    How the Federal Republic of Nigeria runs _ Owei Lakemfa

    Senator Ali Ndume, the Chairman, Senate Committee on Army, who was a darling of the opposition when he was in the House Of Representatives has been embroiled in controversies. But perhaps because he was once accused by the Federal Government of sponsoring the Boko Haram terrorists, he has been like a missionary fighting for the army, overdoing it to the extent that the army challenged his claims on casualties and the manner its casualties are buried.

    Ndume claims so much knowledge of the army, security and the terrorist insurgency that four years ago, he announced that the war was practically over. Despite his hyperactive proclivities and sycophantic prayers that the service chiefs who have been at their post for half a decade should continue in office despite the results from the battle field, his campaigns for the army cannot be denied. His current campaign is that Boko Haram cannot be defeated unless the twin challenges of the army which he claims are: “ lack of resources and inadequate personnel.” are addressed. He says of the war against Boko Haram: “In an operation like this, we have only 30, 000 soldiers on ground which is grossly inadequate.”

    However, those of us who may believe him are confused because the army insist on programmes like Operation Positive Identification (OPI) in which it wants to get all Nigerians identify themselves when stopped by soldiers on the road. How can an army which is said to lack funds and personnel for its basic duties, want to do core police duties?

    The Police has similar tales as the army, but rather than carry out its basic functions, it does the work of Vehicle Inspection Officers (VIO) and the Federal Road Safety Commission (FRSC) checking vehicle particulars for expiry dates.

    That is how we roll in the Federal Republic and those who do not accept that a carpenter is qualified to be a surgeon, are bound to learn bitter lessons. That seems to be what Borno State Governor Babagana Zulum is learning. An academic who should be in the classroom theorizing, descends into the arena of partisan politics talking about the need for leaders to be truthful and accountable.

    He found on January 6, that he was carrying his campaign for the truth too far when he visited the Maiduguri-Damaturu highway where thousands of travellers were stranded for hours because soldiers manning the highway locked it down, allegedly collecting bribes of N1000 from travellers who do not have national identity cards. He took the fight to the soldiers speaking on top of his voice: “How can you subject people to this kind of torture all in the name of National ID card? And you are all here collecting N500 and N1,000 from poor travellers who don’t have national ID card.”

    A man of action, Zulum, called the Theatre Commander of the war against Boko Haram, General Olusegun Adeniyi on phone: “Theater Commander where are you? …Right now I’m at the checkpoint near state university and we have thousands of people stranded and your people are here collecting money from people because they don’t have National ID Card. Why?”

    When General Adeniyi arrived at the scene and denied the traffic jam was caused by extorting soldiers, Zulum retorted: “I saw them with my eyes, I spoke with people that were asked to give money…You must know that the government and people of Borno State are behind you and your men, but you must call your soldiers to order, you must check their excesses. ”

    The Nigeria army reacted angrily in a statement by Aminu Iliyasu, the army operations media coordinator. It said the army is a professional and disciplined institution which views such allegations seriously and that they would be thoroughly investigated and those found guilty, punished. Then it went after Zulum: “However, it is important to unequivocally observe that public outburst particularly by eminent personalities such as a State Executive could be counterproductive and indeed capable of reversing the gains recorded so far in the ongoing fight against insurgents and other criminal elements across the nation.”

    While still carrying out the promised investigations, Boko Haram returned in full force on the highway, killing and kidnapping. From these incidents, I have an hypothesis that I call ‘The Zulum Theory’ which states: It is better to have bribe-taking soldiers on the highway than life-taking Boko Haram. In mathematical terms, it will be known as ‘The Zulum Equation: >:<.

    Talking about mathematics, given the Supreme Court experience in which in their Imo State judgement, their lordships awarded more votes than the total number of registered voters, I will suggest that arithmetic be introduced as a compulsory subject in all law programmes, and their lordships take annual refresher courses in arithmetic. Following the Supreme Court award of the Imo State Governorship seat to the All Progressives Congress (APC) events are moving fast as the state lawmakers are dumping the Peoples’ Democratic Party for the new ruling party.

