    We’ll investigate fight between our operatives, prison officers – DSS

    The Department of State Services (DSS) has promised to investigate the fight between its operatives and the men of the Nigerian Correctional Services (NCoS)  at the Federal High Court in Ikoyi, Lagos on Tuesday.

    DSS said that it didnt break any law in its handling of the case of former Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, at the Federal High Court in Lagos.

    The agency described the fight between its operatives and those of NCoS as unfortunate.

    TheNewsGuru.com reports that Operatives of the secret police and NCoS fought over who should take Emefiele into custody at the Federal High Court in Lagos on Tuesday.

    Reacting, DSS spokesman Peter Afunanya said the agency would not encourage such an action from its operatives.

    In a statement, Afunanya said: “The public will recall that Mr Godwin Emefiele, suspended CBN Governor, was arraigned at the Federal High Court, Ikoyi, Lagos, on 25th July, 2023.

    “The Service has noted the incident that took place between its staff and those of the Nigerian Correctional Service (NCoS) and wish to state as follows:

    “The incident was unfortunate and does not in any way reflect the professional disposition of the DSS; the Service did not and would never encourage the incident under reference.

    “The Service has tremendous respect for the judiciary as an arm and institution of government and will not go out of its way to undermine it.

    “The DSS recognises the judiciary as a critical component in nation-building, national development, and security management. Also, the Service has robust working relationship with sister security and law enforcement agencies, including the NCoS; while noting that the personnel from both agencies exhibited undue overzealousness, the Service has further initiated detailed investigations into the matter.

    “This is with a view to identifying the role played by specific persons, as well as undertaking disciplinary actions if necessary, and drawing some lessons going forward.

    “For emphasis, the DSS has not broken any laws in handling the Emefiele case, despite efforts by some elements to skew the narratives to the contrary.”

    NCoS speaks on officers borrowing money from inmates

    The management of the Nigerian Correctional Service (NCoS) has dismissed as false and unfounded, claims that its personnel were collecting loans from inmates of custodial centres.

    The Service Public Relations Officer, Assistant Comptroller of Corrections Mr Abubakar Umar, dismissed the claim in an interview NAN on Monday in Abuja.

    According to him, NCoS personnel have more credible sources of obtaining loan facilities.

    Umar also said that the claim made in an online media, insinuating that the personnel were being paid less salaries than their counterparts in other paramilitary services in the ministry of Interior, was also false.

    It was gathered that a Correctional Officer was reported to have written to President Bola Tinubu to complain about alleged corruption and poor remuneration in the service.

    The aggrieved personnel claimed that they were being poorly paid and treated unfairly unlike their colleagues in other services under ministry.

    According to the officer, the situation had forced some of the personnel to now depend on inmates to feed their families.

    Umar, however dismissed the allegations, saying that those behind it wanted to distract the NCoS from the current reforms and transformations being undertaken by the management headed, by the Comptroller General, Haliru Nababa.

    He said it was important to set the records straight and clear whatever doubts the malicious report would have created.

    Umar explained that salaries of officers and men of the NCoS are fixed by the Revenue Mobilisation, Salaries and Wages Commission, just like other paramilitary services under the ministry.

    “It is therefore, ridiculous to say that staff of the NCoS receive less than their counterparts in other services in the ministry of interior.

    “Secondly, the infantile authors should know that salaries are paid directly to beneficiaries’ accounts, therefore, no Chief Executive, including the Comptroller General, has access to staff salaries and least to imagine deduction from same.

    “Without being immodest, evidence of significant projects aimed at improving the welfare of staff by the Comptroller General since his assumption of office, abound.

    “To the best of my knowledge, the allegation that personnel collect loans from inmates is not true as personnel have more credible sources of obtaining loan facilities, ” he said.

    The NCoS spokesman explained that the Service runs a Microfinance Bank which provides soft loans and financial services for staff to meet personal and family needs.

    He said this was in addition to the drive of the Comptroller General to shore up accommodation through the construction of new barracks, and reconstruction of dilapidated ones in several commands.

