    Senate confirms new CG of Nigerian Correctional Service

    The Senate on Tuesday, confirmed Mr Sylvester Nwakuche’s appointment, as Controller-General, Nigerian Correctional Service (NCoS).

    His confirmation, followed consideration and adoption of a report by the Committee on Interior at plenary, presented by the Chairman of the Committee, Sen Adams Oshiomhole (APC-Edo).

    Oshiomhole, presenting the report, said that the committee, while conducting the screening exercise, interrogated the credentials and capacity of the nominee.

    According to him, the committee found the nominee as one with an impeccable character, full of exposure, experience, intellectual energy, drive and worthy of the appointment.

    He added that the nominee had been involved in several command positions and benefited from training and re-training as an officer of the NCoS.

    He said there was no petition against the nominee, adding that he had displayed a great deal of intellect during the screening exercise.

    The chairman of the committee therefore urged the senate to approve the appointment of the nominee.

    President of the Senate, Godswill Akpabio after a voice vote approval, congratulated Nwakuche, expressing hope that his confirmation would spur him to further give his best to the service of the nation.

    He also commended the committee for screening the nominee, saying that his confirmation was coming at a difficult era of jail breaks, and expressed the hope that the issue would come to an end.

    Sen Akpoti-Uduaghan kicks as NCoS denies holding minors in prison

    Senator Natasha Akpoti-Uduaghan has strongly condemned the long detention of minors involved in the recent #EndBadGovernance protests by the police authorities.

    Lawmaker representing Kogi Central in a statement issued in Lokoja on Saturday by Arogbonlo Israel, her Chief Press Secretary, described the police action as “inhumane and unjust”.

    A total of 76 minors were on Friday arraigned before Justice Obiora Egwuatu of Federal High Court, Abuja, where some of them reportedly fainted due to malnutrition before the judge, who ordered for their detention till January, 2025.

    But Akpoti-Uduaghan condemned such order and called on the Chief Justice of the Federation, Justice Kudirat Kekere-Ekun, to investigate the detention order granted by Justice Obiora Egwuatu

    According to her, detaining minors in a medium correctional facility is wrong and violates their fundamental human rights.

    “This is because children should be tried in a juvenile court, where their identities are protected and not displayed or published in Court.

    “I hereby urge the Controller of Prisons, Haliru Nababa, to investigate the detention conditions of juveniles at the Kuje prisons over improper facilities.

    “Kuje medium security custodian centre is not designed for detaining children. The juvenile correctional facilities should be used instead,” she said.

    Akpoti-Uduaghan appealed to the Federal Government to “temper justice with mercy” and release the detained minors, whom she said were likely used by unscrupulous adults to commit crimes.

    “It’s my my belief that the children should be in school and not in detention.”

    #EndBadGovernance protest: Suspects not in custody of NCoS – Spokesman

    Meanwhile, the Nigeria Correctional Service (NCoS) has said that  suspects arrested during the #Endbadgovernance protest in August 2024 were not remanded in any of its adult custodial centres in Abuja.

    The Service Public Relations Officer (SPRO) Abubakar Umar confirmed this in a statement on Saturday in Abuja. Umar said that there were misleading reports making the rounds in some sections of the media purporting that the suspects were remanded in one of the adult custodial centres in Abuja.

    According to the NCoS spokesman, the said report has no iota of truth.

    ”The service operates under the best correctional and global practices. To set records straight, the NCoS Act 2019 has empowered the Controllers of Corrections as well as Superintendents-in-charge of Custodial Centres not to admit juveniles in facilities meant for adults.

    “The Act also mandates the service to reject more intake of inmates where it is apparent that the custodial facility in question is filled to capacity.

    “The service wishes to inform the public that the said suspects were rejected and none of them were remanded in adult custodial facilities as insinuated by the said report.

    “The service  assures the public that NCoS will continue to emphasise professionalism as well as respect for human rights in line with the United Nations Minimum Standard Rules for the Treatment of Juvenile offenders.