    A friend, Paul Nwabuikwu commenting on this scenario wrote: “ Our politicians are generally unprincipled, but Imo lawmakers are below sea level” I do not think the Imo legislators are “below sea level” they are actually swimming with the tides. If tomorrow, the Supreme Court reverses itself, they will swim back to the PDPIt is surprising that the House of Representatives has joined the strident calls for the replacement of the service chiefs in the face of the reality that they are incapable of meeting the country’s security challenges particularly the Boko Haram insurgency. The Honourables seem familiar only with the English trite that ‘You do not change a winning team’ and not the Nigerian version that ‘You do not change a winning team, nor do you change a losing team’

    Senator Enyinnaya Abaribe, the Senate Minority Leader made me laugh when he asked President Muhammadu Buhari to resign over the serious security situation in the country. He should know that we don’t resign from plum positions in Nigeria; like drugs on the shelf, we expire.

    The Presidency’s response to Abaribe’s call gives the impression that its media team is high on dangerous substances. First, he was needlessly insulted. Then was told he should be in jail for standing surety for “traitorous and treasonable suspects.” who escaped. Finally on the Boko Haram war, the Presidency said President Buhari has all it takes to finish off these terrorists, adding the most ridiculous statement of the century: “ He alone can do it.”

    Given the fact that virtually all indices of governance are in the negative, the Buhari administration is all for rough tackles. Today, the Federal Republic of Nigeria is run on ten percent truth, twenty percent half-truth, and seventy percent untruth.

    Breaking: Nigerians in Wuhan-China call on FG for immediate evacuation

    Nigerians in Diaspora Organisation (NiDO), East China Chapter and the Association of Nigerians in Wuhan, have called on the Federal Government to immediately evacuate them from Wuhan, China following the outbreak of Coronavirus.

    They made the call in a joint statement by Mr Elijah Odii, President, NiDO East China and Mr Okoye hiamaka, Acting President, Association of Nigerians in Wuhan, on Monday in Abuja.

    The groups stated that 65 Nigerians, including children, reside in Wuhan, the epicentre of the 2019 Coronavirus.

    The groups, however, debunked the news circulating in several media and social media platforms that Nigerians at the epicentre of the epidemic had not indicated interest to be evacuated.

    They made it clear that their desire for evacuation had been their position since they began engagements with the Embassy of Nigeria in Beijing.

    “We write in support and on behalf of Nigerians living in Wuhan and other Nigerians under the umbrella body of Nigerians in Diaspora Organization (NiDO) East China Chapter.

    “We had sent a letter to the Nigerians in Diaspora Commission (NIDCOM) on Wednesday, Jan. 29, requesting for evacuation.

    “We hereby wish to reiterate this request and seize this opportunity to debunk the fake news currently circulating on social media and on some notable mainstream media outlets.

    “It is not true that Nigerians at the epicentre of this epidemic had not indicated interest to be evacuated.

    “The desire for evacuation has been our stance since we commenced engagements with the Embassy of the Federal Republic of Nigeria, Beijing,” they stated.

    Both groups also stated that since the epidemic struck and began to spread, Nigerians in China had kept strengthening community engagement efforts.

    The groups explained that as a result of the lockdown in Wuhan and some other cities in China, some Nigerians had not been able to procure food items.

    They added that some others already ran out of the financial means to procure food, having spent money on unplanned prevention kits.

    The group said that parents were also worried on how to cope if any of their children fell ill at this moment when visiting hospitals was a dangerous idea.

    They said that their relatives back home were also worried over their welfare and highly hopeful that the Federal Government would provide for them all necessary diplomatic support.

    “We believe that the government of the Federal Republic of Nigeria will make plans in tandem with our requests.

    “For this, we are hopeful of prompt actions to address the concerns and welfare of Nigerians in Wuhan and China in these desperate times,” the groups said.

    Gunmen open fire on bus, kidnap passengers in Abuja

    Gunmen have abducted some bus passengers plying the Piri – Kwali expressway in Abuja, Police said on Monday.

    A statement by the spokesman of the FCT Police Command, DSP Anjuguri Manzah, indicated that four of the kidnap suspects have been arrested.

    The statement read: “Police operatives from FCT Command, while responding to a distress call on Sunday, 2nd February, 2020, at about 1730hrs, in Piri Kwali expressway, arrested four (4) suspected kidnappers, whose syndicate (now at large) fired several shots at a Toyota Previa bus and kidnapped some of its passengers after the bus was forced to stop.

    “While some of the passengers were rescued by the joint effort of the police and some youths of the nearby community, others are still with the kidnappers.

    “The four suspects arrested by the police operatives are: Shuaibu Sule ‘m’ 27 years, Mohammadu Usman ‘m’ 25 years, Umar Usman ‘m’ 19 years and Usman Ibrahim ‘m’ 20 years all of Kamadi village kwali.

