    183 ex-Niger Delta agitators sue FG, Presidential Amnesty Programme

    No fewer than 183 former Niger Delta agitators have dragged the Federal Government (FG) to a Federal High Court, Abuja over allegations bordering on alleged stoppage of their monthly allowance.

    The 183 ex-militants, in a 17 separate suits filed by their counsel, Regina Okotie-Eboh, before Justice James Omotosho, also joined the coordinator of the Presidential Amnesty Programme (PAP) In the matter.

    In one of the suits marked: FHC/ABJ/CS/675/2023 dated Dec. 5, 2023 but filed Dec. 6, 2023, an ex-agitator, Benneth Ofeyena, sought a declaration that he is entitled to the mandatory monthly stipend of N65,000 as beneficiary of Phase 2 of the PAP.

    He said the programme was initiated by the FG vide a Federal Government Amnesty Proclamation Notice issued in 2009 upon a truce reached between the FG and them.

    He also sought a declaration that the defendants’ failure and/or refusal to pay the monthly stipend of 65,000 from October 2012 till date to him as a beneficiary is illegal and unlawful.

    The ex-militant, therefore, prayed for an order directing the defendants to pay to him the sum of N8,255,000.00 (eight million two hundred and fifty-five thousand naira), representing the mandatory monthly stipend of N65,000. 00 for the period from October, 2012 to April 30, 2023.

    He sought an order directing the defendants to pay to him the mandatory monthly stipend of 65,000.00 from May, 2023 till date.

    Ofeyena equally sought an order directing the defendants to pay N5 million each as the cost of filing the suits

    In the other 16 separate suits before Justice Omotosho, the ex-agitators sought same reliefs.

    They told the court that they had been beneficiaries of government’s amnesty programme since 2009 when it was initiated by the late President Umaru Yar’Adua’s administration and wondered why the payment of the N65,000 was stopped despite yearly budget of over N60 billion appropriated for the said programme by Federal Government.

    In the 16 other suits, some of the plaintiffs include Oyemo Ezi, Suru Michael, Albert Tamaraudouye, Alex Sile, Allen Ikiyou, Aaron Williams, Abisere Alfred, Amuluku Daniel, Amuluku Julius, Belele Karina, among others.

    When the matter between Benneth Ofeyena against Maj-Gen. Barry Tariye Ndiomu (rtd.), ex-Interim Administrator of PAP, and Federal Republic of Nigeria (FRN), listed as 1st and 2nd defendants, was called, the sole plaintiff, Ofeyena, gave his testimony as prosecution witness before Justice Omotosho.

    Ofeyena, while being led in evidence by his lawyer, Okotie-Eboh, adopted his witness statement on oath which he deposed to on Dec. 6, 2023, as his evidence in court and urged the court to grant all his reliefs.

    He said the FG and the ex-agitators, including himself, reached a truce in 2009 to surrender their arms and renounce militancy.

    Ofeyena told the court that he laid down a pump action riffle at the time.

    He said in return, the FG pledged to institute programmes to assist the beneficiaries’ disarmament, demobilisation, rehabilitation and provision of reintegration assistance to the militants.

    He said after the completion of the training programme at demobilisation camp, he was given a personal identity card of the Niger Delta Presidential Amnesty Programme and a certificate of successful completion of the demobilisation programme.

    He was also given a certificate of participation by the United Nations (UN) Delegated Kingian Nonviolence Conflict Resolution and Reconciliation Team from Emory University Atlanta Georgia.

    Besides, he testified that he was given a unique code that was embedded in their identity cards and certificates issued to all the beneficiaries of the amnesty programme, among others.

    He said all these were to prove a point that he was one of the beneficiaries, contrary to the defence submission.

    Ofeyena, however, said that he was only paid the monthly stipend of N65, 000 from February 2012 to October 2012 before it was stopped.

    Justice Omotosho admitted the documents tendered in evidence and marked them as exhibits.

    After cross-examination by PAP lawyer, Babatunde Alajogun, and counsel for FRN, Maimuna Lami-Shehu, the judge adjourned the matter until May 6 for the defence to open their case.

    Also in the sister case marked: FHC/ABJ/CS/673/2023, between 138 ex-militants against PAP interim administrator and FRN, Oyemo Ezi, one of the witnesses, testified and after he was cross-examined by the defendants lawyers, Justice Omotosho adjourned the matter until April 23 for defence to open their case.