    “Furthermore, the general public is enjoined to disregard the said report because it is not the true position of things,” he said.

    Abubakar Umar, a Deputy Controller of Corrections (DCC) of Nigerian Correctional Service (NCoS), who is the Service Public Relations Officer (SPRO) has disclosed things the service look into before an inmate is allocated cell.

    Umar made the disclosure in light of controversy surrounding the conviction, prison time and prison accommodation of cross dresser, Idris Okuneye, also known as Bobrisky.

    The Deputy Controller of Corrections in an interview on Sunday in Abuja confirmed there is an ongoing investigation into allegations surrounding Bobrisky’s accommodation in prison, with findings pending.

    Umar also highlighted the service’s commitment to rehabilitation and safety through its comprehensive inmate admission process.

    Recall that Bobrisky was convicted for mutilating the Naira in April and was sentenced to six months in jail. Mr Vincent Otse, social media influencer known as VeryDarkMan (VDM) subsequently published an audio recording which captured Bobrisky allegedly saying that he spent his jail term in a private apartment.

    The audio also captured Bobrisky allegedly saying that he paid N15 million to Economic and Financial Crimes Commission (EFCC) officials to drop charges of money laundering against him.

    Meanwhile, the federal government, on Monday, September 30,  inaugurated an independent investigative panel to prove allegations of corruption and gross violations of standard operating procedures within the NCoS.

    The Minister of Interior, Dr Olubunmi Tunji-Ojo, who inaugurated the committee said that the committee must also look at the recent allegations that some correctional service personnel had provided alternative accommodation for Bobrisky.

    Umar, however, explained that inmates undergo comprehensive assessments to determine security risks, needs, and responsivity issues when brought to custodial centres. According to him, the admission board evaluates each inmate to ensure safe housing and effective rehabilitation.

    Umar who, outlined the service’s rigorous admission process for inmates, added that adherence to human rights principles through the approach was also paramount.

    “Well, upon conviction of every offender from court, either awaiting trial or convicted, once they are brought to our facility, there is a process they go through before and during admission.

    “Let me say during admission, there is what we call admission board, which comprises the officer in charge, the second in command, the medical officer in charge of the custodial center, the record officer and other relevant officers.

    “They will go through the information contained therein in the warrants. Also, before he will be allocated cell, there is what we call, determination of security.

    “Determination of security refers to one’s risk assessment. The person risks of self harm, safety of other inmate and officers. We also have what we call needs assessment, which is focused on criminogenic need areas.

    “These are the things that we look into before an inmate is allocated cell. Furthermore, we also look at what we refer to as responsivity issues. There are things that can affect his participation in intervention or make it difficult for him to adjust to custodial life.

    “So, having worked all this in, then it will be determined which cell such inmates will be allocated to,” he maintained.

    According to Umar, during Bobrisky’s court appearance and subsequent admission to the facility, he was asked to declare his gender and he identified himself as male, but do not forget that, there are some other features that are on him.

    “So because of those determination, I mean, what I refer to as classification and also determination of security of the custodial center, he was given an appropriate cell where he was kept.

    “This is to also ensure that, he is not under threat within our custodial center and he is kept safe also. Well, one thing I want to say here is that, the Minister of interior, has set up a committee to investigate the said alleged Bobrisky staying outside our custodial center.

    “So until the determination of such or the outcome of such investigations, I think we should let it rest. I am only telling you that once an inmate or people are convicted, or are brought to our custodial centres, we have a standard of treatment to them during admission.

    “They will be put through checks and these checks guide us on determination of security of such person both to the person and to the custodial center.

    “But as to whether he was kept in our custodial facilities or he was kept outside the facility, until the determination of the outcome of the investigation on the allegations, I won’t be able to speak further on that,” he maintained.

    The Comptroller-General of the Nigerian Correctional Service (NCoS)  Mr Haliru Nabana has said that Mr Idris Okuneye, a cross dresser popularly known as Bobrisky, served his jail term in its correctional facility in Lagos State.

