2027: Ex-IGP Adamu told to contest Nasarawa guber election

Political stakeholders from Lafia Local Government Area have urged the former Inspector-General of Police (I-G), Mohammed Adamu, to contest the Nasarawa Governorship position in 2027.

They made their position known at a stakeholders’ engagement on Monday in Lafia.

Speaking at the event, Prof. Mohammed Mainoma, former Vice Chancellor, Nasarawa State University, Keffi, said the decision to urge Adamu to contest for governorship was borne out of his pedigree in public service.

Mainoma, chairman of the occasion, described Adamu as an administrator par excellence throughout his career in the police force.

He maintained that Nasarawa State needed such a man who had distinguished himself both nationally and internationally to steer its affairs to greatness.

“We want him to come and replicate what he did at Interpol for more than 10 years, and as Nigeria’s IGP, to ensure peace and security in Nasarawa State.

“We want Nasarawa State to leverage his wealth of experience and international connections to ensure rapid growth and development of the state.

“Adamu is bold, accountable, knowledgeable, and resourceful to steer the ship of Nasarawa State to greater heights in 2027.

“We therefore, urge him to heed the clarion call of the people he is so passionate about, to contest the governorship in the next general election,” he said.

Also, Barr. Musa Hussaini, an associate of the former IG, said that since 1999, there had never been a time when key stakeholders in Lafia would unanimously endorse a particular person until now.

“I dare say that we have never experienced an occasion where the entire Lafia LGA will rise in one voice to endorse a particular person.

“There is no voice of dissent, no criticism, everybody that is supposed to be somebody in Lafia is here to attest and to support the endorsement of our governor to become in  2027,” he said.

He charged the people to do their bit by registering to be members of the All Progressives Congress (APC) in their wards, to participate actively in the electoral process that would ensure Adamu’s victory in 2027.

Hussaini noted that at the last count, 30 imminently qualified persons had indicated interest in vying for the Nasarawa State governorship position.

He, however, pointed out that Adamu stands tall above them given his leadership qualities and experience.

In his remarks, Alhaji Abubakar Sarki-Dahiru, member representing Lafia/Obi Federal Constituency in the House of Representatives, said Adamu deserved to be Nasarawa State governor in 2027 describing him as peace-loving and accommodating.

He urged the former IG to accept the call to contest and charged the people to rally around him to succeed for the betterment of the state.

Responding, Retired IG Adamu said that although he had no intention to contest for the governorship of Nasarawa State, he would not turn down the request of the people since he had led all his life serving the people.

He, however, said that he would still be consulting with stakeholders across the state in the interest of Nasarawa.

  • Nigeria’s constitution empowers IGP, Adamu to remain in office till 2024 – Buhari, Malami

Nigeria’s constitution empowers IGP, Adamu to remain in office till 2024 – Buhari, Malami

President Muhammadu Buhari and the Attorney-General of the Federation(AGF) and Minister of Justice, Abubakar Malami have posited the President was empowered by the Constitution to retain Mohammed Adamu as the Inspector General of Police (IGP) as long as it suits him.

They equally argued that the President is allowed by the Constitution to extend the IGP’s tenure as he wishes.

Their position is contained in the joint response they filed to a suit instituted by a lawyer, Maxwell Opara, challenging, among others, the President’s decision to extend Adamu’s stay as the IGP for another three months from February 1, 2021 when he ordinarily out to retire.

The President and the AGF, in a counter affidavit, argued that the Constitution conferred the President with executive power to “appoint serving police officer as the Inspector-General of Police in consultation with Police Council.”

They noted that neither the Nigeria Police Council (NPC) nor the Police Service Commission (PSC) has “disclosed any contrary fact that the second defendant (IGP Adamu) is not a serving police officer.”

In the joint response, the President and the AGF, who are listed as the first and third defendants in the suit, adopted a similar argument earlier made in details in response to the case by the lawyer to the IGP, Alex Izinyon (SAN).

In the written submission filed for them by a lawyer in the AGF’s office, Maimuna Shiru, the President and the AGF agreed to rely on the argument by the IGP’s lawyer in answering the plaintiff’s question as to whether the President is empowered to extend the tenure of the IGP.

They said: “My Lord on the above issue, it is our position that we will be relying and aligning with the argument canvassed by the 2nd defendant’s (IGP’s) counsel as their issue two in paragraphs 1.18 to 1.49 of their written address and we shall be adopting same as ours and urge this honourable court to uphold our argument and dismiss the plaintiff’s case as same is frivolous.”

