  • New NIA DG did not fail qualification exams, not married to Moroccan – Presidency

    Sequel to widespread criticisms and specific allegations that greeted the appointment of Ahmed Rufai Abubakar as the new Director General of the National Intelligence Agency (NIA), the Presidency on Sunday reacted insisting that the allegations were misleading and baseless.

    There had been allegations that the new DG was unqualified for the position because he retired from the agency as an Assistant Director, because he failed promotion examinations twice, and had to quit.

    The Special Adviser to the President on Media and Publicity, Femi Adesina in a statement also denied claims that the new NIA DG was married to a Moroccan.

    According to the statement, the President appointed Abubakar because he had worked closely with him in the past two years.

    A lot of half-truths, misinformation, and outright falsehood have attended the announcement of a new Director-General for the National Intelligence Agency (NIA), in the person of Mr Ahmed Rufai Abubakar”

    Some of such unfounded stories include that Abubakar had retired from the services of NIA as an Assistant Director, because he failed promotion examinations twice, and had to quit, willy-nilly. Others claim he is married to a Moroccan, and so cannot hold such sensitive security position, while others say he was born and bred in Chad, and he holds dual nationality. All these have been widely disseminated on the social, and some mainstream media. With the formal assumption of office by Mr Abubakar, it is now necessary to set the facts straight”.

    The new NIA DG retired from Foreign Service as Deputy Director (not Assistant Director) and three times during his career, had won Merit Award for competence and meritorious service. Failing promotion examination can only exist in the fecund minds of fiction writers. His last position before the new appointment was as Senior Special Assistant to the President on Foreign Affairs/International Affairs where again he quietly proved himself”.

    Abubakar’s parents hailed from Katsina State, and had settled in Chad at a point in their lifetime. The new DG did his primary school in Ndjamena (then Fort-Lamy), but returned to Nigeria for his secondary and University education. He never at any time held Chadian nationality.

    Mr Abubakar’s only wife hails from Katsina State, indeed, from the same community as the husband. The story of being married to a Moroccan can only be tale by moonlight, concocted by people who love a fib”.

    The President appointed the new DG because he had worked closely with him in the past two years, and sincerely believes that he would add value to the NIA”.

  • Presidency mad at media over ‘negative’ reportage on new NIA DG

    The Presidency has frowned at media reports criticising the appointment of the new Director-General of National Intelligence Agency (NIA), Mr Ahmed Rufa’i.

    A statement issued in Abuja on Saturday by Mr Abiodun Oladunjoye, Deputy Director (Information), Media Unit of the State House, quoted Malam Garba Shehu, a Presidential Spokesman as flaying the negative reports.

    Shehu expressed concern during a send-off for the newly-appointed director-general of the NIA.

    The send-off was organised by Presidential aides and staff of the State House, Abuja.

    Shehu, who is also the Senior Special Assistant on Media and Publicity to the President, said it was regrettable that the appointee had been maligned by a section of the media following his appointment.

    He, however, described Rufai’s appointment as well deserved.

    “Ahmed Rufai Abubakar is a perfect fit who is most qualified for the job. He has occupied various top public offices in the agency in the course of which he received several awards. He left voluntarily to go to the United Nations as a Director.

    “When he retired, he was appointed as a Senior Adviser in the Multinational Joint Task Force (MNJTF) regional coalition of countries for the fight against Boko Haram and other trans-border security threats in the region.

    “There is no doubt at all as to Mr Abubakar’s qualifications for the job and that is what is most important,’’ he said.

    The Chief of Staff to the President, Malam Abba Kyari, who also spoke at the event, described the erstwhile aide on international relations to the President as “a patriot, intelligent and consummate gentleman”.

    He said: ”I met him for the first time in this office after my appointment as Chief of Staff.

    ”I do not think his elevation will deny us the opportunity of still working together.

    “During his stay here, he distinguished himself as a patriot and he brought his wealth of experience in working with international organisations to bear on his work.

    “At any given time, even at late hours, Abubakar was always ready to give his best. He was committed.’’

    Also speaking, the State Chief of Protocol, Amb. Lawal Kazaure, advised the former presidential aide to surround himself with the “right advisers’’.

