Brig Gen Mohammed Marwa (retd.) is a man whose name resonates as a personification of excellence in public service, from as far back as his days as the Military Administrator of Lagos State. Now, as the Chairman and Chief Executive Officer of the National Drug Law Enforcement Agency, NDLEA, he has impressed Nigerians again with his administrative acumen, which is reflected in the turnaround of the otherwise moribund anti-narcotic agency that now commands global respect.

The retired military general has consistently distinguished himself as a top public servant with uncommon character, passion for excellence and commitment to service. At various organisations where he served Nigeria, his stewardship brought maximum benefits to the country. It is not difficult, therefore, to pick him as a candidate for the Centenary Public Service Award of the Catholic Herald. Marwa’s visionary leadership and achievements in just three years at the anti-narcotic agency brings back the sweet memory of the military officer who stood head and above his peers in public administration in the late 1990s.

As a military administrator, he was unarguably the best of the pack, a recognition that was sealed with Newswatch’s “Nigeria’s Man of the Year 1997.” Many believed Lagos was his magnum opus until he emerged at NDLEA, where he is setting a new paradigm of how to deliver in public service. Born in Kaduna on September 9, 1953, Marwa is the scion of a military family, with a grandfather, Buba Yola, a father, Buba Marwa and a younger brother, Adamu Marwa, who all served in the Nigerian Army.

He joined the Nigerian Military School, NMS, Zaria (1966- 70) and proceeded to the Nigerian Defence Academy, NDA, Kaduna (1971-73) and was commissioned into the Nigerian Army Recce Corps (NARC) in June 1973. He distinguished himself in all the courses he attended at home and abroad in Pakistan, India and the United States of America. His career was characterised by several command and staff appointments, including in foreign service.

These include, the Commanding Officer of the Armoured Corps premier Tank Battalion, T212 Tank Battalion; Deputy Defense Adviser, Nigerian Embassy, Washington, DC; Defense Adviser, Permanent Mission of Nigeria to the United Nations, New York; and Registrar of the Nigerian Defence Academy, NDA. Marwa left a record of scholarship in the military, where he came first in order of merit in several exams, including the Lieutenant to Captain practical promotion exam, Enugu (1975); Regimental Signal Officers Course (1975); Junior Staff College Course (1979-80); Captain to Major qualifying exam, Kaduna (1981); and Staff College Senior Division (1981-1982).

His scholarly disposition also showed in his academic pursuit, which earned him two postgraduate degrees of Master’s of Public and International Affairs (1983-85) from the University of Pittsburgh and Master’s of Public Administration (1985- 86) from Harvard University, both in the United States of America. Marwa’s intellectual sagacity also extends to the writing of books. He is a published author of three books, namely Nigerian Army Dictionary, Appreciation, and Grand Tactics. He also co-authored Nigeria in Peacekeeping Operations. Aside from these credentials, Marwa made the biggest impression with his public administration acumen when he administered states during the military era.

As Military Governor of Borno State (present-day Borno and Yobe) from 1990 to 1992, one of his major achievements was how he effectively curbed a budding insecurity, brought about by rebels from neighbouring Chad. He put together a military task force, codenamed “Operation Zaki,” comprising army and air force personnel who used helicopters to respond quickly and decisively against cross-border raiders. That way, he quickly nipped the crisis in the bud.

In Borno, Marwa created the first Ministry of Water Resources in the country and completed the Maiduguri International Hotel through direct labour, among other projects. Later, as Military Administrator of Lagos State from 1996 to 1999, he applied the same template to restore law and order in Lagos through Operation Sweep.

He ended the reign of robbers and hoodlums and made the street safe for Lagosians. He also undertook developmental projects, some of which are visible in Lagos today as legacies from his era. Among his achievements were the construction and commissioning of eight housing estates; construction and rehabilitation of over 700 roads mainly through direct labour; construction of Lagos State University College of Medicine (LASUCOM) from scratch; and the treatment of malaria and the admission of children in hospitals free of charge. To ease transportation, he introduced the now-ubiquitous three-wheeler vehicle, popularly called Keke Marwa.