    “Exhibits recovered from the suspects are: one Dane gun, two cutlasses, one iron bar, and one AK 47 ammunition shell.”

    Manzah added that the command is making “concerted effort” to rescue the remaining victims and arrest fleeing suspects.

  • Insecurity: Schools, worship centres in Kaduna to resume lugagge checks

    The Kaduna State Police Command has advised schools, worship centers, markets, motor parks and other public places to resume checks on luggage at their entrance points.

    The advice followed the arrest of a suspected suicide bomber, Nathaniel Samuel, at Living Faith Church Sabon Tasha, Kaduna on Sunday.
    The suspect was intercepted while the Church service was in session with some suspected Improvised Explosive Devices (IEDs) contained in a bag.
    The Command Public Relations officer, DSP Yakubu Sabo, in a press statement, said the measure was necessary to prevent any security breach.
    He said that the Commissioner of Police, Umar Muri had directed all police officers to intensify surveillance and to liaise with stakeholders within their respective jurisdictions to ensure collective vigilance.
    He assured the people of adequate security, through proactive measures adopted by the Command recently.

    Bandits invade Niger community, kidnap Chief Imam, 19 others

    The Imam of the Emir of Borgu Palace Mosque and 19 others have been kidnapped in early morning raid by bandits on some communities in Borgu local government area of Niger state.

    One person has been confirmed dead and three others seriously injured in the attack that lasted for hours.

    The bandits, who had blocked the Road from Ibbi to New Bussa were armed with guns, cutlasses, and knives and were shooting sporadically.

    The bandits were said to have blocked the road from Ibbi to New Bussa, attacking villagers going and coming from the markets.

    Sources said the incident occurred at about 5.30 pm on Saturday when the villagers were returning from the markets.

    The Imam was noticed to have been among the kidnapped victims when the bandits called the Emir to demand N20 million ransom for his release.

    It was also learned that the Emir of Borgu, Alhaji Mohammed Haliru Dantoro had summoned an emergency meeting with all security chiefs in the local government to look at the possibility of securing the release of those kidnapped.

    Court declares RUGA, cattle colony illegal in Benue

    A Federal High Court sitting in Makurdi, presided over by Justice Mobolaji Olajuwon, on Monday declared the federal government policy, plan or proclamation to establish RUGA Settlement and cattle colonies in Benue State as unwarranted, unlawful and unconstitutional.

    Delivering judgement in the suit filed by Benue Attorney General and Commissioner for Justice Benue State, Barrister Michael Gusa against the Attorney General of the Federation, Federal Ministry of Agriculture and Rural Development and the Minister of Agriculture, Justice Olajuwon declared that any move by the federal government to compulsorily acquire land for RUGA Settlement or cattle colony in Benue State without the approval of the Benue State government is null and void.

    The Judge granted an order nullifying every action or decisions taken to establish RUGA Settlement or cattle colonies for herdsmen in Benue State.

    Justice Olajuwon further issued an order of perpetual injunction restraining the Attorney General, the Federal Ministry of Agriculture, The Minister of Agriculture, their agents, privies, servants or whosoever from making any attempt to hold, administer, use or allocate land in Benue State for RUGA Settlement, cattle colonies or any other purpose contrary to the 1999 constitution, the Land Use Act and the Open Grazing Prohibition and Ranches Establishment Law 2017.

    The judge held that by section 1 of the Land Use Act of 1978, ownership of land in any state of the federation is vested on the governor of the state and only the governor has the right to grant statutory right of occupancy to any person.

    Commissioner for Justice, Barrister Michael Gusa described the judgement as sound, as it complies with rules and norms of democracy.

    He said when Governor Samuel Ortom assumed office innocent people were killed by herdsmen as the Governor saw the enactment of the Open Grazing Prohibition and Ranches Establishment Law as the solution to the killings and the global best practice in rearing cows.

    He added that the policy of the federal government to establish RUGA settlement and cattle colonies came late, as the state already has the Open Grazing Prohibition and Ranches Establishment Law 2017.

    Worried about the fate of their business in Lagos State, commercial motorcyclists popularly known as Okada riders are relocating to other states to keep their heads above water following the implementation of the ban on motorcycle and tricycle operations in major areas of Lagos.

    Recall that the state government had recently proscribed the operations of Okada and tricycle riders in Apapa LGA, Apapa Iganmu LCDA, Lagos Mainland LGA, Yaba LCDA, Surulere LGA, Itire-Ikate LCDA, and Coker-Aguda LCDA.

