  • 2019: No going back on zoning agreement – Makarfi

    The National Chairman, (Caretaker Committee) Peoples Democratic Party (PDP), Sen. Ahmed Makarfi has reaffirmed the party’s commitment to honouring its zoning agreement.

    He stated this on Tuesday in Abuja in a meeting with Northern leaders and elders of PDP to harmonise the region’s position on the zoning arrangement for the 2019 general elections and the party’s convention in December.

    Makarfi urged party members to respect the zoning arrangement, saying that it was one of the decisions taken at the Port Harcourt Convention in May.

    “I want to expatiate that the Supreme Court has also affirmed the supremacy of our convention.

    “I wish to emphasize that the Supreme Court in affirming the authenticity of our caretaker committee has also reaffirmed the supremacy of decisions of the convention.

    “One of the decisions taken at the convention is that of the composition of the caretaker committee and that of zoning of presidency and party chairman.

    “As for the issue of micro-zoning, I believe that what is required in both the south and north is consultation.

    “As for the presidency, it is clear that there is no confusion, but I want us to exercise caution so that we will not misinterpret what was said at the convention.

    “While zoning has been recognized by the convention, micro-zoning is not binding on any member.

    “That is why I am saying consultation is the best way to build consensus on any issue. The party has been promoting consultation and consensus as the way forward,” he said.

    The chairman called for constructive engagement among the zones on the zoning arrangement in a way that nobody would be denied his fundamental human rights.

    “Let’s engage ourselves; nobody will be forced to vote in a particular manner. I am confident that we will get to a level where we can deepen consensus.

    “If we have overwhelming consensus, PDP will come out of the convention with less crisis and we will be home and dry.”

    He further called for unity among PDP members without which the party would find it difficult to regain power in 2019.

    In his remark, Chairman, Board of Trustees of the party, Sen. Walid Jubrin, urged party members to respect the zoning arrangements.

    He advised all zones in the North to come together and look inward with a view to agreeing on a credible candidate that could be presented for the presidential ticket.

    “The North is blessed with so many capable politicians. We must be able to take a decision that will be acceptable to the North and the country”

    One of the conveners of the meeting, Prof. Jerry Gana, advised the party to elect the best candidates in accordance with its zoning formula.

    Gana urged PDP members to dismiss the recent declaration of a presidential ambition by Ekiti State Governor, Mr Ayodele Fayose.

    He said that the party’s presidential ticket for 2019 had been zoned to the North and it remained sacrosanct.

    “I want to appeal to you to give to the party the very best in the positions that have been zoned to us.

    “Let us therefore give to the party, men and women of impeccable integrity.

    “Whatever the Fayoses of this world may be doing, the party has resolved that the presidential candidate will come from one of the three zones in the North,” Gana said.

     

  • My committee didn’t investigate Diezani – Makarfi

    The Chairman, Caretaker Committee of the Peoples Democratic Party (PDP), Senator Ahmed Makarfi, has said the Senate Committee on Finance led by him did not investigate the former Minister of Petroleum Resources, Diezani Alison-Madueke in 2015.

    According to Punch, Makarfi told journalists in Kaduna that the responsibility of the committee was to the financial records of the NNPC.

    He said, “We did not investigate her (Diezani). We investigated the Nigerian National Petroleum Corporation and the proceeds of sale of crude that NNPC was supposed to have remitted to the federation account and for the period of either 15 or 16 months.

    “Our report made it clear that there were several aspects under her ministry that we did not look into because we were not mandated to do that like the issue of swaps, strategic alliances, sale of oil blocks, investments and other issues.

    “Still, within the area we investigated, our report was clear that over N1bn was not accounted for even though some agencies such as NPDC accepted that some hundreds of millions (naira) were in their accounts waiting for reconciliation before they could be remitted.

    “We were asked to follow up when the senate approved that report, so we wrote series of letters to confirm whether the remittances had been done, but maybe because we were leaving office, our letters were ignored.

