    BREAKING: Covid-19 ravages Nigerian army as 26 senior officers test positive after Irefin’s death

    The Nigerian Army officially announced Sunday night that 26 senior officers have so far tested positive for COVID-19, in the wake of the death of its General Officer Commanding (GOC) 6 Division Port Harcourt, Maj.- Gen. Johnson Irefin.

    Irefin attended the Chief of Army Staff Conference in Abuja on Monday, where he complained about some discomfort. A day after, he showed classic symptoms of the virus: fever, headache and mild cough.

    A test later confirmed he had COVID-19.

    Despite the efforts to stabilise him, he died of the virus on Thursday 10 December, triggering the shut down of the conference.

    Army chief, Lt. General Tukur Yusuf Buratai went into isolation and also ordered all the officers who attended the conference to isolate and offer themselves for testing.

    Buratai also disinvited the officers to the wedding of his son last Friday.

    The Acting Director, Army Public Relations, Brig.-Gen. Sagir Musa, disclosed on Sunday that a total of 417 personnel had so far been tested up till Sunday.

    The tests confirmed the 26 cases. .

    “Currently, all participants are in self isolation irrespective of their results while Nigeria Centre for Disease Control recommended COVID-19 treatment drugs were immediately issued to those that tested positive,” he said.

    The army spokesperson also disclosed that all officers and soldiers working at the Army Headquarters were being tested while COVID-19 protocols were being strictly enforced across all units and formations of Nigerian army.

    He said that the entire Army Headquarters complex was thoroughly fumigated on Saturday Dec. 12.

    Concerns about COVID-19 infection have reached the highest levels of the Nigerian military over reports that the General Officer Commanding (GOC) 6 Division Nigerian Army, Port Harcourt, Major General Johnson Olubunmi Irefin, died from Coronavirus related illness.

    According to reports, Major General Irefin died Thursday morning in Abuja after falling ill last night.

    He was among the top echelon of the Nigerian Army that were attending the cancelled Chief of Army Staff’s Annual Conference 2020 in Abuja.

    Sadly, General Irefin buried his mother two weeks ago.

    A top military source who confirmed the death of the GOC, lamented that there is fear that several other top ranking army officers must have contracted the virus which killed the GOC in a speed of light during the night.

    Meanwhile, the Nigerian Army has cancelled the ongoing Chief of Army Staff’s Annual Conference 2020 in Abuja after an undisclosed army officer tested positive to COVID 19.

    Army spokesman, Sagir Musa, in a statement directed all participants in the conference to immediately proceed on self isolation in line with the Federal Government’s protocol for COVID 19 and to prevent any further spread of the disease.

    In another statement, Mr Musa said that the COAS had also pruned down the number of attendees to the wedding solemnisation of his son, Hamisu Buratai, scheduled for Friday.

    Participants at the COAS conference would not participate in the wedding, the statement added.

    “The Chief of Army Staff, on behalf of his family, feels honoured to sincerely appreciate, thank and welcome all dignitaries and invited guests to his son’s wedding slated for Friday, Dec. 11.

    “However, due to the resurgence of the Pandemic in the FCT, Buratai will be unable to personally attend to, receive, or meet you at the event. All inconveniences are hereby regretted please,” he announced.

    1. The Nigerian Army wishes to inform members of the public that due to resurgence of COVID 19 Pandemic in the Federal Capital Territory Abuja in what appears to be a second wave of infection cycle and the unfortunate incident on Tuesday 8 December 2020, where an officer participating in the ongoing Chief of Army Staff’s Annual Conference 2020 here in Abuja tested positive to COVID 19, the remaining activities of the conference have therefore been immediately cancelled. All the participants have been mandated to immediately proceed on self isolation in line with the Federal Government’s protocol for COVID 19 and to prevent any further spread of the disease.

    Lekki shootings: We would not have acted differently – Nigerian Army

    The Nigerian Army has said that in hindsight, it will not have taken a different line of action if presented again with a scenario similar to the Oct. 20 shooting incident at the Lekki Tollgate.

    The Nigerian Army made the assertion on Saturday at the Lagos State Judicial Panel of Inquiry for Restitution for Victims of SARS Related Abuses and Other Matters.

