    Just In: Popular musician, D’banj arrested for N-Power fraud

    Popular Nigerian musician Oladapo Oyebanji, popularly known as D’banj, has been arrested and detained by Independent Corrupt Practices and other Related Offences Commission (ICPC).

    According to Premium Times, the 42-year-old was arrested and detained on Tuesday after ICPC operatives closed in on him, forcing him to surrender himself at the agency’s headquarters in Abuja.

    D’banj, insiders said, had dodged summons for weeks, claiming to be overseas for scheduled concerts each time he was invited to appear for interrogation over fraud allegation.

    The pop star, a wealthy Nigerian celebrity, is accused of fraudulently diverting hundreds of millions naira earmarked by the Nigerian government for N-Power project, an empowerment programme set up by the Nigerian government in 2016 to address youth unemployment and increase social development.

    Investigators allege that D’banj colluded with some compromised government officials to introduce ghost beneficiaries into the payroll of the scheme. The stipend paid to those beneficiaries are then paid to accounts that have now allegedly been linked to the pop star.

    After the musician failed to show up for interrogation despite multiple invitations, the ICPC moved to arrest him anywhere in Nigeria and abroad, forcing him to show up at the commission’s office on Tuesday.

    On arrival, D’banj was subjected to a prolonged interrogation session after which he was detained. His plea for administrative bail was rejected by officials who said the musician could not be trusted to attend his trial if released on bail.

    N-Power: FG approves N14 billion to train non-graduates

    The Federal Executive Council (FEC) on Wednesday in Abuja approved over N14 billion to train 50,000 non-graduates of N-power for a period of nine months.

    The meeting, which was presided by President Muhammadu Buhari, also approved Business, Facilitation and Miscellanceous Provision Bill.

    The Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar-Farouq, and the Attorney-General and Minister of Justice, Abubakar Malami, made these known when they briefed State House correspondents on the outcome of the council meeting.

    Umar-Farouq explained that the N14 billion would be used to engage four federal government agencies that will be involved in the training of the non-graduates for a period of nine months.

    She said: “Today, the Ministry of Humanitarian Affairs, Disaster Management and Social Development submitted a memo to Council, asking Council for approval for the engagement of four Federal Government Agencies that will train our N-Power non-graduate beneficiaries.

    “These non-graduate beneficiaries, 50,000 of them, will be trained in different skills, using four government agencies as mentioned.

    “The affected agencies included the National Institute of Transport Technology (NITT), Industrial Training Fund (ITF), National Institute for Hospitality and Tourism and the Hydraulic Equipment Development Institute.

    She added that at the end of the training the beneficiaries of the programme would be handed starter packs to start up their businesses.

    The Attorney General of the Federation and Minister of Justice, Abubakar Malami, also told the correspondents that the council approved the Business, Facilitation and Miscellaneous Provision Bill to consolidate on the reforms and enhance productivity and value.

    He explained that the bill was part of government’s efforts to sustain the legacies achieved through the Presidential Enabling Business Environment Council (PEBEC).

    The minister revealed that the bill would be forwarded to National Assembly for consideration.

    On the ruling by a Federal High Court in Umuahia, Abia, that ordered the attorney-general of the federation to delete Section 84 (12) of the amended Electoral Act, Malami said his ministry was yet to effect implementation of the ruling.

    The section reads: “No political appointee at any level shall be a voting delegate or be voted for at the convention or congress of any political party for the purpose of the nomination of candidates for any election.”

    According to him, the process of implementing the ruling is still on.

    He said: “My clear response arising therefrom is the fact that truly there exists a court judgment.

    “By the judgment, the court directed the Office of the Attorney General to take the necessary steps to delete the provision, which in essence implies that the provision should not form part of our laws.

    “Whether it has been deleted, or has not been deleted, is indeed a function of agencies of government and associated relevant parastatals.

    “But the true position of it in that respect, is the fact that government printers, and indeed Law Reform Commission, among others, that are responsible for the codification and gazetting of our laws, are working naturally, hand-in-hand with the Office of the Attorney General for the purpose of ensuring that what goes into our laws are indeed in line with the provision of the law.

