    Enjoyment allowance: Amount received by each Senator, principal officers revealed

    On Thursday, former Deputy National Public­ity Secretary of the All Progres­sives Congress (APC), Comrade Timi Frank alleged that Nigerian Senators received N35 million while principal officers got N50 million each for their annual vacation.

    TheNewsGuru.com (TNG) recalls Senate President Godswill Akpabio had on Monday night told Senators that the clerk of the National Assembly (NASS), Magaji Tambawal, had sent a “token” (money) into their in­dividual bank accounts to “enjoy” their annual “vacation.”

    “In order to enable all of us to enjoy our holidays, a token has been sent to our various accounts by the Clerk of the National Assembly,” Akpabio said.

    The Senate President was immediately informed by his colleagues that he was speaking on live television. Upon realising the seriousness of his remarks, he quickly announced its withdrawal. “I withdraw that statement,” he said.

    “In order to allow you to enjoy your holiday, the senate president has sent prayers to your mailboxes to assist you to go on a safe journey and return,” Mr Akpabio rephrased the comment, apparently to correct what was considered an embarrassment.

    Frank in a state­ment in Abuja wondered why the lawmakers hadn’t deemed it necessary to review the nation’s minimum wage, which he said will benefit the masses in the face of skyrocketing inflation, but rather resorted to helping themselves with funds from taxpayers’ money to catch vacation cruises.

    He described the attitude of mem­bers of the 10th NASS as the worst ever to happen to the country, saying they appear to be far removed from the harsh economic realities inflict­ing excruciating pains on the average Nigerian, who elected them into office.

    Frank said: “I have been reliably in­formed that what Akpabio termed token is actually in millions of Naira which belongs to taxpayers. According to a Senator from the Northwest geopolitical zone who con­fided in me, each Senator received N35 million while principal officers got N50 million each.

    “He equally told me that each House of Representatives member got N30 million while their principal officers received N45 million each.

    “The Senator said he has rejected his own largesse saying: ‘Allah will not forgive me if I collect such an amount for vacation enjoyment while my con­stituents are suffering hardships. I will spend my vacation with my constituents in the village. I am not travelling to any other place so I don’t need the money.’

    “I know Akpabio and his cohorts will rush to deny this but let them do so with evidence by publishing their bank statements for Nigerians to verify for the sake of transparency. I also dare the Clerk to the National Assembly, Magaji Tambawal, to publish the vouchers with which he paid these slush funds into the accounts of legislators.”

    Frank who is the United Liberation Movement for West Papua (ULMWP), Ambassador to East Africa and the Middle East, however, flayed Senator Jimoh Ibrahim (Ondo South) for claiming he only received N2 million for vacation enjoyment even as he challenged him to publish his bank statement for Ni­gerians to confirm whether he told the truth or not.

    He called on Senators and House of Representa­tives members to urgently return the money they collected from the clerk of the NASS as “en­joyment” and “vacation” allowances.

    TNG reports the remuneration package approved for lawmakers by the Revenue Mobilisation, Allocation and Fiscal Commission (RMARC) has no ‘holiday’ allowance or token provision.

    But the lawmakers are entitled to recess allowance under the law, which is 10 per cent of the annual basic salary of each legislator, and is paid once a year.

    The National Assembly (NASS) has transmitted the list of confirmed 45 ministerial nominees to the Presidency, leaving out ex-Governor of Kaduna State, Mallam Nasir El-Rufai and others not cleared.

    TheNewsGuru.com (TNG) reports the Senate had on Monday confirmed the appointment of 45 ministerial nominees and put on hold the confirmation El-Rufai, Sen. Abubakar Danladi and Stella Okete.

    The Senate President, Godswill Akpabio, explained that the trio were not confirmed because they were still awaiting security clearance.

    The Senior Special Assistant to President Bola Tinubu on National Assembly Matters (Senate), Sen. Abdullahi Gumel confirmed that the list of the confirmed 45 ministerial nominees has been transmitted to the Presidency.

