    The National Assembly (NASS) has revealed plans to initiate a bill to ensure that Presidents-elect are sworn in the arcade of the National Assembly.

    The Leader of the Senate, Opeyemi Bamidele, made this disclosure while responding to questions on the June 12 anniversary on Tuesday in Abuja.

    Bamidele said that the legislation was part of efforts to strengthen the country’s democracy.

    He said that the parliament would also initiate another legislation for the President to deliver the ‘State of the Nation Address’ in the National Assembly on June 12 annually.

    The National Assembly had invited President Bola Tinubu to address a joint session of the Senate and the House of Representatives on Thursday to mark the 2025 National Democracy Day.

    Bamidele said: “It is our desire to institutionalise the State of the Nation Address. We will bring a bill to address it, to ensure that it is institutionalised. People should look forward to it.

    “President Tinubu is working with the National Assembly in that regard. June 12 will be a better time for the President to address the nation through the National Assembly.

    “There is no better day than June 12 for the President to address the nation, because of its historical significance. It is a joint sitting of the National Assembly. Nigerians should look forward to this legislative initiative.

    “We are also hoping to change our political setting to the extent that the swearing-in of the next President will, by the grace of God, be in the arcade of the National Assembly of Nigeria.”

    Democracy Day is observed in Nigeria every June 12, in honour of Late Chief MKO Abiola, the winner of the 1993 Presidential election.

    The 1993 election is adjudged as the freest, fairest and most credible election in Nigeria’s political history.

    President Bola Tinubu will address a special joint sitting of the National Assembly (NASS) on Thursday, June 12 in commemoration of Democracy Day.

    He said that it underscores the pivotal role of the National Assembly in safeguarding democratic values, fostering accountability, and advancing national development over the past 26 years of uninterrupted civil rule.

    Mr Felix Morka, the party’s National Publicity Secretary, said this in a statement on Tuesday in Abuja.

    “The attention of the APC has been drawn to a purported breaking news report tagged “APC Grants Automatic Tickets to All National Assembly Members” in viral circulation.

    “The report is fake news and should be disregarded in its entirety as it did not emanate from our great party.

    FCT teachers strike: Wike seeks NASS intervention

    The Minister of the Federal Capital Territory (FCT), Mr Nyesom Wike, has urged the National Assembly, legislating on FCT matters, to pay close attention to what the FCT area councils are doing.

    Wike made the call in Abuja on Thursday, while reacting to the ongoing strike by primary school teachers and other workers in the area councils over unpaid allowances and other entitlements.

    The minister, who made the reaction after inspecting some ongoing projects in the FCT, stressed the need for the National Assembly to put the area council chairmen on their toes.

    He particularly called on the House of Representatives Committee on FCT Area Council and Ancillary Matters to intervene and end the lingering strike by primary school teachers in the territory.

    He said that the chairmen of the area councils were elected officials and not appointed, stressing the need of the committee to look into their affairs.

    Wike said that, as FCT minister, he had been talking to the council chairmen to understand the danger of denying children education.

    He, however, said that the committee had a responsibility of carrying out oversight on the activities of the area councils, instead of the undue focus on the FCT Administration.

    “The chairman of the committee of area councils’ responsibility is to oversee what the area councils are doing because the legislature of the FCT today is the National Assembly.

    “But it’s unfortunate that the committee concentrated on just inviting the minister of state to come and defend the budget that had been defended.

    “People don’t do what they’re supposed to do. They concentrate on things that do not fall within their jurisdiction,” he said.

    The minister said he was expecting the chairman of the committee to have invited the area council chairmen over the lingering teachers’ strike to find ways to solve the problem.

    He promised to do everything possible to get the teachers back to the classrooms, promising that very soon the problem would be sorted out.

    According to him, nobody can feel happy when the teachers are at home.

    “It is the basic thing that we must do, and I can assure you that very soon the matter will be resolved.”

It makes you the Alfa and Omega of the whole process. That raises the validity of the question of this essay’s caption. 