    “So, what I am saying in essence, it is indeed a work in progress against the background of the fact that the Law Reform Commission is involved statutorily, which is a parastatal under the Office of the Attorney General, is a party to the process of codification.

    “The government printers, which is saddled with the responsibility of gazetting our laws on the request of the Office of the Attorney General is equally involved. And above all, as you rightly stated, the possibility of an appeal is equally there.

    “So, what I am saying in effect is deletion of Section 84 Subsection 12 is a work in progress and is being considered as such.”

    The Federal Government says it will expand the N-Power programme from the present 500,000 beneficiaries to one million.

    President Muhammadu Buhari said this in a message to commemorate the 2021 Workers’ Day celebration on Saturday in Abuja.

    TheNewsGuru.com, TNG reports that the 2021 Workers’ Day theme is ”COVID-19, Social and Economic Crises: Challenges for Decent Work, Social Protection and Peoples Welfare”.

    Buhari said that the expansion of the N-Power programme would ensure job creation and poverty alleviation through programme such as Safety Net Programmes to cushion the effects of the COVID-19 pandemic.

    ”We also have put in place some socio-economic policies, which also include Conditional Cash Transfer for the vulnerable poor from 2.6 million households (13 million persons) to 7.6 million households (about 32 million persons).

    ”COVID-19 Rapid Response Register (RRR) for urban Poor, which now has 4.8 million households (20 million persons) which also include urban poor/working class.

    ”Also, through the Federal Ministry of Industry, Trade and Investment, there is the Entrepreneur Support Programme and, this even includes the vulnerable workers amongst the urban poor.

    ”We also have the Artisan Support Fund, Payroll Support Fund for small scale businesses, Business Formalisation aimed at encouraging micro, small and medium enterprises by offering free registration for upcoming businesses by the Corporate Affairs Commission.

    ”There is also Guaranteed Off-take Stimulus Scheme for Small Medium Enterprises for producers of hygienic products and packaged food to encourage entrepreneurship and industries, “he said.

    He, however, added that the National Youth Investment Fund (NYIF) for young entrepreneurs had N75 billion for three years, all aimed at support for the labour force.

    He also noted that in securing decent jobs, government was inadvertently promoting social protection and people’s welfare.

    ”We also know that social protection gives you peace of mind and hope for a better future.

    “It also ensures access to health care and income security for all and provides for you and your family when sick, unemployed, injured, pregnant or too old to work,” he said.

    He noted that a happy workforce could be created by employers incorporating the decent work agenda in job creation and retention in their workplace guiding policies.

    ”As we all know, decent work sums up the aspirations of people in their working lives.

    ”It involves opportunities for work that is productive and delivers a fair income, security in the workplace and social protection for families, better prospects for personal development and social integration.

    ”It also ensure freedom for people to express their concerns, organise and participate in the decisions that affect their lives and equality of opportunity and treatment for all women and men,” he said.

    He noted that decent jobs in our workplaces in a nutshell, therefore, reflect all the goodness in labour administration.

    Buhari, therefore, said fair labour practices must be the norm in the world of work.

    ”So, the theme for the May Day celebration is relevant and also reflects practical and contemporary issues of our society and not just in Nigeria but globally,” he said.

    Minister announces good news for exited N-Power beneficiaries

    Hajiya Sadiya Umar Farouq, Minister of Humanitarian Affairs, Disaster Management and Social Development, says discussions are ongoing to ensure that exited and eligible N-Power beneficiaries are absorbed into government programmes.

    Farouq in a statement on Thursday in Abuja by her Special Assistant on Media, Mrs Nneka Anibeze, said exited beneficiaries should exercise more patience and await the result of her efforts.

    “We have directed Focal Persons of National Social Investment Programmes in the states to submit an updated list of the exited N-Power beneficiaries that are interested in participating in the transition plans of the ministry.

    “Meanwhile, approval has been given for the payment of the outstanding stipends for the exited N-Power Batches A and B beneficiaries.

    “The approval for payments for up to the month of June, 2020 for the two Batches has already been forwarded to the office of the Accountant General of the Federation (AGF) for final checks and payments.

    “The only outstanding approval waiting to be forwarded to AGF’s Office is for the payment of July Stipends for batch B beneficiaries,” she said.