    Representing the Army was Brig.-Gen. Ahmed Taiwo, Commander of the 81 Division, Military Intelligence Brigade, Victoria Island.

    He made the assertion while being cross-examined by the Nigerian Bar Association (NBA).

    “Given the same set of circumstances, the military would have acted in the same way. After every operation we usually do an After Action Review and come up with lessons learnt.

    “I have looked at the tollgate issue with the same set of facts. We wouldn’t have acted differently,” he said.

    Responding to questions from Mr Bernard Oniga, the lawyer representing the NBA, the witness explained why the army did not take the alternative route which avoided the tollgate if they were clearing up the Eti-Osa corridor as claimed.

    “The discretion was at the hands of the commander, they were attacked by hoodlums and they responded,” he said.

    Taiwo also denied that the actions of the military at the Lekki Tollgate triggered the wanton destruction of properties and loss of lives in Lagos.

    “There was wanton loss of life and destruction of properties before the Lekki Tollgate incident. The loss of lives on Oct. 21 was on the Eti-Osa corridor and the loss of life were cult boys settling scores.

    ‘I saw businesses being torched, some plazas were torched while some were left. I do not know the connection between that and the Lekki Tollgate plaza.

    “If they were reacting to the Nigerian Army they could have burned down an army barracks,” he said.

    CNN investigation captures moments Nigerian Army Shot #EndSARS Protesters at Lekki Toll Gate

    An investigation by the Cable News Network (CNN) team has shed more light on the alleged killing of peaceful #EndSARS protesters at the Lekki Toll Plaza in Lagos last month by Nigerian authorities.

    On October 20, 2020, some soldiers opened fire on young Nigerians seeking an end to police brutality but the Lagos State government, headed by Mr Babajide Sanwo-Olu, initially claimed no one was killed. He later admitted that only two fatalities were recorded. This was when he spoke with CNN.

    On its part, the Nigerian Army first described the alleged shooting by its men as fake news. It later said soldiers were at the scene of the incident but only shot blank bullets into the air.

    A Nigerian celebrity known as DJ Switch streamed the incident live on her Instagram page on the night the shooting happened, but the army authorities said it could have been photoshopped.

    Thereafter, the Attorney-General of the Federation, Mr Abubakar Malami, said there was the possibility of those in army uniform seen in the trending video being hoodlums.

    But almost a month after the incident happened, the international news platform has released the outcome of its investigation on the matter, speaking with those involved and their families.

    “They pointed their guns at us and they started shooting,” one of the eyewitnesses, Sarah, whose last name was withheld for her safety, told CNN, adding that, “They were shooting in the air, they were shooting at us, they were shooting everywhere.”

    According to CNN, from multiple videos, it pieced together a timeline that shows that shooting by the army lasted from 6:43 p.m. until at least 8:24pm.

    It was revealed that evidence of bullet casings from the scene match those used by the Nigerian army when shooting live rounds, according to current and former Nigerian military officials and that the casings indicated that they were purchased by the army from Serbia.

    Both the Nigerian Army and the Lagos State government declined to react to the CNN investigation as the latter claimed it was waiting for the outcome of the panel it set up to look into the matter.

    Nigerian Army set to launch ‘Exercise Crocodile Smile’ in South East, Cross River

    The Nigerian Army says it has concluded plans for an inter-agency training workshop as part of its preparations for the launch of ‘Exercise Crocodile Smile VI’.

    Col. Aliyu Yusuf, the Deputy Director of Army Public Relations, 82 Division, Enugu, stated this in a statement issued on Tuesday in Enugu.

    “In line with Nigerian Army Training Directive 2020, 82 Division will be hosting a 2-day inter-agency training workshop to launch the Exercise Crocodile Smile VI in the South-East and Cross River.

    “The workshop will be held between Nov. 18 and Nov. 19 at the division’s headquarters.

    “The workshop is designed to further boost the existing cooperation among the various security agencies operating within 82 Division Area of Responsibility (AOR),’’ Yusuf stated.

    The army spokesman said that the theme of the workshop: “Inter-agency collaboration: imperative for joint internal security operation,’’ would be achieved through carefully selected lectures.

