  • EFCC arraigns Jonathan’s former minister over N450m ‘fraud’

    The Economic and Financial Crimes Commission (EFCC) on Thursday arraigned a former Minister of Water Resources, Sarah Ochekpe, a former chairman of the Peoples Democratic Party in Plateau State, Raymond Dabo before the Federal High Court in Jos for alleged embezzlement of N450 million.

    The anti-graft also arraigned one Lyons Sunday Jatau.

    The accused were charged with illegally receiving the money from a former Minister of Petroleum Resources, Diezani Alison-Madueke, to finance the re-election campaign of former President Goodluck Jonathan and his Vice-President.

    At the first hearing of the suit, Mrs. Ochekpe told trial judge, Musa Kurya, that she handed over the said sum to the PDP governorship candidate in the 2015 gubernatorial election in the state, the late Gyang Pwajok.

    Mr. Pwajok died in an Indian hospital after a protracted aliment after the election which he lost to Simon Lalong of the All Progressives Congress.

    EFCC prosecution counsel, Yusuf Muchaka, said the accused persons breached the law by receiving money they knew was corruptly sourced.

    He supported the charge with an affidavit sworn to by Olayinka Rotimi, an operative with EFCC who was part of the team that investigated the case.

    The judge granted the accused persons bail on self-recognition and adjourned the case to February 13 and 14 for further hearing.

  • EFCC arraigns Jonathan’s former minister, two others for allegedly laundering N450m

    A former Minister of Water Resources under the Goodluck Jonathan’s administration, Sarah Ochekpe, and two others on Monday appeared before a Jos Federal High Court over alleged money laundering involving N450 million.

    Mrs. Ochekpe, who was arraigned by the EFCC, appeared along with Raymond Dabo, former PDP Chairman in Plateau, and Leo-Sunday Jatau, an evangelist and Coordinator of the President Goodluck Jonathan campaign in 2015.

    The trio appeared to answer a two-count charge of conspiracy and money laundering.

    When the charges were read to the accused standing trial before Justice Musa Kurya, they pleaded not guilty.

    The Prosecuting counsel, A. Y. Manchata, told the court that sometimes in 2015, the sum of N450 million was transferred from the account of then former Minister of Petroleum Resources, Alison Diezeni-Madueke, to the account of one of the defendants, who allegedly withdrew and laundered it.

    But the defence Counsel, Sunday Odey, who challenged the allegations of the EFCC, applied for the bail of the three accused persons, who he described as “people of high integrity.’’

    My Lord, since my clients have pleaded not guilty to the two-count charge, I hereby apply for their bail on self-recognition.

    Responding, the EFCC Counsel objected to the bail application, insisting that the accused should be remanded in Prison considering the weight of the offence.

    Mr. Odey, however, countered Mr. Manchata’s position, and stated that he would stand as surety and produce the trio at the next adjourned date of the case.

    After listening to the arguments of the two lawyers, Kurya granted them bail on self-recognition and adjourned the case to Feb. 13 and 14 for hearing.

     

  • Out of school children drops to 8.6 per cent in three years – Adamu

    The Minister of Education, Adamu Adamu, on Friday said out-of-school children in the country has dropped from 10.5 per cent to 8.6 per cent in the last three years.

    Mr. Adamu, represented by the Registrar, Teachers Registration Council of Nigeria, Ajiboye Josiah, said this on Friday in Bauchi at the flag-off of 2017/2018 National Enrolment Drive.

    The event took place at the Tudun Salmanu Primary School, Bauchi.

    When the present President came into power in 2015, UNICEF was telling us that the out of school children in Nigeria was about 10.5 per cent, but I want to tell Nigerians that with the effort of this president especially with school feeding programme, it has dropped from 10.5 million to 8.6 million as at last year.

    The government has put so many programmes in place to encourage our children to have access to schools and I want to commend President Muhammadu Buhari for that,” he said.