    Did the Budget Proposal you sent to the NASS had these 11, 122 budget projects, amounting to N9.93 trillion in it? If it did not, how come that you did not see this huge and monumental Padding, on the return of the Budget to you, before you signed it into Law?

    ABUJA — The National Assembly and a civic organisation, BudgIT, yesterday disagreed over insertion of 11,122 projects worth N6.93 trillion into the 2025 budget.

    BudgIT had alleged that the lawmakers padded the Appropriation Bill with the projects it described as not in alignment with the Medium-Term National Development Plan (2021–2025) and other national priorities.

    But both arms of the National Assembly, the Senate and the House of Representatives, reacted swiftly yesterday, dismissing allegations that they padded the budget.

    They also reaffirmed their powers to amend the budget, as enshrined by the 1999 constitution.

    However, BudgiT, which promotes and monitors public finance, said in a statement yesterday that by inserting the projects, which the executive did not envisage, legislators have taken what began as isolated irregularities over the years, to a deeply entrenched culture of exploitation and abuse, with the budget process now turned into a playground for self-serving political interests, led by top-ranking members of the national legislature.

    BudgIT said 238 projects valued above N5 billion each, with a cumulative value of N2.29 trillion, were inserted with little or no justification.

    Similarly, 984 projects worth N1.71 trillion and 1,119 projects within the range of N500 million to N1 billion, totalling N641.38 billion, were indiscriminately inserted, raising questions about their relevance and alignment with national priorities.

    These insertions, according to BudgiT, appeared tailored to satisfy narrow political interests and personal gains rather than the citizens’ interests.

    Giving further details of how the padding was done, BudgIT stated: “A closer look shows that 3,573 projects worth N653.19 billion are assigned directly to federal constituencies and 1,972 projects worth N444.04 billion to senatorial districts.

    ‘’Categorically, some of the most glaring anomalies include 1,477 street light projects worth N393.29 billion; 538 boreholes totalling N114.53 billion; 2,122 ICT projects valued at N505.79 billion; and N6.74 billion earmarked for ‘empowerment of traditional rulers.

    ‘N1.72trn projects tucked into Agric Ministry’s budget’

    “Shockingly, 39% of all insertions, 4,371 projects worth N1.72 trillion, were forced into the Ministry of Agriculture’s budget, inflating its capital allocation from N242.5 billion to N1.95 trillion.

    ‘’The Ministries of Science and Technology, and Budget and Economic Planning also saw bloated allocations of N994.98 billion and N1.1 trillion, respectively, from insertions alone.

    “Even more concerning is the targeted misuse of agencies such as the Nigerian Building and Road Research Institute (Lagos) and the Federal Cooperative College, Oji River, as dumping grounds for politically motivated projects.

    ‘’These agencies lack the technical capacity to execute such projects, leading to rampant under-performance and waste. For example, the Federal Cooperative College, Oji River, a training institution, was saddled with N3 billion for utility vehicles to support farmers and distribution agents; N1.5 billion for rural electrification in Rivers State; and N1 billion for solar streetlights in Enugu State.

    ‘’These are examples of agencies operating outside their mandates, managing projects unrelated to their statutory functions, and adding zero value to national development.

    “Despite these findings, the Presidency has remained conspicuously silent. Recall that in the third and fourth quarters of 2024, BudgIT launched the ‘The Budget is a Mess’ campaign to bring these issues to light.

    ‘’We submitted formal letters outlining our findings to the Presidency, the Budget Office, and the National Assembly. While these letters were acknowledged, no response was received from any of the institutions, and not a single institution has taken responsibility for the anomalies.

    ‘’Even more concerning is the silence from the Presidency, silence which, in the face of overwhelming evidence, amounts to complicity.”

    Commenting on the findings, Gabriel Okeowo, BudgIT’s Country Director, stressed the urgent need to restore integrity to Nigeria’s budgeting process, highlighting how unchecked project insertions by the National Assembly had derailed the purpose of national planning, weakened public trust and diverted resources away from critical development priorities.