    The Minister noted that about 14,000 beneficiaries that were omitted by the AGF’s Office during the payment from March to June 2020 could be among those rejected by the Government Integrated Financial Management System (GIFMIS).

    According to her, the rejection is due to discrepancies identified with their accounts as conveyed to the ministry by the AGF’s office.

    She explained that any beneficiary receiving payment from other government payment platforms would be rejected by the GIFMIS, “hence their payment would be withheld.

    However, if the rejection was done in error, those affected should be rest assured that they will be paid all that is due to them as soon as the error is rectified by the AGF’s office.

    Meanwhile, for candidates seeking enrollment into Batch C, Farouq said they would be scrutinized and selected based on merit.

    She stressed that the ministry would follow a transparent process for selecting the qualified beneficiaries out of the over five million who applied.

    “The incoming Batch C beneficiaries will clearly know the details of their terms of enrollment and exit at the time of entry into the programme to avoid what happened in the case of Batches A and B.

    “Furthermore, adequate plans will be made well ahead of their time of exiting the programme to avoid what happened presently,” Farouq said.

    The Federal Government has extended the N-Power batch C online application by two weeks.

    The online application process, which began on June 26, 2020, was scheduled to close on Sunday, July 26, 2020.

    The Federal Government explained the extension will afford interested youths the opportunity to also register.

    It also said the number of applications received so far indicates enthusiasm on the part of the applicants to be part of the programme.

    According to the Federal Government, at the end of the application exercise, 400,000 of the applicants will be absorbed.

    The extension was announced in a series of tweet by Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq via her twitter handle, @Sadiya_farouq on Sunday night.

    It reads: “One month after the portal opened for Batch C applications, we are happy to announce that we have received over 5m applications underlining enthusiasm for the programme.

    “In a bid to extend the opportunity to all Nigerians and ensure it is truly inclusive, the portal will close at midnight on August 8th, 2020.”

    The Minister also promised to review the demands made by the Batch A and B enrollees who will be exiting the programme by the end of this month.

    The 500, 00 enrolees, during a protest in Abuja last week, demanded N300billion payment.

    They also requested the Federal Government to employ all of them as well as pay them a grant of N600, 000 each.

    Farouq stated: “I received news of a protest at the National Assembly by N-Power Batch A and B beneficiaries who presented a list of demands which we are reviewing and will address as practically possible.

    “Let me reiterate that the exiting of Batch A and B is not punitive but as a means of providing an opportunity for their brothers and sisters to also access the programme. Batch A and B beneficiaries remain our pride and worthy ambassadors.”

    President Muhammadu Buhari and Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajiya Sadiya, were bestowed with awards on Tuesday at the N-Power Annual Beneficiaries Awards following the successful commencement of N-Power Batch C and other social development schemes in the country.

    The special recognition was championed by the N- Power Nationwide Beneficiaries Forum on behalf of over 500,000 other beneficiaries under the Batch A and B stream of 2016 and 2018 respectively.

    While President Buhari was honoured as the ‘Masses President of Africa’, Hajiya Sadiya scooped the prestigious award of ‘Woman of the Masses’.

    Speaking at a state of the union world press conference in Abuja on Tuesday, the group’s Secretary-General, Ambassador Ibekwe Goodluck said the pair are worthy of adulation for uplifting the living standard of the masses in Nigeria.

    On its choice of the president, Ambassador Goodluck noted that the N-Power scheme will go down as one of this administration’s groundbreaking achievements and policies that has touched the lives of the ordinary citizens regardless of religion, ethnicity or gender.

    On behalf of other beneficiaries, Mr Goolduck expressed gratitude to the president for the opportunity to benefit from Batch A and Batch B and equally the activation of a new phase for more Nigerian youths to benefit under batch C.

    ” After extensive consultations, the N-Power Nationwide Beneficiaries Forum consequently bestows on President Muhammadu Buhari the award of the MASSES PRESIDENT OF AFRICA, ” he said.

    Policy Experts Hail Commencement of N- Power Batch ‘C’ programme

    Policy experts in Nigeria have hailed the introduction and ongoing registration of the N- Power Batch ‘C’ Scheme, saying it is a welcome development for the realisation of President Muhammadu Buhari’s agenda for the positive transformation of the Nigerian economy through youth empowerment.

