  • Mimiko refutes Akeredolu’s claim, says he left N20bn in Ondo’s coffers’

Former Ondo State Governor, Olusegu Mimiko has reacted to the claim by his successor, Governor Rotimi Akeredolu on the state of finances inherited, where he [Akeredolu] alleged that the former governor left a debt legacy worth N220bn.

Mimiko who reacted to Akeredolu’s indictment in a statement signed by his former Commissioner for Information, Kayode Akinmade noted that he feels obliged to put the records straight.

The statement reads, “For the avoidance of any doubt, our administration left about N20Billion in the coffers of the State at its exit on February 2017. This include: N7.37.Billion in the Current Account; N7.53Billion as Fixed Deposit; N1.2Billion in the MDG Account; $346,000 and 443,000Euro in the Domiciliary Account, including the N825million Sure-P fund at the Local Government Account!
“The above amount, most of which came late into our tenure was to be used to offset a chunk of owed salaries before the then Accountant General made a curious disappearance.
“On figures listed as External Debt, it is necessary to state the following. Our administration did not incur any foreign debt in all its 8 years! Also, the External debt stock as at February 2017 was US $ 49,958,268.49, which (if translated at 1 US $ = N305) is N15.23billion. All of these external debt stock was inherited from previous administrations.
“Again, we did not contract any external loan for all of our 8 years! Well aware of the fact that government is a continuum, we continued to service the debts, some of which spanned over twenty years.
“Internal debt profile, we aver, stood at N53.159 billion comprising mainly of salary bail out loan of N13.76billion, Excess Crude Account loan N9.79 billion, CBN restructuring FGN Bond N4.13billion, CBN budget support N7.5billion and Ondo State 7-Year bond of N17.6billion.
“Of all the above listed indebtedness, only the Ondo State 7-Year Bond was directly incurred by our government to build major infrastructure across the State.
Yes, we experienced the sad reality of salaries arrears like almost all the States of the federation. That is why unpaid salaries for the period August 2016 to Jan 2017 was N32.40billion, with N20.93 billion owed State Government Workers and N11.469billion owed Local government workers, including political appointees.
“Even at that, it must also be clear that we left office on the 24th February, 2017 while Federal Allocation for February 2017 salaries was received by the incumbent Government on the 28th of February, 2017. We could not have paid February salaries when we did not receive February allocation before exit.
On Pensions, a sum of N4.8billion was said to be owed by the State Government and N25.237billion by the local governments. We wonder where these figures came from.
“At inception, our administration paid N1.5billion out of outstanding pensions and gratuities. All the years of our administration, monthly obligations to pensioners were considered and paid as part of salaries! The N32.40billion salary arrears is therefore inclusive of obligations to pensioners, except gratuity, which is owed both at the State and Local Government levels.
“While we note that gratuities are outstanding, we state for the benefit of all, that this is one sad development that was not peculiar to Ondo State alone. Almost all States of the federation have defaulted on gratuities in the last ten years or more.
“On yet another point raised in the speech, we are interested in knowing what N39.740 billion, said to be contractors liability means, if outstanding requests at the Accountant General’s office is N5.45billion. We assume this may represent contracts awarded by previous governments which were yet to be completely executed since no clear information was offered in the speech on this figure. What we know is that if this were so, such figures can not be considered as debts until such contracts are executed at specified milestones, stages before which payments are not due. There can only be debts upon performance. What can be considered a debt, in all good conscience, are the outstanding requests at the Accountant Generals Office.
We urge the government and interested citizens of our state to avail themselves of the true state of our indebtedness from the Debt Management Office and the Nigeria Extractive Industries Transparency Initiative (NEITI). The reports are clear and unambiguous about the fact that Ondo State remained the least borrowed of the Six South Western States and of the 9 Oil Producing States as at our administrations exit in February, 2017. This, in all modesty, must say a lot about our debt management record.”
  • I’ve no hand in anti-Buhari protest – Mimiko

Former governor of Ondo State, Dr Olusegun Mimiko, on Sunday denied involvement with any protest against President Muhammadu Buhari.

Mimiko, in a statement signed by Eni Akinsola, his media advisor, said he has no hand in any protest as alleged by a group which he said is out to either create mischief or blackmail him.

“We are aware of an attempt to blackmail Dr Olusegun Mimiko by linking him to an anti-Buhari protest.

“The blackmailers are out to bandy figures running into hundreds of millions as funds released for the phantom support,” the statement reads.

The statement said “Mimiko is not interested in causes he cannot stand up to be seen as supporting.”

While saying he is of the “firm conviction that the President, by transmitting power to the Vice President, has fulfilled the proper and constitutional requirement,” Mimiko, in the statement, reiterated that he has nothing to do with any anti-Buhari protest.

One group professing to be pro-Buhari had alleged in a press conference that Mimiko and others are funding the anti-Buhari protests.

Dr. Olusegun Mimiko, the immediate past Governor of Ondo State, on Friday, said political will and public financing are key to the attainment of Universal Health Coverage in Nigeria and the developed world.