    Nababa stated this while addressing the House of Representatives Committee investigating alleged bribery and misconduct against the NCS and the Economic and Financial Crimes Commission (EFCC) in Abuja on Monday.

    Recall that Bobrisky was convicted for mutilating the naira and was sentenced to six months in jail. Mr Vincent Otse, social media influencer and human rights activist known as Very Dark Man (VDM) published an audio recording which captured Bobrisky allegedly saying that he spent his jail term in a private apartment.

    The audio also captured Bobrisky allegedly saying that he paid N15 million to EFCC officials to drop charges of money laundering against him.

    Nanaba, however, explained to the committee that Bobrisky was convicted and was incarcerated from April 12 to August 13, 2024 in the facility. He said that there was no time when Bobrisky was allowed outside the correctional facility saying that there are records of his activities in jail to show that he was in the facility.

    He, however, said that as a result of special features such as mammary gland and curvy hips which portrays Bobrisky like a women, he kept in a private cell away from other inmates. According to him, this is inline with international best practices as it is to protect his human right and to protect him against violation by other inmates.

    NaAbba also said that for security reasons, Bobrisky was at a point, moved from Medium Security Custodian Centre to Maximum Security Custodian Centre all within the correctional facility.

    In his remarks, the Executive Chairman of EFCC, Mr Olanipekun Olukoyede said that no money was received to drop charges against Bobrisky. Represented by his Chief of Staff, Mr Michael Nzekwe, Olukoyede said that in April, 2024, Bobrisky while undergoing investigation, in his extra-judicial statement made a confession.

    He said that Bobrisky was alleged to have failed to submit to Special Control Unit against Money Laundering (SCUML) a declaration of its activities of his firm, Bob Express. According to Olukoyede, this is contrary to Section 6(1) of the Money Laundering (Prevention and Prohibition) Act, 2022

    “Notwithstanding the unequivocal confession of the now ex-convict admitting the essential ingredients, the prosecution in total fidelity and candor to its oath and strict adherence to professional practice of not only disclosing exculpatory documents to the defense.

    “We received a report of the investigation activities from SCUML which showed that Bob Express is not a Designated Non-Financial Business and Profession (DNFBP),

    “We then decided to drop the charge in the interest of justice and fair hearing, without any inducement or prompting of any sort from the defense, and in line with the mandate of the Special Task Force against Naira abuse,” he said.

    Earlier, VDM told the committee that he was in possession of more evidence yet to be released to the public saying that he would continue to fight corruption.

    He said that while other Nigerians are in jail for offenses committed, Bobrisky should not be given any form of special treatment.

    “Nigeria is not for the godfathers, I will not allow corruption, if I see a secret about you, I will tell, I am being very honest, I will not fear anybody because Nigeria is going down.

    “I will implore you people to do the right thing because the judiciary system is been messed up so bad, you people have to to save your face,” he said.

    He, however, tendered some part of the evidence to the committee and promise to release more as the investigation progresses. He told the committee to ensure Bobrisky appears before it and not to tolerate any further  disrespect from him.

    In his ruling, the Chairman of the Committee, Rep. Ginger Onwusibe (LP-Abia) said that Bobrisky must appear in person in their next hearing. He demanded video footage of the activities of Bobrisky through out his terms in the correctional facility.

    The chairman said that the accounts provided by VDM into which the allayed money for bribe was paid into will be investigated. The hearing was then adjourned to a further date to be announced.

    Bobrisky was absent at the hearing and his counsel who came to represent him was not recognised to speak as he had no letter or approval to speak on his behalf.

    The problems of controversial crossdresser, Idris Okuneye also known as Bobrisky seems to be ending as Federal Government unveils plans to probe the Nigerian Correctional Service (NCoS) over bribery allegations.

    TheNewsGuru.com, TNG reports this is coming barely 24hours after the House of Representatives summoned the crossdresser on same issue.

    The Minister of Interior Olubunmi Tunji-Ojo inaugurated the independent investigative panel on Monday.

