Interventions in Abia as oil producing state under NDDC below average – Deputy Speaker, Kalu

Deputy Speaker of the House of Representatives, Hon. Benjamin Okezie Kalu has rated below average the developmental interventions in Abia as an oil producing State under the Niger Delta Development Commission (NDDC).

Kalu expressed the view when a delegation of the Ukwa People’s Consultative Council (UPCC) led by its Leader, Sir Don Ubani paid him a courtesy visit on Wednesday in Abuja.

Ukwa is the oil producing area in Abia State.

The delegation in their presentation decried infrastructural decay and environmental degradation as a result of oil exploration in the area, adding that NDDC had not met the expectations of the people.

The Deputy Speaker in his remarks commended the people for taking a peaceful approach.

He said: “I totally agree with you that, what we have in Abia, as an oil producing state and as a member of NDDC, comparatively speaking, is below average, in terms of developmental interventions. A call from the stakeholders that an improvement should take place, is definitely not a wrong call.

“This kind of engagement is actually commended by the Leadership of the House. It is better to jaw-jaw, than to war-war. It is less expensive for us to engage like this and proffer solutions. This is an easier, cost effective, peaceful approach to conflict resolution. So, I commend the leadership of Ukwa community, the oil producing community, for holding their youth and despite the fact that the development interventions have been below average, they have kept their heads peaceful and allowed all the IOCs handle their operations peacefully in those communities.

“I encourage you to continue in maintaining peace in Abia State, in Ukwa and in the Niger Delta. It is in peace that we will progress. It is in peace that out unity will be enhanced. It is a step in the right direction that you came and I want to assure you that, what your request has done, is to once again, beam the torchlight on the oversight functions of the NDDC Committee on the NDDC operations in the nine states, and especially now, in Abia State.

“They would now be able to look into their report. What is it that they did not do well previously? Especially in auditing the spread of projects equitably around the nine states of operations. I am from Abia and I am here as the Deputy Speaker, I am promising you, that as the Chairman of the House Committee of the Whole, that considers reports of various Committees of the House, my special interest would be on this issue you have raised, going forward. Year one, year two, year three, year four of my tenure as deputy Speaker, I assure you, I would always ask questions, on how equitably, they balance their interventions”.

Earlier, Ubani said that were it not for the interventions of the leadership, the youth would have resorted to restiveness.

The delegation also pleaded with the deputy speaker to include the member representing Ukwa East/West federal constituency in the NDDC committee.

“Today, farmers in Ukwa federal constituency cannot farm effectively again because the fertility of the soil has been diminished because of many years of oil exploration and exploitation

“Many of our people are fishermen because we are very close to Rivers State, our people are fishermen. They can’t fish today because oil exploitation has almost destroyed aquatic life , so there’s trouble in the area.

“But interestingly the youths of the area have maintained peaceful disposition. Those of us who are their elders, we have continued to tell them that two wrongs don’t make a right. Since the federal government has thought it wise to establish the Niger Delta Development Commission, yet most of the projects earmarked for the area has been abandoned. If you come into that place you will ask yourself is this an oil producing state.

“We are here to plead with you and all those that believe in fairness and justice to come to the rescue of Ukwa people. Our place is bad. There’s a lot of infrastructural decadence in that area.

“Let there be manifestation of concern on the part of NDDC. Nothing so far has given us course to be happy as oil producing area. We need to avoid situation that will create youth restiveness and the best way to do it is to make sure that there’s development.

“We are here in solidarity with you. Permit us Your Excellency to inform you that the member representing Ukwa East and west, Hon. Chris Nkwonta whom we are well pleased enjoys our collective confidence, we are very sure he will be of usefulness as a member of the House Committee on NDDC, in fairness and justice.

The oil and gas that accord Abia state the unique status of an oil producing state are in Ukwa federal constituency”, Ubani said.

NDDC initiates plan for job creation in oil producing region

The Managing Director of the Niger Delta Development Commission (NDDC), Dr Samuel Ogbuku has said that the commission was working towards creating job opportunities for youths in the region.

Ogbuku said this while addressing the Chairman of the Nigerian Young Professionals Forum (NYPF) and Convener of Niger Delta Young Professionals, Moses Siasia and members of his team, during a meeting in his office in Port Harcourt.

He said that the commission had been repositioned to bring about the much needed growth and development to inspire hope in the region.

“The NDDC is now largely focusing on sustainable partnerships in manpower and infrastructural development, with a short, medium and long term plan,” he said.

Ogbuku said that the commission had floated an initiative tagged, ‘Project Hope’, as part of its strategic arrangement to create job opportunities for young people in the Niger Delta.

He explained that Project Hope would focus on agriculture and tech hubs for young people, with the deliberate aim of providing sustainable means of livelihood for them.