    “The report is there. We never cleared anybody. We were not asked to investigate her as a person but NNPC as an institution. They owned up to everything, only that they could not account for everything and our report showed that.”

    On the issue of a former governor, James Ibori, Makarfi said since he had served his sentence, he is free to join any political party and participate in politics.

    He said, “The law prevents him from holding public office for some time and if we apply the law, we should not deny him his constitutional right to participate in politics.

    “Participating in politics does not mean occupying public office. Why are prisoners allowed to vote? It is because they have the constitutional right. So an ex-convict has the right to participate in anything the law allows.”

    On the issue of corruption, Makarfi said the PDP would be able to give proper assessment of the All Progressives Congress (APC) in 2019 after its exit from power.

    He said, “By 2019, when we take over, we are not going to be vindictive but the truth will prevail.”

    The National Caretaker Committee Chairman of the Peoples Democratic Party, PDP, Senator Ahmed Makarfi on Thursday arrived Ibadan, Oyo State for the reconciliation of aggrieved members of the party in the South-West.

    Makarfi, who had earlier inaugurated a reconciliatory committee headed by Governor Nyesom Wike of Rivers State said the party was determined to bring back to its fold all aggrieved members who had joined other parties, particularly the ruling All Progressives Congress, APC.

    The PDP Chairman also met with former governor of Oyo State, Rashidi Ladoja who dumped the PDP to found Accord Party.

    TheNewsGuru.com reports that Ladoja had earlier given conditions to return to the former ruling party.

    Ladoja, who also doubles as the national chairman of the Accord Party requested for ‘amnesty’‎ from PDP.

     

     

    However, Makarfi assured the former governor that he had committed no offence to be granted amnesty to return to the party. He urged the former governor to join leaders of the party to rebuild it.

    In his words: “Politics is dynamic. The convention we planned, there is going to be constitution amendment to address the issue of internal democracy. Only last week, during the primary of our party in Anambra, we granted a waiver to a gubernatorial aspirant. These issues you have raised.

    ‎”Don’t nurse any fear, let’s start together. We have a committee which seeks to harmonise everybody; let’s start afresh.

    “You have not committed any offence to get amnesty. We want to integrate you back. It is better they get integrated under our leadership before the convention. The earlier the better”, he said.

    The Caretaker Committee Chairman of the Peoples Democratic Party, Senator Ahmed Makarfi, said on Monday reassured party faithfuls that he (Makarfi) won’t alter party’s decision to zone the 2019 presidential ticket to the Northern region.

    The chairman also noted that the party has kickstarted the process of reconciling aggrieved foundation members of the party, who defected to the All Progressives Congress, APC, back to its fold.

    The former governor noted that the work of the newly inaugurated reconciliation and discipline committee have recorded progress in this regard, adding that all the efforts were towards ensuring that the party form a formidable force to defeat the APC in the 2019 general elections.

    Makarfi, who stated this while speaking to journalists in Kaduna on how to reposition the party, added that aside from wooing the foundation members of the party, the reconciliation committee was also mandated to extend its dragnet to other noted politicians in the APC and other party who are desirous to join the PDP.

    The two-term Senator, who refused to comment further on the matter, said “we (reconciliation and disciplinary committee) are happy they have started well. We will not be reporting their progress because their progress is our strength. People will see it when they will see it.

    “Just before the convention, you will recall that we inaugurated committee for reconciliation and discipline. The reconciliation committee is mandated to reconcile all aggrieved members since formation of the party, not only aggrieved members based on Makarfi/Sherrif squabbles. All aggrieved members of PDP since the PDP was put in place.

    “And also to try to bring in even those who have never been in the party before. So, their mandate is wider than the Makarfi/Sherrif political conflict.”

    Besides, he warned those who are bent on undermining the party through anti-party activities to desist, otherwise, the wrath of PDP constitution would soon descend on them.