    According to him, the workshop is open to all security outfits and formations within the division’s AOR.

    #ENDSARS: Mothers took children to loot – Nigerian Army tells Lagos Panel

    The Nigerian Army had given a graphic narration of the alleged dire security situation in Lagos that warranted them being invited to restore order in the state.

    Brig.-Gen. Ahmed Taiwo, Commander of the 81 Division, Military Intelligence Brigade, Victoria Island, Lagos on Saturday told the Lagos Judicial Panel of Inquiry and Restitution for Victims of SARS Related Abuses and Other Matters that the Lagos had descended into a state of total chaos.

    The News Agency of Nigeria (NAN) reports that Taiwo was testifying before the panel on Saturday about the Army’s alleged role in the shooting of unarmed #EndSARS protesters on Oct. 20 at the Lekki Tollgate.

    Taiwo who testified before the panel using a projector had shown graphic images of policemen being lynched, police stations being looted and burnt, as well as citizens resorting to cannibalism by eating the burnt flesh of the corpses of lynched police officers.

    “Many of us have lived through the 70s to the 2000s, and one thing I have said is that once a peaceful protest goes beyond three days there are hoodlums waiting in the wings to hijack it and cause mayhem and this was no different.

    “This state of affairs continued until Oct. 20 and even I was caught up in one of such mobs. The hoodlums I met are not the #EndSARS protesters we have come to see.

    “It is the task of the armed forces to intervene when the security task overwhelms the police and other paramilitary services.

    “Mr Babajide Sanwo-Olu asked the army to intervene which was the correct thing to do,” he said.

    Playing a video of the siege of the palace of the Oba of Lagos by hoodlums, Taiwo said that the monarch and his family had to be rescued from the chaos by the Nigerian Army.

    “Both the Oba and his family were ferried to safety by the Nigerian Army,” Taiwo said as he played a video recording of the monarch and his family being rescued and taken into a military pickup truck.

    “The business district areas were looted and offices were ransacked and destroyed. The hoodlums attempted to invade the Government House, but it was repelled.

    “They attempted to break into the Ikoyi Prison and it was repelled. The 81 Division had to support the Correctional Services and the Police.

    “They also burnt down the Igbosere High Court. The inmates had burnt part of the Ikoyi Prison, they all did this at the same time because they had gotten information about what was happening on the outside.

    “They burnt Shoprite and Spar Lekki was looted. What was shocking and saddening to me was that mothers were taking their children to loot,” he said.

    The officer said that he had received a distress phone call from the Managing Director of Spar pleading for the military’s assistance.

    “The MD was pleading and saying that let them loot the place, but they should not burn it down.

    “When we arrived, these looters had the temerity to come up to soldiers while holding looted goods and say come correct sir!

    “A man we arrested had looted household items and when we went to his house to recover the items he had already installed them,” he said.

    Taiwo said that while the trying to restore order at Spar Lekki, he had met looters looting Shoprite Lekki and that he had ordered soldiers under his command not to shoot at them, but into the air.

    “I wanted to catch them and I did not want any casualty. All the looters our men arrested were taken to the 65 Battalion and we have people of almost eery tribe there that day.

    “There was a voice note on social media purportedly from Nnamdi Kanu, the leader of the proscribed Indigenous People of Biafra (IPOB) saying Igbos should cause mayhem in Lagos.

    “This could not be further from the truth because from my assertion, most of the businesses affected were owned by Igbos,” Taiwo said.

    NAN reports that the Nigerian Army told the panel that financial institutions were the most targeted the by looters during the #EndSARS unrest, and that the army had evacuated about N2billion in two days for banks during the chaos.

    He said the Chief of Army Staff (COAS) Lt. -Gen.Tukur Buratai, had ordered that the captured looters should be treated humanely by the military.

    “They were fed three times a day and were given what the soldiers were eating. Some of them did not even want to leave,” he said.

    The 81 Division of the Nigerian Army (NA) has denied allegation soldiers opened fire on #ENDSARS protesters at the Lekki Toll Plaza last Tuesday.

