    NIN: NIMC insists registration is free, reads riot act to extortionists

    The National Identity Management Commission (NIMC) has said that the ongoing enrollment for the National Identification Number (NIN) is free across the country.

    In a tweet on Thursday, NIMC warned that those who extort applicants risk a seven-year jail term if found guilty of the offence.

    While citing Sections 14, 20 and 21 of the Independent Corrupt Practices Commission (ICPC) Act and Sections 10 and 12 of the Code of Conduct Bureau and Tribunal Act, NIMC said the offence is punishable in accordance with the laws.

    The commission also asked Nigerians to report such cases of extortion for diligent prosecution to serve as a deterrent to others.

    “The punishment for extortion if convicted is seven years of imprisonment as stipulated in Sections 14, 20 and 21 of the Independent Corrupt Practices Commission (ICPC) Act and Sections 10 and 12 of the Code of Conduct Bureau and Tribunal Act,” NIMC said.

    The National Identity Management Commission (NIMC) has adopted the “booking system” for applicants to obtain their National Identity Number (NIN).

    “Mindful of the second wave of the COVID-19 which continues to severely affect public health and cause unprecedented disruptions, the commission wishes to announce that it has adopted a couple of measures to contain the spread of the virus whilst ensuring its services to Nigerians are not entirely interrupted,” the NIMC began in a Tuesday statement it tagged “NIMC Adopts Booking System For NIN Enrolment.”

    “Effective December 30, 2020, attending to applicants would be based on Booking System. For Bookings, applicants are to visit any of the NIMC Offices closest to them during stipulated business hours (9 am – 1 pm).

    “Once admitted into the office, a Number-Issuing queue management system will be in place to ensure orderliness and strict adherence to Covid-19 Protocols.”

    The NIMC equally urged all NIN applicants to adhere strictly to the COVID-19 safety protocols which include wearing of facemasks, washing of hands and the observance of social distancing at all registration centres across Nigeria.

    Recall that the federal government had earlier this month mandated telecommunications operators in the country to block all Subscriber Identification Modules (SIMs) without NIN and initially gave the companies two weeks to carry out the task.

    Although the deadline was extended from December 30 to January 19, 2021, thousands of Nigerians had thronged NIMC registration centres across the nation to beat the ultimatum, defying the COVID-19 protocols amid a surge in the number of cases in the West African country.

    Dozens of people have gathered at the headquarters of the National Identity Management Commission (NIMC) in Lagos and Abuja, to register for their National Identification Number (NIN).

    This comes as the Federal Government, through the Ministry of Communications and Digital Economy, issued a two-week ultimatum to all telecommunications operators in the country to block all Subscriber Identification Modules (SIMs) without National Identification Number (NIN).

    This also comes at a time that the country is witnessing a second wave of COVID-19 infections.

    However, because of the deadline and for fear of their SIM cards getting blocked, many have defied all protocols put in place to curb the spread of the virus.

    TheNewsGuru.com, TNG reports that majority of those that besieged the Lagos and Abuja offices of NIMC for registration were not using their face masks and physical distancing was not being observed.

    Many have appealed to the government to create more registration centers to ease the process and consider extending the deadline further.

    Meanwhile, the Federal Government last Monday, extended the deadline issued to all telecommunications operators in the country to block all SIMs without National Identification Numbers by another three weeks.

    The decision followed a meeting of the National Task Force on NIN and SIM Registration which held in Abuja.

    Consequently, the deadline was shifted from December 30 to January 19, 2021.

    The Federal Government has extended registration for the National Identity Number (NIN) by up to six weeks, from Dec. 30 to Feb. 9, 2021, and cancelled the use of Unstructured Supplementary Service Data (USSD) charges for verification across the country.

    The National Task Force on the NIN and Subscriber Identification Module (SIM) registration made the announcement on Tuesday, in Abuja, in a statement jointly signed by Prof. Umar Danbatta, Executive Vice-Chairman, Nigeria Communications Commission (NCC) and Engr Aliyu Aziz, Director-General, National Identity Management Commission (NIMC).

    The action followed resolutions adopted at a meeting chaired by Dr Isa Pantami, Minister of Communications and Digital economy.

    According to the resolutions, there would be “Three weeks extension for subscribers with NIN from Dec. 30, 2020 to Jan. 19, 2021. Six weeks extension for subscribers without NIN from Dec. 30, 2020 to Feb. 9, 2021, while USSD and verification charges remain suspended during these extensions”.