    Saying that the party has leant its lessons from the past and under the present political dispensation, the Caretaker Chairman added that convention slated for December “is part of the cleansing process to bring credible people on board for the party and also bring sanity to some states that have defied political solution.”

    He said, “I am happy to say that all the factional divisions in those states, from the report I have received have been sitting together and accommodating each other to participate in the caretaker committee.

    “That is the first stage of bringing all elements in the party together. I heard reports from Lagos and Kebbi, they are all doing fine. Other states are meeting over the weekend, based on the reports I have received. At the end of the day we will be there, God’s willing.”

    Meanwhile, the Chairman also reaffirmed the party’s position on the zoning of the presidency to the north and the national chairmanship to the south which was taken at the Port-Harcourt May 21, convention of the party.

    While shedding light on the issue of electing credible national officers for the party, Makarfi explained that even as the presidency was zone to the north, the party was yet to decide which part of the north would get the slot (Northwest, north central or northeast).

    He also the party had not yet zone the position of the national chairmanship to any part of the south, be it southwest, southeast or south-south.

    The former governor added the position of the party on the zoning formula of the party was supreme and cautioned those already campaigning for the nation’s topmost position come 2019.

    Though he argued that it was their constitutional rights to do so, but that they should respect the position of the party on the matter.

    Makarfi said, “Anything that has to do with the party, it is from the leadership of the party that you will hear and that is why I have reaffirmed that the zoning position of the party have not changed. It was the decision of the Port-Harcourt May 21, 2017 Convention. The decision is supreme.

    “But let me also remind you that while the presidency was zone to the South in 1999, some aspirants in the North contested and went against it in their rights; but the party went with the decision it took. So, it is up to an individual to make a choice whether to abide by what the party said or go against it.

    “However, at the end of the day, it is the position that the party adopted that will prevail. We won’t make choices for individual but my advice is that individual should respect the decision. I have not talked to anybody to know the rationale behind that but I will not alter the decision that the party has taken.

    “The Presidency remain zone to the North and I know for sure that the position of the governors, the National Assembly, the BoT as well as the state chairmen of the party.”

    On corruption, the Chairman carpeted the governing APC for allegedly victimizing its past leaders (PDP), noting that the same allegation of corruption was already trailing the current government, adding that “the recent reports of a government agency, National Bureau for Statistics attested to the fact.”

     

     

     

     

  • Ekiti 2018: Oni refutes defection rumours, says ‘I didn’t meet Fayose, Makarfi’

    Former governor of Ekiti State and Deputy National Chairman (South) of the ruling All Progressives Congress (APC) , Chief Olusegun Oni, has denied plans of possible defection to his former party, the Peoples Democratic Party, PDP, to actualise his governorship ambition.

    The APC leader also denied meeting with incumbent Governor Ayodele Fayose and national chairman of the PDP, Sen. Ahmed Makarfi.

    He also accused some people of attempting to pull him down.

    The former governor said the alleged attacks on him were only making him more popular.

    Oni, who said he was not desperate to become governor again, stressed that his fate and that of other aspirants jostling for APC’s ticket would be decided by delegates at the party’s primary in the first quarter of 2018.

    Addressing reporters at the weekend in Ado-Ekiti, the state capital, Oni denied holding “secret” meetings with Governor Ayo Fayose at a hotel in Lagos on the possibility of defecting to the Peoples Democratic Party (PDP) to realise his ambition, as alleged on various posts in the social media.

    The former governor also denied holding a meeting with PDP’s National Caretaker Committee Chairman, Alhaji Ahmed Mohammed Makarfi, at his (Oni’s) home in Ifaki-Ekiti in Ido/Osi Local Government Area.

    He urged his supporters and other people in Ekiti State not to believe the rumour and hate campaign against him by those he described as “faceless individuals” on the social media.

    Oni said he would not be distracted from selling his ideas on a better Ekiti to the electorate.

