President Muhammadu Buhari has joined millions of Nigerians to mourn the passing of Lt. General Oladipo Diya Diya served as the Chief of General Staff from 1993 to 1997 and Vice Chairman of the Provisional Ruling Council in 1994 under the late Gen Sani Abacha.