    Speaking while briefing newsmen in Abuja on Tuesday, Gumel said: “We transmitted the confirmed list yesterday (Monday) by about 11:30 p.m. to the Chief of Staff to the President.

    “The list is now with the Executive, which means that the ministerial nominees were cleared by the Senate and confirmed.”

    He appreciated the Senators who he said sacrificed their recess and stayed back as patriotic Nigerians to conclude the screening and confirmation of the nominees.

    “The interesting thing about what happened in the Senate is that, there wasn’t opposition. The passion and commitment they showed to the work is commendable.

    “I’m very grateful to the 10th Senate for making our jobs, those of us who represent the executive, very easy and very interesting. So confirming the portfolios of the ministerial nominees, that one is Presidential grace,” he said.

    Gumel also explained that the number of the nominees was increased from the usual 42 to 48.

    “We have increased the number of ministerial nominees from what we used to have, that is 42.

    “Our President sent 48 so we felt what would happen is that some of the ministries which are so big are to be merged together or separated for easy oversight by the Senate, like the Ministry of Works and Housing, which we felt should be separated.

    “This is so that they can accommodate the number of ministers. The President will give them portfolios so that the government can get going. It is the prerogative of the President,” Gumel said.

    He also said that the crop of nominees were drawn from the private sector, technocrats and politicians, governors, serving and non-serving Senators, members of House of Representatives, Nigerian women and youths.

    “They will help to achieve the ”Renewed Hope” mantra because Nigerians are waiting for the President to get his government running,” Gumel said.

    The Nigerian Senate will continue to amaze Nigerians in the next four years as displayed in the screening of President Bola Tinubu’s ministerial nominees on Monday.

    TheNewsGuru.com, (TNG) reports it was an eye opener as Bello Mohammed Goronyo from Sokoto State could not defend how he gained a varsity admission with just two credits and even became a lawyer.

    Goronyo, who was the 6th nominee to be screened, said he bagged a law degree from the Usmanu Danfodiyo University, Sokoto, and was called to the Nigerian bar in 2001.

    However, Senator Allwell Onyesoh (Rivers East) drew the attention of the house to the irregularities in Goronyo’s certificates.

    “I have taken time to go through your resume, I would like you to go back to your academic qualifications, I’ve been looking for your school certificate, I saw that you sat for 5 subjects and got only 2 passes, I don’t know how, but I want to imagine that you still have another one to bring, if not, I would want you to explain how you got into University with that?” Alwell asked.

    Responding, Goronyo dismissed the question on the basis that a school certificate was enough to win any elective position in the country, hence there was no need to go into how he got admission to the University.

    “I have other secondary results, which I have passed and not attached to my CV. I want to remind the distinguished senator that with SSCE qualification you can stand for an election up to the presidency, so I didn’t bother you with much certificates but I know I have the qualification for that.

    Responding, Senate President Godswill Akpabio said “you are telling us that you chose the qualifications to bring to the senate because of the constitution that secondary school certificate is what is required to stand for election? You are not coming to stand for election, you are coming to become minister, so which are the other certificates you concealed and did not put in your CV?”.

    A shaky and disoriented Goronyo responded, “the secondary school certificate is there and other certificates of other qualifications…what I’m trying to say is that I have sat for another examination and I have passed, but I don’t want to attach qualifications because…”

    Another almost impossible unfolded as Senator Senator Ishaku Abbo, representing APC-Adamawa North, made a claim during the nominee’s screening .

    He said he had taken the National Common Entrance Examination when he was in Primary Three and described himself as exceptionally brilliant, which amused his colleagues.

    He was so brilliant that at probably age seven passed national common entrance and his colleagues laughed and asked him to take a bow.

