    NDDC announces beneficiaries of foreign scholarship scheme

    The Niger Delta Development Commission (NDDC) has awarded foreign postgraduate scholarships to 200 successful candidates under its 2025 scholarship programme.

    The Director, Corporate Affairs, Mrs Seledi Thompson-Wakama said in a statement that the Managing Director, Dr Samuel Ogbuku, presented the award letters to the beneficiaries at a brief ceremony on Thursday in Port Harcourt.

    She said that the beneficiaries were selected through a rigorous and transparent qualification process that was devoid of political interference or external influence.

    The director said that the 200 candidates were successful in both the computer-based test and oral interview before being awarded the scholarships.

    Thompson-Wakama said that the NDDC managing director was happy with panelists for their impartiality and neutrality during the selection process.

    “I commend our panellists for their dedication and impartiality in raising the bar. This has ensured that only the most qualified candidates got selected.

    “I urge the beneficiaries to steer clear criminal activities or any conduct that can bring disrepute to the country,” the statement quoted the managing director as saying.

    It was gathered that no fewer than 30,000 candidates applied for the scholarship scheme, with about 6,000 qualifying through the computer-based test stage.

    Dr Samuel  Ogbuku, Managing Director, Niger Delta Development Commission (NDDC) has announced the expansion of the commission’s Postgraduate Scholarship Programme to include Nigerian universities.

    Ogbuku made the disclosure during an interview session for candidates applying for the commission’s foreign postgraduate scholarship, held in Port Harcourt on Tuesday.

    He stated that under the expanded scheme, 600 indigent students from the Niger Delta region would be awarded scholarships to pursue postgraduate degrees in universities across Nigeria.

    “The 600 students will benefit from the expanded scheme, compared to the 200 who currently receive foreign scholarships,” he said.

    Ogbuku emphasised that the selection process for the local scholarship awards would be conducted with full transparency, ensuring that only qualified candidates are chosen.

    He further noted that recipients of the commission’s foreign scholarships programme had consistently distinguished themselves academically in their respective countries of study.

    “We commend our interview panellists for their dedication and impartiality, which ensures that only the most qualified candidates are selected for the scholarships,” he added.

    Also speaking, Dr George Uzonwanne, Director of Education, Health, and Social Services at the NDDC, outlined the rigorous procedures adopted to maintain a transparent selection process.

    He revealed that over 30,000 applicants had applied for the scholarships, with only about 6,000 candidates passed the Computer-Based Test (CBT).

    “From this number, 2,500 applicants scored 70 per cent or higher, enabling them to proceed to the oral interview stage, which will determine the final beneficiaries of the foreign postgraduate scholarships,” Uzonwanne stated.

    He reaffirmed the integrity of the process, noting that candidates receive their test scores immediately upon completion of the CBT, thereby ensuring transparency and fairness.

    NDDC warns Nigerians against scammers offering fake scholarships

    The Niger Delta Development Commission (NDDC) has warned the public regarding the activities of fraudsters offering non-existent postgraduate scholarships to unsuspecting victims.

    Mrs Seledi Thompson-Wakama, Director of Corporate Affairs at the Commission, issued the warning in a statement released in Port Harcourt on Sunday.

    She disclosed that the scammers had been soliciting money from members of the public under the pretext of securing scholarship placements.

    “The attention of the NDDC has been drawn to fraudulent emails and messages sent to applicants of the commission’s Postgraduate Foreign Scholarship Programme,” she said.

    Thompson-Wakama revealed that the fraudulent emails, purportedly sent from nddcregistry@gmail.com and claiming to be from the NDDC’s ‘Board Registry,’ invite recipients to a fictitious document verification and authentication exercise.

    According to her, the purported exercise is scheduled to take place from May 19 to May 21 at Bishop Oluwole Street, Victoria Island, Lagos.

    “Members of the public are hereby advised that the NDDC has no affiliation with this fraudulent selection process,” she stressed.

    She further clarified that all official communication concerning the commission’s scholarship programme are conducted exclusively through the official NDDC portal: www.scholarship.nddc.gov.ng.

    “Applicants are strongly advised to disregard any unsolicited messages requesting money, invitation, sensitive information, or offering scholarship placements outside of the official NDDC procedures,” she added.

    Thompson-Wakama urged anyone who receives such fraudulent emails to report them immediately to the appropriate law enforcement authorities for prompt investigation and action.

    She encouraged Nigerians interested in the commission’s programmes to utilise only its official communication channels.

