    Gunmen kill chairman of Miyetti Allah in Kaduna

    Gunmen have killed Abubakar Abdullahi, the chairman of Miyetti Allah Cattle Breeders’ Association of Nigeria in Lere Local Government Area of Kaduna State.

    The attack happened in the early hours of Friday, the the Director of Media and Publicity of MACBN in Kaduna State, Ibrahim Bayero-Zango, confirmed the incident to journalist.

    However, there was no official statement from the state or the Police.

    According to the MACBAN’s spokesman, the attackers stormed the home of the chairman, popularly known as Dambardi, in Lere town at about 1:00am.

    He added that the gunmen demanded N20m from him before he was whisked away to where the assailants later killed him along the Saminaka-Mariri-Zango highway.

    He said, “Early this morning, one of our members called to inform the leadership of the state branch of MACBAN that at about 1:00am (Friday), unknown gunmen attacked the home of the chairman of MACBAN in Lere LG and killed him.

    “When they arrived the house at about 1:00am, they demanded the sum of N20m from him in order to spare his life but he told them he had no such money.

    “Although he was able to raise N250,000 for the assailants, they took him to the back of the town along the Saminaka-Mariri- Zango highway where they shot him dead.”

    The MACBAN spokesman, while condemning the attack, called on the state government and security agency to investigate the attack so as to uncover the perpetrators of the heinous act.

    “We totally condemn this heinous act and we are appealing to the state government and the Police to thoroughly investigate the attack and fish out the perpetrators of the attack.

    “This is because Lere is one of the peaceful areas in the state where there has been no issue of herder-farmer crisis.

    “There has been no issue of cattle rustling in the area but, surprisingly, somebody like the slain chairman of MACBAN, a strong supporter and promoter of peace in Lere, could be so brutally gunned down in that manner.

    “We are sad over the incident,” he added.

    One hundred security operatives have so far lost their lives in the course of enforcing the Benue State Open Grazing Prohibition and Ranching Establishment Law of 2017.

    Governor Samuel Ortom disclosed on Tuesday in Makurdi, the state capital, while receiving the new Commissioner of Police, Mr Tunji Akingbola.

    He further stated that the perceived failure of the Federal Government to come down hard on foreign Fulani herdsmen bearing weapons poses security threats to the lives and safety of security forces and Nigerians in general.

    “Why do we need to allow Fulani from all these countries to come and destroy our land? That is the point we are saying. They have given unnecessary stress and risks to our security agencies in Nigeria.

    “I say more than 100 security men have been killed in the course of providing security for lives and properties in Benue State in the course of implementing this our law.”

    According to the governor, the affected victims include personnel of the army, police, Department of State Services (DSS) and the Nigeria Security and Civil Defence Corps (NSCDC).

    He commended security agencies for putting in their best in safeguarding lives in the state, especially as it regards tackling the killings from herdsmen.

    Citing the law, Ortom explained that the Constitution empowers states to enact laws as long as it does not conflict with those existing laws in the country.

    The Benue governor also took a swipe at the Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) for challenging state governments over the anti-open grazing laws in their respective domains.

    “Tell me why Miyetti Allah, a terrorist organisation who has taken responsibility for killings will come to challenge governors that laws shouldn’t have been made.

    “We have not committed any evil, we have done the right thing by ensuring we are law-abiding. That was why we legislated and the Constitution of the Federal Republic of Nigeria provides that we are free to make laws as a state as long as it does not conflict with the provision of the Federal Republic of Nigeria,” Ortom stated further.

    The Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) on Monday asked the Federal Government to stop state governors from enacting the anti-open grazing law.

    MACBAN Secretary-General, Saleh Alhassan made the comment during a press conference in Abuja.

    He said the law would undermine the relative peace and stability currently enjoyed in the local communities, threaten the social order and exacerbate cattle rustling.

    “The National Assembly and Mr President should intervene and stop the current attempts by some state governments to criminalise our means of livelihood of cattle-rearing through enacting of satanic and obnoxious laws they call Anti-Grazing Law,” he noted.

    “The Federal Government should create a ministry for livestock and fisheries as obtainable in many African countries. Nigerians should adopt strategies in responding to changes of climate change as it affects livestock production not negative laws.”

    Alhassan noted that anti-open grazing laws would destroy livestock production and send millions who depend on the livestock value chain into poverty.

    The Miyetti Allah leader also called on the President Muhammadu Buhari administration to take an inventory of grazing reserves in the country and fully develop at least one grazing reserve in each senatorial zone.

    He appealed to the National Assembly to rescue the pastoralists by resuscitating and passing the Grazing Reserves Commission Bill and other livestock management bills initiated by the previous assembly.

    While referencing the African Union and ECOWAS Protocols/regulation of pastoralists and trans humans, the MACBAN spokesman asked the Nigerian government to domesticate the law in the country.

