    Insecurity: NGF, NSA, Defence Minister hold closed door meeting in Abuja

    The Nigeria Governors’ Forum (NGF) held a closed door meeting with the National Security Adviser to the President, Nuhu Ribadu and Minister of Defence, Mohammed Abubakar on Wednesday.

    The meeting under the leadership of the Forum Chairman, Gov. AbdulRahman AbdulRazaq of Kwara, is holding at the NGF Secretariat in Abuja.

    The Governors in attendance were those of Anambra, Akwa-Ibom, Oyo, Kwara, Osun, Plateau, Lagos, Nasarawa, Ekiti, Ebonyi, Kogi, Ondo, Imo, Cross-River, Ogun and Edo.

    Though the meeting agenda is not disclosed, it may not be unconnected with the issue of insecurity in the country, especially the latest killings in Yelwata, Benue State.

    Meanwhile, a reliable source disclosed that the meeting was taking briefing from the NSA and the defence minister.

    Recall that President Bola Tinubu earlier on Wednesday visited Benue where he held a stakeholders meeting with the people at the Government House, Markudi.

    The president, at the meeting, directed the Inspector General of Police, Kayode Egbetokun, and the Chief of Defence Staff, Christopher Musa, to immediately arrest killer herders who perpetrated the heinous killing of over 100 people in Yelewata community in Benue.

    The meeting included the Secretary to the Government of the Federation, George Akume, Traditional Rulers, and former Governors of the state.

    President Tinubu called out the Inspector General of Police to know why arrests had not been made.

    He also urged the heads of the Department of State Services (DSS) and the National Intelligence Agency (NIA) to intensify surveillance and gather actionable intelligence to apprehend the perpetrators.

    The outcome of the closed door meeting between the NGF, the NSA and the Defence Minister is yet to be disclosed.

    Why NGF avoids commenting on contentious political issues – DG

    The Nigeria Governors’ Forum (NGF) says it does not comment on political issues to avoid being seen as partisan.

    The forum’s Director-General, Abdulateef Shittu, stated this on a statement issued on Saturday in Abuja.

    Shittu said that as a technical and policy hub, NGF was expected to steer clear of taking positions that might alienate members with varying political interests.

    He said that the forum had received media enquiries requesting it to comment on some recent political developments in the country.

    “The forum wishes to clarify that it is an umbrella body for sub-national governments to promote unified policy positions and collaborate with relevant stakeholders in pursuit of sustainable socio-economic growth and the well-being of the people.

    “As a technical and policy hub comprising governors elected on different platforms, the body elects to steer clear of taking positions that may alienate members with varying political interests.

    “In whatever language it is written, taking positions on contentious partisan issues would mean a poor sense of history.

    “Just a few years ago, the forum survived a fundamental division following political differences among its members,” he said.

    Shittu, however, said that regardless, the forum was reputed for its bold positions on governance and general policy matters of profound consequences.

    These, according to him, include wages, taxes, education and universal healthcare, among others.

    He called for the understanding of the public and the media, confident that appropriate platforms and crisis management mechanisms would take care of any of such issues.

    The 36 state governors, under the aegis of the Nigeria Governors’ Forum (NGF), are meeting in Abuja to discuss tax reform and other national issues.

    The meeting is chaired by the forum’s chairman, Gov. AbdulRahman AbdulRazaq of Kwara.

    Governors from Oyo, Anambra, Bauchi, Jigawa, Lagos, Ogun, Abia, Ebonyi, Bayelsa, and Akwa Ibom are in attendance.

    Also present are the deputy governors of Kaduna and Zamfara.

    Speakers of State Houses of Assembly are also attending the meeting.

    At its Jan. 17 meeting with the Presidential Committee on Fiscal and Tax Reforms, the NGF endorsed a revised Value Added Tax (VAT) sharing formula.

    The proposed formula allocates 50 per cent based on equality, 30 per cent on derivation, and 20 per cent on population.

    On Wednesday, the Federal Government inaugurated 50 newly appointed Tax Appeal Commissioners to strengthen economic reforms and revenue generation.

    The Minister of Finance and Coordinating Minister of the Economy, Mr Wale Edun, underscored the commissioners’ vital role in enhancing revenue collection.

    He highlighted the importance of the Tax Appeal Tribunal (TAT) in ensuring fair tax dispute resolution, fostering investment, and promoting a business-friendly environment.

