    Why confirmation of NDDC board Chairman, members may delay

    President of the Nigerian Senate, Senator Ahmad Lawan has observed that there may be a delay in the confirmation of nominees for Chairman and members of the board of the Niger Delta Development Commission (NDDC).

    TheNewsGuru.com (TNG) reports Senator Lawan made the observation following a point of order raised on the nomination of the NDDC Board Chairman and members by Senator Ovie Omo-Agege, the Senator representing Delta Central Senatorial District.

    Recall that President Muhammadu Buhari today asked the Senate to confirm the appointment of his Special Adviser on Social Media, Lauretta Onochie who is from a non-oil producing area of Delta State as the substantive Chairman of the Board of the NDCC.

    President Buhari’s letter which was read at plenary by the Senate President named 14 members of the NDDC Board to include: Dimgba Arugba, State representative from Abia (South East); Dr Emem Wilcox Wills, State representative from Akwa Ibom (South South); Elder Sen. Dimaro Denyabofa, State representative from Bayelsa (South South); Hon. Orok Duke,State representative from Cross River (South South) and Dr Pius Egberanmwen, State representative from Edo (South South).

    Others are: Engr. Anthony Okene, State representative from Imo (South East); Hon Gbenga Edema, State representative from Ondo (South West); *Elekwati Dimpa, State representative from Rivers (South South); Alhaji Muhammed Kabir Abubakar, zonal representative from Nasarawa State (North Central); Alhaji Sule Iko Sadiq Sanni, zonal representative from Kebbi State (North West) and Prof. Tahir Mamman, OON, SAN, zonal representative from Adamawa State (North East).

    TNG reports Buhari nominated Chief Dr Samuel Ogboku from Bayelsa (South South) for the position of Managing Director, for a term of two years, to complete the unexpired term of his predecessor; Major General Charles Airhiavbere (rtd) from Edo State (South South) for the position of Executive Director, Finance and Charles B. Ogunmola from Ondo State (South West) for the position of Executive Director, Projects.

    Meanwhile, citing Order 42, the Deputy Senate President, Omo-Agege faulted the NDDC board nomination list sent to the Senate by President Buhari over the absence of a representative from Delta State, which he described as an anomaly.

    Why thanking Buhari for eventually sending the list after almost three years, Omo-Agege said: “Listening to the list read out, I did not hear any name read out as a State Representative to represent Delta State in the board of the NDDC”.

    The DSP went further to say: “By the provisions of Section 2 (1A and 1B), specifically 2(1B) of the NDDC Act, every State of the Niger Delta is supposed to have one member, an indigene of the State, representing the State in the board of the NDDC, as a State representative.

    “Now, the list read out has all of the States represented but Delta State does not have a State representative. So, I will like to appeal to Mr President to graciously reach out to the Executive arm to do the needful, to correct the anomaly”.

    Reacting, the Senate President, Lawan said: “I have taken note and I am using this opportunity to advise the Executive arm of government that because we want to screen and consider the request of Mr President for the nominees to be confirmed, the needful must be done that every State of the Niger Delta is supposed to have one State representative.

    “In the case of Delta, you have the Chairman, you do not have a State representative. We will go strictly by the law establishing the NDDC. Let me also advise the Executive that it is in the interest of the Niger Delta and the entire country that we get that nomination for a State representative for Delta State. Otherwise, this will delay our processes here in the Senate for considering this request”.

    Buhari transmits FCT, NDDC budget to Reps

    President Muhammadu Buhari has transmitted the 2023 statutory budget of the Federal Capital Territory (FCT) and the Niger Delta Development Commission (NDDC) to the House of Representatives for approval.

    Buhari also transmitted to the House, the Code of Conduct Bureau and Tribunal (CCT) and the Constitution of the Federal Republic of Nigeria alteration bills 2022 for consideration.

    This is contained in three separate letters to the house and read by Speaker Femi Gbajabimila at the resumed plenary in Abuja on Monday.

    In the letter, Buhari said the conveyance of the FCT statutory budget which aligned with the Federal Government’s fiscal development policies was pursuant to section 121 of the 1999 Constitution as amended.

    “In the preparation of the Federal Capital Territory’s 2023 budget, the Federal Capital Territory Administration aligns with the federal government’s fiscal development policies.

