    BREAKING: Sanwo-Olu orders civil servants from grade 1-12 to resume Monday

    The Lagos State Governor, Babajide Sanwo-Olu, has approved the resumption of all civil servants on salary grade one to 12.

    This was contained in a circular by the by the Head of Service, Hakeem Muri-Okunola, on Saturday.

    In the circular with Ref. No: CIR/HOS/20/Vol.1/115, the civil servants were asked to resume on Monday, November 2, 2020.

    TheNewsGuru.com, TNG, reports that civil servants on grade level 12 and below had been asked to work from home since March in a bid to curb the spread of COVID-19 in the state.

    The circular read, “Sequel to the informed recommendation of the Presidential task Force (PTF) on Covid-19 and the state ministry of health advisory on same, it is hereby notified for general information that Mr. Governor, Babajide Sanwo-Olu, has approved that all public servants on salary grade 1-12 who were directed to work from home since March 2020 resume at the office with effect from Monday, 2nd November, 2020.

    “Furthermore, in order to ensure physical distancing in respective MDAs, accounting officers are to maintain attendance duty roster and ensure strict compliance with COVID-19 protocols in the workplace”.

    #EndSARS violence: Lagos approves reopening of schools Monday

    The Lagos State Government has announced that schools across the state should re-open Monday, November 2, 2020. Boarding schools are to resume November 1.

    Lagos State Commissioner for education, Mrs. Folasade Adefisayo, made the announcement via a press statement. On Monday, October 19, the government directed that all schools across the state be locked after hoodlums hijacked the #ENDSARS protest.

    The commissioner in her stamen disclosed that the year has been unprecedented with recent happenings as schools had to be closed frequently.

    The commissioner prayed that there will be no more disruptions in the academic calendar. However, the State Government will always regard the safety of pupils/students, parents, and all staff as a matter of priority, she disclosed.

    Mrs. Adefisayo recommends that when schools resume on Monday, teaching and learning should continue unhindered till the end of the term. She also advised pupils/students to take their studies more seriously to recover what they missed when schools were closed.

    Dr Folasade Yemi-Esan, Head of the Civil Service of the Federation ( HOCSF) has directed civil servants from level 12 and above, essential duty officers to be at work on Monday.

    She who gave the directive in a circular issued on Friday in Abuja.

    According to her, the government was engaging with the union officials over the planned industrial action.

    The Federal Government had scheduled talks with labour unions for Monday 28 September.

    And on Friday, the government also secured a second order from the National Industrial Court, stopping the strike.

    Yemi Esan’s circular only reflected the first court order.

    The circular reads in part; “Sequel to the Labour Unions for workers to embark on industrial action from Monday Sept. 28.

    “The HOCSF wishes to inform all public servants that the Federal Government team is currently engaging with the labour unions to resolving all contentious issues and avert the planned industrial actions,” she said.

    According to her, there is a court injunction granted by the National Industrial Court (suit no. NICN/ABJ/253/2020) on Sept. 24.

    The court oder, HOCSF explained had restrained the Nigeria Labour Congress and Trade Union Congress of Nigeria from embarking on industrial action pending hearing and determination of motion on notice.

    “Accordingly, all officers on grade level 12 and above and those on essential services are hereby strongly advised to be at work to perform their official duties.

    “Permanent Secretaries and Chief Executive Officers are therefore, enjoined to bring the contents of this circular to the attention of all concerned and ensure strict compliance, ” HOCSF advised.

    Payment of June hazard allowance to health workers commences Monday – FG

    The Federal Government has assured medical workers handling COVID-19 pandemic cases across the country of payment of their June hazard allowance from Monday, August 10.

    Sen. Chris Ngige, Minister of Labour and Employment, gave the assurance on Thursday at a meeting with the Nigerian Association of Resident Doctors (NARD) in Abuja.

    According to him, notwithstanding a shortfall in revenue, government will start the payment with six hospitals, while expecting more fund.

    On the Residency Training for doctors, Ngige said the Federal Ministry of Health and the Budget Office of the Federation were working in tandem with the Federal Ministry of Finance to resolve the problem in the budget.

    He added that the processing would commence soon.

    “The Teaching Hospitals and Medical Centres have been directed to submit to the Ministry of Health, the list of names of their personnel who had some hitches in receiving their payments and the names will then be forwarded to IPPIS from there,” he said.

    He, however, added that the issue of shortfall in payments had also been dealt with, as the names of the affected persons will be compiled and forwarded to the Ministry of Finance.

    Ngige also revealed that the case of the University of Port Harcourt Teaching Hospital (UPTH) had been amicably resolved, with the Chief Medical Director bringing back the interdicted Resident Doctors.