When the country transitioned from military rule to democracy in 1999, Marwa handed over the reins of administration of Lagos to Governor Bola Ahmed Tinubu (now President) and also handed over the sum of N2 billion, the highest amount handed over from one state administration to another. Post-military; he continued serving the country in various capacities, including as the Chairman of the Defence Industries Corporation of Nigeria (DICON) from 2000 to 2006. He upgraded DICON’s productivity to manufacture the prototypes of 60mm and 81mm mortars and RPG-7 from scratch using local materials and also started the manufacturing of the prototype of a 105mm field gun.

His scope of national service was further expanded to include, diplomacy when he was appointed High Commissioner to the Republic of South Africa, with concurrent accreditation to the Kingdoms of Swaziland and Lesotho from 2008 to 2010. He also served as the Chairman of the Presidential Advisory Committee on the Elimination of Drug Abuse, PACEDA, from 2018 to 2020. In 2021, he was appointed the Chairman and CEO of the National Drug Law Enforcement Agency, NDLEA.

He continues to be a marvel to Nigerians with his indefatigable efforts that make a difference in whatever assignment he oversees. One can under Brig. Gen. Mohamed Buba Marwa (retd… stand what makes him tick by taking a cue from words he spoke years ago when he was the administrator of Lagos: “The challenge of public service, for me, is a motivation. You want to solve problems. You want to make society better. You want to drive away criminals so law-abiding citizens can live in peace…What motivates me is the desire to do the greatest good.”

And what’s more, six months is the window period to make an impact, according to Marwa; at NDLEA, it took him only 15 days after he launched “Operation Offensive Action” against drug traffickers on his first day in office as the agency’s helmsman. In three years, he is still working the magic. The statistics are testaments to the Marwa turnaround at NDLEA: From January 2021 to July 2023, NDLEA arrested 52, 901 drug trafficking offenders (including 50 barons), and got 9, 034 convicted on various jail terms, including three life sentences.

A Marwa-led NDLEA also seized 7.6 million kilograms of illicit drugs in three years. The cash and drugs seized by the agency were estimated to have been worth N958 billion, while 948 houses, vehicles and other assets were forfeited by drug traffickers. The agency also destroyed 1,057.3 hectares of cannabis farms, and within the period, also counselled and rehabilitated 33, 453 drug users. Using its flagship War Against Drug Abuse (WADA) advocacy campaign, the agency also spread anti-drug awareness through lectures at 6, 423 places that include schools, offices, markets and communities. Recently, the agency has been working on an Alternative Development Programme to put an end to cannabis cultivation in the country.

For an agency that was dormant for the first 30 years of its existence, Marwa galvanised NDLEA with his leadership to make it one of the best government agencies in the country. Nigeria and Nigerians appreciate Marwa for his efforts. North and South, East and West, he has been honoured with at least 30 chieftaincy titles in addition to the national awards of Commander of the Order of the Niger, CON (2022), and Officer of the Order of the Federal Republic, OFR (2003). The military awarded him the Nigerian Armed Forces Honour of Distinguished Service Star, DSS (1998).

The academics, too, appreciate him as he is a recipient of honorary doctorates from three tertiary institutions, namely Abubakar Tafawa Balewa University, Bauchi; University of Nigeria, Nsukka; and Federal University of Technology, Owerri. The public’s respect for him is reflected in the slew of leadership accolades he has received from respected media outfits, such as Leadership, The Sun, Vanguard, Blueprint and Champion, Nation and Leadership, among others. All for hard work, results and achievements. And all in three years. The Catholic Herald found him worthy of its Centenary Public Service Awards.

NDLEA declares prophetess, celebrity couple wanted

The National Drug Law Enforcement Agency (NDLEA) has declared a Port Harcourt, Rivers state based popular prophetess and founder of Christ Power Adoration Ministries, Faith Ugochi and a celebrity couple: Igho Ubiribo and Danielle Simba Allen wanted for recruiting teenage girls into drug trafficking while they serve as the arrowheads of an international syndicate operating from Los Angeles, USA.

The lid was blown off the cartel when NDLEA operatives at the NAHCO import shed of the Murtala Muhammed International Airport, Ikeja Lagos intercepted a consignment of 32.70 kilograms of Loud, a strong variant of cannabis concealed in cartons of used wears on Wednesday 16th November 2022.