    According to him, if the protocols are properly documented and implemented, it will effectively tackle the scourge of illegal migration in Nigeria.

    Alhassan’s remarks come four months after the Southern Governors Forum announced a ban on open grazing of cattle across states in the region.

    The governors after meeting in Asaba, the Delta State capital, asked President Buhari to address Nigerians on the state of the nation.

    It also met months later and instructed states in the region to enact anti-open grazing laws in their domain to curb incessant clashes between herders and farmers.

    The Miyetti Allah Kautal Hore, Fulani Socio-Cultural Association has called on the National Assembly to intervene and stop attempt by some states governors to enact anti-open grazing laws targeted at Fulani pastoralists.

    The National Secretary of the association, Mr Saleh Alhassan, made the call a National Peace Summit and Investiture of Queen Mother Amina Temitope Ajayi as the Miyetti Allah Brand Ambassador, held at Uke, Karu Local Government, Nasarawa State.

    Alhassan said that the law would undermine the relative peace and stability currently enjoyed in the local communities, threaten social order and exacerbated cattle rustling.

    He said that the anti-open grazing laws would destroy livestock production and send into poverty millions of people that depend on the livestock value chain.

    Alhassan appealed to the national assembly to come to the rescue of the pastoralists by resuscitating and passing the Grazing Reserves Commission Bill and other livestock management bills that were initiated by the previous assembly.

    The secretary, therefore, called on the Federal Government to create a Federal Ministry of Livestock and Fisheries as obtainable in many African countries.

    He stressed the need for the government to take an inventory of all the existing grazing reserves, traditional grazing areas, transhumance corridors, major stock routes and fully develop at least one grazing reserve in each Senatorial District.

    “This is in line with the recommendation of the Inter-ministerial Committee on Livestock Development in Nigeria 2015, the Report of the President Committee on Pastoralists and Insecurity 2014 and National Livestock Transformation Programme.”

    He said that the review of the Land Use Act was long overdue to accommodate the interest of all land resources users, including pastoralists.

    He said that ranching as envisaged by many required capital investment and was difficult to sustain, not economical “and it is not small livestock holder-centred.

    Alhassan, therefore, called for the proper funding of the National Commission for Nomadic Education and expansion of its mandate.

    “Miyetti Allah Kautal Hore totally condemns the continuous extortion and profiling of the Fulani pastoralists by Gov. Samuel Ortom of Benue and we call on him to offer apology to the Fulani race.

    “We commend the courageous efforts of the Federal Government under President Muhammadu Buhari for listening to our consistent call to restore the existing grazing reserves, routes and create new ones.

    “Because it is the only sustainable solution to the farmers and herders conflicts in the country,” he said.

    The highpoint of the events was the investiture of Queen Mother Amina Temitope Ajayi as the Miyetti Allah Brand Ambassador, held at Uke, Karu Local Government, Nasarawa State.

    Responding, Ajayi said she joined the association with a view to engender peace, unity and development as well as chart a new course of action for the Fulani pastoralists.

    “I have developed a blueprint for the total transformation of the cattle rearing and farming business that will change the Gross Domestic Product (GDP) of Nigeria.

    “If we are able to implement half of my development agenda for the Fulani pastoralists, the lingering clash of Fulani versus farmers will be a thing of the past,” she said.

    Miyetti Allah condemns killing of commuters in Jos

    The Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has condemned the ambush and killing of commuters at Rukuba Road in Jos.

    Recall that criminals on Saturday, attacked a convoy of buses conveying commuters, killed 22 persons and injured scores.

    MACBAN, in a statement by its National Secretary, Baba Othman Ngelzarma, on Sunday in Jos, said the whereabout of some of the commuters, was yet to be ascertained.

    “The ambush which occurred around 10.00am , also left several commuters wounded, while 40 others remain unaccounted for.

    “The travellers were in a convoy of four buses, when they were attacked.

    “MACBAN condemns this senseless violence on travellers.

    “We urge security agencies to fish out perpetrators of this dastardly act and bring them to justice,” he said.

    Ngelzarma commiserated with families of those who lost their lives and those injured.

    He said there could be no winner in the senseless violence and that the circle of bloodshed must be stopped.

    Fulani groups threaten South, says region will lose 2023 presidency if it bans open grazing

    A pan-Fulani group, the Gan Allah Fulani Development Association (GAFDAN), and Miyetti Allah Kautal Hore have cautioned Southern governors against banning open grazing in September and employing what they called intimidation tactics in their bid to get power to return to the South in 2023.

    The Southern governors had come out with some serious resolutions at a meeting held in Lagos on Monday. The resolutions include the September 1 deadline to end open grazing in the southern part of the country and the rotation of presidency to the South in 2023. The Fulani groups described the open grazing deadline handed down by the Southern governors as a call for anarchy and a factor capable of frustrating the prospect of the south producing the next president.

