NDLEA auctions properties forfeited by drug cartels

The National Drug Law Enforcement Agency (NDLEA) on Wednesday auctioned properties and assets seized from drug cartels, worth millions of naira.

Speaking during the event in Abuja, the NDLEA chairman, retired Brig. Gen. Buba Marwa said that the agency followed a due process and transparency in the auction.

Marwa, who was represented by the agency’s Secretary, Shadrach Haruna said that the NDLEA  also ensured that prices were close to the estimates provided by the Federal Government.

NAN reports that the assets were seized during raids and operations across the country.

Marwa said that the auction was a demonstration of its commitment to tackling drug trafficking and criminal organisations.

He emphasised the importance of the forfeiture process, adding that it was a key aspect of the 2022 Proceeds of Crime Act.

He explained that the agency’s Process and Crimes Department manages and realizes forfeited assets, ensuring that criminals do not benefit from their illegal activities.

He added that the auctioned properties, forfeited to the Federal Government by federal high courts, included high-end buildings and landed properties used as instruments for drug manufacturing and housing.

He said that the forfeiture process served as a deterrent to criminals, disrupting their enterprises and rehabilitating individuals dependent on drugs sold by these individuals.

According to him, the auction is a milestone in the fight against drug trafficking and organised crime.

“This auction sends a strong message to drug cartels that crime does not pay,”he said.

Marwa commended the transparency of the process, adding that that no agency member or individual connected to the forfeited assets was involved in the bidding.

Observers from the Independent Corrupt Practices Commission (ICPC) and Civil Society Organisation (CSO) praised the NDLEA for its transparency, urging the agency to continue its good work.

Some of the properties are located in Lagos, Ondo, Anambra and Adamawa.

Marwa elevates 5,042 NDLEA officers, gives 15 commands, 70 personnel special awards

. Creates 5 new strategic commands, deploys body cameras for operational efficiency

Chairman/Chief Executive Officer of the National Drug Law Enforcement Agency, NDLEA, Brig. Gen. Mohamed Buba Marwa (Rtd) has approved the promotion of a total of Five Thousand and Forty-Two (5,042) personnel in an exercise that saw two senior officers elevated to the rank of Deputy Commander General of Narcotics, DCGN; 22 as Assistant Commander General of Narcotics, ACGN and 66 as Commander of Narcotics, CN.

The promotion, which followed weeks of examination and interviews conducted for qualified candidates, is part of an ongoing exercise to enhance human resource management, particularly on staff motivation and welfare, for efficiency and effectiveness in the achievement of organizational goals.
Speaking in Abuja on Wednesday 10th July 2024 at an event to decorate some of the promoted officers with their new ranks and reward 15 commands and 70 personnel for outstanding performances in the first half of 2024, Chairman/Chief Executive Officer of NDLEA, Brig Gen Mohamed Buba Marwa (Rtd) said prompt and timely promotion of all deserving and qualified officers remains top on the agenda of his leadership.

According to him, “I am pleased to say that we continue to wax stronger on this journey we embarked on three and a half years ago when we decided to turn around the fortunes of this agency, by improving our performance as a precursor to reversing the perilous drug use situation in our dear country, Nigeria.

“On this occasion of the 8th edition of the commands’ awards and commendations ceremony, we have every reason to be thankful because our performance continuously justifies our conviction in Offensive Action, WADA and other reforms that we undertook.

For our modest efforts, we have received plaudits at home and abroad. What that means is that we have to do more. The reward for work well done is more work, and in our case, we cannot rest on our oars until all the objectives of our mandate are fully achieved. May I remind us that the bottom-line is a drug-free Nigeria.

“On our part as management, we are trying to keep the motivation going, by ensuring that we provide everything necessary to make this work safe, secure and conducive for everyone working in this Agency. Our new barracks in Adamawa, Abuja and Lagos are almost complete and will be commissioned soon.

The recent promotion of 5, 053 officers speaks volumes about our dedication to prompt and timely promotion of officers. It is symbolic of our effort to break the jinx of stagnation, which was once an albatross for our personnel.
“To further enhance the efficiency and effectiveness of our operations, we are creating five strategic commands in Lagos, FCT, MMIA, Apapa and Tincan. Also in this regard, we’ll be deploying body cameras for the use of our officers on strategic operations for the purpose of ensuring their safety and the integrity of such operations.”

