    3852 Correctional officers promoted to new ranks

    The Civil Defence, Corrections, Fire and Immigration Services Board (CDCFIB), has approved the promotion of 3852 officers of the Nigerian Correctional Service (NCoS) to various ranks.

    This is contained in a statement by the Service’s Public Relations Officer (SPRO), Mr Umar Abubakar, on Saturday in Abuja.

    Abubakar said that the service the officers and men were promoted from Inspectors of Corrections (IC) and Assistant Controllers of Corrections, to their next ranks.

    He said that statistics from the promotion result showed that a total of 48 Assistant Controllers of Corrections (ACCs) were promoted to Deputy Controllers of Corrections (DCC).

    The spokesperson also said that 66 Chief Superintendents of Corrections (CSCs) got elevated to the rank of Assistant Controllers of Corrections (ACC).

    “Others are 197 Superintendents of Corrections (SCs) elevated to the rank of Chief Superintendents of Corrections (CSC); 307 Deputy Superintendents of Corrections (DSCs) promoted to Superintendents of Corrections (SCs).

    “441 Assistant Superintendents of Corrections (ASC I) elevated to the rank of Deputy Superintendent of Corrections (DSC); 1,175 Assistant Superintendents of Corrections (ASC II) promoted to Assistant Superintendents of Corrections (ASC I)

    “1,209 Inspector of Corrections (IC) were promoted to the rank of Assistant Superintendent of Corrections (ASC II), ” he said.

    According to him, others include 17 Inspectors of Corrections (IC II) promoted to ASC II, and a total of 392 officers who acquired additional qualifications were upgraded from Assistant and Inspectorate cadres to the superintendent cadre.

    Abubakar quoted the Controller General, NCoS, Mr Haliru Nababa, as congratulating the promoted officers.

    He also charged them to see their elevations as a call for more work and dedication to duty.

    Nababa implored them to justify their elevation by adding value to service delivery.

    He assured all officers and men of his commitment as well as zeal towards improving staff welfare so as to motivate them to carry out their duties effectively and efficiently

    Correctional Service releases Ex-Governors Dariye, Nyame

    The Nigerian Correctional Service (NCoS) Federal Capital Territory (FCT) Command has released two former governors, Joshua Dariye and Jolly Nyame, as well as three others from costodial centres.

    The Public Relations Officer, FCT command, Mr Chukwuedo Humphrey disclosed this to newsmen on Monday in Abuja.

    Humphrey said that the letter of their release was sent to the command by the Presidential Prerogative of Mercy Committee on Monday.

    He said that the two former governors were pardoned on ill health and age grounds and were released immediately, but did not disclose the names of the three others

    “We have no right to hold them further as soon as we have the letter of clemency from the presidency.

    “If we do, it will be against their fundamental human rights.

    “They have left the facility today. We got the warrant of release today and have done the needful.

    “Dariye and Nyame were in Kuje custodial centre while the three others were in Suleja custodial centre,” he said.

    Newsmen reports that the ex-governors were among the 159 prisoners pardoned by the Council of State during a meeting presided over by President Muhammadu Buhari in Abuja on April 14.

    Jolly Nyame, 66, ex-governor of Taraba from 1999 to 2007, was serving a 12-year jail term at the Kuje prison over misappropriation of funds while he was in office.

    Mr Joshua Dariye, 64, who governed Plateau between 1999 and 2007, was also jailed for corruption during his time as governor between 1999 and 2007.

    Inmates: Correctional service urges INEC to extend voting rights

    The Controller General of the Nigerian Correctional Service (NCoS), has urged the Independent National Electoral Commission (INEC) to extend voting rights to inmates to allow them to exercise their civic responsibilities as Nigerians.

    He made the appeal when he led the management of the service on a visit to the INEC headquarters in Abuja.

    Nababa, who was represented by Assistant Comptroller General (ACG) Daniel Odharo, said that the meeting with INEC was to work out the modalities for the inmates to vote in the 2023 elections in line with the recent court ruling.