“We have a new way of thinking and a new way of doing things. We are moving away from the past because times are changing and we need to catch up.

“Our deliberate and strategic plans are geared towards sustainable development. We are committed to ensure that we build the capacity of our youths in areas that they can have comparative advantage.

“We have set up what we call Project Hope.

“This initiative is focused on tech hubs and agriculture. It will take our youths out of poverty and help to create sustainable livelihood.

“They will be their own bosses and also employers of labour,” he said.

The NDDC boss explained further that the commission is building a database of youths in the region to aid its planning and manpower development.

He said that the comprehensive database would enable the NDDC to appropriate its empowerment scheme.

On innovative plans to change its operations, Ogbuku said the commission had engaged KPMG to develop an Internal Corporate Governance System.

While decrying the number of abandoned projects in the region, he said that the commission was partnering with state governments in the Niger Delta, individuals and institutions to maximise its developmental agenda.

“The partnership will enhance the quick delivery of critical infrastructure in the region,” he added.

Earlier in his remarks, Moses Siasia lauded the NDDC boss on the massive reforms he had embarked on, which according to him had made the commission more result-oriented.

Siasia said they were in his office on a familiarisation visit and to congratulate him on his appointment.

He added that they have no doubt in his capacity of Ogbuku to deliver on his job.

He described the NDDC’s new thinking and vision as a product of purposeful leadership under Ogbuku and called for support from people of the region for him to succeed.

    By Pius Ughakpoteni

In an era where transformative narratives are yearned for, the Niger Delta emerges as a beacon of hope, showcasing what can be achieved when vision aligns with action. The Niger Delta Development Commission (NDDC), under the forward-thinking leadership of Dr. Samuel Ogbuku, is setting an exemplary trajectory for the Niger Delta.

The British High Commission’s commitment to partner with the NDDC on clean energy initiatives heralds a promising leap towards sustainability. Mr. Hamish Tye, Second Secretary (Political), British High Commission, elucidated his vision during his visit to the Commission’s. He sHeadquarters last week:
Mr Tye observed that the NDDC had shown commitment to realising sustainable development in the Niger Delta region through partnerships and collaborations with national and international development agencies.

He stated: “The attraction to the NDDC now is to explore the possibilities of collaboration. Given the work the NDDC is doing in the Niger Delta region, I believe a lot of partners would support its efforts more broadly. We would further explore partnerships with the NDDC, with a focus on renewable, clean energy and green infrastructure.”

However, the NDDC’s endeavors don’t halt at environmental initiatives. Their foresight encompasses an ecosystem of growth, enterprise, and innovation. Speaking about the collaboration with the Oil and Gas Free Trade Zone Authority (OGFTZA) to develop industrial parks, Dr. Ogbuku remarked, “The essence of these parks goes beyond industry. It’s about creating hubs of innovation, entrepreneurship, and opportunities. By amalgamating industries in a singular space, we’re fostering a unique synergy. The ripple effects will be manifold – job creation, skill development, and a boost in the regional economy.”

Senator Tijani Kaura, Managing Director of OGFTZA, concurred, in an address when he led a delegation to the NDDC last week: “Industrial Parks stand as pillars of development. This collaboration embodies our shared vision for the Delta. By working hand in hand, we’re not just building infrastructure; we’re crafting a legacy.”

At its core, the NDDC realizes that the heart of the Delta lies in its youth. Recognizing and harnessing this potential is paramount. On the importance of youth entrepreneurship, Dr. Ogbuku voiced his aspirations, “The youth are the Delta’s driving force. Their innovation, energy, and spirit are unparalleled. Our commitment is to provide them with the platforms, resources, and support they require to turn their dreams into reality.”

His sentiment found resonance with Dr. Okon Emah, President of Coalition of South South Chambers of Commerce, Industry, Mines and Agriculture, COSSCCIMA, when they paid a courtesy visit to the NDDC last week. He stated, “The vigor and dynamism of the youth in our region are palpable. With institutions like the NDDC offering unwavering support, the possibilities are limitless. Together, we aim to not just cultivate entrepreneurs but leaders who will shape the future of the Niger Delta.”

To ensure these initiatives are meticulously targeted, the NDDC’s approach is rooted in data. Dr. Ogbuku highlighted this, saying, “In this digital age, having a comprehensive understanding of our youth’s profile is pivotal. Our database initiative is geared towards this – a roadmap to formulate strategies tailored to our youth’s aspirations and needs.”

Piecing it all together, it becomes evident that the NDDC, flanked by its esteemed partners, is on a relentless mission. Its endeavors echo a clarion call for a brighter, prosperous, and sustainable future for the Niger Delta. Each collaboration, each initiative, is a thread in the tapestry of progress being woven.