    Okeowo said: “The insertion of over 11,000 projects worth N6.93 trillion into the 2025 budget by the National Assembly is not just alarming, it is an assault on fiscal responsibility. This trend, increasingly normalised, undermines the purpose of national budgeting, distorts development priorities and redirects scarce resources into the hands of political elites.

    ‘’Nigeria cannot afford to run a government of projects without purpose. We urgently need transparency, constitutional clarity, and a return to evidence-based planning that puts citizens, not politics, at the centre of the budget.

    “In light of the foregoing, we call on President Bola Ahmed Tinubu to exercise stronger executive leadership and reform the budgeting process to ensure alignment with the Medium-Term National Development Plan (2021–2025) and other national priorities.

    ‘’We urge the Attorney-General of the Federation and Minister of Justice to seek a constitutional interpretation from the Supreme Court regarding the extent of the National Assembly’s appropriation powers, particularly its authority to unilaterally introduce new capital projects without executive concurrence.

    ‘’We hope that the anti-corruption agencies, including the Economic and Financial Crimes Commission, EFCC, and the Independent Corrupt Practices Commission, ICPC, will also take action to track these projects and ensure Nigeria gets value for money.

    “We also call on citizens, the media, civil society organisations, and the development community to speak out and demand reform.

    ‘’This is not merely about financial mismanagement, it is a matter of justice, equity and the future of accountable governance in Nigeria. The 2025 budget must serve the interests of the Nigerian people, not a privileged few.’’

    Dismissing the allegations yesterday, the Chairman, Senate Committee on Media and Public Affairs, Senator Yemi Adaramodu (APC, Ekiti South), said the 2025 Appropriation Bill was presented by the executive, interrogated and passed, based on the exact amount presented.

    While advising those he described as ubiquitous but ludicrous political ball-boys to engage in patriotic and truthful endeavours, Adaramodu said: “The dark angels of falsehood and public discord are only interested in stirring disaffection against the National assembly.

    “For a long time, there has been a lull in their sordid trade of irreverent propaganda, hence a resort to the latest spurious allegation of budget padding.’’

    On his part, Deputy Chairman of the House Committee on National Planning and Economic Development, Clement Jimbo, dismissed insinuations that the National Assembly padded the 2025 national budget, describing such claims as “completely false” and rooted in “ignorance” of the legislature’s constitutional responsibilities.

    Speaking in an interview with Vanguard, Jimbo reaffirmed the National Assembly’s legal authority to review, amend, and approve the national budget, emphasising that the legislature is not a rubber stamp for executive proposals.

    He said: “The National Assembly is the arm of government the constitution has empowered to make laws. There is no other arm of government that is saddled with that responsibility.

    ‘’We make the law, including the budget. The budget the Presidency sends to the National Assembly is called an estimate; it is not yet law until we pass it.”

    Jimbo stressed that the legislature has the constitutional powers to modify the budget proposals sent by the executive, including additions and subtractions, to reflect the aspirations of Nigerians.

    “If what the executive sends to us is not in tandem with the aspirations of Nigerians, we can change it. Make no mistakes about that. We have the power to change it, amend it, subtract and add. That power is the exclusive right of the National Assembly,” he stated.

    Citing an example, Jimbo, who pointed to a recent disagreement over tax legislation, said: “The executive proposed that VAT be increased by 2.5%. We said no, let it remain at 7.5%. The way we treated that is the same way we handle the national budget.”

    He expressed strong disapproval of recent reports suggesting that lawmakers arbitrarily padded the budget, calling such narratives misleading and factually incorrect.

    The lawmaker added: “I completely disagree with them (BudgiT). It is completely based on ignorance.

    ‘’The executive cannot send a budget of N50 billion, and we just approve N50 billion. It is practically impossible. If we did that, we would be reducing ourselves to mere rubber stamps.”

    He also offered insight into the legislative budget process, noting that the estimates were reviewed by nearly 200 specialised committees in the House of Representatives, each interfacing with corresponding government ministries, departments and agencies, MDAs.

    “This is what is called budget defence. If agencies cannot justify their budget proposals, based on previous performance, the National Assembly has the power to slash what they’re asking for. Equally, we have the power to increase the budget for agencies that have been underfunded,’’ he said.