    “It is also on record that the Corrections Welfare Insurance Scheme has continued to provide succour and soft-landing to staff that sustained injury or paid the ultimate prize while on duty.

    “In addition, the Comptroller General, through the Corrections Cooperative Society, has floated a mass housing programme for personnel of the Service.

    “This will see staff own their own houses in any location of their choice in Nigeria.

    “Currently, construction of housing estates under the programme has commenced in Kuje and KYC estates in the Federal Capital Territory, Abuja, ” he said.

    Umar said the service had also constructed and renovated office buildings in various state commands to boost the morale of personnel to perform their duties effectively and efficiently

    “In the same vein, significant logistical support have been provided to promote efficiency among the personnel.

    “These include operational vehicles recently distributed to all Armed Squad Commanders in states to boost rapid response in and around our facilities nationwide,” he added.

    Umar enjoined the public to disregard the malicious reports as they are mere figments of the author’s imagination.

    The NCoS spokesman assured that service would not relent in improving the well-being of both staff and inmates.

    He enjoined the media to be professional and responsible, and endeavour to confirm the validity of information before publishing.

    Police arrest 2 Kuje jail escapees in Adamawa

    The Adamawa Police Command has arrested two inmates who were among those who escaped from Kuje Correctional Centre in July 2022.

    SP Suleiman Nguroje, the command spokesperson said this in a statement issued on Monday in Yola.

    He said that the escapees identified as Atiku Ibrahim, 37, and Adamu Ibrahim, 40, were arrested by Police Crack Squad on May 19.

    “The escaped suspects were arrested for cattle rustling and other nefarious activities.

    “During interrogation they confessed to have been in Kuje Correctional custody since 2021, following allegation of arms dealing against them.

    “They also confessed to have escaped to Adamawa, until their arrest.

    “They further stated that they were awaiting trial in Kuje in a case of arms dealing and unlawful possession of firearms.”

    Nguroje said that the Commissioner of Police, Afolabi Babatola directed that the escapees be handed over to the Nigeria Correctional Service (NCoS), Adamawa Command.

    Recall that the command had in July 2022 arrested another Kuje escapee and handed him over to the NCoS.

    Buhari’s foresight gave Nigeria Correctional Service a new face – official

    The Nigeria Correctional Service (NCoS) has said that President Muhammadu Buhari’s foresight gave the service a new face that has enhanced commitment to duty.

    The National Public Relations Officer (NPRO) Assistant Controller of Corrections, (ACC) Umar Abubakar said this in an interview on Sunday in Abuja.

    Abubakar said that President Buhari’s massive support has brought about a lot of changes that were evident in the service, adding that the new face currently unveiling was a work in progress.

    He said ” I want to use this opportunity to appreciate President Buhari for his foresight in ensuring that there is a new face of NCoS.

    “There are a lot of changes that have been done and still ongoing.

    “I will refer to it as a work in progress because it is just part of the 2019 NCoS Act that was signed into law that brings about some of these changes.

    “This is not a change in just uniform of the officers and men, or that of the inmates or even the change of logo, but a change in attitude, foresight, strength, energy to bring out the best from the service.

    “So the personnel are ready to work and I’m sure that with this new changes, it will enable us give to the country the best in terms of security management of our dear nation, “he said.

    Speaking about the the current status of the new custodial centres being constructed, Abubakar said that the one in Kano which was 3000 capacity facility was expected to be commissioned soon.

    The NPRO said that the Kano custodial centre was almost 90 per cent completed while that of Karshi, in Federal Capital Territory (FCT) was also near completion.

    “The Minister of Interior, Mr Rauf Aregbesola put it at almost 65 to 70 per cent level of completion the last time he visited.

    “It is expected that before the end of May, when the current president would be leaving  office, it will be completed.

    “Also the one taking place in Bori, Port Harcourt has gone far, but I think there is more work to be done there.

    “Above all, I’m sure the three should be completed possibly before the end of the present administration,” he said.

    Newsmen report that President Muhammadu Buhari changed the name of the Nigeria Prisons Service (NPS) to Nigerian Correctional Service (NCoS) after signing the NCoS Act 2019 into law.