Echoing the sentiments of many who have observed this transformative journey, Senator Kaura stated, “This is a golden age for the Niger Delta. With the NDDC’s proactive vision and the collaborative spirit of partners, we’re not just on the brink of change; we’re in the midst of a revolution.”

The world watches with bated breath as the NDDC, with its allies, crafts a luminous chapter of progress, promise, and prosperity for the Niger Delta. The road ahead is laden with opportunities, and the Delta is poised to seize them all.

The chairman-designate of Niger Delta Development Commission (NDDC), Chiedu Ebie Esq, has been hosted by the executive members of the Ika Federal Constituency of the All Progressives Congress (APC) with a charge for him to work towards taking the federal interventionist agency on a new trajectory.

The event was held at the residence of the APC Ika South party chairman, Hon. Fada Ibude. The Ika Federal Constituency comprises Ika North East and Ika South Local Government Areas in Delta State.

They expressed appreciation to President Bola Ahmed Tinubu for nominating Ebie who has vast experience in public service. A lawyer, Ebie had been a commissioner and Secretary to the State Government in Delta State.

They noted that with President Tinubu undoubtedly committed to bringing Nigeria back to the path of sustainable development and bringing genuine change in the fortunes of the people of Niger Delta, Ebie should galvanize his team to ensure that NDDC assiduously impacts positively on the lot of the people.

Responding, Ebie reassured that he and his team will “put in our best in the discharge of our duties to ensure the development of the region.”

In attendance were various APC leaders from Ika Federal Constituency and some members of the Delta Unit Group, a political group in Delta State made of leaders of the various constituencies and stakeholders.

NDDC pledges to partner OGFTZA on building industrial parks

The Niger Delta Development Commission, NDDC, has pledged to collaborate with the Oil and Gas Free Trade Zone Authority, OGFTZA, on the development of Industrial Parks in the Niger Delta region.

The NDDC Managing Director, Dr Samuel Ogbuku, made the commitment during a courtesy visit by a delegation from the OGFTZA, led by its Managing Director, Senator Tijani Kaura at the Commission’s headquarters in Port Harcourt.

Ogbuku noted that Industrial Parks occupy a strategic position in sustainable development value chain because of their multiplier effects. He said: “Having industrial parks is very key in the development of a society like ours. Partnering to have an Oil and Gas Free Trade Zone Park would achieve a lot. It will reduce the cost of production in the industries and enterprises that we intend to attract to the Niger Delta region. It will also promote entrepreneurship.”

He said further: “Having industries in one park comes with a lot of advantages for both the companies and the people of the region. We need industrialisation in the region in order to create job opportunities for our youths and women.”

Ogbuku said he was confident that partnership with OGFTZA in the development of Industrial Parks would promote investment and economic development for creating wealth and employment in the Niger Delta region.

He observed that working with different organisations for development purposes had been very successful, noting: “It only proves that our quest for partnership, which has been our core policy focus, is working. On assumption of office, we realized that due to the dwindling funds, it would be very difficult for us to actualise the desired development of the Niger Delta region on our own.”

According to him: “The Niger Delta is in dire need of development. NDDC, being the vehicle that drives development in the region, must not depend on only one source for funds. Over the years, we have depended on contributions from the Federal Government and International Oil Companies, IOCs, as our only means for driving development. Right now, we believe partnering with corporate bodies and government agencies will fast-track and accelerate development in the Niger Delta region.”

The NDDC boss stated that the Commission was looking beyond the era of oil and gas. We are tilting towards agriculture and information technology. So, we need to provide the necessary facilities and incorporate a technology hub in the industrial park for IT experts in the region. This will encourage various technology-based organisations to set up in the Niger Delta. We are looking at a future Silicone Valley in the Niger Delta region.

Speaking earlier, the Managing Director of the OGFTZA, Senator Kaura, noted that both his organisation and the NDDC occupy strategic positions in driving sustainable development in the Niger Delta region, making it imperative for both agencies to work together.

Kaura noted that both agencies should complement each other in the discharge of their duties, stressing the need for collaboration between the NDDC and OGFTZA in the establishment of Industrial Parks.

He remarked that Industrial Parks would accelerate development in the Niger Delta region, adding: “It is going to be a win-win situation for the NDDC and OGFTZA, as it will ensure wealth creation, engage the youths and reduce restiveness in the Niger Delta region.”

Kaura called for the setting up of a Technical Committee to work out the details of the partnership between the NDDC and OGFTZA on the Industrial Parks initiative.

The All Progressive Congress (APC) in Delta State has thrown its weight behind the nomination of Mr. Chiedu Ebie as Chairman of the board of the Niger Delta Development Commission (NDDC) by President Bola Ahmed Tinubu.