    While debunking claims that individual lawmakers could unilaterally divert funds to favoured regions or interests, Jimbo said: “No one senator or House member can sit down and say the budget of a particular region should be channelled to favour anybody. It’s false.

    ‘’I have participated in the 2023 supplementary budget, 2024, and now the 2025 budget, I have never seen such a thing.”

    He reiterated that the recent report alleging budget padding by the National Assembly is “false, to the extent of irresponsibility,” and called for greater public understanding of the legislative process.

    “This is not a difficult thing for Nigerians to know, and even for those pushing these narratives to understand. What they are saying is completely false,’’ the lawmaker said.

    Leader of the Senate, Senator Opeyemi Bamidele on Sunday opposed key opposition parties in the country for labelling the National Assembly a rubber-stamp parliament without any justification or proof.

    Bamidele, currently representing Ekiti Central, said if the National Assembly was actually a rubber-stamp, it could not have held over 39 meetings with the executive arm to trash out all grey areas in the Tax Reform Bills, 2024 before they were eventually passed.

    These were revealed in a statement released by the Directorate of Media and Public Affairs, Office of the Leader of the Senate on Sunday, x-raying diverse interventions that the National Assembly had taken in the overriding public interest.

    The National Assembly had, at its inauguration on the 13th June 2023, embraced strategic engagement and partnership to address thorny national issues in the pursuit of the country’s vital and peripheral interests.

    Despite its non-adversarial approach to the legislative business, the parliament has been under sustained public criticisms with leading opposition parties, especially the Peoples Democracy Party, Labour Party and New Nigeria Peoples Party describing it as a rubber-stamp legislative institution.

    Amid the public criticisms, Bamidele differed with the opposition parties that the National Assembly was still a rubber stamp to the executive, noting that the claim had no justification.

    Bamidele first cited the case of the Tax Reform Bills, 2024, which he said, were initiated in November 2024, but finally scaled through legislative scrutiny six months after they were laid before the National Assembly.

    He, thus, argued: “If we are actually a rubber-stamp parliamentary institution as most opposition political parties have claimed, the bills would have been passed within one week or two weeks after they were laid before us.

    “In the process of passing the bills, both executive and legislative arms held over 39 engagements to trash grey areas in the Tax Reform Bills, 2024 before both chambers of the National Assembly eventually passed the bills.

    “During this period, the engagements involved diverse interests and stakeholders across the federation. The tax reform bills could have been rushed within one or two weeks. But it took us six months to secure input from all critical stakeholders – civil society organisations, professional bodies, religious leaders and leaders of thoughts.

    “The process includes all behind-the-scenes efforts, closed door meetings and subtle disagreements that took place between the legislature and the executive before their passage. We also organised public hearings just to accommodate inputs from diverse interests.

    “We extended our engagements to all captains of industries to enable us pass the tax reform bills that will stand the test of time; meet the needs of our people and ensure the overriding public interest in the exercise of our constitutional mandates.

    “At the end of it, we found a way of resolving all issues around the tax reform bills in the overriding public interest. But people do not know all the efforts and sacrifices we made to ensure the effective delivery of public goods. They were only eager to label us a rubber stamp when the bills came from the executive.”

    Rather than grandstanding on the floors, Bamidele explained that the National Assembly at different times invited the Executive for engagement with a view to thrashing out grey areas in the bills.

    He, also, cited the case of the 2025 Appropriation Act, which according to him, was laid before the joint session of the National Assembly on Wednesday, 18th December 2024, but passed on February 13, 2025.

    He explained that if the National Assembly was actually a rubber stamp, it could have hastened the passage of the 2025 Appropriation Bills by the end of the 2024 fiscal year in order to sustain the January to December budget cycle, which had become the country’s practice in recent times.

    : “We did not give the budget back to the executive until February 2025. We did a lot of due diligence. Every committee of the National Assembly duly engaged heads of agencies to properly scrutinise the budget also in the overriding public interest.