    It would be recalled that President Bola Tinubu had, on Thursday, appointed Dr Dennis Otuaro as new administrator of PAP.

    Otuaro replaced Ndiomu, who had served as interim administrator of the programme since September 2022.

    President Bola Tinubu has pledged the administration’s commitment to the sustainable development of the Niger Delta.

    Tinubu said this when he met with Mr Abubakar Momoh, the Minister of Niger Delta Development.

    A statement by Osigwe Omo-Ikirodah, Special Assistant to the minister, in Abuja on Sunday, said the meeting centred on providing a comprehensive update on the ongoing activities and initiatives within the Niger Delta Development Ministry.

    He said that the meeting was aimed at seeking the President’s support and commitment toward sustainable development of the Niger Delta.

    “During the meeting, Momoh highlighted the vital projects and initiatives undertaken by the Ministry to uplift the socio-economic landscape of the region,” he said.

    Omo-Ikirodah said that the minister presented a detailed overview of ongoing infrastructure projects, community development programmes and efforts to address environmental concerns in the Niger Delta.

    He added that Tinubu expressed keen interest and appreciation for the Ministry’s endeavours, acknowledging the critical role the Niger Delta plays in the nation’s economic and social fabric.

    The President commended Momoh for the progress made and the dedication exhibited in addressing the unique challenges faced by the region.

    In a significant commitment to the development of the region, Tinubu pledged unwavering support and assistance to ensure the successful execution of projects and programmes that would bring about sustainable growth and improvement in the region.

    N/Delta entrepreneur hails Tinubu for re-opening PH Refinery

    A Niger Delta based entrepreneur, Mr. Richard Akinaka, has commended President Bola Tinubu over the timely and successful re-opening of the Port Harcourt Petroleum Refinery.

    According to Akinaka, who is the founder of Abitto Global Services limited, an oil and gas service provider, the re-opening of the refinery will have major and significant impact on Nigeria’s oil production and economy.

    Akinaka, who is voted as one of the outstanding Young Entrepreneurs from the Niger Delta region, made the commendation while addressing newsmen in Yenagoa.

    He said the revamping and commencement of production by the refinery would help reduce the pressure on the nation’s currency and inflow of forex.

    He added that it was also an advantage to the pursuit of Nigeria’s zero petroleum oil product import.

    Akinaka further commended Port Harcourt Refinery management, led by Mr Ibrahim Onaja, and Technomont, the contractors, for their tireless work, unwavering dedication and commitment to the realisation of the objectives of rehabilitation of the refinery.

    He said the near new state of the refinery was a testament of how leadership should be crucial to any sector as proven by Onoja and his team.

    Akinaka, in expressing the economic significance of the refinery, said, “The revitalisation of the Port Harcourt Refinery was not just about enhancing our energy capabilities; it is a powerful catalyst for economic growth.

    “When the refinery becomes fully operational, it means an increased job opportunities, a boost to local businesses, and a ripple effect that will elevate the standard of living for our community.

    “The refinery’s imminent operation is not just a fulfilment of a commitment, it is a beacon of hope for our economy, signalling a new era of self-reliance and prosperity.”

    He called on the host communities , the Eleme and Okrika people, to work in synergy with the management, to reap the rewards of economic revitalisation.

    He maintained that the achievement was a explained that the effort that would shape the future of the region.

    “Let us view the refinery as more than just an industrial facility; it is a symbol of our shared progress; a testament to what we can achieve when we work together towards a common goal.”

    Akinaka urged citizens and indigenes of host communities of the project to see the projects as theirs and protect government assets.

    He added,”This is our refinery, our economic engine. Let us stand united in safeguarding and nurturing this valuable asset that holds the key to our community’s economic prosperity.

    “Together, we can ensure that the benefits of the Port Harcourt Refinery reach every corner of Okrika, creating a legacy of prosperity for generations to come.”

    Military deactivates 68 illegal refining sites in Niger Delta

    Troops of Operation Delta Safe, in the last one week, uncovered and destroyed 68 illegal refining sites in the Niger Delta.

    The troops also apprehended 42 suspected oil thieves in the region.

    The Director of Defence Media Operations, Maj.-Gen. Edward Buba, made this known while briefing newsmen on the operations of the Nigerian Armed  Forces.