    “Accordingly, the FCT 2023 budget proposal prioritises improvement in healthcare services, job creation, youth empowerment, social welfare services

    “Others include: education and increased productivity in agriculture in our determination to lift 100 million Nigerians out of poverty,” he said.

    Buhari said he hoped the submission would receive the usual expeditious considerations of the House.

    On the NDDC budget, the letter read: “In accordance with section 18(1) of the NDDC Establishment Act, I forward herewith the 2023 estimate of the NDDC for the kind consideration and passage of the House of Representatives.”

    For the CCT and Constitution alteration bills, Buhari said the aim was to ensure effective performance of the functions of the bureau and assist the tribunal in the effective and speed dispensation of cases.

    “The Constitution of the Federal Republic of Nigeria alteration bill 2022 aims to ensure the effective performance of the functions of the Code of Conduct and assist the Code of Conduct Tribunal in the effective and speed dispensation of cases.

    “Also, we hope that the House will as usual in its manner considers this submission for passage into law,” he said.

    Revisit original intentions of NDDC birth – Gov. Uzodimma

    Gov. Hope Uzodimma of Imo has urged the leadership of the Niger Delta Development Commission (NDDC ) to revisit the original intentions for the setting up of the orgsanisation.

    The governor gave the advice when he received in audience the Acting Managing Director of the NDDC, Mr Emmanuel Audu -Ohwavborua.

    This is contained in a statement release d on Saturday in Owerri by the Chief Press Secretary to the Governor, Mr Oguwike Nwachuku.

    Uzodimma noted that the past NDDC leadership resorted to maintenance approach to solving problems affecting the member-states, as opposed to projects conception and implementation.

    He expressed regrets that in the area of interventions, some of the states such as Imo, as a critical stakeholder in oil and gas sesctor, had not been treated fairly.

    According to him, during the Covid-19 pandemic when the commission was expected to come to the aid of the state, it was nowhere to be seen even though it featured prominently in the other NDDC states.

    He urged Audu-Ohwavboua that in commission’s emergency programme, ahead of the Yuletide, there was the need to intervene immediately in the Elele-Owerri corridor of the old Owerri-Port Harcourt Road, as well as the Mgbidi-Awomama axis of Owerri-Onitsha Road.

    He also solicited the intervention of the NDDC in the flood-ravaged communities of Imo such as Ohaji/Egbema and Oguta, as a way of further cushioning the effects of their hardships.

    He expressed delight over the appointment of Audu-Ohwavboua, describing him as “able, capable and possessing a good knowledge of the terrain”.

    He urged him to bring his wealth of experience to bear in solving the problems of the NDDC, an organisation he described as a “child of circumstance set up to alleviate the sufferings of the oil producing states.”

    “What is good for the goose is good for the gander. Go back to the original intention of setting up the commission so that the impact will be felt by our people.

    “We have observed marginalisation. None of the oil producing states should be marginalised. We must get justice, we must get equity, we must get even distribution of amenities. You should address marginalisation in the NDDC.

    “Each time they say we are a member, why is intervention not coming to Imo but going to other states? Repair Elele to Owerri Road and repair the bad sections from Mgbidi to Awommama under your emergency programme “, Uzodimma advised.

    Speaking, Audu-Ohwavboua said it was an auspicious moment to be in Imo, especially with the ravaging floods.

    He agreed with the governor that there were problems yet unsolved.

    He, however, assured the governor that under his leadership, such problems would be effectively addressed.

    “We are technocrats. We don’t make promises we are not ready to honour. Rest assured that the marginalisation has ended.”

    The high point of the visit was the handing over of some drugs to the governor, for people affected by the recent flooding of some riverine areas.

    Finally, after three years of illegality, President Muhammadu Buhari has sent to the Senate for confirmation, the names of people who are to form the governing board of the Niger Delta Development Commission (NDDC).

    The Minister of Niger Delta Affairs, Umana Umana, disclosed this development on Thursday during a working visit to Port Harcourt, Rivers State, according to a report by The Nation newspaper.

    TheNewsGuru.com, (TNG) recalls that since 2019 that former minister of Niger Delta, Godswill Akpabio turned NDDC into his personal estate, the NDDC has operated without a board contrary to the laws setting it up. An earlier list sent by President Buhari was disregarded.

