    Naira redesign: I’ve nothing against CBN – Tinubu

    The All Progressives Congress (APC) Presidential Candidate, Bola Ahmed Tinubu, says he does not have anything against the Central Bank of Nigeria (CBN) Naira re-design and cashless policy.

    Tinubu said this in a statement on Sunday in Abuja, adding that he is only concerned about its disruptive implementation and the hardship it brought on the generality of Nigerians.

    This, he said, was especially because most Nigerians currently could not access their hard-earned monies and could not meet obligations.

    The former two-term Lagos state governor noted that the past few weeks had been a challenging one for Nigerians, especially Small and Medium Enterprises (SMEs).

    He added that equally challenged were the poor and vulnerable masses and those whose very survival depended on daily cash transactions.

    “They have felt the brunt of the combined problems of scarcity of fuel and new Naira notes.

    “We feel the pains of our market women and artisans who have experienced low sales because customers do not have cash to make purchases.

    “We hear the loud cries of farmers in rural areas and hinterlands who have been forced to sell their produce at much lower prices so they don’t lose out completely.

    “We hear every Nigerian dealing with the consequences of the roll-out of the cash swap programme,” Tinubu said.

    He however noted that while the scarcity arising from the supply limitations of the new Naira notes was still with us, he was encouraged about reports that the fuel queues across the country was easing out.

    This, he said, followed better supply of fuel to filling stations.

    He said we were now however confronted with how to bring quick, sustainable solution and relief to Nigerians on the challenges still posed by the non-availability of the new Naira notes.

    According to him, this is necessary to ensure that social and economic activities can move on unimpeded and normalcy immediately return to our financial services sector and overall productivity of the country.

    He recalled that to seek a quick resolution, the National Council of State met on Feb. 10, and advised the government and the CBN in particular, to push more new Naira notes into circulation.

    He said the council also advised that the old notes be allowed to remain a legal tender by ensuring supply gaps relative to infrastructural limitations were bridged by recirculating it to ameliorate the pains caused by the scarcity of new ones.

    “We agree with the wisdom of the Council of States as a necessary starting point to begin redressing the unintended consequences of what would have otherwise been a good policy that required mainstream adoption.

    “For the records, I and my running mate, Sen. Kashim Shettima, and our campaign council do not have anything against the CBN Naira redesign and cashless policy in principle.

    “We are only concerned about its disruptive implementation and the hardship it brought on the generality of Nigerians who currently could not access their hard-earned money and could not meet obligations,” he said.

    Tinubu said he was also concerned about the attendant consequences of the policy on the informal sector where majority operate.

    He added that in spite of the challenges and current difficulties, we are a country of resilient, bold and courageous people who don’t succumb to hard times.

    “We have always overcome our most difficult times and come out better as a people and a nation. This time will not be different. We will make lemonade out of our current lemons,” he said.

    To bring immediate relief to Nigerians, Tinubu urged the CBN to announce that the old and new Naira notes, especially the non-withdrawn notes and coins, would co-exist as legal tender for the next 12 months.

    He said this would immediately remove growing tension in the country, eliminate panic reactions by the populace and allow time to scale up infrastructural gaps around alternative payment options to cash.

    “We advise the immediate suspension of associated charges on online transactions and bank transfers and payments via POS until the current crisis is fully resolved.

    “This cost should be considered a roll-out expense by the CBN to incentivise the envisaged shift to alternative transaction channels for both the financial services consuming public and those in charge of implementing the scale-up programme,” he said.

    He said the CBN should also mobilise all money deposit banks, payment platforms to show clear commitment and timelines on expanding their infrastructure and support services.

    Besides, he suggested that Fintech companies with capabilities into currency swap programme for the next 90 days should be brought in to help decongest banking halls and ATM points where people lined up for hours.

    Tinubu said the CBN and other relevant Ministries, Departments and Agencies should form an Inter-Agency Action Committee.

    He said the committee should be for immediate oversight over the cash supply gaps from the Nigerian Security and Minting Company.

    He said the committee should also deal with issues around capabilities and turn around time to meet the needs of the informal sector and unbanked people.

    “The CBN, National Orientation Agency (NOA) and Ministry of Information, State and Local Governments.

    “With their relevant organs in both the public and private sectors should commence a major public enlightenment and sensitisation campaign,” Tinubu also advised.

    He added that this was critical to further educate and empower Nigerians on the new Naira and cashless policy for better understanding and mainstream adoption.

    “As leaders, our commitment to our country everyday must be on how to make life better for our people, and we are called upon not to waste the opportunity

    “Our task now is to restore hope in the country by implementing these steps to energise our people that we can do big things for a better future and shared prosperity.