For the officers, men and women of the Agency, Marwa charged them to remain upright in the discharge of their duties. His words, “Let me also seize this occasion to pass some messages to the NDLEA personnel. We have come a long way. In three and a half years, we have taken down as many as 50 identifiable drug cartels, some of them important spokes in the wheel of cocaine, heroin and methamphetamine distribution in the country and the global trafficking network. We have seized a huge quantity of illicit drugs and we have convicted record numbers of drug offenders.

“We have achieved many milestones without soiling our integrity and I expect us to continue on that course. Our core values of integrity, hardwork and transparency, among others, must be respected at all times. We need to continue to justify the trust reposed in us by society, and our government, as well as our international partners and governments supporting us across the globe. We have raised the standard and it must not be lowered at any cost or by any means.

“That is to say, we will not take kindly to any news of infractions, indiscipline or corruption from the field or any command.

The least we demand of any officer of this proud agency is to be upright and committed to our goals, while management continues to work on our welfare. The strides of the past three years have put behind us the tribulations of the previous 30 years. We owe the agency allegiance to maintain its integrity. We owe the public a duty to not betray the trust reposed in us. We owe our government, and our partners and stakeholders supporting us a duty to get the job done.

“Therefore, we must not fail in giving the required sacrifice, patriotism, commitment, honesty, hard work, and all the virtues that go along with this important job and service to the nation and mankind. You have my assurances and those of the management of NDLEA that we shall not relent in the pursuit to create the best paradigm of work, welfare and reward for you.”

At the end of the ceremony, the NDLEA boss proceeded to have a closed-door meeting with all commanders and directors where he outlined the tasks ahead for their implementation in their different areas of responsibility.

  • Shoe polish, methylated Spirit now used by Youths to get high – NDLEA

Shoe polish, methylated Spirit now used by Youths to get high – NDLEA

The National Drug Law Enforcement Agency (NDLEA) has reported that youths are now using nail polish and methylated spirit to achieve a state of ‘highness’. The agency noted that conventional narcotic substances like tramadol, codeine syrup, and cannabis have become too expensive for some users.

Tijjani Rabe, the Ogun State Commander, revealed this while receiving members of the National Association of Nigerian Students (NANS) at the command’s headquarters in Abeokuta. Represented by Deputy State Commander Ekundayo Williams, Rabe expressed concern that the issue is troubling for families, society, and Nigeria as a whole.

Despite ongoing sensitization and advocacy efforts, the agency has observed a yearly increase in substance abuse. Rabe cited a 2018 survey showing that 14.3 million Nigerians aged 15 to 16 had used a substance in the previous year, reflecting a 5.6 percent increase from 2016. The survey also indicated that 20 percent of these individuals have drug disorders.

Rabe pointed out that besides conventional drugs, many people now use household items like nail polish and methylated spirit, particularly among youths who cannot afford conventional drugs. He added that one in five abusers injects drugs with needles and syringes, which increases the risk of spreading blood-borne diseases such as HIV and Hepatitis B.

The NDLEA chief highlighted that the South-west region has the highest rate of drug issues, with Ogun State having more abusers due to its large number of tertiary institutions and diverse youth population. The agency, in collaboration with other organizations and stakeholders, has extended its sensitization and advocacy efforts to schools, places of worship, markets, parks, and rural communities.

LARGE HAUL: NDLEA impounds N4bn codeine-laced syrup in Rivers

The National Drug Law Enforcement Agency (NDLEA) in Rivers State said it seized a shipment of codeine-laced cough syrup worth about ₦4bn in Rivers State in the last two weeks.

The Commander of the Agency at Onne Port, Stella Ngwoke, while speaking during an event to commemorate the 2024 International Day Against Drug Abuse and Illicit Trafficking at her command on Wednesday, said the feat indicated a significant demand and supply in the state.

She then called for the support of relevant stakeholders, to combat the abuse of cough syrup containing codeine as a psychoactive substance.

According to her, the misuse of such substances is prevalent among youths between the ages of 15 to 24.

This is as the Federal Government on Wednesday, pledged to mobilise funds in support of the NDLEA fight against drug abuse and trafficking in the country.