They further argued that failed to discharge the legal burden of proof that Adamu is not a serving police officer for the purposes of extension of his tenure in office.

They added: “The question if the 2nd defendant is still a serving police officer is a question of fact. It is a fact that the Nigeria Police Act 2020 is a subsidiary legislation passed by the National Assembly.

“It is a fact that the appointment of an Inspector-General of Police is, by the Constitution, conferred on the President of the Federal Republic of Nigeria.”

The IGP’s lawyer had, in his argument, which the President and the AGF adopted, argued that the tenure of the IGP is not governed by the general provisions applicable to the rest of the police force.

He noted that by virtue of the relevant laws, the office of the IGP is “quasi-political” and “is conferred with a special status” and “distinct from other officers of the Nigeria Police Force.”

Izinyon argued that Section 18(8) of the Nigeria Police Act, 2020, as it relates to the provision that “every police officer shall, on recruitment or appointment, serve in the Nigeria Police Force for a period of 35 years or until he attains the age of 60 years, whichever is earlier,” is inapplicable to the office of the Inspector General of Police.

He contended that the IGP, upon appointment, “is only accountable to the President of the Federal Republic of Nigeria and the Nigeria Police Council, and this fact makes his office a quasi-political office with a tenure of four (4) years pursuant to Section 7(6) of the Nigeria Police Act, 2020.”

The lawyer added that by the combined effect of Sections 215 and 216 of the Nigerian Constitution and Section 7 of the Nigeria Police Act, 2020, his client “can validly function as the Inspector General of Police after midnight of February 1, 2021 in so far as he was a serving member of the Nigeria Police Force during the period of his appointment.”

He said the four years tenure provided for the IGP in Section 7(6) of the Nigeria Police Act, 2020, as it applies to his client, would end either in 2023 or 2024.

“Therefore, if the second defendant’s tenure in office is calculated from January 15, 2019 when he was appointed into the office of the Inspector General of Police, his tenure lapses in 2023.
“However, if his tenure in office is calculated from 2020 when the Nigeria Police Act, 2020 came into force. his tenure in office ends in 2024,” Izinyon said.

At the mention of the case on Tuesday, plaintiff’s lawyer, Ezekiel Ugochukwu informed the court that the case was fixed for hearing.
Justice Ahmed Mohammed however, said the case could not proceed to hearing because NPC was not yet properly served.
Justice Mohammed faulted plaintiff’s lawyer’s argument that the NPC was served through the President’s office, the president being the head of the NPC.

The judge said such service on the NPC through the President’s office could not be considered a proper service.

He also noted that the plaintiff has indicated its intention to file a further reply to the joint response by the President and AGF.
Justice Mohammed adjourned till March 30 for hearing.

It is the plaintiff’s contention that by virtue of Section 215 of the Constitution and Section 7 of the Nigeria Police Act, 2020, IGP Adamu could not validly continue to function as the IGP having retired as a police officer from midnight of February 1, 2021.

He wants the court to, among others, order Adamu to cease to function as the IGP.

Opara equally wants the court to declare that the failure of the President and the NPC to name a new IGP on February 1, when Adamu allegedly completed his tenure, amounted to abdication of duty.

He is praying the court to compel the President and the NPC to immediately appoint a new IGP.

Alleged workers’ abuse: IG begs court to allow police investigate ex-Minister, Gbagi

The Inspector-General of Police Mohammed Adamu, on Thursday, prayed the Federal High Court, Abuja, to allow the police to investigate a former Minister of State for Education, Olorogun Kenneth Gbagi, over alleged staff abuse.

Gbagi was alleged to have ordered four of his staff to be stripped naked and photographed over a theft case at his hotel, Signatious Hotel in Effurun, Delta.

Recall Gbagi, on Sept. 30, 2020, filed a fundamental rights application before Justice Taiwo Taiwo, seeking an order to restrain the I-G and others from arresting or detaining him over the matter.

The ex-minister, in the suit, lists the I-G, the Delta State Commissioner of Police, Hafiz Inuwa and Attorney General of Delta as 1st to 4th respondents.

But in a counter affidavit filed by counsel for the I-G and Delta State Commissioner of Police, Lukman O. Fagbemi, the police said that based on petitions before it, it was duty bound to invite Gbagi to answer questions on the allegations.

According to the police, the grounds and main complaint in all these above-mentioned petitions against the applicant centre on allegation of molestation and dehumanisation of his three innocent female and one male staff he was alleged to have ordered to be stripped naked and photographed by his son, Master Egba Gbagi, under the direct supervision of the applicant.