    Abbo’s comment came after fellow lawmaker Senator Mukhail Adetokunbo Abiru from Lagos East raised a question about the biodata of the ministerial nominee, Prof. Joseph Utsev from Benue State. The birth year of the professor was indicated as 1980, while his primary education was supposedly completed in 1989.

    In response, Utsev clarified that he was admitted to primary school in 1984 and obtained his first school leaving certificate in 1989.

    During the discussion, Senator Abbo suggested that it was possible for the nominee to have started primary school at the age of three and humorously compared it to his own experience of being exceptionally brilliant. He praised Utsev’s achievements as a professor and assured him that his integrity was not being questioned.

    Two many questions begging for answers as some of these developments are strange where democracy wears a true face in transparency in legislative business.

    Former Governor of Rivers State, Ezenwo Nyesom Wike on Monday appeared before the Nigerian Senate and addressed the lawmakers on why he should be confirmed as a Minister of the Federal Republic of Nigeria, following his nomination by President Bola Tinubu.

    TheNewsGuru.com (TNG) reports Wike argued on the floor of the Senate that he is qualified to be a Minister, stressing that his track records as immediate past Governor of Rivers State speak for him.

    Wike told the Senate that during his time as Governor of the oil-rich Niger Delta State from May 2015 to May 2023, he started and completed many projects to improve the infrastructural status of the State.

    He also said he invited politicians from across party lines, including the President of the Nigerian Senate, Senator Godswill Akpabio, to commission projects in Rivers, adding that President Tinubu won’t regret nominating him to serve as a minister in his cabinet.

    “As a former Governor, it is on record in this country; everyone will attest to the fact that I changed the landscape of Port Harcourt. It is on record that in four years, I constructed 12 flyovers, not by any other contractors, but by Julius Berger Nigeria Limited.

    “There is nothing like magic. What is important is the passion, commitment and love you have for your people. In my four years second tenure, I never slept outside of my State. I made sure I was in my State to take up the challenges of my people.

    “Due to my performance, I was given a hero’s welcome by my people. They escorted me home, where women laid their wrappers on the ground and they said welcome our son, you have done very well.

    “These things can only be achieved if you are committed and if you have passion for the job. There are so many people who want to be Governors, who want to be Ministers just for the sake that they are Governors, they are Ministers.

    “I thank Mr Presient for nominating me. I believe, knowing how hungry Mr President is to solve the problems of Nigeria, we have no choice but to give him that required support. I can assure you, if I am confirmed, in whatever capacity, Mr President will never regret nominating me,” Wike said.

    TNG reports the former Rivers State Governor passed the Senate screening for ministerial appointment. He was asked to take a bow and go after fielding a handful of questions from the lawmakers.

    Before he was asked to take a bow and go, Senate President Akpabio earlier charged Wike to operate an open-door policy as Minister, while charging the former Rivers State Governor to allow room for proper oversight, necessary for accountability.

    “Even as he was speaking, you could see the passion and the love he has for the country. But what the public worry about is that we play more politics with our voices and then when we get into office we close the doors against Nigerians,” Akpabio said.

    Akpabio laments over filthy environment and insecurity in NASS complex

    The President of the Senate, Senator Godswill Akpabio has decried the filthy environment and insecurity at the National Assembly complex, Abuja.

    Akpabio expressed the concern on Friday while playing host to the management of the National Assembly Service Commission (NASC).

    The senate President argued that the federal lawmakers are exposed to security threats, saying that lawmakers are no longer safe because of infiltration of people who have no business in the complex.

    He noted that lawmakers have lost their telephones to hoodlums who position themselves in front of offices of honourable Members and Senators.

    Specifically, he berated the National Assembly Service Commission for channelling all resources on staff allowances and emoluments.

    “We are aware that the entire complex is under renovation. We must also look after the environment. It is not all about staff.

    “We will like to see a cleaner environment and secured complex.

    “A lot of senators have lost their telephones because of influx of people into the complex.”

    He assured that the National Assembly as the symbol of democracy, stressing that the 10th Senate is poise to make landmark through legislation.