The Secretary to the Government of the Federation, Senator George Akume, while representing President Bola Tinubu to mark this year’s celebration, at the banquet hall in Abuja, assured of the government’s willingness to assist the agency, in reducing the statistics of people who abuse drugs and substances in the country, by mobilising funds for the agency.

President said, “I enjoin all and sundry to support the War Against Drug Abuse initiative, otherwise known as the WADA campaign, launched by NDLEA three years ago. I commend and urge everyone to redouble efforts to combat drug abuse and trafficking in the country.

“On this score, I wish to reassure you of this administration’s support. The Renewed Hope Agenda places the youth at the centre of its focus. Therefore, we ensure that our young people are protected from anything that could derail their future or destroy their potential.”

The President also called for the prioritisation of evidence-based prevention strategies for drugs in the country.

  • President Tinubu expresses support for NDLEA in fight against illicit drug

President Tinubu expresses support for NDLEA in fight against illicit drug

President Bola Ahmed Tinubu has expressed support for the National Drug Law Enforcement Agency, NDLEA, in its fight against substance abuse and illicit drug trafficking as well as its ramped-up efforts to prevent the Nigerian populace from falling prey to the drug scourge.
The President gave the assurance on the occasion of the International Day Against Drug Abuse and Illicit Trafficking, otherwise known as World Drug Day on Wednesday, 26th June 2024, at the State House Conference Centre Abuja. Speaking on the theme of the day, which is “The Evidence is Clear: Invest in Prevention,” President
Tinubu, represented by the Secretary to the Government of the Federation, Senator George Akume, said: ” I enjoin all and sundry to support the War Against Drug Abuse initiative, otherwise known as the WADA campaign, launched by NDLEA three years ago. I commend and urge everyone to redouble their efforts to combat drug abuse and trafficking in the country. On this score, I wish to reassure you of this administration’s support. The
Renewed Hope Agenda places the youth at the centre of its focus. Therefore, we ensure that our young people are protected from anything that could derail their future or destroy their potential.”
While noting that illicit drugs and substances have wreaked havoc on individuals, families, communities and countries worldwide, the President said: “In the face of such a formidable challenge, prevention is the most potent weapon that we can deploy. Prevention not only saves lives; it also saves resources that would otherwise be spent on treatment and rehabilitation. It empowers individuals to make informed choices, promotes healthy lifestyles and creates resilient communities capable of withstanding the pressures of drug abuse.
“Investing in prevention is not merely a moral imperative, a prudent way of safeguarding our future. By allocating resources towards evidence-based prevention programmes, we can break the vicious cycle of drug abuse and protect our youth from falling prey to the menace.”
The President further noted that “The assignment before us as a country requires that we prioritise evidence-based prevention strategies, allocate adequate resources and foster partnerships for greater impact.”
He consequently gave strong assurances that: “This government will support NDLEA to build on the success recorded in the past few years. We shall work with all relevant stakeholders to ensure that we have positive statistics from the next national drug use survey that will be conducted in the country.”
He urged all Nigerians to join hands in this noble cause. “This is an assignment for all patriotic citizens of this country, including religious leaders, traditional leaders, educational institutions, opinion leaders, and civil society organisations. NDLEA has created a formidable platform for cooperation vis-à-vis its War Against Drug Abuse (WADA) social advocacy initiative,” he said.
In his welcome remark, Chairman/Chief Executive Officer of NDLEA, Brig Gen Mohamed Buba Marwa (Rtd) said that the ‘Save Our Families’ social advocacy campaign launched at the ceremony by the President, is designed to prevent and tackle drug use through early detection and intervention by making the Agency’s newly produced special drug test kits a necessity in every home, schools and workplaces.
According to him, “The Agency has introduced the Drug Integrity Test initiative anticipated to metamorphose into an anti-drug culture for every Nigerian. The test is intended for secondary school students, students seeking admission into tertiary institutions and returning students, workers in government and private offices and individuals seeking political offices as well as prospective couples before taking their marriage vows. The drug test will serve as a tool for the prevention of drug use and early detection of the individual’s status of drug use for the purpose of appropriate intervention including treatment and rehabilitation. Let me also add that our drug integrity test, which has been adopted by some government institutions and tertiary institutions in the country, is a preventive mechanism.