    While the Senate was busy screening nominees, Akpabio constituted an interim management committee headed by Joi Nunieh, who was also in the list of Buhari’s nominees.

    The NDDC headquarters is in Port Harcourt.

    “I am happy to state that some of the serious pending issues, like the absence of the NDDC Board, have also been addressed. And as we speak, Mr. President has transmitted the names of members of the Board to the Senate,” The Nation quoted Mr Umana as saying, when he visited the Ahoada axis of the East-West Road, which has been washed off by flood.

    Mr Umana was accompanied by the acting Managing Director of NDDC, Emmanuel Audu-Ohwavborua, other officials of the NDDC and the Ministry of Niger Delta Affairs.

    The minister said the Senate, on its resumption, would act on the president’s nomination for the NDDC board.

    “Some of the impending matters that impeded the performance of the commission have been dealt with. I have presidential approval for the transmission of the 2021/2022 budget of the Commission.

    “I also have presidential approval that recovered funds be released. The President directed that those funds should be used to fund core infrastructural projects in the region,” he added.

    BREAKING: Buhari fires NDDC sole administrator, Effiong Akwa

    President Muhamadu Buhari has sacked the Sole Administrator of the Niger Delta Development Commission (NDDC), Effiong Akwa.

    No reason was given for the removal of the NDDC boss, who was appointed in October.

    A statement issued on Thursday by the spokesperson of the Ministry of Niger Delta Affairs, Patricia Deworitshe, said Mr. Akwa’s sack, which has been approved by Mr. Buhari, takes effect from 20 October.

    The ministry supervises the activities of the NDDC.

    The statement said Mr. Akwa was appointed interim administrator for the duration of the forensic audit into the operations of the commission and that the audit has been concluded, apparently justifying his removal.

    “President Buhari has also approved the constitution of a new Management Team and Governing Board of the NDDC in line with Section 5(2) of the NDDC Act, 2000.

    “The names of the nominees for the new management team and Governing Board are to be transmitted to the National Assembly for approval,” the statement said.

    NDDC director, Dr Ita arraigned for N45 million fraud

    The Independent Corrupt Practices and other related offences Commission (ICPC), on Tuesday, arraigned a director with Niger-Delta Development Commission (NDDC), Dr Solomon Okpa Ita for alleged diversion of N45 million.

    The ICPC also arraigned Gabriel  Nathaniel, a staff in the Accounts  Department of the Abuja Metropolitan Management Council (AMMC) over allegations bordering on diversion of about N3 billion from his office.

    They were arraigned separately before Justice Zainab Abubakar of a Federal High Court, Abuja, pleaded not guilty to the charge preferred against them.

    Ita, a director in the Department of Community and Rural Development of NDDC, was arraigned on a four-count charge while Nathaniel was arraigned on a 14-count charge.

    In the charge marked: FHC/ABJ/CR/110/2022, filed by the ICPC, through its lawyer, Osuobeni Akponimsingha, Ita was said to have diverted part of the funds paid for a contract awarded to a group, Radiant Women Association.

    In count one, Ita was accused to have, sometime in September, 2018 or thereabout, indirectly took possession of the sum of N22,400,000. 00. through his First City Monument Bank (FCMB) Account Number: 0542393012, received from the Zenith Bank account of one Solomon Eyarebe & Ebikebina,.

    The money was said to form part of the payment of the N45,000,000. 00 made to Radiant Women Association for a purported contract to wit: “Workshop for Youth Restiveness in Cross River State” awarded by NDDC through the Department of Community & Rural Development was made.

    In the count, he was alleged to have committed an offence contrary to Section 15 (2)(d) and punishable under Section 15 (3) of the Money Laundering (Prohibition) Act, 2011 (as amended).

    Also in the charge marked: FHC/ABJ/CR/CR/168/2022 filed against Nathaniel, he was accused of committing the alleged offence between 2015 and 2019.

    After their not guilty plea, Justice Abubakar granted N50million bail to Ita with one surety who must own a property within Abuja.

    The judge ruled that the certificate of occupancy of the property, which should be verified by the registrar, would be deposited at the court registry.

    Abubakar ordered that Ita be remanded in the custody of the ICPC pending when he meets the bail condition, and  adjourned the matter until Oct. 25 for trial.

