  • N/Assembly approves Buhari’s N2.3tr loan

    The National Assembly has passed the Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP) for 2017 – 2019 and approved President Muhammadu Buhari’s borrowing plan of N2.3 trillion.

    The passage of the fiscal document came three months after President Buhari’s letter on it was read on the floor. The letter was read on October 4 last year.

    The document was passed following approval of the report of the joint committees on Finance, Appropriations and National Planning.

    The report was presented by the Chairman of the Finance Committee, Senator John Enoh (PDP, Cross River).

    Approving the domestic and foreign debts of N2.321trillion (domestic, N1.253trillion and foreign N1.067trillion) proposal of the executive, the lawmakers insisted that the borrowings should be on project-tied basis.

    “In borrowing more, government must remain focused and ensure it is used to fund critical projects that will increase productivity and also contribute to financing such debt,” the Senate said.

    Both chambers of the National Assembly also raised the $42.5 crude oil benchmark proposed by the executive to $44.5 dollars per barrel.

    Of all the projections for the 2017 budget, only the crude oil benchmark was adjusted by the Legislature. The remaining projections were approved without alterations.

    In raising the crude oil benchmark, the Senate said the benchmark was increased in view of the present price of the commodity at international market.

    On oil production, the Senate approved the 2.2 million barrels per day proposal of the executive.

    The Senate said though the oil production target of 2.2 mbpd was achievable, it is dependent on the ability of the Federal government to curtail the Niger-Delta militant activities.

    For exchange rate, the National Assembly approved the N305 as against the N290 earlier submitted in the document by the executive, noting that the fixed exchange rate regime as implemented in Nigeria was no longer useful.

    The Senate while commending the adoption of flexible exchange regime by the executive, urged the Central Bank of Nigeria (CBN) to initiate measures that would close the gap between the parallel market and the official exchange rate.

    On non-oil revenue projection, the Upper Chamber approved the N5.122trillion proposal of the executive in 2017.

    “In addition, revenue generating agencies should intensify their revenue collections drive in order to boost the non- oil component of the revenue,” it said.

    The Senate also approved the N807.57 billion for Federal government independent revenue for 2017 and recommended the review of the legal framework of relevant MDAs and government owned enterprises.

    In his remark, the Deputy Senate President, Senator Ike Ekweremadu who presided over the plenary said the passage of the document would enable them commence the consideration of the 2017 budget next week.

    He urged the Central Bank of Nigeria (CBN) to devise means to address the huge gap in exchange rate between the parallel and official markets.

    The House of Representatives, while adopting the report of joint committee led by the finance committee chairman, Rep Ibrahim Babangida Mahuta (APC, Katsina), approved a similar report with the Senate.

    On its part, the House said government should implement self-sufficiency and become an exporter of certain agricultural and mining products as well as increase local production of maize, soya, poultry and livestock.

    The House also resolved to constantly oversee relevant agencies on the implementation of all government programmes to ensure effective and result-oriented targets.

    Saraki orders audit of National Assembly staff

     

    Senate President, Dr. Bukola Saraki has ordered for a comprehensive audit of staff in the employment of the National Assembly.

    Saraki made this known in a letter to the Clerk of the National Assembly, Mohammed Sani-Omolori tagged “Carrying out a comprehensive human resource audit in the National Assembly”.

    In the letter signed by his Chief of Staff, Senator Isa Galaudu, he explained that it was important to conduct the audit, to verify the skills, efficiency and motivation of the staff.

    The letter reads: “We have made commendable strides in our continuous endeavor to attain the goals set out in the legislative agenda of the 8th National Assembly. We however must continue to deploy clear strategies that meet the challenges facing this institution and capitalize on the strengths that we possess.

    Even the best strategy will ultimately fail without the right people in the right places to execute it. Thus, it has become apparent that at this juncture one of the true challenges of the National Assembly is human capital.

    I hereby convey the decision of the President of the Senate that you carry out comprehensive Human Resource audit. You should kindly therefore engage the services of a reputable consulting firm with adequate Human Resources expertise to carry out a complete review and produce a report verifying the skills, efficiency and motivation of the employees of the National Assembly.