Drawing copious references from data and reports of global and national agencies on the Gains and Challenges of Universal Health Coverage, Mimiko said that players and policy makers have all agreed that “Universal Health Coverage delivers substantial health, economic and political benefits across populations,” which means that “public finance must be deplored to the pursuit of coverage” in other to reap associated health, economic and political benefits.
Mimiko, who referred to different scalable interventions and developments of his administration as governor of Ondo State, women, children and adolescents must be given priority in universal health coverage as they are the most vulnerable of the population.
He added that the attainment of the Health target of the Sustainable Developments Goals “is inextricably tied to universal health coverage.”
Mimiko traced his exploits as Governor in the health sector to his conviction that maternal and perinatal deaths could in most cases be prevented if the society paid premium attention to delivering affordable health care.

The former Governor in the keynote said he, “working with other stakeholders, put in place processes that have
to a large extent proved that even in resources challenged settings like ours we can post reasonable outcomes in maternal and perinatal death reduction,” adding that as posited in Centre for Strategic and International Studies’

(CSIS), report on the first year of his government’s ABIYE, Safe Motherhood initiative, progress in universal care is possible with right leadership.

  • Affirmation of Sheriff as PDP chairman is not a threat – BoT Chairman

The Chairman, Board of Trustees (BoT) of Peoples Democratic Party (PDP), Sen. Walid Jubrin, said Appeal Court’s confirmation of Ali Modu Sheriff as National Chairman would not threaten the party.

Reacting to the judgment delivered in Port Harcourt on Friday, Jubril told newsmen in Abuja that the judgment would bring the party members together.

He expressed confidence in the judiciary but said that the party would go to any length to resolve the leadership tussle.
Jubrin urged PDP members to be calm and not defect to other political parties, saying that the party was consulting with its various organs to ensure that it remained strong.

Such organs, according to him, include PDP former and serving governors, senators, House of Representatives members, former and serving ministers, chairmen of state chapters, the youths and the women.

He assured that the party would come out with a statement about the judgment latest on Tuesday.

“I am sure that very soon everybody will smile. Those who are crying today will laugh.

“ Those who are disturbed and worried will smile and PDP will one day become one party as we know it.

“All these is a question of time,’’ Jubrin said.

The Appeal Court, which sat in Port Harcourt, in the judgment, also nullified the PDP National Convention held in the Rivers capital in 2016 and the National Caretaker Committee of the party constituted at the convention.

It held that Ali Modu Sheriff was the authentic National Chairman of the party.

Two out of the three-member Appeal Court, Justice B.G. Sanga and Justice A. Gumel, in the judgment said the Port Harcourt convention was an abuse of court process.

Delivering the lead judgment, Sanga said that PDP did not follow the provisions of Article 47(3) of its Constitution in the removal of the Sherrif-led National Working Committee.

  • Support Akeredolu to succeed as governor, Mimiko tells citizens

Support Akeredolu to succeed as governor, Mimiko tells citizens

Governor Olusegun Mimiko of Ondo State has urged citizens of the state to support the incoming administration of Mr. Rotimi Akeredolu (SAN) to succeed like he did in his eight year tenure as governor.

The outgoing governor stated this while speaking during the second anniversary of the Agbebiye Initiative held in Akure, the state capital on Friday.

He implored the incoming government not to scrap the policies on health made during his (Mimiko) tenure.

Mimiko said his administration ensured that pregnancy was not a death sentence again in the state through various health policies that were made during his eight-year tenure.

He explained that the Agbebiye scheme was aimed at reducing high maternal death rate in state and country at large, so that pregnant women and their babies can be adequately taken care of during and after child delivery.

The governor tasked the workers and other stakeholders in the state to give the incoming All Progressives Congress government to be led by Akeredolu maximum support so that the legacies will be sustained.

He said, “As God has given us the zeal and commitment to achieve all these feats in the health sector, I pray that God will put in the heart of the incoming government to continue with these good works.

“Don’t think that Mimiko is no longer the governor, you all have to cooperate with the incoming government to build on these successes for the benefit of our people.

“I know that the next government too likes good things and I am so sure that he (Akeredolu) will cooperate with you. I too will not relent in the bid to advise Akeredolu on Agbebiye because what is good is always good.”

TheNewsGuru.com reports that Mimiko’s tenure as governor of the state ends on February 23.

  • Mimiko approved N500m “parting gifts’’ for political office holders -APC

Mimiko approved N500m “parting gifts’’ for political office holders -APC

The All Progressives Congress (APC) in Ondo State has alleged that the outgoing Gov. Olusegun Mimiko had approved N500 million as “parting gifts“ to political office holders.

Mimiko’s eight-year tenure will end on Feb. 23, while Mr Rotimi Akeredolu (SAN), the Governor-elect will be sworn-in on Feb. 24.

The APC, in a statement by its Publicity Secretary, Abayomi Adesanya, on Saturday alleged that the money was from the state Local Governments Joint Account.