“As a result, we have produced tens of thousands of special test kits capable of detecting 15 different substances, now available in all our commands across the country. This is for use in homes, schools, workplaces and others.
Apart from helping in early detection of drug abuse especially by our youths so that we can get them help in form of treatment, this will also create some deterrence effects.”
Speaking on the theme for this year’s World Drug Day, Marwa said drug use prevention lies at the heart of NDLEA’s strategy in addressing the drug problem because it is far more effective and cost-efficient to prevent drug abuse than to deal with its consequences.
“In this regard, we have used our War Against Drug Abuse (WADA) social advocacy initiative to campaign vigorously at the grassroots and create awareness for our people to shun illicit substances. WADA is a sensitization and advocacy initiative that employs the whole of society approach to engage all stakeholders including the Government sectors, institutions, and Non-Governmental Organisations with emphasis on youths in and out of school, community gatekeepers including traditional and community leaders, as well as religious leaders among others. I am proud to state that the programme has been a tremendous success as an effective tool of advocacy for social action and an awareness driven vehicle for public engagement and collaboration against the drug scourge. For instance, between 2021 and 2024, the Agency embarked on 6,423 sensitization and education programmes targeting young people in school and 987 programmes for Out of School youths in order to create awareness on the dangers associated with drug use. This is in addition to the millions of homes reached with our anti-substance abuse messages through our aggressive and impactful media campaigns using various traditional and new media platforms.”
He said apart from the various plans and initiatives deployed as preventive measures against the availability and access of illicit substances as well as their abuse by citizens, the Agency has been providing counselling and treatment for people struggling with drug dependence across 30 of its treatment and counselling centres nationwide where 33, 453 drug users had been treated in three and a half years.
The NDLEA boss said is equally not relenting in its effort to cut off illicit drug supply channels and dismantle trafficking networks. “After all, when you cut off drug supplies, you deny users availability and access to them, including insurgents, terrorists, bandits, kidnappers and sundry criminals who rely on drugs to foster their criminalities”, he added.
In this regard, he noted: “The magnitude of our effort is reflected in the statistics of our drug supply reduction activities. We have arrested 52, 901 drug traffickers, including 48 barons, in three and a half years. Over 9, 000 of the suspects have been convicted in court. We have also seized over the same period 7.6 million kilograms of assorted illicit substances.”
The outgoing UNODC Country Representative, Dr. Oliver Stolpe also made a number of recommendations. “After the exceptionally successful testing of the school-based drug prevention programme UNPLUGGED involving half a million secondary school children in Nigeria, the programme should be rolled out to all 28, 000 public and private secondary schools. We need to enhance the resilience against drug use among the millions of out-of-school children, for example through sports-based initiatives such as LINE UP LIVE UP (LULU). Furthermore, we need to strengthen families in their ability to recognise and address drug use in effective and constructive ways.”
Dr. Stolpe further said: “Most importantly, there is an urgent need to repeat the 2018 national drug use survey. Without up-to-date data, there is no way in which we can assess whether our collective efforts have long-term impact and address the actual priorities.”
The Minister of Education, Prof Tahir Mamman, who emphasized the importance of testing in schools expressed the ministry’s support for NDLEA drug test campaign while he called on  agencies of government “to work together and support all these efforts.”
According to him: “The most important place where this prevention fight should start is the education sector. And we will do our own part, even last week, it was something we considered and promised to review the existing policies so that we can work with NDLEA to take it to secondary schools and primary schools. To establish at all levels compulsory and sustained testing. It has to be compulsory and sustained, right through the years and period of their education.”
Chairman, House of Representatives Committee on Drugs and Narcotics, Hon. Abass Adigun called for more budgetary provisions for NDLEA in the face of its multi-faceted mandate. “We at the national assembly are ready to work with the NDLEA and we need the federal government to look into this.”
Others who spoke in the same light include Senator Sadiq Umar who represented the Senate President; Attorney General of the Federation and Minister of Justice, Prince Lateef Fagbemi SAN; Chairman of MTN Foundation, Prince Julius Adelusi Adeluyi and guest lecturer at the event, Dr. Vincent Udenze of Intersect Consortium, among others.