    Recall that the court recently gave a judgment in favour of inmates to vote in elections.

    “The modalities to meet the process needs to be worked out and so we need to be here to discuss with INEC to find out how this process can be achieved,” Nababa said.

    On his part, INEC Chairman, Prof. Mahmood Yakubu said that the commission was committed to inclusivity including the rights of inmates to vote during elections.

    Yakubu cited Kenya and South Africa as two countries in Africa that had extended such rights  to inmates,

    He said while INEC had no issue against inmates voting in Nigeria, there were critical issues that must be considered, saying the Electoral Act 2022 spell out the criteria for registration as a voter including being free and not legally incapacitated.

    “Let me start with the legal framework. Section 12(1) of the Electoral Act 2022 lists five qualifications for registration as a voter in Nigeria because you have to register as a voter before the right to exercise that right as a voter is conferred.

    “Number one, the prospective registrant must be a Nigerian citizen. Number two, he or she must be 18 at least. Number three, he or she must originate, reside or work in the local government or ward covered by the registration centre or the point of registration.

    “Number four that citizen of Nigeria must present himself or herself to the registration officer for registration as a voter.

    “Number five, which is really critical to our discussion today is that he or she must not be subject to any legal incapacity to vote under any law, rule, or regulation imposed in Nigeria.

    “So this is one area that we need to discuss so that we know the categories of inmates that will exercise the right to vote.

    “We need to work things out carefully. We want transparency in the process. Because everything that we do in the commission, particularly when it comes to the rights of citizens to vote, must be done transparently.”

    Yakubu said that there are certain questions that must be answered in considering the request such as will the inmates vote outside the prison or inside the prison?

    “So are we going to set up polling units inside the prisons or there will be polling units outside the prisons?”

    Yakubu said since the majority of inmates are awaiting trial, the Commission believes that some of them are already registered voters, while some are not registered.

    “If they are registered voters, they can’t be registered. What they will do is transfer their registration. Will they transfer their registration to the correctional centres for that reason?

    “Will political parties be allowed to campaign inside the correctional centres? This is a matter that we need to advise the commission.

    “Will observers and the media be allowed access to the correctional centres on election day so that the process is really transparent?

    “Will INEC officials be granted access to the correctional centres for voter education? This is a matter that we need to discuss?

    “Will election holds in all 218 Federal Correctional centres currently holding inmates nationwide? Or there are some correctional centres where this process can start instead of over 218.

    “We understand that some of the correctional centres are not holding inmates at present. So the process be allowed to cover all the 218 centres?

    “So these are some of the issues that we need to carefully discuss and resolved before a decision is taken.

    “But in principle, the commission is committed to ensuring that all Nigerians are given the right to vote and be voted for but in this particular case, the right to vote, which is exercisable under the law.

    “ The sooner we are able to address these issues, the better for the process,” Yakubu said.

    He said that while the critical thresholds for 2023 may not be met, the two agencies would continue with the discussion on what could happen beyond 2023.

    The Nigerian Correctional Service, Rivers Command, led by the Controller of Corrections, Felix Lawrence, on Tuesday had a show of force in partnership with the  Nigeria Army, Nigeria Airforce and the Nigeria Navy.
     DSC J Ofoni, Public Relations Officer, Corrections, Rivers State Command, in a statement, spoke on behalf of Lawrence.
    “This show of force is meant to sensitise the inmates and communities in and around Port Harcourt metropolis that the Custodial Centres have been declared a red flag zone.
    “And on red alert for all who think of attacking the centres and to ward off any would-be attacker.”
    Also, the Deputy Controller of Corrections, in charge of Port Harcourt Maximum Custodial Centre, Etim Effiong, said that it was better to be proactive than preventive.
    He appreciated the joint operation of the Military for finding time to partake in the operation.