    Others are Ikeja LGA, Onigbongbo LCDA, Ojodu LCDA, Eti-Osa LGA, Ikoyi-Obalende LCDA, Iru-Victoria Island LCDA, Lagos Island LGA and Lagos Island East LCDA.

    A Lagos motorcyclist, Aliyu Zamdayu, who just arrived Abuja narrated to TheNewsGuru(TNG), how himself, a hundred others contributed monies to transport their motorcycles from Lagos to the northern part of Nigeria, where they further dispatched to states considered as fair for the continuation of their transport business.

    Aliyu, who is from Adamawa, commenced his business as usual in Wumba village, situated in Lokogoma, Abuja when he had a contact with our correspondent.

    Speaking on the ban of motorcycles in Lagos, Aliyu told our correspondent who engaged him for a transport service valued at 100 naira that similar transaction would have earned him 500 Naira in Lagos.

    Expressing himself in Pidgin English, Aliyu said “Oga, if no be this Okada wey them ban for Lagos, as I carry you so na 500 Naira I for collect; this 100 Naira wey you dey price me no fit do anything”

    “For Lagos, I dey work for Obalende, Victoria Island and I dey make money well! Well, this Abuja nor be like Lagos”

    Asked how he arrived in Abuja, he disclosed that he alongside hundred others who had fears ahead of the implementation of the ban contributed monies, rented a truck that helped transport them to Abuja.

    He disclosed that other motorcyclists relocated to Kano, Bauchi, Gombe while some settled for highly populated areas in Nasarawa communities adjoining the FCT.

    Another Okada rider, Musa (refuses to disclose his surname), who is from Yobe State, said he left Lagos because he is afraid to lose his motorcycle which he bought at an exorbitant price.

    Musa told TNG that he acquired his motorcycle under a higher purchase plan and he is yet to complete the payment.

    “I thought of going back to my village but I know nobody will pay me money there. I will stay in Abuja for a while and see how the market is, if it is good, then I will stay here.

    “But, since I came to this Abuja, business has been bad, I don’t see money as I do in Lagos”

    A resident in Wumba village, Phemmila Williams, said there has been a surge in the number of motorcyclists in the area, he disclosed that most of them are yet to get proper shelter and as such they loiter on streets in the evening and sleep in makeshifts anywhere they find comfort.

    “Okada riders living in this community have increased, the majority of them are new in this area, I heard about a truck coming to drop some of them. Our only fear is that the larger they become the more our safety is under risk” Says Williams.

    Coronavirus: Chinese Envoy faults claims by Lai Mohammed

    Zhou Pingjian, the Chinese Envoy in Nigeria has faulted claims made by the Minister of Information, Lai Mohammed that there were only 16 Nigerians in Wuhan, the Chinese city where the coronavirus broke out.

    TheNewsGuru.com (TNG) reports Pingjian as saying there are 60 Nigerians living in Wuhan, contrary to the claim of Lai Mohammed, who also said that the Nigerians in the Chinese city were unwilling to return.

    Pingjian, who made this known on Monday at a media briefing at the China Embassy in Abuja, said there might be 40,000 or 50,000 Chinese nationals in Nigeria and that most of them are resident in Lagos.

    “According to our check with your embassy (in China), there are 60, not 16 Nigerians, that are in Wuhan now. Your embassy has maintained regular communication with them. At this moment, no one risks much movements,” he said.

    The ambassador said the Chinese government are taking relevant steps to contain the virus and keep residents safe.

    “We give the health of the Chinese citizens and foreign nationals including our Nigerian friends equal treatment.

    “Nigeria has taken measures more than as required in emergencies and that is commendable. And there is no Chinese national in Nigeria that is affected by the virus,” Pingjian said.

    Asked about measures taken to ensure there is no case of the virus imported from China, Pingjian said the embassy is asking Chinese nationals to follow the travel advisory issued by the World Health Organisation.

    “For the Chinese nationals who went back home for the festivals, apparently, they wish to get back home as scheduled.

    “But I can tell you, not only for Nigeria, even those from other countries, are reconsidering their plans especially if it is not so urgent so as to reduce the risk involved.

    “But if it is necessary to travel, once they follow the travel advisory, we still feel it is normal for people to travel beyond the borders,” he said.

    Abuja time today, the total number of confirmed cases of novel coronavirus infection climbed to 17205, and 21558 people were suspected of being infected with the virus in the Chinese mainland, according to China’s National Health Commission.