    Newsmen also reports that the Federal Government said it would establish six modern custodial facilities in the six geo-political zones in the country to address curreny congestion in custodial centers .

    FG to replace prison officers that “cannot shoot to kill”

    Rauf Aregbesola, the Minister of Interior, has ordered that the Nigerian Correctional Service should train or replace officers who ‘cannot shoot to kill’.

    Aregbesola gave the directive on Monday, December 5, while unveiling the new service logo and uniforms and the commissioning of new staff quarters, ICT infrastructure and operational vehicles at the Service headquarters.

    The Minister who rewarded twenty-five personnel who displayed gallantry to repel a bandits’ attack on a custodial facility in Niger State at the event, commended them for their act of gallantry. He also expressed dismay that some personnel in other custodial centres chickened out when faced with attacks by criminals.

    Aregbesola stated that the custodial centres are now red zones and personnel should shoot to kill whenever an intruder attempts an attack.

    He said;

    “Riffles are not for play, they’re meant to kill criminals. Any officer that cannot shoot to kill, any lilly-liver officer that cannot shoot on the head should be trained or replaced.

    “Criminals should not sustain injuries. Those people who cannot shoot to kill, if you don’t want to dismiss them, redeploy them to female prisons.

    “People who will be in maximum and medium custodial centres must be tough.

    “We’ve had too many embarrassing attacks and we must put a stop to it.”

    He also said that most of those wrecking havoc in the South-East region of the country are escapees from the custodial centres in Imo State.

    The Minister further added that anyone who tries to attack any custodial centre should pay the supreme price going forward.

    Maina is feigning ailments to escape from custody – Aregbesola, NCoS tell court

    The Minister of Interior, Mr. Rauf Aregbesola, and Haliru Nababa, Controller General (C-G), Nigeria Correctional Service (NCoS), say Abdulrasheed Maina is feigning ailments to aid his escape from lawful custody.

    The minister and the C-G made the allegation in their joint counter affidavit in opposition to Maina’s originating motion filed before Justice Inyang Ekwo of a Federal High Court, Abuja.

    In the application marked: FHC/ABJ/CS/1719/22, dated and filed Oct. 31, the duo said “it has become glare from intelligence report at their disposal that the applicant (Maina) only feigns the ailments for him to be taken out of the custodial facility to aid his escape from lawful custody.”

    The application was deposed to by Chief Superintendent of Correction, Diamond Bako, who was an officer in charge of clinic at Kuje Medium Security Custodial Centre.

    The News Agency of Nigeria (NAN) reports that Maina, the former Chairman, defunct Pension Reform Task Team (PRTT), had, on Oct. 17, filed a motion ex-parte marked: FHC/ABJ/CS/1729/2022.

    Maina (the applicant) listed the minister and the C-G of NCoS as 1st and 2nd respondents respectively, in a motion dated and filed on Sept. 27.

    Maina, who is currently serving an eight-year jail term at Kuje Prison for pension fraud to the tune of N2 billion, had told the court that he is suffering from a life-threatening disease in the prison and he needs urgent medical attention.

    The ex-pension reformed boss prayed court for an interim order directing the minister and the C-G, via their staff or agents, to immediately take him to a reputable and recognised hospital for treatment of his life-threatening diseases pending the hearing and determination of his originating motion.

    Reacting, the respondents, in the counter affidavit, said contrary to Maina’s claim, he was never refused access to medical services, but that Maina would not be allowed to hide under medical services to escape from lawful custody.

    They described the medical reports he produced as “self-induced.”

    “The exhibits attached to the affidavit in support of the applicant (Maina)’s originating motion only goes to shows that, contrary to the claims of the applicant that he was denied access to medical facilities, the applicant had access to medical attentions at the University of Abuja Teaching Hospital, where he has severally been attended to; and the exhibits amply bore out these facts.

    “Contrary to paragraph 13 of the affidavit in support of the applicant’s originating motion, there was no time the applicant collapsed in Kuje Medium Security Custodial facility;

    “The applicant, on several occasions, made self-induced complaint about his health and he was taken (not rushed) to a specialised and reputable hospital for medical services.