    Kuje Prison: NCoS speaks on whereabouts of Osinachi’s husband, Wadume after jailbreak

    The Nigeria Correctional Service (NCoS) has dismissed reports that Peter Nwachukwu, husband of the late gospel singer, Osinachi, and a suspected kidnap kingpin, Hamisu Bala (a.k.a. Wadume), escaped from custody during July 5 jailbreak at Kuje Custodial Centre, Abuja.

    The Public Relations Officer, FCT Command, NCoS, Mr. Chukwuedo Humphrey, disclosed on Tuesday in Abuja that the two inmates were still in custody.

    Some media reports had claimed that Osinachi’s husband and Wadume escaped during July 5 terrorists attack on the custodial centre.

    According to reports, the terrorists, who attacked the custodial centre, freed about 879 inmates.

    Humphrey said that the clarification became necessary in view of a publication by an online medium alleging that Wadume and Osinachi’s husband escaped.

    “The story is false, reckless, and mischievous. They are still in custody.

    “Efforts are ongoing to recapture all fleeing inmates.

    “The Controller-General, NCoS, Haliru Nababa, is determined to continue to upscale inmates’ welfare and safety, ” he said.

    NAN reports that a Federal Capital Territory High Court had ordered the remand of Osinachi’s husband at the custodial centre in connection with the singer’s death in April.

    Hamisu Bala was arrested in August 2019 by the Intelligence Response Team over the alleged supply of arms and ammunition to terrorists.

    Kuje jailbreak: Two inmates recaptured in Abuja, Suleja

    Two inmates who escaped from the Medium Security Correctional Centre, Kuje, on July 5, following an attack on the prison facility have been recaptured.

    The two inmates were recaptured at different locations, according to the National Drug Law Enforcement Agency (NDLEA) and the police command in Niger.

    Recall that scores of terrorists had on July 5, launched a daring attack on the facility and bombed their way in. They freed 879 inmates among whom were about 64 who had terror-related charges preferred against them.

    In a statement issued on Monday in Abuja, the Director, Media and Advocacy NDLEA, Mr Femi Babafemi said that one of the fleeing terror suspects, Suleiman Sidi, was arrested in the early hours of Monday July 11.

    Babafemi said that Sidi was arrested at Area 1 motor park, in the Federal Capital Territory while attempting to board a commercial vehicle to Maiduguri, Borno state.

    “When he was searched, three wraps of cannabis sativa were found on him. During preliminary interview, the wanted terror suspect confirmed he was remanded at the Kuje Correctional Centre for terrorism and robbery charges

    “He added that he was indeed one of the inmates who escaped from the facility last Tuesday,” the NDLEA spokesman said.

    Meanwhile, retired Brig.-Gen. Buba Marwa, the NDLEA Chairman, has commended officers and men of the FCT Command of the Agency for the arrest.

    Babafemi quoted Marwa as directing that the arrested fugitive should be immediately handed over to the Nigerian Correctional Service (NCoS).

    Meanwhile, the police command in Niger has recaptured one of the inmates in Suleja who escaped during the recent jailbreak at the Kuje Medium Security Correctional Centre in Abuja on July 5.

    A statement issued in Minna on Monday by the command’s Public Relation’s Officer, DSP Wasiu Abiodun, said that a patrol team on surveillance between the General Hospital, Suleja and Bakassi, arrested the fugitive on July 9 at 8:30p.m.

    He explained that based on credible intelligence, the police patrol team stormed an identified compound and arrested one Kazeem Murtala aged 54 years.

    During interrogation, the inmate confessed that he escaped from Kuje Custodial Center during the attack and had been in custody for two years for an offence he committed.

    Meanwhile, the Commissioner of Police, Niger Command, Mr Monday Bala Kuryas, has commended the efforts of the patrol team.

    The statement quoted Kuryas as directing that the inmate should be handed back to the custodial center, which has been complied with.