    In a statement by the Acting Director Army Public Relations (ADPR), Major Osoba Olaniyi, the Division however confirmed the involvement of soldiers in restoring order in Lagos following the declaration of curfew by Governor Babajide Sanwo-Olu.

    It said: “The attention of Headquarters 81 Division Nigerian Army has been drawn to a viral video on social media in which it was alleged that civilian protesters were massacred by soldiers at Lekki Toll Plaza. This allegation is untrue, unfounded and aimed at causing anarchy in the country.

    “At no time did soldiers of the Nigerian Army open fire on any civilian. From the onset of the ENDSARS protest, there was no time personnel of 81 Division Nigerian Army Lagos were involved.

    “However, the decision to call in the military was taken by the Lagos State Government (LASG) after a 24- hour curfew was imposed.

    “This was as a result of the violence which led to several police stations being burnt, policemen killed, suspects in police custody released and weapons carted away.

    “The situation was fast degenerating into anarchy. It was at this point that LASG requested for the military to intervene in order to restore normalcy.

    “The intervention of the military followed all laid down procedures for Internal Security operations and all the soldiers involved acted within the confines of the Rules of Engagement (ROE) for Internal Security operations.

    “Finally, Headquarters 81 Division Nigerian Army reiterates Nigerian Army in the discharge of its constitutional responsibilities did not shoot at any civilian as there are glaring and convincing evidence to attest to this fact.

    “This allegation is the hand work of mischief makers who will stop at nothing to tarnish the image of the Nigerian Army. The general public is hereby enjoined to discountenance this allegation as there is no iota of truth therein.”

    #EndSARS: Nigerian Army reiterates loyalty to civil authority

    The Nigerian Military has assured that it will remain committed to democratic governance in Nigeria “as the only panacea for development and progress”.

    The Chief of Army Staff, Lieutenant General Tukur Buratai, charged Principal Staff Officers of the Nigerian Army, General Officers Commanding (GOCs) and field Commanders to ensure that “subversive elements, detractors and other enemies of this great nation do not achieve their aims and objectives of destabilization.”

    According to Buratai who met with the hierarchy of the Nigerian Army, at the Army Headquarters, Monday, “the Nigerian Army is determined to ensure democratic stability in Nigeria. The best system of governance is democracy and we must all ensure that Nigeria’s democracy remains stable and steady. We will not allow any force, elements or destabilising agents in or outside our country to set our beloved country on fire”.

    He assured that it will do everything possible to keep the country together, adding that, “we remain resolute in doing everything possible to ensure that subversive elements, detractors and other enemies of this great nation do not achieve their aims and objectives of destabilization.”

    The Army Chief categorically told the GOCs and the Field Commanders that “there will be no room for disloyalty amongst all officers and soldiers of the Nigerian Army.”

    He directed them to “reiterate to all their subordinates that the NA is determined to ensure democratic stability in Nigeria as the only panacea for development and progress.”

    The COAS further noted that, “the events of the past few days in our dear nation have shown the determination of some unscrupulous individuals and groups to destabilize Nigeria by all means”, adding that, “these individuals, groups and other undesirable elements have hijacked the peaceful #ENDSARS protest marches resulting to widespread violence, acts of wanton destruction and looting of public and private properties in many parts of the country. These acts led to the imposition of curfew in several states of the federation.”

    He revealed further that, “right from the onset of ENDSARS protest, the NA has been aware of the grand design by the sponsors of the protests to draw it into the crisis.

    “The plan was to embark on massive propaganda to discredit the military and the government so as to set the people against the NA once it is called out to aid the civil authorities. The NA being aware of the devilish plan was careful not to be dragged in and issued the initial warning through a press release on 14 October 2020 of our resolve to secure and safeguard a United Nigeria.

    “Now the detractors alongside their local and international collaborators have mischievously and deliberately misrepresented troops’ efforts to ensure compliance with the curfew imposed by legitimate civil authorities in Lagos and other states.

    “These agitators are falsely accusing the NA of being responsible for the activities of the miscreants despite glaring evidence to the contrary. They have continually threatened to report the NA to the International Criminal Court (ICC) and also threatened various forms of sanctions against personnel and their families.