    “The two factors thrown up by the crisis in that local chapter of NARD had merged peacefully.

    “Elections have been conducted to elect an interim executive to man the affairs of that chapter till December 2020, after which a fresh election would hold for a new executive that would take over in 2021,” he said

    The minister commended the interim government in UPTH headed by Dr Solomon Amadi, and the Peace Committee for brokering peace successfully and the Nigeria Medical Association (NMA) for superintending over the election.

    Dr Aliyu Sokomba, President of National Association of Resident Doctors (NARD), noted that although a few issues were still pending but that significant progress had really been made in addressing the concerns of NARD.

    Sokomba commended the efforts of the Federal Government side led by Minister of Labour and Employment, Sen Chris Ngige in ensuring industrial peace in the sector.

    The Lagos State Government said it will from next week, start prosecuting unmasked residents.

    Gov. Babajide Sanwo-Olu said this while briefing newsmen on the update of the COVID-19 management in the state on Friday.

    Sanwo-Olu said that at this phase in the evolution of the coronavirus pandemic, taking personal responsibility is now more important than ever.

    He said that such personal responsibility was not only for self-protection but also for protecting other people, including loved ones.

    According to him, mask usage is mandatory in public places as a strategy to curb the spread of the virus.

    ”We are asking offices, business and commercial premises to refuse entry to any persons not wearing masks in line with the Presidential Task Force directive on ”No mask, no entry”.

    ”No mask, no service enforcement agencies will from this week charge defaulters to court, as the period of grace is now over.

    ”Dear Lagosians, please continue to wash your hands regularly. As much as possible, maintain social distancing, especially in public places.

    ”On our part as a government, we will continue to do everything possible to protect and uphold the health and wellbeing of the people of the state,” the governor said.

    Sanwo-Olu further said that the state government was committed to scaling up testing and isolation capacity and enforcing the guidelines issued.

    ”With regards to enforcement, we are increasing our focus and efforts in this area. As you all know, guidelines and directives are effective only to the extent to which they are complied with by the citizenry.

    ”The best laws and guidelines are of no use if they are disregarded by the people for whom they have been issued.

    ”Lagos State belongs to all of us. We must join hands to ensure that we defeat this virus,” he said.

    The governor noted that the state’s COVID-19 hotline remained 08000CORONA.

    He added that the hotline was available round the clock for people to make reports, seek testing and for infected persons to gain access to counselling and psychological support during the period of isolation and treatment.

    Output Cut: Nigeria gets Monday deadline to submit compensation plan

    The Organisation of Petroleum Exporting Countries (OPEC) has given Nigeria a Monday, June 22, 2020 deadline to submit a schedule of the oil production cut compensation plan.

    The Joint Ministerial Monitoring Committee (JMMC) of OPEC+ on Thursday, noted that Nigeria and three other members have till Monday to lay plans on how they will comply with a deal to reduce production by 9.7 million barrels daily.

    Other countries alongside Nigeria yet to submit their plans include Angola, Gabon and Azerbaijan and now have till Monday to do so, while other laggards Iraq and Kazakhstan, have taken steps to fulfill their obligations to the cartel.

    A statement issued Thursday after the 19th Joint Ministerial Monitoring Committee (JMMC), which was held via video-conference, under the chairmanship of Saudi Arabia’s Minister of Energy, Prince Abdul Aziz Bin Salman, and co-Chair, Mr Alexander Novak, Minister of Energy of Russian, noted that sticking with the cuts as promised was the effective thing as prices had improved in the last month.

    “Furthermore, the committee mandated the secretariat to reach out to all the underperforming participating countries to submit their schedules for compensation by the above mentioned date,” OPEC said.

    It stressed that the attainment of 100 percent conformity from all participating countries was not only fair and equitable, but vital for the ongoing and timely rebalancing efforts and helping deliver a sustainable oil market stability.

    It reiterated its earlier position to extend the first phase of the production adjustments by a further month, now till July 31, 2020, and subscribing to the concept of compensation by those countries who were unable to reach full conformity (100 per cent) in May and June.

    OPEC added: “The committee took note of the overall conformity of 87 percent for the month of May 2020. It also observed individual country conformity levels and reiterated the critical importance that all participating countries achieve their 100 per cent level.

    “They will also make up for any monthly shortfalls in the months of July, August and September. It welcomed the expressed commitments from those countries below the 100 percent May conformity level and specific compensation plans highlighting how this will be accommodated, and delivered, between July and September”

    The committee lauded an additional voluntary contributions totalling 1.2 million barrels per day made by Saudi Arabia, the UAE, Kuwait and Oman in the month of June 2020.