    Pantami said: “NIMC has provided strategies to enable citizens attend the registration in full compliance with COVID-19 protocols, particularly the use of facemasks, which remains mandatory, and maintenance of social distancing”.

    He disclosed that President Muhammadu Buhari has commended Nigerians for their patience and commitment to update their Identities and thanked all stakeholders for their compliance with the directives.

    The President also commended the efforts of the taskforce and urged all stakeholders to take advantage of the extension to link their SIM cards with their NIN, the minister said.

    The Federal Government has extended the deadline it previously announced for the provision of a National Identification Number by telecommunication service subscribers.

    This was contained in a statement issued to newsmen on Monday by the Federal Ministry of Communications and Digital Economy.

    The statement titled, ‘Extension of Registration Period and Cancellation of USSD and Verification Fees’, was jointly signed by the Executive Vice-Chairman, Nigerian Communications Commission, Umar Danbatta; and Director-General, National Identity Management Commission, Aliyu Aziz.

    It read, “The National Task Force on National Identification Number and SIM Registration met today, 21st December, 2020.

    “The meeting was chaired by the Honourable Minister of Communications and Digital Economy, Isa Ali Pantami with major stakeholders in the sector including Chairman – NCC, EVC-NCC, DG-NITDA, DG-NIMC, ECTS/ECSM-NCC, Chairman ALTON, CEOs of MTN, Airtel, Ntel, Glo, Smile, and 9Moble in attendance.

    “Based on the endorsement of the Federal Government of Nigeria, the following resolutions were made:

    “Three (3) weeks extension for subscribers with NIN from 30th December, 2020 to 19th January, 2021; and

    “Six (6) weeks extension for subscribers without NIN from 30th December, 2020 to 9th February, 2021.”

    The statement further stated, “NIMC has provided strategies to enable citizens attend the registration in full compliance with Covid-19 protocols – particularly the use of facemasks which remains mandatory and maintenance of social distancing.”

    The NCC had ordered telecommunications companies to within two weeks suspend phone subscribers who have no NIN.

    Large crowds had besieged NIMC offices in Lagos on Monday in a bid to register and obtain the National Identity Number.

    Several Nigerians had expressed concern over the sudden directive of the Federal Government and had asked that the deadline given for the registration be extended.

    The National Identity Management Commission (NIMC) has issued a new instruction to Nigerians who are yet to register and get their National Identification Number (NIN).

    TheNewsGuru.com (TNG) reports the new instruction is contained in a tweet the NIMC posted to Twitter on Sunday.

    Recall that the federal government had ordered telecommunications operators, including MTN, Glo, Airtel, 9Mobile and others to block all SIM cards not linked with NIN by 30th December 2020.

    Following the order, Nigerians have besieged NIN registration centers in their numbers, even when the centers are overwhelmed and not able to attend to applicants, and even when some centers listed by the NIMC are not open, while some newly approved ones are yet to begin operation.

    The new instruction released by the NIMC is for Nigerians who are yet to the register for and get their NIN to download the enrolment form for the NIN from the NIMC website.

    According to the commission, those who are yet to register and get their NIN can download and then fill and submit the form at any of the NIMC’s enrollment centers, instead of going to the centers to queue without end.

    NIMC tweeted that applicants can download, fill and submit the form to be enrolled into the national identity database and be issued the NIN as well.

    Although the FG is being urged to extend the two weeks ultimatum, the deadline to tie NIN with SIM cards has been pegged for 30th December 2020.

    To link your NIN to your MTN number, just dial *785# from your mobile phone bearing your MTN SIM card, and then enter your NIN and submit.

    Alternatively, you can dial *785*Your NIN# from the mobile phone bearing your MTN SIM card.

    You can also download the myMTN App and follow the NIN banner to submit your NIN details in the app.

    How to link your NIN to your Airtel number

    For Airtel, the telco has developed a platform for Nigerians to easily link their NIN and that of their friends and family. Airtel customers can visit airtel.com.ng/nin to link to their phone numbers and that of their friends and families.

    Alternatively, to link your NIN to your Airtel number, dial *121*1# from your mobile phone bearing your Airtel SIM card, and you will be presented with a space to insert your government approved 11 digit number. After entering the number, press SEND.