    Nigeria Governors’ Forum mourn statesmen, Adebanjo, Clark

    The Nigeria Governors’ Forum (NGF) has condoled with the families of two prominent Nigerians and elder statesmen, Pa Ayo Adebanjo and Chief Edwin Clark, who recently passed on.

    The forum, in a statement signed in Ilorin on Tuesday by the Chief Press Secretary to Kwara Governor, Rafiu Ajakaye, said their deaths had depleted the rank of national outstanding voices.

    According to the statement, the two were never afraid to offer their views on issues of national importance.

    The forum recalled that the duo played critical roles in the evolution of the country’s democracy, constitutional development, and the discourse around its federal system vis-a-vis topical issues of resource control and the rights of ethnic minorities.

    It extended its heartfelt condolences to the people and governments of South-West and South-South, especially Ogun and Delta States, and the families of the statesmen on these developments.

    The forum prayed for the repose of their souls, saying their legacies would endure for generations yet unborn.

    Recall that Adebanjo died at his Lekki residence on Friday at the age of 96, while Clark died on Monday at the age of 97.

    President Bola Tinubu, on Wednesday in Lagos State, emphasised the critical role of state governors in driving Nigeria’s development and prosperity.

    He said their leadership at the subnational level was central to achieving food security, economic prosperity and rapid national growth.

    The President made the remarks during a visit by Vice President Kashim Shettima and members of the Nigeria Governors Forum (NGF).

    “You are the most important link to Nigeria’s prosperity and development. The Federal Government accounts for about 30 to 35 per cent of the allocated revenue; the rest comes to you.

    “The agricultural value chain depends on you. You own the land, and the job is in your hands,” he said.

    President Tinubu called for stronger collaboration between the federal and state governments to address pressing challenges, including local government autonomy, agricultural productivity, and currency stability.

    Expressing his commitment to local government development and autonomy, the President stressed its importance for grassroots development and dispelled rumours of disagreement with the governors.

    “We will not fight within us. I will drive the change. You control your local governments. You can restore hope by effectively fulfilling what the people expect at the grassroots level.

    “There were gossips that we had disagreements on local government autonomy. No. Just drive development at the local government.

    “Nobody wants to take them away from you, but we need collaboration. Let’s do it together and ensure Nigeria is better off for it,” said Tinubu.

    He urged governors to prioritise agricultural growth as a pathway to economic stability.

    “We have to work harder, grow more, and ensure the situation of our currency improves. Nigeria will see prosperity, but it requires consistent effort from all of us,” he said.

    He also urged the governors to take pride in their efforts and acknowledged their progress across the states.

    “There is no state we cannot visit and be proud of its development. We have better allocations now. Let me take the abuse; you take the privileges. Together, we will build a nation we are all proud of,” he said.

    Reflecting on his leadership journey in the last 19 months, the President expressed confidence in Nigeria’s capacity to thrive given the resilience and leadership demonstrated by the administration.

    “I am glad I asked for this job, and Nigerians gave me the mandate. We’ll be on this voyage together. I thank all of you for where we are today and where we are heading,” he said.

    Abdulrahman Abdulrazak, chairman of the Nigeria Governors Forum and Governor of Kwara, acknowledged the tangible progress made under President Tinubu’s leadership.

    “The policies are working. In agriculture, I was in Jigawa. The complaint in Jigawa was that there was a bumper harvest, but because of the strength of our currency, traders exported the harvest.

    “So, most of us are encouraging ourselves to buy bumper stocks into our silos, store them for the rainy day. So, in terms of agriculture, the policy is working.

    “We’ll continue to deepen that and ensure we are 100% sustained in food security and feed the whole of West Africa,” he said.

    The governor urged the President to visit various states to see the ongoing transformations and progress firsthand.

    He assured the President of the support of the governors, particularly in contributing to local security architecture to further enhance the nation’s security.

    “I must confess that I have not done two years in this administration, but I’ve done more projects in two years than in the four years of my first term.

    “We are getting more funding due to the restructuring of the economy. Yes, there is inflation, but we are overriding it,” the governor said.

    The House of Representatives Committee on Constitution Review has said that it will engage the Nigerian Governors Forum, Nigeria Guild of Editors, Conference of Speakers of State Legislature, Chairmen of the 18 Political Parties, Civil Society Organisations, amongst others, as part of activities for the ongoing review.

    The Deputy Speaker and Chairman of the Committee, Hon. Benjamin Kalu who made this known during the committee’s meeting in Abuja, also said that the House will be holding an international legislative dialogue on women on October 28 and zonal public hearings in January.