    “We are working in the interest of the people. We are always taking into consideration the need to ensure good governance in all our undertakings and the need to use legislative frameworks to promote good governance in the federation,” Bamidele explained.

    President Bola Tinubu has requested the National Assembly (NASS) to approve the 2025 budget of Rivers State.

    TheNewsGuru.com (TNG) reports President Tinubu’s request was contained in a letter addressed to the House of Representatives and read during plenary on Thursday.

    The request was read by the Speaker of the House of Representatives, Tajudeen Abbas.

    President Tinubu in the letter asked the House to approve the sum of N1.481 trillion as the 2025 budget for Rivers.

    Recall that the Supreme Court had nullified an earlier 2025 budget for the State signed into law by suspended Governor Siminalayi Fubara.

    Following political tension in Rivers, Tinubu suspended Governor Fubara, declared a state of emergency and appointed a Sole Administrator for the State.

    Speaking on behalf of the members of the Benue NASS APC Caucus, the Chairman, Senator (Dr.) Titus Zam said the endorsement was fully established in the comprehensive assessment of President Tinubu’s performance and his transformative leadership style.

    “We, the undersigned members of the All Progressives Congress (APC) National Assembly Caucus from Benue State – comprising two Senators out of three and ten out of the eleven House of Representatives members.

    “Our endorsement is rooted in a comprehensive assessment of President Tinubu’s transformative leadership, his unwavering commitment to national development, and the tangible achievements recorded under his administration since May 29, 2023”, he said.

    According to Senator Zam, under President Tinubu’s leadership, Benue State has witnessed unprecedented infrastructural development, significantly enhancing connectivity and economic activities.

    Highlighting Mr President’s notable Infrastructural development in the state, the lawmaker stated:

    “Calabar-Ebonyi-Benue-Nasarawa-Abuja Superhighway – Construction commenced on this 465-kilometer superhighway, enhancing connectivity and economic activities across the involved states.

    “Makurdi-Aliade-Otukpo-Enugu Road – Reconstruction efforts are underway on this critical route, including the addition of a flyover at the Wurukum roundabout in Makurdi, aiming to improve transportation efficiency.

    “Buruku Bridge over Katsina-Ala River: Approved at a cost of ₦83.8 billion, this twin bridge project will span 1.7 kilometers, facilitating better movement and trade in the region.

    “9th Mile-Otukpo-Makurdi Road – The dualization of this strategic project aims to reduce travel time and improve connectivity between Enugu, Makurdi, Abuja, and northern Nigeria.

    “Oju–Cross River Federal Road – One of the most impactful interventions facilitated under the Tinubu administration is the ongoing rehabilitation of the Oju–Cross River federal road — a long-neglected but economically vital route linking Benue to the South-South region”.

    According to him, these projects not only stimulate economic activities but also create employment opportunities for Nigerians.

    In the areas of Housing and Social Welfare Initiatives, Senator Zam emphasized, “President Tinubu’s administration has demonstrated a profound commitment to addressing housing deficits and improving social welfare:

    “The construction of 250 affordable housing units in Benue State under the Renewed Hope Housing Estates program aims to provide decent accommodation for our citizens.

    “The approval of 1,000 housing units in Benue State as part of the Pulaku initiative reflects a strategic approach to resolving conflicts and rehabilitating displaced persons.

    “These initiatives are pivotal in fostering social cohesion and enhancing the quality of life for our people”.

    The lawmaker said President Tinubu’s economic policies have significantly benefited Benue State in various areas including, “The allocation of ₦44 billion to Benue State, comprising ₦5 billion post-subsidy removal funds, ₦9 billion Infrastructure Fund, and ₦30 billion Subnational Intervention Fund, has bolstered the state’s capacity to implement developmental projects and provide palliatives to its citizens”.

    He added that the administration’s fiscal reforms have led to a doubling of government revenues, reaching over ₦9.1 trillion in the first half of 2024, thereby enhancing the federal government’s ability to support state-level initiatives, noting that these financial interventions have been instrumental in driving economic growth and development within the state.