A freight agent, Ukoh Ifeanyi Oguguo was immediately arrested while further investigations led to the arrest of four more suspects: Chikodi Favour; Obiyom Shalom Chiamaka; Nnochiri Chidinma Promise and Edward Omatseye (aka Montana).

The 15-year-old Favour was the first sales girl to be arrested at a fuel station in Ajah area of Lagos. She thereafter led the operatives to a duplex accommodation around Ikate area of Lekki, which was later discovered to be a rented apartment by the criminal group purposely for four young girls that the syndicate uses for marketing and distribution of illicit drugs. Another girl, Shalom who is a fresh graduate of Agricultural Science from Rivers State University of Science and Technology was picked from the house alongside Favour.

During their preliminary interviews, it was learnt that the syndicate rented another building used as drugs warehouse inside Richmond Estate, Lekki. By the time operatives located the house, it was discovered that other members of the syndicate had broken into the store and carted away bags of illicit substances.

However, some illicit drugs paraphernalia including sealing machine, bloating machine and packaging bags were recovered from the warehouse. A follow-up operation led to the arrest of Edward Omatseye at his residence around Lekki area. Edward confessed during interview to be working for Igho and his wife, Danielle, who are identified as the overall heads of the criminal group.

Investigation was able to establish that Favour and Shalom were recruited as salesgirls in the illicit drug trade by Prophetess Faith Ugochi of Christ Power Adoration Ministries, using her church platform to recruit teenage girls brought to her for help, on behalf of the celebrity couple: Igho Ubiribo (aka Tiny) and Danielle Simba Allen (aka Dani), who are the owners of the business, while Edward Omatseye (aka Montana) coordinates the illicit drug trade activities for them in Nigeria, with Nnochiri Chidinma Promise as representative of Ben Cargo Ltd, a freight company responsible for the shipment of illicit consignments into the country.

While Nnochiri Chidinma Promise and Edward Omatseye (aka Montana) have already been charged to court and are currently facing trial at the Federal High Court, Lagos alongside Ben Cargo Ltd, a freight company which had been linked to two previous drug seizures and also involved in the current case, several attempts to get Prophetess Faith Ugochi, Igho Ubiribo and Danielle Simba Allen submit themselves for questioning have proved abortive.

A letter of invitation sent to Prophetess Faith Ugochi of Christ Adoration Ministries, No. 27 Anozie Street, Mile 2, Diobu, Port Harcourt, Rivers State on 28th November 2022 was received and acknowledged by her mother, with whom she runs the Church. The letter was followed with a reminder on 9th January, 2023 after a long wait.

In the same vein, letters of invitation were also extended to Igho Ubiribo and Danielle Simba Allen. A reminder was also sent when the couple didn’t show any readiness to respond to the first invitation. While Prophetess Ugochi fled her home and went into hiding but continued her prophetic ministration on Facebook, the duo of Igho and Danielle initially sent a legal representation to ask for another time to honour the invitation, they have since gone incommunicado.

Curiously, they hurriedly moved all funds traced to their company Lasgidi Backwood Ltd where all proceeds from the sales of illicit drugs were deposited into a private account of one Victor Imagoro. The Agency has since blocked the sum of Eighty Million Naira (N80,000,000) traced to the account and obtained a court order to seize all properties including a fuel station linked to the suspects in Lagos and Port Harcourt.

The NDLEA has further sought and obtained an order of the Federal High Court Lagos to declare wanted the celebrity couple: Ubiribo Igho and Danielle Allen, as the arrowheads of the illicit trade as well as Prophetess Faith Ugochi, who recruits teenage girls as sales representatives for the duo.

Meanwhile, the Agency in collaboration with other stakeholders including the Customs Service on Friday 31st March conducted a joint examination of two containers marked TRHU 4758549 and TRHU 6936803 where One Hundred and Forty-Three Million Eight Hundred Thousand (143,800,000 tablets) pills of Tramadol 225mg were discovered in 720 cartons weighing 10.3tons (10,386kgs). The opioid pills, which were mixed with cartons of sweet were imported from India. The interception followed credible intelligence and cooperation of sister agencies.