    “We want to really reform the correctional service. Your core responsibility is to investigate specific allegations of corruption, torture, and mistreatment of inmates by correctional officers, especially the immediate one on Bobrisky which I expect to be out in 2 weeks,” he said according to a statement from the ministry.

    “We will rely on your legal guidance to be sure that whatever we do is in line with the law of the land. We will rely on you to be able to come up with the way forward, as well as facts that would be made public to Nigerians. I want to say this very clearly, nobody will be shielded. Nobody, no matter how highly placed, will be shielded,” the minister said.

    The Permanent Secretary of the Ministry Magdalene Ajani is the chairperson of the panel.

    Other members include Omotese Eva (Mrs.), Director Legal; Nasir Usman, Director, Joint Services; Dr. Uju Agomoh, President, Prisoners’ Rehabilitation and Welfare Action (PRAWA) who is a former Board Member of the International Corrections and Prisons Association (ICPA); and Dr. Ikechukwu Ezeugo, Human Rights Radio consultant, a Forensic Researcher and Social Impact Expert with over 27 years experience in corporate leadership.

    Earlier, the minister who is the Chairman of the Civil Defence, Correctional, Fire, and Immigration Services Board (CDCFIB) suspended several officers overseeing the maximum and minimum custodial Centres in Kirikiri, Lagos State following Bobrisky’s allegations.

    A phone recording of Bobrisky was released by blogger Martins Otse known as VeryDarkMan where the cross driver alleged that he served. The crossdresser was sentenced to six months in prison for naira abuse. But the leaked phone conversation suggested that he spent it in a VIP facility and not in prison.

    The Nigeria Correctional Service (NCoS) has confirmed the suspension of four senior officers due to alleged misconduct.

    This is contained in a statement by the NCoS spokesman, Mr Abubakar Umar, on Monday in Abuja.

    Umar said the affected officers are Deputy Controller of Corrections (DCC) Sikiru Adekunle, DCC Michael Anugwa, DCC Kevin I Iloafonsi, and Assistant Superintendent of Corrections (ASC) Obinna Ogbule.

    He said these officers were in charge of various correctional facilities, including Maximum Security Custodial Centre, Kirikiri, Lagos; Medium Security Custodial Centre, Kirikiri, Lagos; Medium Security Custodial Centre, Kuje, FCT; and Medium Security Custodial Centre, Abakiliki, Ebonyi State.

    He said that the suspension followed a trending video allegedly spreading misinformation about the service.

    “The NCoS views this as gross misconduct aimed at misleading the public.”

    Umar assured the public that a thorough investigation would be conducted, and those found culpable would face punishment in line with Public Service Rules and other extant laws..

    The Civil Defence, Correctional Fire, and Immigration Services Board (CDCFIB) issued two letters (CDCFIB/NCOS/DISP/016/VOL.II/16 and CDCFIB/NCOS/DISP/016/VOL.II/17) on September 26, suspending the officers.

    The suspension took effect on September 26.

    NAN reports that Michael Anugwa, one of the suspended officials, claimed his suspension was merely “a social media suspension” during a House of Representatives hearing on September 30 regarding his involvement in the Idris Okuneye (Bobrisky) case.

    Popular blogger, Martins Otse known as VeryDarkMan on Monday appears before a House of Representatives panel probing bribery allegations involving the Economic and Financial Crimes Commission (EFCC) and the Nigerian Correctional Service (NCoS).

    Officials of the EFCC and the NCoS were also presented as the Committees on Financial Crimes and Reformatory Institutions commenced investigation into allegations of bribery and corruption levelled against the anti-graft agency and the prison service by the blogger.

    Recall that in a viral video, VeryDarkMan alleged that controversial cross dresser, Idris Okuneye, popularly known as Bobrisky paid ₦15 million for the anti-graft agency to drop money laundering charges against him during his naira spraying ordeal in April after which a court sentenced him to six months’ imprisonment.

    The blogger also alleged that Bobrisky paid some millions of naira to secure a choice place in prison.