    “He was kept in the hospital for several hours without any sign of readiness on the part of the hospital management to attend to him.

    “While in the hospital, he was visited by several friends and relatives who sat with him, chat with him and he was engulfed in conversation with them, laughing occasionally, without any sign of any ailment and/or pain.

    “When after several hours of waiting and effort by the operatives of the 2nd respondent (NCoS’ C-G) to the management of the hospital to come forward and attend to him failed, it became obvious that the referral to the hospital was a mere gimmick to take the applicant out of lawful custody.

    “It was at that point the operatives of the 2nd respondent received a confidential, top secret intelligence report that the applicant must as a matter of expediency quickly removed from the hospital and return to the custodial centre, otherwise, armed gunmen suspected to be loyal to the applicant will strike and take the applicant away to unknown destination,” they alleged.

    “It was on the face of this high power spy, intelligence report bothering on possible plan to snatch the applicant away from the few operatives of the 2nd respondent on ground at the hospital, and in order to avoid this imminent danger that the applicant was returned to the yard to forestall the danger of attack,” they alleged.

    They said that Maina, who was arraigned on Oct. 25, 2019, on a 12-count charge though pleaded not guilty, he, however, jumped bail after being granted the bail on health grounds.

    They said that Sen. Ali Ndume, who stood as Maina’s surety, was remanded in Kuje prison until Maina was rearrested.

    The minister and the C-G told the court that Maina was only raising false health alarms.

    Upon resumed hearing on Wednesday, Maina’s lawyer, Ibrahim Idris, SAN, informed that the respondents’ lawyer, Abdulmumin Muhammad, had just served him with his application.

    Justice Ekwo adjourned the matter until  Nov. Friday for hearing.

    Ex-Plateau State Governor, Senator Joshua Dariye, has said his conviction over misappropriation of funds was politically motivated.

    TheNewsGuru.com, (TNG) recalls the former governor who was granted presidential pardon was eventually released from Kuje correctional facility last August.
    The former Plateau number one citizen revealed this during a chat with a national television program.

    He said: “My issue was political in the sense that the same charge was taken to Kaduna High Court, Justice Liman dismissed that case,” he said.

    “They were not happy, they carried the same document to the Plateau State House of Assembly and the whole amount we are talking about is N1.1 billion.”

    Dariye gave a breakdown of the amount he was accused of, saying N800 million went into the Plateau State account, N100 million was disbursed to the Peoples Democratic Party (PDP) South-West, N100m went to the campaign organisation of ex-President Olusegun Obasanjo among others.

    On the exact money missing, the ex-governor put the figure at just N4 million, describing the sum as the commission on turnover.

    According to the former Plateau governor, he would have laundered the money in commission and turnover if he wanted to steal.

    He added, “The judge asked if Mr Dariye wanted to convert money into his personal use, will he use his letterhead and write the bank ‘Pls distribute as follows?’”

    “I am a chartered accountant and I wouldn’t have been that foolish. If I wanted to steal, I would have lodged the money in Commission and turnover but that never happened.

    “But because it was politically motivated, the other vehicle of prosecution – EFCC – became the only veritable tool. I don’t think there was any sense of justice but I leave the rest to God. Time will tell.”

    Dariye was convicted of stealing N1.16 billion while serving as Plateau governor from 1999 to 2007 and was sentenced to 14 years in prison. But his term was eventually reduced to 10 years by the Court of Appeal in Abuja, while his conviction was affirmed by the Supreme Court.

    He, alongside ex-Taraba governor, Jolly Nyame, was granted a presidential pardon by President Muhammadu Buhari in April. They were however released by the Nigerian Correctional Service (NCoS) on August 8.

    The Nigerian Correctional Service (NCoS), FCT Command, has begun a joint interagency stimulation training to secure all custodial centres in the territory.

    The Public Relations Officer (PRO) of the command, Mr Chukwuedo Humphrey said this in a statement on Sunday in Abuja.

    Humphrey said that the maiden joint interagency simulation training was conducted at the Kuje custodial centre.