    Clubs in Spain’s top two soccer divisions can hold full training sessions from Monday for the first time since returning to activity after action was halted in March due to the coronavirus pandemic, organisers La Liga have said.

    “Clubs will begin collective training on June 1 after the government’s latest health order on the easing of restrictions,” La Liga said in a statement on Saturday.

    Teams returned to individual training at the start of May before progressing to training in groups of up 10 players two weeks later, and groups of 14 players from last Monday.

    The top flight will resume on June 11 without fans attending, with Sevilla taking on Real Betis, and with matches potentially to be played every day of the week until the season is concluded on July 19.

    All organised football in Spain was provisionally suspended on March 12 as the virus ravaged the country, but the rate of infection has slowed significantly.

    Thirty-nine people died in the last week compared with a daily death toll in the hundreds a month ago, the health ministry said on Friday.

    FCT gives its own guidelines on partial lockdown effective Monday

    The FCTA will enforce rigorously the guidelines regulating the easing of the lockdown in the FCT as part of measures to contain the spread of COVID-19 in the Territory.

    In his message to the residents of the FCT, announcing the new guidelines, the Honourable Minister, Malam Muhammad Musa Bello said that security agencies have been mandated to arrest and prosecute, through the mobile courts, anyone found contravening the guidelines.

    He said the FCTA will vigorously enforce the overnight curfew from 8:00pm to 6:00 am and in order to prevent possible patients of COVID-19 from coming into the Territory, will also enforce very strictly, the ban on interstate travel.

    Similarly, all workers who reside outside the FCT have been directed to remain in their respective States of residence until the ban on interstate travel is lifted.

    Below are details of the guidelines as issued by the FCT Administration:

    Based on HE President Muhammadu Buhari’s National Address, the sector specific guidelines issued by the Secretary to the Government of the Federation, the Head of Service of the Federation as well as the Presidential Task Force on COVID-19, on the phased easing of the lockdown, the following guidelines are hereby issued in the first instance, from 4th -17th May 2020:

    A. OVERNIGHT CURFEW
    An overnight curfew will be applicable in the FCT from 8:00pm till 6:00 am.

    B. PARTIAL RESUMPTION OF CIVIL SERVANTS
    I. Effective Monday, 4th May 2020, all civil servants in the FCT on Grade level 14 and above are to report for work 3 times a week, on Mondays, Wednesdays and Fridays between the hours of 8am and 2pm.
    II. All officers on essential duties are to carry on with their assigned responsibilities.
    III. All workers are to maintain safe distancing protocols of at least 2 meters and wear face masks at all times.
    IV. Temperature checks and hand sanitizing protocols should be strictly adhered to at all entry points and access to offices tightly controlled.
    V. Number of visitors and customers are to be limited to enforce social distancing guidelines
    VI. All workers who are not resident in the FCT are directed to remain in their respective States of residence until the ban on interstate travel is lifted

    C. MARKETS AND BUSINESSES
    i. Extant guidelines on market operations for sale of food items only remain in effect. Markets are to operate for two days in a week on Wednesdays and Saturdays between 8:00am and 3:00pm
    ii. Neighbourhood selling points will be established in various parts of the city to decongest the major markets
    iii. Wearing of face mask is mandatory to gain access to markets in addition to hand washing and sanitizing protocols.
    iv. The above hygiene related protocols are also applicable to supermarkets and neighborhood markets.
    v. Banks are to open between the hours of 8:00am and 2:00pm and are to observe temperature checks, hand sanitizing protocols as well as the use of face masks for staff and customers
    vi. Banks are to limit access by customers to allow for safe distancing reasons and limit the number of staff working on their premises to between 30% and 50%.
    vii. Residents are encouraged to patronize online banking services as much as possible
    viii. Extant rules regulating restaurants and eateries remain in effect. Restaurants are not open to the public and are encouraged to adopt home delivery services. Similarly, eatries are to practice the take-away system and are to maintain all hand sanitizing, face covering and safe distancing protocols
    ix. Pharmacies may remain open overnight and are to observe all other protocols as enunciated above.
    x. Companies involved in food processing, drug manufacturing and construction can commence operation, subject to following the approved health and safety guidelines
    xi. Operators of these facilities are mandated to refuse access to anyone not observing the hygiene protocols.

