to obey the presidential ‘stay-at-home’ directive to contain the spread of this disease, however I must say the atmosphere is not conducive. Just come to my street and see things for yourself. Nearly all the houses are on generators 24 hours of the day. The last time we had any semblance of public electricity was in February. We have had to power our gen for every single day since then. Nigeria is not ready for a lock down. The heat is also not helping matter. But we won’t have needed to worry about the heat if our government gives us constant electricity.

    Nigerians likely to develop more health problems staying indoors without light – Experts

    While the government is doing everything possible to contain the spread of the virus amongst Nigerians by declaring a lockdown in the most vulnerable states, however, medical experts say Nigerians might contact other strange illnesses if they are continually locked down in darkness.

    A Lagos based medical doctor, Dickson Fasasi said people need to stay in well ventilated places to suppress the effect of the global warming that is currently sweeping across the world.

    In his words: “The atmosphere these days is becoming increasingly hot and unbearable. The development which has caused profuse perspiration and does not seem to have reprieve even at nights is the effect of global warming currently sweeping across the globe.

    This climate change is becoming an emerging public health concerns. The high temperature coupled with humidity has led to mortality and morbidity where it continues through the night. The body becomes exhausted and overwhelmed and may react to this situation mildly or severely from minor symptoms like psychological stress, heat rash, heat cramps, chicken pox to extreme cases like heat syncope, exhaustion, meningitis, fainting and strokes which may lead to neurological damage and even death.

    This period of heightened temperature with adverse bodily effects is what is referred to as heat wave. With increase in the body’s temperature, central nervous and circulatory systems are impacted. The most vulnerable to heat waves are children, elderly, sedentary urban dwellers who do not have access to air conditioners and those whose apartments do not have windows that allow for ventilation of air. Others are obese and people with certain medical conditions, even diuretic drugs for treatment of high blood pressure and medications for mental health conditions have been found to be susceptible to heat and can worsen the condition of the patients.

    Where electricity is not available especially at night hours, the tendency would be to keep both doors and windows ajar. This could be an open invitation to dangerous reptiles and men of the underworld, so care must be taken so that one does not jump from fry pan to fire.

    Air conditioners have been found to be effective in cooling room temperature but fans actually aggravate such situations because of the hot air they blow.”

    He noted further that to ensure that Nigerians don’t contract another disease while running from one, the federal government must at least ensure that power is stable especially at night when the option to move around can’t be explored.

    He also advised Nigerians on the need to observe daily healthy lifestyle and eat good food particularly fruits to boost their immune against the novel coronavirus [COVID-19] and any other illnesses that might surface during the compulsory lockdown that is more likely to extend than the initial two weeks.

    “It is advisable to stay under shades of trees, bathe regularly and enough water should be taken in order to prevent dehydration during this period. Also, virtually all fruits are good for the body in times like this, but fruits and vegetables such as tomatoes, cucumber, leafy greens, berries, coconut water, water melon are among the best, even spicy pepper is recommended because it can stimulate heat receptors in the mouth that enhances circulation which produces sweat that cools down the body. Also, frequent checks of the body’s blood pressure are recommended. Sun screen and sun lotion with solar protection can be of help to the eyes and the body respectively.

    Alcoholic drinks and beverages such as spirits, coffee, caffeinated drinks, sodas and also smoking of tobacco are more dangerous to the body during this period,” the doctor explained.

    High cost of food items and daily products

    A brief monitoring by TNG of street traders and shops in Lagos revealed that prices of food items such as Rice, Beans, Yam, Garri, Palm and groundnut oil have doubled with some almost tripling.

    One of the sellers who cringed anonymity said the high cost of the items wasn’t entirely their fault. “People think we are responsible for the hike in prices but we are not. It is what we buy that we will sell. Now that there is curfew, we don’t easily get vehicles to bring the items for us. If we get one, they will charge triple the usual amount. Sometimes, we also bribe these security officials to allow our vehicles to pass. All these extra charges amount to the hike in the prices. We can’t deliberately hike food prices when there is no reason to do so.