    In his remarks, Kalu assured that the committee is on track to deliver to Nigerians, a new Constitution by December, 2025, noting that the essence of the engagements is to get the input of various stakeholders and brief them on what the committee is doing.

    He said that the Committee in carrying out most of its assignments, will be broken down into subcommittees, which will not be exhaustive as additional members will be included later on to ensure that everyone is carried along.

    NGF sad over passage of Akwa Ibom’s First Lady, Patience Eno

    The Nigeria Governors’ Forum (NGF) has extended its condolence to the Akwa Ibom State Governor, Pastor Umo Eno, over the loss of his wife, Pastor Pateince Umo Eno.

    A statement by the state’s Commissioner for Information, Ini Ememobong, announced the First Lady’s death in the early hours of Friday.

    According to the commissioner, she died at a hospital on September 26, 2024, surrounded by family members.

    The statement titled “Unexpected Sunset” read, “It is with heavy hearts that we announce the passing of the Wife of the Executive Governor of Akwa Ibom State, Her Excellency, Pastor Mrs. Patience Umo Eno, following an illness.

    “She passed away peacefully at the hospital on 26th September 2024, in the presence of her family.

    The family submits to the will of the Almighty and asks for the prayers and support of kind-hearted individuals during this difficult time.

    “Further details will be provided by the family as necessary. In the meantime, the family kindly requests privacy as they mourn their beloved wife, mother, and grandmother.

    “His Excellency, the Governor, Pastor Umo Eno appreciates all who have stood by the first family in this period and assures all the citizens that despite this huge personal loss, his commitment to the service of the state is unwavering.”

    Reacting to the loss, the NGF in a statement by Kwara State Governor/Chairman, Nigeria Governors’ Forum, Abdulrahman Abdulrazaq on Friday, said it was “shocked at the sudden death of Her Excellency Pastor Patience Umo Eno, wife of the Governor of Akwa Ibom State HE Pastor Umo Eno.

    The NGF sends its heartfelt condolences to His Excellency the Governor, the family, and the people of Akwa Ibom on this devastating loss of the precious jewel.

    “Our hearts are with His Excellency and his family at this difficult moment, and we ask that God Almighty give him all the strength he needs to soldier on.”

    The forum prayed to God to repose the soul of the late First Lady of the state and give the family the fortitude to bear this huge loss.

    Gov AbdulRazaq reveals outcome of NGF’s closed door meeting

    The Nigeria Governors’ Forum (NGF) has reiterated its commitment to improving  security and protect lives and property of Nigerians.

    The governors made the pledged in a communiqué issued at the end of its 9th meeting on Wednesday night in Abuja, signed by the forum’s Chairman, Gov. AbdulRahman AbdulRazaq of Kwara.

    The NGF emphasised the importance of implementing robust security measures to ensure the safety and well-being of citizens within their respective state

    AbdulRazaq said that the forum diring the meeting received a briefing from the National Security Adviser’s (NSA) Office on the current security situation in the country.

    AbdulRazaq said that the NSA noted the growing momentum for a planned protest demanding government attention.

    He added that the NSA was committed to supporting the governors in improving security architecture at the sub-national level.

    The NGF chairman also said the meeting received presentation from the Minister of Health and Social Welfare on the Nigeria Health Sector Renewal Investment Program (NHSRIP).

    He said that the minister provided updates on the sector-wide approach, the Basic Healthcare Provision Fund (BHCPF), Primary Health Care (PHC) Revitalization, and the National Supply Chain Management.

    AbdulRazaq added that the governors also received the new Country Director of the World Bank, Mr Ndiame Diop, who briefed the forum the bank’s various programmes currently being implemented in the states.

    These according to him include HOPE (Human Capital Opportunities for Prosperity and Equality), Food and Nutrition Security, and SPIN (Sustainable Power and Irrigation for Nigeria Project).

    He assured the bank of the governors’ continued support for programmes being implemented across the country.

    “Members received a briefing from the body of Attorneys General of the 36 states on the Supreme Court ruling on the financial autonomy of local governments.

    “Members received a briefing from the Nigerian Bar Association (NBA) on the recent change in the association’s leadership and other initiatives.

    “The NBA expressed their commitment to working with the states in defense of our democracy and the rule of law.

    “The governors highlighted the importance of such a revered association and the role they play in ensuring effective governance.

    “They assured the governors of their continued collaboration and readiness to provide necessary support,” AbdulRazaq said.

    State Governors on the platform of the Nigeria Governors’ Forum (NGF) convened a closed door meeting in Abuja over the recent financial autonomy granted the Local Government Areas by the Supreme Court.