    The troops had maintained momentum against the activities of crude oil theft in the region with recovery of 234,000 litres of stolen crude oil, 160,800 litres of illegally refined  automotive gas oil and 10,800 litres of premium motor spirit.

    He added that toops discovered and destroyed nine dugout pits, 14 boats, 43 storage tanks, two motorcycles and nine vehicles.

    “Other items recovered include 71 cooking ovens, three pump machines and 37 illegal refining sites.

    “Troops also apprehended 42 suspected oil thieves and other criminal elements,” he said.

    Buba said that the troops of Operation UDO KA,  in the South East, neutralised three criminals, arrested nine suspected IPOB/ESN criminals and rescued two kidnapped persons.

    He said that the troops also recovered one AK47 rifle, three FN rifles, one pump action gun, 25 rounds of 7.62mm special, four cartridges, and two magazines,  among other items.

    “All the recovered items, arrested suspects and rescued hostages were handed over to the relevant authorities for further action,” he said.

    According to him, the goal of the operations is to end terrorism and improve security.

    The Chairman and Chief Executive Officer of Lee Engineering & Construction Limited, Dr. Leemon Ikpea, who has been a major player in the oil and gas sector of the Nigerian economy for 46 years, has commended the good nature and behavior of some traditional rulers in the oil-bearing communities of Nigeria.
    Singling out the Olu of Warri, Ogiamen Atuwase III, His Royal Majesty Pere Ayemi Botu and some Ovies in the Niger Delta Region of the country for their accommodation and cordial relations with oil companies operating in their communities.
    Chief Ikpea, however, appealed to leaders and communities in the region, who are hostile to oil and gas companies in their domains to be more charitable and follow the good examples of the kings and people earlier mentioned  saying,  “Many Nigerians are very hardworking, they are equally very dedicated people, while majority of the Nigerian youths are ready to work, but if the work is not available and the environments where this work is available are hostile, it then becomes a problem, the country will invariably not prosper as expected.
    That is why my advice to most communities where I find myself is to always tell them, that if they are lucky to find some people coming to invest and site their companies in their communities, the least that is expected of them is to cooperate with such company owners and the workers they bring to work in their communities. They are therefore to consider such an act as a rare blessing, which they should be grateful about. The Community leaders and the people should endeavor to work with such people to bring progress to their places. If this is done, the company’s management will be watching and noting developments in due course the company will be left with no other option than to give back to these host communities for all their assistance in helping them to grow.
    Sadly, in some communities in the Niger Delta Region, the hostility of the leaders and people in these communities usually prevents companies coming to set up in their areas because they don’t feel safe.
    He continued, “I Chief Leemon Ikpea grew up in Warri. Warri in those good old days. While growing up in Warri as a young man, we had oil companies like MacDemond, alongside very many oil companies in Warri then. There were so many other activities going on in that City, but unfortunately, Warri unlike in the past is today an empty shadow of its old self. As we speak today, there is virtually nothing going on in Warri. For example, it is because I am a Warri boy, that is why I located my official base in Warri, just because I can’t run away from where, I grew up.
    I must therefore seize this opportunity to thank His Royal Majesty, Ogiamen Atunwase III alongside other first class kings and Ovies in the Niger Delta Region for being such a wonderful host. I do have a very strong personal relationship with these kings. They have all been doing their very best to assist me and also help my outfits in their communities in doing their businesses effortlessly without any rift or rancur. This we are very grateful about.
    My appeal therefore, is for some leaders and communities in this same region to learn to co-operate with upcoming contractors trying to do business in their communities. My appeal is for them to cooperate with these young companies so that they also grow as we did. As most of the sponsors of these young companies are Nigerians they are not foreigners, even if they are foreigners, community leaders and their people need to learn to work with these people for them to grow and help develop their places.  Nigerians want to give back to Nigerians and as such, it is unreasonable for Nigerians to be seen to be hostile to fellow Nigerians. Once we learn to show love to one another God’s blessings will surely follow.
    On the Nigerian Senate investigating committee verdict, that commended him, for coming clean, not found wanting of any infractions in the N250 billion Naira Gas Expansion programme Fund Probe that was recently concluded, that gave a clean bill of health to Lee Engineering Company Limited, Chief Dr. Leemon Ikpea said, “My company and I, regard this verdict as a victory for the truth, integrity, industry and competence and an honour to all the genuine players in the Nigerian crude oil and gas industries. Dr. Ikpea in this exclusive interview, said, “I guess you know where we are coming from, as this is my 46 years in the Nigerian Crude oil and gas industry. We built the Warri Refinery in the early 70s, I was a Manager in that Refinery in 1984 when we were building the place. Not as a staff but as one of the major contractors that built that place. So, over the years, I have come to know and appreciate greatly what integrity is. I know what it is to be honest and hardworking. It is therefore usually very sad when some group of people for no justifiable reasons try to blackmail one, for selfish and malicious reasons, such an ungodly act gives one severe pains in the process.