    The experts who spoke at a virtual workshop organised by the Youth Economic Forum, on ‘the engagement of youths for positive economic activities,’ said the idea of commencing a batch ‘C’ registration was well thought out, while the registration has been commendable.

    Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar Farouk had last week announced the introduction of the batch ‘C’ component of the scheme following the disengagement of graduates enrolled under the Batch ‘A’ and ‘B’ N-Power scheme.

    The Batch ‘C’ according to the minister, is expected to afford the ministry the opportunity to enrol a new set of beneficiaries who will be upskilled to prepare them for employability or entrepreneurship as well as provide skilled workers who will be critical to jump starting the Nigerian economy in the post-Covid-19 period.

    One of the experts at the workshop, Dr. Gregory Mba, who spoke at length about the concept of introducing a fresh batch of beneficiaries to the programme said it is necessary to reach to the vast majority of the populace.

    Dr Mba, who is the Director-General of Policy & Strategic Planning Network, said though it is natural for those enrolled under batches ‘A’ and ‘B’ to feel bad that their programmes are winding up, it is to the larger economic benefit of the country for a fresh batch to be enrolled under the scheme.

    He said the continuous retention of the old beneficiaries after a cumulative four years since the programme commenced in 2016, would be tantamount to recycling a particular set of people, which might limit the scope of the programme.

    He explained that: “In a social protection and youth empowerment programme such as the ‘N Power Scheme, the success of the programme depends on the total number of people reached and not necessarily the number of years certain persons benefit from it.”

    He said the programme is not supposed to be a permanent employment for persons but a stop gap measure to offer the necessary push into gainful employment.

    “The programme is supposed to empower the beneficiaries to be able to stand on their feet within a given period as well as uplift their standard of living

    “Hence, administering the benefits repeatedly to particular recipients would defeat the aim of the programme as it would kill their initiative once they begin to view the assistance with a sense of entitlement,”he explained.

    Dr Mba said it is praise-worthy that out of the 500,000 beneficiaries enrolled in Batch A & B, about 109,823 have proceeded to establish businesses in their communities.

    “What the minister is trying to do by introducing a fresh batch is to multiply this number of beneficiaries by another set of thousands so that at the end of the day, the effect on the economy would be more robust,” he stated

    Another expert, Mr. Deinde Braimoh, who runs a non-governmental-organisation, NGO, on youth empowerment, also hailed the initiative by the Minister.

    He said for the ministry to commence Batch C after the termination of the lifespan of Batch A and B would enable more Nigerians take part in the scheme.

    He explained that the Nigerian economy in any given year throws up about 100,000 graduates into the labour market who are looking for jobs and means to sustain themselves.

    He said in a growing economy like Nigeria, the right thing to do is to provide the youths who could not find white collar jobs with the means towards being self employed through sustainable economic activities.

    The expert said the APC led government of President Buhari did the right thing by introducing the N-Power where people are attached to particular vocations while being paid N30,000 monthly to acquire skills and garner experience.

    Braimoh said it is expected that after two years, the process of re-orientation and skill acquisition would have been inculcated on the beneficiary whereby they can stand on their own.

    He said due to the high number of personnel being churned out from schools into the labour market every year, it is expedient to reach out to the lot coming out of school so as to occupy their minds with the right activities before they lose the training acquired.

    ‘This, I believe is the essence of introducing the batch ‘C’ by the minister so there’ll be a smooth transition from those who have stabilised to those who are coming in newly,” he said.

    Other experts at the workshop noted that the fact that over 1million persons applied for the N-Power batch ‘C’ within days of opening the portal shows the interest Nigerians have in the scheme and its objective of boosting the economy.

    They lauded the committed of the minister to the scheme which they say would support vulnerable members of the population and reduce the social impact of unemployment in the society.

    They said, “The minister has shown uncommon passion and commitment to the programme which projects her commitment towards helping Mr President attain his objective of boosting the nation’s economy. ”

    The President Buhari administration commenced the N-Power Scheme in 2016 in fulfilment of its promise to reduce poverty, unemployment and social insecurity among Nigerians and has since them deployed thousands of unemployed graduates to schools and other institutions to work there while the government pays them a stipend of N30,000 monthly.