    Mr. Adamu pointed out that the ministry had made it a policy to construct and furnish 7,875 classrooms annually for the next four years, commencing from 2015 to accommodate and enrol 2,725,000 pupils as well as recruit additional qualified teachers to carter for the increase in pupils enrolment.

    He stressed that the ministry had earlier introduced the integration of Tsangaya (Qur’anic schools) into modern education system and the introduction of Enrolment Drive Policy to reduce the number of street children through the provision of quality learning.

    Mr. Adamu further said that the ministry had signed an MoU with NYSC to enlist children in hard-to-reach areas in the country into the community development services to support community participation to further reduce number of out of school children.

    Mr. Adamu, who described “teachers as nation builders”, said “because when you enrol your children they are the keepers, because even if you enrol and without the teachers they will go back, therefore, we need quality teachers to give them good and sound education”.

    He, therefore, urged the Bauchi State Government to take care of the welfare of their teachers and to recruit more teachers that would educate the children.

    Education is a tool for enhancing human capacity for development particularly economic development because evidence abound that countries with high level of education are countries with high standard of living.

    No country can develop beyond the level of its education, therefore, education can not go beyond the level of its teachers,” Mr. Adamu said.

    The minister pointed out that “the more we allow children to roam the streets, we risk our future, we risk our peace and the peace of our children”.

    Besides, Mr. Adamu urged political leaders to flag-off similar enrolment campaign in their areas of jurisdictions.

    Flagging-off the campaign, Gov. Mohammed Abubakar noted that the educational infrastructure in the state have been overstretched following influx of Internally Displaced Persons (IDPs) into the state.

    Mr. Abubakar, represented by his Special Adviser on Education, Sabo Mohammed, said the influx of the IDPs into the state from neighbouring states occurred when some of the states were hit by insurgency and called on the Federal Government to assist the state to enable it cope with the high number of children.

    The Executive Chairman, Bauchi State Universal Primary Education Board (SUBEB), Yahya Yero, had earlier said that the campaign was in conformity with the National Enrolment Drive Frame Work (NEDF) for 2018 with concentration at community level.

    Mr. Yero said the campaign would involve house-to-house exercise through empowering and supporting the School Based Management Committee (SBMC) and Mothers’ Association (MA to conduct the activity in their various communities.

    He said the two bodies would regularly track and monitor attendance of enrolled children in their respective schools and communities as part of their oversight responsibilities.

     

  • Board appointments: I won’t reject even if Buhari appoints me a cleaner – Ex-minister

    A former minister and Senator of the Federal Republic, John Udoedehe, has reacted to criticisms that trailed his recent appointment as a board member for the Nigeria Information Technology Development Agency (NITDA) saying he won’t mind taking up an appointment as a messenger as long as it is coming from President Muhammadu Buhari.

    Recall that the federal government recently released names of board members of various agencies.

    However since his appointment as a board member of NITDA was made public, Udoedehe, a chieftain of the ruling All Progressives Congress (APC), said he has been receiving several calls from his political associates and supporters who felt that the appointment was humiliating, considering his reach in politics.

    It will be disrespectful to the president for me to reject the offer, I am a loyal party member,” Mr. Udoedehe said in an interview with Premium Times on Saturday.

    If the president finds me worthy to be a messenger or a cleaner in the government, as a Christian I should humble myself and accept it.

    I don’t want to give my enemies weapon to tell lies against me. I don’t want my enemies to go and tell the president ‘I told you this man is arrogant’.

    The Bible talks about longsuffering, talks about humility, talks about patience, and talks about gratefulness to God,” Mr. Udoedehe said.

    The former senator who said he has great respect for President Buhari said a lot of people have been calling him since they heard of his appointment.

    They are shocked by the reply I give them,” he said.

    Buhari’s minister, Dalung apologizes for error in board appointments

    The Minister of Youth and Sports, Barrister Solomon Dalung, has apologised for the errors in the board appointments of President Muhammadu Buhari.