    “We can build upon this citizen-focused policy challenge to offer a template on how governance should work for the people,” he said.

    Mr Dumebi Kachikwu, African Democratic Congress (ADC) Presidential Candidate, said the insufficient circulation of the new Naira notes posed great threats to the country’s peace.

    Kachikwu said this in a statement on Tuesday in Abuja.

    He said it was disheartening to see Nigerians endure long queues under the scorching sun just to withdraw their hard-earned money.

    According to him, Nigerians are groaning in agony and people are being dehumanised in a bid to obtain the new notes.

    “If this is not bad enough, the most political Central Bank Governor in our nation’s history seeks to plunge our nation into further chaos.

    “How else can one explain this ill-conceived Naira Redesign Policy that ought to strengthen the value of our currency but now threatens our very existence as a nation

    “My heart broke as I watched the videos of those who stripped naked in banking halls all in a bid to collect their money.

    “How do you speak of cashless banking in a country plagued by epileptic telecom networks and power blackouts?

    “Who is deceiving who when many parts of Northern Nigeria don’t have bank branches and lack the infrastructure to support e-banking.

    “Was this not factored into the CBN Governor’s plan?,”

    Kachikwu said that Nigerians did not deserve hardships, especially at a time when fuel was also not available in many parts of the country.

    He alleged that people queued for hours for fuel only to be told they could not buy.

    This, he said, was because they did not have cash and the Point of Sale (POS) terminals were not in operation due to unavailability of both the old and the new Naira notes.

    He lamented no money, no food, no power, no jobs, no security, adding that all these were ingredients of anarchy if not well managed.

    “Our nation is plagued by a Covid-19 induced inflation and recession like most nations but in our own case the managers of our economy have run out of ideas.

    “How do we deal with the corruption at our ports that is at the heart of inflation in an import dependent economy.

    “How do we stem the brain drain and keep our middle class happy and content in a working Nigeria?

    “How do we defend our borders, secure our highways and protect our farmlands and how do we bring the aggrieved Igbos back to an equitable table.

    “How do we repay our loans and balance our budget; how do we recreate the value of our Naira and create good paying jobs for tens of millions of Nigerians who are in despair,” he said.

    He said that for the country to move forward, it must rid itself of nepotism and mediocrity and enshrine meritocracy and excellence in service.

    He urged the nation’s leaders to refocus and revive ailing sectors such as the education and healthcare.

    He called for the rebuilding and growing of the country’s broadband networks and stemming of the rural-urban migration threatening the nation’s economy.

    Kachikwu said that the Feb. 25 general election was another opportunity for Nigerians to restore, rebuild, revive and reclaim their country by voting wisely.

    He urged Nigerians to demand for public debates by all the presidential candidates in order to carefully elect the best options.

    “They say they will transform the country from consumption to production and you all clap.

    “The question is produce what, where and when. It is your right to ask questions.

    “How do we enter an election like this without debating or discussing the issues, what is wrong with us, we create problems and then bring in a spiritual dimension.

    “We can’t continue to use Churches and Mosques to manipulate the emotions of the gullible.

    “Our nation is in need of genuine leadership and not fake prophecies and predictions,” he said.

    Fuel/Naira Scarcity: One Casualty, another injured as soldiers reportedly shoot at Ibadan protesters

    One casualty recorded, one injured as soldiers reportedly shot a motorcyclist amidst the protest against fuel and naira notes scarcity at the Apata area in Ibadan, the Oyo State capital.

    The protests which happened across the major cities of the state grounded activities and had youths carrying placards expressing their grievances on the situation since Friday.

    According to an eyewitness account as reported by Nigerian Tribune, the shooting incident happened in the early hours of Saturday after men of the Nigerian Army were deployed on the street to douse the tension in the state.

    “We saw soldiers’ vehicles pass through Brent, and all we heard were gunshots.

    “Everyone ran for their lives; some lay on the floor to prevent stray bullets,” the eyewitness was quoted to have said.

    The eyewitness added that there was also a female casualty in the shootout who is currently receiving treatment at the Lafia Hospital in the NNPC area.

    All efforts to reach the state command’s Public Relations Officer, DSP Adewale Osifeso, for comments on the alleged shootout proved abortive as of the time of filing this report.

    The House of Representatives ad-hoc committee on cashless policy on Tuesday submitted its report and recommended that cash releases by the CBN would be monitored on a weekly basis.

    TheNewsGuru.com, (TNG) reports this came to fore after the adhoc committee led by the House Leader , Alhassan Ado- Doguwa interfaced with the CBN Governor Godwin Emefiele on same day(Tuesday) before finally submitting its report.