    “I congratulate you on the steps you have taken to boost the morale of staff” he said.

    In his earlier remarks, the NASC Chairman, Engineer Amshi congratulated the Senate President and his Deputy, Senator, Jibril Barau, saying they are experienced public officers.

    He appealed to lawmakers to send the list of their legislative aides for documentation.

    “By September let us finish the issue of legislative aides” Amshi said.

    Confusion at the investigative hearing of the House of Representatives Adhoc Committee on job racketeering and gross mismanagement of Integrated Payroll and Personnel Information System (IPPIS) in Nigeria, when a Commissioner of the Federal Character Commission representing Delta State, Moses Anaughe, said the chairman, Dr. Muheeba Dankaka lied that she had a medical appointment with her doctor but was currently sitting in her office as the investigative hearing was ongoing.

    TheNewsGuru.vom, (TNG) reports Anaughe stating that this was her usual character of avoiding invitations of the National Assembly.

    He added that this was not the first time such was happening, as her usual habit was to send commissioners to represent her at investigative hearings.

    The commissioner from Taraba state, Armayau Abubakar, who represented the chairman had earlier presented a letter to the committee from the chairman that she was unavoidably absent due to a medical appointment with her doctor.

    When the head of the delegation who also appealed that the Commission be given a new date to come with the required documents as requested by the commission; and the Chairman of the adhoc committee, Rep.Yusuf Gagdi moved that their request be granted.

    But when the Commissioner from Delta came in he stood to introduce himself and said that the Chairman Dankaka was currently in the office and not in the hospital but in the office as at 12 noon.

    “I want to stress that this is her usual excuse for various committees NASS invited her.

    “I should be placed on record.

    “If she wants to collect 10 percent of employment she sees that the Chief Executive must come one on one with her. Why is she not here?”, Anaughe asked.

    The Committee rescinded its resolution as early moved, as Rep. Gaza Gbuefi Jonathan moved for the resolution to be rescinded, after which the commissioners present were put under oath.

    The Committee Chairman therefore ordered that the Chairman Dankaka, and the 37 commissioners appear before the Committee by 11am on Wednesday July 26, 2023, unfailingly.

    The Speaker of the House of Representatives, Abbas Tajudeen has asked resident doctors to suspend their planned strike.

    The speaker is currently meeting with the National Association of Resident Doctors (NARD), at the national Assembly complex Abuja.

    The Speaker in his opening remarks urged officials of NARD to be patient while the issue is resolved amicably.

    He said: “Given your faith in us, I would urge you to suspend the impending industrial action while we intervene. We equally seek your understanding of the fact that a new administration just came on board and still in the process of settling down as Ministers are yet to assume office”.

    The meeting which is in the face of a looming strike notice was issued by residents doctors, has officials of the Federal Ministry of Finance in attendance.

    TheNewsGuru.com, (TNG) reports the demands of the resident doctors include, the payment of the 2023 Medical Residency Training Fund, upward review of Consolidated Medical Salary Structure (CONMESS) and salary arrears dating back to 2015.

    Recall that the leadership of the 9th House had previously intervened in this matter. And Speaker Abbas is hopeful that the 10th Assembly to even go beyond the steps and actions taken by the previous House to ensure that we find a lasting resolution to the ever lingering crisis.

    He added: “We are not unmindful of the many sacrifices Resident Doctors have continued to make in the health sector in spite of the many challenges you face and the poor conditions within which you work.

    ” While many of your colleagues have left the shores of our country in pursuit of better working conditions, you have chosen to remain behind in service to the fatherland. We commend you for this and assure you, that we would deploy every legislative instrument available to us to ensure that you are fully compensated and rewarded for this act of patriotism.

    “I encourage you to take advantage of this meeting to bare your minds on the issues at stake and suggest realistic solutions to them. We must approach these issues with an open mind and guided by the fact that revenues available to the government may not fully meet our demands.