    Recall that the Secretary to the State Government (SSG), Boss Mustapha on Friday announced the appointment of 209 board chairpersons and 1,258 board members approved by President Muhammadu Buhari.

    However, in a swift response, the presidency on Saturday explained the inclusion of some dead persons insisting the list was compiled in 2015.

    However, another gaffe made and for which the sports minister apologised is the appointment of board members of the Nigeria Football Federation, NFF.

    By football laws, NFF board members are elected at a congress and not political appointees.

    The minister called on those in the football fraternity to remain calm as efforts were being made to correct the ‘oversight.’

    Dalung said in a statement that the appointment of members into the NFF board by the federal government was an oversight, as by virtue of their statutes, members are elected and not appointed.

    The recently released board members of NFF is an oversight which is being sorted out. NFF is governed by statutes and board members are elected by congress and not appointed.

    I am appealing for calm from all stakeholders as it was an administrative oversight. Efforts are tailored towards addressing it very soon.”

    The minister also stated that the Nigerian government and football’s governing body, FIFA, are in talks to clarify the issue and assure the football regulator that no harm was intended.

    I have spoken with FIFA Secretary General over the situation in Nigeria and conveyed federal government’s commitment to uphold the governance structure of the Nigeria football Federation.

    All efforts are on course to liaise with CAF and FIFA on constructive engagement that the situation may likely attract. This board of NFF under Amaju has provided leadership but their performance is subject to a congress and not appointment,” Mr. Dalung stated.

    The need for quick reversal of the appointments into the NFF cannot be overemphasised as FIFA frowns at government interference in football administration in member countries.

    Such interference are often met with tough punishment; including suspension from international football activities across the globe.

  • Digital TV will generate N100bn for Nollywood -Alhaji Lai Mohammed

    Minister of Information and Culture, Alhaji Lai Mohammed says that Digital Television will generate N100bn annually for Nollywood through FreeTV distribution network.

    The minister made this known on Wednesday at the launch of digital switch over at the premises of the Nigeria Television Authority (NTA), Ilorin.

    He said that Nigerians have watched Nollywood moved from VHS tapes to VCD to DVD, adding that the whole world has moved to digital consumption of content with its attendant benefits and democratisation of distribution.

    Nigerian TV viewers, the minister said have been constrained by limited penetration of internet in their homes.

    “With the middleware in our `Set Top Boxes’; homes will be able to buy and watch the latest Nollywood movies without the need for internet.

    “Imagine a film released on Monday morning being immediately available to all the households in Kwara at the touch of a button. That is the kind of experience we are talking about,” the minister added.

    Mohammed added that FReeTV has the capacity to grow TV advertising market by 400million dollar per annum through audience measurement.

    “In this regard, permit me to use this opportunity to throw the weight of the government behind the NBC in its efforts to create a viable currency by which producers of content and channels can be re-numerated,” he said.

    The minister said that the digital switch over will create tens of thousands of jobs through Technical and Manufacturing opportunities.

    “`Set Top Box’ assembling and ultimately manufacturing is an irreversible mandate by the government to the industry.

    “We expect this to extend very quickly to local Smart TV and Tablet manufacturing.

    “With our strong consumer base, we can quickly become the supplier of these equipments to the whole of West Africa,” the minister added.

    Mohammed added that Electronic Programme Guide will also be a platform for App developers to create products that will make life easier for the home consumers.

    “For the people of Kwara, we welcome the publishers of Apps to start looking for how to make living easier and commerce easier, using the technology that sits on these boxes,” he added.

    Mallam Ish’aq Modibo Kawu, Director General, National Broadcasting Commission (NBC), in his remark said the switch over in Ilorin was the third since inauguration in Jos, Plateau State.

    Kawu said that one of the reasons for choosing Kwara in the North Central was the presence of old broadcasting house and its closeness to international borders.

    He said the switch over will be done in each of the six geopolitical zones of the country, adding that Kaduna will be next to switch over to digital TV.