    A total of 361 people had died of the disease. 475 people had been discharged from hospital after recovery. These are not numbers. These are lives, families, communities. This is going to be an unforgettable Spring Festival for the Chinese, as families are separated but united to stand together in the face of the disease.

    The safety and health of the people always come first, and thus the prevention and control of the outbreak is the country’s most import work for now. The Chinese government attaches great importance to the epidemic. President Xi has repeatedly given important instructions on prevention and control work, and personally held a meeting on the first day of the lunar New Year for redeployment and remobilization.

    Under the leadership and personal commitment of President Xi, China has built a nationwide prevention and control system focusing on Wuhan and Hubei, from the central government to the local level, and work in all aspects is underway. All aspects of work are open and transparent, and we are speeding up progress in a scientific and orderly manner. All things considered, the epidemic can be contained, controlled and treated.

    The Chinese nation has gone through great winds and waves and overcome countless difficulties.

    We believe that under the leadership of the Communist Party of China and the Chinese Government, the people of the whole country will unite as one, and be fully capable and confident to win this battle of epidemic prevention and control at an early date.

    The 1000-bed makeshift hospital in Wuhan, which was built in 9 days and is in full operation today, speaks volumes.

    Fighting the spread of the epidemic is a common concern of the international community.

    China is willing to work with other countries in the world, including Nigeria, to respond to the epidemic actively.

    We have informed the World Health Organization, relevant countries and Hong Kong, Macao and Taiwan of the latest epidemic situation, and have shared information on virus gene sequences with all parties at the first time.

    We have taken the most comprehensive and rigorous containment and mitigation measures, and many of them go well beyond the requirements of the International Health Regulations (2005).

    By doing so, China is not only protecting the health of its people, but also that of people around the world.

    Such efforts are fully recognized by many governments as well as the WHO. AS WHO Director-General Dr. Tedros said on several occasions, China deserves gratitude and respect for its efforts to contain the outbreak and that China’s experience is worth learning for other countries.

    As he sees it, China has in fact taken more measures to contain the outbreak than it is required to do in case of an emergency, and China is setting a new standard for outbreak response for other countries.

    We thank the international community, including Nigeria, for its full understanding and support for China.

    As you are aware, WHO declared the outbreak as a public health emergency of international concern (PHEIC) last Thursday.

    As Director-General Dr. Tedros clearly stated, the main reason for this declaration is not because of what is happening in China. It is about protecting countries with weaker health systems and which are ill-prepared to deal with potential spread. WHO continues to have confidence in China’s capacity to control the outbreak.

    There is no reason for measures that unnecessarily interfere with international travel and trade. WHO doesn’t recommend limiting trade and movement. Director-General’s recommendations should be seriously considered.

    Under current circumstances, solidarity is what the world needs. The epidemic is occurring mainly in China, with limited spread to other countries. China has made enormous contribution to the world with its concrete actions.

    All countries should adopt a responsible attitude, work together to combat the virus, and avoid overreaction that may result in more negative spillover effects.

    Life comes first. The Chinese Government is committed to safeguarding the safety and health of the Chinese people.

    We will, in a responsible manner, safeguard the safety of every foreign national in China, including the Nigerian expatriates, and address their legitimate concerns in a timely manner.

    We will continue to strengthen communication and coordination with the international community and work hand in hand for epidemic prevention and control.

    Finally, I would like to echo what Dr. Tedros, the DG of WHO, pointed out last Thursday, “This is the time for facts, not fear. This is the time for science, not rumors. This is the time for solidarity, not stigma”. Thank you very much.

    The ban placed upon operators of motorcycles (Okada) and tricycles (Maruwa) is beginning to take its toll on residents of the state.

    Recall that the state government had last week placed a ban on the operations of the riders effective Saturday, February 1.

    The ban according to the government covers all major highways and bridges that run across fifteen selected local government and council development areas in the state.

    However, as expected Lagosians who are used to leveraging on okadas as the fastest form of transportation to their destinations were on Monday shocked as the riders were either not seen at all or operating briskly (at exorbitant rates) to avoid arrest by the Lagos State Task Force team.

    A tour of major areas by the TNG team on Monday showed impressive level of compliance albeit at commuters’ expense.

    Defiant riders protest ban

    Meanwhile, the ban did not go down well with riders who alleged that their means of livelihood was forcefully taken from them without alternatives. They promised to resist attempts by the government to render them jobless.