    He added, “Have you been to Lee Engineering facility in Warri? In that facility alone, we are taking care of more than four thousand people, multiply this number by three persons for example in a family, times this number that will give you on average about 12,000 people in one facility alone. I have over these years invested in this factory in Warri and I have spent more than over 100 million dollars in this place alone. At this point, we are at the completion stages of this particular factory. At some point in recent times, I discovered that we were short of funds.
    As expected I borrowed some money from my banks which is normal, as no business man or woman can survive without occasionally accessing some facilities from the banks. I therefore approached my banks and borrowed some money from them, I was therefore shocked and surprised when I saw an advertorial in the newspapers which included the name of Lee Engineering among the companies that allegedly borrowed money from the Central Bank of Nigeria (CBN), which was not true. If you must know the truth, I have never done anything in my entire life with the CBN and I honestly do not know anybody up till this day in the CBN. I was therefore shocked when the name of my company was included alongside companies that allegedly borrowed money from the CBN. So, the Nigerian Senate Committee headed by Senator Agom Jarigbe, invited my company alongside other companies accused of these infractions, about a week or so ago to Abuja, I went to the place with all my staff, it was at that particular meeting that I told the members of the Senate Committee investigating this matter, to endeavor to go to Warri and see for themselves our little efforts, what we have been doing over the years in Warri.
    The committee members truly went to our facility in Warri and they were amazed at what they saw on the ground. I was not there with them as I was already out of the country on some other assignments when they came visiting our facility, as I just returned back to the country from Qatar on Tuesday,  the 5th of December 2023. I was told by my staff, who were on the ground to receive them, that they were highly impressed.
    Dr. Ikpea further stressed, “It is human nature to see petty jealousy and attempt to blackmail people, who are minding their daily businesses and doing their jobs to the best of their ability.
    Dr. Ikpea said, “As far as I am concerned, there is absolutely nothing for anybody to be jealous about me. Or an attempt to shoot me down, as at today that I am speaking with you, I have done my little beat at helping the people and communities where I operate to the best of my ability. As a way of giving back to the communities where I operate as part of my company’s Corporate Social Responsibility (CSR) and as a way of thanking God, for his good gesture towards me, and to appreciate better the good God in his infinite wisdom has bestowed on me as Chief Leemon Ikpea, I have trained more than 50 doctorate degrees holders in various fields of endeavours.
    Most of these people I have never met in person and they are not my relatives or tribes men and women. Most of these people are already working. While two of these boys I trained are presently in the United States Marines corps serving the United States Government in whatever capacity they find themselves. Before taking up the responsibility of training these boys, who are today in the U.S. Marine Corps, I had never met them. I only saw their names on social media and that was how I took up the responsibility of training them. In the same spirit, I have again trained more than 200 students in various institutions across Nigeria. As we speak, so many people are enjoying my personal sponsorship and scholarships. Ditto for sick, fragile, and weak people especially elderly in the society. Men and women, who were in their sick beds at the point of death, which God used me to rescue and help to restore their health. Many of these people I sponsored their medical trips to India, Germany, London and the United State of America. As we speak and just recently, I paid for all the medical bills of an old man from
    Effurun Community in Delta State, he is presently in London taking treatment.  This particular man was in the intensive care unit in a hospital in Port Harcourt when his people got in touch with me.  These honestly are the things that give me immense joy as a person. I always want people to be happy through me, not unnecessary pettiness, jealousy and blackmail that some people get involved in that makes no meaning to me. This is why Chief Dr. Ikpea is different from most people.
    The Chairman of the Senate Committee on Gas, Senator Agom Jarigbe, who headed the Senate panel that oversee how the Central Bank of Nigeria (CBN) intervention fund was disbursed and spent, in a personal letter dated, Tuesday, December 5th 2023, addressed to the Managing Director and Chief Executive Officer of Lee Engineering and Construction Limited, declared that the committee found Chief Ikpea and his company not to have committed any infraction as far as the subject matter was concerned. This same letter commended Chief Ikpea for his immense contributions to the growth of the oil and gas industry of the country. Saying that Chief Ikpea’s zeal and development efforts need to be emulated by other companies in Nigeria.