“That the said petition further alleged that the applicant in this case directed his said son to post the said nude picture on internet after same had been taken by his son which he did by molesting and dehumanising the person of those male and female staffs. The copy of the said picture is attached as EXHIBIT B,” the lawyer said.

Fagbemi debunked Gbagi’s claim that the police were trying to arrest, detain and subject him to inhumane treatment, adding that he “is only needed for the investigation of those petitions written against him.”

Justice Taiwo adjourned the case until March 11 for hearing.

#EndSARS: IGP promotes 16 dead police officers

The Inspector General of Police (IGP), Mohammed Adamu has approved the promotion of 16 dead police officers.

This was contained in a statement released by the Force Public Relations Officer, DCP Frank Mba in Abuja on Monday.

The IGP approved the promotion of Eighty-Two Thousand, Seven Hundred and Seventy Nine (82,779) Junior Police Officers to their next ranks.

The promotion of the officers comprising 56,779 Sergeants to Inspector, 17,569 Corporal to Sergeants and 8,431 Constables to Corporal is part of the on-going efforts at boosting the morale of personnel and repositioning the Force for greater efficiency.

Those promoted also include 86 junior officers negatively impacted by the ENDSARS riots – 16 got special posthumous promotion while 70 others injured during the violence arising from the ENDSARS protests were equally specially promoted.

The IGP, while congratulating the officers, charged them to see their promotion as a mark of additional responsibility and a call to rededicate themselves to their professional calling.

He enjoined them to continue to carry out their duties diligently and in conformity with best practices and respect for the rights of the citizen.

He noted that the promotion albeit, posthumously, of the officers who were killed by some ENDSARS protesters is a symbolic gesture in recognition of the ultimate price they paid in the service of the nation.

The IGP promised to work with all relevant agencies, organs of Government and other stakeholders in driving a successful reform of the Police for improved welfare and conditions of service towards better service delivery to the people.

  • #EndSARS: Why police did not stop hoodlums from wreaking havoc – IGP

#EndSARS: Why police did not stop hoodlums from wreaking havoc – IGP

The Inspector General of Police (IGP), Mohammed Adamu has said police officers showed restraints by not using maximum force to repel the hoodlums and criminals that hijacked the #EndSARS protest and wreaked havoc.

He said the restraints shown by officers proved that no amount of provocation will lead the police to give credence to what the #EndSARS protesters have been preaching on police brutality.

Adamu said this while addressing police officers and newsmen at the Lagos State Command Headquarters, Ikeja, during a courtesy visit to burnt police formations and injured police officers in the State.

He said that 1,590 suspects have been arrested across the country in respect of the #EndSARS protest which turned violent after it was hijacked by hoodlums.

The police boss commended his officers for showing professionalism during the protest by showing restraint and not engaging the protesters violently.

“When they campaigned against SARS they came up with five demands and after about four days protest, the authorities acceded to those demands because they were demands that could lead to reforming SARS.

“Our expectation was that after that, the protesters will all go back and leave the streets, but then they didn’t.

“Every security agent knows that when people come out to protest without observing the protocol, there is always a tendency for the protest to subsequently turn violent,” he said.

Adamu said that 14 states in the country were badly affected as a result of the violent protest with Lagos State the worst hit.

“We witnessed the destruction of public properties as well as police stations and businesses.

“The attack by hoodlums in this manner has the tendency to provoke the police and when we are provoked we have the capacity and strength to repel these people.

“However, we have shown restraint by not using maximum force to repel the hoodlums and criminals that went about destroying properties and killing people.

“So, that resilience that you have in showing restrain has shown that no amount of provocation will lead you to give credence to what they have been preaching on police brutality,” he said.

Adamu commended police officers for this quality, saying it turned the table around against the protesters.

“I am happy to note that not everybody in the country agreed with the violence not everybody agrees that police are bad.

“Every organisation and institution in any country breeds few bad eggs just like we have a few in the police that are bad, however, the majority of Nigerian Police officers are good,” he said.

The IGP said that President Muhammadu Buhari, in support of the police, said that the vast majority of men and women of the force are patriotic and committed to protecting the lives and livelihood of Nigerians.

“We will continue to support them to do their jobs, so, the Nigeria Police have support from the highest authority in this country.

“In spite of the fact that we have been attacked, hospitalised and some of our formations burnt, we will still remain committed to our constitutional duties,” he said.