    The CP equally appreciated members of the public for giving useful intelligence to the Police that facilitated the quick arrest of the fleeing fugitive.

    The command urged residents to continue to support with reliable information that could aid in apprehending other suspected criminals and to combat crime and criminality in the state.

    The Nigerian Correctional Service (NCoS) has dismissed reports that fleeing inmates from the Medium Security Custodial Centre, Kuje, during the attack, stole money (local and foreign currencies) belonging to their fellow inmates

    The Service Public Relations Officer (SPRO), Mr Abubakar Umar confirmed this in a statement on Saturday in Abuja.

    Some media reports had alleged that personnel at the Kuje Custodial Centre could not account for the sums of N82 million and $36,000 cash belonging to inmates.

    Scores of terrorists had on July 5, launched a daring attack on the facility, bombing their way in.

    They freed 879 inmates, among whom were at least 64 who terror-related charges are on their necks.

    Umar however, explained that its personnel did not keep such huge sums within custodial facilities.

    He said that the clarification became imperative against the misleading narrative the unfounded information had generated and the diversion of attention from addressing the challenges at stake.

    According to him, all Inmates’ cash deposited in the custody of the authorities of the custodial centre was intact and safe.

    “There is an existing instruction from the Controller General , NCoS, Mr Haliru Nababa that all officers superintending custodial centres must not keep huge sums in the facility,” he said.

    Umar reported Nababa as sparing no effort or resources in hunting down all the escapees.

    He added that it was heart-warming that the integrated strategies were yielding favourable results.

    Nababa expressed appreciation to security agencies and patriotic Nigerians whose collaboration was facilitating the recovery.

    He assured the public of his irrevocable commitment to bringing back all escapees to answer for their crimes.

    The NCoS boss appealed to citizens to assist in achieving the task by visiting the NCoS website https://corrections.gov.ng/escapees for the pictures of the escapees and alert the nearest security agency on suspicion or seeing any of them.

    The Nigerian Correctional Service (NCoS) has released the names of the 69 inmates who escaped from the Kuje Custodial Centre in Abuja during the Tuesday night attack by terrorists.

    The Service has accordingly declared the 69 suspects wanted and appealed to the public to volunteer information that could lead to their recapture.

    Kuje Prison Attack: ISWAP claims responsibility, releases video

    Islamic State’s West Africa Province (ISWAP) has  claimed responsibility for the attacks on Kuje prison as they released footage of the hit on the medium Security Custodial Centre.

    Scores of terrorists invaded the prison at about 10 p.m. Tuesday night, operating for more than two hours.

    It was gathered that the attackers stormed the government establishment with bombs, grenades and assault weapons.

    In the footage, the insurgents could be heard rejoicing after breaching the facility; some vehicles are seen on fire.

    During the attack which began around 10:22 pm, the terrorists released 600 inmates, including 15 deadly Boko Haram commanders who masterminded the March 28 attack on the Kaduna-Abuja train at Katari, Kaduna, in which eight persons were killed and over 68 passengers kidnapped.

    The Nigerian Correctional Service (NCoS) confirmed that said out of the inmates who escaped, 443 have been recaptured.

    Public Relations Officer, Umar Abubakar said 551 inmates are currently in the facility with 4 inmates dead and 16 injured.

    An officer of the NSCDC paid the ultimate price, while at least 8 NCoS officers were wounded.

    The Kuje attack came barely hours after a convoy of cars carrying the Advance Team of security guards, protocol and media officers ahead of the President’s trip to Daura for Sallah, came under a terrorist attack.

    The Islamic State’s West Africa Province is a militant group and administrative division of the Islamic State, a Salafi jihadist militant group and unrecognised proto-state. ISWAP is primarily active in the Chad Basin, and fights an extensive insurgency against the states of Nigeria, Cameroon, Chad, and Niger.