    “Therefore, we must find a middle ground that satisfies everyone without prejudice to the 2023 Memorandum of Understanding. We particularly note that your demands include the payment of the 2023 Medical Residency Training Fund, upward review of Consolidated Medical Salary Structure (CONMESS) and salary arrears dating back to 2015. These issues and more can be resolved without embarking on an industrial action”.

    As at the time of filing this report, the Speaker entered into a close door meeting with NARD, representatives of the ministry of finance and lawmakers.

    African parliaments must reduce huge trust deficit between govts, citizens – Speaker Abbas

    The Speaker of the Nigerian House of Representatives, Hon. Abbas Tajudeen, has stated that there is a huge trust deficit between citizens and governments of the African countries, calling for deliberate efforts to increase public trust in the governments.

    Speaker Abbas made the call in his opening address while chairing a session at the third plenary session of the ongoing 18th Commonwealth Speakers’ and Presiding Officers’ Conference (CSCOP) in Yaoundé, Cameroon, with the theme: ‘African Parliaments and the Agenda 2063.’

    The session Speaker Abbas presided over was on ‘Securing Public Trust: The Role of Parliaments in Strengthening Openness, Transparency and Accountability.’

    He said: “The topic for this first plenary session couldn’t have come at a better time than now when there is a huge trust deficit between citizens and government. This trust deficit contributes a lot to the much-talked-about democratic backsliding. To reverse this trend requires public trust in governmental institutions.

    “The people we represent, our constituents, rely on us to uphold the principles of democracy, to safeguard their interests, and to promote their welfare. Thus, openness, transparency and accountability are not mere buzzwords but essential pillars upon which we can build a resilient democracy that serves the needs and aspirations of our people.”

    According to Speaker Abbas, the conference highlights Africa’s ambitious aspiration and goals, which he noted were well captured in the concepts of “a prosperous Africa based on inclusive Growth and sustainable development,” “a high standard of living, quality of life and well-being for all citizens,” and “well educated citizens and skills revolution underpinned by science, technology and innovation.”

    The Speaker noted that the topic of the session was a reminder of “the profound responsibility bestowed upon us as trustees, delegates and custodians of democracy.” He added that the trust of the public is the foundation upon which the legislatures stand, and it is the duty of legislators to “protect and nurture this trust through our actions and commitments.”

    He stressed that the people they represent have entrusted them with the responsibility of ensuring that the government remains accountable to them.

    Speaker Abbas noted that the session would delve into the multifaceted challenges that lie before the African parliaments and explore innovative approaches to ensuring that public trust in government was restored.

    “We will examine the vital role of parliamentarians in fostering openness, transparency and accountability across our legislative bodies and beyond. Together, we will strive to identify best practices, exchange ideas, and formulate actionable strategies to reinforce the bond between citizens and their elected representatives,” he noted.

    The Speaker stressed the need to recognise that securing public trust requires a comprehensive approach. According to him, it necessitates robust legislative frameworks, effective oversight mechanisms and a commitment to inclusivity and citizen engagement.

    “It calls for the promotion of ethical standards, integrity, and the highest levels of probity within our ranks. And it demands that we actively listen to the voices of our constituents, understanding their concerns and aspirations, and ensuring that their interests are at the heart of our decision-making processes,” Speaker Abbas added.

    He urged the participants to be guided by their collective wisdom and experiences, while seeking inspiration from the successes and lessons learned from their diverse parliamentary systems, “understanding that there is no one-size-fits-all solution.”

    Speaker Abbas stated: “Together, we can forge a path towards greater openness, transparency, and accountability, strengthening the bonds of trust between our citizens and their elected representatives.

    “I have every confidence that the discussions we will engage in today will be insightful, robust, thought-provoking, and impactful. Let us seize this opportunity to learn from one another, to share our experiences, and to chart a course that will inspire confidence and empower our people.”