    However, the judge fixed hearing of Nathaniel’s bail plea for Wednesday and ordered him to be remanded at the commission’s custody.

    Niger Delta stakeholders demand board approval for NDDC

    Stakeholders in the Niger Delta region have appealed to President Muhammadu Buhari to approve a board rather than a sole administrator for the Niger Delta Development Commission (NDDC).

    The stakeholders, under the auspices of the Niger Delta Movement for Development (NDMD), made the appeal in a statement signed by its Publicity Secretary, Mr Ogbakiri Yanga, on Thursday in Yenagoa.

    The NDMD members said that they would only accept the current management team led by Dr. Efiong Akwa as the commission’s last interim administrator.

    The stakeholders said their call became necessary because they recently “observed with dismay another selfish plot to make the NDDC an appendage of the Ministry of Niger Delta Affairs with full powers to dictate the direction of the commission.”

    The statement said the NDMD emergency meeting, where their resolution was taken, held in Oporoza, Delta and was attended by youth leaders and elders from the region.

    Members of the NDMD resolved that they would not accept another sole administrator for the NDDC.

    The NDMD maintained that any other change in the management of the NDDC should be the appointment of a board rather than a sole administrator, as directed by the Act establishing the commission.

    “This is the least we expect from The Presidency and the Ministry of Niger Delta.  Any announcement of another interim administrator other than the inauguration of a substantive board will be viewed by us as provocative and the highest level of insensitivity.

    “We have stomached this outright neglect of our opinions and feelings for a long time because we believe that Dr. Efiong Akwa will be the last sole administrator of this commission.

    “Any other change of management must be the inauguration of a board.

    According to the body, any administration other than a substantive board will lead to a revolution of unimaginable proportion in the region, saying the entire Niger Delta was watching with keen interests and was prepared to rise to defend its common interests.

    Members of the NDMD described as “utter wickedness” the plot by some few selfish individuals to want to institute and perpetuate the status quo.

    “We want to believe that some selfish individuals are bent in totally damaging the image of President Muhammadu Buhari in the Niger Delta.

    “Already, the way some of these individuals have handled the affairs of the NDDC has left much to be desired, “ the statement said.

    It said the people were quiet because they believed that the next change of leadership would be the announcement of a board.

    “Don’t taste the wrath of a lion by touching its tail. Any attempt to appoint another interim administrator will be likened to waking up a sleeping dog.

    The group then urged Buhari to urgently constitute the board for the commission.

    They also said it was unacceptable the moves in some quarters to reduce the powers of NDDC and make it subservient to the Ministry of the Niger Delta Commission.

    The NDMD said it was keenly monitoring the situation, adding that the planned selfish move by these unnamed persons was not in the best interest of the region.

    N25bn fraud: Arrested NDDC Director, Eno Otu spends second day in EFCC cell

    The Director of Finance and Accounts of the Niger Delta Development Commission (NDDC), Mr Eno Otu, who was arrested by the Economic and Financial Crimes Commission (EFCC) yesterday, is facing day 2 of his grilling over his involvement in a N25 billion fraud in the NDDC.

    TheNewsGuru.com (TNG) reports Mr Otu was specifically arrested by the EFCC in relation to a case of alleged diversion of over N25 billion in tax remittances.

    It was gathered that Otu’s arrest was part of a larger investigation of the forensic audit of the NDDC, which President Muhammadu Buhari had instituted for the cleaning of the Commission.

    Last month, President Buhari said his administration had started the implementation of the NDDC forensic audit report which was submitted to him in September 2021.

    President Muhammadu Buhari with name a new management and Board for the Niger Delta Development Commission (NDDC) soon with the commencement of the implementation of the Report of the Forensic Audit already taking place in phases.
    This was revealed by Minister of Transportation, Muazu Sambo at a retreat for management of Ministry of Niger Delta Affairs, held at the State House Conference Center, Presidential Villa Abuja.

    Buhari who was represented by Sambo at the event noted that the essence of the retreat was to sensitize and educate the Management of the Ministry and Niger Delta Development Commission (NDDC) on how to function collaboratively to achieve their respective mandates targeted at improving the living conditions of the Niger Deltans.

    He said the Federal Government had made huge commitments to the Niger Delta Region in line with his administration’s resolve to give the people a new lease of life.