    The DG added that the Federal Government has imported 600, 000 Set of `Top Boxes’ at subsidised price.

    He said that when the 600, 000 boxes are exhausted, there will be no subsidy for subsequent ones as the boxes will be manufactured in the country.

  • More Nigerians had access to potable water in 1990 than 2017 – Buhari’s Minister

    The Minister of Water Resources, Suleiman Adamu has said that More Nigerians had access to pipe-borne water in 1990 compared to what is now obtainable in 2017.

    Adamu noted that in terms of percentage, the drop fell drastically from 32 per cent in 1990 to less than 7 per cent this year.

    The minister said this is what has led to the prevalence of water-borne diseases and upsurge in open defaecation in the country.

    Mr. Adamu, who said Nigeria is lagging behind in terms of adequate water supply said the situation led to a corresponding increase of about 25 per cent in open defecation in 2017.

    The minister stated this while presenting a memo to members of the National Economic Council, NEC, comprising the governors and some ministers on Thursday. The meeting was chaired by Vice President Yemi Osinbajo.

    Adamu informed the council that urgent steps need to be taken in the water sector if the country is to overcome the challenges of water supply, sanitation and water governance issues, as well as achieve the 2030 target of the Sustainable Development Goals (SDGs) on water supply and sanitation.

    He told the council that an estimated investment of N1.9 trillion is needed in the next 15 years to meet the SDGs by 2030.

    Nigeria is ranked third among the countries of the world where people still practise open defecation, according to UNICEF.

    The minister outlined a three-phase Action Plan to revitalise the water, sanitation and hygiene sectors to include the following: a 12-month emergency plan beginning from the 2nd quarter of 2018 to April 2019; a five-year recovery programme to last up to 2022; a 13-year revitalisation strategy that will last till 2030.

    These plans, he said, will involve the urgent establishment of an institutional and funding framework for Water Supply, Sanitation and Hygiene (WASH) Services, and the engagement of Urban and Rural sectors on an accelerated development path towards 2030.

    “The plan also calls for tripling the current investment in water supply, establishment of a WASH fund, fast-tracking the development of the National Policy on Sanitation and the presidential launch of a National Sanitation Campaign to eliminate open defecation.

    “Furthermore, the plan is seeking the massive rehabilitation of existing infrastructure in the sector, and sectoral reform towards cost recovery and promotion of private sector participation in the sector, all aimed at taking care of the estimated 182 million population,” Mr. Adamu explained.

    The minister also informed NEC that Nigeria requires an average annual investment of N59 billion to attain 78,000 hectares of planned irrigation by 2019, and a total of N1.5 trillion to attain 500,000 hectares of irrigation by 2030.

     

  • FG’s support for Creative Industry paying off – Lai Mohammed

    The increased attention and support being given the Creative Industry by the Buhari Administration has started yielding fruits, the Minister of Information and Culture, Alhaji Lai Mohammed, has said.

    Speaking at the premiere of the movie ”Wedding Party 2” in Lagos on Sunday, the Minister listed the pioneer status granted to the Industry, the stepped-up anti-piracy campaign and the decision to seek stimulus capital for the Industry from the Central Bank of Nigeria (CBN) as some of the positive results.

    He recalled that shortly after the Creative Industry Financing Conference in Lagos earlier in the year, he led a delegation of the film industry stakeholders to the Inspector General of Police, which resulted in the formation of anti-piracy units in all the 36 states of the federation ”The subsequent extensive piracy raids have now resulted in the confiscation of pirated films worth hundreds of millions of Naira. In fact, criminal prosecutions of culprits have now started,” Alhaji Mohammed said.

    He also recalled how, shortly after the Conference, the federal government granted pioneer status to the Creative Industry to reduce financial burdens on new investments and encourage both foreign and local investments into the film industry.

    The Minister congratulated Ms. Mo Abudu and all those involved in the production of ”Wedding Party 2”, saying with the blockbusters being churned out by Nigerian film producers, ”we can formally announce to the world that a true film industry has arrived in our Nollywood.”