    He said that the stimulation training involved the Correctional Service armed squad, Military, Police, Civil Defence and Immigration service personnel.

    According to him, the simulation training was one of the strategies adopted during the last meeting of security heads in the Federal Capital Territory (FCT).

    “This is to evaluate the security situation in Kuje Custodial Centre and put adequate measures to avoid a repeat of the unfortunate July 5, 2022 jail attack,” he said.

    Humphrey quoted the NCoS Controller, FCT command, Mr Ahmed Musa as encouraging the team to work together and make the custodial centres impenetrable.

    The CG advised people living around the custodial centre not to panic because of sound of gunshots during the simulation exercise, which will be done periodically to boost the alertness of personnel.

    NCoS reveals cause of death of inmate in Kuje prison

    The Nigerian Correctional Service, (NCoS) FCT Command, has confirmed the death of an inmate of Kuje Custodial Centre, after a protracted illness.

    This is contained in a statement by the Public Relations Officer of the command, Mr Chukwuedo Humphrey, on Monday in Abuja.

    Humphrey said that the inmate was admitted into Kuje custodial centre in 2019 and upon mandatory medical examination, he was diagnosed of some chronic ailments.

    He said that the inmate was immediately placed on special medical management by a combined team of medical personnel in the facility.

    This, he said, was as well as occasional referrals to the University of Abuja Teaching hospital, Gwagwalada, when necessary.

    “Unfortunately, when the inmate’s health deteriorated over the weekend, all efforts by the medical personnel to resuscitate him failed.

    “A peaceful prayer session is being organised by the staffers and fellow inmates of the deceased for the repose of his soul, ” he said.

    Humphrey quoted the Controller of the command, Ahmed Musa, as expressing his condolences to the family and friends of the late inmate.

    Musa reinstated his commitment to putting the health and general welfare of inmates and staffers as topmost priorities.

    He further advised those on special medical attention to ensure strict adherence to expert instructions to overcome health challenges since drugs were available to them at no cost.

    3,852 officers of Nigerian Correctional Service promoted

    At least, 3,852 officers and other personnel of the Nigerian Correctional Service (NCoS) have been elevated to the next ranks.

     

    It was gathered that the promotion was approved by the Civil Defence, Correctional, Fire and Immigration Services Board (CDCFISB).

     

    According to a statement issued in Abuja, the promotion of the 3,852 officers and men of the rank of Inspectors of Corrections (IC) and Assistant Controllers of Corrections, to the next ranks was effective from 1st January, 2020.

     

    Statistics from the promotion result shows that a total of 48 Assistant Controllers of Corrections (ACCs) were promoted to Deputy Controllers of Corrections (DCC) while 66 Chief Superintendents of Corrections (CSCs) got elevated to the rank of Assistant Controllers of Corrections (ACC), the statement signed by the Public Relations Officer, Umar Abubakar said.

     

    Others are 197 Superintendents of Corrections (SCs) elevated to the rank of Chief Superintendents of Corrections (CSC); 307 Deputy Superintendents of Corrections (DSCs) promoted to Superintendents of Corrections (SCs); 441 Assistant Superintendents of Corrections (ASC I) elevated to the rank of Deputy Superintendent of Corrections (DSC), he added.

     

    According to Abubakar, 1,175 Assistant Superintendents of Corrections (ASC II) were promoted to Assistant Superintendents of Corrections (ASC I) while 1,209 Inspector of Corrections (IC) were promoted to the rank of Assistant Superintendent of Corrections (ASC II).

     

    He said: “others include 17 Inspectors of Corrections (IC II) promoted to ASC II, and a total of 392 officers who acquired additional qualifications were upgraded from Assistant and Inspectorate cadres to the superintendent cadre.

     

    “The Controller General of Corrections, Haliru Nababa, congratulated the promoted officers and charged them to see their elevations as a call for more work and dedication to duty.

     

    “He therefore implored them to justify their elevation by adding value to service delivery. He assured all officers and men of his commitment and zeal towards improving staff welfare so as to motivate them to carry out their duties effectively and efficiently.”