    In a reaction to the position of the Southern governors, the National Secretary of GAFDAN, Alhaji Ibrahim Abdullahi, told newsmen that the Southern Governors Forum failed to consider the implications of what he called its spur of-the-moment decision on open grazing.

    Alhaji Abdullahi said: “You don’t just play politics. Some people want power to return to their region and they believe that the only way to go about it is to intimidate others. You want power to return to the South and you are driving people, about 17 million voters (Fulani), away. This step will definitely jeopardise the chances of the South to produce the next president come 2023.”

    He added: “The position of the forum is very unfortunate because you don’t stop a system unless you have provided an alternative to it. We are not against any new method of animal husbandry because we believe that the present system is outdated but then you don’t stop it overnight without providing alternative. So, the position of the governors is practically impossible under the present setup in Nigeria.

    “The statement of the governors is more political than realistic. It is unfortunate that people can play politics with the livelihood of millions of Nigerians. If you stop open grazing in the South, you are simply saying that those people should move to the North or they should move to other parts of the country. What happens if those in the North also ask the Southerners to leave?

    “Are we promoting unity or hatred? What the governors are saying is practically impossible and it does not promote the unity of this country.”

    He stated that Benue State had not experienced peace since the government there banned open grazing, a decision which, he said, led to the displacement of the entire Fulani cattle herders.

    He warned that peace would “definitely elude” any state that takes such a decision.

    “You don’t stop people’s means of living and expect peace to reign. So, the implication is that the unity of Nigeria is going to be in question. You don’t expect those that will be affected to return to the North and live in peace with people from the South living in the North. It is double standard.

    “It is a call for anarchy. If the governors had provided alternative and set aside an area to practise ranching, it would have been better. The present situation does not favour herders themselves and then for you to start a thing without providing alternative is wrong. This is a call for anarchy,” he noted.

    The GAFDAN National Secretary claimed that genuine herders doing legitimate business also abhorred any act of criminality which was why the association formed a unit christened ‘Fulani Intelligence Squad’.

    He said the squad had since been working with security agencies to fish out bad eggs within their ranks and make them to face the wrath of the law. To arrest violence and killings, Alhaji Abdullahi urged the federal and state governments to resuscitate the over 400 abandoned grazing reserves in the country, particularly in the North, gazette and develop them to eliminate conflicts between pastoralists and farmers over grazing lands.

    He equally charged different cattle breeders and farmer associations in the country to embark on sensitisation of their members on the need for peaceful co-existence and to accommodate their differences and realise that those who tend to cow must be of age.

    He said: “The southern governors need to reconsider their position. It is not possible and it is not feasible. If you frustrate their business and force them to flee back to the North then expect the same treatment from the North also. I think this is not helpful for the unity of this country. I would rather advise them to embrace dialogue.”

    Alhaji Abdullahi urged the governors to sit down with critical stakeholders and devise a means to flush out the bad eggs and their collaborators.

    “There is the need for dialogue. We also need to engage one another to arrive at an amicable middle ground. It is wrong to enact a law without consulting those concerned. If it is well intended, I think it should be discussed,” he said.

    Governor of Rivers State, Nyesom Wike says it is not enough for the Federal Government to arrest Nnamdi Kanu, while leaders of other notorious groups are roaming wild and free.

    Kanu, leader of the proscribed Indigenous People Of Biafra (IPOB), was rearrested, brought back to Nigeria, and re-arraigned on Tuesday, June 29.

    Speaking on the development, Governor Wike said for justice to be said to have prevailed, the Federal Government must ensure that the leaders of other groups that have been linked to killings and unrest must be arrested and made to face the law.

    Wike spoke on Thursday on a monitored Channels Television programme.

    “I have said as governor of Rivers State, I do not believe in Kanu’s principles or the way he wants to actualize Biafra. I have said that Rivers State is not part of Biafra.

    “However, having arrested him, the due process of the law must follow. You cannot just say that because you have arrested him therefore you will not allow justice to prevail. You must follow the due process of law.

    “And again, do not do it as if all our target is against a certain section of the country because it is not only Nnamdi Kanu we are talking about as regards insecurity in the country. We have bandits, we have Miyetti Allah who have caused a lot of problems, so government must endeavour to go after the heads of these organizations and associations and arrest them and bring them to book,” Wike stated.

    The governor was of the opinion that if the government toes his advice, then Nigerians will be able to say that of a truth, justice has been done.

    He added that a failure to see that the other arrests are made will only suggest that the move is targetted at just one section of the country, a situation which Wike says will breed issues over injustice and debates regarding marginalization.