    However, a female residential buyer has a different opinion. “These people are wicked. When things go wrong in this country, we are quick to call Buhari but is it Buhari that said they should hike prices for goods that are already in their shops before the curfew commenced? Majority of them are even afraid to step close to the bus stop, yet they lie that they buy fresh supplies at exorbitant prices. This country can’t move forward if we keep oppressing ourselves. Nobody is saying you can’t make extra gain but you have to be realistic and reasonable in doing it,” she said.

    Harassment by security agencies

    Before President Muhammadu Buhari imposed the curfew, Governor Babajide Sanwo-Olu in his wisdom had earlier instructed the Lagos State Police Task Force to be friendly in enforcing the ‘stay-at-home’ order.

    However, few days into the curfew, Nigerians are beginning to share different brutality stories from their encounter with the security agencies.

    “I remember the president exempted general health workers in his curfew speech. I am a pharmacist. I run a pharmaceutical shop and also work in a general hospital. The security agencies have turned me back home on two occasions since this curfew started despite my open identification. They even malhandled me on one occasion. Its funny how these guys abuse any small power entrusted to them,” a pharmacist shared his experience with TNG via telephone interview.

    TNG observed that the social media has also been awashed with pictures and videos of security agencies brutalising people. Especially those legitimately empowered to move around.

    Just yesterday (Thursday), a soldier in Warri, Delta State allegedly shot a civilian to death outside his house. The tension from the killing is yet to abate as aggrieved youths have also bounced on some soldiers on the lockdown duty. The State Government has however called for calm and ordered immediate investigation into the killing.

    Ikeja Electric Plc (IE) has announced that non-paying customers within its franchise network will not be disconnected during the two-week stay-at-home period enforced by the government to curb the spread of COVID-19.
    According to the Disco, the decision to suspend all disconnection activities was taken to allow all its customers enjoy electricity supply during the lockdown period.

    Acting CEO of the company, Folake Soetan, in a statement said: “At Ikeja Electric, we are committed to ensuring that our customers enjoy steady and quality supply throughout this difficult period and beyond. We recognise the fact that electricity supply is critical to our ability to stay safe, clean and indoors.

    “Therefore, we have also taken a decision to suspend all disconnection activities of non-paying customers for the period of two weeks starting today.

    “This is to ensure that customers who cannot afford to pay their March bills due to the closure continue to enjoy supply until the stay at home order is lifted.

    “Customers who also wish to pay their bills can also do so using any of our designated online payment platforms.

    ‘’Our prepaid customers can buy energy online using any of your preferred online banking or merchant platforms. You can also visit our website to purchase vending units.’’

    She noted that Ikeja Electric as one of the companies designated as essential services has put measures in place to ensure that engineers and technicians are available to clear all forced and unforced outages, while also continuing with the preventive maintenance programmes.

    Ikeja Electric said in line with its mantra of treating customer first, using technology now policy, the customer service representatives will be available to respond to all complaints and inquiries promptly and professionally.

    Ikeja Electric said it will leverage on its world class communication tools online and via social media to attend to complaints and inquiries while also increasing the turnaround time for resolution.

    It also noted that all employees on essential services throughout this lock down period are committed to ensuring that customers get the best service in line with our processes and best practices.

    She urged customers to avoid giving any monetary inducement to any employees as they carry out the job of serving customers better.

    “At Ikeja Electric the job is not done until it is done. It is our job to serve you. In carrying out their job, our trained engineers will deploy globally accepted safety procedures and practice social distancing, and all that is required to contain the spread of COVID-19.

    “We, therefore, solicit the support of customers to cooperate with our staff as they carry out their duties while we restate our commitment to deliver steady electricity supply in line with our allocation,” the Disco added.

    Ikeja Electric said the management and staff are keenly following developments across the country as well as advice of government and health institutions as part of concerted efforts to safeguard everyone and to make sure the workplaces remain safe.

    It further urged customers to also observe precautionary measures and other safety protocols stipulated by government agencies and health organisations in order to protect themselves and their loved ones from the virus.