Adamu said that the federal government has decided to specially treat policemen through reform initiatives that will enable them to continue to do their constitutional responsibilities across the country.

Meanwhile, the Commissioner of Police, Lagos State, Hakeem Odumosu, requested that the IGP should consider and approve posthumous special promotions for the police personnels who lost their lives during the protest.

“This will give sucour to their families and boost the morale of the serving officers and men of the NPF,” he said.

Odumosu said that Gov. Babajide Sanwo-Olu had promised to take full responsibilities of the bills of police personnel that sustained various degrees of injuries.

“The governor also promised to pay compensation to the family of police officers who lost their lives as well as replace police operational vehicles that were burnt during the crises.

“He also offered scholarships to the children of police personnel killed until graduation from university,” he said.

Odumosu said that provisions had been made to ensure that security is adequately provided for during the ember months in the state.

The IGP “further directs the Police strategic managers to personally lead and coordinate the operation and use all legitimate means, to halt further slide into lawlessness and brigandage.

IGP ignores calls to halt setting up SWAT for disbanded SARS, insists training commences Sunday

The Inspector-General of Police, Mohammed Adamu has ignored nationwide calls to postpone the setting up of a new police unit; Special Weapons and Tactics (SWAT) to replace the disbanded Special Anti-Robbery Squad (SARS).

The embattled police boss on Thursday outlined the structure of the new outfit and also reaffirmed that the training of men and officers of SWAT will commence next week.

According to a memo from the IG to Deputy Inspectors General, Assistant Inspectors General of Police, Commissioners of Police and Commandants of Police Colleges, the new SWAT outfit will comprise of officers and men that will be selected based on clearly defined criteria.

They are to be specially trained in weapons handling and tactical operations.

Adamu said they will be oriented to operate within very high professional and ethical standards, rule of law and best international policing practices that will align with national democratic values and yearnings of the citizens.

He said the mandate of the SWAT Team will be intelligence-led and limited to response to robbery attacks, response to scenes of weapon-related crimes, rescue Operations, special operations involving high-profile criminals that constitute threats to national security, including anti-banditry, and counterterrorism and counter-insurgency operations which will require special tactical response.

The IGP said the outfit shall comprise of a State Commander, Second in-Command and thirty-six (36) other officers and men.

The breakdown is as follows: one Chief Superintendent of Police as State SWAT Commander, one Superintendent of Police as 2 I/C State SWAT Commander, there Deputy Superintendents of Police as Section Commanders, and three Assistant Superintendents of Police as 2I/C Section Commanders.

He said in the long-term, the number of SWAT Teams per state will be expanded based on the assessment of the security realities of each State Command.

On the selection criteria he said they must be between the ages of 25 – 40 years for operational elements and between the ages of 35 – 45 years for command elements.

The IGP said they must have not less than seven years policing service experience and be physically fit to withstand the rigour of SWAT Training and Operation.

He said the physical fitness test will include Cooper’s Test.

The SWAT personnel must be certified as medically, emotionally and psychologically fit and will all as a critical pre-requisite undergo and pass medical examination, psychometry and toxicological screening for drug of abuse which will be conducted by the Police Medical Services during training. He also said they must not have any pending disciplinary matter or any serious previous record of professional misconduct touching on intemperate behaviour, incivility to members of the public, corrupt practices and misuse offirearms among others.

Adamu said officers and men to be selected must not be from the recently dissolved Special Anti-Robbery Squad.

He said the Standard Operating Procedure (SOP), which will act as the protocol that will regulate the processes, conduct and operations of the SWAT Teams is being developed.

He added that officers and operatives of the Outfit shall be held accountable based on the extent of their compliance with the SOP.

Adamu said the personnel would be kitted with specially branded uniforms, kits and accoutrements.

“Under the new policy, no personnel will be authorized to use any uniform, kits or accoutrements other than as approved for the Outfit and officially issued to them.

On no account must they also undertake any operation without the branded items. The details of this shall be contained in the Standard Operating Procedure of the Outfit,” he said.

#EndSARS: IGP opens up after meeting with Davido

The Inspector General of Police (I-G), Mr Mohammed Adamu, has pledged to investigate all videos of police brutality against Nigerians to ascertain their authenticity and ensure that officers found wanting were punished.

Adamu made the pledge on Monday in Abuja during a courtesy visit by a popular Nigerian singer, David Adeleke, also known as Davido.

He said investigation of videos in circulation became necessary because of the issue of fake videos seen on social media recently.