    How to link your NIN to your 9mobile number

    Also, 9mobile has created a platform for its customers to easily link their phone numbers to their NIN. The platform is 9mobile.com.ng/nin. 9mobile customers can verify and link their NIN on the platform.

    Alternatively, 9mobile customers can dial *200*8# from the mobile phone bearing their 9mobile SIM card to link their 9mobile number with their NIN.

    How to link your NIN to your Glo number

    To link your NIN to your mobile number as a Glo subscriber, simply send “UPDATENIN NIN FirstName and LastName” to 109.

    How to retrieve your NIN

    As stated earlier, to link your NIN to your SIM card, you must have first registered with the NIMC and gotten your NIN.

    If you have registered for NIN, you can check your NIN Slip, which has your 11 Digit Number at the top left corner, on the second row.

    You can also dial *346# and press 1 to retrieve your NIN from any network.

    The Federal Government has said that issuance of National Identification Number (NIN) was at no cost to Nigerians as the cost of the registration was being shouldered by the government.

    The Minister of Communications and Digital Economy, Dr Isa Pantami, said this following complains from some applicants who alleged that they were being asked to pay for the service.

    The Technical Assistant on Information Technology to the minister, Dr Femi Adeluyi, made this known in a statement on Saturday in Abuja.

    “ The National Identity Number is completely free for all Nigerians and legal residents with Resident Permit from the Nigeria Immigration Service.

    “The National Identity Number is the right of every citizen, based on the National Identity Management Commission (NIMC), Act 2007, ” he said.

    The Minister said he had instructed the Director-General of NIMC to investigate the allegations with a view to bringing the perpetrators, if any, to book.

    “The Director-General will also provide a platform for such allegations to be reported,” Pantami added.

    He commended the sacrifice of the Management and staff of NIMC who have carried out their assignment conscientiously during, and even outside, working hours.

    He disclosed that the ministry was working to ensure the conditions of service and welfare of the staff were favourable.

    Pantami reiterated the ministry’s commitment to creating an enabling environment for all Nigerians and legal residents to obtain their National Identity Number.

    The Federal Government has approved 203 licensed agents both in the public and private sectors of the Nigerian economy.

    Ali Ibrahim (Pantami), in a statement issued by NIMC has approved the licensing of 173 Agents and 30
    State Governments/Public Sector Institutions to conduct enrolment of
    all persons including legal residents into the National Identity Database
    (NIDB) on behalf of the National Identity Management Commission (NIMC).

    It was further statement that: Pursuant to the above, find the list of all the successful firms who satisfied
    all the evaluation criteria as stated in the Advert for the Expression of
    Interest (EOI) of each of the respective categories in full.

    The Commission congratulates all those who have been cleared to conduct
    enrollment of all persons on behalf of NIMC for data capture services.

    100m Nigerians have no identity-NIMC

    The National Identity Management Commission (NIMC) has said over 100 million Nigerians have no identity.

     

    The agency’s Director-General, Mr Aliyu Aziz, stated this on Wednesday during a zoom meeting.

     

    The News Agency of Nigeria (NAN) reports that Aziz spoke on the topic: Strategic Roadmap for ID Development.

     

    He said: “Over 100 million Nigerians have no identity (ID). These include the poorest and the most vulnerable groups, such as the marginalised – women and girls, the less-educated people, migrants, refugees, asylum seekers, stateless persons, people with disabilities and people living in rural and remote areas.

     

    “The estimated population of Nigeria stands at 200 million. Only about 38 per cent of the population has any form of ID.”

     

    Aziz said the commission had enrolled and issued 41.5 million unique identifiers, known as National Identification Numbers (NIN), since the commencement of identity registration and enrolment in 2012. According to him, the commission registers all Nigerian citizens physically present and those outside Nigeria as well as legal residents.

     

    “From 2012 till date, only 41.5 million citizens and legal residents have been enrolled into the National Identity Database (NIDB) and issued unique NIN, an average of 5.2 million enrolments per annum. “At this rate, it will take a long time to enrol the remainder of the people currently living in the country. By that time, about 292 million more people would have been added.

    “Hence, there is the need for a strategy to enrol the backlog within the shortest possible time. And that is the reason for the idea of strategic roadmap and the birth of the ecosystem approach,” he said.