The party also endorsed the nomination of a former Speaker of the state House of Assembly, Hon. Monday Igbuya as the state representative on the board of the interventionist agency.

At a thank you meeting and visitation to the State Working Committee (SWC) on Wednesday in Asaba, Chairman of APC in the state, Elder Omeni Sobotie, said the nominees were members of the party who worked hard for it’s success in the last general elections.

Sobotie told the nominees that they were deserving of the appointments, noting that they were round pegs in round holes.

“I am confident that Delta State will witness a new lease of life. I implore you to deploy your good offices to attract developmental projects to the state.

“APC stands with these nominations, and support these appointments. We stand with you and by you. We are grateful to Mr. President for nominating both of you into the board of NDDC,” he said.

Besides, candidates and LGA Party Chairmen of APC in Delta north senatorial district in the last elections endorsed Ebie’s nomination as NDDC board chairman.

Responding, Mr. Ebie on behalf of his follow nominee, Igbuya, thanked the leadership of APC in the state for the solidarity and support.

Ebie pledged to bring his character, work ethics and corporate governance principles to bear as chairman for the interventionist agency to deliver on its mandate.

Ebie, a former Commissioner for Basic Education in Delta State, was the Secretary to the State Government between 2019 and 2021.

He was suspended from the PDP in March this year alongside others for alleged anti-party activities.

NDDC narrative must change for better – Omo-Agege

Former Deputy Senate President, Ovie Omo-Agege, says the narrative of Niger Delta Development Commission (NDDC) must change for the better in line with the current realities.

Omo-Agege said this when he received Mr Chiedu Ebie and Chief Monday Igbuya, who were recently appointed on the NDDC board.

This is contained in a statement his Media Adviser, Sunny Areh on Saturday in Asaba.

He charged the NDDC to execute visible projects that would add value to the lives of the people.

“President Bola Tinubu wants you to execute visible projects that will add value to the lives of the people of the Niger Delta.

”The narrative and perception of the NDDC must change to that of an agency that truly meets the need of the Niger Delta region,” he said.

Omo-Agege said that the NDDC had had a chequered history dominated more by tales of failed and uncompleted projects as well as the general perception that it had been unable to optimally meet the expectations of the Niger Delta people.

”Now, that story and perception must change and I am confident it will change for the better with the two of you there,” he said.

Omo-Agege, also the 2023 governorship candidate of the All Progressives Congress (APC) in Delta, lauded Tinubu for reconstituting the NDDC board.

”Tinubu has hunted for the men that can change the trajectory of the agency.

“Tinubu wants a change in the performance and perception of the NDDC,” he said.

He said the President’s choice of Mr Chiedu Ebie and Chief Monday Igbuya, as Delta’s representatives on the NDDC board was well deserved.

He said Ebie’s nomination as Chairman of the NDDC board was apt.

“Your track records as a commissioner and Secretary to the State Government speak for themselves.

“Please bring your digital brain to change the way projects are initiated and executed and work as a team to achieve results.

”You are deserving of this because you are an innovative gentleman and you worked. I can confirm that you worked during the last election,” Omo-Agege said.

Ndokwa/Ukwuani Professionals endorse Ebie’s nomination as NDDC chairman

Ndokwa/Ukwuani Professionals, a non-political group of indigenes of the area in Delta State, including those in diaspora have endorsed the nomination of Mr. Chiedu Ebie by President Bola Ahmed Tinubu as chairman of the Niger Delta Development Commission (NDDC).

They condemned the purported protest by those seen as political hirelings over the nomination of Ebie.

In a press release signed by Dr. Jude Ossai, National Coordinator of the group, it noted that the “faceless group hired criminals and thugs to protest the noble appointment without consulting Ndokwa stakeholders, opinion leaders, youth groups and political stalwarts and were doing so for selfish reasons.”

According to the group, Ebie’s nomination was based on merit and as a former Secretary to the State Government of Delta State, Ebie understands the “dynamics of development planning. President Tinubu was being deliberate in seeking a fresh and responsive trajectory in the management of NDDC.

“In choosing Barrister Chiedu Ebie , President Tinubu does not seek a business as usual approach in NDDC. He wants genuine change in the fortunes of Niger Delta people and in Ebie, he found a veritable change agent. Any person or group that makes clandestine moves to oppose Ebie’s nomination represents the unproductive situation prevailing in NDDC.

“Besides, Ebie has paid his dues, influenced some notable projects not only to Ndokwa/Ukwuani but across the Delta State”, the group stated.

“We, therefore, encourage the selfish among our people to discontinue with such protest but to work with Chiedu Ebie to ensure landmark projects are attracted to Ndokwa nation. Any further protest will be termed as ill-mannered and will be resisted vehemently”, Ndokwa/Ukwuani Professionals noted.