    The IPOB Leader, Nnamdi Kanu was earlier in October 2015 arrested by Nigerian authorities on an 11-count charge bordering on “terrorism, treasonable felony, managing an unlawful society, publication of defamatory matter, illegal possession of firearms and improper importation of goods, among others.”

    He was granted bail in April 2017 for medical reasons. However, Mr. Kanu fled the country in September 2017 after an invasion of his home by the military in Afara-Ukwu, near Umuahia, Abia State.

    Subsequently, he was intercepted on June 27, 2021, and was brought back to stand trial in Nigeria two days later.

    Governor Wike was of the opinion that only a trial that follows due process and the drive to bring other defaulters to justice will ensure that the present government is not seen as nepotistic and bias in its dealings even with regards to insecurity.

    The Miyetti Allah Cattle Breeders Association Of Nigeria has distanced itself from a statement credited to MACBAN, in which a 72-hour ultimatum was issued to Delta State to reverse its laws on open grazing.

    According to the Secretary-General of MACBAN, Usman Baba-Ngelzerma, such a statement by faceless individuals is only meant to create mischief.

    Baba-Ngelzerma said MACBAN is a responsible association with eminent personalities like the Sultan of Sokoto as its patron and as such will never do anything to jeopardise the peace of the country.

    Reacting to the press conference earlier held by the leader of the Pan Niger Delta Forum (PANDEF) Chief Edwin Clark, MACBAN leader said the position of the association on open grazing still remains.

    He urged the Northern Governors to ensure the recovery of all grazing routes in the country, adding that Fulani herders have equal rights with all Nigerians and cannot be treated as second-class citizens.

    Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) has stated that the Fulani ethnic nationality has suffered greater hate and blanket condemnation by most of the other tribes in Nigeria.

    MACBAN is the socio-cultural umbrella body of cattle breeders in Nigeria.

    Chairman of MACBAN south east, Alhaji Gidado Siddiki, stated this while reacting to the banning of open grazing by southern governors.

    He said Fulani cattle herders were highly misunderstood and have been poorly treated.

    According to him, the rising state of insecurity in Nigeria had increasingly fanned the embers of suspicion among the different ethnic nationalities in the country.

    “In recent times, however, the Fulani ethnic nationality has suffered greater hate and blanket condemnation by most of the other tribes in Nigeria.

    “Evidently, the major occupation of the greater Fulani which is cattle rearing has exposed the tribe to such ill.

    “But, the Fulani, or maybe I say the itinerant Fulani cattle herders are grossly misunderstood and have been poorly treated with this misconstrued impression others have on them.

    “They have increasingly continued to suffer under this cloak because they do not seem to have a strong voice to articulate their corporate responsibility and project their commitment to a commensal fellowship in a democratic republic that Nigeria presents.

    “Because of the nature of cattle rearing, the herders are more on transit and so always interfacing with multiple cultures amongst their host communities, they are equally exposed to the wanton camp infiltration by often migrant fellows who are criminally minded and who do not spare the law-abiding herders the venomous effects of their criminal acts for their lawless acts, the entire Fulani suffers odium, unfortunately.

    “I always insisted that the government and the statutory security and law enforcement organs of government should and must not shirk from their primary responsibility of securing the lives and properties of all law-abiding citizens of Nigeria.

    “Criminal of whatever tribe or Nationality in Nigeria, should be traced and appropriately neutralize for the greater interest of the society.

    “No singular group ought to be blamed for the failure of a system to protect and preserve the essence of its being,” he said.

    The Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN) says herders are bona fide citizens of the country and should be protected and cared for by the government.

    The association also urged northern governors to provide water, grasses, and basic social amenities for the “400 grazing reserves.”

    Othman Ngelzarma, the National Secretary of MACBAN, said on Thursday in Abuja.

    He added that providing these would serve as an interim measure against herder-farmer violent conflict, pending the establishment of ranches across the country.

    According to Mr Ngelzarma, the designated grazing reserves covered an area of about five million hectares in the region.

    The MACBAN scribe said the North must not ignore the southern governors’ ban on open grazing.

    He called on northern governors to open discussion with their southern counterparts on the policy to solve the security and socioeconomic issues around open grazing.

    Mr Ngelzarma also appealed to the federal government to assist northern 19 states in establishing ranches.

    “We are never opposed to settlement of pastoralists throughout the country. To achieve this, there has to be a model of settlement for the pastoralists to see and emulate because there was no any attempt by past administrations to modernise animal husbandry in the country,” he stated

    He added, “The pastoralists are also bona fide citizens whose rights and privileges deserve protection.

    “As a solution, the northern governors must open discussion with their southern counterparts on the matter in order to come up with an acceptable position for both farmers and herders in their respective states.”

    However, the MACBAN general secretary urged the southern governors to consider the plights of the pastoralists for the sake of peace and unity of the country.

    He pointed out that some of the herders were born and brought up in the southern states against open grazing.