    “Do not have people who tell you what you want to hear around you but those who will tell you the truth dispassionately,” Kazaure said.

    He urged other staff members to continually pray for the new director-general.

    For the On his part, the Permanent Secretary, State House, Alhaji Jalal Arabi, the civil service has gained richly from Abubakar’s wealth of experience.

    “Hardwork was Ahmed Rufai Abubakar’s middle name during his period at the State House. Please, I want you to be guided by your conscience and philosophy in your new assignment,” he said.

    Corroborating the permanent secretray’s view, Mr Fola Oyeyinka, a presidential aide in the Office of the Chief of Staff, noted that colleagues would always have fond memories of the new intelligence chief as a generous and witty gentleman.

    “We worked together in the ‘Chief of Staff’s Little Office’ and I recall he will always share his lunch and food with us.

    “Our ‘little office loss’ is Nigeria’s gain and we wish the new DG the very best in his new role,’’ he said.

    On her part, Mrs Abike Dabiri-Erewa, the Senior Special Assistant to the President on Diaspora, said she had looked forward to consummating their work plans for 2018 before the new appointment.

    She said: “When he was appointed, I got a text message from someone who said: a Yoruba man was removed from office and now a northerner has been appointed in his place, what kind of thing is this?

    “I replied: If it is this Rufai that I know and have worked with, honestly he is the best person for the job and I really don’t care where he comes from, and that ended the conversation,’’ she said.

    Mrs Bumi Badejo, who recently retired as a Director in the Office of the Chief of Staff, said career civil servants that worked with Rufai would fondly remember him as “a witty, humble and intelligent gentleman’’.

    “He will correct you nicely without raising a word. He is a wordsmith,’’ she said.

    A steward, Sule, recounted that his over two-year stint with his principal was devoid of rancour, query or any ill-feeling.

    Sule jokingly told his former boss: “I will not forget your kindness to us. Please do not forget us in your new office.”

    Responding, Rufai said: “I am emotion-laden for so many reasons and I thank you for what you have said about me.

    “The best I could have done in my life is to serve the President and the nation.’’

    Ahmed Rufai, who until his appointment, was a Senior Special Assistant to the President (SSAP) on Foreign Affairs/International Relations, in the office of the Chief of Staff.

    The Presidency on Friday held a special send-off event for the newly-appointed Director-General of the National Intelligence Agency, Mr. Ahmed Rufai Abubakar as he prepares to assume duty next week.

    The elated DG who couldn’t hide his joy however reiterated his commitment to serving the country and President Muhammadu Buhari in particular.

    This was revealed in a statement signed and released on Saturday by the Deputy Director (Information), State House, Abiodun Oladunjoye.

    Abubakar was until his appointment the Senior Special Assistant to the President on Foreign Affairs/International Relations, in the office of the Chief of Staff to the President.

    ‘‘I am emotion-laden for so many reasons and I thank you for what you have said about me. The best I could have done in my life is to serve the President and the nation,” he said.

    The Chief of Staff, Abba Kyari, set the tone for the evening at the event held in his conference room when he described the erstwhile aide as ”a patriot, intelligent and consummate gentleman.”

  • Reps kick, set to probe NIA over another missing $44m

    House of Representatives on Tuesday in Abuja mandated its Committee on National Security and Intelligence to investigate the alleged missing 44 million dollars from the vault of the National Intelligence Agency.

    The committee was also mandated to probe the controversy surrounding the appointment of the new Director-General of the agency, Mr Rufai Abubakar.

    The resolution followed the unanimous adoption of a motion under matters of urgent public importance by Rep Diri Douye (Bayelsa-PDP).

    Moving the motion, Douye expressed concern that the NIA is enmeshed in another scandal barely two days after the new DG assumed office.

    “The nation is yet to recover from the shock of the `Ikoyigate Safe House’ scandal involving 43.4 million dollars, 23.2 million naira and 27, 800 pounds, the report of which is yet to be made public,’’ Douye said.

    The lawmaker also called for probe into the appointment of Abubakar as the new NIA.

    According to Douye, the identity, nationality, citizenship and competence of the new DG, have become subject of public speculation and controversy.

    “The controversy surrounding the appointment and the cash scandal paint a poor picture of the country’s national security and diminishes the reputation of the agency,’’ he said.