    TheNewsGuru.com (TNG) reports the Governors were also expected to discuss the N70,000 new national minimum wage and the looming nationwide protest, though not listed on the agenda.

    On the agenda was also update on United Nations General Assembly; State Contribution and Shareholder Rights in Benin Electricity Distribution Company (BEDC).

    The Governors would also receive presentations from the Minister of Health and Social Welfare, as well from the World Bank Country Office.

    However, as of the time of filing this report, the outcome of the meeting presided over by the Forum Chairman, Governor AbdulRahman AbdulRazaq of Kwara State was yet to be made public.

    Governors sighted in attendance at the meeting are those of Abia, Kogi, Anambra, Delta, Plateau, Yobe, Oyo, Imo, Benue, Cross River, Ondo, and Zamfara.

    Also in attendance are those of Bauchi, Bayelsa, Kano, Sokoto, Kebbi, Gombe, Nasarawa, Lagos, Ekiti, Kano and Akwa-Ibom States.

    Others are; Deputy Governors of Borno and Enugu States.

    LG autonomy: Governors react over Supreme Court ruling

    The Nigeria Governors’ Forum (NGF) welcomes the ruling of the Supreme Court granting autonomy to local governments areas, Chairman of the forum and Governor of Kwara State, AbdulRazaq AbdulRahman, has said.

    AbdulRahman made the remark while addressing State House correspondents after a meeting with President Bola Tinubu on Friday.

    He was accompanied by Gov. Hope Uzodimma, Chairman, All Progressives Party (APC) Governors Forum and Dr Bala Mohammed, Chairman, Peoples Democratic Party (PDP) Governors Forum.

    “Compliance is a given and our Attorney General has applied for the enrollment order, which we’ll study carefully.

    “But by and large governors are happy with the devolution of power in respect of local government autonomy. It relieves the burden on governors.

    “Our people really don’t know how much states expense in bailing out local governments, and that’s the issue there,” he said.

    He said in his state Kwara, the government had never tampered with local government funds.

    “What the local governments have to do is to manage themselves, especially with the incoming minimum wage, to manage their affairs and make sure salaries are paid, traditional rulers get their five per cent and those are the main issues,” he said.

    On states where local government elections are yet to be conducted, he said the forum would meet next Wednesday to look at the issue wholly and then come up with a resolution.

    He also said the discussion on minimum wage was ongoing, and that the tripartite committee had met and submitted its report.

    “Yes, a movement of figures is the  prerogative of the president which he will also transmit to the National Assembly for robust debate before it’s adopted,” said AbdulRahman.

    LG autonomy requires accountability – Church leaders

    Some church leaders, on Friday in Lagos, called for a structured accountability system in  local governments to enhance grassroots development.

    The leaders described as a watershed,  Thursday’ Supreme Court judgment granting financial autonomy to local governments.

    They said that accountability was, therefore, needed to make local governments responsive.

    The General Overseer of the Calvary Kingdom Church, Okokomaiko, Lagos State, Archbishop Joseph Ojo, said that the judgment was landmark and would  make local governments truly independent.

    Ojo called for a structured accountability system to that would  foster  needed development at the grassroots.

    “It is the real independence day for local governments if politician will not find a way of making sure it does not work.

    “The constitution made provision for three tiers of government since, but it has actually been two because of the superintendence of states on  LGAs, making  them subservient.

    “Until the people reject bad governance, nothing will work.  Therefore, with the autonomy of the LGAs, the people should ensure they hold the managers accountable,” he said.

    The Founder of the Holy Fountain Church in Lagos State, Babatunde Okeyomi, said that the judgment would lead to improved  welfare of the people.

    Okeyomi added that the judgment would strengthen the country’s democracy and make local government more viable and people-oriented.

    He called on communities to ensure that local government chairmen would  not enrich themselves unlawfully with public funds.

    LG autonomy: LP, APC speak on Supreme Court judgement

    Labour Party (LP) and All Progressives Congress (APC) in Oyo State have commended Thursday’s Supreme Court judgment which granted autonomy to local governments in Nigeria.

    The two political parties, in their separate interviews on Friday in Ibadan, saying the development would fast track development at the grassroots.

    Chairman of Labour Party in the state, Sadiq Atayese, said that the autonomy was long overdue.

    “Everyone who is conscious of the level of transformation that functional third tier of government could bring to the grassroots has been clamouring for its autonomy.