    Niger Delta will witness monumental development under Tinubu – Shettima

    Vice President Kashim Shettima has reiterated President Bola Tinubu’s commitment to the overall development of the Niger Delta and other parts of the country.

    Mr Stanley Nkwocha, Senior Special Assistant to the President on Media and Communications, Office of the Vice President, said this in a statement on Wednesday.

    Shettima, who represented Tinubu at the grand finale of the All Progressives Congress (APC) gubernatorial rally in Bayelsa, said the State remained dear to the visions and developmental focus of the Tinubu-led administration.

    According to him, plans for the development of the region and other parts of the country in terms of infrastructure, technological advancements, education and harnessing of the bountiful resources have not only been mapped out but are being gradually laid out.

    Shettima said, “My Principal, our President, is a man filled with vision, willpower and total commitment to the Nigerian project.

    “He is unwavering and in a rush to ensure speedy development of the Niger Delta and all other parts of the country.

    “What we owe him is our support and loyalty for him to succeed.

    “This is the more reason why all Bayelsans must come out on Saturday and rally round our party and candidate, Chief Timipre Sylva.

    “Sylva is your own and known for his tenacity for excellence.It is high time the people of Bayelsa State joined the government at the centre.

    “The opportunity is here and the time is now.”

    Also, the National Chairman of the APC, Dr Abdullahi Ganduje described Sylva as a refined technocrat and politician who was committed to transforming and redefining the political, economic and developmental landscape of the State.

    For his part, Sylva said his blueprint was meticulously tailored towards totally revamping  the fortunes of Bayelsa, given his track record of excellence and commitment to service.

    He pledged to ensure the transparent utilisation of resources of the state, if elected.

    According to him, each and every part of the tate will witness a transformation never imagined before.

    Sylva gave assurance that indigenes’ and community participation in governance would be optimally held.

    Earlier, the vice-president was received on arrival in the state by Gov. Douye Diri and some members of the Bayelsa Executive Council.

    Shettima, in the company of  Sylva, also paid homage to the Chairman of Bayelsa  Traditional Rulers’ Council and the Ibenanaowei of Ekpetiama Kingdom in Yenagoa Local Government Area, King Bubaraye Dakolo.

    On the vice-president’s entourage were the APC National Secretary, Sen. Jibola Bashiru; Gov. Mai Mala Buni of Yobe, Gov. Inuwa Yahaya of Gombe State and APC Deputy National Chairman, Alhaji Bukar Dalori.

    N/Delta leaders visit Wike, urge amicable resolution of Rivers crisis

    Leaders of various ethnic nationalities in Niger Delta have paid a solidarity visit to Nyesom Wike, the Minister of the Federal Capital Territory (FCT), to convey the region’s appreciation to President Bola Tinubu and congratulate Wike on his appointment.

    A statement issued by Dr Kingsley Kuku on Saturday, noted that the 60-member delegation of prominent Niger Delta leaders was led by Prof A.W. Obianime, a former  President of Ijaw National Congress (INC).

    On current political developments in Rivers, the leaders noted that Rivers was strategic to the South-South region and could not afford to be in crisis.

    “As Lagos State is very dear to the South West, so is Rivers State to the Niger Delta. This is because as an injury to one is an injury to all, we feel justified to condemn the macabre dance playing out there.

    “We join PANDEF, INC, IYC, MOSIEND, MOSOP, Ogbakor Ikwerre and all other responsible bodies in the Niger Delta in condemning the mischievous attempts at the State House of Assembly to impeach the State Governor on frivolous grounds of ‘gross misconduct’.

    “It is quite unacceptable to us and to the entire Niger Delta. Any person, authority or group of persons involved in stoking this fire is strongly advised to desist from it and allow peace to reign,” the statement said.

    The statement noted that as a political leader in Rivers, Wike wields the influence to broker peace as both the executive and legislators consist of his political proteges.

    “They will listen to you when you talk to them. All eyes are on you. Be the peacemaker that you are and do all you can to timely quench this fire before it becomes devastating.

    “The consequences will do no one any good. It will not also speak well of us as Rivers people in particular and Niger Deltans in general.