    Expected outcome of this engagement is a detailed assessment of the nominal roll, succession plan and furthermore to identify possible vacancies, duplications, strengths, weaknesses, opportunities, limitations, and developmental needs of the existing organizational structure of the National Assembly.

    The President of the Senate expects the assessment to be completed within 90 days and progress reports be submitted regularly until completion.”

  • Jibrin again: Reveals ‘Axis of Evil’ in National Assembly

    Embattled Nigerian federal lawmaker, Abdulmumin Jibrin, has revealed ‘Axis of Evil’ in the country’s National Assembly, stressing that there are propaganda being peddled around against him.

    The lawmaker took to his twitter handle on New Year’s eve to make certain revelations, while demonstrating readiness to fight budget fraud.

    “The propaganda spread around against me by the axis of evil in the House of Representatives shows how desperate Speaker Dogara has become,” Jibrin said in one of his tweets.

    “No such planted stories aim at diluting our crusade will deter me and I will use every legal means to regain the mandate of my people,” he added.

    Jibrin left the country four weeks after he was suspended by the House for stirring the budget padding scandal in the public domain, and spent seven weeks in London.

    “My few weeks of silence was to strategize and put to work some of the advice I have received from hundreds of well-meaning Nigerians,” he said.

    Jibrin said “as we enter New Year, let’s not forget 163 days after Dogara is yet to respond to mountain of allegations”.

    “We must deal with the axis of evil in the House of Reps in 2017 and they should rather focus on responding to the mountain of allegations of 40, 20, 30 & 284 billion budget fraud, 20% house inputs hijacked for the axis of evil by Lasun, 9 roads blended to 4 Speaker inserted in budget, diversion of FGN projects to his farm, 500 million naira they collect for rent of house and guest houses-how much Hembe stole from the money, why the Speaker is yet to release details of internal budget of the house after deducting running cost allowances, allegation of wasteful contracts on office items, billions of naira money laundering, the car purchase scam of the 7th and 8th assembly, allegation of shortchanging members in 2015 MDG, allegations of bribery and corruption in the 2015 MDG with the corrupt Doguwa in charge, allegations of doctoring our house rules that is a subject of ligation that gave him draconian powers, and among many others,” he added.

    Jibrin stressed “We have secured funding from two international organizations to establish a central online platform that will be used to disseminate budget fraud and corruption acts, and publish evidence; and also hold lecture series and sensitization programs on budget fraud and corruption across the country.

    Jibrin, who said a whistle-blower is not necessarily a saint but he or she is supported for what he reveals that is of benefit to all, said “I shall remain committed to this struggle for the rest of my life even if I am alone.

    “Our anti-corruption crusade will be ruthless in 2017. It is a struggle I am ready to die for,” he covenanted.

    2019 Election: Nigerian develops app for electronic voting

    Mr Shamah Abubakar, a graduate of Bingham University, Karu, has invented an electronic election application that can improve the electoral process in the Nigeria.

    The President of the University’s Alumni, Mr Haruna Yusuf, said the application called E-Franchise app was invented with the support of the Alumni.

    Haruna said during the Alumni’s election in March, the app was used for the electoral process and proved to be a success with members voting and monitoring the electoral process from beginning till the end from their diverse locations.

    “When we held our elections earlier this year, it was what we used and it was a success. Every member of the alumni voted electronically and the process was free and fair.

    “Every member monitored the process from wherever they were. You don’t have to be physically gathered in one spot to hold an election. For us, we have active members in the diaspora who have voting rights. So this app helped us not to infringe on their rights,” He said.

    The Alumni president, however, revealed that the app is not immuned from setbacks especially hacking hence the recruitment of young anti hackers to thwart the effort of hackers during the alumni election.

    “We had anti hackers on standby who made sure no strange activity tampered with the app during the election from start to finish and every member monitored voting and counting till the end. Till date, no one has complained of foul play,” He said.

    He also revealed that the Alumni has reached out to Independent National Electoral Commission (INEC), members of the National Assembly and other relevant stakeholders to look into adopting the app for the 2019 general elections.