    Alhassan Ado-Doguwa while submitting its Ad-HocCommittee report stated that the Committee finally got to meet with the Central Bank governor and had earlier also met with heads of commercial banks.

    ” The Committee in analyzing information from all quarters found out that the new notes are scarce in commercial banks.

    “The Central Bank governor agreed with the position of the House that the old notes can be redeemed by banks at any time of presentation.

    The recommendations of the Ad-Hoc Committee include that:

    I. The Ad-Hoc Committee will continue to work with the Central Bank and commercial banks to ensure the cashless policy and cash-swap policy will not affect Nigerians adversely and that the CBN will submit a weekly report to the Ad-Hoc Committee on currency releases to commercial banks.

    II. CBN should operationalize the provisions of Section 20 (3) of the CBN Act to the effect that the currency gets redeemed after the deadline.

    III. The CBN is to ensure the availability and issuance of new notes to Nigerians

    IV. That the ad Hoc Committee continue to work considering that the House is going on break while the issue at stake requires further attention of the Special Committee.

    V. Restore the over-the-counter transaction to the old limit before the new policy was introduced.

    Commendation by Speaker:

    The Speaker of the House, Rep. Gbajabiamila commended the Ad-Hoc Committee for its dedication and diligence while commending the Honorable members for the sacrifice to see the matter resolved in the interest of Nigerians.

    He expressed hope that the suffering facing Nigerians over accessing the new notes will begin to abate following the CBN governor’s assurances and that the supply of the new notes will improve drastically. Rep. Gbajabiamila berated banks that hoard the new currencies and supply in bulk to influential customers at the detriment of other Nigerians. He also called on the CBN to make the new notes more available to Nigerians across the country, both in rural and urban areas of the nation.

    The Speaker also called on stakeholders in all arms of government to work together for the good governance of the nation and Nigerians.

    The Governor CBN, Godwin Emefiele on Tuesday finally honoured House of Representatives ad-hoc committee invitation after several failures, promising Nigerians will not lose value of their naira after February 10 deadline.

    TheNewsGuru.com, (TNG) recalls the House Speaker, Femi Gbajabiamila had last Thursday vowed to sign a warrant of arrest of the Governor of the Central Bank of Nigeria CBN, Godwin Emefiele, if he fails again to appear before the House Adhoc committee to investigate the scarcity of new Naira notes.

    But the CBN Governor at the meeting with the committee assured that section 20 (3) of the CBN Act will be strictly implemented to the letter.

    He said that
    Nigerians will not lose the value of their money after the February 10 deadline if not deposit and noted that the use of the old naira as a legal tender stands.

    Emefiele explained why the paucity of the new Naira notes and benefits of cashless policy.

    He said: “Let me say that you are all aware that currency management is a key function of the CBN Act section 2(3).

    “We have done our best working and with your support will continue to do our best.

    “Besides the general practice across the globe and it is that after 5-8 years the CBN is supposed to redesign the currency and in the last 19 years we have not had a redesign of our currency.

    According to Emefiele, the apex bank is suppose to be in control of the supply of currency but most of the money are kept in homes instead of deposit money banks.

    He said monies running into trillions are in the possession of some individuals hence the need for the policy to have firm control of supply after.

    The CBN Governor said he had held several meetings with the deposit banks to load the new notes into ATMs to ensure an equitable and transparent mechanism.

    He expressed disappointment that banks are using the monies meant to be used for the purpose at parties.

    Although the House leader expressed disappointment over the failure of the regulator of the system not to appear.

    Their major concern is about the livelihood of the people. They say yes the apex bank has the powers to introduce new notes but why less than 30 days to the General Election.

    The Governor of Central Bank of Nigeria (CBN) Mr Godwin Emefiele has declared war on commercial banks insisting that no banks should henceforth pay out old notes except through the Automated Teller Machines (ATMs) or in bank branches all over the country

    This is just as he has requested officials of the Economic and Financial Crimes Commission and Independent Corrupt Practices Commission to accompany the Apex bank examiners to inspect bank branches nationwide to ensure compliance.

    He gave the instructions during the Bankers Committee meeting on Monday in Abuja.

    The CBN Governor warned: “No payment of new notes over the counter. Banks are only allowed to release new notes via ATMs

    Corporates that require cash should only be given the old N100 notes and below. Corporates must not be given the new notes”.

    According to him, EFCC/ICPC officials will accompany CBN examiners to inspect bank branches over the next two weeks to assess full compliance with CBN guidelines above.

    “Officials of branches that fail to comply or that release cash to Corporates and Politicians will face termination of their contracts and the respective banks will be sanctioned

    “No branch should allow an individual with multiple Debit cards to do multiple transactions on ATMs.