    “Your silence in this matter will not be golden and the world will think you’re playing the ostrich.

    “We plead with you to step into a peaceful resolution of this matter so that the Nigerian populace will not say that Pompey was drinking tea when Rome was burning,” the statement said.

    It further noted that the leaders drawn from various states of the Niger Delta region paid the visit to show their support to Wike following recent comments by Sheik Gumi and advocate a resolution of the political turmoil in Rivers.

    “Hon. Minister, a pertinent area that invites our attention and solidarity with you concerns your recent verbal encounter with Sheikh Ahmed Gumi. Although many people have reacted in various ways to this statement, we feel duty bound to also lend our voices.

    “To say the least, Gummi’s arrogation of exclusive ownership and monopoly of administration of Abuja by a given ethno-religious region in Nigeria is not only disgusting, senseless but also puerile, hubristic, irresponsible and divisive.

    “It clearly goes against the grain of Abuja as the melting pot of Nigeria and therefore highly condemnable.

    “We are glad for the avalanche of criticism against his unguarded statement from every nook and cranny and the denial of his mean and myopic position even by the Northern Elders Forum (N.E.F),” the statement said.

    According to the statement, Wike is not a political orphan from the Niger Delta as he has a very strong socio-political base.

    “So, we take very serious exception to the call for the Minister’s sack and to the blackmail on the President with denial of electoral/political support in far away 2027 should the President fail to do his unholy bidding.

    “We wonder where Gumi has got the right and audacity to threaten the President. We also wonder what electoral value Gumi carries in Nigerian Politics,” the statement added.

    The statement said the Niger Delta leaders urged Wike to ignore these diversionary distractions and remain focused on his assignment as Minister.

    Troops of “Operation Delta Safe’’ uncovered and destroyed 96 illegal refining sites and apprehended 57 suspected oil thieves in the Niger Delta in the last one week.

    The troops also discovered and destroyed 106 dug out pits, 111 boats, 229 storage tanks, 290 coking ovens, eight pumping machines, 10 outboard engines, two speedboats and one vessel within the period.

    Director of Defence Media Operations, Maj.-Gen. Edward Buba, stated on Friday in Abuja that the troops recovered 506,500 litres of stolen crude oil, 477,790 litres of illegally-refined diesel and 51,000 litres of kerosene.

    He explained that the operations were carried out in Cross River, Delta, Rivers, Akwa Ibom and Bayelsa.

    Buba added that in the Southeast, troops of “Operation UDO KA’’ raided criminals’ hideouts in Nnewi South and Ohaukwu Local Government Areas of Anambra and Ebonyi, respectively.

    He stated also that the troops neutralised two gunmen on Oct. 25 in a gun duel with men of the proscribed IPOB/ESN at Ihiala Local Government Area of Anambra on Oct. 25.

    The troops additionally recovered four locally-made Improvised Explosive Devices (IEDs), a pair of military accoutrements and one locally-made, handheld IED.

    They recovered five fabricated guns, two pistols, one Dane gun, 179 rounds of 7.62 x 51mm NATO and 35 cartridges.

    Also recovered were three AK47 magazines, three cutlasses, one axe and one digital camera between Oct. 27 and Oct. 30, Buba added.

    “In the conduct of operations, troops neutralised six terrorists, made 13 arrests and rescued three kidnap hostages.

    “Troops recovered three AK47 rifles, five fabricated rifles, two pistols, one Dane gun, 48 rounds of 7.62mm NATO ammo, 20 rounds of 7.62mm special ammo, 179 rounds of 7.62x51mm NATO, 35 cartridges and six magazines.

    “All recovered items, arrested suspects and rescued hostages were handed over to the relevant authority for further action,’’ the military spokesman stated.

    Leaders of South South region under the aegis of Pan Niger Delta Forum, PANDEF on Wednesday declared that the region has not been adequately represented in President Bola Tinubu’s cabinet.

    The communique jointly signed by its frontline leaders, Chief EK Clark and Senator Emmanuel Essien Ibok without mincing words declared that:

    “The fact that the Niger Delta region remains largely under-represented in the appointments made so far, and calls on Mr. President to reverse the trend.