He added that the dissolution of the Special Anti Robbery Squad (SARS) of the police was the first time such decision was taken.

The police boss said that a unit would be saddled with the responsibility to perform the functions but not the disbanded SARS.

He said that training for the disbanded SARS would soon commence but called on Nigerians for more time to get things addressed.

Adamu said that training and retraining of police officers had been his top priority and commended the popular singer and his team for the visit.

In his remark, Davido commended the I-G for listening to the voice of the masses by disbanding SARS across Police Commands in the country.

Davido said the visit was to have a discussion with the I-G and ensure that the disbanded officers were not brought back to the force with a different name or unit to continue to harass Nigerians.

He called on the I-G to ensure proper training for personnel of the disbanded squad and punishment for those brutalising Nigerians.

The singer urged the I-G to ensure that the disbanded SARS remained disbanded until after undergoing psychological evaluation and training.

“We are here with five demands; firstly, we want to solicit for the immediate release of all arrested protesters and ensure justice for all deceased victims of police brutality and appropriate compensation for their families.

“We want you to set up an independent body to oversee the investigation and submission of all reports of police misconduct.

“In line with the new Police Act, we want psychological evaluation and training for all disbanded police officers before redeployment with those found wanting charged.

“We also want increase in police salaries so that they can adequately discharge their duties without favour,” he said.

Recall the I-G had on Sunday ordered the dissolution of the Special Anti Robbery Squad (SARS) across Police Commands in the country.

Adamu, at a media briefing, said the dissolution was in response to the yearnings of Nigerians, adding that all officers and men of the defunct SARS were being redeployed with immediate effect.

The IG said the force was not oblivious of the need to combat armed robbery, kidnapping and other violent crimes in the country which was before now the core mandate of the erstwhile Squad.

However, despite the dissolution of SARS, protests are still ongoing in some parts of the country.

BREAKING: IGP announces team to take over duties of SARS

An investigative team instead of the dreadful Special Anti-Robbery Squad (SARS) would be constituted, which will include Civil Society Organisations, to deal with the report of crimes committed against citizens, the Nigeria Police Force (NPF) has said.

TheNewsGuru.com (TNG) reports the Inspector General of Police (IGP), Mohammed Adamu made this known on Sunday while announcing the disbanding of the SARS, and sternly warning that culprits would be punished.

The IGP dissolved the SARS across all the thirty-six State Commands and the Federal Capital Territory (FCT) with immediate effect.

“All officers and men serving in the unit would be redeployed to other Police Commands, Formations and Units.

“A new policing arrangement for tackling the offences of Armed-Robbery and other violent crimes will be unveiled to the public soon.

“A Citizens and Strategic Stakeholders Forum will be launched to provide an avenue for citizens to regularly interface and advise the police authority on issues touching on the general public.

To deal with the report of crimes committed against citizens, an Investigative Team will be constituted which will include Civil Society Organisations and culprits will be punished,” a statement by the NPF reads.

According to the statement signed by DCP Frank Mba, Force Public Relations Officer, Force Headquarters, Abuja, the IGP disbanded the SARS “in the finest spirit of democratic, citizen-centred and community policing”.

“The IGP, while noting that the dissolution of SARS is in response to the yearnings of the Nigerian people, observes that by this dissolution, all officers and men of the now defunct Special Anti-robbery Squad are being redeployed with immediate effect.

“The IGP notes that the Force is not oblivious of the ever present need to combat armed robbery, kidnapping and other violent crimes in the country which was before now the core mandate of the erstwhile Squad. He assures that a new policing arrangement to address anticipated policing gaps the dissolution of SARS would cause has been evolved and shall be announced in due course.

“Meanwhile, as part of measures to prevent a re-occurrence of events that gave rise to the dissolution of SARS, a Citizens’ and Strategic Stakeholders’ Forum is being formed to regularly interface with Police leadership at all levels and advise on police activities as they affect the general public.

“In addition, the Force is constituting an Investigation Team which shall include Civil Society Organizations and Human Rights Bodies to work with the Police in investigating alleged cases of human rights violations. The measure, the IGP believes, will enhance transparency and accountability in police services as well as providing a system of deterrence for erring police officers whose action clearly violates the rights of the citizenry.

“The IGP appreciates and commends all citizens particularly those who genuinely express their concerns for a better policing orientation in an organized, patriotic and civil manner. He reaffirms the determination of the Force to bequeath to the country a Police Force and System that is professional in service delivery and most importantly, accountable to the people,” the statement reads.