     

  • Buhari appoints Ahmed Abubakar as NIA’s substantive DG

    President Muhammadu Buhari has approved the appointment of a substantive Director General for the National Intelligence Agency.

    This was contained in a statement by presidential spokesman, Femi Adesina, on Wednesday.

    The new Director General is Ahmed Rufai Abubakar, a retired career Foreign Service officer, who until his appointment served as the Senior Special Assistant to the President on Foreign Affairs/International Relations.

    Abubakar had extensive experience working with the United Nations in peace support operations, mediation process, preventive diplomacy and good offices, as well as the promotion of good governance and respect for the rule of law and human rights.

    He also briefly served as Senior Adviser at the Multinational Joint Task Force, with headquarters in Ndjamena, Chad, before his appointment as SSAP.

    Abubakar holds a B.A degree in French Language and Literature, and an M.A degree in Francophone Maghrebian Literature, both from Bayero University, Kano.

    He is also fluent in English and Arabic.

    The appointment takes immediate effect.

  • EFCC, SSS, NIA faceoff: Magu blows hot; says ‘No street fight between my men and anybody’

    The Acting Chairman of the Economic and Financial Crimes Commission, EFCC, Ibrahim Magu, on Thursday denied allegations of street fights between EFCC and two security agencies: Nigeria Intelligence Agency, NIA, and the State Security Service, SSS.

    Magu spoke during the meeting of the Senate ad-hoc committee constituted to investigate the face-off-stance between the agencies. was in response to comments by the chairman of the Senate ad-hoc committee constituted to investigate the face-off, Francis Alimikhena.

    The chairman of the committee, Sen. Francis Alimikhena while insisting that the hearing be held in presence of journalists had referred to the face-off among the agencies as street fight.

    “There is nothing hidden because they fought in the street,” he said “They fought dirty and Nigerian people will like to know what led to that fight. What happened in that dirty fight, I don’t think it’s something we should hide from the public. For me, I would prefer that we do this openly for Nigerians to see. It’s a shame on all of us for sister security agencies to be fighting dirty in the street. Which means we don’t have spirit de corps. For them to fight in the public then they should tell us what led to that fight.”

    The senator was the only one among the five committee members who wanted the hearing made public.

    Mr. Magu, however, did not wait for the commencement of the closed-door session before venting his dissatisfaction at the senator’s choice of words.

    The EFCC boss told the senator that the EFCC never engaged in street fight but went out to carry out its constitutional duty.

    “Mr. Chairman, I really don’t know. There was no street fight, there was no dirty fight. We did not fight anybody. So, the reference to street fight or dirty fight, I don’t think its proper sir. There was never a street fight. My men went there, they were not allowed to execute the due warrant of arrest and the search warrant.”

    The senator did not respond to his comments.

    The lawmakers then agreed to hold the hearing behind closed door.

    The committee also agreed to hold separate hearing for each of the agencies, starting with the EFCC, before inviting the three to a final hearing.

    Recall that TheNewsGuru.com had earlier reported the incident in November when NIA and SSS officials prevented the EFCC operatives from arresting Ita Ekpeyong, ex-head of the SSS; and Ayodele Oke, ex-head of the NIA.

    SGF/NIA Probe: Osinbajo panel to submit report to Buhari on Monday

    The Presidency on Wednesday said the presidential committee investigating the suspended Director-General of the National Intelligence Agency, Ambassador Ayo Oke; and the suspended Secretary to the Government of the Federation, Babachir Lawal, will submit its report to President Muhammadu Buhari on Monday.

    The Senior Special Assistant to the Vice-President on Media and Publicity, Mr. Laolu Akande, disclosed this in a statement made available to journalists on Wednesday.

    Akande said the committee chaired by Vice-President Yemi Osinbajo was scheduled to complete its assignment on Wednesday.

    “The three-man Presidential Investigative Committee set up by President Muhammadu Buhari, GCFR, under the chairmanship of Vice President Yemi Osinbajo, SAN, to inquire into the Discovery of Foreign and Local Currencies by the Economic and Financial Crimes Commission at Osbourne Towers, Ikoyi, Lagos and the Allegations of Due Process Violations in the Award of Contracts under the Presidential Initiative on the North East is completing its assignment today and is scheduled to present its reports to the President on Monday, May 8, 2017,” the statement read.