    “All new notes have tracking numbers to trace them back to State, Bank and Bank branches. So notes confiscated at parties and other locations can be traced back to the Bank and applicable branch

    Please note that no new notes for anyone over the counter in branches.”

    The CBN had on October 26, 2022 announced its plan to redesign the three banknotes – N200, N500 and N1000.

    President Muhammadu Buhari subsequently unveiled the redesigned notes on November 23, 2022 while the Governor of Central Bank of Nigeria, Mr Godwin Emefiele fixed January 31 deadline for the validity of the old notes.

    Following pressure for extension of the deadline, the CBN on Saturday announced the extension of the deadline for the validity of the old notes by 10 days.

    Even with the extension of the deadline by 10 days, Nigerians have been experiencing tough times in making withdrawal through the ATMs and the few that are dispensing are paying in old notes.

    The unavailability and scarcity of the new Naira notes have however paved the way for the Point of sale (POS) operators in hiking their service charge.

    The POS operators now charge N500 for the withdrawal of N5000 as against N100 hitherto charged for the withdrawal of same amount.

    An operator at Ajesa Street, (Close to Banex Plaza), Wuse II, who would not disclose his name, said the sudden increase in the service charge followed the scarcity of the new Naira notes.

    “It was difficult to access the new redesigned Naira notes”, he simply said.

    The scarcity of the new designed naira notes is causing huge problems as many shop owners in Abuja only accept new notes even as the Central Bank of Nigeria (CBN) in a fresh statement on Saturday extending the January 31 deadline for old Naira notes by 10 days.

    Many Nigerians have been gnashing their teeth over the unavailability and scarcity of the new designed naira notes as the ATM regarded as their last hope of getting the new notes still dispense old notes.

    Apparently the scarcity of new notes caused by the Central Bank of Nigeria CBN cash swap has started having its toll on ordinary Nigerians as shylock POS operators in Abuja now charge a whooping 10% on every N,1000 new note and 7% on old N1,000 note.

    A probe into this ugly development being perpetuated by PoS operators by TheNewsGuru.com, (TNG) on Monday revealed that immediately after the CBN extended the deadline from January 31 to February 10, Abuja POS operators enlarged their charges.

    A visit by TNG to ten points of sale in Abuja satellite towns of Kubwa and Dutse revealed that most operators are not willing to part with new notes except ten percent is paid for every N1k.

    The situation in Kubwa is alarming as ATM machines are not dispensing cash and PoS operators operating close to the machines are ripping off Nigerians.

    The most annoying is the fact that even old notes equally attract extra charges as most operators allege banks are charging them extra to get new notes.

    TNG engaged four of such operators in Kubwa and Dede and their verdict was that the commercial banks are deeply involved.

    One of such operators that simply identified herself as Ngozi told this correspondent that “oga leave matter the bankers tell us that they pay CBN extra to get new notes so we too must bear the cost.

    Displaying new notes she said”see oga I have new notes but if you can’t pay the extra go elsewhere na the same story.

    Another operator in Dutse declared that “oga nobe by force if you want to try go ask them for bank why Dem de charge us extra for new notes.

    This dangerous trend is fast snowballing into something else as those mainly affected are petty traders who do most of their transactions with cash and are already rejecting old notes despite the extension from January 31 to February 10.

    The extension has not really made any significant difference as traders are rejecting the old notes in the market particularly when networks affect transfers using bank codes which in most cases lead to debits that takes in most cases 24hours if not 72hours for commercial banks to make a refund.

    President Muhammadu Buhari has said there is no cause for alarm, assuring Nigerians that the government will ensure that citizens are unharmed in their businesses and no disruption is caused to the entire supply chain arising from the currency swap due to end shortly.

    Buhari was reacting to reports of long queues of people waiting for hours to deposit old notes and get new ones, a situation which has triggered public anger and criticism from the opposition.

    According to a statement by his Senior Special Assistant on Media and Publicity, Garba Shehu, the President underscored that the currency swap targets people hoarding illicit funds and not the common man.
    He maintained that it had become necessary to prevent counterfeits, corruption, and terrorist funding, assuring the public that the change will help stabilise and strengthen the economy.

    While taking note that the poorest section of society is facing hardship as they often keep hard cash at home for various expenses, the President further gave strong assurances that the government will not leave them to their own fate.

    He reiterated that a number of initiatives by the Central Bank of Nigeria (CBN) and all commercial banks are underway to speed up distribution of the new notes and do all that is necessary to forestall cash squeeze and chaos.

    The CBN first informed Nigerians about the plan to redesign the N200, N500 and N1,000 banknotes on October 26, 2022, saying the old notes would no longer be valid after January 31, 2023.

    Buhari unveiled the new notes in December 2022.