    Bobrisky has since denied the allegations while the EFCC and the Nigerian Correctional Service (NCoS) have ordered investigations into the allegations by the blogger.

    BREAKING: FG suspends prison officers over infractions relating to Bobrisky

    The Board, Nigerian Correctional Service (NCoS), the Nigerian Immigration Service (NIS), the Nigerian Security and Civil Defence Corps (NSCDC) and the Federal Fire Service (FFS) has suspended senior officers of the service.

    This is contained in a statement by the Secretary of the board, Mr Ja’afaru Ahmed, on Thursday in Abuja.

    The secretary stated that the officers were suspended following the viral video trending on social media on their alleged infractions of the NCoS relating to Mr Idris Okuneye, AKA Bobrisky.

    The officers involved are: Michael Anugwa, Deputy-Controller of corrections, in-charge of Medium Security Custodial Centre (MSCC), Kiri-kiri, Lagos, and Sikiru Adekunle, Deputy-Controller of corrections (DCC), in-charge of Maximum-Security Custodial Centre (MSCC), Kiri-kiri, Lagos.

    According to him, the board has also suspended ASC II Ogbule Obinna, serving at the Medium Security Custodial Centre (MSCC), Afikpo, Ebonyi.

    This, he said, was based on allegation that he accompanied a convicted inmate out of the custodial centre to a location outside the facility.

    In another related development, the board has equally suspended another senior officer of the service, Iloafonsi Ikechukwu, Deputy-Controller of Corrections (DCC), in-charge of Medium Security Custodial Centre (MSCC), Kuje- Abuja, for allegedly receiving monies on behalf of an inmate.

    Ahmed added that the suspension of the officers was to allow for further investigation on the various allegations against them while assuring that the outcome would be made public when concluded.

    The Minister of Interior, Dr Olubunmi Tunji-Ojo, has directed an unconditional and comprehensive investigation into the allegations of bribery and corruption within the Nigerian Correctional Service (NCoS).

    This is contained in a statement by the Special Adviser to the minister, Mr Babatunde Alao, on Wednesday in Abuja.

    Alao stated that Tunji-Ojo unequivocally condemned the alleged reprehensible behaviour, emphasising that any form of indiscipline, unprofessionalism, and corruption would be met with zero tolerance and severe consequences within the paramilitary services under the ministry’s purview.

    “The ministry will not tolerate any compromise on its core values of integrity, transparency, and accountability.

    “We will leave no stone unturned in rooting out corruption and ensuring that those found culpable face the full wrath of the law,”Tunji-Ojo said.

    Meanwhile, the minister has constituted a special investigative team headed by the Permanent Secretary of the ministry, Dr Magdalene Ajani, to probe the allegations and submit a comprehensive report.

    Tunji-Ojo reassured the Nigerians that the investigation would be rigorous, transparent, and impartial, and that appropriate disciplinary actions would be taken against any personnel found guilty.

    The Nigerian Correctional Service (NCoS) has declared 281 inmates missing after evacuation of inmates by officers of the service with support from sister security agencies to a safe and secure facility.

    This is contained in a statement issued by the Service Public Relations Officer (SPRO, Mr Abubakar Umar on Sunday in Abuja.

    The NCoS also said that seven other inmates had been recaptured.

    Umar said that the service was in custody of the details of the missing inmates, including their biometrics.

    “The flood brought down the walls of the correctional facilities, including the medium security custodial centre Maiduguri (MSCC) as well as the staff quarters in the City.

    “Upon the evacuation of inmates by officers of the service with support from sister security agencies to a safe and secure facility, 281 inmates were observed to be missing.

    “However, it is important to note that the service is in custody of their details, including their biometrics, which is being made available to the public.

    “The service is working in synergy with other security agencies as both covert and overt deployments have been activated to look out for them.

    “Presently, a total of seven (7) inmates have been recaptured and returned to custody, while efforts are on ground to track down the rest and bring them back to safe custody.

    “While this effort is on, the public is assured that the incidence does not impede or affect public safety” he said.