    From Ikeja to Ijora-Olopa and other places, the police had a hectic day dispersing the protesters who set bonfires on major roads in that axis. Three were reportedly killed and others severely injured during the clash.

    ‘How do they want us to survive with our families? The government did not buy this bike for me. I did all forms of menial jobs to buy it. Despite the risk involved, Okada work is just about the easiest way out of the urge to commit crime and joblessness. I have OND but that certificate has never been useful. No job anywhere. When hunger was biting hard and there was no one to run to for help, I saved up to buy the bike from menial jobs that I do. It’s what I use to care for my three children and wife. The government should consider lifting this selfish ban,’ one of the riders running a brisk business in Amuwo Odofin area of Lagos said.

    A rider with one of the merchant companies, who identified himself as Wale said it was sad that the government implemented the ban without caring how the riders especially the private ones will survive. ‘Government needs to understand that nobody is happy riding okada. The risk involved is life threatening. But we have to survive. It’s something we do just for the money. And no rider in his right senses will pray to do this for long before finding a better means of survival,’ Wale said.

    Commuters berate government, trek long distance to work

    It was an endurance trek sort of for some commuters especially those living within the restricted axis for Okada and Maruwa. Commuters in their hundreds dressed formally for work waited endlessly for miracles that never happened. In Ikeja for instance, the roads were free but only enjoyable to private car owners. Commuters were heard placing heavy curses on government for ‘messing’ up their Monday. They imagined how they will survive under this harsh reality till weekend and probably forever.

    ‘This ban is senseless. How can you place ban on something you are yet to provide alternatives to? You can’t fix a problem by causing a bigger one. They promised releasing some buses but how can that cater for the passengers all the routes that okada and keke were banned? This government is just out to punish us for voting it in, nothing more!,’ a female stranded commuter in Ikeja said.

    The ban wasn’t any better with commuters in Apapa. Commuters were seen drained and almost lifeless as they manage to trek to office. ‘The big commercial buses can’t ply all routes. We rely on Okada and Maruwa to take us to those places. Banning them without replacements is irresponsibility of the highest order’, Sunday, a commuter said walking hurriedly to work.

    Endure the inconveniences, it won’t last long, Lagos Government assures commuters

    Following the outrage by residents on Saturday and Sunday, the state government on Sunday evening appealed to commuters to bear the inconveniences while working to improve the situation.

    The state said the ban, which is being enforced in 15 local government areas and local council development areas across the state, became necessary due to the casualty figures resulting from their operations.

    In a statement released on the official Twitter page of Lagos State Government Sunday evening, the government said the level of compliance was over 90 per cent. “In fact, some of the ride hailing companies directed their riders to obey the directive. This is commendable,” it said.

    According to the statement, “the high level of compliance has shown that Lagosians agree with the government on the need to stop the danger that commercial motorcycles and tricycles have become – a big threat to safety of lives and security of our people.

    “The little discomfort experienced by commuters on some routes due to the absence of motorcycles and tricycles is noted. This will not last as alternatives are being rolled out.”

    The state further said a fleet of 65 buses will join the others on some major routes as from Monday February 3, 2020. “No less than 550 more buses are being expected. Besides, 14 ferries will be commissioned on Tuesday.”

    It also said “this will further open up the waterways, reduce travel time on various routes and provide safe, dependable and comfortable alternatives for commuters.

    “The government is not unaware that enforcing this directive may lead to some job losses. The Governor, Mr Babajide Sanwo-Olu, plans to announce some measures to tackle the likely effects of the order.

    “Besides the programmes of various agencies, such as the Lagos State Employment Trust Fund (LSETF), Women Affairs and Poverty Alleviation, Office of Civic Engagement, Lagos State Parks and Gardens and others.”

    O’Horse to the rescue

    As expected, some residents took advantage of the service breakdown to launch new service. Called O’Horse in replica of one of the ride hailing companies, the horse riders pick maximum of two passengers and charge them based on their destination. However, one of the horses was seen collapsed in a viral video after walking some distance.

    The attached video shows the Speaker of the House of Representatives, Rt. Hon. Femi Gbajabiamila lamenting over the nonchalant attitude of the Security Chiefs of the nation.

    According to Speaker Gbajabiamila, he called a meeting of the service chiefs to know what they want and how to assist them but rather than honour the invitation they sent their accountants respectively.

    A visibly frustrated Gbajabiamila said: “I’m almost embarrassed!”