    “Thankfully however, a large percentage of Nigerians and the international community have started seeing through the smokescreen of falsehood and deliberate misrepresentation of facts being orchestrated by enemies of Nigeria and have retracted their earlier false publications”.

    He however noted that, “despite all these, the NA has continued to exercise restraint applied all the Principles of Internal Security Operations and fully abided by the internationally recognized Rules of Engagement as contained in our published Standard Operating Procedures for Internal Security Operations which are derived from the International Human Rights Laws and are in accordance with the international principles guiding the use of force”.

    Buratai therefore charged the GOCs, Commanders and soldiers not to be afraid of any threat, stating that, “none of the PSO, GOCs, Field Commanders and other officers and soldiers of the NA should be afraid of the ICC for carrying out their legitimate duties as stated in the 1999 Constitution of the Federal Republic of Nigeria (as amended) and other extant laws, rules and regulations of Nigeria.”

    He charged them to “show the detractors and other elements of destabilization that they are neither part of them nor in anyway supportive of their activities at all times. He directed that any act of arson or attempt to kill or maim any military or security personnel and other law abiding civilians must be responded to quickly and decisively.”

    According to him, “In dealing with any security threat, they must fully cooperate with personnel of the Nigerian Police Force and other security agencies and must ensure that everyone is in full compliance with imposed curfews and any other extant security instructions in force.”

    He also alerted them of potential security threats resulting from the bugling of security armouries by the hoodlums, adding that “the recent activities by unscrupulous elements have shown their desire to acquire arms and ammunition at all cost from security personnel.

    “No less than 10 AK-47 rifles have been lost to these miscreants in the past 2 weeks across the country with attendant loss of lives of personnel. He charged Commanders to nip in the bud this emerging trend at all cost, and directed them to warn their troops on internal security or on guard duties outside the barracks to be at maximum alert at all times and to also deal decisively with any attack on their duty locations.”

    He concluded that “there is no choice between a democratically united, strong and prosperous Nigeria and a nation disunited in a state of anarchy and retrogression. We must all strive for a united, strong, stable and progressive Nigeria.”

    Assault: NBA declares legal battle against Nigerian Army

    The Nigerian Bar Association (NBA) has said it shall commence legal proceedings against the Nigerian Army for what it described as the gross violation of the human rights of one Dr Raphael Onyemekehia.

    The association made this known in a statement signed by Jonathan Ekperusi (Esq.), Chairman of the Effurun branch of the NBA.

    According to the statement, Dr Onyemekehia was returning from work when he was accosted by personnel of the Nigerian Army, claiming to be enforcing the curfew imposed by the Delta State Government, allegedly assaulted the doctor.

    “We are informed that despite introducing himself as a Medical Doctor and showing his identity (ID) card to the Soldiers, they thoroughly humiliated and tortured Dr. Raphael Onyemekehia by forcing him to swim in the gutter for about 30 minutes at gunpoint and flogging him whilst he was complying with the inhuman, dehumanizing, degrading and tortuous punishment,” the statement reads.

    The NBA condemned in the strongest terms, the torture and dehumanizing treatment allegedly meted out on Dr Onyemekehia, who is a Consultant Nephrologist and Proprietor of Mount Horeb Clinic & Dialysis Centre, Effurun.

    The association consequently is demanding immediate apology and payment of adequate compensation to Onyemekehia by the Nigerian Army.

    “We further demand that the perpetrators of the dastardly act be immediately fished out and appropriate disciplinary measures enforced against them.

    “Should the Nigerian Army fail, refuse and/or neglect to comply with these demands, the Human Rights Committee of the NBA Effurun Branch shall commence legal proceedings against the Army to remediate the said injustices,” the statement reads.

    The Nigerian Bar Association, Effurun Branch condemns the Gross Violation of Dr. Raphael Onyemekehia’s Fundamental Rights in Effurun, Delta State on Saturday, 24 October, 2020; Demands for Apology, Adequate Compensation and Discipline Against Soldiers.

    The attention of the Nigerian Bar Association, Effurun Branch has been drawn to the gross violation of the fundamental rights of Dr. Raphael Onyemekehia of Mount Horeb Clinic & Dialysis Centre, Effurun, Delta State by personnel of the Nigerian Army on Saturday, 24 October, 2020 at Airport Junction, Effurun, Delta State.