    There have been media reports that the committee that has the National Security Adviser, Babagana Monguno; and the Attorney-General of the Federation, Abubakar Malami (SAN) as members would present its report on Wednesday.

    SGF, NIA Probe: Osinbajo panel to submit report Wednesday

    Barring any last minute change of plans, the Presidential committee investigating suspended Secretary General of the Federation, SGF, Babachir Lawal and the Director-General of the National Intelligence Agency, NIA, Ayo Oke, would submit its finding tomorrow (Wednesday).

    The Minister of Justice and Attorny-General of the Federation, AGF, Abubkar Malami who is a member of the panel headed by Vice President, Yemi Osinbajo dropped the hints on Tuesday.

    He spoke to State House correspondents after a private meeting with President Muhammadu Buhari at the presidential villa, Abuja.

    He, however, refused to speak on whether the committee would yield to the calls of not making the report public, saying “it will be preemptive”, as the committee’s 14 days life span is yet to elapse.

    TheNewsGuru.com reports that President Muhammadu Buhari had set up a three-man Committee comprising the Hon. Attorney-General of the Federation and Minister of Justice, and the National Security Adviser, headed by the Vice President, Prof. Yemi Osinbajo to conduct investigations into allegations leveled against Lawal and Oke.

    The Committee is to submit its report to the President within 14 days.

    The Prof. Yemi Osinbajo panel set up by President Muhammadu Buhari to investigate the suspended Director-General of the National Intelligence Agency, Amb. Ayo Oke, and the Secretary to the Government of the Federation, Babachir Lawal, has dispatched letters of invitation to some NIA officials demanding they appear before it on Monday (today).

    The invited persons were also asked to come with some relevant documents, which would be submitted to the panel.

    TheNewsGuru.com reports that Oke is under probe for the NIA’s role in the seized $43.4m, N23m and £27,000 (N13bn) in the Osborne Towers, Ikoyi, Lagos.

    Lawal, on his part, was suspended in connection with a contract scandal in the Internally Displaced Persons camp in the North-East as alleged by a Senate ad hoc committee.

    TheNewsGuru.com reports that both Oke and Lawal were suspended by Buhari on Wednesday last week.

    A probe panel, headed by Vice-President Yemi Osinbajo, was constituted to investigate allegations against the top government officials.

    The committee also has the Attorney General of the Federation, Abubakar Malami (SAN), and the National Security Adviser, Babagana Moguno, as members.

    Part of the tasks of the committee is to investigate why the NIA kept $43.4m, N23m and £27,000 (N13bn) in the Ikoyi house.

    The money was seized by the Economic and Financial Crimes Commission based on a tip-off from a whistle-blower.

    TheNewsGuru.com reports that the suspended NIA DG had on Friday informed Osinbajo and the NSA that the money, which was originally, $289,202,382, emanated from the National Petroleum Investment Management Service on February 25, 2015, based on the instruction of the then President, Goodluck Jonathan.

    According to a report by The Punch, some of the invited officials from the NIA were aides to the suspended NIA DG.

    An anonymous source in the Presidency confirmed to The Punch: “We have invited some officials of the NIA to come and explain to us why such a huge amount of money should be kept outside a financial institution.

    Some of those invited are from the finance department. The panel hopes to understand the workings of the NIA and how it spends cash relating to projects and security matters.

    The invited persons will also explain what the money was spent on and what sort of security projects the NIA had done which required such a sum of money.”

    The source, however, added that the suspended NIA DG had not been officially invited by the probe panel.

    Meanwhile, the acting Chairman of the EFCC, Mr. Ibrahim Magu, has submitted his report on the seized N13bn to the Osinbajo committee.

    Magu has since appeared before the three-man committee to testify on the matter.

    A source, who spoke on condition of anonymity confirmed that Magu said he had all reasons to believe that the N13bn ($43.4m, N23m and £27,000) was warehoused for suspicious reasons.

    He said, “It is true that Magu has appeared before the committee but it will be wrong to say that he was quizzed. That word sounded as if he is also being investigated.

    The truth is that if not for the EFCC boss, that money was meant to be shared by some people,’’ the source said.