    D. PLACES OF WORSHIP
    i. The extant directive on places of worship still subsists and they remain closed.

    E. RECREATIONAL AREAS/FACILITIES/EVENTS
    i. All clubs, bars, gardens, beer parlors, recreational parks, communal sports facilities, movie theatres etc in the FCT remain closed.
    ii. Ban on social congregations such as parties, weddings etc remain in force

    F. PUBLIC TRANSPORTATION
    i. Prohibition of commercial motorcycles within the FCC remain in force including Kubwa and Dutse Alhaji
    ii. Tricycles are to limit their activities to areas already designated and are allowed a maximum of 3 persons (driver and two passengers)
    iii. Taxis are mandated to carry a maximum of 4 persons at a time (driver and 3 persons)
    iv. Buses are to reduce occupancy at any time to 50% of installed capacity
    v. All bus stops and motor parks are to maintain environmental hygiene and officials of the parks and bus and taxi operators should provide temperature checks and hand sanitizing points at the parks and bus stops. Face covering is also mandatory. They are to operate only between the hours of 8:00am and 4:00pm daily.
    vi. The FCTA will enforce very strictly, the ban on interstate travel. Vehicles conveying goods such as agro products, petroleum products, medical supplies, relief and construction materials as well as courier and security services would be allowed entry subject to the permitted designation in the FCT.

    G. SCHOOLS AND ACADEMIC INSTITUTIONS
    I. All schools in the FCT remain closed until further notice. Schools are not permitted to commence third term operations in any form until directed otherwise by the relevant authorities.
    II. Schools are however encouraged to continue with e-learning and virtual teachings.

    H. MEDICAL ADVISORY
    I. Residents are once more reminded that COVID-19 can be fatal and all are hereby advised to take all prescribed measures to avoid contracting it. Persons with underlying medical conditions especially hypertension, diabetes, asthma and low immunity are advised to remain at home. Equally, Persons 65 years and older are also advised to remain at home.
    II. Use of face masks by residents in all public places is mandatory.
    III. All business owners and government institutions are hereby directed to de-contaminate their premises, prior to re-opening.

    I. ENFORCEMENT

    The security agencies have been mandated to arrest and prosecute anyone found to be contravening any of these guidelines through the mobile courts.

    The Honourable Minister reminded residents that COVID-19 is a very serious ailment that can be fatal and there was the need for residents to follow all laid down health protocols.
    He also thanked public spirited individuals, associations and corporate organisations who made very generous donations for the provision of palliatives to those most in need in the Territory.

    Malam Bello also thanked volunteers who devoted their time and resources in fighting the pandemic especially the journalists who made appearances on the various radio and television stations to educate residents of the FCT on their personal and collective responsibilities in the fight against COVID-19.

    The Federal Government has ordered civil servants to resume for work on Monday.

    Those to resume for work are civil servants from grade level 14 and above, as part of gradual easing of the lockdown measures occasioned by COVID-19.

    A circular issued by the Head of Service of the Federation, Dr. Folashade Yemi-Esan on Thursday, said officers on GL 14 and above and those in essential services were hereby directed to resume work with effect from Monday, 4th of May, 2020 in the first instance.

    She said this was Further to President Muhammadu Buhari’s broadcast announcing a phased and gradual easing of the lockdown measures occasioned by COVID-19 from Monday.

    According to the circular, “Further to Mr President’s broadcast on a phased and gradual easing of the lockdown measures occasioned by COVID-19, officers on GL 14 and above and those in essential services are hereby directed to resume work with effect from Monday, 4th of May, 2020 in the first instance.

    “Offices are to open three times a week – Monday, Wednesday and Friday – and close at 2:00pm on each day.”

    The circular further advised affected officers to limit the number of visitors they receive while hand- washing facilities should be located at every strategic location within their office premises.

    The Nigerian Meteorological Agency (NiMet) has predicted Sunny and hazy conditions to prevail across the country for Monday.

    NiMet’s weather outlook released on Sunday in Abuja predicted sunny and hazy conditions over the northern region.

    According to the agency, day and night temperatures of the region is expected to be from 32 degree Celsius to 33 degree Celsius and 12 degree Celsius to 17 degree Celsius respectively.

    ”For central states, hazy condition is anticipated over the entire region
    throughout forecast period with day and night temperatures to be fron 35 dgree Celsius to 37 degree Celsius and 15 degree Celsius to 18 degree Celsius.

    ”For southern states, hazy condition is expected over inland cities with early morning mist and fog patches are likely over coastal cities with slim
    chances of afternoon/evening thunderstorms over Calabar and Eket axis.

    “Day and night temperatures of the region is expected to be from 35 degree Celsius to 38 degree Celsius and 18 degree Ceksius to 23 degree Celsius,” it said.