    Understanding Minister Sadiya Farouq and the necessity of N- Power ‘Batch C’

    Nigerians are complex people to lead. Sometimes, authorities struggle to understand where the people are displeased, excited or unexcited by policies or programmes. What seems to gain currency in the Nigerian market in political and social engagements, however, is to either hate the leader or disparage whatever he does good or bad. And a glut hardly looks at the merits of any case from a dispassionate perspective.

    The latest news whirling in town now is the pronouncement by the Honourable Minister, Human Affairs, Disaster Management and Social Development, Hajiya Sadiya Umar Farouq about the disengagement of batches “A” and “B” of N-Power beneficiaries.

    Quite unfairly, Hajiya Saidiya Farouq merely communicated the lawful decision by the Federal Government of Nigeria (FGN) to terminate the appointments of these initial beneficiaries of President Muhammadu Buhari’s poverty alleviation schemes under N-Power. Nothing personal.

    N-Power is encapsulated in the broad special intervention package called National Social Investment Programmes (NSIP). NSIP, though, has never been terminated and President Buhari will never sanction such. At least not now.

    But since the public notice, tongues have been wagging. Minister Sadiya has vitriols aplenty, vile criticisms and outright abuses by some Nigerians over the termination of earlier batches of the scheme, especially after realizing that indeed it is beneficial to the poor of the poorest of Nigerians.

    As they say, every coin has two sides. It’s a thing of pleasure that the critics have at least seen something good in the Buhari Presidency. It means, the government is not all bad after all despite the dummy sold to Nigerians in 2019 in order to thwart his re-election.

    NSIP has many arms and in the last four years, Buhari practically forced the National Assembly to approve the meagre budget of N500 billion annually, as included in the Appropriation Bill to fund the scheme. It was tougher in the first year, 2016. Senators who looked at the amount as too bogus and could still vote any outrageous amount for their personal welfare, initially rejected it and threatened not to approve the budgetary votes.

    Yet Hajiya Sadiya gets the sticks alone. In reality, however, there is absolutely no reason to scold, lampoon and lambast Minister Sadiya over the public announcement of the termination of batches “A” and “B” of N-Power jobs.

    She never initiated the policy, as it was that of the APC-led FGN under President Buhari. Sadiya is just a servant of the Nigerian masses and a plank between the government and the people. She does not fund N-Power jobs from her family treasury or patrimony. It belongs to Government and the same Government made its conditions of engaging beneficiaries public.

    From the outset, Nigerians and particularly beneficiaries of N-Power jobs were told that it won’t last eternally rather for two years. Of course, mass unemployment is a serious bane in Nigeria and the feelings of the people over the termination of N-Power engagements is understandable.

    But by the designs of such jobs, the government envisaged that after two years of internship in the various categories of skills acquisition and experience the N-Power envelope provides for beneficiaries within the period, they should thereafter be competent to stand independently as employers of themselves and others in the labour market. N-Power batches “A” and “B” have spent over four years; a 100% grace period.

    What else do Nigerians want? Is it to lock out others, while in the comfort zone? Where is the fraternity as compatriots? The country’s resources cannot go round everybody simultaneously and that’s why the rotation of social benefits is inevitable.

    Let’s not forget that President Buhari’s APC-led FGN stipulated two years for each batch of N-Power beneficiaries in order to free the space for new entrants. If the programme began in 2016 with batch “A” and subsequently batch “B” and in 2019, Minister Sadiya announced FGN’s decision to terminate these batches for another set of beneficiaries, what is really the grudge against the FGN or the Minister? Why the vituperations on Buhari?

    And it is not even plausible argument by any Nigerian that President Buhari has abandoned N-Power beneficiaries. In fact, the Government has tinkered with several options of engaging them in other areas, including reaching an agreement with their temporal employers to hire the productive ones among them. But there again lies a dilemma. Most do not go to work yet collect the stipends, sadly the basic mentality of Nigerians. Their assessment records would eventually not support such further engagements.