    “We also advise former beneficiaries of the commission’s programmes and prospective applicants to verify all information through the NDDC’s official website official: www.nddc.gov.ng,” she concluded.

    NDDC to inaugurate more projects before May 29 – MD

    The Niger Delta Development Commission (NDDC) has announced plans to inaugurate some projects across the nine states of the Niger Delta region before May 29.

    Dr Samuel Ogbuku, Managing Director of the NDDC, told journalists in Port Harcourt on Friday that the inaugurations would form part of the activities to mark the President Bola Tinubu’s second anniversary in office.

    He noted that the management and staff of the commission were currently working diligently to ensure timely delivery of projects ahead of the anniversary.

    “The Board and management of the NDDC are also making concerted efforts to address staff welfare needs in order to enable them to meet the target,” he stated.

    Ogbuku highlighted that the commission had made significant progress in road construction and mass electrification through the ‘Light Up the Niger Delta’ initiative.

    He added that the upcoming project inaugurations would complement those recently inaugurated in Abia, Bayelsa, Delta, and Rivers States as part of the NDDC’s 25th anniversary celebrations.

    “We are pleased to announce that another phase of project commissioning will commence this month (May), reinforcing NDDC’s commitment to regional development.

    “We therefore encourage all staff to remain dedicated to the commission’s mandate, as their contributions are vital to the advancement of the Niger Delta,” Ogbuku concluded.

    NDDC releases N10bn to boost entrepreneurship in Niger Delta region

    The Niger Delta Development Commission (NDDC) has released N10 billion to the Niger Delta Chamber of Commerce, Industry, Trade, Mines and Agriculture (NDCCITMA) to stimulate entrepreneurship and economic growth in the region.

    The Managing Director of NDDC, Dr. Samuel Ogbuku, announced this at the inauguration of the board of NDCCITMA directors in Port Harcourt on Friday.

    Ogbuku explained that the N10 billion was an initial deposit of the N30 billion promised by the commission to invest in the chamber in order to kick start the entrepreneurship development programme.

    “Earlier, I did mention that the commission will be investing N30 billion in the Enterprise Development scheme to be managed by NDCCITMA to support the entrepreneurs in our region from the NANO, Micro to the small-scale level.

    “I am here to reaffirm that promise, we shall make good the promise by releasing N10 billion to the NDCCITMA designated bank for immediate commencement of the entrepreneur’s development programme.

    “We have approved 5,000 businesses to kick-start this initiative, and we assure you that NDDC is poised to grow the region in commerce and trade,” Ogbuku said.

    He urged all contractors and vendors in NDDC to register with NDCCITMA by July 31.

    Ogbuku said that the registration would be an added advantage for consideration of patronage by the commission.

    In his remark, Mr Idaere Ogan, the Board Chairman of NDCCITMA, reaffirmed the chamber’s readiness to work with NDDC to achieve its vision of transforming the Niger Delta region.

    Ogan stated that NDCCITMA aimed at facilitating job creation, skills development, innovation, export growth, and productive partnerships across all tiers of the economy.

    The Niger Delta Development Commission (NDDC) has announced plans to construct additional hostels, rehabilitate roads, and enhance power supply in the University of Port Harcourt (UNIPORT).

    NDDC’s Managing Director, Dr Samuel Ogbuku, disclosed this during a visit to the commission’s headquarters in Port Harcourt on Thursday by a delegation from the UNIPORT’s Governing Council.

    Ogbuku stated that the NDDC had committed to upgrading facilities at UNIPORT as part of efforts to foster partnership with educational institutions across the Niger Delta.

    According to him, the implementation of additional projects at the university forms part of a broader strategy to improve education standards in the region.

    “Aside from the construction of new hostel blocks and installation of a 300 KVA solar inverter system, the NDDC will also facilitate more projects in the university.

    “The commission will also deploy its engineers to assess the condition of UNIPORT’s roads and hostels for potential rehabilitation,” he said.

    Ogbuku noted that upon completion, the projects would add to various initiatives previously undertaken by the commission at the university.

    “These and other projects reflect our commitment to actualising President Bola Tinubu’s Renewed Hope Agenda in the Niger Delta region,” he added.

    He reaffirmed the NDDC’s dedication to fostering development and strengthening partnerships across the region.

    Earlier, Sen. Mao Ohuanbunwa, Chairman of UNIPORT’s Governing Council, who led the delegation commended the current leadership of the NDDC for its achievements in accelerating development in the Niger Delta.