    Reports reaching us from the leadership of the Nigerian Medical Association (NMA) Warri revealed that Dr. Raphael Onyemekehia was returning from work when he was accosted by overzealous Nigerian Army personnel who claimed to be enforcing the curfew imposed by the Delta State Government.

    We are informed that despite introducing himself as a Medical Doctor and showing his identity (ID) card to the Soldiers, they thoroughly humiliated and tortured Dr. Raphael Onyemekehia by forcing him to swim in the gutter for about 30 minutes at gunpoint and flogging him whilst he was complying with the inhuman, dehumanizing, degrading and tortuous punishment.

    The Nigerian Bar Association (NBA) Effurun Branch condemns in the strongest terms, the torture and dehumanizing treatment meted out on Dr. Raphael Onyemekehia, a Consultant Nephrologist and Proprietor of Mount Horeb Clinic & Dialysis Centre, Effurun by the Army. At a time when the nation is trying to recover from the sad incidence involving the Army and the #EndSARS Protesters at Lekki Toll Gate, Lagos, we find the gross violation of the fundamental rights of Dr. Raphael Onyemekehia insensitive and callous. The conduct of the Soldiers grossly violates the provisions of the Nigerian Constitution, the African Charter on Human and Peoples’ Rights (Ratification and Enforcement) Act, the Anti-Torture Act and other applicable instruments. We believe that the Soldiers knew or ought reasonably to have known that Dr. Raphael Onyemekehia, as a Medical Doctor, is an essential services personnel, exempted from the curfew restrictions.

    Consequently, we hereby demand immediate apology and payment of adequate compensation to Dr. Raphael Onyemekehia by the Nigerian Army. We further demand that the perpetrators of the dastardly act by immediately fished out and appropriate disciplinary measures enforced against them. Should the Nigerian Army fail, refuse and/or neglect to comply with these demands, the Human Rights Committee of the NBA Effurun Branch shall commence legal proceedings against the Army to remediate the said injustices.

    NBA condemns killing of Lagos #ENDSARS protesters by Nigerian Military

    The Nigerian Bar Association (NBA) has condemned the shooting and killing of #ENDSARS protesters at the Lekki Toll Plaza in Lagos State by some unidentified men of the Nigerian Military on Tuesday, 20th October 2020.

    The NBA made this known in a statement on Tuesday signed by it’s National Chairman, Olumide Akpata

    According to Akpata “….The NBA strongly condemns this act of recklessness and lawlessness by the security apparatus of the Government in what, based on reports available to us, appears to have been a carefully calculated and premeditated attack.”

    He added that “….The NBA states that even if the protesters at the Lekki Toll Plaza were in breach of the curfew
    imposed by the Lagos State Government, such a misdemeanor or breach did not warrant the use of live ammunition by the Nigerian military to confront otherwise peaceful, unarmed and defenseless protesters. To be clear, the events of today are events that we should never see or consider as normal in any democracy. ” He said.

    The NBA made other demands including the immediate dismissal of Military men found culpable in the killings;

    “Against the backdrop of this ugly development, the NBA wishes to state as follows:
    1. The military high command is hereby requested to immediately identify and name the officers involved in this gross professional misconduct for immediate prosecution and dismissal in line with extant laws.

    2. The NBA shall immediately commence legal proceedings at all relevant fora (both locally and internationally) against the Nigerian Military and other relevant
    authorities, on behalf of the families of the victims, for abuse of power, disregard of rules of engagement and the infringement of the fundamental rights (including right to life) of the affected citizens.

    3. Given the degenerating nature of the crisis, an emergency meeting of the National Executive Committee (the highest decision-making body of the NBA) will be convened within the next 48 hours to review the state of the Nation and take other appropriate steps to decisively deal with the situation and prevent the nation from further going adrift. The NBA believes that the current situation in the country calls for dynamic leadership and, as critical stakeholders in the Nigerian project, invites the President of Nigeria and others in authority to show uncommon leadership in saving the situation, instead of deploying troops against defenseless citizens whom they swore an oath to protect”