“We have authoritatively gathered that Gov. Olusegun Mimiko, whose tenure expires in 12 days’ time has approved a take-home package of N500 million (taxpayers’ money) as valedictory packages for the 18 council chairmen.

“Other beneficiaries of the parting gifts are officials of the Ministry of Mineral Resources, who oversee the Ministry of Local Government and Chieftaincy Affairs, and Mr Governor himself.

“Each of the council chairmen and senior civil servants (names withheld), who are involved in facilitating the documentation and perfection of the loot, are to part with N20 million, while Mr Governor goes with a lion share of N300 million.

“We want to warn the Accountant General of the state and permanent secretaries not to succumb to pressure by Mimiko and his cronies to milk our state dry before the expiration of their tenure.

“There shall be commensurate negative consequences for every wrong actions or inaction.

“The action is a daylight robbery of the commonwealth of the good people of Ondo State, ’’ the statement read.

Adesanya warned banks and other financial institutions in the state not to get involved in any “shady deal’’ with this outgoing government.

Efforts to get reaction of the Chief Press Secretary to the Governor, Mr Eni Akinsola, were unsuccessful as calls to his cell phone were not picked.

  • Ondo Speaker ready to step aside before illegal removal – Mimiko

Ondo Speaker ready to step aside before illegal removal – Mimiko

Governor Olusegun Mimiko has said before the 13 of the 26 members of the Ondo State House of Assembly decided to unconstitutionally impeach the Speaker, Mrs. Jumoke Akindele, she had accepted to step aside.

He said it was unconstitutional for 13 out of the 26 members of the Assembly to remove the Speaker since the law recommended two-thirds votes for such an exercise to be valid.

Mimiko spoke with State House correspondents after a closed-door meeting he had with the acting President, Yemi Osinbajo, in his office at the Presidential Villa, Abuja.

The governor, however, disclosed that as part of measures to resolve the crisis that had led to the closure of the Assembly complex, Akindele had already declared her readiness to step down.

Mimiko said, “The sitting Speaker now has made it abundantly clear that she is ready to step aside, she is ready to resign her position.

“But the group that purportedly impeached her, not even a simple majority can impeach the Speaker, it has to be two-thirds.

“That is to tell you about the fact that 13 out of 26 members of the House do not have the constitutional or legal empowerment to impeach the Speaker.

“But as I speak with you now, she is ready to step down any time, once the House is properly constituted.”

Asked if the Assembly crisis was what brought him to see the Acting President, Mimiko said: “It is an internal matter within the House and I think some elder statesmen and leaders in the state are looking at how they can help them to get over the crisis,” he said.

TheNewsGuru.com recalls that the Speaker was suspended on Friday January 27. She is also the first female in the state to have occupied the position.

Mimiko suspends budget presentation over crisis rocking Assembly

Governor Olusegun Mimiko of Ondo State on Wednesday suspended the presentation of the 2017 budget over the leadership crisis currently rocking the state House of Assembly.

TheNewsGuru.com recalls that two factions of the lawmakers led by Hon. Malachi Coker and Hon. Jumoke Akindele are laying claim to the speakership seat.

Coker’s camp removed Akindele, his deputy Fatai Olotu and the Majority leader, Ifedayo Akinsoyinu over alleged N15million scam.

Last Monday, security operatives sealed the Assembly to prevent a fracas among the lawmakers.

It was reopened on Wednesday when Mimiko announced that he would be presenting the last budget of his administration at the Assembly.

Coker’s camp numbering 13 arrived the Assembly as early as 7.30 a.m, took over the hallow chamber and began their plenary session around 8.a.m.

They were waiting patiently for the governor to arrive the Assembly and present ‎the budget.

No lawmaker loyal to Akindele and Mimiko were at the chamber.

As at the time the sitting was ongoing, ‎there was confusion at the main entrance to the Assembly when armed policemen and other security operatives numbering 500 shot tear gas to disperse the crowd protesting against the re-opening of the Assembly for the presentation of the 2017 budget presentation by Governor Olusegun Mimiko.

The security men had mounted surveillance all over the premises of the of Assembly.

The leader of the protesters, who are mainly youths, Hon. Saka Yusuf Ogunleye, alleged that Mimiko was scheming to earn life pension from the resources of the state with his move to pass 38 bills at the end of his administration.

Ogunleye said the Governor should leave the state peacefully and not leave burden on the incoming administration with his 2017 budget.

While the legislators were in session, the Commissioner of Police, Hilda Ibifuro-Harrison came and ordered reporters covering the sitting to vacate the chamber.

Although, no reason was given for the development, sources said it was to persuade the lawmakers to suspend their sitting and allow the presentation of the budget by Governor Mimiko.

At the sitting, the lawmakers reaffirmed the suspension of Akindele, her Deputy and the Majority leader.

The Coker’s camp later ajourned the sitting till 12pm when they were informed that the governor would arrive the Assembly by noon.

The lawmakers, who vowed not to leave the hallow chamber, were seen eating their launch in the chamber around 2.30pm.

They later re-conveyed around 3pm and adjourned till Thursday (today) after they were informed the governor was no longer coming.