In the same vein, officers of the Directorate of Operations and General Investigations, DOGI, have intercepted at a courier firm a cargo of 1.5kg cocaine concealed in a carton declared to contain hair cream, shampoo, hair rollers and burners, going to London, UK.

In Kaduna, operatives on Monday 27th March raided Dan Wata village, Soba LGA where they arrested one Abdurrashid Musa, 33, with 142.8kg cannabis while the principal suspect, Ibro Danwata is still at large, while another suspect, Shamsu Abdullahi (aka Waja), 35, was also arrested the previous day during a follow up operation at Rigasa Kaduna, after he had abandoned 80,000 tablets of Diazepam weighing 13.4kg and escaped arrest earlier.

No less than 63 bags of cannabis sativa weighing 600kg stored in a house at Okpe village in Akoko-Edo LGA were recovered on Friday 31st March when operatives raided the area, while a raid of a warehouse owned by one Shehi Mallam at tomatoes market, Dei Dei Abuja same day led to the seizure of 80 sacks of cannabis sativa weighing 842.4 kilograms. In Cross River, 12,000 pills of Tramadol 225mg were seized from a female passenger, Talatu Sale Adamu, 46, when NDLEA officers intercepted the commercial bus she was travelling in along Ogoja/ Katsina-Ala road on Monday 27th March.

While a suspect, Abraham Alaigwu was arrested at Slaughter, Trans/Amadi area of Port Harcourt, Rivers state with 91.7kg of cannabis on Thursday 30th March, 228kg of same substance was seized from Ayodele Osuya, 35, in a Toyota Camry car around Quarter Guard area of Akure, Ondo state.

While commending the officers and men of MMIA for a painstaking investigation of Prophetess Faith Ugochi and the celebrity couple, Igho Ubiribo and Danielle Simba Allen along with other members of their cartel, Chairman/Chief Executive Officer of NDLEA, Brig. Gen. Mohamed Buba Marwa (Retd) assured that no effort will be spared to ensure the fleeing suspects are brought to face the consequences of their action. He also expressed his gratitude to operatives of Apapa, DOGI, Edo, Cross River, Rivers, Kaduna, FCT and Ondo Commands of the Agency for their resilience, professionalism and excellent synergy with other security agencies in their areas of responsibility.

He charged them and their colleagues across the country to continue to raise the bar in their daily attainments.

Popular Abuja businessman selling illicit drugs on Jiji arrested

One Mr Orakwe Chibuike Celestine, a popular businessman based in Abuja, the Federal Capital Territory (FCT) has been arrested for engaging in sales of illicit and controlled drugs on the popular e-commerce platform, Jiji.ng.

TheNewsGuru.com (TNG) reports Mr Orakwe, the MD/CEO of Marvelrock Pharmaceuticals and Stores Limited, was arrested by the operatives of the National Drug Law Enforcement Agency (NDLEA), following painstaking investigation.

A graduate of Business Administration from the University of Abuja, Orakwe registered the pharmaceutical company on 16th December 2014 with the certificate and support of a licensed pharmacist, who opted out of the deal in 2017, according to a statement by Femi Babafemi, NDLEA’s Director of Media and Advocacy.

“The suspect continued running the business and enrolled it on Jiji.ng platform in 2019. He however came under NDLEA’s radar in October 2021 when he advertised many pharmaceutical products such as Tramadol, Ketamine Hydrochloride injection, Hypnox flunitrazepam tablets among others on the Jiji.ng online marketplace.

“Between 26th October 2021 and 8th August 2022, the team of anti-narcotic officers assigned to investigate Orakwes drug business activities was able to establish the suspect was selling Tramadol 225mg and other illicit/controlled drugs through the e-commerce platform.

“As a result, the suspect was arrested with some quantities of Tramadol and Swiphnol brand of Rohypnol on Monday 8th August at a drink joint in Jabi area of Abuja where he had gone to make some supplies of orders made through his online channel on Jiji.ng.

“In his reaction to Orakwes arrest, Chairman/Chief Executive of NDLEA, Brig. Gen. Mohamed Buba Marwa (Retd) said the painstaking investigation and process of arresting the businessman should send a strong message to those hiding behind the internet to engage in marketing and selling of illicit/controlled drugs that the Agency will definitely get them to face the consequences of their action,” the statement reads.