    According to him, electronic voting would not only reduce foul play, it would reduce the huge cost of conducting manual voting system and release results as soon as they come in just as it is done in advanced countries.

    He said the Alumni was willing to collaborate with relevant government bodies to work to transition Nigeria towards electronic form of voting through its E-franchise app.

    Patience Jonathan petitions Nat’l Assembly

    The House of Representatives on Wednesday, received a petition from former first lady, Mrs Patience Jonathan, against the Economic and Financial Crimes Commission (EFCC).

    In the petition presented to the House by Lovette Idisi, the former first lady alleged that she was being “incessantly harassed” by the anti-graft agency.

    Commenting on the petition, Idisi said that the wife of former President Goodluck Jonathan was presumed to be innocent until proven guilty as enshrined in Section 36 of the 1999 Constitution as amended.

    “This petition is in line with Section 36 of the 1999 Constitution, where every citizen of the country is presumed innocent until proven guilty.

    “Mr Speaker, the constant harassment of the former first lady is a petition emanating from her which was sent to my office.

    “With the leave of the house, I seek your permission to lay the petition before the house,” Idisi said.

    After Idisi laid the petition, the Speaker, Mr Yakubu Dogara, referred it to the Committee on Public Petitions.

    It would be recalled that Justice Mohammed Idris of a Federal High Court Lagos, on Wednesday, adjourned till Jan. 18, 2017, hearing in a suit by former first lady, Patience Jonathan, seeking enforcement of her fundamental rights.

    Jonathan had instituted the fundamental rights suit against the Economic and Financial Crimes Commission, claiming the sum of $200m as damages for inconveniences suffered.

    In her suit, she also joined Skye bank Plc, and a former aide to ex-president Goodluck Jonathan, Warampo Dudafa, as respondents.

    Also joined in the suit are four companies namely: Pluto Property Ltd, Seagate Property Development and Investment Company Ltd, Transocean company Ltd and Globus Integrated Service Ltd.

    Buhari sets date to present 2017 Budget

    President Muhammadu Buhari will present the 2017 budget proposal to a joint session of the National Assembly on Wednesday, Dec. 14.

    This is contained in a letter to the Senate and read by the President of the Senate, Dr Bukola Saraki, at the floor of the upper chamber on Tuesday in Abuja.

    The letter reads: “I crave the indulgence of the National Assembly to grant me the 10.00 hours on Wednesday Dec. 14, to formally address a joint session of the National Assembly on the 2017 budget proposal.’’

    The President will also address the joint session on plans to get the country out of recession.

    “Please extend, Mr Senate President the assurances of my highest regards to the distinguished senators as I look forward to addressing the joint session.”

    Meanwhile, the Senate is yet to approve the Medium Term Expenditure Framework (MTEF) and the Fiscal Strategy Paper (FSP).

    The two documents convey the estimates upon which any budget is predicated.

    The Senate had spotted ‘loop holes’ in the documents and had asked the executive to fill the missing gaps.

    However, the Minister of Budget and National Planning, Udo Udoma, stressed that the document was well prepared. He said his ministry had adequately addressed the observations made against MTEF by the National Assembly.

    “Naturally, the estimates, every time you improve on your estimate based on the latest estimates. For instance, one of the issues they raised was about the exchange rate.

    “That we used 290 as the exchange rate, and that was the exchange rate of the time.

    “So, you only use the exchange rate that is valid at that time. Naturally by now you will change that.

    “But that MTEF was extremely well prepared consistent with the best possible methods of ‎preparation by people who are very experienced in preparing MTEFs,” he said.

    2017 Budget: Buhari to address joint session of National Assembly Dec 14

    President Muhammadu Buhari on Tuesday wrote to the Senate seeking an audience with the joint session of the National Assembly.

    This is in line with the president’s promise to present the Appropriation Bill for the 2017 fiscal year in December.

    Reading the letter on the floor of the Senate by its President, Bukola Saraki; President Buhari said the joint session was needed to officially brief the Legislators on, “the 2017 budget proposal and plans to get the country out of recession.”

    “The President shall be addressing the joint session of both the Senate and the House of Representatives on Wednesday, 14th December 2016 by 10:00 hours,” Saraki said.