    “The development will go a long way in ensuring that infrastructure development gets to the grassroots, hence the impacts of democratic government will be more felt.

    “Local government is the closest to the people, but unfortunately, over the years, their functions have been usurped by the state government for obvious reasons, thereby stifling development at that level of government administration.

    “The judgment has now given a clear direction on how the funds due to local governments from the federation account should be channeled,” he said.

    Atayese expressed the hope that state governors would cooperate with the ruling in order to fast track development at the grassroots.

    “The governors should remember that they have all sworn an oath to protect and defend the constitution and uphold the rule of law,” he said.

    Atayese said that his party would continue to identify with the rule of law and ensure that all legal provisions aimed at ensuring the wellbeing of the masses were respected.

    He also called for amendment of all necessary parts of the constitution that might be in conflict with the judgment.

    Similarly, the Publicity Secretary of APC in the state, Mr Olawale Sadare, said that the judiciary had, by the judgment, cleared the doubts surrounding the misinterpretation of a particular Section of the 1999 Constitution (as amended).

    According to him, some people have been leveraging that particular section to shortchange the third tier of government.

    While stating that the judgment was long overdue, Sadare commended the judiciary for upholding the rule of law.

    Sadare urged Federal Government to use the judgment to meet the yearnings of the people at the grassroots, through the local government councils, for accelerated growth and development of the country.

    He also called on the anti-graft agencies to henceforth be on their toes and monitor how council funds would be utilised to avoid mismanagement.

    The federal government had instituted a legal action against the governors of the 36 states of the federation at the Supreme Court over alleged misconduct in the local government administration.

    The governors of the 36 states were sued through their respective attorneys-general.

    The suit filed by the Attorney General of the Federation (AGF) and Minister of Justice, Lateef Fagbemi, sought full autonomy for the local government as the constitutionally-recognised third tier of government.

    The federal government had argued that since the constitution recognises local governments as the third tier of government, they should be granted autonomy and allowed to draw funds directly from the federation account.

    Supreme Court judgement on LG autonomy, victory for democracy – IPAC

    The Inter-Party Advisory Council (IPAC), said the Supreme Court judgment on Local Government financial autonomy is a victory for sustainable democracy in Nigeria.

    IPAC National Chairman, Yusuf Dantalle, who stated this at a news conference on Friday in Abuja, called for the immediate implementation of the Apex court’s judgment on the matter.

    The Supreme Court had on Thursday in a judgment granted financial autonomy to Local Governments (LGs) in the country, barring state governors from constituting caretaker committees to run the affairs of council areas.

    “The judiciary has again shown that it remained the temple of justice and beacon of hope for all aggrieved people through judgment it delivered on local government autonomy,’’ he said.

    He said that the judgment had restored citizens’ confidence in the judiciary as we strive to fix the nation and make it great again.

    “The Federal Government’s action in instituting the suit to liberate the 774 Local Governments from the clutches of State Governors is the best decision it has taken so far.

    “It is a giant step forward in revamping the economy and bolstering grassroots development across the country.

    “It is unfortunate that governors who ought to have bolstered local government development in the country, chose to suffocate it by retaining and utilising funds meant for LGAs,’’ he said.

    Dantalle said he was particularly happy that the apex court also held that no House of Assembly of any State has the power to make laws that could, in any manner, interfere with monies meant for the local governments.

    “This is important as governors who are used to divert LGs funds for over two decades could seek ways to circumvent the apex court ruling by using State Houses of Assembly,” he said.

    “IPAC has been in the vanguard for full autonomy of LGs as clearly provided for in the 1999 Constitution, as amended.

    “I have also sought for the abolition of the ill-conceived appointment of Caretaker Committees, an affront to the constitution,” he said.

    Dantalle called on the Economic and Financial Crimes Commission (EFCC) to beam its searchlight to ensure funds released to LGs were prudently used for the good of the people.

    “With this historic judgment, Nigerians expect rapid development of local government areas, as millions in terms of job creation to curb the problem of unemployment,” he said.

    He  urged the local government chairmen to reciprocate the gesture of the landmark judgment by ensuring judicious use of the resources allocated to their various areas.

    Dantale reiterated IPAC’s call for the scrapping of State Independent Electoral Commissions (SIECs), saying they have proven to be incompetent and incapable of conducting free, fair and credible elections.

    He said that SIECs are not only mere appendages of various government houses, but lack the capacity and requirements to conduct credible polls.

    “To restore confidence in the electoral process, INEC should be empowered and mandated to conduct all  Local Governments elections in Nigeria,’’ he said.