    He highlighted the university’s infrastructural challenges, noting that it lacked adequate facilities to accommodate its growing student population, and appealed for the NDDC’s support in addressing the shortfall.

    “Currently, UNIPORT has a total student population of about 50,000, while its hostel accommodation capacity can only cater for 5,000 students.

    “We therefore urge the NDDC to assist in the construction of additional hostels, improve transportation facilities, and facilitate the acquisition of gas turbines to enhance power supply for our students,” Ohuanbunwa pleaded.

    The Vice Chancellor of UNIPORT, Prof. Owunari Georgewill, commended NDDC for its impactful projects across the Niger Delta and extended an invitation to the commission to participate in the institution’s forthcoming 50th anniversary celebrations.

    NDDC splashes N60m on rice farmers to boost production

    The Niger Delta Development Commission (NDDC) has provided financial support to 300 rice farmers in the Niger Delta, each receiving starter packs worth N200,000 to enhance rice production.

    The Managing Director, Dr Samuel Ogbuku, said this in a statement on Saturday in Port Harcourt.

    The statement was issued by the commission’s Director of Corporate Affairs, Mrs Seledi Thompson-Wakama.

    The starter pack was presented to the beneficiaries during the closing ceremony of the second batch for the NDDC-sponsored training programme for rice farmers.

    Ogbuku, represented by the NDDC’s Director of Agriculture and Fisheries, Dr Winifred Madume, reaffirmed the commission’s commitment to transforming the agricultural sector in the region.

    According to him, the programme aimed to expose farmers with essential skills in modern rice farming techniques, processing, and agribusiness strategies.

    “The scheme is designed to enable farmers to enhance rice production, establish cooperatives, and explore further partnerships with relevant agencies and financial institutions,” he stated.

    Ogbuku also highlighted the NDDC’s ongoing collaboration with the International Fund for Agricultural Development (IFAD) to provide apprenticeship training for farmers in the Niger Delta.

    “We remain committed to implementing impactful agricultural empowerment initiatives to enhance food security, create jobs, and alleviate poverty in the region,” he added.

    Mr Wale Oretan, the Deputy Director or Agriculture and Fisheries in NDDC, said 300 farmers from Abia and other states in the region participated in the training.

    He explained that the training covered both theoretical and practical aspects of rice production, processing, and entrepreneurship.

    “Each participant received a starter pack worth N200,000 along with a certificate of completion,” Oretan stated.

    He urged the beneficiaries to apply the knowledge gained from the training to improve their businesses and boost rice production across the nine Niger Delta states.

    The President of the Abia Rice Farmers Association, Mrs Uzoma Ochulo, expressed gratitude to NDDC on behalf of the beneficiaries.

    Ochulo said the beneficiaries would share their knowledge with other farmers in their communities to increase rice production in the Niger Delta.

    Kidnapped Special Adviser to NDDC MD regains freedom

    Mr Akari Loveday, Special Adviser on Domestic Affairs to the Managing Director of Niger Delta Development Commission (NDDC) has been rescued from his abductors by the Nigerian Army troops.

    Loveday was rescued on Sunday by troops of the Nigerian Army, in collaboration with the Nigeria Navy, the Department of State Services (DSS), and the Police.

    NAN reports that the special adviser was abducted on Friday along the Ayakoro Community waterways in Ogbia Local Government Area of Bayelsa.

    Spokesman for the Nigerian Army 6 Division, Port Harcourt, Lt.-Col. Danjuma Danjuma, confirmed Loveday’s release to journalists on Monday.

    “Loveday’s rescue was achieved through a meticulous operation conducted by troops of the 16 Brigade, Nigerian Army, in close synergy with the navy, DSS, and police,” he stated.

    Danjuma said that the operation was successful due to the support received from the Ayakoro community

    He explained that during the army’s operation, residents of the community came out en masse and assisted troops by blocking all exit points, thereby preventing the kidnappers from escaping with Loveday.

    According to him, the blocked exit routes forced the kidnappers to abandon their victim and fled into the creeks.

    “Loveday has since been reunited with the NDDC managing director, Dr Samuel Ogbuku, and the leaders of Ayakoro community, while troops are currently combing the general area to apprehend the kidnappers,” he added.

    Danjuma further stated that the General Officer Commanding the 6 Division, Maj.-Gen. Emmanuel Emekah, had directed troops to capture the kidnappers and rid the waterways of criminal elements.