    The former governor said some people petitioned the party’s national secretariat to compel him to step down immediately as Deputy National Chairman (South), adding that APC’s constitution allows him to remain in that post one month before the primary.

    He said: “The attacks are from within the party, and most of them are coming from the social media. But I am not bothered at all because whatever that will be good will be rough initially. Some people have been given the assignment to pull me down.

    The good will triumph over the evil. I want to say categorically that I will not be discouraged. Anybody who does not want Oni will either contest against him or support an aspirant. I am not desperate to be governor. I will leave (my post) when the (party’s) constitution says I should leave.

    By saying I met Fayose at a hotel in Lagos and Makarfi in my house in Ifaki, these people are overpricing me. I feel honoured if they continue to say that. The last one-on-one I had with Fayose was a day after Gen. Adeyinka Adebayo was buried, when I brought the invitation from the Borisade family. I congratulated him for the honour done Baba Adebayo.

    I have never had one-on-one with Makarfi. But if they are saying he was in my home, I feel honoured. Those saying this have nothing to sell. But I have told my people not to abuse or attack anybody. If they have the product that is sellable, they should continue to sell it.”

    The Peoples Democratic Party (PDP) yesterday extended the tenure of its Ahmed Makarfi-led National Caretaker Committee by four months.

    The tenure extension, which is effective from Saturday, TheNewsGuru gathered was one of the resolutions of the party at its non-elective National Convention held in Abuja.

    The caretaker committee was constituted on May 21, 2016, at the party’s National Convention in Port Harcourt, after the dissolution of the Sen. Ali Modu Sheriff-led National Working Committee.

    Its mandate was to organise an elective convention within 90 days, but the tenure was extended by 12 months in another convention in Port Harcourt on Aug. 17, 2016, following leadership crisis that engulfed the party.

    This is the first national gathering of the party members since the Supreme Court judgement that reaffirmed Senator Ahmed Makarfi as the Caretaker Committee Chairman after ousting the former chairman, Ali Sheriff.

    Minority Leader of the Senate, Godswill Akpabio, who moved the motion for the new extension, said it would enable the committee to organise an elective convention that would produce elected national leaders of the party.
    The motion, which was seconded by a former governor of Jigawa, Sule Lamido, was unanimously adopted by the convention delegates.

    The delegates also ratified the dissolution of the factional executive committees of the party in Anambra, and authorised Mr. Makarfi’s committee to set up a caretaker committee in the state.

    The motion on the Anambra issue was moved by Governor Nyesom Wike of Rivers, and in adopting it, the delegates mandated the national caretaker committee to organise congresses at all levels in the state as soon as possible.

    Also ratified at the convention was the dissolution of executive committees of the party in Adamawa, Borno, Kebbi, Ogun, Kwara, Osun and Lagos, and fresh congresses were ordered to be in the states within three months.

    The delegates agreed that the crises in the states should be resolved within the period but prior to the congresses.

    The convention also ratified and reaffirmed the election of the party’s executive committees in zones and states where congresses were successfully conducted.

    The motion on this was moved by Prof. Jerry Gana and supported by Emeka Ihedioha, a former Deputy Speaker of the House of Representatives.

    The Peoples Democratic Party (PDP), on Friday held its 75th National Executive Committee (NEC) at the National Secretariat (Wadatta Plaza) in Abuja.


    The Chairman of the PDP, Sen. Makarfi, in his opening remark, thanked members of the party for the overwhelming attendance in just a short notice and called on the Executive Governor of Delta State and Chairman of the 2017 Non-Elective Special National Convention Planning Committee, Sen. Arthur I. Okowa to give report on the preparation so far for the Convention.

    Senator Okowa briefed NEC and declared that all is set for a successful Special Non-Elective National Convention on Saturday, August 12, 2017, in Eagle Square, Abuja by 10Am.

    The former ruling party uniamously agreed that the tenure of the National Caretaker Committee (NCC) headed by Senator Ahmed Makarfi be extended by four months extension in order to allow time to prepare and conduct an elective National Convention to elect new officers of the party.