    Meanwhile, Alhaji Mohammed has declared the arrival of a new dawn in the nation’s Creative Industry ”I am totally encouraged that Nigeria is indeed on track with all the capabilities to diversify our economy in order to create jobs and boost our Gross Domestic Product. It’s great to note that the Creative sector is taking the lead to achieve this,” he said at the opening of the musical ”Fela and the Kalakuta Queens” at Terra Kulture, also in Lagos on Sunday.

    He said the vibrancy in the sector is largely due to the collaborative efforts of the Public and Private sectors, which the likes of Ms. Bolanle Austen Peters, founder of Terra Kulture, have leveraged with impressive results.

    The Minister congratulated Ms. Austen Peters, her management team and all the creative talent involved in the making ”Fela and the Kalakuta Queens”, saying: ”This production will no doubt take us to another level in our achievements and I want to assure you that this government is with the Creative sector all the way.”

  • Alhassan, Minister who wants Atiku as president attends FEC meeting with Buhari

    The Minister of Women Affairs and Social Development, Sen. Aisha Alhassan who earlier declare her support for the presidential ambition of former Vice President, Atiku Abubakar on Wednesday attended the weekly Federal Executive Council meeting with President Muhammadu Buhari.

    TheNewsGuru.com reports that the Minister had last week openly declared her support for Atiku in 2019 while insisting that President Muhammadu never said he will re-contest as president.

    Alhassan who spoke in native Hausa language in the video told Atiku: “Mr President, our father, Nigeria’s president for 2019, God willing, in your presence, today are your people who have been placed under your care for forever.”

    Governors Ibikunle Amosun (Ogun) Nasir El-Rufai (Kaduna) and some chieftains of the All Progressives Congress (APC) had called on Alhassan to resign as minister for declaring that she would not support Buhari in 2019.

    “The minister is entitled to her opinion, but I would have saluted her if she had resigned her appointment because she cannot blow hot and cold at the same time,” Amosun said at a recent book launch in Abeokuta.

    Speaking anonymously because of the sensitivity of the matter, a minister said: “Some of us called her when the video went viral and she confirmed the comments attributed to her.

    To me, I think it is like passing a vote of no confidence on your boss. I think it is untidy to write off your boss as incompetent to continue in office.”

    Another source in the cabinet said: “I am not surprised; it is typical of the Minister of Women Affairs. But the ideal thing is to leave and pursue your career. This development might affect our unity in the cabinet. Some will certainly not trust her again.”

    Another minister said: “She shocked me because I used to think she is closer to the President. What you cannot dispute is that the President has never hidden his respect for her. She was away from the cabinet for months when she was ill and the President tolerated her absence. She should have chosen a different approach to it because one good turn deserves another.”

    A government official said he suspected “a script”. It might not be only her. Maybe she is flying a kite,” he said, pleading not to be named.

    Also, an APC stalwart, who also spoke in confidence, said: “I think she is kick-starting 2019 politics. I could see cracks in the coalition which formed the APC.”

    However, a source in the Presidency said: “The President has just come back from Daura and he is just settling down. Actually, there is nothing to say.

    The Minister of Women Affairs has confirmed to BBC that she made the comments. What else do you want the presidency to say?”

    In an interview with the BBC, the minister said: “Atiku is my godfather even before I joined politics.” She spoke in Hausa. “And again, Baba Buhari did not tell us that he is going to run in 2019.

    Let me tell you today that if Baba said he is going to contest in 2019, I swear to Allah, I will go before him and kneel down and tell him that ‘Baba I am grateful for the opportunity you gave me to serve your government as a minister but Baba just like you know I will support only Atiku because he is my godfather. If Atiku said he is going to contest.”

    If because of what I said I am sacked, it will not bother me because I believe in Allah that my time has elapsed, that is why…

    Baba is not a mad man like those calling for my sack. They have been sending it and spreading that if Baba sees this I will be sacked.”