    Most Nigerians perceive N-Power jobs as part of their national cake. Many believe they have no reason to contribute to national productivity or service. However, once a country exists by a name and an identity, such as Nigeria, it should continue to service indolent citizens who sap from it in perpetuity. But by the vision and design of N-Power jobs, nowhere has it been stated that it is life-term. Let it be clear to everyone, least, the opposition PDP comes mouthing against President Buhari meaninglessly again.

    The N-Power beneficiaries whose contract with FGN has been terminated now hardly complain about the abuse of the scheme by their state governors. Although these sleaze governors have infused into the scheme, the beneficiaries also align with it and pocket whatever gets to them, without any labour.

    President Buhari is very benevolent! He is a patient and kind leader. Its same spirit Minister Sadiya has imbibed. And that’s why even when conveying the decision of the termination of N-Power jobs, after a psychometric assessment of the previous beneficiaries to determine their competencies, Sadiya compassionately said;

    “We are engaging private sector bodies to absorb some of the beneficiaries after the completion of the psychometric assessment to determine competency and placement into various opportunities. The Federal government is committed to the continuation and expansion and, as such will now begin enrolment and onboarding of a new batch of beneficiaries. Skills acquisition for entrepreneurship and job creation is critical for an economy that will require a boost in post-COVID-19 and we are gearing up proactively for the challenge.”

    Minister Sadiya intends placing the scheme under some tight regulations to insulate it from the abuses by State Governors. She said: “The ministry has undertaken a review and re-appraisal of the programme in order to strengthen the program design and streamline for efficiency.” She deserves praises and not vilification. Nigerian s should be thankful, at least for once for the efforts of Government.

    Therefore, the black sheep who have gone to town with everything at their disposal to blackmail the innocent woman because she is out to ensure fairness and equality in order to allow another set of Nigerians benefit from the scheme should have a rethink. Batch “C” of the N-Power scheme is already boarding and loading. No one has the capacity to restrain the anger of every Nigerian; but it can’t deter genuine public leaders from doing the right thing, as exemplified in Minister Sadiya.

    The elements against her are just greedy and mischievous and much more, a negative portrayal of the kind of future leaders Nigeria is breeding. Nigerians must remember the philosophy of “live and, let’s live”.     Senate President denies receiving N-Power slots from Ministry

    The Office of the Senate President, has denied media reports that the Ministry of Humanitarian Affairs and Disaster Management, had allocated N-Power recruitment slots to the Senate President and other lawmakers.

    Mr Ola Awoniyi, Special Adviser (Media), to President of the Senate, Ahmad Lawan, made the denial in a statement, in Abuja on Saturday.

    “The attention of the Office of the Senate President has been drawn to a publication on Sahara Reporters portal, purporting that the Ministry of Humanitarian Affairs and Disaster Management allocated N-Power recruitment slots to the Senate President and other lawmakers.

    Awoniyi said: “We hereby advise members of the public to totally disregard the fake and malicious publication in its entirety, as regards the Senate President.

    “It should be noted that the fairy-tale only blandly and obliquely claimed that some lawmakers printed out application forms from the portal of the scheme, but failed to provide any evidence that this was to fill its speculated allocated slots.

    “We wish to stress that neither the Senate President, nor this office, has anything to do with the purported slots mischievously credited by the publication to the Senate President.

    “We urge the media to always strive to be factual in their reports and abide strictly by the ethics of their profession which require them to hear from all sides and objectively establish the facts, especially before publishing accusations capable of damaging the reputation of public officials.”

    The office of the Job Creation and Empowerment Initiative of the Social Investment Programme of the Nigerian Government has said earlier registrations made on the N-Power portal are null and void.

    “We understand some people have attempted registration. Please NOTE that your registration is null and void. It doesn’t count till the portal opens at 11.45pm tonight. Following instructions are a vital component of the N-Power Programme. They are there to protect you,” it tweeted.

    The office encouraged all intending applicants to follow the authentic N-Power pages on Twitter, Facebook and Instagram, stressing that the reason applicants were asked to print out their Bank Verification Number (BVN) information was so they can fill in the proper numbers and can also input their name as written on their BVN slip into the application form.