    NDDC clarifies status of Abraka-Oben Road project

    Mr Patrick Asowerien, the Commissioner Representing Edo State on the Niger Delta Development Commission (NDDC) Board, clarified on Friday that the Abraka-Oben road project has not been completed.

    Speaking with newsmen in Benin, Asowerien explained that the Minister of Regional Development, Mr Abubakar Momoh, had only commissioned the first phase of the 9.8-kilometre Abraka-Oben road.

    “This phase terminates between Edo and Delta states near Evbuesi village.”

    He also mentioned that future phases of the project were planned, with the second phase set to extend from Evbuesi to Ugo, including a spur at Oben.

    Asowerien was responding to protests by the Ugu Youths Development for Change, who had claimed that the minister had inaugurated a non-existent Abraka-Oben road project.

    He emphasised that the protesting youths had misrepresented the facts about the road’s progress and status, and clarified that the project was still ongoing and incomplete.

    He further clarified that the federal government had neither completed nor commissioned the road, explaining that work on the project was ongoing and being carried out in phases.

    Asowerien also confirmed that the NDDC and other partners were working together to improve the living conditions of the region’s people through ongoing infrastructure projects.

    The commissioner highlighted that the Oben section of the road project had not been completed and criticised the misleading narrative spread by the protesting youths.

    He also pointed out that work on the Orhionmwon section of the Oben-Umugun road, which connects to the Benin-Abraka highway, had not yet begun.

    Asowerien commended the Minister for prioritising these roads in the 2024 budget and assured the public that the link roads would soon be developed.

    It is worth noting that Comrade Monday Osemwenkhae, leader of the protesting youths, had earlier led journalists on a tour of the community to assess the true state of the road.

    Court dismisses suit challenging Tinubu’s appointments in NDDC

    A Federal High Court in Abuja on Tuesday, dismissed a suit seeking to invalidate the appointments of the current managing director and executive directors of the Niger Delta Development Commission (NDDC) by President Bola Tinubu.

    Justice James Omotosho, in a judgment, dismissed the suit on the ground that the plaintiffs lacked the legal right to institute the case.

    Justice Omotosho held that the proper party to initiate the case was the Attorney-General (A-G) of the states, being the chief law officers empowered to sue on behalf of the states or appoint a private lawyer to do so.

    “The plaintiffs have no right to litigate a matter of public interest where the Attorney-General is available and not complaining,” the judge said.

    He further held that the plaintiffs failed to prove their claims, adding that they ought to have shown the quantum of oil produced in each of the oil-producing states.

    The judge held that the plaintiffs also failed to provide evidence of the manner and status of appointments into NDDC management positions since the commission’s inception to substantiate their claims.

    “This is simply an assertion without proof. This court is handicapped in going to the merits of this case,” he said.

    Justice Omotosho consequently dismissed the suit.

    NAN reports that Hon. Ajoku Philip, Chief Jones Omereoha, and the Incorporated Trustees of Kingdom Human Rights International Foundation, who claimed to be acting on behalf of the oil-producing communities in Imo State and a few states, had filed the suit.

    The applicants sued the President of Nigeria, the Attorney General of the Federation (AGF), the National Assembly and the NDDC in the suit marked: FHC/ABJ/CS/1374/2023.

    They had urged the court to compel President Tinubu to withdraw the nominations of Dr Samuel Ogbuku, Mr Boma Iyaye, Mr Victor Antai, and Ifedayo Abegunde as Managing Director and Executive Directors of the NDDC respectively.

    They demanded that the president appoint indigenes of oil-producing communities from Imo, Cross River, and Edo, who they alleged had not previously held these positions, as mandated by Section 12(1) of the NDDC Act.

    The applicants argued that appointments to NDDC management positions over the years had allegedly favoured some oil-producing states over others, contravening relevant laws.

    They also prayed for a declaration that Sections 4 and 12(1) of the NDDC Establishment Act were compulsory in the appointment of the Commission’s Chairman, Managing Director, and Executive Directors, among other reliefs.

    But the NDDC, in its counter affidavit, disagreed with the applicants.

    It argued that Section 12(1) of the NDDC Act provides for “adequate representation,”  and this had always been observed in the commission’s appointments.

    It further argued that only the governors of oil-producing states could make such complaints, as they are recognised representatives of their citizens.

    The other defendants submitted that only state governors, through their A-Gs, are in a proper position to sue the NDDC over any alleged infractions.