    ” Implores the political class of the South-South Geopolitical Zone, including the Governors, Members of the National Assembly, Ministers, and Heads of MDAs, to work together, irrespective of their political disparities, in the overall interest of the Region;

    “Reminds the Governors of the Niger Delta of the need to resuscitate the activities of BRACED Commission, which has become inactive in the last few years;
    “Salutes the efforts of the Interim Administrator of the Presidential Amnesty Programme, General Barry Ndiomu (rtd) in stabilising of the Niger Delta region

    ” Expresses satisfaction with the recent appointment of a new Board and Management of the Niger Delta Development Commission, NDDC by President Tinubu administration.

    “Urges the new Board and Management of the NDDC to adopt comprehensive approaches in their management of these agencies, for better performance, and to fast-track the socio-economic development of the Niger Delta Region;

    “Deplores the current “invasion” of the NDDC, Presidential Amnesty Programme and other Niger Delta-related agencies by government officials and persons from other parts of the country.

    The meeting was chaired by the National Leader, Chief Dr. E. K. Clark, OFR, CON, and in attendance were the PANDEF National Chairman, Senator Emmanuel Ibok Essien, FNSE, Members of the PANDEF Board of Trustees, National and State Officers, as well as former National and State Legislators, Governors, Ministers, and other critical Stakeholders, including, Hon. Nduese Essien, former Minister of Lands & Housing, Amb. Dr. Godknows Igali, Senator Musa Adede, Senator Nimi Barigha-Amange, Senator Bassey Ewa-Henshaw, Rt. Hon. Dr. Cairo Ojoubgoh, Solomon Asemota SAN, Rt. Hon. Stella Dorgu, Hon. Olivia Agbajoh, Obongawan Grace Ekong, HRM King Dr. Suanu T.Y. Baridam JP, Hon. Egho Ogene, Hon. Bassey Ekefre, Hon.     3. The meeting extensively deliberated on the State of the Nation, Socio-Political issues concerning the Niger Delta region, and other related matters.

    4. Rising therefrom, the meeting resolved as follows:

    ON THE STATE OF THE NATION

    i. The meeting restates its faith in a stable, united, and peaceful Nigeria, situated on the fundamental principles of equity, fairness, and justice; through a holistic Restructuring of the country;

    ii. Acknowledges some of the positive steps that have been taken by the Tinubu administration, but insists that a lot more needs to be done, urgently, to ease the harsh economic burdens on ordinary citizens of the country;

    iii. Notes the appointment of some sons and daughters of the Niger Delta to statutory positions by President Bola Ahmed Tinubu;

    iv. However, decries the fact that the Niger Delta region remains largely under-represented in the appointments made so far, and calls on Mr. President to reverse the trend;

    v. Implores the political class of the South-South Geopolitical Zone, including the Governors, Members of the National Assembly, Ministers, and Heads of MDAs, to work together, irrespective of their political disparities, in the overall interest of the Region;

    Reminds the Governors of the Niger Delta of the need to resuscitate the activities of BRACED Commission, which has become inactive in the last few years;

    vi. Salutes the efforts of the Interim Administrator of the Presidential Amnesty Programme, General Barry Ndiomu (rtd) in stabilising of the Niger Delta region;

    vii. Expresses satisfaction with the recent appointment of a new Board and Management of the Niger Delta Development Commission, NDDC by President Tinubu administration;

    viii. Urges the new Board and Management of the NDDC to adopt comprehensive approaches in their management of these agencies, for better performance, and to fast-track the socio-economic development of the Niger Delta Region;

    ix. Deplores the current “invasion” of the NDDC, Presidential Amnesty Programme and other Niger Delta-related agencies by government officials and persons from other parts of the country;

    x. Re-echoes call for the amendment of relevant sections of the NDDC Establishment Act 2000, to extricate the three non-South South States (Abia, Imo, and Ondo) that were integrated on political grounds, from the Commission;

    xi. Further condemns the continued gross “annexation” of the Nigerian National Petroleum Company (NNPC) Ltd, where all top strategic management positions are occupied by persons from the north, while Niger Delta indigenes are marginalized and circumscribed to peripheral standings, in both the management and operations of the industry;

    xii. Cites the recent humongous Pipeline Maintenance Contracts awarded by NNPC Ltd., to the exclusion of qualified firms from the Niger Delta as a typical example.

    xiii. Calls on President Bola Ahmed Tinubu to guarantee the appointment of someone from any of the six South-South States as the next Group Chief Executive Officer (GCEO) of the Nigerian National Petroleum Company (NNPC) Ltd; that anything short of that would be a great disservice to the Niger Delta people;

    xiv. Given that the Federal Government is developing policies to legalize illegal mining of solid minerals, the Meeting calls on the Federal Government to consider supporting and encouraging artisanal refineries, and stop the unnecessary criminalization, to provide gainful employment to the teeming youths of the region and country.

    xv. Regrets the poor management of the 3% Host Communities Development Fund under the Petroleum Industry Act (PIA), and calls for its full implementation.