    The Senator stated that President Tinubu’s significant strides had improved regional development, healthcare and education in Benue State.

    He highlighted the regional developments in the state to include, “North Central Development Commission (NCDC), the Federal University of Health Sciences, Otukpo (FUHSO), Federal University of Health Sciences Teaching Hospital, Otukpo, Infectious Disease Control Centre in Vandeikya, and the Federal College of Agricultural Technology in Opialu Ojapo.

    He said these developments are critical in enhancing the well-being and intellectual capital of our citizens.

    Senator also spoke extensively on President Tinubu’s impacts in agricultural and economic development and commitment to National security and stability,

    “In light of the aforementioned achievements, we, the Benue APC National Assembly Caucus, reaffirm our unwavering support for President Bola Ahmed Tinubu. We are confident that his visionary leadership will continue to propel Nigeria towards greater prosperity.

    “We call upon all Nigerians, particularly the people of Benue State, to join us in endorsing President Tinubu for a second term. Let us join hands with this administration and collectively work towards a more secure, prosperous, and united Nigeria”, he said.

    On needing the concerted efforts of the FG and Benue State government in tackling insecurity, the Caucus states, “We use this privilege and platform to call on the Benue State government to as a matter of urgency step up her efforts towards using the available resources in safeguarding the people in collaboration with the Federal Government.

    “The security personnel posted to Benue State need the support of the Federal government as well as the state government.

    “As we know, it takes two tangles; President Tinubu has deployed forces and resources to the state government, the state needs to do more in this regard so that we can get the required results”.

    Reps move to probe delayed pension payments to Nigerian retirees

    The House of Representatives has resolved to establish an ad hoc committee to probe the delayed implementation of the ₦25,000 wage award and ₦32,000 palliative approved by President Bola Ahmed Tinubu for Nigerian pensioners nearly two years ago.

    This development came to fore during a plenary session, following a motion moved by Deputy Chief Whip, Ibrahim Ayokunle Isiaka.

    The motion highlighted the prolonged non-payment of the presidentially approved support packages, which has caused significant hardship and discontent among pensioners. The House expressed concern over the situation and called for urgent action to address it.

    The lawmakers directed the Ministry of Labour and Employment, along with the National Pension Commission (PenCom), to conduct a comprehensive audit of pension payments nationwide. This audit aims to ensure transparency and accountability in the disbursement process, addressing the challenges faced by pensioners.

    The House also urged state governments to prioritize pension payments and welfare programmes for retirees in their respective states, following the Federal Government’s example. This call emphasizes the need for a unified approach to supporting pensioners across the country.

    Furthermore, the House called on the Federal Ministries of Finance, Humanitarian Affairs and Poverty Alleviation, as well as the Accountant General of the Federation, the Central Bank of Nigeria (CBN), the Pension Transitional Arrangement Directorate (PTAD), and other relevant agencies to implement all approved pension increases without further delay.

    The lawmakers emphasized the importance of releasing all pending palliative measures meant for pensioners and ensuring prompt disbursement to alleviate their hardship. This move aims to provide immediate relief to pensioners who have been struggling due to the delayed payments.

    The House appealed to the Nigerian Pensioners’ Association and other stakeholders to work closely with government agencies. This collaboration would help advocate for and monitor the enforcement of pensioners’ rights and welfare, ensuring that their needs are met.

    Moving the motion, Ayokunle acknowledged the vital contributions made by Nigerian pensioners in nation-building and the development of Nigeria. He expressed concern that despite President Tinubu’s approval of the wage award and pension increase in October 2023, most pensioners are still facing challenges, including non-payment of government pension increments and withholding of essential palliative measures.

    The non-implementation of approved pension increments and withholding of palliative measures have undermined constitutional principles and threatened social stability. The House emphasized the need to address these challenges and uphold the dignity and welfare of Nigerian senior citizens.

    The establishment of the ad hoc committee and the directives issued by the House aim to ensure that pensioners receive the support they deserve. By prioritizing pension payments and welfare programmes, the government can help alleviate the hardship faced by pensioners and promote social stability. ‎