    The party also deliberated on issues of parallel Congresses in some states of the federation and resolved that all matters relating to such states should be referred to the Convention for final decision.

    Conflicting issues in the South West especially in Osun, Lagos and Ogun were also resolved to be ratified at the convention.

    …Says internal wranglings caused party’s monumental loss in 2015 general elections

    The chairman of the Caretaker Committee of the People’s Democratic Party (PDP), Senator Ahmed Makarfi has cautioned party members against cutting corners to achieve their political ambitions.

    Makarfi spoke at the party’s Abuja secretariat on Wednesday while receiving PDP stakeholders from Oyo and Osun state chapters.

    Warning against cutting corners to achieve ambitions, the party chair said such actions could be counterproductive, stressing that the culture of impunity was partly responsible for the party’s past crises.

    He said, “We must stop cutting corners. We live in a high litigious society. When we cut corners thinking that nobody will see you, a lot of people have seen you. At a time you least expect, somebody will drag you to court again. Therefore, what is worth doing is worth doing well”.

    Stating that internal wrangling could only weaken the PDP, Makarfi said nobody stands to gain from disunity.

    We are not in politics to suffer but (to) form government. PDP was the dominant party but internal crisis caused us to lose election,” he added.

    He stressed the need to consolidate the party’s recent victory at the Supreme Court by doing the right thing all the time.

    Makarfi said, “Political victory means expanding the scope of the party, reconciling with the reconcilable and attracting members into the party that will enable us regain political power at the centre by overwhelming majority,” he stated.

    ‎”Some of us that have been occupied by power acquisition, whether they are in the party or they are contemplating to come into the party, ‎they are more glued to the acquisition of political power, that can derail the party.

    ‎”Let’s build a strong and virile political party. Let there be a level playing field for people to freely choose who they want to present as party’s candidates. That is the surest way to get to power come 2019. That is what internal democracy entails.

    ‎”While opening our doors wide to all and sundry, the party must be conscious that the structure must not be compromised in a way that diminishes the enthusiasm.

    I will stick to the party guidelines and constitution in doing whatever we do. We must consult on fundamental issues, use consensus as much as ‎possible and move forward”.

    The party chairman assured the gathering of neutrality, objectivity and transparency in the running of the affairs of the party by entrenching the culture of inclusiveness.

    Makarfi enjoined those shopping for platforms to feed their political ambitions rather than building the party to have a rethink.

    He warned that failing to follow due process in resolving political issues could lead to litigation, which might eventually lead to crisis situation.

    Those at the meeting include Senators Iyiola Omisore, Akin Olasunkanmi, Chief Olu Alabi, Chief Femi Fani-Kayode, Senator Femi Lanlehin, Senator Hosea Agbooola among others.

    Some of the participants from Oyo state announced that they came to represent former Governors Adebayo Alao Akala and Rashidi Ladoja at the meeting.

    Lagos PDP crisis: Makarfi orders hand over of party secretariat to Bode George, BOT

    Chief Segun Adewale, the Chairman, Peoples Democratic Party (PDP) in Lagos State, on Saturday handed over the state secretariat of the party to the Board of Trustees (BoT).

    TheNewsGuru.com reports that Adewale is the factional chairman of PDP loyal to Sen. Ali Modu Sherrif, recently sacked by the Supreme Court as the National Chairman of the party.

    Adewale, addressing journalists shortly after moving his possession out of the secretariat, said that this was in line with the directive from the national headquarters of the party.

    He said that a letter from the party headquarters had directed him to hand over to BoT members in the state.

    Adewale explained that the National Caretaker Committee of PDP had ordered that the state secretariat should be handed over to Chief Bode George and other members of the party’s BoT in Lagos.

    He said that the order was contained in a letter signed by the Secretary, National Caretaker Committee, Sen. Ben Obi, and addressed to the Lagos State Commissioner of Police, Mr Fatai Owoseni.