    Kuje prison break: Embattled Kyari, other VIPs didn’t escape – NCoS

    The Nigerian Correctional Service (NCoS) has said embattled DCP Abba Kyari and other very important personalities (VIPs) detained in the Kuje Custodial Centre did not escape, following an attack that happened at the facility on Tuesday night.

    TheNewsGuru.com (TNG) reports NCoS Public Relations Officer, Mr Abubakar Umar confirmed this in a statement on Wednesday in Abuja, contrary to an earlier report.

    However, Umar did confirm that four inmates died and 879 escaped during the attack by the unknown gunmen. Umar said that the attackers broke into the Medium Security Custodial Centre using explosive devices through the main entrance and the fence of the facility respectively.

    He said that a personnel of the Nigerian Security and Civil Defence Corps (NSCDC) attached to the Custodial Centre was killed, adding that three personnel of the NCoS were seriously injured.

    “A total of 879 inmates escaped from the facility during the unfortunate attack. As at the time of this report, 443 have been recaptured, 551 inmates are currently in custody, 443 inmates are still at large.

    “Four inmates are dead and 16 inmates sustained various degree of injuries and are being treated at the moment. However, efforts are ongoing to recapture all fleeing inmates, ” he said.

    Umar said that the Service would deploy its Corrections Information Management System (CIMS) in synergy with National Identity Management Commission (NIMC) to track all fleeing inmates and return them to custody.

    He also confirmed to the general public that DCP Abba Kyari and other VIPs held in the facility did not escape, adding that they were presently in custody, hale and hearty.

    After the attack at the Medium Custodial Centre in Agbolongo, Oyo state, the Minister of Interior, Ogbeni Rauf Aregbesola, met with heads of security agencies under his supervision.

    This is where the idea of Joint Security Task force comprising the NCoS , Nigerian Immigration Service (NIS) and the NSCDC  was formed to forstall  further breaches on custodial facilities.

    According to Umar, at the time of the attack on the Kuje facility, 38 military personnel were on ground in addition to that of the Nigeria Police Force, Civil Defence, DSS and our Armed Squad.

    “This is the Minister’s efforts to rejig the security architecture of our facilities. The public is also informed that some of the attackers were killed while some escaped with gunshot wounds.

    “We, therefore, appeal to hospitals and other medical institutions and practitioners to report anyone that comes to them for treatment for gunshot injuries to the nearest law enforcement agency,” he said.

    Umar said the Controller General, NCoS, Mr Haliru Nababa appreciated the efforts of other security agencies for coming to the rescue of the Service in a timely manner.

    Nababa called on the public to volunteer useful information that might lead to the arrest of the fleeing inmates.

    He reassured the public that the unfortunate incident was being handled with every sense of dedication and professionalism.

    He extended his condolence to the families of those who lost their lives during the attack and wished the injured a quick recovery.

    Kuje jailbreak: Rights activist calls for swift action

    Meanwhile, the Country Director of the Advocacy for Justice and Accountability, Mr Ogedi Ogu has called for the fortification of Nigeria’s security architecture to forestall jailbreaks.

    Ogu, also a rights activist and lawyer, was reacting to Tuesday’s jailbreak at the Kuje Correction Centre in Abuja when he also called for quick actions by security agencies to re-arrest fleeing inmates. According to Ogu, the rate of jailbreaks in the country has called for much concern.

    “This is a very dangerous situation for the country. It is expected that where Kuje prison is located ordinarily should be fortified; an attack on the prison, promoted by alleged terrorists, simply shows that our security has been dealt a heavy blow,” he said.

    Ogu said that the jailbreak had caused hardened criminals to be released into the society, urging  urgent actions by security agencies to avoid more attacks.

    “All security stakeholders must wake up and try to infiltrate these elements and ensure that they are neutralised,” he said. According to Ogu, each of the fleeing inmates must be accounted for.

    Earlier, the Minister of Defence, Bashir Magashi had said 64 Boko Haram suspects escaped from the Kuje custodial after the attack on the facility.