    ON STATE OF INFRASTRUCTURE IN THE REGION

    i. Again, raises high alarm over the deplorable state of infrastructure across the entire Niger Delta despite the fact that the region continues to bear the brunt of producing the wealth of the nation;

    ii. Demands immediate reconstruction works on several failed sections of the East-West Road; Eleme-Onne, Ahoada- Mbiama-Kaiama, Benin-Sapale-Warri Road, Delta-Bayelsa, Benin-Agbor Road, Calabar-Itu Road, Port Harcourt – Aba Road, Ikot Ekpene-Aba Road, Benin-Auchi road, Calabar Obudu, etcetera.

    iii. Demands the extension of the Warri-Itakpe Railway to Abuja, and the expedition of work on the Port Harcourt – Enugu – Maiduguri Rail line, to lessen the transportation difficulties and risks our people are presently facing;

    iv. Calls on Mr. President to work towards the revival of the various ports in the Niger Delta including Port Harcourt, Warri, Onne, Calabar, Koko, and Sapele.

    6. Once more calls on President Bola Ahmed Tinubu and the National Assembly to revisit the 2014 National Conference Report, which provides a good working document for a new Nigeria, founded on equity, justice and fair play.

    7. The meeting expressed appreciation to its National Leader, Chief Dr. E. K. Clark for his continued guidance and congratulates him on the momentous success of the launch of his autobiography, “Brutally Frank”, in Abuja on 17thAugust 2023.

    President of the Senate of the Federal Republic of Nigeria and leader of Nigeria’s delegation to the 147th Assembly of the Inter-Parliamentary Union in Luanda, Angola, Senator Godswill Akpabio has urged countries of the world to work towards global peace to foster development.

    During the general debate on the theme: parliamentary action for peace, justice and strong institution, (SDG 16) Senator Akpabio said the world must urgently find a solution to the crises between Russia and Ukraine and the conflict between Israel and Palestine.

    A statement by the Special Assistant on Media/Communication to the Senate President, Anietie Ekong, quoted Senator Akpabio as saying “promoting and maintaining peace and development in the society must always be our primary role.

    That is why we enact laws to protect human rights, foster social cohesion, and address the root causes of conflicts. We also promote dialogue in resolving conflicts and build a culture of peace,” he said.

    According to Senator Akpabio, “First and foremost, let us recognize the paramount importance of peace. Peace is not merely the absence of conflict; it is the foundation upon which prosperous nations are built.

    Without peace, we cannot achieve sustainable development, protect human rights, or ensure the well-being of our citizens. Therefore, it is essential that we prioritize peace as a fundamental pillar of our parliamentary agenda.

    “Equally significant is the pursuit of justice. Justice is the bedrock of fair and equitable societies. It ensures that no one is above the law and that the rights of every individual are safeguarded.

    By enacting legislation that promotes justice, combats corruption, and upholds the rule of law, parliaments play a vital role in creating just and inclusive societies where all individuals can thrive.

    “Furthermore, the practice of parliamentary diplomacy has proven instrumental in resolving conflicts and fostering peace. Through dialogue and negotiation, parliaments can bridge divides, build trust, and facilitate peaceful resolutions.

    The power of parliamentary diplomacy lies in its ability to transcend political differences and focus on shared objectives, ultimately paving the way for long-lasting peace in our nations,” he said.

    He listed steps taken by the Nigerian Government towards social cohesion to include the establishment of the North East Development Commission (NEDC) and the Niger Delta Development Commission (NDDC) the National Social Investment Program and the Counter terrorism Centre under the office of the National Security Adviser.

    Senator Akpabio urged delegates to recognize the urgency of parliamentary action for peace, justice, and strong institutions. “Let us work together to strengthen our parliamentary institutions, empower our citizens, and promote dialogue and cooperation at all levels.

    By doing so, we can lay the foundation for a brighter future, where peace, justice, and strong institutions prevail,” he said amidst loud ovation.