    The letter reads in part: “The attention of the National Secretariat of the Peoples Democratic Party (PDP) has been drawn to the occupation of the PDP Secretariat at No. 56, Adekunle Fajuyi Crescent, GRA, Ikeja, Lagos, by a group.

    “Section 32(5) (e) of the PDP Constitution (2012 as amended) states that the Board of Trustees shall be vested with the assets of the party and shall serve as custodians of such assets.

    “This is to avoid negative consequences that may arise from the tussle for the secretariat and in keeping with the PDP Constitution.

    “The National Caretaker Committee hereby requests that you hand over the secretariat to Chief Bode George and other members of PDP Board of Trustees ( BOT) in Lagos State.”

    According to Adewale, I am going to hand over the key to the BoT as instructed in the letter.

    “`As you can see me, I have packed out my things. I am going to drop the key now,” the PDP factional chairman said.

    He instructed all his supporters to stay away from the secretariat in the interest of peace, even if the key is given to someone else.

    “It is quite unfortunate that those, who as at last week Saturday, were campaigning against PDP while in Labour Party, now want to take over the secretariat.

    “I was the one mobilising for the party during last Saturday local government elections in the state.

    “Even at that, I am ready to leave the secretariat, the police asked us to sign an undertaking that there will be peace in Ikeja.

    “I am not fighting with anybody, because if we continue this way, we will continue to lose elections in Lagos,” Adewale said.

    TheNewsGuru.com reports that the crisis rocking the party at both the national and state levels made those loyal to Mr Moshood Salvador to make an alliance with the Labour Party.

    Salvador is the factional chairman loyal to Sen. Ahmed Markafi, who was declared by the Supreme Court declared as the authentic chairman.

    The Minister of Women Affairs, Senator Jummai Alhassan on Monday paid a courtesy visit to the Chairman, National Caretaker Committee of the Peoples Democratic Party, PDP, Senator Ahmed Makarfi at the National Headquarters of the party.

    While receiving the Minister, Makarfi noted that she performed well in her portfolio because she was trained and bred by the PDP.

    In his words: “I am not very surprised that you are doing well because you were trained and brought up by the PDP.”

    Advocating the party’s support for women’s participation in politics, Makarfi said the PDP would support the enactment of a law in support of the gender parity in politics and participation in governance.

    He said, “If it is in compliance with the law, everybody will comply, but if you leave it flexible, it is an escapist route. Forget about the nomination form, pay and get the ticket. Let us do the right thing.”

    He also made a case for consideration of the women’s move to secure legislation backing the 35 per cent affirmative action on women participation in politics and government in the ongoing constitutional amendment process.

    Earlier, the minister had asked political parties to adopt a policy of voluntary electoral party gender quota system as a means of guaranteeing more participation of the womenfolk in politics and governance.

    She described the initiative as a deliberate strategy of earmarking constituencies solely for female candidates during an election.

    Alhassan lamented that Nigeria remained one of the most backward and poor performing countries on the African continent, in the area of women’s political participation and leadership.

    She said, “Although the Nigerian Constitution guarantees equality for everyone in all spheres, women have not enjoyed this constitutional right. As a result, we have been overtaken by countries like Rwanda with 66 per cent women’s representation in parliament, South Africa with 40 per cent, Seychelles over 50 per cent, Ghana, 35 per cent and a large chunk of the other African countries with over 25 per cent.

    “Unfortunately, Nigeria stands at less than six per cent, making the country, though the ‘Giant of Africa,’ a midget in comparison to others in this area.”

    She begged the party leaders to join hands with women as various political parties commenced preparations for 2019 general elections.

    Apart from seeking gender quota, the minister said women were demanding that the APC, the PDP and other political parties should make women’s wings within political parties to be part of the political party decision-making structures, formulate strategies for prevention of violence against women in elections.
